(Butte Meeting, August, 1913.) . THE manifold inconveniences resulting from the absence of a uniform standard of mass for determining the weight of precious stones have long been obvious. This lack has been keenly felt in commercial transactions, and those who have devoted time and research to the study of historic diamonds and precious stones have had frequent occasion to deplore the absence of such a standard in the past. In a paper read in Chicago in 1893, before the International Congress of Weights and Measures, held in connection with the World's Columbian Exposition, the writer suggested dividing the carat into 100 parts, and constituting a standard international carat of 200 mg. ; that is, 5 diamond carats or 20 pearl grains to a French gram, making 5,000 carats or 20,000 pearl grains to a kilogram. He also called attention to the fact. that while this would depreciate the present diamond carat or pearl grain only about 2.5 per cent., it-would abolish the troublesome discrepancies between the various carat-weights now in use, and could be easily explained and understood everywhere.1 The subject of the various diamond carats, their incongruity, and the resulting confusion as to the correct. weights of historic gems when definite records of them are searched for, has been fully treated by me in an extensive study of this subject in The Book of the Pearl.2 To the earnest and unremitting efforts of C. E. Guillaume, Director of the Bureau Internationale des Poids et Mesures at Sèvres, is largely due the eventual success of this eminently desirable reform, which he has constantly urged both by articles on the subject and by addresses delivered in Paris before the International Committee for Weights and Measures.2

A study was undertaken to investigate the relationship between the quantity and value of economic demonstrated resources discovered for 12 mineral commodities over a ten year period and the expenditure required to yield such mineable resources. The results showed that for every dollar spent on exploration, there is an apparent in-ground average value of around $54 dollars contained in the economic resources found. While this appears to be a satisfactory return, it should be remembered that more than 99.9% of exploration programs are judged to be failures because a viable ore body or mineral deposit was not proved up. What is behind this seeming paradox?   The fundamental truth behind mineral exploration is the fact that the more you explore, the more you find, and that one success will often lead to further discoveries. It appears that one rich and viable deposit creates such surplus that its inherent high value ('the pot of gold') makes up for all the failures. In short, mineral exploration is a high risk business with uncertain returns. However, with skill, enthusiasm, experience and venture capital, it can yield larger than normal returns for the brave and the fortunate.   Analysis of exploration expenditure and economic resources discovered for the period 1987 to 1996 revealed that the apparent in-ground value of economic ore discovered per dollar of exploration expenditure varied from a high of $429 for iron ore and $261 for bauxite to a low of $22 for gold and for lead, and $5 per dollar of diamond exploration expenditure. Preliminary conclusions drawn on the reasons for the variations observed include the inherent ease or difficulty of discovery for different mineral commodities which may in some cases, relate to the natural prospectivity of Australia as a whole. Layered deposits like iron ore and bauxite appear to yield higher in-ground value returns on the exploration dollar. To some explorationists, this may be considered as seemingly obvious, but it may have more to do with very large-exploration tenement grants pursued by various Australian State Governments in the early 1950s and 1960s than the apparent ease of delineating a stratabound deposit.   Despite the apparent relatively low in-ground value produced by the gold exploration dollar of $22, the 5660 tonnes of gold discovered in this ten year period was worth $9.1 billion and representing over a quarter of the new mineral wealth created in the ten years to 1996. This contribution, along with that from the other minerals discovered over the period, led to a significant boost to Australia's export income and standard of living.   It is concluded that, given the nexus between the amount of mineral exploration expenditure and the quantity of new resources likely to be discovered, this knowledge may help policy makers seek to influence the rate of resource discovery in countries like Australia for the benefit of the nation.

