The past decade has seen rapid expansion in the West African mineral exploration environment. This expansion has been largely driven by changes in ?Political climate ?Fiscal and legal regimes ?Exploration approaches ?West African geology. Major regional mapping and geochemical surveys by the UNDP, and the BRGM in the late 1970s and early 1980s laid the foundation for the rapid development of mineral exploration and resources during the past decade. An additional driving impetus was the discovery by native artisanal miners of many significant new gold occurrences at Libiri, Essakan, Bouda and Tirahori, during the great droughts of the late seventies and early eighties.

The following discussion will deal with the domestic talc industry only, inasmuch as the writer has had no experience in this field outside of the U. S. This is strictly a geological-mining approach; no attempt is made to assess in depth the effects which milling technology and marketing capability might have in determining the potential of any given talc deposit.

At any given lime, the tidal force subjects massive regions to a spatially uniform load. The deformation of any large structure due to these forces is proportional to the elastic properties of the structure. In this aspect, the tidal force applies a load in a manner similar to that of a large-scale testing machine. Any anomalies in the measured tidal response must reflect alterations in the average elastic response of the massive structure. In the present work, tidal tilt measurements obtained in the wall of a large dam are used to infer changes in the response of the dam to applied loads. In particular, it is found that the dam response has changed by approximately 13 percent, on average, for two monitoring periods separated by 5 years. It is possible that these changes were produced by the different volumes of water in the dam for the monitoring periods. The tidal measurement technique can also be applied to monitor changes in the average structural response of large underground and surface masses relevant to coal and metal mines.

"The 1994 Quebec Budget included a significant overhaul of the mining duties sys-tem in that province: broadening the base and lowering the rate, all in the name of “ensuring the integrity of the taxation system"" and ""enabling the State to collect fair compensation "". The reforms hit hardest on the small, lightly-capitalized producer, by repealing the basic annual exemption, limiting the refund for losses, and significantly reducing the investment and processing allowances. There is some relief provided in the form of faster depreciation rates and a lower nominal tax rate, but the thrust of the overhaul is clear -higher taxes on the mining sector.IntroductionAlthough Quebec's mining tax regime represents under 10J0 of the province's revenue base, and was significantly reformed in 1979 and 1985, the May 13, 1994, provincial budget introduced further significant changes to the Mining Duties Act, The hope (on the part of the province) is to reduce the provincial ""subsidy"" for mining by $20 mil· lion per year by 1996."

A study was conducted by the Bureau of Mines to determine problems associated with the use of ferrous fractions from urban refuse as melting stock for steelmaking and to evaluate the resulting steel products. The study involved 50-pound ingots from laboratory melts and 50-pound ingots from 1-ton electric-arc-furnace melts. The 50 pound ingots from the laboratory melts and the arc-furnace melts were hot rolled to provide material for mechanical and corrosion testing. Results obtained in the study include the following: Most steels rolled successfully and exhibited acceptable surface and edge condition. Tensile strengths of the plain carbon steels were not significantly affected by copper up to concentrations of 0.65 pct and were not affected by tin content up to 0.16 pct. Yield strength increased with increasing copper and tin contents, and impact strength decreased with increasing tin content. Hardness increased slightly with increasing copper content. In general, properties of the steel produced were not measurably affected by charge composition (that is, melting stock), melting practice, or method of scrap preparation.

