Suddenly, mining has been thrust into the limelight. It has a large image that casts its shadow over New Zealand. Is it any wonder that resistance has heightened and that an almost unprepared populous is currently struggling to protect the very land they hold dear. Next to the atomic bomb, mining has the demonstrated power to massively change the land and its side effects can pollute many miles beyond the operation. During the past year, New Zealand concern over the possible effects of the mining proposals has become acute. This was specially so in the areas of special environmental quality, such as the Coromandel, and here a very unhappy situation has arisen.

Discussion of the paper of H. M. WARREN, A. S. BIESECEKER and E. J. POWELL, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 181 to 193. R.. V. NORRIS, Wilkes-Barre, Pa.-For many years the power requirements of breakers designed in the Anthracite. Region have been based on calculations made from indicator diagrams taken during operation, with various sections of machinery idle; these, while giving reasonably accurate figures, gave no intimation of the peak loads which have been shown so clearly in the paper. The high-speed flywheel for breaker rolls is new and shows a remarkable saving in peak power required, besides eliminating the stalling of the rolls from overload. The figures given are so far in advance of anything previously published that they will undoubtedly be used as a basis for future breaker design. It is to be hoped that the authors will continue this investigation and extend their paper by a description of the motors found best suited for this work. WILLIAM KENT, Montclair, N. J.-I notice on p. 187 reference is made to one of the difficulties being the starting torque, and it is proposed to use roller or ball bearings in order to decrease the high starting torque. I suggest that. before the roller or ball bearings are put in, an investigation be made as to the amount of the starting torque, as shown by wattmeter measurements and as to what the starting torque ought to be, theoretically, according to the energy formula; that is, how much starting torque is required to accelerate the rotating mass in a given number of seconds up to full speed. Having secured this information it may be found the amount to be saved by roller bearings is not very great. If it appears that roller bearings will not greatly decrease the starting torque, the next thing to be done is to have a special design of motor in which there is a field that can be made very strong at the start, by the use of extra poles or other means, and the next thing that may be done is to increase the speed from 10,000 r.p.m. to 25,000, which can be done with wire-wound flywheels, especially if the wires are made of vanadium steel.

There is no known, practical substitute for lead in the automobiles, communications systems, medical equipment and computers that Americans use every day. However, there are many who say lead should be stopped at its source -- banned. As America's largest lead producer, The Doe Run Company has ralized that it must do more than mine and reclaim lead efficiently and safely. It must also earn the public's consent to operate if it is to continue to be a viable business. LEAD - THE BRILLIANT PERFORMER: REFURBISHING AN IMAGE It's been an embarrassingly long time since I was a college student. However, I remember there was no course at the University of Missouri's School of Mines and Metallurgy that had anything to do with the public relations aspects of mining or, put another way, the politicization of mining. I haven’t perused the course catalog for Penn State’s College of Earth and Minerals Sciences. But I strongly suspect I wouldn’t find such a course there today, either. A statement by the chairman of one of the country’s largest chemical companies leads to the point I want to make. He described his business this way. He said, “We’re a public affairs company that just happens to produce and market chemicals.” Like chemicals, minerals and mining are politicized today. To the extent that we don’t understand that reality, we don’t understand that reality – and act on it – we’re less likely to survive in this business. Some of you may well be saying to yourselves, “This guy Zelms is an alarmist.” That’s fair enough. Because it is absolutely true that there’s n o known, practical substitute for lead today. And it’s also absolutely true that, knowingly or not, Americans use lead everyday. It’s in our automobile batteries. It’s an integral part of communications