The owners of large infrastructure projects are challenged on how to implement sound engineering and construction contracting strategies that address their prime expectations: a quality job, on time and within budget. With the increasing number of large engineering and construction projects worldwide, owners continue to search for alternative contracting strategies to address their risk, quality, sustainability (operability and performance), schedule, and budget concerns. Coupled with the shortage of resources, delays, political pressures, and other obstacles in procurement and negotiation processes, engineers and contractors are also looking for creative ways to optimize contract packaging strategies for efficient and successful project delivery. This paper compiles an array of decision making criteria and suggests a balanced evaluation, ranking and selection strategy in procurement of both engineering and construction services for large tunneling and other infrastructure projects. A number of owners? general preferences and viewpoints are discussed on large tunnel programs encompassing water and wastewater conveyance systems, pump stations and treatment facility upgrades. Contract packaging strategies and project phasing and segmenting alternatives for preliminary engineering, final design, construction management, and actual construction of facilities are featured for several large water and wastewater infrastructure projects. While the selection (and the relevant selection process and criteria) and performance of service providers, whether for engineering or construction, have profound effects on the outcome of any given project, this paper only examines strategies for con-tract packaging. More specifically, the authors evaluated case studies and developed a range of recommendations for packaging of large water and wastewater infrastructure projects with multiple components.

Under contract to the U. S. -Department of.-Interior, Office of Coal. Research, Hittman Associates recently completed a 16 month study of the environmental-factors associated with the siting, construction, and operation of large scale coal refineries. (1 2) The objective of this study was to identify the environmental effects and to define the magnitude of these effects and the approaches which can be used to mitigate adverse environmental consequences. In the study, the five major coal bearing regions of the country having reserves adequate to support a number of large scale coal refineries were considered. The regions considered were: Appalachian, Eastern Interior, Fort Union, Powder River, and Four Corners.

Reagent control for optimum concentrate yield was studied by laboratory batch flotation tests simulating the Groveland plant flotation circuit in which a rougher concentrate is cleaned twice. The reagents were a fatty acid collector, a sulphonate collector and sulphuric acid. The study included two types of flotation feed representative of the reground and deslimed tailing from the spiral concentration circuit, one when the ore mineral is predominantly specularite and the other when it is magnetite. The factorial design included three levels of fatty acid, five levels of sulphonate and five levels of H2S04, with the two types of ore in nested blocks, making up a total of 75 tests. Similarity of results and reproducibility were established in preliminary tests. The final tests were performed in random order under closely controlled conditions following the established procedure.

The Bureau of Mines is currently conducting a comprehensive study to evaluate all aspects of recovering gold from large, low-grade deposits in the Golden Sunlight area, Whitehall mining district, Jefferson County, Mont. Prior to World War II this area produced significant quantities of gold. The study includes geologic mapping, diamond drilling, assaying, computer analysis of assay data, metallurgical research and ore testing, mine and mill planning, and an economic evaluation of all factors bearing on the establishment of a producing gold mine. Preliminary evaluation of the deposit indicates about 31 million tons of submarginal gold resources. American Exploration and Mining Co. (AMEX) has assisted the Bureau in this project by providing drill site preparation, control assays, and geological aid for the Bureau's exploration work and by furnishing comprehensive assay information of the property and copies of base and geologic maps. This report presents the geology and mining history of the area, together with a summary of Bureau work in progress.

The properties of the Colorado Copper Co. in Sinbad Valley, Mesa and Montrose Counties, Colo., were rehabilitated and sampled by the Bureau of Mines in October, November, and December 1942. The several deposits were reexamined in March and April 1945 to obtain information disclosed by company work after December 1942. The development program included surface trenching, rehabilitation of several edits, and channel sampling of the exposures. Assay determinations wore made on 204 samples from the surface and underground workings. The results are given in the appendix. Several copper deposits in the Sinbad Valley area are similar in origin. The host rocks are sedimentary and mice in age from Pennsylvanian to Cretaceous. The Colorado No. 3 deposit occurs in the Cutler formation, which consists of many small lenses of conglomerate, sandstone, and shale. Mineralization is closely associated with faulting. On the Pyramid group the enrichment occurs in a zone of fracturing and jointing end also spreads into the adjoining sandstone. The ore deposition on the Copper Rivet claim is associated with a fault zone and is confined to en area above the contact of the Dolores-Wingate formations. Mineral deposits on the Sinbad claims occur at intersections of faults with blue-gray Pennsylvania limestone. Copper enrichment occurs along faults and as replacement of the surrounding limestone. Metallurgical tests indicate that ores from the Colorado No. 3 and Pyramid claims can be treated successfully by leaching with sulfuric acid. This method cannot be applied to ores from the Copper Rivet or Sinbad deposits because of high calcite content. Flotation tests at Boulder City, Nev., showed a recovery of less than 60 percent with a 14.24 percent copper concentrate.

