Good afternoon. I have entitled my talk "Investment for Progress," implying thereby a spark of friendly competition by private enterprise with such government-inspired foreign aid and investment programs as the Alliance for Progress. While the subject of foreign investment is hardly a new one, the perpetual flux of the political and economic surface of this earth we inhabit makes it forever timely and forever interesting. Especially do tremendous opportunities for international investment constantly present themselves to the mineral industry, and just as often must the industry approach these opportunities with a great deal of investigation and caution. This is not to say that the mineral industry--no less than any other industry--should be unenthusiastic about the foreign scene, but like everyone who proposes to put his money where his hope is, it should consider all the factors and weigh the possible disappointments as well as the rewards.

For the last decade Australia has been the leading exporter of both steam and coking coal. In the ten-year period 1989 - 1998 steam coal exports increased by 93 per cent and metallurgical coal exports increased by 50 per cent. However, profitability of the steam coal sector has been disappointing. The coking coal sector, especially the hard coking coal segment, has fared better but its profitability was more because of its ability to maintain relatively high prices rather than its inherent productivity. Until quite recently the Australian coking coal sector was widely expected to be able to maintain this comfortable state without undue effort for the three major æpartnersÆ; the companies, the State Government and the unions. But coking coal could now be heading down the path followed by steam coal that ends with long-term over-supply and, despite steady improvements in productivity, poor profitability. Steam coal entered the ænewÆ era of long-term over-supply some years ago. Over-supply was due to the rapid increase in production in Indonesia, often from new mines and Australia. AustraliaÆs production rise was underlain by the apparent belief that the best way to lower costs was to increase production. In the first couple of years costs didnÆt fall much but the additional tonnage was sold at lower and lower prices into the spot market. By mid-1998 the difference between the contract price set with Japanese utilities and spot sales was often in excess of $US12 per tonne. Japanese contract prices and tonnages have since fallen significantly. Steam coal has moved from being a product to being a commodity. Any profits are due more to the low Australian dollar rather than inherent mine productivity. Seaborne coking coal trade has been dominated by Australia, Canada and the USA, with the USA becoming less competitive. Unfortunately, when the Queensland capacity expansion was well down the pipeline, the Asian financial crisis occurred and the Japanese economy entered what appears to be a long-term recession. Contract prices fell 18 per cent, tonnages decreased and some mines have been reclassified as supplying lower priced coking coal. The paper analyses past and expected future trends in labour and mine productivity, rail freight and FOB export port cash and total costs of the Australian steam coal and coking coal sectors and discusses the market outlook for Australia. The future economic viability of the industry is analysed and discussed in the light of the rapidly changing global environment.

This circular is one of a series published by the Bureau of Mines describing mining and beneficiation methods and costs at various mining operations throughout the United States. Inclusion of the Abbott mine in this series is of particular interest, as the complex geology and the character of the deposits make their exploitation a unique operation. The mine operates on a high-cost, comparatively small-scale basis, and only the persistence of an aggressive management has enabled it to maintain its rank among the major mercury producers of California. Rising costs and decreasing metal prices, which continuously threaten the low profit margin, are reflected in increased efficiency of operation. This report summarizes past operations and describes, in detail, the geology and ore deposits; exploration and mining methods; and furnacing and condensing operations. It covers the entire operation from initial exploration to the actual production of mercury. Comparative production costs for 1944 and 1958 are of special interest.

