"Safe mine closure is an important step in the mining lifecycle. Plans for safe and efficient closure should begin at the inception of mining. Ideally, closure occurs when the reserve has been depleted. However, when the abandonment of a mine occurs prior to the depletion of the reserve, several problems arise which need to be treated. This situation occurred at Verdinho Mine, located in the state of Santa Catarina, southern Brazil. Verdinho Mine is a coal mine that operated for more than 40 years without had backfill technologies applied. Soon before the exhaustion of the reserves, it was abandoned by the owners without proper closure. As a result, the Federal Public Ministry filed a public civil action to promote proper closure. Several parties are currently involved, including the National Department of Mineral Production (DNPM), the mining regulator of the Brazilian Government. To meet the judicial determination, a cooperation agreement was initiated between DNPM and the Federal University of Rio Grande do Sul (UFRGS) to identify and to monitor parameters which could result hazard due flooding mine, to model the various conditions to minimize the impact of flooding caused by total abandonment. Many processes must be planned and planned early in mining operations, and these processes must be performed over the life of the mine. Financial resources must be guaranteed by a specific fund fueled by operating revenues. When these resources are not properly employed, costs and technical difficulties prevent proper closure progress. If the removal of subsoil equipment, treatment and control of groundwater, regeneration of the surface, and closure of openings are not done correctly, there can be environmental, social, and stability impacts over time. To avoid this in the future, a detailed study is being performed at the Verdinho Underground Coal Mine on how to appropriately implement mine closure and monitoring procedures. This study is being conducted in response to a lawsuit filed by the Federal Public Prosecutor’s Office. INTRODUCTION The nature of the Mining Industry is such that all mining is a temporary activity, where the operational life of a mine is defined by the final project scope. The operating life of a mine lasts from a few years to several decades. Mine closures occur once the mineral resource at a working mine is exhausted, or operations are no longer profitable. Mine closure plans are required by most regulatory agencies worldwide, such as the Mineral Production National Department (DNPM) in Brazil."

In recent papers, O'Neill,' Vivian, and Zener and Hollomon3 have reviewed some of the information concerning the relations between stress and strain during plastic deformation. Since further information has been obtained since these reviews were published, this paper attempts to further coordinate and amplify the knowledge concerning the plastic deformation of metals in simple tension. Ordinarily the results of tensile tests of metals are presented as graphs in which the load divided by the original area is plotted as a function of the percentage of elongation measured over some specified gauge length. The interpretation of graphs of this sort is limited, since the stress required to deform the metal at any stage of the deformation is actually the load divided by the instantaneous rather than the original area. Furthermore, each increment of the deformation is performed on metal that has been previously deformed, and, as pointed out by Ludwik,4 the strain could be more effectively defined: where e is the strain and AO and A are, respectively, the original and instantaneous areas. The results of the tensile tests can be more effectively presented and interpreted if the stress* (load divided by actual area) is .lotted as a function of the strain as defined above. A schematic curve of this type is presented as Fig. I. In a previous paper,6 the concept of Ludwik7 concerning the flow and fracture of metals was successfully employed to explain some of the puzzling results of notched-bar impact tests of steel. It appears that the use of this concept ii; very fruitful and should be kept in mind in any study of the deformation charactcristics of metals. Ludwik considered that a flow stress-strain curve of a metal was essentially a locus of points that described the stress required for plastic flow of an infinite numbcr of specimens, each with a different strain history determined by the preceding part of the flow curve Each of these specimens can also be considered to have a fracture strength. Uniortunately (or fortunately depending upon the point of view), all the specimens, except the one deformed to the fracture strain, flow and do not fracture. Sulfur compounds have long been recognized as damaging pollutants of the air. A number of investigations have been made to determine the amount of such compounds existing in the air of various cities; moreover, some study has been given to the conditions affecting the concentrations. This paper summarizes published investigation and includes a bibliography on the subject. The methods of obtaining data have differed to the type of sampling, analysis procedure, hour of sampling, number of locations, and number of determinations made. Sampling methods include both the continuous type, covering a day or a number of days, and what can considered the ?snap? type, covering very short periods. Continuous sampling has, given data representing the average concentration at the location chosen but no information regarding variations from hour to hour, are none that might be said to represent the average for a city. The snap-sampling method, while not giving a true average for any one location or area, has in some instances made available date regarding variations of concentration during different hours of the day and at various locations or zones within the area chosen. Although the sulfur compounds in the air nay include sulfur dioxide, sulfur trioxide, hydrogen sulfide, and organic compounds of sulfur, most investigators report on the basis of sulfur dioxide. This gas unites with moisture to form sulfurous acid.