One of the common methods of increasing recovery of oil from partly depleted oil sands is to inject natural gas, air, or air-gas mixtures into the sand, thereby supplying energy to move oil into the well bore. Where natural gas is not available, air or an air-gas mixture is used as the repressuring medium. Air-gas mixtures are obtained from the casing-heads of oil-producing wells in the areas repressured with air or air-gas mixtures and consist usually of varying amounts of the hydrocarbon gases, nitrogen, oxygen, and carbon dioxide. Laboratory experiments have been conducted by the Bureau of Mines to determine the effect of air on crude oils.4/ In these experiments the crude oils were oxidized by the air, and the degree of oxidation depended not only upon the chemical composition of the crude oil but also upon the duration and method of contact between the oil and air, the temperature of the fluids and the concentration of the oxygen. Permeable reactive barriers (PRB) are one of the most promising systems for groundwater remediation. PRB are constructed with the purpose to intercept the contaminated flow and to degrade it as a big reactive filter. The most common type of reactive barriers is realized by excavating a trench and by filling it with a substance able to treat the contaminants dissolved in the water. Another type of PRB is obtained by realizing a line of wells in which chemically active compounds are injected. A new method for barrier construction has been studied at DIGITA?s laboratories. It makes use of the waterjet technology to increase soil permeability and to inject active compounds. This technology is especially suitable in the case of deep contaminated aquifers where traditional construction methods are difficult to apply. The paper describes the experimental apparatus especially designed and constructed and the activities carried out to investigate the relationship between waterjet operative parameters and the penetration of the jet in the soil. In conclusion, on the basis of the experimental results, the economical feasibility of the technique is evaluated.

"The mine telephone has been perfected to such an extent that it is giving satisfaction in most mines were the wiring is well insulated. Very often the telephone cannot be depended upon on account of falls of rock, grounding due to worn insulation or extreme dampness. In the event of a disaster it frequently happens that the mine telephone system is put out of commission by the agency that causes the disaster, at the time when it is most urgently needed. On this account the mining industry is interested in any kind of telephone system that can be counted upon in an emergency. Many requests have been received by the Bureau of Mines to devise means of utilizing wireless methods for this purpose.The results of some preliminary experiments conducted by the writers at the Bureau of Mines experimental mine at Bruceton, Pennsylvania, in the ordinary sending and receiving of radio waves through earth strata are described below. The experiments were made in cooperation with the Westinghouse Electric end Manufacturing Co., which assigned to this work three of its radio engineers, C. A, Boddie, E. C. Douglas, and F. D. Fessler,The preliminary experiments consisted first in receiving signals from without the mine by means of a receiver located inside the mina, and second, both sending and receiving messages underground through the strata. It was found that with a receiving instrument set at a point 100 feet underground, signals from KDKA station, of the Westinghouse Electric and Manufacturing Co. East Pittsburgh, Pa., could be heard distinctly. Station KDKA is at a distance of about 18 miles from the experimental mine. About 50 feet from the receiving station used in this test was a 6-inch bore-hole from the surface, lined with iron pipe and containing electric light wires which extended therefrom through-out the mine. The presence of these wires evidently assisted greatly in the reception, for when the receiving set was carried to another point in the mine removed from wires and tracks the signals were barely audible through 50 feet of cover. The fact that signals were detected, however, even though faintly, is sufficient evidence of transmission through the ground to encourage further experimenting.In sending waves underground the Westinghouse 20-watt B.T. model T.F. transmitter was used in such a manner as to send out continuous waves of 200 to 300 meters length."