"The traditional Denver flotation cell is generally suitable to process material ranging approximately from 5 µm to 300 µm. For floating over 300 µm material, its efficiency is significantly getting lower mainly due to the difficulty to suspend coarse particles uniformly, which decreases the chances of particles to attach to bubbles and increases the chances of detachment.RTFT (Rio Tinto Fer et Titane) owns one of the world’s largest hemo-ilmenite deposits. Considering the whole processing technology, the ore is only crushed to -1180 µm. The crushed ore contains about 0.32% S and most of the sulfur is removed by rotary kilns in the ore preparation plant. In order to achieve a similar S reduction, without emitting SO2 into the air, an alternative technology by flotation was pursued.Laboratory and pilot scale-up tests showed that traditional Denver flotation cell could perfectly remove the sulfur from the material sizing 0-300 µm. For the coarser particle sizes, two different models of equipment were tested to improve flotation efficiency: HF (HydroFloat Separator) from Eriez and CLF from BGRIMM (Beijing General Research Institute of Mining and Metallurgy), China. The D6” HF, which is a device that combines flotation and gravity separation, demonstrated its ability to recover those very coarse particles. As compared to the Denver flotation cell, the modified 25 L CLF coarse particle flotation cell achieved better results at higher pulp solids percentage and with a shorter flowsheet."

The fourteenth National First-Aid and Mine Rescue Contest we;; held at the State fairgrounds, Columbus, Ohio, October 2, 3, and 4, 1951. The meet, the first such event in 21 years, was under the auspices of the Bureau of Mines, United States Department of the Interior, and the Joseph A Holmes Safety Association and was sponsored by the National Coal Association, the United Mine Workers of America, and various State mine-inspection departments. The cooperating agencies that contributed to make the meet a success, in addition to the National Coal Association and the United Mine Workers of America, were the Kentucky Department of Mines and Minerals, Ohio Division of Mines, West Virginia Department of Mines, Pennsylvania Department of Mines, and the Columbus Convention Bureau. SUMMARY Fourteen teams from 6 States participated in the mine rescue contest, and 55 teams from 9 States competed in the first-aid contest. Only one of these teams entered as a combination team, that is, participating in both the mine rescue and first-aid contests. The States represented and the number of teams from each State are listed in table 1.

Inadequate discard of industrial solid waste is a risk to human health and to the environment. Aiming at softening environmental damage caused by deposition on soil of an ink residue, from washing of printers used in carton box packages, it is intended to incorporate this residue into soil-cement bricks. The residue has other use potentialities such as in screeds, pavement parts, fertilizer, paints, etc. However, to explore these potentialities it is fundamental to assess the risks that the several forms of use of this residue can cause. For such, in this work the chemical analysis of the residue was performed in order to know its main chemical compounds, in addition to its characteristics of leaching and solubilization. The chemical composition assay showed traces of some heavy metals such as Pb, Cd, Cr, Zn, Al and Cu, although the residue-generating company uses ink labeled as heavy metals free. Among the elements analyzed in leaching and solubilization, some had concentration above the limit allowed by The Brazilian Codes. This code is based on CFR—Title 40—Protection of Environment—Part 260–265—Harzardous waste management. Therefore, it is suggested that the residue has a limited use to avoid contamination of ground water.

THIS PUBLICATION is the third to be prepared as a result of a cooperative project by the Bureau of Ships and the Bureau of Mines for accumulating literature published on zirconium and hafnium. The undertaking also resulted in the establishment of an information center on zirconium and hafnium at the Bureau of Mines station at Albany, Oreg., for the use of research organizations and others. The present bibliography consists of references (with abstracts) to pertinent literature on zirconium. The first publication in this series was Information Circular 7771, Bibliography of Zirconium, published in April 1957. It consists of 969 abstracted reports and 645 U.S. and foreign patents. The second publication, called a supplement to Information Circular 7771, is numbered Information Circular 7830 and consists of 844 abstracted reports and 62 U.S. and foreign patents. It was published in October 1958.

