In the USA, risk-based decision making has not been a common approach to tunnel safety in the past, but this is changing, as concepts such as “equivalency” in the NFPA 502 framework gain acceptance in the USA and elsewhere. In other regions, in particular in Europe, risk assessment techniques have been used for nearly two decades in many jurisdictions as an additional tool to complement the application of prescriptive guidelines and support decisions related to tunnel safety. After some initial difculties these methods are meanwhile a well-established element of tunnel safety management. There are several tools available which have been practically applied and further developed over years, such as the Austrian tunnel risk model TuRisMo, or the PIARC owned DG-QRAM model. Whereas TuRisMo is a holistic, system-based model, which is best suited to quantify and assess re risk and associated mitigation measures, DG-QRAM focusses on the risks related to the transport of hazardous materials. Depending on the objectives and the scope of the investigation and the regulatory environment tunnel risk assessment tools are in use for different purposes, mainly to demonstrate a sufcient level of safety and to decide on and select additional risk mitigation measures. The international eperience substantiates that the general approach is eible and that the methods and tools are mature and can be applied for different problems in different environments. First case studies like the risk study on conditions and permissibility of the transport of hazardous materials through the Eisenhower-Johnson-Memorial Tunnel in Colorado demonstrate the applicability of a risk-based concept for decision making in the US-American environment.

U.S. demand for building and construction materials, such as construction aggregate, gypsum, and cement, remained strong in 1989. Cement imports declined slightly, representing about 17% of apparent consumption compared with 19% in 1988. Mexico, supplying 29% of the total, was the primary source of imports, followed by Canada with 21 %, Japan with 14%, and Spain and Greece with 10% each. Mexico was also the target of an antidumping petition, filed by producers in Arizona, Florida, New Mexico, and Texas, alleging that Mexican cement was being sold in these areas at less than fair value. This was the second petition filed against Mexico in the last 3 years. The International Trade Commission made a preliminary determination that the cement industry in these regions was materially injured by Mexican imports. U.S. demand improved for construction aggregate for the fourth consecutive year and was at a near-record level. The U.S. gypsum industry performed well, even though new housing starts decreased for the third consecutive year. Increased U.S. exports of gypsum wallboard and strength in the remodeling markets offset the impact of declining housing starts.

The flotation has been and is still the most widely used mineral concentration method. Because of its complexity, the flotation process required the development of robust control strategies which was facilitated by the introduction of on-line sensing instruments such as x-ray fluorescence (XRF) on stream analyzer (OSA), gamma density gauges and electromagnetic flowmeters. The interest in developing control strategies has persisted because the benefits to be gained in terms of improved metallurgical performance are substantial. As the flotation control becomes more and more difficult due to the emergence of low grade and complex ore cases, other control strategies have to be introduced. Froth based control is one of the emerging useful control strategy This paper will focus on the state of the art in the on-line froth characterization as obtained by numerical image analysis. The technology of machine vision provides a novel solution to several of the problems encountered in conventional flotation systems for monitoring and control, and constitutes a powerful tool for the investigation and interpretation of the effect of various flotation parameters as driven for the froth phases. To determine the availability of aluminum from world bauxite resources, the Bureau of Mines investigated 139 bauxite deposits worldwide and evaluated the potential production of aluminum based on the demonstrated resources of bauxite ore from 91 mines and deposits in 22 market economy countries. The demonstrated resources of the bauxite mines and deposits included in this study represent an in situ resource of 20.2 billion metric tons of bauxite. Total identified bauxite resources in market economy countries amount to roughly 31.9 billion tons. Of the demonstrated resource, some 18.8 billion tons of bauxite considered minable provide a production potential of 3.6 billion tons of primary aluminum. Given the wide geographic distribution of bauxite deposits, stable supplies of bauxite for aluminum production seem assured well into the next century. However, a tight market situation could develop during the 1990's unless the real price of aluminum increases enough to stimulate massive new investments in production capacity, particularly in refining and smelting. This study indicates that a real price of at least $0.85 per pound (in January 1980 dollars) would be necessary to stimulate the required investments and provide a sufficient rate of return on invested capital.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and materials.

