IN preparing this paper on Canadian mine taxation, there has been no attempt to detail the requirements of the various taxing bodies; but rather to consider the matter from the standpoint of its underlying principles and give a general idea of the methods adopted. I have added an Appendix setting forth the principal features of the various Acts, which should be used for general reference only, since new rulings alter minor details from time to time. In current legislation, many important points are left to the discretion of the Ministers and their deputies. We are, indeed, fortunate in having in Canada an able and conscientious body of permanent officials, who bring a sense of justice and courtesy to their work which is most commendable, and which has done much to simplify the working out of general problems. The production of metals may rightly be deemed a form of manufacture, but differs from the average manufacturing business in three important respects: (1) In its early stages, it is wholly speculative, since it is impossible to make any definite appraisal of value or possibilities. (2) The principal asset of any mine, i.e., the ore in the ground, is a wasting asset, and is irreplaceable. (3) Any additional burden by way of taxation cannot be passed on to the public but must be borne entirely by the producer. Having regard to the first of these differences, it is apparent that, since the risk of loss is great, the reward in case of success must be correspondingly great. This fact seems to be constantly overlooked by those who regard the all too few outstanding successes in Canadian mining history as fit prey for predatory legislation. As an illustration of the speculative nature of early mining development, let us consider the Province of Ontario-and I take this illustration simply because I am more familiar with conditions there, and not because I believe it differs greatly from any other province. From 1907 to 1933, 165,243 claims were staked and recorded, from which 43 mines were developed which paid one or more dividends. There was, of course, some duplication through re-staking; also, on some claims very little work was done, and most mines have more than one claim. But, since staking and recording cost real money and effort, each of these claims must have been considered to have had merit.

A ultra-high strength medium Mn steel with good ductility was designed and manufactured via the combination of warm rolling and V alloying, which produced not only the extensive precipitation of fine VC particles in both ferrite and austenite but also the bimodal size distribution of retained austenite (RA) grains. A substantial increase of yield strength up to 650 MPa was achieved due to the addition of V without deteriorating ductility. The coarse RA grains firstly transformed to martensite during yielding at the much higher stress threshold, followed by a significant work hardening due to dislocations multiplication, twinning-induced-plasticity (TWIP) and transformation-induced-plasticity (TRIP) in the ultrafine RA grains. The best combination of strength and ductility included 1.5 GPa ultimate tensile strength and 28% total elongation. This was achieved due to the sustainable TRIP and TWIP effects in the later straining stage resulting from the ultrafine austenite grains, the latter were reversely transformed from the recrystallized ferrite grains.

CRU estimates that the global supply of metallurgical grade alumina (MGA) grew by 5 percent during 2005 to a little more than 61 Mt (67 million st). About 30.7 Mt (33.8 million st), or 50.3 percent, of that originated from Oceania (principally due to the commissioning of the CAR refinery in Australia) and Latin America. In this context, Chinese production surged by 20.5 percent year-on-year to 7.7 Mt (8.5 million st) on the crest of a 17-percent rise in that country’s primary aluminium production. Meanwhile, on the demand side, there was a 6.7 percent climb year-on-year in global consumption to 62.3 Mt (68.6 million st). This reflected a healthy demand for primary metal from aerospace, construction, packaging and passenger transportation (to a lesser degree) in the United States, China, Brazil, South Korea and India. So there was an overall supply deficit of more than 1.2 Mt (1.3 million st). This, combined with an 18.3-percent diminution in closing stocks (down to 35 days of requirement), lifted the average spot price of MGA by 17.6 percent year-on-year to US$448/t (US$406/st).

