In the spring of 1944 the Congress passed Public Law 290 (58 Stat. 190, 30 U. S. C. Sec. 321) "authorizing the construction and operation of demonstration plants to produce synthetic liquid fuels from coal, oil shales, agricultural and forestry products, and other substances, in order to aid the prosecution of the war, to conserve and increase the oil resources of the Nation, and for other purposes." Section 2 reads: "In order to carry out the :purpose of this act, the Secretary of the Interior is authorized- (a) to conduct laboratory research and development work, and, with pilot plants and semi-works plants, to make careful process engineering studies, along with structural engineering studies, in order to ascertain lowest investment and operating costs necessary to determine the best demonstration plant designs and conditions of operation;

"The United States coal mining industry is currently experiencing a decline in both demand and commodity price while facing implementation of more stringent air and water pollution regulations. Company profits have decreased significantly, forcing several major companies to declare bankruptcy. The industry was required to adapt to survive. Many of these companies have adjusted by abandoning mines; the last two decades have seen a drastic decrease in the number of mines. To discover the primary causes of this downturn, three major aspects must be studied: properties of abandoned mines, commodity history and regulatory impact. Trends since 1994Each year, U.S. coal mines are required to submit data on a variety of categories to the U.S. Mine Safety and Health Administration (MSHA) and the U.S. Energy Information Administration (EIA). This data include administrative records, production values and information regarding the attributes of the mined material and the mine itself. Each year since 1996, EIA has released a report summarizing the data from two years prior. Additionally, MSHA maintains a database containing a collection of all the most current data. These resources are the primary sources for the figures included in this article. There are several items to note regarding this data:1. The EIA reports from 2016 and 2017 were not released at the time of writing this report.2. The MSHA data set is actively maintained as information is provided. This means the data for 2016 is from June 27, 2016 and data for 2017 is from Aug 24, 2017. All other points represent the end of-year values.3. Each of the figures only includes data pertaining to active mines. EIA defines active mines as both active and temporarily idled mines, and inactive mines as nonproducing and abandoned mines. MSHA separates all four into separate categories, though this paper combines the MSHA values according to the EIA definition for the purpose of comparison."

"Three issues of relevance in a modern tailings storage facility (TSF) are:geotechnical stabilitymanaging acid rock drainage (ARD) from pyritic tailingsmanaging the tailings from cyanidation of gold ores. Drawing on examples from both copper porphyry flotation and sulfide-hosted gold ores, this paper demonstrates that giving some weight and importance to the process tails properties upfront can influence the flow sheet and not only improve tailings management effectiveness but also impact positively on economics. In the case of a typical copper porphyry ore with moderate pyrite content, the rougher tail in a conventional high pH selective flotation step is usually classified as potentially acid generating (PAG). To avoid the generation of ARD within the tailings and the requirement for a costly plastic lining, subaqueous deposition is recommended, which in turn has negative implications for tailings stability, consolidation and closure. Adopting a neutral pH rougher stage rejects silicate gangue but recovers pyritic material to the cleaners for a subsequent selective flotation stage, often after regrinding. This effectively quarantines the PAG pyritic material in a much lower volume cleaner tail, which can then be appropriately encapsulated within a larger non-lined flotation tails facility. It also facilitates cyanide leaching of the cleaner tail for gold recovery, with the encapsulated tailings facility being suitable for cyanidation tails storage. A case study from Europe is examined. For gold ores where the gold is sulfide-hosted, but not refractory, a flotation route with cyanidation of the concentrate can similarly produce the majority of tailings as a benign flotation tail and again quarantine the low volume concentrate leach tail in a small encapsulated cell with appropriate residual cyanide management measures applied. Overall economics for intensive leaching of a low volume concentrate stream can also be surprisingly positive. A feasibility study design example of the process and TSF is presented. The assessment and control of environmental noise from mines has become increasingly important in recent years, due to urbanization and population growth, increased regulation of environmental factors, and overall awareness and sensitivities to noise exposure. Minimizing adverse effects on communities and achieving compliance with local ordinances is now commonplace, and consideration of noise during the design and/or operation of a mine cannot be ignored. Ventilation equipment can represent the loudest and most bothersome equpiment at mines, however there are complexities when attempting to control the assocaited noise, due to the acoustical nature of mine vent fans. In fact, the utilization of traditional and/or industry standard methods can intensify the noise impact, or simply not work as intended. This paper provides recommendations on specific noise control methods that are suitable for mine ventilation equipment, based on recent assessment work and field experience.