For base metal sulphides, iron rejection starts in mineral processing. This review focuses on the changes in plant practice specifically to improve iron sulphide rejection by controlling contaminant ion effects and discusses selected innovations in mineral processing that can be expected to play a role in iron control. One change to control contaminant ions is size reduction (the use of stage grinding and inert stirred milling) and another is system chemistry (order of reagent addition and exploitation of the flexibility of sulphoxy species). Plant examples illustrate the successes, and indicate that there are several options available. The general innovations consider the new tools for measuring gas dispersion properties and quantifying froth characteristics from images. Examples of their application to improve concentrate quality illustrate the potential. Other innovations adapt geostatistics to model variations in ore flotation response to provide feed forward control and rigorously apply the statistical experimental methodology in plant test work. An example from one concentrator shows that significant improvements to reduce the iron content of concentrates can be achieved by applying these basic principles.

When a flat-lying mineral deposit such as a coal seam is mined, some coal is left to separate the roof and floor so that miners and machines can safely mine the seam. The mineral left is in the form of mine pillars. If too much is taken, support problems and unsafe working conditions result. If too little is taken, the mining operation will be unable to compete economically with other mines. Therefore, one must select pillars of the optimal size to maximize mining recovery and minimize risk to miners and equipment. Later, if the pillar support is no longer needed and the surface can be allowed to subside the thickness of the coal seam, then the pillar support can be removed to increase mining recovery, and initial pillar size is not as critical. Only a small part of the information available on pillar design can be presented here. The purpose of this report is to summarize some of the work done by the U.S. Bureau of Mines and others on pillar design, which is reported in the literature from 1833 to the present, and present rock mechanics test results that aid in understanding mine pillar behavior. The variable names used are those of the authors cited. This results in multiple use of some variable names.

"Construction of the powerhouse for the Willow Island Hydroelectric Project required a 100-ft deep excavation inside the limits of a cofferdam and embankment-seepage cut-off wall through soil and rock adjacent to the Ohio River. Portions of the rock had preexisting weak plans and slickensided surfaces with low frictional strength. Stability analyses were performed for critical sections of the excavation to evaluate the stability of the soil slopes and rock cuts using buckling, tension crack, and limit equilibrium analysis techniques. Loading conditions included the 100-yr and intermediate floods, normal pool, sudden drawdown, and seismic design conditions.Stability analyses indicated adequate factors of safety for soil slopes and for rock cuts through the landside embankment sections. However, the results of deep-seated stability analyses through the rock supporting the riverside cellular cofferdam indicated unacceptable factors of safety. Consequently, the riverside portion of the excavation required measures to increase stability. Long, high-capacity rock anchors and deep dewatering wells to lower the site piezometric head were chosen for this purpose.Thirty high-capacity rock anchors were installed on the upstream, riverside, and downstream sides of the cofferdam rock cut. Required rock anchor loads varied from 1,968 to 2,074 kips. The designed anchors consisted of multiple, seven–wire strands with up to 59 strands per anchor. Bond lengths used an allowable bond stress of 100 psi based on the rock bond measured with pull-out tests. Maximum bond and anchor lengths were 50 ft and 140 ft, respectively. Measurements of forces in selected strands and displacements of the excavation showed excellent performance."

WHAT are the reasons for the present public interest in the synthetic fuel industry, an interest which has culminated in the recommendation of the Secretary of the Interior that we start at once on a nine billion dollar program of construction? Three separate factors seem to have combined to create this pressure. First are recurrent seasonal and spot shortages of gasoline, fuel oil, and natural gas. Second is the international outlook, which forces us to face the possibility of war, with all that means in the way of increased call on our domestic resources and interference with our foreign commerce. The shortages we have experienced are superficially the result of lack of transportation, but basically they reflect a rapidly rising demand which has outstripped the expansion of productive facilities of all kinds. Not only oil and gas, but steel, coal, automobiles, and meat are temporarily in short supply for much the same reasons. The military problem has both long-range and short-range aspects, but the immediate necessity is to create reserve capacity in the United States to supply perhaps 2,000,000 barrels daily additional liquid fuel in time of war.