Treatments with high concentration solution of inorganic acid at temperatures under boiling point are a usual method for clay minerals structure modification. For many industrial uses bentonites must be cleared of impurities. In the present paper, a sample of Brazilian bentonite from Vitoria da Conquista, Bahia was modified by mild acid attack using hydrochloric acid under moderate conditions (90 °C, reaction times of 1, 6, 12, 18 and 24 h in close reactor, concentration of the aqueous solution of hydrochloric acid 1.5 M, acid solution/clay ratio of 1 g/10 mL). The attacked samples were characterized by CEC, XRF, SEM, EDS and Stereomicroscopy. The purpose of these attacks is to reduce the concentration of impurities with minimal damage in clay minerals structure. The modified bentonite presented good results and tends to be a good economic and environmental alternative to manufacturing products with high added value such as polymer/clay nanocomposites, cosmetics and medicines.

A laboratory investigation of flocculation following polymer addition during slurry flow through pipes and in-line (static) mixers is described. Results are presented showing the effects of flow velocity, pipe length, in-line mixer elements and the use of multiple addition points on flocculation performance as measured by settling rate and supernatant turbidity. The effects of agitation and mixing time are shown to be generally consistent with the results of equivalent tests, both batch and continuous, conducted in stirred tanks.

(Canal Zone Meeting, November, 1910.) I. INTRODUCTION. TEH object of this paper is to show how igneous intrusion is governed by definite mechanical laws. A distinction is made between dikes and fissures, and the various characteristics of intrusions are explained on an exact scientific basis. The modification of rock-stresses by intrusion is then considered and extensive isostress regions are recognized. Finally, a complete classification of intrusions is constructed covering all pos-sible cases. The generalizations of observed data, taken from Geikie's Textbook of Geology, conform to the laws of intrusion herein stated, and the deductions based upon these laws. No authority, however, is quoted for the type which I have named a corrugated intrusion. Its existence is a necessary deduction from the laws of intrusion, and even the entire absence of examples in technical publications cannot disprove its reality. In all probability, corrugated fissures would have remained undiscovered, but for the working of mineral veins. As intrusions of tabular form are seldom worked for commercial purposes, it has been left for theory to anticipate the discovery of corrugated dikes. In the light of these laws of intrusion and the corresponding laws of fissures,1 there seems to be a remarkable uniformity of stress-distribution in rocks at moderate depths. This renders .possible the mathematical calculation which should help us to approximate exact science in this and kindred branches of applied geology.

This digest of Brazilian mining law is based upon Decree 4265 of January 15 , 1921 , and its regulation , Decree 15,211 of December 28 , 1921. Unless otherwise stated , the references are to the latter exclusively , since it includes practically everything contained in the law itself . It should be borne in mind that these regulations do not necessarily apply to mines other than those on private and national land . Each State of the Union is free , in respect to State land , to regulate or interpret the national mining law , which is very general in its terms , as it sees fit . Whether such local regulations are anywhere in force with respect to the law of 1921 the bureau has not been informed . Article 64 of the Constitution indicates that only such portions of territory as are required for the defense of the frontiers , for fortifications , military constructions , and federal railways belong to the Union . Lessees of such lands , unless in debt to the Treasury , have preferential prospecting rights for one year ( art . 28 ) . This carries with it the right to work any mines discovered (Law , art . 12 ) .

Green mining is the latest technological advancement to reduce mining’s environmental impact with minimal energy and resource consumption. Green mining — aimed at protecting nature and providing socio-economic benefits — is a multifaceted network of its connotations and key indicators. China has not yet defined its connotation and formed an effective evaluation system for surface mining. We defined its connotation and developed an evaluation index system based on the theory of green grades. As the indicators are selected based on extensive research, they express the advantages and disadvantages of various aspects of a mine. The index is composed of three attributes (safety, efficiency and environment), nine criteria and 35 indicators. The indicators were quantified according to experts’ opinions using the fuzzy comprehensive evaluation method. The results of a case study show that the environment is the most critical aspect, followed by efficiency and safety. This study can provide technical support for the development of green mining.