The Pima mine, 39,000 ton per day copper mine, is located 17 miles south of Tucson, Arizona. The mine is in a sequence of Paelozoic and Mesozoic sediments striking east-northeast and dipping southeasterly intruded by a Tertiary quartz monzonite porphyry. The Paleozoic Permian(?) dolo¬mites, limestones, and sandstones have been altered to talc-silicate skarn, marble and quartzite. The overlying Mesozoic Triassic(?) clastic sediments have undergone some recrystallization and hydro¬thermal alteration. The clastic metasediments are divided into three distinct lithologic units, lithic arenite, arkose, and inter¬bedded and overlying black argillite. Three types of hydrothermal alteration in the clastic rocks are propylitic alteration (epidote, chlorite and quartz, with or without sericite), quartz-sericite alteration, and potassic alteration (K-feldspar and quartz, with or without sericite and chlorite). The porphyry has undergone potassic alteration. Dominant structures are an east-west post mineral fault in the western part of the pit, and strong low angle faulting and shearing which truncates the ore body at depth. Two joint sets, one parallel to bedding and the other at right angles to bedding are prominent in the mine. Faulting is in two dominant directions, one striking northwest, dipping northeast and the other striking northeast, dipping northwest. Mineralization is predominantly disseminated pyrite and chalcopyrite, and molybdenite-quartz veinlets. There are lens important amounts of magnetite, hematite, sphalerite, galena, tennantite and bornite. Mineralization is believed to be both structurally and chemically controlled.

Sable Zinc Kabwe Limited ("Sable") is a base metal processing plant, two kilometres south of Kabwe Town in Central Province, Zambia. The region has a rich history in mining and minerals production, being a major lead and zinc producer from the 1900s up to the mid-1990s. In 2006, a copper plant was built at the Sable processing site to treat third-party copper and cobalt oxide ores and concentrates. The oxide leaching plant included whole ore leaching, solvent extraction and production of 8,000 tpa LME Grade A copper cathode. The plant was placed on care and maintenance in 2014, and Glencore Plc ("Glencore") took the opportunity to convert the plant using a minimal budget, to an Albion Process™ plant to treat local refractory copper concentrates unsuitable or uneconomic for smelting. The Albion Process™ plant comprises an M100 IsaMill™ operating in acidic conditions such that raffinate from the downstream process is recycled back to slurry the concentrate delivered to site thus maximising copper tenor in solution and reducing water consumption. The finely ground concentrate feeds an oxidative leaching plant using the existing stainless steel oxide leach reactors converted to Albion Process™ duty by fitting HyperSparge™ supersonic oxygen injectors and gas dispersing agitators. The leached slurry is then directed to the existing solid/liquid separation equipment, and the PLS is then sent to the existing SX/EW plant. The plant also allows for cobalt recovery from the raffinate. The plant was designed based on testwork on regional copper concentrates. The plant was designed to toll treat a range of concentrates, and so the design was flexible With the flexibility of the Albion Process™ being one of its distinct advantages, the plant was ideally suited for tolling regional concentrates. The plant was commissioned and ramped up in six weeks using low-grade Zambian copper concentrate, and produced exclusively LME Grade A copper with over 99% leach recovery in the Albion circuit. INTRODUCTION The Sable Zinc Kabwe Limited ("Sable") process plant is located 2 km south of Kabwe town and 140km north of Lusaka in Central Province, Zambia. In 1902, rich deposits of zinc and lead were discovered with mines and processing plants operating in and around the town until mid-1994. In 2000, the Kabwe Mine tailings dams were sold to Sable, a newly established company, as part of a purchase deal for other plots and facilities. Up until 2004, Sable produced zinc cathodes in an SX/EW plant treating wash plant tailing material. In 2004, Sable was acquired by the South African mining company Metorex Limited ("Metorex"), and in 2006 a copper/cobalt SX/EW plant was built to produce copper cathode from malachite ore supplied from the Democratic Republic of Congo. In 2011, Jinchuan Group International Resources Co. Ltd acquired Metorex and Sable was in turn sold to a subsidiary of Glencore Plc ("Glencore").