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. To determine the torque-load relationship for SIB-inch (nominal)-diameter roof bolts, the Bureau of Mines tested 5 makes of expansion shells and 2 types of bolts (regular and high-strength) in 2 sandstone and 2 shale mine roofs. Unused flat-steel bearing plates in as-received condition were used in these tests. The relationship between torque and load was found to be approximately 50 pounds of load per foot-pound of torque for both the regular and high-strength bolts. This relationship is valid up to 130 foot-pounds for the regular bolts and up to 175 foot-pounds for the high-strength bolts. A torque of 130 foot-pounds on a regular bolt will produce a load of 6,150 ± 1,910 pounds 90 percent of the time, and a torque of 175 foot-pounds on a high-strength bolt will produce 8,050 ± 2,750 pounds 90 percent of the time. Above these values, the torque-load relationship tends to be erratic due to binding between the bolt and plug threads. Binding causes excessive torque to be expended in producing torsion in the bolt rather than tension. This torsion adversely affects the yield load of the bolt. Therefore, the installed torques should not exceed the 130-and l75-foot-pound values. A statistical analysis of the data showed that the torque-load relationship was not significantly affected by the type of bolt or expansion shell unit but might have been affected by the type of rock.

"This study presents an experimental program performed to investigate the effects of flotation variables including gas flow rate, froth depth, slurry solids percent, frother/collector dosage and pH on the froth bubble size during desulfurization of an iron ore. These conditions were varied using a central composite design (CCD). Image analysis techniques have been developed and used successfully to characterize the froth bubble size. Results of the CCD experiments showed that the flotation variables have different effects on the froth bubble size. The froth height, air flowrate, pH and solid content had the most important influence on the froth bubble size. The interaction between the collector-frother, pH-collector, frother-air flowrate, solid content-froth height, pH-froth height and solid content-pH were also significant. Process state can be accurately deduced from the froth surface appearance, providing a convenient way to quantify the parameters as a function of the process control. INTRODUCTION Flotation processes are subjected to a wide variety of process disturbances, some of which are made by the change in mineral features and others to variation in operating procedures. Feed and air flow rates, densities, size distributions and shapes of particles, surface properties, and reagent dosages and compositions can all change, often with significant effect on the performance of the plant (Moolman et al., 1996a). Flotation process efficiency is governed by the wettability of the solid as well as the surface tension at the liquid-gas. Both of these properties are influenced by operational conditions encountering in a flotation process. The structure of froths developed on the pulp surfaces of flotation cells has a remarkable effect on both the grade and recovery of minerals in the concentrate (Shean and Cilliers, 2011)."

The barite industry has made notable progress since the days when barite was used only as an adulterant in white-lead paints and the only method of mining it was with pick and shovel. The following chronological record may serve to show how this heavy white mineral has grown in importance in the national exonomy and at the same time to indicate development of methods for obtaining it. 1845. - Barite first, mined in Fauquier County, Va., for use as an adulterant in white-lead paints. 1850 (approx.). - French settlers 60 miles southwest of St Louis, Mo., discovered barite; called it "'tiff;' meaning white. It was mined and shipped to St. Louis for use in paint.

This Bureau of Mines study assesses the economic significance of the Florida phosphate industry to selected counties in Florida, the State of Florida, and the Nation: it also includes a brief survey of the industry's international impact. Based on forecasts of Florida phosphate production in 1981, and using constant 1977 dollars. estimates are given for 1981 for regional and national output the value of this output, income, and employment created by the phosphate industry in Florida, Federal, Stale, and county tax revenues generated by the State's phosphate industry are also estimated for 1981. The concentrated impact of the phosphate industry on certain areas of Florida and on the State?s regional industries is examined using economic base analysis complimented by an industrial complex approach. The industry's impact at the Stare and national levels is examined through input- output analysis. In addition, an attempt to forecast for 1990 the effects of constraints on phosphate rock mining as a result of economic conditions and other factors is included as an appendix to the report. Also discussed is the phosphate industry's importance to the U.S. balance of trade: U.S. agricultural production. Including forward linkages; the U.S. sulfur industry; and the phosphate industry's importance to the production of fluorine and uranium by- products from fertilizer manufacturing.

