"Reeves and Platt1 stated that dense medium separation is one of the most complex unit processes in mineral processing today particularly if cyclones are used. It is also the most efficient gravity concentrating process available to process engineers. The complexity of the process and large number of design and operating variables means that the process has largely remained more an art than a science. Dense medium separation is well established in the diamond, coal and iron ore industries but is gaining popularity as a pre-concentration step in other industries. The maintenance issues are addressed that will affect the efficiency of the operation.INTRODUCTION The purpose of the dense medium separation (DMS) process is to separate the valuable material from the waste based on gravity differences. However, the specific gravity difference between the two fractions must be large enough to achieve high efficiencies. Heavy particles sink through the dense liquid and light particles float. DMS is also used for the pre-concentration of minerals before further downstream processes like communition, in order to minimise the treatment costs. Examples are the pre-concentration of diamond ores or metalliferous ores like nickel, copper and cobalt. Dense medium separation is also used to upgrade the material to meet different market specifications, for example in coal and iron ore applications. A typical dense medium separation process for a diamond application is shown in Figure 1."

"This paper explores the option of direct reduction smelting of the nodules from the German license area in the equatorial NE Pacific in a submerged arc furnace (SAF). An optimized slag design is proposed to separate the larger Mn-bearing stream from the valuable metals (i.e. Ni, Cu, Co, Mo). The slag optimization allows a maximum of Mn to be retained in the manganese-silicate slag on the one hand and a maximized metal recovery in a FeNiCuCo alloy on the other. This way, the goal is to make use of the complete nodules (“zero-waste”) instead of extracting only the metals Ni, Cu, and Co, which make up about 3 wt%. The process closely relates to the “Inco Process” by the Ocean Management Inc. (OMI) of the late 1970s, which was a consortium of INCO (International Nickel Company, CAN; today Vale Canada), Preussag AG & Metallgesellschaft AG (GER), DOMCO (JPN), and Sedco (USA). However, the manganese containing slag is investigated in more detail to recover FeMn, FeMnSi and/or SiMn. To optimize the process modern tools such as thermo-chemical modeling in FactSage™ have been used. [1,2]Polymetallic deep-sea manganese nodules may offer a decreased dependency of raw material imports for Germany and the EU. Currently, four European countries (United Kingdom, Belgium, Germany, and France and an Eastern European consortium (InterOcean Metal)) hold exploration licences for these nodules in international waters in the equatorial NE-Pacific. The license areas each cover 75 000 km2 of the seafloor and are located in the Clarion Clipperton Fracture Zone (CCZ) south east off Hawaii at water-depths between 4000 and 6000 m. The nodules may be used as a resource for industrially important metals such as Cu, Ni, Mn as well as for technology metals like Co, Mo, V and Zn. The average chemical composition of nodules from the German license area is presented in Table 1. [3,4]"

DURING the past twelve months the Loudon pool of the Eastern Interior Coal Basin has become established as one of the two largest discoveries since the revival of exploitation in the Illinois region and now occupies a position among the important pools of the United States. On Aug. 1, 1939, production averaged 54,000 bbl. per day from 990 wells, having accumulated a total of 10,305,000 bbl. Its very active develop-ment promises to continue for fully another year. It is the site of one of the industry's most singular large-scale gas-injection programs. LOCATION AND RESERVOIR CHARACTERISTICS At present the pool embraces an area 15 miles long by 3 ½ miles wide in eastern Fayette County, along the western rim of the now well-known Illinois Basin's deeper part, through townships 6, 7 and 8 north and ranges 2 and 3 east of the Third Meridian. It is the northernmost, and most prominent, productive structure of a group extending over a 50-mile trend southward to the Dix pool of Jefferson County. Three horizons have been proved to carry production-namely, the Weiler sandstone at 1390 ft., the Paint Creek sand at 1460 ft. and the Benoist or Bethel, at 1500 ft. Geologically, they fall in the Chester series of the upper Mississippian system, where much of Illinois' early-day oil was found, having been laid down in shallow off-shore waters as a part of the vast delta deposit underlying central Illinois and parts of Indiana and Kentucky. As a result of this type of sedimentation, followed by repeated uplifts and warping along an anticlinal axis, differ-ential deposition of sands and shales contributing to great irregularity took place. This is further reflected by wide variations in permeability, porosity and thickness of all the sands and, accordingly, in the producing characteristics of wells. Permeabilities range as high as 550 millidarcies, with the average commonly lying between 60 and 100. For the three pay horizons the mean porosity is 18 per cent, at a calculated water saturation of roughly 30 per cent. Flash smelting products of a copper sulfide concentrate collected at successive levels in an experimental reactor have been studied by reflected light microscopy, scanning electron microscope - energy dispersive analysis and electron nicroprobe analysis. Chalcopyrite, intermediate solid solution, bornite, chalcocite, metallic copper, magnetite, iron-copper spinel, pyrrhotite, hematite, delafossite and cuprite have been identified in the product samples. The detailed reflected light microscopy study of these phases and their abundance in the samples has resulted in the identification of the series of reactions during flash smelting.

