South Africa is a semi arid, water scarce country that has undergone recent major political and social transformation. This transformation has ensured that water management has become a primary environmental concern in the South African mining industry, raising the status of water from an ancillary service to a fundamental factor in mine planning. The coal mining industry has been involved in the development of integrated catchment management plans since the late-1980s when a series of initiatives commenced in catchments where collieries operated. The plans focused attention on water supply and water demand management, the equitable access to water supplies, and intersectoral approaches to decision making, before the promulgation of new legislative and policy frameworks. Development of an integrated watershed management plan for the Olifants River basin, located in the Mpumalanga province, commenced in 1990. The Olifants River is an international river basin of 54 570 square kilometres and shared by South Africa and Mozambique. The upper watershed, locally called the Witbank Dam catchment, will be the focus of this paper. It has an area of 3400 square kilometres and is the major coal mining, power generating, and maize-growing region of the country. The processes embodied in the integrated watershed management plan had no formal guidelines but rather developed in an ongoing fashion over time. The plan commenced with a situation analysis involving the major stakeholders that identified principal technical shortfalls. These shortfalls were investigated under the guidance of multisectoral committees. The Olifants River Forum was started to extend awareness of the initiatives on an informal level throughout the whole watershed. The results of the investigations enabled water quality guidelines to be established for the upper catchment. To achieve the guideline levels additional initiatives were developed including a scheme to manage mine water discharges into the river system, the development of a standard four-step water management process, investigation and development of innovative mine water treatment processes, specifically sulfate reduction technologies, the use of gypsiferous mine water for irrigation, river and dam hydrological models, groundwater models and biomonitoring. Significant outcomes from the process have been achieved including the improvement in water quality in the Witbank Dam catchment. Equally significant have been the development of partnerships between businesses and between businesses and the community specifically in the use of mine water for irrigation. The plan realised a number of requirements for success including, the development of trust, openness and transparency with information, the essential need for consultation and negotiation and the involvement of third parties to validate information. The future still holds the potential for disputes between upstream and downstream water users but understanding, transparency and accountability between all players have, and will in future, enable the matching of the increasing demands on a scarce water resource to the needs of all.

We introduced a numerical method that is applicable for the analysis of static and dynamic deformations of elastic media. In this numerical study, each elastic body is modeled with a system of several hundred rigid particles that are joined together elastically. Maximum shear stress fields due to external loading are obtained and compared with those obtained by photoelastic experiment. Preliminary results are presented for the stresses generated in circular disk shaped bodies idealized with connected systems of particles. Extension of this simulation method to fragmentation of brittle materials is also illustrated in an example.

Respirable (PM-10) crystalline silica is regulated by the State of California as a carcinogen. The risk-management of this material by the State exemplifies the inherent problems in the development of regulations based on current risk-assessment practices. The influence of extremely conservative risk-assessment and risk-management can be expressed in economic impacts including the increased cost of production, reduced competition, increased prices, reduced employment and redistribution of income. This paper attempts to contrast theoretical risk- assessment and risk-management with current application using crystalline silica as an example. Based on health information pertaining to silica, the paper examines federal and State of California regulatory and public policy positions. Using current risk factors and empirical data for the Central Valley of California, the projected incidence of lung cancer in humans is examined. While such an analysis would project an extremely high incidence of lung cancer as well as silicosis, not a single case of either lung impairment has been recorded within the study area or throughout the world in the general population. This suggests that sound guidelines for the analysis of scientific information have given way to the assumption that virtually any information representing a substance as a carcinogen is to be considered valid with little or no qualification.