systems. High tech (and low tech) medical equipment contains lead. And lead is an essential component of computer and TV screens. But even with all these uses, lead has a negative image today. An image so negative that its very existence is threatened. If you doubt that, consider these two statements made in 1989. Statement one. “It is probably reasonable to argue that exposure is the single most important and critical environmental health problem in the U.S., and possibly also the world…” Statement number two. “Many of the uses of lead should be terminated. We need to go back to the ultimate source: that is, taking lead out of the ground and putting it into the product stream and we need to turn it off at the ultimate source. Not the approximate lead in gasoline, or lead in air, or lead in food. Go right back to the source and start cranking it down." (End quote.) Those are what I call strong statements. And they weren’t made by some celebrity spokesperson for the environment like Meryl Streep. Both these statements were made by Dr. Ellen Silbergeld, whose long list of professional and academic credentials includes: o Adjunct professor and research scientist at the University of Maryland Medical School and Johns Hopkins: o Chief toxic scientist and director of the Toxic Chemicals Program of the Environmental Defense fund; o and President of the Society for Occupational and Environmental Health. If Dr. Silbergeld were the only person making these kinds of statements, it would be one thing. But she’s not a voice in the wilderness, by any means. Also for those of you who say, well since there’s no known substitute for lead, how on earth could it be banned. THE convention which met in Washington at the call of the Joint Conference Committee was called to order at ten o'clock on Thursday morning; June 3, by Richard L. Humphrey, temporary chairman, member of the American Society of Civil Engineers, who made a brief statement of the reason for the meeting. Lieut. Col. Charles W. Kutz, Corps of Engineers, U. S. A., and Engineer Commissioner of the District of Columbia, then welcomed .the engineers composing the convention on behalf of the District of Columbia and, the Washington engineers. Although an elaborate program had been prepared on which were many well-known speakers on interesting and important topics, , it was voted to intersperse this to fill in the usual and unavoidable hiatuses in the business program of such a convention[ Calvert Townley, president of the American Institute of Electrical Engineers, was elected permanent chairman, and J. C. Hoyt, of Washington, was elected secretary of the convention. The following committees were appointed: Consti¬tution and by-laws, Richard L. Humphrey, chairman; resolutions, Philip N. The paper discusses the improvements achieved after an external sparger flotation column was installed as a final cleaner at the Northam Platinum Ltd. UG 2 concentrator in South Africa. It further discusses the improvements achieved after the conversion of a conventional flotation column, utilized as cleaner in the Merensky concentrator, to an external sparger flotation column. Finally, the application of the above knowledge in the design and commissioning of an external sparger flotation column as final cleaner in the furnace slag concentrator, is also discussed. 1. FINAL CLEANER AT THE UG 2 CONCENTRATOR The MF2 designed UG 2 concentrator is processing 75 000 tonnes run of mine ore at a head grade of 4.0 g/t 3PGM+Au and a feed Cr2O3 concentration of 28 %. Since commissioning of the plant in 2001, Cr2O3 in final concentrate amounted to approximately 5 % of the total mass. Although final concentrate produced from the UG 2 concentrator is blended with final concentrate obtained from the Merensky concentrator before smelting, blended Cr2O3 values in excess of 1.6% lead to difficulties in the subsequent smelting process. Several options for reducing the amount of Cr2O3 in final concentrate have been evaluated namely:- ? Differing types of depressants at various dosing rates. This test work did not reduce the amount of Cr2O3 reporting to final concentrate by any significant extent. ? Reduction in mass pull to minimize the entrainment of Cr2O3 in the concentrate stream.. This process change had a detrimental effect on PGM recovery. Conclusions were drawn that conventional mechanically agitated flotation cells could not achieve the required selectivity without sacrificing PGM recovery. As a consequence an alternative mechanism needed to be incorporated for the final cleaning of PGM concentrate.