The Coal Preparation Branch of the Pittsburgh Energy Technology Center has developed a computer program to calculate the performance characteristics of coal washing devices. This program uses specific gravity analyses of the clean coal and refuse streams as input, and generates dependent and independent performance criteria for the washer. Partition curves are internally represented in a functional form by a Weibull function. Performance criteria generated by this computer program are compared to manually calculated performance criteria for air tables, Dynawhirlpools, Baum jigs, hydrocyclones, and dense medium cyclones. The comparisons show that the computer program gives results in close agreement with the hand- calculated values while greatly reducing the amount of time involved in performing the analyses.

With either sulfonate or oleate as collector, quartz responds to flotation with moderate additions of calcium only at moderately high pH, where some portion of the activator has hydrolyzed to caOH+ . Calculations of the concentrations of various ionic and precipitated species of calcium and collectors suggest that the products of [(CaOH+) (RSO3)] and [(CaOH+)(01-)] determine whether flotation is obtained under specific conditions. Ion products on the order of 10-12 were calculated for both the sulfonate and oleate systems. The activating effect of calcium ion in nonmetallic flotation systems is of considerable interest because of the normal presence of calcium in natural water. As a result, this phenomenon has received quite some attention in the past. Kraeber and Boppel1 showed that quartz could be activated by calcium above pH 10 with sulfonate as collector. The feasibility of selectively separating quartz from hematite with calcium activation at relatively high pH was demonstrated by Clemmer, Clemmons, Rampacek, Williams, and stacy.2 Cooke and Digre3 showed with a bubble pick-up method that the minimum quantity of calcium ion required as activator for complete pick-up of particles occurs at pH 11.5 for an addition of 20 mg per liter sodium oleate. They also showed that larger additions of calcium (10-fold increase per unit decrease of pH) must be added for complete bubble pick-up as the pH is reduced. Schuhmann and Prakash,4 using a vacuum flotation technique, found that quartz could be floated with moderate additions of calcium chloride and oleic acid at neutral pH, providing the metal ion was present in stoichiometric excess over the quantity needed to form the normal soap with oleic acid. They also reported that calcium will function as an activator only in basic media. More recently, Eigeles and volova5 have shown that essentially complete flotation of quartz is obtained with 6 x 10-4 mole per liter calcium chloride and 1.7 x 10-5 mole per liter sodium oleate at pH 11.6. while no flotation is obtained at about pH 10.9 and below. The importance of adsorption of activator and collector at the air-liquid interface is also demonstrated in these systems. The important role that metal ion hydrolysis assumes in quartz activation systems was also demonstrated recently.6-8 A detailed investigation of metal activation in sulfonate flotation of quartz was undertaken in one system7 and yielded a number of interesting and important observations. Quantification of the data of this system7 to the extent desired was not possible, though, because certain species could neither be ignored nor accounted for accurately. These difficulties can be circumvented when calcium is involved as activator. This detailed analysis was undertaken to obtain a more quantitative explanation of calcium and metal ion activation in quartz flotation. EXPERIMENTAL MATERIALS AND METHODS Sodium alkyl aryl sulfonate9 mol wt 450, and pure potassium oleate were used as collectors. All other reagents used were reagent grade in quality, i.e., n-amyl alcohol as frother, KOH for pH adjustment, and calcium chloride. Conductivity water, made by passing distilled water through an ion exchange column, was used in the investigation. Quartz was prepared by leaching the sized sample (48 x 150 mesh) with HC1 until no iron could be detected in the leach liquor. The experimental equipment and procedure were the same as that described previously.6,10 EXPERIMENTAL RESULTS As the presence of precipitates was noted in all of the systems to which ca++ and collector were added, experiments were undertaken to determine the solubility products of calcium sulfonate and calcium oleate using a nephelometer. With