Excessive build-up of methane and water pressures was identified as the leading cause of some Q/the roof falls in a coal mine in the eastern Transvaal. In order to characterize the migration of the methane and water into and around the mined coal seam, a laboratory investigation of the permeability of the roof strata was undertaken. The aim of the investigation was to correlate changes in the fades with changes in permeability to enable the prediction of possible zones of pressure buildup. The tests were carried out on samples from borehole core that had been obtained from the roof strata as part of the mine exploration programme. Permeability measurements were then conducted under atmospheric and triaxial-stress conditions. For the tests under atmospheric conditions, a modified Ohle cell was used and, for the tests under triaxial-stress conditions, a modified Hoek cell was used. The liquid equivalent permeability?s of the different samples were obtained by use of ASTM D4525- 85, and these were then used as a basis for comparison. Facies type, i.e. grain size, was found to have an influence on the permeability but, owing to the variable nature of the sediments, a range of permeability rather than a specific permeability value was associated with each type of Jades. The measured permeability was bound to decrease with an increase in gas pressure. The liquid equivalent permeability was bound to increase with an increase in grain size for the coarser-grained Jades, and to decrease with an increase in grain size for the finer-grained types. The application of an external stress regime to the sample was bound to reduce the permeability, but the amount of the reduction depended on the type of stress. The permeability was also found to depend on the recent stress history of the sample. The authors conclude that the methods described are useful for the correlation of facies type with permeability, but that the results are sensitive to changes in locality.

This paper presents the latest developments in the flotation model being developed collaboratively between the Julius Kruttschnitt Mineral Research Centre in Brisbane, Australia, and the Mineral Processing Research Unit of the University of Cape Town in South Africa as part of the Australian Minerals Industries Research Association (AMIRA) P9 Project. It includes: - characterisation of flotation cells using the bubble surface area flux, Sb; - relationship of Sb to the overall flotation rate constant; - determination of the froth recovery factor; - evaluation of ore floatability; - modelling of entrainment - development of the Floatability Characterisation Test Rig (FCTR); - use of the model in design and optimization of flotation plants; and - current and future work.

A graphic method was developed which can be used to predict the tendency of oil field waters to precipitate calcium Sulfate under a variety of conditions. Application of this method is made to the prediction of sulfate scale formation in heater treaters. boilers. oil wells. cooling systems and water injection wells. INTRODUCTION A solution may be said to be in equilibrium with respect to a given salt when the concentration of that silt in equal to its solubility. If for any reason the concentration of the salt is increased or its solubility decreased. the equilibrium is upset and precipitation of the salt takes place. Thus, if the concentration of a salt in a particular solution is known and its solubility can be calculated for a given set of conditions, the tendency of this salt to form a precipitate under these conditions can be predicted. Based on these principles a method has been developed for determining the tendency of oil field waters to form calcium Sulfate precipitates under various conditions. THE SOLUBILITY DIAGRAM Calcium sulfate precipitation most frequently occurs when two waters are mixed: one containing calcium ions. and the other sulfate ions. As one of these waters is added to the other a point may be reached where the concentration of calcium Sulfate is greater than its solubility. thus causing the formation of a precipitate. The solubility diagram is a graphic device for determining the location of such points, thereby making possible a prediction of the tendency of such a system to deposit sulfate scale. A similar diagram can be used to solve many other problems involving the precipitation of calcium sulfate. Fig. 1 shows a solubility diagram representing the mixing of two waters. Water "A" contains a high concentration of odium, magnesium, and sulfate ions together with a small amount of calcium. Water "B" contains a high concentration of calcium ions together with sodium, magnesium and a small amount of sulfate ions. There are continuing developments in underground narrow vein mining, from innovative mining methods using low-profile equipment to adaptations of current mining methods using equipment such as road-headers. The development of new mining methods and mining equipment has one purpose in mind û to extract narrow reef orebodies keeping dilution to a minimum, whilst maximising mining recovery. Achieving this will increase the head grade of the ore mined and reduce the tonnes delivered to the mill. Narrow vein mining in Australia has been limited to traditional hand held or mechanised drill and blast methods using existing æoff the shelfÆ equipment. Numerous trials have been undertaken using rock cutting technology and lower profile equipment, but these mining trials have not resulted in the full implementation of any new mining method or the adoption of low profile equipment in narrow vein mines as an accepted mining methodology. Mine operators in Canada and South Africa have teamed up with a number of equipment manufacturers and have taken steps to further mechanise and automate the mining of narrow vein orebodies, in particular to increase safety and productivity. The challenge to Australian narrow vein mining projects is to capitalise on work undertaken by overseas mining companies and equipment suppliers and to investigate the adaptation of low profile coal mining machinery to specialised metalliferous mining. With the inevitable fall in metal prices, it is necessary for Australian mine owners and mining contractors to apply these specialised methods and equipment to make narrow vein mining profitable.