INTRODUCTION The National Park Service is entering the seventh year of monitoring caves for the presence of radon and radon daughter products. The purpose of this paper is to summarize the radiation monitoring program at Mammoth Cave National Park, and to present some of the results of this program. Mammoth Cave National Park completed five years of collecting data on May 1, 1981: although Mammoth Cave encompasses approximately 361 km of underground passageways, this paper will concentrate on only a 2.2 km section of the cave known as the Historic Tour. Included in this paper is a discussion of the methods the Nations Park Service uses to protect employees from exposure to alpha radiation. MONITORING METHODS The National Park Service monitors cave atmospheres utilizing the procedures provided by the Mine Safety and Health Administration in their Radiation Monitoring Training Manual (Anon., 1976). This procedure is described as the Kusnetz Method (Kusnetz, 1956) of radon daughter monitoring. Due to the length of the tours at Mammoth Cave, it has been determined to be the most practical procedure. The Historic Tour is a 2.2 km (1.4 mile) loop through passageways ranging in size from 18 m high by 12 m wide, to 0.9 m high by 0.6 m wide. Seven five minute walking samples were taken for this cave tour by drawing at least 10 1 of air through a 25 mm fiberglass filter utilizing a Monitaire Sampler Pump. The radon daughter concentration levels were determined using an alpha scintillation counter to measure the alpha activity on the filter paper. The Monitaire Sampler Pump was calibrated each day prior to monitoring the cave tour and the scintillation counter was calibrated by procedures described by the Mine Safety and Health Administration (Beckman, 1975) at six month intervals. Guidelines established by the National Park Service and approved by the Mine Safety and Health Administration require weekly sampling when the average working level exceeds 0.30 (NPS-14, 1980). A working level is an atmospheric concentration of radon (Rn-222) daughters which will deliver 1.3 x 10 5 MeV of alpha energy per liter of air in decaying through Ra C' (Po-214). The Historic Tour has continually exceeded the 0.30 working level average and has been monitored weekly. Generally, only radon daughter working level data has been collected on the Historic Tour due to limited personnel. However, other special measurements of the uncombined fractions of radon daughters with wire screens, tsivoglou method for radon daughter sampling (Thomas modification, 1970), and thoron daughter monitoring. These special measurements have not been routine due to time limitations involved in radon daughter sampling of other occupied portions of the cave. SUMMARY OF DATA The Historic Tour has been the most consistantly monitored tour since elevated levels of alpha radiation were found to exist at Mammoth. Cave. It is also the only natural entrance to the main sections of the cave and provided an opportunity to study man made actions upon the natural entrance. For these reasons the Historic Tour was isolated for study. Beginning October 10, 1977, and ending November 20, 1977, a pilot project was undertaken involving the Historic Tour and the practice of covering the natural entrance to this tour with sheet metal in the winter months. The purpose was to study radiation levels on the Historice Tour while the covers were on and off the natural entrance. In this pilot project, comparisons were made with incast air with covers on and off the entrance, and outcast air with covers on and off the entrance. TABLE 1 Incast air Mean W.L. Decreased 5% Covers off. . . . 1.40 W.L. when covers on The natural entrance was artificially covered in the winter months (Yarborough, 1978) to protect the visitor from the extremely cold incast air, in the first four years of monitoring. The data in Table 1, illustrated in Figures 1 and 2, shows that this action increased the radon daughter working levels on the Historic Tour by 54% when the covers were on the entrance and the airflow was incast. While the air flow was outcast at the natural entrance, it made little difference as to whether the entrance was closed or open. Some interesting findings were observed when

This paper addresses the impact of the variable speed drive on the particle size distribution in the product of a fully autogenous UG2 grinding circuit. It further discusses the impact of a varying particle size distribution in the product of the mill on the downstream classification and milling circuits. An industrial case study was used and data is presented to illustrate the techniques applied to identify the root cause of the shift in operational efficiency. The results achieved from both the investigation into the shift in plant efficiency and the sub-sequent corrective action taken illustrate that the root-cause methodology used in advance control can be effectively applied on production sites to both detect the shift and identify probable root-causes. The industrial example used confirms that the variable speed drive in a UG2 autogenous milling operation is a critical control parameter to ensure that the plant operates to design specifications.