Gas wells have often intersected mining resources, but unconventional shale well drilling has more recently challenged mines to balance the risk of interaction due to higher pressures and larger quantities of gas. Full extraction mining, such as the longwall method, induces ground movement that may influence the casings if wells are drilled within the mining area. The possibility of a casing shear would lead to the risk of unplanned gas migration into the mine. This has the potential to quickly overcome the ventilation system and reach the explosive range which, if ignited, can have catastrophic consequences on the health and safety of underground workers. The utilization of network software to model mine ventilation is a common practice in the mining industry as a predictive tool for planning and monitoring and can assist with a well breach scenario over a large mining area. This work focuses on a well breach in between two longwall panels after second panel mining with gas entering primarily through the gobs of the adjacent longwall panels. Applying the network software Ventsim, a gob zone and ventilation network were created to better understand the distribution of gas within the mine and the limitations and effectiveness of a ventilation system. The model shows both a transient flow simulation and steady state concentrations throughout the mine ventilation system. Using a standard Pittsburgh coal seam longwall ventilation scheme, we find that the system can dilute a significant inflow of up to 700 cfm of methane.

"The dissolution kinetics of steelmaking slag in pure water was studied, and the relative influential factors were investigated. The dissolution behavior of slag particles in water was well described by Noyes–Whitney equation, and for this kind of sparingly soluble rigid mineral this simple model was extensively applicable to describe their dissolution process. Experimental data were also obtained to confirm the significant promotion effect on the growth of some algae.1 . IntroductionIt has been found that the population of phytoplankton distributed in the ocean was significantly related to the concentration of some elements [1]. For example, silicon and iron were very low in the high-nitrate low-chlorophyll (HNLC) areas, which was the main factor limiting phytoplankton and other biomass growth in these open ocean surface water [7]. The silicon and iron-rich test also confirmed that the supply of these elements had the direct effect on the growth of phytoplankton processes at HNLC areas [2-8]. So in order to promote the growth of phytoplankton in these ocean areas, providing some of these elements into these ocean areas is a natural idea for choice. Steelmaking slag is a good resource for consideration because it usually contains silicon, iron, phosphorus and other elements that are necessary for the growth of phytoplankton [8-10].Haraguchi has proposed the following idea that [5-6], if steelmaking slag can be spread to the open ocean, the trace components like silicate, iron and phosphate as the indispensable nutrients for the growth of phytoplankton, will be leached into the sea water, not only promoting the growth of phytoplankton, but also making good use of these huge amount of steelmaking slag produced every year. Based on this idea, they have carried out studies in recent years and they found that silicon and iron in the slag could be extracted into seawater effectively and play a positive role in the growth process of many algae. About the dissolution of the steelmaking slag, the Japanese scholars' research work mainly focused on the thermodynamic analysis of its dissolution possibility, and in the process of dissolution they tried to adjust the pH value of the seawater by continuously adding hydrochloric acid, which was deviated from the natural conditions of dissolution, and so the laws drawn under these special conditions can not give the identical guide to the practical application. Therefore, it is quite necessary to investigate the dissolution behavior of the steelmaking slag in the seawater at the normal pH range without adjustment to simulate the dissolution possibility under the natural conditions. In the present study, the silicon extraction behavior from the steelmaking slag was investigated and the dissolution kinetics in this process was also discussed in detail. Further studies were also performed here to evaluate the promotion of steelmaking slag on the growth of algae."

This report describes a chemical process for preparing solutions of trivalent rare-earth chlorides from sulfate solutions obtained by treating bastnasite concentrate. The chief impurity in the final solution is cerium, and this element is less than 1 percent of the rare-earth oxides. The solution is used directly in the separation of rare-earth elements by ion-exchange methods. The attractive features of the process are that the chemicals are inexpensive and the steps few. The process starts with precipitating the rare-earth hydroxides from sulfate solutions with caustic soda. After the hydroxides are dried to oxidize the cerium, they are treated with dilute hydrochloric acid to dissolve away the trivalent rare-earth elements, leaving the tetravalent cerium. Details for controlling the leaching step are described. The process shortens older procedures by omitting the usual oxalate or double-sulfate-precipitation step.