BUTANE OPERATED drilling rigs are a recent innovation in the petroleum industry, so extensive data on their operation are not available. However, experience indicates that, within limitations, as much can he accomplished with butane as with steam, at a decided reduction .in expense of installation and cost of operation. Commercial butane is a liquid motor fuel similar to gasoline, but much more volatile, so that it has to be stored under pressure. At 10° F. it is liquid at atmospheric pressure, but at 100° it has a pressure of 70 lb. or more. As soon as the pressure is reduced, it turns to vapor and in that state is far more easily mixed with the air necessary for combustion. Butane occurs as a by-product in the absorption process of natural gasoline extraction from casing-head gas. The product has been used to some extent 10 raise the octane value of gasoline. However, because of its volatile nature, such admixture is stable only to a limited degree. Attempts also have been made to introduce the product in a gaseous form into oil- hearing formations in repressuring work. It has, however, until recently, for the most part been wasted.

Revision of the United States mining law is needed chiefly because of the following reasons: 1. The conceptions as to the characteristics of orebodies that were held at the time the statute of 1872 was enacted have since proved to be in many respects erroneous. 2. The operation of the existing law has been found to work unnecessary hardship upon many claimants to mineral land. 3. The existing statute fails in large degree to encourage development of mineral resources. 4. The existing law often produces conflict between placer and lode-claim rights, working unnecessary injustice to placer claimants. 5. The methods of establishing the rights of locators on United States mineral land are defective, and are not uniform throughout the States within which such lands exist. Law of the Apex The objections to the so-called "law of the apex" are so well known as to require no detailed statement. It is sufficient to point out that the apex rule was based upon the notion that ore deposits consisted of well-formed veins included between definite walls, like the slice of ham in a sandwich. The fact is that veins conforming to that simple type are rare. Irregularity is the rule, and the chief metal production of the United States comes from mass? which bear no resemblance to the tabular form of vein. Manifestly the law of the apex fails completely in such cases. Moreover, the tendency is constantly toward the exploitation of ores of lower grade than could formerly be worked, and such deposits exist mainly in the form of large irregular impregnated zones and masses, so that the future development of our mineral resources would be continuously embarrassed by shadowy claims to extra-lateral rights by the locators of so-called apexes.

The problem of making a building unit combining the necessary physical and mechanical properties and good thermal insulation has been foremost in the minds of architects and ceramic and construction engineers for many years. This paper presents the results of studies on thermally expanding shales or clays to produce lightweight cellular products suitable for making building units. An expanded clay block suitable for building purposes should be large enough qo that substantial savings may be effected in labor costs in laying the wall. The permeability should be low and it should have sufficiently good "dry-wall" characteristics to permit exposing the exterior surface to the elements, and to permit plastering directly the inside wall surface. The thermal conductivity should be low and the mechanical properties should be adequate. Obviously, a unit possessing satisfactory qualities for constructing an - outside wall would be satisfactory for interior walls and for back-up purposes. The results of studies on bloating various shales or clays† and the properties of the expanded products are reported. In another paper1 basic factors involved in bloating of clays are discussed. Manufacturers of ceramic products, partitularly structural clay, may encounter bloating of the ware during burning, and precautions must be followed to avoid this phenomenon. About 1927 the C. F. Burgess Laboratories, Madison, Wis., while carrying on an investigation for the American Face Brick Research Corporation, conceived the idea of intentionally bloating clay while holding it in a restrained condition, with the hope of producing a unitary cellular mass. Work was carried on until about 1931, when studies were terminated because of business conditions. These studies were continued later by The Western Brick Co., Danville, Ill., which developed a process of "inwardly expansive bloating."² The major purpose of the latter investigation was to produce back-up tile to compete with concrete blocks made from Haydite or cinder aggregate. Haydite is a light-weight aggregate formed by heating certain clays or shales rapidly in a rotary kiln. While the investigations at the C. F. Burgess Laboratories or at Western Brick Co. were not carried far enough to lead to the commercial production of material for the construction of walls, particularly outside walls, they showed that certain clays could be thermally expanded and that it was possible to produce a material of low permeability with a large percentage of the total voids or cells closed. commencing in 1939, the Ozark Chemical Co. sponsored a research program at Battelle Memorial Institute for the Purpose Of determining whether it is technically feasible to make thermally expanded building units, and specifically to get answers to the following questions:

RECENT developments in the Turner Valley gas and oil field, 40 mi. southwest of Calgary, Alberta, have indicated a large producing crude-oil area. Drilling be¬gan in Turner Valley in 1913 but no major developments took place until the fall of 1924, when Royalite No. 4 well at a depth of 3740 ft. in the upper part of the Paleozoic (Mississippian) limestone obtained a production - of 20,000 M cu. ft. of gas with a content of about one imperial gallon of naphtha (73° A.P.I.) per M cu. ft. This well produced as much as 600 bbl. of naphtha per day, and until abandonment in 1934 produced 911,313 bbl., which together with the gas sold was valued at about $5,000.000.

The probability distribution of fracture data from a rock mechanics test contains information about the effectiveness of the testing procedure and/or about the nature of the operating failure mechanism. The tensile strength of Lac du Bonnet granite forms a bimodal probability distribution when determined through line loading as in the Brazilian test. The same data obtained from three point bends tests are unimodal. The bimodality can in part be removed by distributing the line load over a finite area. Moisture has the anticipated effect in lowering both the average compressive and the average tensile strength of Lac du Bonnet granite. The reduction in strength however is not uniform within the probability distribution; the change is the largest at low and the smallest at high strength. Conversely, long-term loading is more damaging to the high strength members of the distribution. The large scatter of failure times in static fatigue experiments can in part be removed or even utilized when the probability distribution of instantaneous strength is taken into account.

"The Cumberland Basin of Nova Scotia has long been considered a structural basin by virtue of the elliptical outcrop and inward dip pattern of the Pennsylvanian outcrops. Recent published and unpublished data indicate that subsidence began in the late Devonian, perhaps resulting from a graben or rift. The Mississippian sediments which filled the growing depression were continental, lacustrine and marine with evaporites. The cessation of the riftforming processes is recorded by the alluvial swamp-type sediments of the Pennsylvanian which filled the depression. In excess of 25,000 feet of Carboniferous rocks are believed to be present in the deepest part of the Basin. Starting with the rift hypothesis, we can speculate on the kinds of sediments, their location and the structural features present beneath the Pennsylvanian surface. Using surface exposures and a limited amount of subsurface data, we theorize that (1) the Mississippian evaporites acted as glide zones which effectively divided the Basin into two horizontal structural layers. The rocks above the evaporites, responding to Appalachian stresses, formed the long diapiric folds with cores of overthickened evaporites. Below the evaporites the structures are related to movements of the rift floor, compaction closures and structures formed by differential horizontal movements of the rift walls. (2) The rift, in its deeper parts, will have more and a greater variety of marine rocks than the outcrops indicate. Should the rift hypothesis be correct, the possibility of finding hydrocarbons is enhanced."