"A flue gas recirculation (FGR) system for a combustion fired aluminum melting furnace is experimentally investigated. The FGR system flows combustion air in a turbulent jet within the flue gas stream, and the turbulent jet flow is collected in a tube at a distance from the jet exit. Entrainment of the flue gases as well as heat transfer between the flue gases and the jet occurs over the length of the exposed jet. Heat transfer between the flue gases and the jet, and the amount of flue gas entrained into the jet (derived from temperature, flow rate and oxygen fraction measurements) were measured as a function of nozzle exit velocity and the distance between the nozzle exit and collection tube. In addition to flue gas entrainment, a fuel savings of up to 7%, due to heat transfer over the length of the jet, was projected from the measurements obtained.IntroductionFlue gas recirculation can be applied to aluminum melting furnaces to control combustion temperature. When coupled with a device to improve furnace efficiency by recovering heat from the furnace exhaust, flue gas recirculation provides a control technique that is integral to achieving the goals of reducing fuel consumption, increasing product yield, increasing the longevity of infrastructure, and reducing pollutant emissions. In particular, combustion temperature control can help reduce reactivity of the products of combustion with the molten metal surface and furnace refractory materials. Combustion temperature control can also help improve the life of heat exchangers used to recover energy lost to the environment in the flue gases, and reduce NOx formation in the combustion process. Flue gas recirculation can also dilute oxygen used in oxy-fuel combustion to reduce reactivity.Flue gas recirculation has been used since the 1970s to control flame temperatures in the automotive industry [1-3] and has successfully reduced NOx emissions. Many different flue gas recirculation approaches for high temperature melting such as melting aluminum and glass have been patented since the 1980s [4-12]. There has also been academic interest to determine the fundamental performance characteristics of flue gas recirculation in high temperature furnaces and in combustion [13-15]."

Nondestructive testing of deep foundations for integrity problems made great strides in the late 1980's. Inexpensive portable computers have allowed the immediate and rapid processing of field measured acceleration records which can provide insight into the relative structural integrity of a previously installed foundation member. Although the gathering, processing and displaying of the data is now straightforward, interpretation remains at times rather challenging. This paper provides a brief introduction into the theoretical basis for data interpretation and the hardware necessary for data acquisition. Five case studies are discussed which demonstrate the varied applications of low strain integrity testing of deep foundations and the efficiency at which they are completed. BACKGROUND One dimensional wave mechanics, when applied to a linear elastic pile with a length that is an order of magnitude greater than its width, provides a straightforward basis for the interpretation of motion measurements made at a pile top. When impacted, a stress wave travels through the pile at a wave speed, c, which is a function of the elastic modulus, E, and mass density p (i.e., E=pc2). The applied load F, and particle velocity v, at a point are related by the equation F=Zv. For a cross-sectional area A, the proportionality constant Z is equal to EA/c. Because Z is a measure of the pile's resistance to change in velocity it is called the pile impedance.

We often read and hear, especially in the United States, that we are running out of critical metals. These are vague forebodings of stagna- tion or winding down of our civilization. Our technological progress has been rapid in the last 50 years and is still advancing at an accelerated rate, and predictions of its long-term impact on consumption and production of metals are more hazardous than ever in the light of the great economic and political shifts that are bound to continue. There are many factors that will have a hardly predictable but profound effect on pro- duction and consumption of metals over a time span of, say, 25 years. Among such factors are recycling, substitution, availability of capital, direct involvement of governments in financing and production, and the capability of producing much lower grade ores at possibly much higher prices relative to costs in the event of scarcity. I must state at the outset that my discussion of this topic does not take into account the role that deep-sea nodules containing copper, nickel, cobalt, and manganese may play, because I don't believe production from these deposits will be of much significance within the 25 year span I will be discussing.