A study was conducted to examine the potential of diesel emissions control strategies based on retrofitting existing power packages with exhaust aftertreatment devices and repowering with advanced power packages. The retrofit systems, a diesel oxidation catalyst (DOC) and diesel particulate filter (DPF), were evaluated individually using a US EPA tier 2 (ter 2) engine operated under four steady-state conditions and one transient cycle. The DOC effectively curtailed emissions of CO, and to some extent organic carbon (OC), elemental carbon (EC), and aerosol number concentration. The DPF system offered substantially higher reductions in OC and EC mass and aerosol number concentrations. Both, the DOC and DPF achieved reductions in the aforementioned emissions without adversely affecting emissions of NO2 and nano-sized aerosols. The strategy of repowering with an advanced system was examined using a US EPA tier 4 final (tier 4f) engine equipped with a cooled exhaust gas recirculation system and diesel exhaust fluid-based selective catalytic reduction system, but not with a DPF system. The tier 4f engine contributed substantially less than the tier 2 engine to the EC and OC mass, aerosol number, and CO, NO, and NO2 concentrations. The tier 4f engine was very effective in reducing aerosol mass, NO, and NO2 concentrations, but it was not equally effective in reducing aerosol number concentrations. The implementation of viable exhaust after treatment systems and advanced diesel power packages could be instrumental to the underground mining industry to secure a clean, economical, and dependable source of power for mobile equipment.

"Nhava Sheva (India) Gateway Terminal Private Limited proposed to construct a container terminal yard, comprising a back-up area at Jawaharlal Nehru Port Terminal (JNPT), Uran, Maharashtra. The proposed container terminal yard is located on a recent reclamation on the Thane Creek, which was developed by land-based reclamation method. The underneath soft marine clay was treated, using vertical band drains and placement of surcharge upon.Settlement of the reclamation during its construction was monitored using settlement plate installed at +4.8m CD elevation which was above the highest high water level.This paper examines the settlement behaviour of the reclamation during the ground improvement works. The geotechnical parameters are back-analyzed by the authors from the field settlement results and the concerned preloading details. The back analyzed coefficients of consolidation due to horizontal flow (Ch) are compared with laboratory determined parameters and the estimated value, using Asaoka Method (1978). The authors also studied field compression ratio [CR= Cc/(1+e0)] vs. the compression ratio determined by laboratory test using back-analysis method.1. INTRODUCTIONNhava Sheva (India) Gateway Terminal Private Limited proposed to construct a container terminal yard, comprising a back-up area of approximately 27 hectares, complete with associated buildings and services on a part brownfield/ greenfield site. The back-up area shall include a heavy duty block paved pavement with band beams for electric Rubber-Tyred Gantry Crane (eRTGC) alongwith surface water drainage system and other services including area lighting, provision of fire-fighting facilities , sources for potable water and power.Based on the Employer’s Requirement and the available geotechnical investigation report, ground improvement scheme is designed by the construction contractor. Ground improvement works included the installation of prefabricated vertical drains and subsequent placement of surcharge for accelerating the consolidation of the underlying soft marine clay."

An investigation into the leaching of chalcocite and covellite in cyanide solutions at concentrations typically encountered daring gold cyanidation has been conducted. The results indicate that, for both minerals, the extent of leaching is greater under anoxic conditions, but is still incomplete even in the presence of free cyanide ions, with undissolved copper solids remaining in equilibrium with solution species. The speciation of the sulfur and cyanide reaction products in solution are interpreted in terms of the fast formation of a copper(I)- cyanide complexes in solution and a sulfur-rich copper(I) polysulfide solid phase, which then reacts more slowly to produce thiocyanate ions.

Investigations have been conducted at Chino Mines Company into the effect that SAG mill recycle material (critical size) exerts on SAG mill throughput and specific energy requirements. Tests were conducted on the laboratory, pilot, and plant scales, to evaluate the merits of alternative treatment options. Removing critical size material from the SAG mill circuit has been shown to improve new feed rates by 34% with a reduction in specific energy (kWh/ton) of 33%. Test results obtained to date are presented.