The method used to process washery refuse for use as a building material aggregate is described. Results of studies made in investigating this process are summarized. The Bureau of Mines, in cooperation with two commercial coal producers, studied the feasibility of using coal washery refuse in manufacturing lightweight aggregate for building materials. Lightweight aggregate is used in making masonry products of lower bulk density than can be produced from conventional aggregate such as sand, gravel, and crushed rock. Among the advantages of lightweight masonry are reduced deadweight loads which reduce materials cost, lower cost of construction labor, and improved thermal and sound insulation. A process for making lightweight concrete aggregate from coal-washery refuse appeared attractive because of the availability of raw material which contained sufficient fuel to carry out the processing. Vast quantities of such refuse have accumulated throughout the coal-producing areas of the U.S. Generally it is stored in unsightly piles, creating a problem of air pollution and using space that could be devoted to other purposes. Conversion of the refuse to lightweight aggregate could remedy these conditions and effectively utilize a material normally considered waste. The first part of the program was conducted in cooperation with the Truax-Traer Coal Co. to determine the feasibility of utilizing refuse from the company's coal preparation plant at Ceredo, W. Va., in manufacturing lightweight aggregate. The aggregate was to be used in making cement blocks comparable to those known in the building trades as cinder blocks. This project was completed in 1954. Based on the results of this work, the cooperator began commercial development and formed the Trulite Corp. for this purpose. A plant capable of handling 120 tpd of refuse was constructed for approximately $120,000. It began operating on June 1, 1955.' In 1959 a similar study was made, under a cooperative agreement with the Carbon Fuel Co. of Charleston, W. Va., to rrscertain the suitability of refuse from its plant for conversion to lightweight aggregate. Under this program various modifications of equipment were made, and the investigation of process variables begun in the previous project was extended. PROCESSING METHOD The formation of lightweight aggregate from coal-washery refuse js governed, in part, by the fusion characteristics of the mineral constituents of the refuse when heated above their softening temperatures. The heat required for this purpose is supplied by the combustihle matter in the refuse. Some of this combustible matter is coal with high ash content, but most of it is carbonaceous shale. Whereas the density of aggregate prepared from clay or shale depends largely on expansion, the density of aggregate made from refuse is reduced by burning out the combustible matter and, to a lesser extent, by expansion of the residue in the fuel bed. A chain-grate stoker with an updraft air system was chosen for the conversion process in preference to a downdraft sintering machine or a rotary kiln. In down-draft sintering, which operates on the overfeed burning principle, the volatile matter from the refuse would distill off without burning, resulting in inefficient combustion and interfering with proper operation of the equipment. The rotary kiln is designed primarily for processing material that lacks, or is low in, combustihle matter with the heat of reaction supplied from external sources. Washery refuse, which is relatively high in carbonaceous material, could burn at the wall of the kiln causing clinker formation with resultant decrease in throughput and increase in production cost. With an up-draft air stream on a chain or traveling-grate stoker, the volatile matter would be carried into the ignition and burning zones where the heat could be utilized more efficiently. The combustion procedure in this type of unit may be considered as consisting of four periods: 1) initial ignition of the top of the bed by furnace radiation, 2) ignition travel through the bed until the whole bed is ignited, 3) burnout of the combustible material with high air rates to fuse and expand the residue, 4) a cooling period. DISILICIDE coatings, MeSi2, on refractory metals are usually grown by a solid-state diffusion reaction similar to the parabolic oxidation of metals. Two or more silicide compounds occur in each of the binary silicon-refractory metal systems. When an adequate source of silicon is available during the coating process, the lower silicide compounds are usually not formed.1 However, during service application of the coated refractory metal, continued heating causes further diffusion and growth of the lower silicides. A study of the growth kinetics of the lower silicides in the molybdenum and tungsten binary systems with silicon was previously reported.2 The present study is concerned with the growth kinetics of Ta5Si3 and Cb5Si3, formed as conjugate layers between TaSi2/Ta and CbSi2/Cb diffusion couples, respectively. Diffusion couples consisting of disilicide-coated tantalum and columbium sheet coupons were subjected to diffusion heat treatments, cross-sectioned, and scanned by an electron-microprobe analyzer to determine the relative X-ray intensity profiles. These profiles correspond closely to concentration profiles for the constituents, and were used to identify phases and locate phase boundaries. The analysis of a single