The Parkes process of lead refining is based on the fact that when zinc isemixed with molten lead bullion, it forms an alloy with the silver and gold. This alloy freezes at a higher temperature and is of a lower specific gravity than the lead. With proper regulation of the temperature, the alloy solidifies and floats on top of the lead bath, from which it is removed and the silver, gold, and zinc recovered. The alloy should contain the maximum amount of silver (Ag2Zn,). The usual practice is to make two additions of the zinc. The first addition gives an alloy, or zinc crust, the zinc of which is saturated and is treated for the recovery of its zinc and silver; the crust from the second addition contains an excess of zinc and is used for the first addition on the following kettle. The crust produced depends on a number of items: purity of bullion, temperature, care with which kettle work is performed, addition of zinc, pressure used in expelling lead from crust, etc. It is desirable to make the concentration of silver in the zinc crust as high as possible; otherwise an undue amount of byproducts is produced, which greatly increases the cost of refining. It was formerly considered good practice to make a concentration of 20 :1. That is to say, if the lead bullion assayed 150 oz. dorê per ton, the assay of the retort bullion recovered from the zinc crust should be 3000 oz. per ton. As a matter of fact, the concentration should never, except on bullion assaying over 300 oz., be so low, and with low-grade bullion it should be 50:1. In one lead refinery where, ordinarily, the work was good, on a bullion averaging about 200 oz. per ton, a concentration of 24:1 was common; but how it was obtained was known only to the foremen. Changes occurred, and under new foremen the kettle work fell off badly; the problem then was to bring about this greater concentration. As is customary, the refincry had a "schedule" for its 60-ton kettles, which gave the number of pounds of zinc required for all possible assays, on both the first and the second zincing. Spontaneous firing of coal during storage end even during shipment has long been a serious problem, especially in some regions and with some coals, and methods for preventing such firing have been investigated at intervals for more than 70 years. Spontaneous or other firing of coal waste, either outside or inside mines, has also been a problem probably for as long as mining has been practiced extensively. Much trouble has been caused by such fires, and much money has been spent in attempts to extinguish them. It is known generally that surface waste banks in bituminous-coal fields are very likely to take fire sooner or later, but it is not known so generally that anthracite refuse-bark fires also are common and that at least some of them are more serious in their effect and results than being regarded merely as a nuisance. There surface refuse fires probably would have attracted much more than local attention long ago had it not been that they usually cause no more serious trouble than air pollution. A few supposedly effective methods of preventing or extinguishing spontaneous fires have been reported rather recently. Unless one or more of these prove to be widely applicable, methods of solving these problems are no more certain today than they have been for many years.

"Geological controls and constraints in space and time define the milieu of the nickel deposits of Southern Africa. Primary, magmatic deposits are of two types, e.g. synvolcanic or syntectonic deposits confined to certain orogenic domains, and those related to intracratonic, post-orogenic magmatism, e.g. the Great Dyke, the Bushveld Complex and the Insizwa intrusion. Epigenetic and supergene deposits form a separate, unrelated group and are of minor economic importance.The metallogenic evolution of syntectonic nickel deposits is particularly well illustrated in the Zimbabwean Province, where the relationships between Archaean greenstone development and nickel mineralization are best illustrated. Volumetrically subordinate, nickel-poor greenstones in the 3500 m.y. old Sebakwian Group are followed by more common komatiite development in the Lower Greenstones (3000 m.y.), and, finally, by very significant komatiites with important nickel mineralization in the 2700 m.y. old Upper Greenstones of the Bulawayan Group. Comparable nickel mineralization is not known in the Raapvaal Province, in spite of ubiquitous komatiitic magmatism of the Onverwacht Group (3500 m.y.) and other greenstone sequences. No komatiitic rocks younger than about 3200 m.y. are known in this region, orogenic activity in the Kaapvaal tectonic province having ceased at about 3100 m.y., whereas the Zimbabwe Province remained tectonically active until at least 2600 m.y.The tectonic environment, host-rock petrology and mode of emplacement, as well as some details of the nickel mineralization, are the parameters employed to classify the Southern African magmatic nickel deposits. A rating of the deposits is introduced that reflects the original resources of the deposit, its average nickel content, its mining history and potential to facilitate ready comparison with and assessment of the nickel deposits listed in the classification, as well as some important nickel deposits worldwide."