The Q-coda method for estimating the quality factor Q(f)= Qo(f)n was used to characterize seismic wave attenuation in a region of the Kaapvaal Craton that includes the mining areas of the Bushveld Complex and Witwatersrand Basin. Seismic waveform data, collected by locally distant stations of the South African National Seismograph Network (SANSN), consisted of mining-related events with magnitudes ranging from ML 1.8 to ML 4. Q was calculated for nine different source-receiver pairs spanning the study region. A weighted average Q based on the number of available data gave an estimated attenuation relation for the study region of Q(f) = 327 f 0.81.

A relatively unexplored lead zinc deposit lies about 12 miles northwest of Revelstoke, B.C., in the highly metamorphosed Monashee Group of rocks of the Shuswap Terrane, Precambrian in age. Host rocks are of sedimentary origin and consist of gneisses, schists, marbles and quartzites with intermediary types. The marbles and quartzites provide good horizon markers. Using these it is possible to interpret the controlling structure which is a syncline overturned to the north, dipping south at about 45°, and plunging east at about 12°. The syncline is truncated at about halfway of its length on a peak on the west side of which a partial cross section together with superimposed minor folds may be seen. The quartzites and the two marble beds may be traced over much of the structure. There are two lodes, above the marble and below the quartzite, which converge eastward and which are the exposed edges of the same host bed -an impure limestone.

Haulage trucks designed expressly for mine service were introduced about 35 years ago. The first models to arrive on the scene hauled about 15 tons and easily outperformed the modified highway trucks that had been used for mine haulage up to that time. The specialized trucks obviously had a greater potential for mining operations, and once this fact was recognized, competitive pressures in both the mining and truck-manufacturing industries drove the new vehicles toward ever more efficient performance. Many changes in truck design resulted, but not all were accepted for a variety of reasons. Often poor design was the reason, but in many cases progressive and promising designs were abandoned only because the truck manufacturer lacked the courage, tenacity, or vision to capitalize on them. There were also many cases where a promising new design was abandoned because the prototypes were initiated in a mine where personnel lacked the patience to prove them. Truck Startup Takes A Team Ally new truck that is to succeed and contribute to lower mine haulage costs must be well conceived and launched with good teamwork on the part of all concerned. Naturally, it is essential to have a good overall truck design at the outset to make this teamwork worthwhile. The design must include the selection of the right components manufactured by suppliers that can each do justice to their particular part of the new truck. Last, but by no means least, the mine operator where the truck is to be launched must be enthusiastic in his efforts to see the new vehicle through to successful operation.

As this paper is written, the only method for the commercial production of lithium metal is by the fusion electrolysis of LiCl-KCl mixtures, as first proposed by Guntz.2 The details of the industrial process have not been made public but Osborg8 stated that an efficiency of more than go pct is obtained with a lithium metal recovery above 95 pct and that the metal is 99.5 pct pure. Pletenev9 gave a power consumption of 66 kw-hr per kilogram of lithium metal produced with a salt consumption of 9 kg of LiCl and 0.4 kg of KCI. Pletenev's figures indicate a somewhat lower recovery than that given by Osborg. In a recent report on German lithium plants, Motock7 gives figures that are also less favorable than those reported by Osborg. At the German plants the lithium recovery in electrolysis was only 83.4 pct, with a power consumption of too kw-hr per kilogram of lithium. The metal averaged only 97 pct pure, with sodium and potassium as the chief impurities. The presence of SO2, SO3, Si02, Ba, Ca, and appreciable amounts of Na and Fe2O3 were especially disturbing in the electrolysis, and it was necessary to run the cell for some time to eliminate most of these impurities and condition the bath. It may be noted here that most of these impurities do not interfere with a thermal reduction process. These facts show that the present method of producing lithium is fairly efficient and would suggest that other methods could not compete. However, fusion electrolysis has certain drawbacks, such as the necessity of supplying costly, low-voltage direct current and of collecting and processing the anodic chlorine if it is not to be wasted. An even greater disadvantage is that lithium chloride must be used for an electrolyte. It is one of the most expensive salts of lithium, since it cannot be produced in anhydrous form by precipitation from aqueous solution, as is done with LiF or Li2CO3. The reduction of lithium by a vacuum process similar to the ferrosilicon method for the production of magnesium would have certain advantages. Small units, such as Pidgeon retorts, would give flexibility of production to meet demand, and a small plant would require moderate capital outlay. There is a possibility of using idle Government-owned magnesium plants for such purposes. The raw materials needed for vacuum thermal reduction would not have to be extremely pure, especially with respect to the iron and calcium content. Studies were conducted to assess the potential of naphthenic acid as a fractional extractant for rare- earth mixtures and yttrium in sulfate solution . Naphthenic acid was an effective extractant , and separation factors were favorable in the presence of aqueous phase chelating agents . Addition of EDTA to the naphthenic acid extraction system resulted in average separation factors of 2.2 between adjacent yttrium- group elements , whereas DTPA resulted in average separation factors of 3.5 between adjacent cerium- group elements . EDTA was of value in separating yttrium from the rare- earth elements . Thorium and uranium were preferentially extracted over the trivalent rare- earth elements by naphthenic acid .