INTRODUCTION Surface mining and in situ leaching of uranium have the potential to alter ground-water quality around mines and leach sites. Of particular concern is the fate of uranium and its associated trace elements: molybdenum, arsenic, and selenium. We wish to under- stand the natural processes that control trace element concentrations in ground water and how these processes will influence dispersion of the elements from a mineralized zone, both naturally and during and after mining or restoration. For example, it is commonly recognized that the trace elements are soluble in oxidizing ground water but are insoluble, and can be precipitated, in reducing ground water. Thus oxidizing, metal-bearing water leaving a deposit could re- enter reduced ground, causing the water to be re- reduced and the trace elements to be, reprecipitated. In a sense, this is recreating the original mineralization process. To accomplish the above goals, we have (1) examined the theoretical controls of concentrations based on the available geochemical and thermodynamic data, (2) determined the major ion composition and oxidation-reduction status of Oakville waters because of the influence of these factors on trace element solubility, and (3) determined trace element concentrations and distribution in Oakville ground water. The last approach is used to evaluate how well actual behavior follows predicted behavior. This report focuses on two elements, uranium and molybdenum, because they exemplify the results obtained. The report also is restricted to a regional study of Oakville ground water. Results of more de- tailed study in and around major uranium districts in the Oakville and much of the raw data that support the conclusions in this report are presented in Galloway, Henry and Smith (1980). This report is part of that larger study, which concerned the depositional systems, hydrology, and geochemistry of the Oakville. The U.S. Environmental Protection Agency funded the study, under grant numbers R-805357-01 and R-805357-02. Theoretical controls were determined by reviewing the available literature on aqueous chemistry and behavior of uranium and molybdenum. To aid in under- standing water chemistry, Oakville water analyses were run through a modified version of the computer model WATEQF (Plumer, Jones, and Truesdell, 1976). WATEQF calculates speciation of dissolved ions and determines saturation with respect to a variety of minerals. In the discussion below, ion activity products (IAP) are compared with the equilibrium constant (KT) for various reactions and mineral products. Values of log IAP/KT near zero indicate that the water is in equilibrium with a mineral. Values less than -1 indicate considerable undersaturation and values greater than +1 indicate oversaturation. Galloway, Henry, and Smith (1980) give a more complete discussion of the application of this approach to Oakville water chemistry. Eh-pH diagrams have been constructed or adapted from the literature to predict what form -- dissolved ion or stable mineral species -- uranium and molybdenum assume under various conditions. Construction of the diagrams has followed procedures described by Garrels and Christ (1965). This approach is particularly appropriate because the solubility of the elements is Eh-dependent, and Eh varies greatly within the Oakville aquifer. A number of assumptions or approximations are inherent in the use of Eh-pH diagrams and chemical models such as WATEQF and in the interpretation of water chemistry in general. Both Eh-pH diagrams and chemical modeling rely entirely upon available thermo- dynamic data, including free energies of formation and dissociation constants for various reactions. These values are known to varying degrees of accuracy. Most major ions and minerals are relatively well control- led; however, data for trace metals are much poorer. Thermodynamic data are not available for some minerals, and for other minerals, two or more divergent values exist. By necessity, we have relied on the judgment of others to evaluate thermodynamic data. Calculations by WATEQF and constructions of Eh-pH diagrams are based on an assumption of equi1ibrium. Equilibrium may not be comnon in low-temperature aqueous environments; at best, ground-water composi tion may be in a state of dynamic equilibrium, continuously changing due to changes in environmental conditions. Eh-pH diagrams show what phases are stable at equilibrium under given conditions; they do not prove that the phases actually exist. Many minerals persist or form metastably under conditions outside their equilibrium stability field. The kinetics of reactions, which cannot be evaluated here, are important in determining what phases occur. Kinetics may be less of a problem for ground water that travels and evolves slowly through a semihomogeneous matrix than for many other natural systems. Eh-pH diagrams show equilibrium fields only of phases included. They do not indicate anything about stability relative to phases not included in the diagram. WATEQF, obviously, cannot calculate the degree of saturation of a mineral not included in the program or for which the appropriate ions were not analyzed. Thus, a mineral that was not considered may be the most stable phase under a given set of conditions and may control the solubility of a trace element. NO one questions that it is technically possible to achieve the controlled release of atomic energy in a form that can be converted into heat or electricity. However, before this is actually an accomplished fact a great amount of work must .be done. This work falls into two general classifications: research and engineering development. At present a research program is under way in this country, co-ordinated and directed by the Atomic Energy Commission, which, as time goes on, will uncover fundamental knowledge of this new science that is essential before industrial applications of atomic energy are practical. Undoubtedly therefore, as the store of available knowledge increases, a time will come when answers to the many questions relating to practicality of atomic energy in industry can be determined with reasonable certainty. That the application of atomic energy in industry will eventually be proved practical is assumed. What then are the engineering problems that must be solved before the first practical electric power generating station can be built?