The Bureau of Mines conducted research on the flocculation of various minerals with insoluble cross-linked starch xanthate (ISX) to determine its potential as a beneficiation technique for low-grade, highly dissem-inated ores and for selective desliming. Covellite, chalcocite, pyrite, pyrrhotite, chalcopyrite, bornite, sphalerite, galena, and molybdenite fines flocculate with ISX. Floc formation, floc size, and settling rate are dependent on pH, with the pH dependence differing for each mineral. Quartz is not flocculated by ISX. Experiments to obtain selective flocculation of sulfides from quartz were attempted. Good selectivity was only obtained for the bornite-quartz system. postflocculation separations resulted in flocculated bornite in grades as high as 92 pet. Evidence is presented that the flocculation of many of the sulfide minerals with ISX may involve covalent bonding of the xanthate group to lattice metal site(s).

Bauxite was first discovered in Tennessee, at Chattanooga, in 1906, during the construction of' the McCallie Street tunnel through Missionary Ridge. Several years later, bauxite was found in sinking a well on the Perry or Isabella Stewart property. These and other deposits furnished a substantial tonnage for the abrasive and chemical industries during the years 1906 to, 1920. The search for domestic sources of war material prompted by World War II brought the Tennessee bauxite deposits to the attention of the Bureau of Mines. During the summer of 1942, James S. Cullison and E. Godwin, geologists of the United states Geological Survey, made a survey of the bauxite deposits of the area. In August 1942, Harold B. Ewoldt, a Bureau of Mines engineer, accompanied by the Geological Survey party visited the area and a drilling program was prepared. Drilling was started in November 1942 and continued until March 1943. A total of 2,519.5 feet in 38 holes was drilled on three properties.

The Bureau of Mines conducted laboratory tests to develop a process for recovering a marketable grade of tungsten from the brine of Searles Lake, Calif. The brine contains only 56 parts per million of tungsten (70 ppm WO3). Using ion exchange resins synthesized by Bureau chemists, 98 percent of the tungsten was extracted from the brine and 92 percent of the tungsten vas recovered as a marketable iron-tungsten concentrate containing 44 percent tungsten as tungsten trioxide. Although major technical problems have largely been resolved, research is progressing to escalate testing in a process investigation unit to provide more reliable data for an economic appraisal.

Spessartine-quartz rocks are manganiferous sedimentary rocks rich in spessartine and quartz which occur in north-central New Brunswick. They represent a recrystallised manganiferous siltstone/chert that is contained in or associated with red manganiferous siltstone (RMS) units. The spessartine-quartz rocks and RMS form part of an Ordovician volcanic and sedimentary succession within the Appalachian-Caledonian orogen which hosts numerous massive sulphides and polymetallic vein deposits. The New Brunswick spessartine-quartz rocks are spatially and temporally associated with stratiform base-metal, precious metal and hydrothermal tin-tungsten deposits. This suggests that spessartine-bearing lithologies and zones can be useful in predictive metallogeny and for the understanding of the stratigraphy and palaeographic setting of the early Palaeozoic rocks of the Appalachian-Caledonian orogen.

"INTRODUCTION Conventional mine planning is performed on a single resource model at a selective mining unit (SMU) scale deemed appropriate for the deposit and mining method. Estimation methods such as kriging and inverse distance, commonly used to construct a single model, are susceptible to histogram smoothing (Rossi & Deutsch, 2014). This can be mitigated by limiting the number of composites per estimate, therefore correctly reproducing the distribution of estimates (Boisvert & Deutsch, 2012). Search limiting techniques remedy histogram smoothing at the cost of introducing a problematic conditional bias (Isaaks, 1999) and introduces even greater spatial smoothing. Localization is an alternative, offering histogram reproduction through post processing of more robust probabilistic modeling techniques. A single localized model at the SMU scale is desirable. The correct histogram can be reproduced and a single model allows for the use of conventional mine planning and resource evaluation techniques. Despite the advertized benefits of localization, the necessary reliance on a larger panel scale as a middle step in the localization process yields unsightly “edge-effect” artifacts (Boisvert & Deutsch, 2012). Two approaches to artifact reduction are presented here. The first is a straight forward optimization approach designed to minimize an objective function that penalizes artifacts including panel edge discontinuities to generate a model free of panel edge-effects. The second approach redefines a panel in a less conventional fashion as a randomly chosen set of SMUs throughout the domain. This method produces a model void of any regular panel shape resulting in an artifact free model. Artifact reduction minimizes the obvious “edge-effect” issues of localization but local precision issues described by Boisvert & Deutsch (2012) persist. Localization is not a replacement for quantified uncertainty for comprehensive risk analysis and resource evaluation. LOCALIZATION Initially developed with Uniform Conditioning in mind, localization collapses a distribution of local uncertainty at a panel scale to an SMU scale model for mine planning (Abzalov, 2006). This process has been extended to Indicator Kriging (Hardke, 2011), Sequential Gaussian Simulation (Boisvert & Deutsch, 2012) and MultiGaussian Kriging (Daniels and Deutsch, 2014). The localization process is performed in a similar fashion regardless of which technique is chosen to create the prior model of uncertainty. Methodology There are three scales of importance considered in the localization process. The point scale, otherwise known as the data scale, is the smallest and is the scale at which experimental data is collected. The SMU or block scale is the familiar scale at which mine planning and resource evaluation takes place. Lastly, the panel scale is larger and contains a number of SMUs. Each of the three scales is illustrated in Figure 1."