Knowledge of the basic properties of rocks-strength, structure, and permeability-is prerequisite for the success of foundation work for masonry dams, large bridge piers, and tunneling as well as for excavation in rock and special underground construction. Strength of engineering materials depends upon texture and structure as well as the environmental conditions to which they have been subjected. Failure in its widest sense implies the transition of a material from elastic to plastic state (yield strength), from continuous to discontinuous state (rupture strength). The compressive strength of a material such as rock is the stress at which a sample, loaded and unconfined at the sides, fails by rupture. Some of the external factors that control strength of rocks are the nature and type of stress, whether uniaxial or triaxial, compression, tension, or torsion. Another important factor is the rate of stressing-whether constant, impact, or gradually increasing. Of the internal factors, the effect of texture upon strength is obvious. Generally, fine-grained rocks have higher compressive strength than coarse-grained prototypes. Among metamorphic and igneous rocks those with better and higher degree of interlocking of their crystals are generally stronger than the ones with poor or lower degree of interlocking. In sedimentary rocks, the degree and type of cementation has a great influence upon their strength. Structurally, the existence of fissures, cracks, and seams of argillaceous or organic materials in a rock specimen will greatly reduce its strength. This final report documents the work done by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC) , on Contract H0122026 (which began in August of 1971) . Under this contract ADL provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau's programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of in- dependent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau's contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Communications," and Volume II, "seismic Detection and, Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume.

The roles of pulsating mechanisms such as the amplitude and frequency of the jig cycle are well established in jigging. Also well established are the roles of the size ratio and the volume fraction of the feed. In iron ore beneficiation plants, these process parameters are optimized to achieve the highest efficiency. However, the role of one of the more important feed characteristics, the liberation characteristic of the feed, has not been studied in detail. Evaluation of the liberation characteristics is difficult because the required washability test is not viable for iron ore feed. In this paper, a new method is proposed in which the liberation characteristics are measured through a separation efficiency value. In the new evaluation method, jigging parameters such as amplitude and frequency of the jig cycle are optimized from the fundamental understanding of the process dynamics and feed characteristics such as size distribution. Then, feeds with different liberation characteristics are tested to evaluate the liberation characteristics of feed in jigging.