I would like to talk to you today about microbiological leaching or, the solubilization of metal values due to the action of Thiobacillus ferrooxidans. Bacterial attack of sulfide minerals has been going on for centuries but only recently was it discovered that the acid and iron often found in coal mine drainage is produced by bacterial action on the iron sulfides in the coals. Not until 1950 was it proven that bacteria were playing a role in the dump leaching of sulfide ores. B. C. Research became involved in microbiological leaching in 1955 while examining mine drainage from the copper-zinc mine at Britannia Beach, north of Vancouver. Since 1955, B.C. Research has maintained a continuous re¬search program on microbiological leaching which, due to its applied nature, was put under industrial sponsorship in 1962. Most of the information pro¬vided in my talk today has been gathered under this sponsored research program and I would like to express our appreciation to the many sponsors who have made our work possible.

This publication contains analyses and related source data for 352 natural gas samples from wells and pipelines in 18 States and 5 foreign countries. All of the samples were obtained and analyzed during calendar year 1974 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economics. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. The economic success and growth of any metropolitan region depends on mobility. Today, mobility between New Jersey and New York is threatened by a transportation system that cannot meet 21st century travel demands. The transportation bottleneck created by the Hudson River threatens the viability of one of the world?s great centers of commerce and culture. Fortunately, there is a solution: The Access to the Region?s Core Mass Transit Tunnel. The US$8.7-billion Mass Tran-sit Tunnel?s (MTT) new two-track line will double commuter rail capacity under the Hudson and create a new, state-of-the-art cavern station in Midtown Manhattan, with wide platforms, high-speed escalators and other features to improve riders? travel experience. The capacity and other benefits of the MTT project will launch a new era of prosperity for the region, just as the Pennsylvania Railroad did almost 100 years ago when it built the existing two, single-track rail tunnels that now form the sole commuter rail link between New Jersey and New York. The existing tunnels run from North Bergen, NJ, under the Hudson River to Pennsylvania Station at 33rd Street in Manhattan. Construction on the MTT, the largest public works project in the United States, is scheduled to start this year and continue through 2017. The MTT is ready to go to construction thanks to a major commitment of financial, engineering, project management and other resources from NJ TRAN-SIT, New Jersey?s statewide mass transit agency, and the Port Authority of New York and New Jersey, a bistate agency that operates the Holland and Lincoln tunnels, the George Washington Bridge and other major transportation facilities in New York and New Jersey. The project is also strongly supported by the state governments of New York and New Jersey, as well as that of New York City. The MTT is New Jersey Governor Jon Corzine?s number one transportation priority.

As a practicing mining engineer, I face many rock mechanics' problems daily and would like to mention one or two examples to illustrate the current gap between laboratory investigations and actual field problems. I would like to endorse Dr. Obert's suggestion that more field measurements and observations should be undertaken. There is an ever-increasing body of data beginning with Hast's results in Sweden,l then measurements at Elliot Lake, Canada, and so on, including our own measurements at White Pine, which clearly indicate that the horizontal stresses underground. are often at least as large as the vertical stresses. Visual observation of the deformation of roof and pillars (including failure due to horizontal compres- sion) also demonstrates that the horizontal stresses are often most important: Yet almost every laboratory investigation begins with the assumption that the only stresses acting are vertical. Roof spans in layered formations. for example, are calculated on the assumption that the rock behaves as a gravity loaded beam. This is all too often unrealistic.

"The need for spodumene as a source of lithia for war purposes led to the exploitation of the Edison pegmatite deposit 1-1/2 miles southeast of Keystone, S. Dak. The operation was conducted during 1943 and 1944 by the Lor Mining Co., Rapid City, S. Dak. Spodumene concentrates in the ratio of 15:1 were recovered by hand picking from a sorting belt. This method was expensive and wasteful of spodumene, owing to the small size of the crystals.Data4/ obtained by the Bureau of Mines indicates that blunging with hydroflouric acid or sodium hydroxide is a prerequisite to selective flotation. Results of tests by Denver Equipment Co., Denver, Colo., indicate that economic recoveries can be obtained in an alkaline circuit after desliming.At the request of the Lor Mining Co., K. L. Erickson, metallurgical engineer, was permitted to work in the pegmatite research laboratory to verify previous investigations and to determine problems that might be involved in commercial milling. The ensuing investigation indicated that electrolytes in the mill water produced a profound inhibiting action on the flotation of Edison spodumone.An investigation of mill water from various sources showed that some waters are suitable for the process and others are not. Subsequent testing showed that all of the available waters are suitable after treatment. The flotation of the Edison spodumene in an alkaline circuit after desliming and using oleic acid as collector is efficient and economical when the water does not contain impurities.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B.Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches arc under the supervision of Dr. R. S. Dean, assistant director.As the work was of a practical nature, samples from possible mill-water sources in the southern Black Hills were obtained, and commercial softening and demineralizing methods were investigated. Data on various waters tested are given in table 1."