The Townsite mine, consisting of 40 acres in the town of Cardin, Okla., is in the center of a highly productive part of the Picher-Cardin district of the Tri-State zinc and lead field. Previous to the time of the work done by the Bureau of Mines, the property had been partly explored by churn drilling, and an area-of about 8 acres in the southwestern corner had been exploited by underground workings. The Bureau of Mines investigation had as its object the more intensive development of the northern part of the property where previous drilling had indicated a possible ore deposit of commercial grade. Churn drilling by the Bureau began in September 1942 and continued to February 1943. Twenty holes totaling 4,827 feet of bore were completed. Utilizing the information gained from these drill holes, the Weidman Mining Co., lessee of the tract, sank a shaft and proceeded to the exploitation of the indicated ore bodies.

Rock dynamics is one of the most important topics in the field of rock mechanics and rock engineering. The spectrum of rock dynamics is very wide and it includes the failure of rocks, rock masses and rock engineering structures such as rock bursting, spalling, popping, collapse, toppling, sliding, blasting, non-destructive testing, geophysical explorations, science and engineering of rocks, earthquakes, and impacts. Undoubtedly, the rock dynamics issues in Mars would remain to be the same. Although mankind has no direct access to Mars yet, the Mars exploration rovers (Opportunity, Sprit, Curiosity and Perseverance), Mars Reconnaissance Orbiter and InSight Lander provided very valuable data so that some rock dynamics issues can be recognised. The author reports his considerations on rock dynamics issues in Mars from very careful examination of images and data provided from MERs and MRO and discusses their implications.

INVESTIGATIONS on the above topic have recently been published by Shapiro and Kraussl and Jana and wayman in this journal and by Kessler and Pitsch.- Parts of the results in these papers are in good agreement with each other but there are also some results which are substantially different. The main points of these differences shall be briefly discussed in this communication. Shapiro and Krauss' measured single-surface traces of the habit planes of reversed austenite plates formed within the martensite crystals and deduced from these measurements two distinct habit planes A = (0.174; 0.309; 0.935) and B = (0.375; 0.545; 0.749) within 3 deg. Kessler and pitsch4 found instead by two-surface analysis7 one habit plane n = {0.23; 0.62: 0.75) with a real scatter of 6 deg. The latter observation of a single habit plane apart from a certain scatter is in agreement with most of the investigations of martensite transformations. The differences between these two results are so great that they cannot be explained by experimental error. The purpose of this communication is to show that the A- and B-poles of Shapiro and Krauss are due to an erroneous interpretation of a single-surface trace analysis. The difficulties in the interpretation of such single-surface trace analyses are due to the high symmetry of cubic lattices, from which it follows that there are in general twenty-four equivalent possibilities of plotting a single-surface trace in a pole figure. All these possibilities must be taken into account, when putting different traces from different plates together in order to construct the habit plane. Alternatively the poles of all the traces may be plotted in a unit triangle. This is done in Fig. 1 with twenty-nine traces of different reversed austenite plates, all of this were measured by Shapiro and Krauss in the same plane of a single martensite ther traces taken from Fig. 13 in the Shapiro and Krauss paper' which were determined by electron diffraction. The traces in Figs. 1 and 2 have to be compared with the habits A, B, and n which are under discussion. Therefore the great circles of the poles A, B, and n are plotted in Figs. 3, 4, and 5 together with a 3-deg scatter region for poles A, B and a 6-deg scatter region for pole n. "MASSIVE sulphide deposits are found in two areas of New Brunswick, the St. Stephen area and the Bathurst-Newcastle area. In both, the geology in the immediate vicinity of the sulphide bodies is largely inferred from drilling results as outcrop is not plentiful and is, in fact, almost lacking in most places. With few exceptions these deposits have not been explored by underground methods. Consequently much of the. detail on the geology will only become known over a period of years as economic conditions make mining feasible.Much of the information contained in this paper has been supplied directly by company geologists. As a result of the number of contributors, some confusion of nomenclature bas to be anticipated. Cross-sections and plans of the individual deposits are, in most cases, as supplied by the companies concerned. Most of the interpretations are the responsibility of the author."