this technique, collector is titrated into a known solution, which in this case was 5 x 10-5 mole per liter CaCl2 at pH 5.5. The creep of 043 was studied over the temperature range 1650" to 3200°F and over the stress range 3000 to 44,000 psi. The steady-state creep rate over this range of stress and temperature can be expressed by the equation where A is a constant, is the stress, and is -0.8 x 103 psi-'. Over a narrow range of stress variations c0 a and for this proportionality n varies from 3 to 30 in accordance with the relation n = aB. Above about 2400° F, H, the apparent activation energy for creep, is 110,000 cal per mole, a value about equal to that estimated for self-diffusion in this alloy. Below 2400°F, H increases with decreasing temperature reaching a value of -125,000 cal per mole at 1700° F. In this temperature region, H appears to be a function of the interstitial concentration of the alloy. MOST of the detailed creep studies of dispersion strengthened metals have been concerned with metals having fcc structures. However, there are a number of important refractory alloys with bcc structures that derive part of their high temperature strength from an interstitial phase and whose creep behavior has not been well defined. This paper describes the creep behavior of the bcc alloy, D43, over the temperature range 1650" to 3200°F (0.4 to 0.7 Thm) and over the stress range 3000 to 44,000 psi. In addition to colum-bium, this alloy contains 10 pct W. 1 pct Zr, and sufficient carbon (-0.1 pct) to form a carbide dispersion throughout the matrix of the alloy. The effects of variations in temperature and stress on the steady-state creep rate of this alloy are presented in this paper. EXPERIMENTAL PROCEDURES Creep tests were made in a vacuum of 106 torr under constant tensile stress conditions using a Full-man-type lever arm.' Creep specimens were machined from 0.020-in. D43 sheet (grain size -5 x l0-4 in.) processed in a duplex condition (solution annealed -2900°F, 40 pct reduction in area, aged 2600°F). The specimens were tested in this condition without further heat treatment. Specimen extensions over 1-in. gage lengths were continuously recorded using a high temperature strain gage extensometer. Differential temperature and stress measurements were used to determine temperature and stress dependencies of the creep rate. Activation energies were calculated from the changes in strain rate induced by abrupt shifts in the temperature during constant stress creep tests. The 100°F temperature shifts used in most of the activation energy determinations required 15 to 90 sec depending upon the temperature at which the shift was made. The dependence of strain rate on stress was determined by measuring the change in strain rate for incremental stress reductions during constant temperature tests. It has been shown that columbium-base alloys such as D43 are susceptible to contamination by gaseous interstitial elements during vacuum heat treatments.' In this regard, it is unlikely that these alloys can be heat treated without some loss or gain of interstitial elements despite the precautions taken to control the heat treating environment. However, several factors suggest that changes in interstitial concentrations of the specimens during testing did not affect the results presented in this paper. First, the dependence of the creep rate on the stress or temperature determined during the course of a single creep test showed no variations with the duration of the test. A variation would be expected if a loss or gain in interstitial concentration during the course of the test affected results. In addition, precautions taken during this investigation to minimize interstitial contamination by wrapping the gage lengths of the specimens with various foils2 (Mo, Ta, W) did not produce a detectable change in the stress and temperature dependencies relative to the unwrapped specimens. The averages of duplicate analyses for carbon and oxygen in several specimens determined before and after creep testing are listed in Table I. The combined nitrogen and hydrogen concentrations which were ordinarily less than 50 ppm did not change in a detectable way with creep testing. The analyses show that only minor changes in carbon concentration occurred during creep testing except for specimen 4. This specimen which was tested at 3100°F lost a significant amount of its carbon concentration to the vacuum environment. Specimen 1 gained 100 ppm of O, while specimens 2, 3, and 4, which were