Over 10 percent of the United States of America or 41 percent of the Federal lands is managed by the Bureau of Land Management (BLM) as Public Lands. The mission is to manage the use of these lands and their resources. The way in which BLM carries out its mission is being refocused under the concepts of biodiversity and ecosystem-based management for the benefit of various human needs including environmental, social and economic values. The Bureau is developing methods to integrate the renewable and non-renewable resources programs into the concepts of biodiversity and ecosystem-based management. Exploration, development and extraction of energy or mineral resources on Public Lands are affected. The statements that following the next few pages are my personal views as a scientist (economic geologist -mining technologist) who is and has been involved for the last twenty years in the multiple-use management of Public Lands. They are not necessarily the position of the Bureau of Land Management, although much of the information on which I base my views comes from my experience with the BLM. The Bureau of Land Management (BLM) manages over 10 percent of the United States (270 million acres or 108 million hectares) which is 41 percent of the Federal Lands. Lands managed by BLM are known as Public Lands as opposed to the National Forest Lands which are Federal Land Policy and Management Act (FLPMA) of 1976 which in Sec. 102 states ??that it is the policy of the United States (7) ?that management be on the basis of multiple use and sustained yield??, the mission of the BLM is rapidly refocused under the concepts of biodiversity, ecosystems, and ecosystems-based management for the benefit of the environment, human needs and socio-economic values.

As can be seen from the phase diagram A1-W1 the equilibrium solubility of tungsten in aluminum is practically nil at room temperature. By quenching from the liquid state (50,000°C per sec), Varic, Burov, and Kolesnicenko2 obtained A1-W solid solutions up to 0.15 at. pct W. The quenched alloys were in the form of foils, 0.2 to 0.3 mm thick. Considering the results of Duwez and Willens,3 it is obvious that this thickness, which makes impossible a sufficiently rapid quenching, was the main reason for the relatively low content of tungsten dissolved in aluminum found by varic.2 he present note shows that the metastable solubility of tungsten in aluminum can be appreciably extended in aluminum-rich A1-W alloys. The quenching technique and the procedure employed for the preparation of the alloys have been described previously.475 The resulting quenched flakes varied in thickness from 1 to 20 µm from experiment to experiment. However, the measurements of the lattice parameters were carried out only with flakes thinner than 5 µm. The areas of quenched flakes were between 0.1 and 15 mm2. The quenched flakes were placed into a 0.3-mm glass capillary tube which was then mounted in a 114.6-mm-diam Debye-Scherrer camera. Straumanis asymmetric film position and nickel-filtered CuKa radiation were used. The lattice spacings were computed taking X(CuKa1) = 1.54050A for resolved and ?(CuKa) = 1.54178A for unresolved doublets. All specimens were rotated at room temperature, 26o +2°C. The lattice parameters were estimated from extrapolation against the Nelson-Riley function. It was estimated that the error in the lattice parameter of the measurements on a single film lies within +0.0004A for lower and about +0.001A for higher concentrations of tungsten. The lattice parameters of the metastable solid solutions A1-W are plotted vs the concentration of tungsten in Fig. 1 together with the parameters measured by previous investigators.' Each point of the present measurements represents a determination of the lattice spacing on different quenched flakes, for a given concentration of tungsten. With experimental accuracy, the lattice parameters of the metastable solid solutions fall on the straight line passing through the already known data.' As estimated from the uncertainties in the lattice spacings of the solid solutions, the alloys were homogeneous within 0.1 at. pct W. The solubility of tungsten in aluminum-rich A1-W solid solutions obtained by a very rapid quenching technique is increased to about 0.95 at. pct W. This value is 6 times greater than the amount known up to now. -he lattice parameters of the resultant aluminum solid solutions with higher concentrations of tungsten than 0.95 at. pct W did not remain constant AUGER electron spectroscopy has been used to clarify the role of impurities in the embrittlement of AISI 3340 steel. Analysis of fracture surfaces has shown that the embrittled condition is correlated with appreciable antimony segregation at grain boundaries. The low temperature (400" to 600°C) temper embrittlement of low alloy steels containing various combinations of Cr , Ni , Sb , Mn , P , Sn , and As has been examined extensively for many years. General reviews of the area have been made by McMahon1 in 1968, LOW' in 1959, woodfine3 in 1953, and Holloman4 in 1946. INTRODUCTION In the early 1960's research was begun in Sweden to improve the agglomeration of our domestic iron ore concentrates (5). Different agglomeration methods that were used in the building material industry were studied under the economic support from the Swedish Technical Council, the Swedish Board of Technical Development and by the Swedish industry. The research work was performed at the Division of Mineral Processing at the Royal Institute of Technology in Stockholm. All known agglomeration methods were reviewed and the methods were developed to produce superior quality agglomerates (6). The term cold bonding (in contrast to sintering) was introduced to describe the induration operation in these processes and this has been accepted internationally. Even though we used it mostly for steam autoclaving methods, it has come to describe a class of processes that use binding methods by pore filling. Schumacher in Germany discovered around 1907 that a strong material can be produced by mixing slaked lime with fine ground quartz and subjecting to a steam atmosphere under pressure at about 185ºC. This started development of lime-sandstone building materials and later on, in Sweden, the light-weight concrete. Schumacher also used the same reaction for briquetting iron ore concentrates by adding silica and lime, and autoclaving. The product seems to have been accepted for blast furnace burden and the process was used on an industrial scale until the 1920's. The sintering method has a small melting phase as diffusion medium and in the steam-autoclaving method a small quantity of water condensate at about 200°C serves the same purpose. Thus the induration process by the hydrothermal hardening methods is similar to that of sintering or heat treatment.