Papers presented at a U.S. Bureau of Mines (USBM) technology transfer seminar describe the causes of violent material failure in U.S. mines, measurement techniques for monitoring events that result in violent failure, and mitigation techniques for controlling failure. Specific factors contributing to violent failure are identified on the basis of geotechnical monitoring in 16 U.S. hard-rock and coal mines and on statistical analyses of 172 coal bump events. New monitoring and analysis techniques developed as tools for assessing violent failure; geotomographic methods that provide new capabilities for the study of material failure and stress changes over large areas; and seismic methods for determining source locations, calculating energy release, and determining source mechanisms are described. Fair correlations have been established among seismic parameters, elastic stresses, face support load, and violent events. USBM studies have identified the advantages using both yielding and stable pillars for coal bump control. A computer program has been developed as an aid for selecting room-and-pillar layouts. The practical aspects of implementing a destressing program is outlined for coal mines, while the importance of mine orientation and timely support installation in controlling buckling-type failure is identified for hard-rock mines.

DRILLING and blasting in anthracite open-pit mines is a continuous problem to contractors and explosive engineers because of the diverse conditions caused by the nature of the geological formations, the extensive mining of the portions of coal beds near the surface, and the proximity of many strip pits to populated areas. Pennsylvania anthracite occurs in four separate long and narrow fields totaling only 480 sq miles. The coal measures are rock strata and coal beds that are considerably folded and faulted. The crests of the anticlines are eroded extensively. The beds outcrop on the mountain sides and dip under the valleys. At first only the upper portions of the syn-clines could be stripped. Now stripping to increasingly greater depths is economically possible, as is indicated by the fact that the proportion of freshly mined anthracite produced by strip mining has increased from 3.7 pct of the total tonnage in 1930 to 29.6 pct in 1950. Much of the rock overlying the deeper beds now being stripped is so extensively broken that considerable difficulty is experienced in drilling satisfactory blast holes and in using explosives in such manner as to insure a uniformly broken material easily removed by the excavating machinery. Such breaking of rock strata has occurred because the bed now being stripped has been mined extensively in former years by underground methods, and tops of gangways and chambers have subsequently failed. Draglines are used to uncover coal where the overburden can be moved with little or no re-handling. These machines range in size from those having a 2 cu yd capacity bucket on a 60-ft boom to those handling a 25 cu yd bucket on a 200-ft boom. Draglines are also used to strip to the bottom of the coal basins if the depth and the distance between the crops are not too great. For this type of operation blast holes are drilled full depth to the bed. These holes are commonly 30 to 90 ft deep; however, in exceptional cases, holes may be as shallow as 12 ft or as deep as 130 ft. Drilling is normally done for blasts of 12,000 to 60,000 cu yd of overburden, 30,000 cu yd being considered an average blast if vibration is not the controlling factor. Where the stripping of wide basins or the exposure of a moderately pitching vein makes the use of draglines impractical, dipper front shovels equipped with 4 to 6 cu yd buckets load into trucks. Overburden is removed in benches of 25 to 30 ft with blast holes drilled 4 or 5 ft deeper than the planned floor of the bench. For shovels under 5 cu yd bucket capacity the volume blasted varies from 8000 to 12,000 cu yd, whereas a volume of 30,000 to 50,000 cu yd of overburden is frequently blasted at one time for the larger shovels where vibration is not an important factor. During the past decade the churn drill, generally the Model 42-T Bucyrus-Erie blast hole drill equipped for drilling 9-in. diam holes, has become the most common blast hole drilling machine. Electricity powers half the churn drills in use and is preferred on the large strippings where electric shovels are operated and the working area is concentrated. On these operations the cost of additional electricity for the drills is less than the cost of fuel to operate diesel units because of the existing large demand load of the excavating equipment. Moreover, electric motors start more easily in cold weather and generally are less expensive to maintain. Diesel driven units are employed where a higher degree of mobility is required. The average drilling speed is 8 ft per hr, although in softer rocks a rate of 15 ft per hr is attained. Where rock is hard and strata is badly broken, drill speeds may be less than 2 ft per hr. Low drilling production results under these circumstances when loose material falling from the upper portion of the drill holes causes drill stems to be jammed. Rock formations vary so greatly in the region that a 9-in. diam churn drill