In about 1930, Degussa applied for a patent on a process for the of oxides, carbides, sulfides, and other nonmetallic impurities by filtration in the molter state. The filtering media listed were wire screen, coke, and ceramic materials, and quartz. It was also suggested that filtration might be combined with chemical reaction between the metal and the filter medium or that might be added to the system. No patent was granted on the general scheme, but several years later a patent was granted on a continuous process purification of crude light metals, especially or alkali earth and their alloys. The melt was stirred at 1 temperature at which the impurities (such as oxides and salts) remained solid and the metal was drawn through a filter tube. The impurities collected under the filter and were removed by a screw conveyor. Crude sodium was purified by this process in Degussa's Knapsack plant. During the last war, when the refining of scrap became a very urgent Problem in Germany, experimental investigations were extended to separation of other metals and metallic compounds by filtration. Preliminary experiments seemed to confirm the opinion of Dr. L. Weiss that the principles of wet chemical filtration might be applied to a great extent in the purification of metal and alloys.

Relentless increases in demand for nickel and vanadium for uses such as steelmaking, catalysts and battery materials, plus the growing financial and environmental costs of their primary extraction, have led to much interest in potential secondary sources of these metals. The presence of such metals in heavy fuel oils, bitumen and related materials offers both opportunities and challenges for potential extraction methods, especially with the growing production and importance of metal-rich fossil fuels around the world. For several decades, Tetronics’ DC plasma smelting technology has been used for the recovery of metals such as nickel and chromium from stainless steel melt dusts and other wastes in compact, environmentally-friendly and efficient plants. This paper explores the suitability of DC plasma smelting as part of a wider flowsheet with feed preparation and aluminothermic reduction techniques for smaller-scale extraction operations based on this important niche secondary source of these key metals.

"Commissioning of a circulating dry scrubber (CDS) plant was recently completed at an existing facility in Québec, Canada. The CDS plant treats the sulphur dioxide off-gas emitted from rotary kilns in order to meet increasingly stringent environmental requirements. This installation enables the existing facility to reduce their sulphur emissions by over 90%.Proper planning of the different commissioning stages and staffing an integrated team are the most important factors required for a successful plant start-up. A strong Operational Readiness plan must be in place as early as the start of construction in order to ensure a smooth transition from commissioning to operations. Plant performance can meet or exceed performance criteria within the required timeframe if the proper group dynamic and good communication is established between construction, commissioning and operations teams.The road blocks encountered are often from systems that one assumes will operate without trouble such as air-conditioning, or design assumptions that were taken years earlier in feasibility process stages, namely the capacity of existing systems that will connect the new plant to the existing facilities. The challenges associated with rectifying these issues in addition to the requirements to properly start-up and operate a new plant without impacting production are great, and it is imperative to have the necessary resources to react quickly to any problems.IntroductionCommissioning of a circulating dry scrubber (CDS) plant was recently completed at an existing facility in Québec, Canada. The combined, de-dusted off-gas from multiple kilns is sent to the CDS, which acts as an entrained fluid bed, where the gas is contacted with a water mist, re-circulated solids and hydrated lime. The SO2 from the gas stream and the available calcium hydroxide (Ca(OH)2) from the hydrated lime dissolve in the water and react to ultimately form calcium sulphites and gypsum. The solid residue (referred to as CDS residue), is the primary by-product of the process."