One of the primary methods for analyzing roof stability in underground mines is the age-old method of “roof sounding” where a miner taps on the roof and listens for the hollow sound of loose blocks of rock. This paper looks at the feasibility of using noncontact laser-based vibration measurements to detect roof fall hazards with the ultimate vision of improving, expanding and automating procedures for mine roof inspection. Vibration measurements made on loose blocks of rock in underground mines are summarized and compared to estimates of fundamental resonance frequencies for rock slabs of the size responsible for highly hazardous “skin failures.” Both laser Doppler vibrometry and full-field interferometric methods are examined and are considered to be feasible methods for detecting anomalous vibrations in loose roof rocks. Results from simple laboratory experiments using laser vibrometry demonstrate some of the proposed application concepts. While considered a challenge to move these techniques from the laboratory to heavy industrial or outdoor environments, the potential for success in the current application is enhanced by the reduced requirements of qualitative analyses.

And to the extent that nonelectric initiators are immune to the hazards of stray current and radio frequency energy found on normal blast sites, an advancement in safety has been accomplished. However, as a cautionary note, it is important to realize that there are still many hazards associated with any initiation system. While some of these hazards may differ from those associated with electric detonators, others are identical to those associated with any type of initiation system. For instance, contrary to what some uninformedblasters may believe, lightning remains a hazard when using nonelectric initiation as well as electric initiation."

This report on the characteristics of commercial aviation gasolines presents compilations of inspection test data furnished on their products by manufacturers of commercial grades of aviation gasoline, and special data obtained in Bureau of Mines laboratories on samples of these gasolines. Data and physical samples for the survey were submitted by 15 manufacturers on 18 grade 80, 21 grade 91/98, 22 grade 100/130, and 10 grade 115/145 aviation fuels.

Work to date has shown that the use of Al2O3:SiO2 ratios is suitable for identifying potential gibbsite bearing samples. Subsequent confirmatory XRD analysis helps to refi ne this initial identification. Based on these methods, gibbsite has been mapped in two common settings:1. along steeply dipping faults, or2. in association with stratigraphic contacts where one unit is aluminous (eg dolerite dyke).On a microscale, the samples studied illustrate an association between haematite, and to a lesser extent goethite, and gibbsite. In these samples the dominant forms of haematite are discrete crystalline phases of either microplaty haematite or euhedral martite. Two dominant forms of gibbsite were observed:1. vein style gibbsite that cross-cuts (or infill’s cracks) in goethite ± martite iron oxide associations, or2. gibbsite intimately intergrown with and forming a matrix to microplaty haematite.Some of the gibbsite microstructures observed suggest that it may have formed during a very hydrous, possibly hypogene, stage of the deposit genesis. The presence of this crystalline gibbsite, and in particular its occasionally euhedral form, suggests that aluminium was at some stage remobilised, at least locally, and then precipitated from solution as gibbsite. These observations suggest that these has been a phase of gibbsite precipitation that may have had a close but complex relationship with regards to the timing of the mineralisation processes, rather than formation as a result of late stage lateritic weathering.