tested at progressively higher temperatures, lost increasing portions of their initial oxygen concentrations during testing. RESULTS AND DISCUSSION The Temperature Dependence of the Creep Rate. The apparent activation energy for creep, H, was de-rived from creep curves similar to that shown in Fig. 1. Steady-state creep was rapidly attained at the beginning of the test and with each change in temperature. This behavior suggests that the alloy rapidly attains a stable structure with each shift in temperature or that the structure is constant throughout the test. Since the dispersion will tend to stabilize the structure, the latter is probably the case. The activation energy was found to be independent of the direction of the temperature shift and the magnitude of the shift (50" or 100°F). INTRODUCTION Tailings produced by many uranium milling operations consist of fine sands with some silt and slimes. When fine sandy materials are placed by hydraulic methods behind an impermeable dam, they are deposited in a loose state and some portion remains saturated. These saturated, loose fine sands are highly susceptible to liquefaction, the phenomenon in which a monotonic or cyclic disturbance causes excess pore water pressure and, concurrently, a total loss of strength in the sand. Once liquefied, the fine sand flows, causing collapse of supported structures. The potential for such a liquefaction failure was identified and successfully treated at Sohio Western Mining Company's L-Bar Uranium Operations near Seboyeta, New Mexico. The Sohio tailings dam is an earthfill starter dam with tailings raises constructed upstream of the starter dam crest. Beginning with the start of mill operations in 1976, tailings were deposited hydraulically in the impoundment behind the starter dam. As the tailings level approached the crest of the starter dam, beached tailings were excavated and placed in lifts by a dozer to form two raises above the crest of the starter dam. As the impoundment has gradually filled with tailings, the decant water pond level has risen. Correspondingly, the water level in the tailings dam, upstream of the chimney drain, has also risen. By August 1980, the phreatic surface was above the crest of the starter dam and stability analyses indicated that the tailings dam did not have the safety factor of 1.0, under static loading with liquefaction, implicit in the 1980 New Mexico State Engineer's requirements. The problem related directly to the high phreatic surface in the loose sandy tailings behind a dam structure that was not capable of resisting failure which might develop in liquefied tailings. Two methods of stability enhancement were considered for the Sohio dam. One method was reinforcement of the dam using a clay buttress placed against the downstream slope. The other method was installation of horizontal drains through the starter dam to drain decant water and lower the phreatic surface. Either method would increase the stability of the dam. However, the comparative analysis of the methods indicated that horizontal drainage offered significant advantages in cost and could provide a more direct remedy of the source of the problem, the saturated section of tailings. In addition, a drainage system would be more amenable to modification and more quickly installed than a buttress. On the other hand, a clay buttress could be more directly controlled, would involve routine earthwork, and has successful precedent. Therefore, the buttress approach would involve less risk. After weighing the advantages of both methods and the costs versus risks, the horizontal drainage approach was selected. Consequently, a horizontal pipe drain system was recommended and designed (D’Appolonia, 1981a). This paper describes the design and installation of the drainage system and its initial performance. PIPE DRAIN SYSTEM DESIGN Design Criteria and Parameters To increase the stability of the dam to acceptable levels, the drainage system had to lower the phreatic surface behind the dam to the level calculated to give a minimum safety factor of 1.0 under conditions of liquefaction. In addition, the system needed to be essentially self-operating, easy to maintain, and economical. To accomplish these objectives, the following design criteria were established: 1. The pipe drains must lower the phreatic surface at least 4.3 m (14 ft.) at the midpoint along the dam (the deepest section) and by proportionately smaller amounts toward the abutments to satisfy safety factor requirements.