A case study was conducted with 5 shots with varying pre-blast block sizes and explosive energies. From this case study a site-specific predictive fragmentation model was developed. There are two main innovations in this study. One is using an image analysis program (Split-Desktop 3.0) on the bench face to obtain the pre-blast block size (F80) quickly and consistently. Another innovation is to utilize the Schmidt Hammer Hardness (SHH) to estimate intact rock strength.

Although technology and circumstances are in a constant state of change, the principles of managing the human element remain constant. The isolated mining community continues to form the backbone of the minerals industry but the nature of the isolation, along with the economic and political environment of the industry, is changing. These changes require new inputs by management to the workforce. Management must determine an effective working relationship with unions on its mine site and concurrently contribute to the build- up of the expertise of the individual worker through training and communication. It must also retain a proper balance, by way of human contribution, in cost and information reporting and in other areas amenable to computerisation. These comprise the aids to management necessary to achieve the desired operating efficiency and profitability.

The use of computer models to design the ultimate open pit limits during feasibility studies as well as during long-range mine planning is becoming an enforced practice in all types of mining, e.g., ferrous, non-ferrous, and coal. As a result, the state of the art in computerized ultimate pit limit design methodologies and associated computing and optimizing techniques has advanced considerably in recent years. Unfortunately, very little has been published to date regarding the preferred ultimate pit limit design philosophy, i.e., optimizing us satisfying, or regarding the modeling approaches being used for different types of orebodies. This paper reviews the current state of the art in various modeling approaches and optimizing techniques that are in use for different types of deposits, through available literatures and personal communications.

In order to model accurately a mine ventilation system in an existing mine, it is necessary to determine the resistance to airflow in all main airways. This is accomplished by measuring the airflow and pressure differential in each airway. Gauge and tube methods have been used to determine pressure drops in ramps and level airways. However, it has rarely been used in evaluating the frictional pressure drop in shafts. Because shafts commonly have the highest pressure loss in mines, it is critical that the resistance of these airways be determined accurately. This paper describes the theory and practice of using the gauge and tube method for determining the pressure drop in shafts. The pros and cons of using this method are discussed as well as a comparison between the gauge and tube and barometer measurement techniques. Case studies showing the accuracy of shaft gauge and tube measurements are also presented.

Up until ten years ago the industry had arrived at a relatively conventional, and consistent design of coke ovens. Through the years the designers and builders were not being heavily taxed to come up with revolutionary new designs. However, the stimulus for design change was ever present. These stimuli for change are quite important and they are the driving force which produce improvements. The most obvious stimulus to change a design is commercial. To "build a better mouse trap and the world will beat a path to your door" is the well used cliche which best befits this philosophy. As in all businesses, coke oven designs require that all of the considerations, which affect the cost or the desirability of the design, be optimized. One way to increase the desirability of the particular design, 1s to make the design in- expensive to operate. Or, put another way, to increase production for the same operating cost

THERE is a need for men well trained in geo- physical prospecting. Although the number of geophysicists required by the industry in the future cannot be expected to be very great, there will always be a demand for courses on the subject. A number of educational institutions are, therefore, interested in providing instruction in geophysical prospecting. Some institutions will be satisfied with courses in general geophysical prospecting designed to give the geologist fundamental concepts on the comparative merits of the methods and the interpretation of the results. Other institutions will want to give special instructions in theory, field procedure, and interpretation of any or all geophysical methods. In giving such special courses a number of problems will be faced, and it seems to me that such difficulties are easier to overcome in an engineering institution than in a university. A knowledge of basic engineering subjects, such as required of all students in an engineering school, seems to be the best foundation upon