The northern Bowen Basin has a very large resource of coalseam methane gas-in-place - 136 TCF(7ohnson and White, 1988). The gas is pipeline quality, being 98-99 per cent methane with traces of carbon dioxide and higher hydrocarbons. The largest resource of natural gas within the coalseams of the northern Bowen Basin is contained in the Moranbah Coal Measures (75 per cent). The next most important resource is in the combined upper Fort Cooper (16 per cent) and Rangal (nine per cent) Coal Measures. The far northern parts of the basin have low gas contents due to the combined effects of limited extent of the coal measures, shallow depth and low rank. Reserves per well are more than double that of the best coalseam methane wells in any basin in the United States. In some areas of the Moranbah Coal Measures, the gas-in-place estimates exceed 225 million cubic metres per well (80-acre spacing). A distinction is made between resource base, as determined from this basin assessment, and the deliverability potential. Parameters used to estimate gas-in-place (coal area, thickness, density, rank and depth) can be adequately extrapolated from areas of high- to low- data density. Parameters affecting methane production (permeability, gas depletion factor and critical desorption pressure) cannot be generalised. Exploration and development programs must rapidly develop a predictive capability for these factors, on a local scale, through geological modelling and confirmation drilling.

The activity of silver in solid gold-silver alloys (electrum) has been measured with an electrochemical concentration cell based on the super ionic conductor silver-i3-alumina in the temperature range 200 to 80oaC.The measurements of the silver activity in the range 0.5 to 90.0 atom per eent silver were found to be highly reproducible although there is some disagreement with an earlier study which used a similar technique. At temperatures above 400° the silver activity exhibits both positive and negative deviations from ideality in the silver rich region.This method suggests a simple technique for the nondestructive determination of silver in electrum alloys.