Single crystals of tungsten were made and deformed in tension at 3000°C. The slip traces so formed on these crystals were analysed to determine the apparent slip system. Results indicate that deformation occurs in the<III> direction on planes of maximum shear stress. This determination agrees with the early work of Taylor and Elam on other body-centered cubic crystals at lout temperatures. SLIP in face-centered cubic and hexagonal close-packed metals has consistently manifested itself in straight traces which indicate that glide takes place on planes of highest atomic density and in directions of closest packing. The slip traces observed on body-centered cubic metals are, on the other hand, frequently branched and wavy, and indicate that while glide takes place in the direction of closest packing, it does not necessarily choose the plane of highest density. The early work of Taylor and Elam1 4 indicated that glide took place in the close-packed direction on planes close to those defined by the maximum shear stress. Subsequent investigations have tried to rationalize these observations in terms of an elementary process on the close-packed planes (110). For example, Elam5 and Grenin~er&apos; have suggested alternate glide on nonparallel (110) planes with the observed result that the summation of these glides results in a trace which defines some plane other than{110). Madden and chen7 have recently reviewed the phenomenological and theoretical aspects of noncrystallographic slip. More recently Koehler&apos; has presented a model of dislocation propagation which permits another rationalization. He indicated that dislocation loops are transferred from one glide plane to another by double cross-slip of screw segments. It is reasonable to assume that, on the average, such transfers may result in a trace which approaches the plane of maximum shear stress. The work described in this paper will show that

The discovery of the Delbridge massive sulphide deposit in the Noranda district of Quebec resulted from an appreciation of the significance of a mercury leakage halo as a litho-chemical pathfinder to blind ore, coupled to its location relative to a geologically inferred ore-bearing horizon within complex volcanic stratigraphy. Systematic sampling of micro-fractures present in outcrops delineated a diagnostic anomaly, drawing attention to an area considered prospective for buried ore. The massive sulphide deposit was subsequently found to be blind and topped at the 110 metre level.

Uranium in the tetravalent state has very low solubility in acid and alkaline solutions and needs to be oxidized to the hexavalent state to become soluble. In acid leaching of uranium the uranium is oxidized by ferric iron, which in turn is reduced to ferrous iron. The reduced iron needs to be oxidized to the ferric form to allow the uranium dissolution reaction to proceed. This paper considers the known and proven oxidants used in acid leaching of uranium. These include manganese dioxide, sodium chlorate, hydrogen peroxide, ferric iron, oxygen and sulphur dioxide/air (oxygen). The reaction chemistry of each oxidant as well as the practical applications are considered and discussed. All the oxidants discussed work adequately in acid leaching of uranium and it is possible to engineer solutions for the use of the oxidants in acid leaching on plant scale. The availability and supply of the oxidant as well as the cost and environmental impact of the oxidant plays a major role in the selection of a suitable oxidant. The location of the plant will also have an impact on these issues.

INTRODUCTION Cancer of the lung in uranium miners has been reported by many authors. In fact, it has become a most popular subject for comment by environmentalists, health physicists, and newspaper writers. I believe it appropriate for me to discuss cancer of the lung in uranium miners in a general way commenting briefly on etiology, incidence, tumor cell types, and particularly, tumor development and treatment. Cytological development of cancer in its incipient stages, particularly the in situ stage, relates to potential cure with photoradiation, early diagnosis, and treatment. Our observations of the cytological response to this modality of diagnosis and treatment will be discussed briefly since this area will also be covered by Doctor Balchum. The cause of lung cancer in uranium miners is primarily due to two carcinogens; cigarette smoking and radon daughter radiation. Cigarette smoking has continued at the same intensity over time among uranium miners; about 60% of the miners are cigarette smokers and 40% are non-smokers. Radon daughter exposure to the uranium miner has varied from mine to mine, but over the last 20 years has been reduced to a minor fraction (.3 WL) of the level that prevailed in many of the mines during the 1950-1960 era when many of the miners were exposed to more than 10 WLM. Sputum samples have been examined on as many uranium miners as responded on the Colorado Plateau since 1956. Autopsy studies were done whenever this was permissible. In some instances, only tissue from a biopsy of a node or lung was available for study. Smoking histories were also taken. Approximately 200,000 sputum samples were examined and histological examinations of lung lesions were made from 312 cases. METHODS The method of sputum cytological collection and preparation was reported previously. I The lungs were fixed with formalin and prepared for sectioning by Dr. Oscar Auerbach with his block-section method. RESULTS Three-hundred-twelve lung cancers from uranium miners were examined. The tumor types and the age at death for each type, smokers and non-smokers, are given in Table #1. The incidence of the tumors in the smokers and non-smokers is given in Table #2. The incidence of small cell carcinoma of the lung has decreased from an incidence of 76% of all the lung cancers found in uranium miners to 22% of these lesions (Figure #1). The decrease in incidence of this tumor is probably due to decreased exposure to radiation in the mines.