A high-temperature X-ray diffraction method has been used to study the composition and the kinetics of formation of oxide scales at 800 °C on iron and pure iron-nickel alloys containing 25.6, 75, and 84 pct Ni. This technique has been combined with chemical analysis, and metallographic examination, and determination of weight-gain time curves. The 75 and 84 pct Ni alloys form a three-layer scale consisting of porous NiO next to the metal, a spinel layer, and a -Fe203 on the outside. The 25 pct Ni alloy produces a scale of spinel and Fe,O,, in which, however, traces of FeO and NiO are observed near to the metal. On all the nickel alloys the Fe20, is orieqted with the (107) plane parallel to the surfaces. The exposed surface of the Fe20, is in the form of needles whose axis is perpendicular to the specimen surface. Although the alloys show nonuniform oxidation rates as determined from weight-gain measurements, the X-ray data indicate that the total scale and individml scale layers grow uniformly and parabolically. Deep subscale formation is observed in the 25 pct Ni alloy only. This appeared to be associated with cracking of the scale and penetration of the oxygen along the grain boundaries. ALTHOUGH film formation has been investigated by high-temperature electron-diffraction techniques, for example by Gulbransenl and Hickman,' there have apparently been no investigations of scaling by methods permitting study of the scale during formation at the reaction temperature. Methods involving quenching of scales are based on the working assumption that no significant changes take place on cooling. In general, however, compounds may disproportionate, and the different thermal expansions of constituents may cause disruption of the scale on cooling. In particular, some scales cannot be quenched without spalling. These difficulties are avoided by X-ray diffraction examination at the temperature of formation. High-temperature diffraction procedures also provide a method of determining the kinetics of formation of each phase separately in a multicom-ponent scale. The scaling of binary iron-nickel alloys Containing up to 30 pct Ni at a temperature of 800°C has been studied by Benard and Moreau using cooled specimen~,~ whilst Foley, Druck, and Fryxel14 made an electron-diffraction study of cooled oxide films formed on an iron 42 pci Ni alloy. In the present work the scaling of three iron-nickel alloys containing 25.6, 75, and 84 pct by weight of nickel, at 800°C in oxygen at atmospheric pressure was investigated by X-ray diffraction techniques using a Norelco Geiger-counter diffrac-tometer. The oxidation of iron was investigated for comparison. In addition normal metallographic examinations and chemical and X-ray analyses were made, and weight-gain time curves obtained. EXPERIMENTAL Materials Used—The analyses of the alloys were as follows: Percent by Weight Nickel 25.6 pct 75.4 pct 83.2 pct Aluminum 0.004 None found 0.002 Cobalt — 0.05 0.05 Chromium — — — Silicon — 0.01 None found Carbon All less than 0.05 pct The chemical analysis of the iron was: Al— 0.002 i 0.001 pct, C—0.007 pct, Cr less than 0.001 pct, Cu—0.002 ± 0.001 pct, Mn—0.003 ± 0.001 pct, N—0.0002 pct, 0-0.013 pct, P—less than 0.0002 pct, Pb—not detected, S—0.0017 pct, Si—0.0095 pct, Sn—none detected. This iron was the same as that used to make the alloys and was obtained from the same source-Vacuum Metals Corp. One specimen of pure iron from The British Iron and Steel Research Association was used for preliminary investigation. The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and response of mine personnel in mine emergency situations. The MERD program simulates problems that may be encountered in underground mine fires, underground mine explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, Industry, Labor and State Government Personnel. The program is extremely versatile and is easily adapted to suit various training requirements. It gives the participants the opportunity to experience some of the emotions, frustrations and successes of a mine emergency in a controlled environment without having to be involved in one. Past participants have indicated that this training has better prepared them in actual emergency situations through increased awareness and advanced preparation of plans and resources. In 1992, a Mine Simulation Laboratory, which simulates a coal mine and metal/nonmetal mine, was built to improve training for mine emergencies and prevention and fighting of mine fires. This facility has been included in the MERD Program to provide realistic and practical training for mine rescue teams and MERD participants in advanced mine emergency operations. This paper presents an overview of the MERD program.

Water-sealed cyclone is a new efficient equipment to use for grading,concentrating of slurry, it was researched and developed by the Kunming Metallurgy Research Institute in the 1980s , and ac-cessed to the 1990 national invention award and the national patent products (ZL02245313.X ). The equipment and technology are innovative, firstly, we design a set of micro-pressure (0.005~0.008MPa) water-sealed device, which eliminates the gas phase of three-phase of sol-id-liquid-gas of the traditional general hydrocyclone grading process, it only has solid and liquid phases. Secondly, the axial velocity envelope surface which is a factor of controlling the accuracy of grading changes to a wedge rotation; and the interface of upward flow to down flow changes from surface to the solid, it can improve grading accuracy. Thirdly, water-sealed box and catheter devices make the stilling which pass through the cyclone cone centrifugal force fields re-enter the pressure grading zone of catheter. The three innovations make water-sealed cyclone can reduce the loss of overflow and has less mud in stilling product. Because the excellent performance, the water-sealed cyclone has application in non-ferrous metals, ferrous metals, non-metallic and aluminum hydroxide industries for grading, desliming and concentrating since it has successfully developed.