bit may become dull after drilling only 2 ft or may drill satisfactorily for 56 ft; however, an average of 35 ft is usual in sandstone of medium hardness. Dull bits are hoisted to flat bed trucks by the sand line of the drill and are usually sharpened in the contractor's bit shop adjacent to the job. Care is generally taken to cover the thread end of the bit with a cap. To facilitate handling of bits around the drill, a heavy thread protector having an eye top is becoming more popular than the flat-top rubber or metal cap furnished with new bits. The 9-in. diam blast holes for a 25 to 30 ft bench are normally on 18x18 ft to 20x20 ft spacings, depending on the character of the overburden, although in broken ground 15x18 ft centers may be used to obtain better breakage and a more even bottom for the bench. Where the stripping of wide basins or the exposure of a moderately pitching vein makes the use of draglines impractical, dipper front shovels equipped with 4 to 6 1/2 cu yd buckets load into trucks. Overburden is removed in benches of 25 to 30 ft with blast holes drilled 4 or 5 ft deeper than the planned floor of the bench. For shovels under 5 cu yd bucket capacity the volume blasted varies from 8000 to 12,000 cu yd, whereas a volume of 30,000 to 50,000 cu yd of overburden is frequently blasted at one time for the larger shovels where vibration is not an important factor. During the past decade the churn drill, generally the Model 42-T Bucyrus-Erie blast hole drill equipped for drilling 9-in. diam holes, has become the most common blast hole drilling machine. Electricity powers half the churn drills in use and is preferred on the large strippings where electric shovels are operated and the working area is concentrated. On these operations the cost of additional electricity for the drills is less than the cost of fuel to operate diesel units because of the existing large demand load of the excavating equipment. Moreover, electric motors start more easily in cold weather and generally are less expensive to maintain. Diesel driven units are employed where a higher degree of mobility. is required. The average drilling speed is 8 ft per hr, although in softer rocks a rate of 15 ft per hr is attained. Where rock is hard and strata is badly broken, drill speeds may ' be less than 2 ft per hr. Low drilling production results under these circumstances when loose material falling from the upper portion of the drill holes causes drill stems to be jammed. Rock formations vary so greatly in the region that a 9-in. diam churn drill bit may become dull after drilling only 2 ft or may drill satisfactorily for 56 ft; however, an average of 35 ft is usual in sandstone of medium hardness. Dull bits are hoisted to flat bed trucks by the sand line of the drill and are usually sharpened in the contractor's bit shop adjacent to the job. Care is generally taken to cover the thread end of the bit with a cap. To facilitate handling of bits around the drill, a heavy thread protector having an eye top is becoming more popular than the flat-top rubber or metal cap furnished with new bits. The 9-in. diam blast holes for a 25 to 30 ft bench are normally on 18x18 ft to 20x20 ft spacings, depending on the character of the overburden, although in broken ground 15x18 ft centers may be used to obtain better breakage and a more even bottom for the bench. Platinum metal prices have risen significantly during the past 18 months, and have remained at elevated levels. Driving these bullish prices are sustained jewellery demand, mainly from the Far Eastern markets, and ongoing autocatalyst usage in response to ever more demanding global environmental legislative requirements. Within South Africa, the areas north and south of the Steelpoort River in the Eastern Bushveldare well known for their significant resources of platinum. The bulk of the resources have lain dormant in anticipation of the very situation that is currently occurring in the marketplace. Anglo Platinum is the largest primary platinum producer in the country, and is uniquely positioned to take advantage of the current elevated metal prices and shortfall in supply of platiniferous metals. Optimizing production scheduling in open pit mines is important for managing cash flows of mining operations. This paper describes a new, probabilistic, mixed integer programming (MIP) formulation which has been developed to minimize the risk of not achieving planned production targets, in terms of metal production and ore tonnage feed for the mill during production, while considering maximization of total discounted economic value. The new MIP model also recognizes that to minimize movement of excavators over long distances and accommodate equipment access, the blocks scheduled for mining within a period cannot be spread too widely. The model is applied to a laterite nickel-cobalt deposit, as an example of multi-element deposits that have complex ore quality constraints. The results show that the proposed model generates feasible schedules. When compared with traditional optimization techniques, the new model is superior in terms of minimizing the risk of not meeting production targets, especially at the early stages of production, and in terms of generating practical scheduling patterns.