Subsequently, the problems associated with conventional scaling methods are discussed as well as recent developments in mechanized hand-held scaling devices and methods of loose detection. The elements of the scaling process are further analyzed. In subsequent sections of this paper, the conception and design of a mechanized scaling device, developed at Universite Laval is described. The results of field tests conducted in Quebec hard rock mines are presented. The experimental findings show that the mechanized hand-held scaling device shows great potential in improving the productivity and safety of underground mining operations."

FEDERAL regulation of the petroleum resources of the nation has long been an interesting topic for discussion. A plan to accomplish Federal control has now taken definite form. At the request of the President of the United States, a bill to be known as the Petroleum Conservation Act of 1939 has been presented to Congress-H. R. 7372, offered by Representative Wm. P. Cole, Jr., and more usually known as the Cole bill. It is an act ostensibly designed to conserve our petroleum resources, through regulation of production practices. Hearings are being held currently by a subcommittee of the Interstate and Foreign Commerce Committee, in compliance with the request of the President to report the bill early in the next session of Congress.

The US Geological Survey (USGS) is currently conducting a coal resource assessment of the coalbeds and zones that are projected to provide the bulk of the nation’s resources for the next few decades. The Pittsburgh and Upper Freeport coals are the first two beds in the northern and central Appalachian basin region to undergo fully digital coal assessments. The bed-specific assessments are being carried out in partnership with the state geologic surveys of West Virginia, Ohio, Pennsylvania and Maryland. Comprehensive stratigraphic and geochemical databases have been developed for both of the beds. The extent of the bed with mined areas, structure contour, isopach, and overburden thickness maps for the Pittsburgh coal bed have been released as USGS open-file reports.