Solid Energy New Zealand Limited owns and operates the Ohai coal field (Wairaki Coal Mining Licence, CML) in western Southland. The Morley Stream passes directly through the middle of the CML and has required diversion in the past to enable open cast mining to proceed. Solid Energy is evaluating two new open cast pits at Ohai. Commissioning these new pits would necessitate further diversion of the Morley Stream. One of these potential new mines is adjacent to an abandoned State Coal Mines (State Coal) pit and there is an opportunity to substantially rehabilitate this old pit as a corollary to the new mine and the stream diversion project.   Past Morley Stream diversions were undertaken by State Coal and so they predated the Resource Management Act 1991 and the degree of community environmental awareness and involvement that has become the norm these days. Not surprisingly the design and construction of the historic stream diversions was based purely upon mining (operational) and engineering considerations. This led to the stream being diverted in a manner that achieved the clinical conveyance of design volumes of water from points A and B.   Solid Energy realised that the proposed new diversions need to adopt more holistic and environmentally sustainable design principles while also including appropriate mining and engineering constraints. This project involved the design of a 1.7 km diversion of the Morley Stream (median flow of about 1000 litres/second) that would enable progressive prestripping and development of the new mines and would also address final rehabilitation (of the stream), geotechnical risks, hydrological and ecological issues. To address all of these factors the project required a multidisciplinary approach. Moreover, it required a clear understanding of how the mining operational constraints could be integrated with the environmental considerations. A significant aspect of the project was how to take account of fishery instream habitat needs, the resource consent requirements and most of all, the involvement of key stakeholders such as the Fish & Game Council, Department of Conservation, the Iwi and local community in the design process. This was achieved through coordinated consultation and stakeholder involvement in a technical design workshop.

The Dumont deposit is a large (1179 Mt reserve), low-grade (0.27 per cent nickel) nickel sulfide project located in the Abitibi region 25 km west of Amos, Quebec. Royal Nickel Corporation (RNC) acquired the project in 2007 and has since taken the deposit through to feasibility. The disseminated nickel sulfide and alloy mineralisation is hosted within the serpentinised dunite subzone of the Dumont Sill; a differentiated, pervasively serpentinised, ultramafic sill of komatiitic affinity. Pentlandite ((Ni,Fe)9S8), heazlewoodite (Ni3S2) and awaruite (Ni2.5Fe) are the dominant nickel-bearing metallic phases and can be recovered by conventional methods (flotation, magnetic separation). Non-recoverable nickel is also present within serpentine and olivine of the silicate matrix.A detailed mineralogical program including 1420 QEMSCAN« samples and 4400 electron microprobe points was undertaken to increase the understanding of the nickel deportment in the various recoverable and non-recoverable phases in a spatial context across the deposit. A total of 105 metallurgical tests have been performed under a standard procedure which have linked the mineralogy to metallurgical performance. This has allowed the creation and modelling of geometallurgical domains on a block-by-block basis to understand the recovery variation and metallurgical performance throughout the deposit. Understanding the spatial variability of Ni deportment in recoverable and non-recoverable phases through mineralogy is the key to understanding metallurgical performance, thus unlocking the value of the Dumont deposit and other large tonnage low-grade ultramafic nickel deposits.CITATION:Sciortino, M, Muinonen, J, Korczak, J and St-Jean, A, 2013. This paper is a continuation of two earlier papers,12 and presents new data on the grindability of various ores and other materials—the results of several years of intermittent research work on the nature of grinding and interpretation of test results. It is divided into five parts: 1. The tabulated results of several hundred grindability tests on a wide variety of ores. 2. A method of correcting screen analyses and calculating from them the surface and other properties. 3. A description of a new method of measuring the "surface energy" of an ore by pendulum impact tests. 4. Test results. 5. A general discussion of the test results and their application to grinding problems. 1. GRindability of Various Ores This part is a continuation of the paper listed as reference No. 1. The method of testing is described in detail in that paper. The sample to be tested is crushed to all through 6 mesh in rolls set at 1/16-in. opening in closed circuit with a screen. Of this sample 700 C.C. is ground dry in a laboratory ball mill under constant conditions of mill speed and ball charge in closed circuit with a screen of the desired size at 250 per cent circulating load. The mill is cylindrical, 12 by 12 in., and rotates at 70 r.p.m. It contains a charge of 285 iron balls weighing 20,125 grams and ranging from 1½ to ¾ in. in diameter. Each test is continued for a sufficient number of periods to establish equilibrium at 250 per cent circulating load, or until the composition of the circulating load is constant for successive periods. Tests are conducted at the mesh size to which the ore is to be ground in practice, and the results are expressed as the net production in grams of screen undersize per revolution of the mill.