THE type of gas producer in which the ashes are fluxed and run off as slag was among the very earliest made. Ebelmen built the first one in 1840 at Audincourt, France, only a year after the installation of the first gas producer of which we have record. Charcoal was used as the fuel, with blast-furnace slag and clay is flux. My interest in this type of producer began when as a boy I saw the fluxing producer at Chester, N. J., which was invented by W. J.. Taylor, and described by him in 1881.1 This producer was invented independently by Mr. Taylor to meet the difficulties he experienced in making producer gas for roasting sulphurous iron ores. It will be of interest to review briefly his description of his producer. It was built like a small blast furnace, having a hearth 24 in. in diameter and 24 in. high. The bosh angle was 25° from the vertical; the diameter at the bosh 4 ft. and at the top 3 ft.; the total height 12 ft. The producer contained one water-cooled tuyere 12 in. above the bottom, with a 1.5-in. nozzle.. Depth of the coal above the tuyere; 6 ft. Mr. Taylor mixed the coal with from 30 to 40 per cent. of basic blast-furnace slag to flux the ash. Occasionally some limestone was also used, but never limestone alone, as the use of the furnace cinder gave a larger volume of slag and made it easier to maintain a proper fluidity. . The producer was blown with a small Weimer blowing engine, delivering 300 ft. of air per minute, at from 1 to 1.5 lb. pressure. The slag was tapped every 2 hr. and was black and glassy in appearance. Broken or egg size anthracite was used. The fine sizes of anthracite could not he made to work. Mr. Taylor expressed the belief that bituminous coal could be used if not too fine, but no experiments were made with this coal. Runs were made of four weeks' duration, with no stops or changes. "A program of sampling in Canadian washeries was carried out by the Coal Research Laboratory (CRL) over a period of two years to evaluate the performance of various density separators in these operations(1). Operating data on quality and recovery of products, separation efficiencies and cutpoints for each separator type are compared with data predicted using computer models developed from previously existing data.The Heavy Medium Cyclone (HMC), Heavy Medium Bath (HMB) and jig models give predictions of recoveries and qualities of products for sizes coarser than 10mm with absolute value of error mean less than 7 per cent, whereas predictions of the Water Only Cyclone (WOC) model for -10mmfine coal are with absolute value of error mean less than 8 per cent. Although less accurate for -10 mm fine coal, the HMC and jig models produce predictions of recoveries with absolute value of error mean less than 2 per cent and quality of products predictions with absolute value of error mean less than 28per cent which are generally acceptable because more liberation in the fine fractions appears to compensate for any difference in the accuracy of separation, resulting in good prediction of the clean product. However, ash content of the actual fine refuse was lower than predicted. The difference is attributed to the highly friable nature of Canadian coals which tends to cause an excessive loss of coal fines to the fine refuse.A comparison study based on quality and recovery of products is made between the Dutch State Mines (DSM) models and the recently modified models, both produced comparable predictions."

The control of phosphorus in steelmaking is one of the famous challenges of pyrometallurgy. It is well established that highly basic slags, the presence of FeO in the slag and lower temperatures (less than 1650°C) are favourable for phosphorous removal. The thermodynamics of this reaction have been extensively studied under laboratory conditions and the general trends confirmed through industrial trials. However, in general, phosphorus slag/metal distributions measured in industry are far from equilibrium and quite specific to the oxygen steelmaking technology being used. This variability was quantified by Urban, Weinberg and Cappel (2015), who found that the phosphorus partition ratio measured in plants varied with blowing practice, stirring intensity and even converter life. Some recent kinetic studies by Gu, Dogan and Coley (2017) have shown how the kinetics of these reactions vary with FeO content and dissolved sulfur at the droplet scale. A global kinetic model by Rout et al (2018) provides meaningful predictions of where dephosphorisation occurs in an industrial basic oxygen furnace (BOF) and some recent heat transfer modelling by Madhavan et al (2021, 2022) implies that temperature difference between droplets and slag has a role to play in explaining why equilibrium is not achieved. This paper will review the current state of knowledge and provide suggestions on predicting phosphorous removal for industrial operations and how greater removal could be achieved.

Tool manufacturers continue to incorporate new designs to the internal mechanism of tools in order to decrease the vibration that is delivered to the hand during operation. Modification of some tools to minimize tool vibration is not easily resolved through internal tool design. For this reason, vibration damping materials applied between the tool and the hand are a simple alternative. The damping materials may be applied to the area of the tool directly contacted by the operator or in a glove containing a vibration absorbing pad. These interventions are developed specifically to damp vibration but are not necessarily produced and tested under the same work conditions that a company may expose their workers. Therefore, it is important to test the value of the proposed interventions for the specific applications. This study evaluates the effectiveness of anti-vibration interventions currently in use at a local manufacturing company. Methods The design of this study evaluates the vibration energy produced at the tool handle and from the back of the operator’s hand. Each operator performed a series of fastener installations in metal using several interventions and one series with no intervention as a control. Four of the interventions were gloves containing anti-vibration material and the fifth intervention was an anti-vibration material wrapped around the tool handle. The protocol for wrapping the tool handle was developed and is part of the equipment procedure at this manufacturing company. Test conditions mimicked production work conditions including similar materials, fasteners and technique for installation. Vibration values were collected using 3 tri-axial accelerometers with one firmly glued to the tool handle close the hand grip as recommended by ISO 5349. A second accelerometer was placed on the top of the pistol shaped tool. The third accelerometer was attached to the back of the hand close to the third knuckle using double sided tape. Results Preliminary results for 3 volunteers show a difference between the vibration values of the control condition (mean hand vibration on bare hand = 1.77 Gs) compared to all of the interventions (p=.0001 using Mixed Procedure, Tests of Fixed Effects). The graph below shows individual trials for each subject for each condition. Glove 3 with the air bladder insert shows large variability between subjects (Range = 0.84-3.33 Gs). The other interventions show much less variability both within subjects and between subjects indicating consistent response with use of the intervention.