The importance of using disc cutters for rock excavation is reflected by their wide application in hard rock cutting machines such as tunnel boring machines and raise borers. The forces involved in the cutting process are those due mainly to thrust and rolling forces and are greater than that required by cutting picks. An interesting feature of cutting with discs is the formation of surface crushing, surface and sub-surface chipping and primary crack formation. Experimental, as well as analytical, work has been carried out to determine the optimum spacing between the disc cutters to control primary crack orientation. Wedge bit indenters were used to simulate disc cutters. The paper concludes by proposing a new approach to rock excavation by hybrid cutting based on controlling the primary crack orientation.

The volume changes occurring during the reduction by hydrogen of single, high-grade hematite pellets under isothermal and non- isothermal conditions were investigated using a time-lapse photographic technique. The major cause of swelling during iso- thermal reduction at temperatures in the range 600-1000¦C, was the disruptive stresses set up during the transformation of hematite to mag- netite. The severity of the disruption was temperature dependent; the degree of swelling increased with increases in the reduction temp erature. Under non-isothermal reduction conditions, in which the pellet temperatures were increased at constant heating rates over the temperature range 500-1000¦C, minor swelling (6-8%) occurred in the initial stages of reduction followed by pellet contractions of up to 15% in the final reduction stages. The low initial swelling and high final pellet shrinkages were due to a com- bination of the temperature dependence of the swelling mechanism, and the sintering of fine pores in the reduced iron in the latter stages of reduction at higher temperatures.

Callide Coalfields produces a sub-bituminous, very subhydrous, low rank, steaming coal with good combustion properties, primarily for domestic power generation. Geological input into planning of coal extraction requires expedient production of detailed structural, lithological, analytical, geophysical and geotechnical data. The CSIRO-developed SIROLOG borehole logging software and hardware system allows for detailed spectrometric analysis of coal/interburden. The gamma-gamma and neutron-gamma SIROLOG techniques both provide improved prediction of ash content over other borehole techniques. The neutron-gamma technique also predicts density and some important ash constituents (especially iron, alumina and silica). The software/hardware configuration allows for quick, easy interpretation of coal seam depth and lithology, parting thickness and ash/ash constituent contents immediately after a borehole has been logged. Within certain mine areas in the Callide Basin, the iron content of mined coal is widely variable in both vertical and lateral extent within and between seams. This variability creates problems in predicting the slagging behaviour of æas-receivedÆ coal during combustion, especially where the iron content of the ash exceeds 19 per cent. Using the SIROLOG tool in co-operation with traditional borehole sample laboratory analysis results, patterns in this variability can be determined and related to geological properties and process of formation of the coal seams. Subsequently, areas of high iron can be predicted in advance of mining. Since 1992, on-going collection and interpretation of SIROLOG downhole geophysical log data has significantly contributed to a number of research projects related to gaining a preliminary understanding of the iron distribution and formation during the Coal MeasuresÆ deposition. Because the probe was able to record variations in coal mineral matter content, it was found to complement more conventional techniques such as reflected light petrography, X-Ray Diffraction and SEM techniques that examine the mineralogy of iron species. Additionally, software has been developed to allow integration of SIROLOG data into existing geology databases, enhancing coal quality modelling and daily prediction of parameters such as raw ash, silica and iron contents that are indicators of ash fusion propensity. The correlation of SIROLOG-derived iron geophysical traces between drillholes and other sample points highlighted lithological and structural controls in the iron distribution in the sequence previously not detected. This work has allowed the development of a methodology for predicting iron in advance of mining and reconciling as-sold coal quality to that predicted. Predictions are currently being assessed at the coal face as mining progresses through high-iron zones.

Fusion of an 86-percent euxenite concentrate with ammonium sulfate was investigated by the Bureau of Mines. Reaction for 4 hours at 400° C results in conversion of both the rare-earth elements and the titanium-columbium components to water-soluble compounds. Similar results are obtained with ammonium bisulfate. Stirring the fusion mass decreases the reaction time substantially. Alternatively, treating the fusion product with a 3-hour, 650° C calcining step renders the non-rare-earth constituents insoluble, thereby allowing selective leaching of a pure rare-earth fraction with an overall yield of 97 percent.