The Hardy Cross iterative method is the most popular technique for solving a ventilation network problem with natural air splitting. This method traditionally solves each mesh equation by an approximation during each iteration. Thus, it is interesting from both a theoretical and a computational viewpoint to be able to solve for an exact solution to the mesh equation. Presented in this paper is an algorithm for computing the exact solution to the mesh equation with a variable fan pressure. The algorithm uses signum functions for air quantities to generate an alternative mesh equation in the form of a quadratic equation that has two solutions defined by the well-known quadratic formula. The condition that the derivatives of the alternative and the original equations must be the same provides a basis for the correct choice between the solutions.

In maybe the world's first in a mine project financing, a US $55 million Rehabilitation Indemnity was given on behalf of the banks in a US $250 million loan to develop the Ranger uranium mine, Northern Territory, Australia. The basis of the financing was an estimate of removal of the tailings and replacement into the pit. The Indemnity was amortized by a sinking fund from the mine's revenues. Such a concept could be valuable for mineral developments in sensitive areas or jurisdictions such as British Columbia or Alaska.

Operating drift mines were very numerous and many large hydraulic mines were in action. Eventually the State laws put an end to hydraulic mining, it being claimed that the silt carried down the streams to the valleys filled the rivers and caused winter floods, which were damaging to the surrounding farms. The ancient river deposits which could easily be found were, in the course of 40 years, worked out or practically so. The prohibition of hydraulic mining was a severe blow to the industry in general. The deposits were not developed and the gravel-mining industry practically stood still for many years. In Sierra county, nearly all the hydraulic mines were at the points where the ancient channels were exposed to view by reason of the modern stream erosion, or, in the miner's language, where the channels "enter" or "break out of" the ridges. The claims covering them also covered large areas in which were long segments of lava-capped channels, suitable for drift mines, and the points being hydraulicked were usually the controlling points of attack. Men who have followed hydraulic mining for any length of time seldom are content to work a drift mine. Knowing the great value of their deposits and feeling that they had been robbed by the State, these men have stubbornly held to their claims. The gold that is carried in these gravel channel deposits is more or less scattered throughout the depth and width of the deposit; the percentage that can be recovered by the process of drifting ranges from 50 to 75 per cent. of the total. In hydraulicking, practically all of the deposit is put through the sluices, and as the cost per cubic yard is only about 10 per cent. of the cost of drifting, the deposits, if classed as hydraulic mines, are much more valuable than if classed as drift mines; hence the old timers have held their claims (now worthless as hydraulic mines) at prices which the drift-mining industry could not stand; and such mines

Spent hydrorefining catalysts may contain 4 to 6 % of COO and/or NiO, 8 to 16 % of Moo3 and up to 10 % V205 generally supported by alumina. Raw samples are roasted in order to eliminate carbon, sulfur and hydrocarbons contained in the spent catalysts. The roasting optimum temperature and time are 500 "C and 7 hours. Selective chlorination of roasted samples with Cl2 + air, Cl2 + N2 and Cl2 + CO is investigated in order to recover the valuable metals. Depending on the chlorination it is possible to recover more than 80 % of the Ni and Co about 95 % of the Mo and up to 80 % of vanadium compounds. Cobalt and nickel chlorides are obtained by leaching the chlorination residues' by acidified water. Molybdenum and vanadium chlorides and/or oxychlorides are obtained by selective condensation from the vapor phase. The chlorination of the catalyst support, Al2O3, can be limited to less than about 5 %. Besides the reaction temperature and time, the oxygen partial pressure of the chlorinating gas mixture appears to be the key factor for the reactions' selectivity.

Ground instability, such as roof or rib failures, is one of the most serious and frequent safety hazards that occur in underground mining, tunneling, and underground construction. The ground-related parameters and features of interest, in assessing roof or rib failures, are location, frequency, and orientation of the joints, voids, as well as rock-strength. These parameters are the main components of rock mass characterization that offers effective strategies for ground support, which, in turn, allow one to mitigate the risks related to ground instability. The main objective of this study is to determine the location of joints and classify rock-strengths by analyzing the drilling data recorded from an instrumented roof bolter while drilling for rock bolt installation during the operational cycle. For this purpose, computer programs based on updated pattern recognition algorithms were developed for joint-detection and classification of rock types to offer an estimated strength. This paper briefly introduces ongoing research on joint detection, especially for joints with an aperture less than 0.125in (3.175mm), by employing an instrumented roof bolter in controlled environments. To improve the capability and precision of joint detection programs in detecting the joints from the drilling data and reducing the number of false alarms, many laboratory tests with various simulated joints and rock-strengths were carried out at a J.H. Fletcher & Co. facility. This paper reviews testing procedures, data analysis, updated algorithms used for joint detection, and discusses the latest round of testing in samples with simulated joints at various angles along the borehole.