IN the course of a return flight from Olympia, Wash., to Laramie, Wyo., an airborne magnetometer profile was recorded continuously. The level of flight was controlled at barometric levels along segments of the flight. Barometric altitude was changed from 3000 ft to a maximum of 12,000 ft above mean sea level to take care of topographic variations. Terrain clearance varied from 800 to 7300 ft. Horizontal positions were obtained by recording and tying to cities, towns, airports, river crossings, and other landmarks in the course of the flight. Figs. 1-6 show the course of the flight and the general geologic and tectonic features traversed. The flight line begins south of Olympia, Wash., and proceeds south across the Puget-Willemette depression to the Columbia River. Thence it proceeds eastward along the Washington-Oregon border across the Cascade Mts. and lava flows and the Umatilla basin to Pendleton, Ore. From Pendleton it traverses the Blue Mts. uplift of Oregon in a southeasterly direction, and then to the Boise basin of southwestern Idaho. The flight line swings in an easterly direction as it passes over the Snake River downwarp to the south of the Idaho batholith. It then passes over the northern portion of the Great Basin and the heavily overthrust area at the intersection of the Utah, Idaho, and Wyoming borders. The flight then assumes an easterly course to cross the series of basins and uplifts of southern Wyoming and terminates near the western flank of the Laramie uplift. It should be clearly understood that all statements in this article pertaining to the magnetics were interpreted on the assumption of elongate anomalies transverse to a single profile. Hence any theories or ideas advanced here are in line with future paths of research rather than trying to prove or disprove existing data. Magnetic Interpretation: Depth determinations were made by the slope method of Peters: which is stated as follows: "Draw a line in the maximum slope (at the point of inflection); draw a line whose slope is one-half this maximum slope; draw two lines parallel to this line tangent to the anomaly curve. The horizontal distance between the points of tangency is approximately equal to 1.6 times the depth [or the distance times 0.6251." Certain assumptions must be made for determinations of the causes of the magnetic anomalies:' 1) The anomaly is caused by a susceptibility change rather than basement relief. 2) Polarization of the basement rocks is in the same direction as the earth's inducing field. 3) The disturbing magnetic mass has a great horizontal length in comparison to its width and its sides are vertical and of great vertical extent. 4) The anomaly is unique and not affected by the anomalies from nearby sources.

Background Population growth and increasingly stringent regulatory controls on water quality across North America have resulted in municipal governments investing heavily in infrastructure to control what are known as Combined Sewer Overflows (CSOs).These are events which occur when combined sewers exceed their conveyance capacity during periods of heavy rainfall or snowmelt. The city of Atlanta, Georgia is one such municipality; with a population of over450,000 within city limits and a sewer system servicing 1.2 million including adjacent jurisdictions, the City of Atlanta has a Combined Sewer System (CSS) encompassing approximately 15% of its total 3,540 km (2,200 miles) of sewers. Atlanta’s CSO discharges to local watercourses began to draw fire from environmental groups in the1980s. As a result, in the early 1990s, the City constructed a series of CSO control facilities which provided screening and chlorination at seven CSO discharge points across the CSS watershed. Unfortunately, these facilities were not capable of handling all of the overflows generated due to heavy storm events; frequently, untreated water was bypassed around the treatment facilities. The federal Environmental Protection Agency (EPA) deemed that water quality standards were being violated by these discharges, and a suit was brought against the City to force a higher standard of compliance. As a result, the City entered into a federal Consent Decree which would bring CSOs into compliance with federal standards by 2007. A critical component of this plan was the design and construction of the West Area CSO Tunnels and Pumping Station. In February 2003 the City’s Department of Watershed Management retained the services of Jordan Jones & Goulding/Hatch Mott MacDonald/Delon Hampton Associates (JDH Joint Venture) to design and provide construction management ser-vices for the project, which was designed to capture combined sewage from three of the City’s existing CSO facilities on the northern end of the CSS watershed. The design consisted of two connected tunnels which would convey the wastewater originating from the North Avenue, Clear Creek, and Tanyard Creek CSO facilities to a submersible wet well pumping station located at the R.M. Clayton Water Reclamation Center (WRC). Since the majority of the effluent stream consisted of storm water, the City elected to design and construct a separate treatment plant. This plant was designed under a separate contract, and is currently under construction.