specimen after a diffusion-anneal provides only one value for the Me5Si3 phase thickness, corresponding to the time and temperature of the diffusion treatment. Consequently, each isothermal curve showing the rate of accumulation or depletion of silicide phases required several samples with identical diffusion temperatures but different diffusion times. The disilicide coatings were prepared by pyrolizing commercially pure silane in a hydrogen carrier gas. The hydrogen was purified by passage through a palladium membrane. Commercially pure tantalum and columbium sheet metal coupons, 0.005 by $ by 2 in., were used. All of the coated specimens for each system were prepared together in a single group in order to minimize coating variations among individual specimens. During pyrolysis, the brightness temperature was maintained at 1200°C. With suitable flow rates at this temperature, only the disilicides of tantalum and columbium were formed in detectable amounts. Coated specimens were subjected to diffusion an-neals in a tube furnace with automatic proportional control within ±10°C. A H2-Ar mixture, deoxidized and dried over anhydrous magnesium perchlorate, was used to prevent oxidation during the diffusion anneal. Diffusion couples were cross-sectioned, polished and examined with an A.R.L. electron-microprobe X-ray analyzer. Both metal constituents in each specimen were simultaneously scanned using a 1-p beam spot size and either 1- or 2-µ steps. Analyses were performed using the Ka radiation of columbium and silicon, and the La, radiation of tantalum. For all specimens, an acceleration voltage of 30 kv was used, and integration was made against the specimen current. LiF and A DP monochrometers were used to isolate characteristic radiations. Three or more traverses were made on each specimen. The intensity scales were adjusted using the constituent metals and standard samples of the silicide compounds which had been verified by X-ray diffraction. The relative intensity profiles were used directly, in conjunction with the standard samples, to identify compounds and phase boundaries. The stoichiometries differ considerably between the silicide compounds in both systems, and the homogeneity range for these silicide compounds is narrow. These characteristics result in marked differences in relative intensities of the fluorescing elements—differences which permit ready identification of phases and phase boundaries. A gradual decrease in injection rates commonly occurs as a water-flooding project becomes older. This decrease can be attributed to changes in reservoir conditions, such as swelling of clay minerals, fillup, or gradual plugging of the sand face. However, a rapid decrease in the rate of injection indicates abnormal behavior and is cause for alarm. Extreme plugging conditions can completely stop injections into a formation. Such behavior in wells was the main concern of the tests described in this report. An accepted method of alleviating this condition is by backflowing input wells - closing the supply lines to the wells and allowing the reservoir pressure to force water back into the wellbore and to the surface. If backflowing is not successful, a string of smaller diameter pipe sometimes is run inside the casing, and the sand face is flushed with a waterspray. More drastic treatment is to inject acid into the wellbore to dissolve extraneous matter, or even part of the reservoir material, in an attempt to restore the permeability of the sand immediately around the wellbore. Any of these procedures can he coordinated with bailing and swabbing of the well for cleanout purposes.

"The most commonly used high-chromium white cast iron (HCWCI) is the hypoeutectic white cast iron that contains 2–3.5 wt.% C and 10–30% Cr. This type of material relies on hard, brittle M7C3 carbides to impart good wear resistance. Due to its good wear resistance, this material has found application in the mining industry and cement industry. However, it has low fracture strength and this challenge led to research aimed at refining the microstructure. This was done by the addition of niobium in the range between 0.1 and 0.6 wt.%. In the as-cast condition, the addition of niobium was found to increase the fracture strength due to the finer eutectic microstructure. The hardness was also found to have increased slightly compared to the reference alloy with no niobium additions. Low fracture strength after heat treatment was observed in the Nb-added HCWCI, which is believed to have been caused by the precipitation of secondary carbides and the transformation of the matrix from austenite to martensitic. IntroductionFor the past few years Mintek has been involved in a project in which a number of alloys have been identified for grinding media applications. The high-chromium white cast iron (HCWCI) alloys were among the alloys researched for this application. The knowledge acquired from the grinding ball media research has now been extended to mill liners, which have traditionally been made of manganese-, chromium- and chrome-molybdenum steels. The replacement of worn mill liners costs the mining industry a significant amount of money and this has led to a need for continuous research to prolong the life of the liners. During milling operations, liner wear has an adverse effect on the capacity of the mill, the energy efficiency and milling efficiency and finally leads to relining, to replace worn liners."

Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

Microtunneling first appeared with some regularity in the United States in 1987. Until then, only Japan and Germany utilized this method of construction. Its high costs initially limited its application to special situations. The last ten years have seen the use of new pipe materials, new machines, new cutterheads, new techniques, and an average growth of30 percent each year. This paper documents the growth and changes that have occurred with microtunneling. Based on current industry practices and advances from abroad, this paper postulates what the next ten years may hold.

Assuming that rock behavior, during cutting with a single diamond, may be approximated by that of a rigid, Coulomb, plastic material, a theory of single diamond cutting action has been developed. Using this theory, the stresses on the diamond cutting surface and the components of the cutting force have been determined. Theoretical results agree reasonably well with available experimental data. The theory of cutting of single diamonds may be used as the basis for subsequent study of the perfonnance of surface set diamond drill bits and other surface set diamond cutting tools. INTRODUCTION For more than twenty years, surface set diamond bits have been used successfully in the mining and petroleum industries to drill and core rock formations that range from medium hard to the hardest known formations. Most extremely hard rock formations cannot be economically drilled or cored by any other means. In view of the growing use and importance of surface set diamond drill bits, it is reasonable to study the way in which these tools cut, and the factors that influence wear of the diamonds. Such knowledge will contribute to better bit design and will improve operating procedures. To analyze the cutting performance of these tools it is appropriate to consider the way in which an individual diamond cuts. Once this is established, the over-all performance of the bits can be determined by considering the total effect of the individual diamonds. In recent years there has been a growing interest in rock mechanics and there now exist several publications dealing with the deformation and failure of rocks. Notable experimental work has been reported by Bredthauer,1 Handin and Hager,2, 3 and Gnirk and Cheatham.4 An extensive collection of data pertaining to rock properties at low confining pressures has been given by Wuerker.5 Cheatham and Gnirk have recently presented an excellent review of the state of knowledge regarding analytical and experimental rock deformation and failure.6 Generally rocks are extremely weak in uniaxial tension, and weak or only moderately strong in uniaxial compression. Both tensile failure and compressive failure are generally brittle in nature. This means that there is little or no deformation or "flow" of the material before shear or tensile fracture occurs. Thus, until fracture occurs, rock behaves very nearly like an elastic material in uniaxial stress. Significant changes in behavior of rock occur under conditions of triaxial compressive stress. There is generally a marked increase in compressive strength and in ductility. It has been demonstrated that the failure becomes plastic (in a macroscopic sense) at sufficiently high values of confining pressure. Sharp wedge chisel indentation studies conducted by Gnirk and Cheatham indicate that many rocks behave in a plastic manner at relatively low triaxial compressive stress states.4 If "failure" under triaxial compressive conditions is considered to be either complete rupture or macroscopic plastic flow, then the general failure characteristics of a rock can be reasonably well represented by the commonly known Mohr envelope. This certainly is not a perfect failure criterion (since the effect of the intermediate principal stress is neglected) but it has been found to be adequate for most engineering purposes. Mohr envelopes usually are constructed graphically using experimental triaxial test data. For purposes of analysis it is convenient to represent the envelope in equation form. Among the several approximate forms appearing in the literature, a parabolic form is suggested by Cheatham,7 and an exponential form is suggested by Paone and Tandanand.8 The exponential form has been adopted for this study, and based on published data, appropriate parameters have been established for 19 rock types. Solvent extraction, cementation, ion exchange resin and precipitation methods may be used for the treatment of this kind of solution. In this study, solvent extraction of Ni (II) is investigated by using two kinds of extractants in order to clarify the relationship between extraction equilibrium (static synergistic effect) and extraction rate (dynamic synergistic effect) for several extractant mixtures. The static synergistic effect does not take place significantly for the extractant mixtures of acidic extractants and neutral organphosphorous compounds, while a large static synergistic effect is confirmed when the extractant mixtures of acidic extractants and nitrogen-containing compounds are used. Nickel ions can be extracted in the wide pH range of 3.0-8.0 without any pH adjustment by using the several extractant mixtures. At the same time, the extraction rate remarkably increases by using the extractant mixtures of acidic extractants and nitrogen-containing compounds.