AMONG the various metals with low specific gravity, two, aluminum and magnesium, are used in the nearly pure state or as bases for light-weight alloys. Although the production of magnesium is only about one-twenty-fifth that of aluminum, a higher percentage of its output is used in the transportation industry than that of any other metal. The per-centage varies from year to year but, on the average, more than three-fourths of the magnesium production has been used for this purpose. In the United States, about 40 per cent of the aluminum production is used for transportation purposes. It seems obvious that equipment demanding repeated movement with need for rapid acceleration and deceleration should be as light in weight as the economics of engineering materials will permit. There are, however, differences of opinion with reference to both the economics and the engineering aspects of this subject. Tables 1 to 7 inclusive relate to the principal light-metal materials currently used in the transportation industry. These, with the accom-panying titles and footnotes, are in the main self-explanatory. Although the variations in mechanical properties can be easily seen from the tables, it should be kept in mind that the values given are for ordinary tempera-tures and that the changes in properties with temperature are not the same for the different alloys. Also, the corrosion properties cannot be deduced accurately either from the compositions or from the physical properties. Again, certain of these alloys are used because they possess desirable combinations of properties not listed in tine tables, including heat conductivity, coefficient of expansion, machinability, ease of casting or working, light reflectivity, anodic coating characteristics, etc. These, together with variations in prices, must be given careful analysis to effec-tively utilize the light alloys. Some of the alloys listed in the tables are new and some are old, but all are standard. Even the older alloys are available in new shapes and larger sizes than heretofore, and all are used in the transportation industry in structures of new design. Certain of the applications of specific alloys will be touched upon in the following brief history of the use of the light metals in transportation.

[Stimulative methods of production, whereby the total recovery of oil from natural reservoirs is increased, have come into considerable prominence during the past 15 years. In many oil-producing areas properties considered ready for abandonment by ordinary producing methods have responded to some form of stimulation, and their economic lives have been extended. The stimulative method having widest application is the injection of air or gas into the reservoir formations through selected input wells and is commonly referred to as the ?gas drive." As a result of the many successful "gas-drive" operations operators are depending more and more upon this method for increasing the ulti¬mate recovery of oil from their properties. A number of factors influence the efficiency of different gases as propulsive agents in recovering oil from sands. Gases of high density and viscosity shrew a tendency toward a slightly higher efficiency than those of lower density and viscosity. The solubility of the gas in the oil also affects the efficiency of oil recovery. Not only does dissolved gas decrease the viscosity of the oil, but dissolved gas that expands from solution in the oil tends to increase the effectiveness of a "gas drive." Interfacial tension between the oil and the gas and its effect upon the recovery of oil by gas injection are factors of which little is known. Dr. A. G. Loomis5 expressed the opinion that interfacial tension probably plays a minor role in the recovery of oil, except under conditions that produce a gas-oil foam. In connection with the above physical properties that influence the action of a pressure medium, control of the injected volume of the pressure medium is perhaps the major factor. The rate ofg;as injection determines to a great extent the amount of slippage and the resulting efficiency of the operation. The importance of volume control is realized when one considers that frequently it is the only factor that is under complete control of the operator.]

The paper by Lewis and Braun l presents experimental and calculational evidence that primary chalcopyrite ores are rapidly oxidized by warm oxygen-bearing water. Resulting solutions contained copper sulfate products of the matrix rock decomposition such as magnesium sulfate and sulphuric acid. Iron was oxidized to insoluble hematite and hydrous iron sulfates. Oxygen injection near the base of a broken and permeable flooded ore deposit was calculated to cause circulation of oxidizing solutions to the entire permeable region. The rate of dissolution of copper and degree of oxygen saturation for given oxygen injection rates were presented. Their work suggests that in-situ recovery of deep, disseminate primary copper deposits is technically feasible. The actual feasibility depends on economics and environmental safety as well, and it is the purpose of this paper to address these two aspects.

Treatment of sharp medical waste (waste disposable syringes) produced in hospitals or health care facilities in an environmentally sound ways have raised concerns relating to public health and occupational safety. Life cycle assessment (LCA) is a decision-supporting tool in waste management practice; but relatively little research has been done on the evaluation of sharp medical waste treatment from a life cycle perspective. Our study assesses the environmental performances of medical waste incineration as a type of dominant technology for specific medical waste of average composition. Inventory models were used for waste incineration and residues land fill. Background data were derived from modelling performed in HSC Chemistry thermochemical package linked with GaBi environmental assessment tool. Two scenarios have been considered and compared: Waste disposable syringes partially replacing coke in Electric Arc Furnace (EAF) steelmaking (WSI) and conventional incineration with pure metallurgical coke without adding waste syringes (CI). The results of this study could support the medical waste hierarchy and indicate that from a life cycle perspective, replacing part of metallurgical coke with waste syringes in electric arc furnace steelmaking leads to fairly significant reduce in most of environmental impact categories.

The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.