Blasting is the main method of production in many non-coal underground mining operations and produces multiple toxic gases as a result. The Mine Safety and Health Administration (MSHA) requires mine operators to measure the level of toxic gases in mines as frequently as necessary to ensure they are below regulatory safety limits. The current practice uses portable gas monitors to check the concentrations of toxic gases after a fixed post-blast time. This paper studies the application of a gas monitoring system in the return entry of a limestone mine to determine a safe re-entry time. The National Institute for Occupational Safety and Health (NIOSH) conducted such a monitoring program in a limestone mine from September 2016 through May 2018. NIOSH/PMRD (Pittsburgh Mining Research Division) is endeavoring to develop workplace solutions to improve detection of and reduce the risk of hazardous conditions. This study showed that the use of gas monitoring in the return air can be a useful tool at the mine operator’s disposal to detect and reduce the risk of hazardous conditions and also to reliably estimate the re-entry time. INTRODUCTION Underground miners are at risk of overexposure to toxic gases from various sources. Production blasting operations using explosives in underground mines are a source of multiple toxic gases that could be harmful and even fatal to humans if prolonged exposure occurs beyond the safe limits. According to Code of Federal Regulations, Title 30, Part 57.5002 [1], metal and nonmetal mine operators must conduct gas, mist, and fume measurements as frequently as necessary to determine the adequacy of control measures to protect miners from overexposure to harmful gases. MSHA will inspect mine operators’ activities to verify the evidence of such measurements [2,3]. Continuous gas monitoring in the return air is an effective way to make sure that toxic gas concentrations at the working areas are kept below the regulatory limits before the return of miners. Toxic gases can enter the mine atmosphere from different operations, such as welding, combustion, and blasting. The main gases produced from blasting are carbon monoxide (CO), carbon dioxide (CO2), nitric oxide (NO), and nitrogen dioxide (NO2). Other gases are produced in small amounts and, therefore, were not considered for this study. Related regulatory and recommended exposure limits of CO, NO, and NO2 gases are summarized in Table 1 [4].

S. Bureau of Mines are in the eastern part of the city. Fort Douglas is east of the University the country clubs are in the southeastern portion of the city. The State Fair Grounds are in the northwestern portion.The city is the center of a trade area about 700 miles in diameter and is in almost the exact center of a circle that embraces the principal western mining areas. It is the home of several widely-known mining supply companies and all the other leading concerns in that line are represented by agency or branch house."

THE Bingham area in the West Mountain mining district on the eastern slope of the Oquirrh range, some 28 miles southwest of Salt Lake City, has been the most consistent producer for the United States Smelting Refining and Mining Company, production having been continuous, except for minor interruptions, since the organization of the United States Mining Co. in 1899. This production has come from fissures and mantos largely within limestone members aggregating something less than 10 per cent of a thick quartzite sequence of Pennsylvanian age which has been warped into an open syncline plunging northwesterly. Bedding on the easterly limb dips 10°-45° but steep-ens to 90° and even overturns on the westerly limb. Ore bodies cluster about the more northerly of two elongate interconnecting stocks of monzonite which have risen in an axial position within this syncline. Largely within the more northerly of these stocks is the low-grade copper ore body exploited in the Utah Copper open cut of the Kennecott Copper Corp. The values, in seams, minute fracture fillings, and disseminations of pyrite and silica, pervade not only the stock but adjacent sediments, and form a nebulous, sprawling mass which both mineralogically and geographically is the center of the district. The more southerly of the twin stocks appears to be comparatively inert and without obvious relation to mineralization. which

The usual hand-operated drilling outfit consists of a 4-in. post-hole auger with 3/4,-in. pipe for drill stem, in 4-ft lengths, with a turning handle fitted to a top pipe T. The auxiliary tools are: a chisel-bit drill made from 3/4 or 7/8-in. tool steel welded to a 4-ft length of 3/4-in, pipe, so that the regular pipe string can be used; also a churn or "mule foot" made from 3-in. pipe, slotted on one side, belled to a 4-in. tempered cutting edge on the bottom, all welded to a 3/4-in. coupling by a yoke. Other tools required are pipe wrenches and cleanout tools made from old auto springs (Fig I). A 4 1/2 or 5-in. collar welded to a plate is often used to protect the mouth of the drill hole. In general the auger is used in the typical clay overburden and brown phosphate matrix, which is relatively soft. The churn or "mule foot1' is used in hard pan, lump phosphate or cherty ground. The drill is used for breaking flint, often found loose in the overburden.