This report is a description of equipment and test procedures used by the Federal Bureau of Mines in laboratory studies on the explosibility of dusts. The principal tests concern ignition temperature, minimum explosive concentra¬tion, minimum electrical energy for ignition, limiting oxygen concentration, pressure, and rates of pressure rise. As new materials often present unique problems, variations in the general procedure and special tests performed are indicated, The general procedures for handling a dust sample from its receipt at the laboratory to the preparation of the report are described. The repro¬ducibility of the respective tests are shown. A brief history of laboratory studies on dust explosions by the Bureau of Mines and a description of current equipment and test procedures used are presented in this report. Its purpose is to facilitate interpretation of data previously published and those proposed to be published on the numerous mineral, agricultural and industrial dusts that have been studied. Through understanding and interpretation of the laboratory data obtained for the parameters of explosibility, preventive measures can be adopted for alleviat¬ing the hazard of dust explosions arising in manufacturing and processing industries.

Libby, Montana is the site of a large vermiculite deposit that was mined between 1920 and 1990 to extract vermiculite for commercial applications such as insulation, gardening products, and construction materials. The Libby vermiculite deposit also contains amphibole minerals including tremolite, actinolite, richterite, and winchite. Historically, Libby mine workers experienced high exposures to amphibole structures, and, as a group, have experienced the health consequences of those occupational exposures. It has been suggested that Libby residents also have been and continue to be exposed to amphibole structures released during the vermiculite mining operations and therefore are at increased risk for disease. The Agency for Toxic Substance and Disease Registry (ATSDR) conducted two epidemiological-type studies of residents living in Libby and the surrounding areas to assess these risks. The Environmental Protection Agency (EPA) collected and analyzed exposure data in Libby and used those data to project risks of asbestos-associated disease for Libby residents. The EPA has placed the Libby Asbestos Site, which includes the mine and the town of Libby, on its National Priority List of hazardous waste sites in need of clean up. This article presents a review of the exposure studies conducted in Libby and an analysis of health risks based on the data collected in those studies. Libby mine workers have experienced elevated levels of asbestos-associated disease as a consequence of their occupational exposures to amphibole structures. Libby residents? exposures typically are substantially lower than mine workers? historical exposures, and the health risk projections for residents are, accordingly, substantially lower. © 2007 Published by Elsevier Inc. Capital, as represented by mineral resources, is being exhausted rapidly without possibility of identical replacement. The public must be discouraged from thinking-why worry about the bank balance so long as there are plenty of blank checks? Instead of each man, woman, and child being owners of a mineral capital of $89,000 as former Secretary Ickes once stated, they are really the guardians of a mineral reserve which, when harvested, cannot be reproduced. The proper use of this material is the basis of modern civilization and military power. The best American institutions cannot be maintained or transmitted to our children unless this trust is guarded. It is unfortunate that more attention has not been focused on the fact that this country is headed for a have-not status in the family of great nations if some- thing is not done to preserve its mineral heritage. It is the privilege of the United States now to champion and implement democracy because it is industrialized and can get at its raw materials. A high price is being paid every day in mineral depletion for the privilege. No one can eat his cake and have it too. The United States still must face world-wide economic competition and, perhaps, World War III. In the final analysis all wealth comes from the ground, whether plant, animal, or mineral. Value is in-