The quantity, quality and detail of project information increases as project development moves from initial scoping level studies, to pre-feasibility and option studies, then definitive feasibility study and basic engineering stages. Data accumulates from metallurgical and vendor testing from various ore types and composites carried out to assess physical characteristics and processing responses of the ore. Over-simplification or assumptions about the orebody for flow sheet development can result in using æaverageÆ information for design. Use of averages of data can have adverse implications on sizing of plant and equipment and consequently on definitive study cost estimates and detailed engineering. In practice, the treatment plant workforce is faced with managing a non-homogeneous or non-average orebody in a variable operating environment that is not always predictable. This paper presents views on how to use the data generated from testwork in project development and for process and plant design. Examples of process design risk or operating risk are presented. Although this topic is applicable to the broad range of process design decision making in the minerals industry, this discussion references comminution, flotation and extraction processes for gold and base metal ores.

There has been much written on ball-mills, but no small amount of the literature is simply the expression of individual opinion without sufficient data. This is no doubt due to the complexity and obscurity of the phenomena involved. The outstanding paper is by E. W. Davis,I superintendent, School of Mines Experiment Station, University of Minnesota, which is based on a large amount of data from careful experiments with full-size apparatus, together with some mathematical philosophy. The entire philosophy is summed up in the equations given; but the present writers question the foundation upon which this philosophy is based. Encouraged by the work of Davis, the authors of this paper continued work they had been doing along this line. At first, photographs were taken of the ends of rods in a small laboratory rod mill. The mill was tilted slightly toward the feed end and the discharge end was removed. The rods remained in the mill long enough to permit good observation and good photography. Later, a mill 24 in. inside the stepped lining was constructed. It consisted of two sheets of plate glass, 1/2 in. apart, set in a cast-iron ring. It was driven by a variable speed motor and was connected to an accurate speedometer (magneto and voltmeter type). In place of balls or rods, cast brass disks were used. These were 3/8 in. thick and varied in diameter from 2 in. down to 3/4 in. Four small projections on each side prevented the disks sticking to the glass when water was used; sometimes steel balls % in. in diameter were added to the load of disks. There was also constructed a 6-in. mill with corrugated linoleum lining and containing a dry load of various sizes of steel balls. The mills were so connected to the motor that the small mill made two revolutions to one of the large mill. For product sustainability “closing the cycle” is the first requirement. If the materials used in making the product is not replenished at the rate at which it is being extracted, the cycle is open and the product would not be sustainable. This includes the materials used in generating the energy used to make the product, the transportation, use and disposal. If the materials used in a product, that includes lubricants, is one that cannot be replenished, it has to be recycled for the product to be sustainable. The other basic condition for sustainability is the eco-friendliness of the product. It is argued that the present lubricants do not fall in this category. Using the example of cutting oil emulsions we have shown that it is possible to meet the conditions of sustainability in terms of both the material extraction-replenishment cycle and eco-toxicity. Cutting oil emulsions made from coconut oil and natural additives are shown to have superior cutting properties and are completely eco-friendly. It is concluded that products made using these conditions are possible and is a necessity for man to lead a sustainable life. Closing the cycle, with respect to the energy used in the cycle will make the product completely eco-friendly.