In the late 19th century, the discovery of rich nickel-copper sulfide ore bodies in Sudbury and the need for tonnage quantities of the metal to be used in nickel steel armor provided the foundation for establishing the Canadian nickel industry. For almost 50 years, International Nickel was the key player. In 1930, Falconbridge Nickel entered the field. These two companies remain the key Canadian nickel producers. This paper discusses the factors that have influenced the evolution of nickel smelting processes. The initial Sudbury ore smelting and nickel copper separation technologies were imported from abroad. It was only in 1937 that International Nickel established a process research laboratory in Copper Cliff The explosive post WW II industrial development created a strong demand for a broader variety of nickel products. For both International Nickel and Falconbridge, R&D became an essential business tool to succeed in the new market scenery. In the last few decades, new technologies were developed and commercialized to respond to the raising cost of energy, society pressing environmental concerns, the advent of nickel laterites as an important source of new metal, the incorporation of new nickel producers to the market, and, therefore, the need to increase productivity. Canada thus became an important exporter of technology. In this paper, the authors review this history with the objective of highlighting the forces that have triggered the most important changes in Canadian nickel smelting.

"Current continuous casting processes are going through a rapid evolution of advances and new developments. At the same time, intense efforts are being directed to the development of radical new technologies such as continuous casting of thin slabs and strip steel.Traditionally, the casting processes for steel have been anticipated by the development and implementation of processes in the non-ferrous industry. This trend is reviewed and what it may portend for steel is described.IntroductionThe continuous casting of steel has been a widely adopted process in the production of steel. The concepts for this processing go back into the early and mid 1800's; however, commerical development was delayed for a variety of reasons until the mid twentieth century.Beginning in the early 1960's, adoption of continuous casting was initiated and continues at this point in time to be accelerated. In Japan, more than 90% of the steel produced is continuously cast (1). More than 50% of the steel produced in the United States is continuously cast and this fraction continues to rise (2). Numerous examples can be cited of installations costing well over $200,000,000 which have provided a payoff in less than a year and a half. As this process has continued to be applied and its technology to increase, computer control systems have been installed. In particular, in the larger plants producing slabs, sophisticated computer systems involving the integration and networking of mini-computers, micro-computers, and mainframe including back-up systems at all levels are being utilized. Pehlke (3), and Harabuchi and Pehlke (4) have described the structure of these systems."

"Fluctuation in market price of mineral products has enforced mining companies to cut down their operating costs. One useful way of reducing operating costs in mining operations is to make optimal operational decisions, incorporating efficient mining fleet management systems (FMS). Over the last 50 years, several types of FMS have been developed and introduced in the mining systems around the world. However, there are two major shortcomings in existing systems. Firstly, none of the existing systems consider effects of the short-term plan on dynamic truck assignment. Secondly, most of the existing FMSs make decisions in a way that optimize a specific objective while ignoring others. Herein, we propose a multi stage and multi objective FMS that deals with aforementioned shortcomings of the currently available systems. The developed FMS, in its upper stage, links semi-dynamic operational decision making process to the short-term production plan by simultaneously assigning shovels to mining faces and allocating trucks to the shovels by implementing its first multi objective decision making model. Then in its second stage, in a real time dynamic decision making process, it assigns trucks to shovels and corresponding destinations by optimizing its second multi objective decision making model. The developed fleet management system has been verified using an Iron ore case study and the results are presented in this paper. INTRODUCTION Open pit mining method is the most common method to mine mineral from the earth. Based on Wetherelt and van der Wielen (2011) there exist 2500 open pit metal mines that are categorized as industrial scale mines. Over all of those, the amount of material handled using truck and shovel material handling system is more than the amount handled by all other systems together (Humphrey & Wagner, 2011).It has been proven by several studies that more than 50 percent of operating cost in a truck and shovel based open pit mining operation is accounted for material handling (Moradi Afrapoli & Askari-Nasab, 2017, Alarie & Gamache, 2002, Ahangaran et al., 2012). Thus, introducing even 1 to 2 percent cut in its material handling cost saves huge amount of money for the stakeholders. Over the last 50 years, two major areas have been identified to cut this cost. On one hand mining industries have been implementing equipment with higher production capacities, and on the other hand, researchers have been developing operations research techniques to make dynamic decisions as close to optimal as possible to deduct operational costs in truck and shovel based mining operations."