FirstMiss Gold Inc., formerly FRM Minerals, Inc., is heap leaching gold from difficult, low grade ores at the Getchell Gold Mine in Humboldt County, Nevada. A two-thousand ton per day facility is leaching material from waste dumps from old operations and from small, satellite deposits around the main orebody. A three-thousand ton per day pressure oxidation mill is under construction to treat sulphide gold ores in the main deposit. The Getchell gold deposit occurs in a wide fault zone in carbonaceous, calcareous sediments and intrusive rocks. Intense clay alteration is typical within the mineralized zones. Silicification is a less dominant alteration phase within the ore. Gold in the upper oxide portion of the deposit occurs both in a free state which is leachable and complexed in fine disseminated pyrite which is not leachable. Gold in the lower sulphide portion of the deposit is almost entirely complexed in pyrite. Abundant arsenic sulphides and variable amounts of remobilized carbon are associated with the gold mineralization throughout the deposit. The waste dump material being heap leached was derived from the upper portions of the gold deposit. The dumps contain high quantitites of fines, clays and sulphides of iron, arsenic and other trace elements. No stockpiling of low grade materials was attempted during the old mining operations, therefore, the dump material is highly variable and unpredictable. In this investigation, polyethylene terephthalate (Mylar) was coated with various thicknesses of a vapor-deposited silvel- precoat followed by a uapor-deposited zinc using several orders of- magnitude variation in deposition rate of both the silver and zinc. The grain size and resistivity of the zinc film was primarily a function of the silver precoat thickness (in the range of 0.001 to 10 average Agprecoat thickness) and a secondary function of the zinc film thick-ness. The silver and zinc deposition rates were found to have a minor effect on the characteristics of- the zinc film. Electron and X-ray dilffraction results slwwed that all zinc films exhibited a fiber texture mith the (0001) axes essentially perpendiculav to the platze of the film When coating nonmetallic substrates such as paper or plastics with zinc metal vapors, it is found that the zinc will not condense unless extremely high evaporation rates or very low substrate temperatures are used. In 1931, Fraser' reported a procedure whereby zinc could be made to condense on nonmetallic substrates by depositing a very thin precoat of silver. Utilizing Fraser's method, the ermans' developed a commercial process of making "metallized film" capacitors during World War 11. The metallizing process, which was introduced in the United States shortly after the conclusion of World War 11, became one of the first large-scale commercial applications of vapor-deposited metal films and remains one of the larger applications in the electronics industry. The process, as developed by the Germans, consisted of depositing a thin precoat of silver on lacquered, kraft paper followed by a conducting layer of zinc. The resulting silver-zinc film was used as the capacitor The term silver-zinc will be used throughout thiz paper to mean a metal film formed by an extremely thi layer of silver, 10A or less in average thickness, and a zinc film IOOA or more in thickness deposited on the silver film. ---. electrode with the lacquered paper being the dielectric.