The stratigraphy of the Western Coalfield is briefly reviewed and the important units of the Lithgow Coal Measures, particularly the coal seams, are defined. The possibility of coal measures of Tomago age ocurring near the edges of the Sydney Basin is discussed onpresent evidence.Using data obtained from unpublished drilling records, detailed structural, isopachous and lithofaeies maps have been drawn. These show that the structure of the coal basin has been influenced by the underlying basement in many ways.The prominent jointing in the overlying Triassic sandstones is discussed in relation to jointing in the coal measure sediments.It is concluded that in addition to the general knowledge obtained with respect to the coal basin, useful information regarding coal quality and quantity can be gained by the study of broader sedimentary and structural features.INTRODUCTIONThe term "Western Coalfield" covers approximately the area from Katoomba to Rylstone, together with the smaller, separate Ulan area (Fig. 1). The area studied is part of the great sedimentary Sydney basin named by Osborne (1948). The first discovery of coal in Sitlt in the area was made in 1824 by Andrew Brown, although George Bass noted the presence of coal float in the Grose River in 1797. Production is recorded from the Western Coalfield in 1838 but mining was intermittent until 1868 when mines in the Lithgowvalley (producing coal from the Lithgow Seam) came into production. In 1882 the Katoomba Seam was first worked at Katoomba.The work of J. E. Carne (1903, 1908) defined the limits of the Coal Measure sediments and also contributed a great amount of valuable detailed information about the region.

EXPLORATION for deep-seated orebodies in the Silver Belt area of the Coeur d'Alene mining district is complicated by meager surface expressions of diagnostic criteria, lack of knowledge of the significance of specific alteration phenomena, and the great expense involved in the exploration for ore shoots, the tops of which often occur near sea level elevation or below and as much as 4000 ft or more below the surface. Except for the early studies of Ransome and Calkins in 1903 and 1904,[1] little geological work was done in the Coeur d'Alene district for many years, and it is only during the last 15 to 20 years that complete and careful geological mapping has been applied to most of the mines in the area. Much early information, which now would prove invaluable, is lost in hundreds of miles of caved and inaccessible mine openings not mapped by mining geologists. In more recent years mining geology has become a tool of greater use in the district, and some measurable progress is being made in the accumulation of observations that are adding gradually to the knowledge of ore deposits in the district.

Within the first full year of BarrickÆs Cowal Gold Mine operation, the Lake Cowal Foundation Limited (LCF) has already been delivering results consistent with its goal to protect and enhance the natural environment of Lake Cowal and its catchment area. The LCF is a non-profit Environmental Trust established in June 2000 in conjunction with the development consent process for the construction of BarrickÆs Cowal Gold Mine. Its primary goal is to protect and enhance Lake Cowal, a nationally significant ephemeral wetland located 350 km west of Sydney, New South Wales, Australia. Significant concentrations of water birds visit the lake and the Australian Heritage Commission listed Lake Cowal on the Register of the National Estate in 1992. The LCF is managed by a Board of Directors from representative member organisations including the Total Environment Centre, National Parks Association, Nature Conservation Council and Barrick Australia Limited. Although largely funded by Barrick, the Foundation also attracts external funding and works in partnership with a diverse range of other groups and organisations, beyond the mine fence. The total value of currently approved projects is estimated to be in excess of $7.1 million, which includes æin-kindÆ contributions made by the local community and in particular the Lachlan Catchment Management Authority (LCMA) and local farmers. To date, LCF has been involved with the development and implementation of 30 projects with a total of 34 project partners. LCF has worked with over 60 landholders to improve Lake Cowal and its catchment, with 6180 ha of land now being managed for conservation or sustainable farming in the local area. Many landholders have been, or are involved in property planning or participating in other training opportunities. Sustainability of LCF programs and outcomes will be assured by commitments to projects within four key themes: conservation, research and research support, sustainable farming and community education and training. The LCF works independently from the mining company and has no responsibility for the environmental management within the mining lease. It is about capitalising resources generated by the mine to enhance environmental outcomes in the wider Lake Cowal catchment area by working collaboratively with the local community, industry and government authorities to ensure the long-term protection of a unique wetland ecosystem affected by landscape scale degradation.