NeaRly 25 years ago operating officials in the northern anthracite field were confronted with the problem of profitably mining virgin beds of thin coal (those 48 in. and under) or destroying them by mining underlying thick beds. To solve this problem costly hand-mining methods were replaced by cheaper mechanical methods, which eliminated the need for the lifting of bottom or the brushing of top in excessive quantities, which was essential if proper height for hand loading1 was to be provided. During this period long-face mining was an outstanding development. In its favor in comparison with any other method were the ease with which undercutting machines could be used, a differential in powder cost of about fifteen cents per ton in favor of this method over mining from a solid chamber or pillar face, and a greater production per day from a single working place, resulting in lower capital expenditures for a given total production, closer supervision and lower transportation cost. The long faces were drilled by jackhammer and undercut by machines. The coal from the cut was loaded into mine cars placed on the gangway road by means of a double-drum mechanical scraper engine and a mechanical V-type scoop. A tugger hoist was used to spot empty cars at the loading point from a supply placed at the operation by an electric mine locomotive. During loading the roof was supported by vertical wooden props paralleling the face. After the loading was completed the scraper engine and the ropes that had been used to propel the scoop in the loading of coal transferred the props to and along the face. A row of unfilled cogs was then built parallel to the new face and about 6 ft. from it. These cogs were usually made 6 by 3 ft., the longer dimension paralleling the face; they were placed on an average at 12-ft. centers. These wooden cogs were left in place and were buried later by falling roof. Attempts to remove them were never successful. The many factors that control bumping must be carefully studied for each coal seam where bumps occur, and specifications known to exclude bumping should be incorporated in the mining plans. This calls for complete knowledge of the seam&apos;s characteristics and its adjacent strata, and in many instances these characteristics are not revealed until the seam is actually mined. Pressure and shock bumps, the two general types, occur jointly and separately. In this discussion no differentiation will be made. Whether pressure or shock, they are treated as bumps, and both must be eliminated. Bumps in mines have occurred in several places throughout the coal fields of the world. A study of many of these occurrences indicates that geologic characteristics, development planning, and mining procedure have contributed. But more specifically, there are conditions usually associated with bumps: thickness of cover, strong strata directly on or above the seam, a tough floor or bottom not subject to heaving, mountainous terrain, stressed and steeply pitching beds, and the proximity of faults and other geologic structures. Mine planning should incorporate these known factors (not necessarily in order of importance): 1) Main panel entries should be limited to those absolutely necessary to ventilate and serve the mine. This reduces the span over which stresses may be set up that will later throw excessive pressures on barrier and chain pillars when they are being removed. 2) Barrier pillars should be as wide as practicable so that they will be strong enough to carry the loads thrown on them when final mining is being carried out. 3) Pillars should never be fully recovered on both sides of a main entry development if the barrier and chain pillars are to be removed later. The excessive pressures placed on the main chain and pillar barriers by arching of the gob areas can result in bumping when these barriers are being removed. 4) Full seam extraction is better accomplished by driving to the mine boundary and then retreat-drawing all pillars. If there are natural boundaries in the mine—such as faults, want areas, and valleys —retreat should be started there. 5) Pillars should be uniform in size and shape. The entire development of the mine should call for uniform blocks with entries driven parallel and perpendicular. Only angle break-throughs should be driven when necessary for haulage, etc. 6) For better distribution of rock stresses and reduction of carrying loads per unit area, both chain and barrier pillars should be developed with the maximum dimensions. 7) Pillars should be open-ended when recovered. If they are oblong, the short side should be mined first. Both sides of a block should not be mined simultaneously, but under no circumstance should the lifts be cut together. 8) Pillar sprags should not be left in mining. If they are not recoverable, they should be rendered incapable of carrying loads. 9) Pillar lines should be as short as practicable. (Three or four blocks are adequate). Experience has shown that rooms should be driven up and retreated immediately. The longer a room stands, the more unfavorable the mining conditions. This contributes to bumping. 10) Pillars should not be split in abutment zones (high stress areas lying close to mined out areas) and if slabbing is necessary, it should be open-ended. 11) Pillars should be recovered in a straight line. Irregular pillar lines will allow excessive pressures thrown on the jutting points. Experience has shown that the lead end of the pillar line can be slightly in advance. 12) Pillar lines should be extracted as rapidly as possible. This appears to lessen pressures on the line and render abutment zones less hazardous. 13) Extraction planning should call for large, continuous robbed out areas. Robbing out an area too narrow to get a major fall of the strata above the seam tends to throw excessive pressures on a pillar line. 14) Timbering in pillar areas should be adequate but not excessive. Too heavy timbering or cribbing is likely to retard roof falls and throw excessive weight on the pillar line. 15) Experience has shown that when pillar lines have retreated 800 to 1000 ft from the solid, bumps can occur. Because this distance may vary in different seams, impact stresses should be studied for each individual condition. In any event, extra precautions should be taken against bumps in this area. This list of controlling factors may or may not be complete. It probably is not, but it covers most of the problem&apos;s significant aspects. The question is whether or not bumping can be eliminated. The answer is that bumping can be minimized and possibly eliminated if these and other established factors are thoughtfully considered and incorporated in the mining and extraction plans. If a mine has already been developed or the pattern set so that little change can be made, then it will be necessary to adjust to the most nearly practicable system that can incorporate the known factors.