Mount Isa Mines (MIM) Copper Concentrator currently utilises Agitair 120 banks for its roughing flotation circuit. Apart from a rotor change, the only other significant work completed to the Agitair banks since their installation and commissioning over 40 years ago has been a like for like refurbishment in 2016. The Agitair banks at the MIM Copper Concentrator currently utilise the Pipsa rotor design which progressively replaced the original Chile X rotor design in the 1980’s and 90’s in the copper concentrator. Since the development of the Pipsa rotors, modern rotors such as the Dorr-Oliver (DO) high shear rotors have been released to the market with proven recovery and concentrate grade improvements over previous rotor designs. Germany's' wartime coal-tar industry had two main branches, which can best be considered individually because their raw materials, operations, and distributions were almost completely separated. One branch, old and well-established, was concerned almost entirely with processing coal tar produced by the high-temperature carbonization of caking bituminous coal. Carbonization was effected principally in byproduct- coke ovens and to less extent in vertical, horizontal, and inclined retorts. The high-temperature tar was all processed in tar-distilling plants that handled high-temperature tar almost exclusively.

In 1967 the United States consumed 58.8 quadrillion Btu of energy. Both the Atomic Energy Commission and the Resources for the Future, Inc., a private economic forecasting group, predict that the United States energy requirements will reach 135 quadrillion Btu by the year 2000. In 1967 bituminous coal produced 21.4 percent of the energy used in the United States and anthracite coal another 0. 5 percent. Coal Reserves Coal reserves make up about four-fifths of the United States storehouse of fuel in proven reserves. Seventy-five percent of all fuel, likely to be found and recovered is coal. Electric utilities consume more than half of the bituminous coal mined in the United States in generating 53 percent of the nation's electricity. Atomic Energy Commission analysts have proposed the development of a vast "national energy system" based upon long-distance electrical transmission from abundant untapped coal reserves in the western United States. The study predicts that even if uranium supplies are available and economic breeder reactors developed, coal requirements for electricity generation will more than double by 1980 and increase another 50 percent before the year 2000.

This study was done to evaluate the economic and technical considerations of using pozzolanic materials in order to guide cement manufacturers, pozzolan producers, contractors, Government organizations, and others interested in concrete construction work. Five hundred and thirty-eight samples of pozzolanic raw materials were taken from 27 central and western States. These samples were evaluated by petrographic procedures, and about 200 of the most promising ones were given a complete series of physical tests (American Society for Testing and Materials) to evaluate further their suitability as a pozzolan. This investigation showed that deposits of natural pozzolan materials were widely dispersed in the central and western parts of the United States but that exploiting these deposits would depend on whether they could compete economically with an increasingly abundant industrial waste product--fly ash.

In 2010, Rio Tinto Iron Ore’s operations commenced the planning and design of a sampling and analysis system for the new 50 Mt/a Cape Lambert Port B (CLB) facility. Current sampling systems at the ports consist of automated robotic, mass-based sampling protocols employed at Dampier, and semi-automated, time-based sampling systems operating at Cape Lambert Port A.The new sampling system at CLB has brought together a fully automated sampling and analysis system utilising time-based sampling, with the capacity to sample ore products of medium quality variation as defined in ISO 3082 (ISO, 2009). The CLB system is required to sample at shiploading rates from 6000 t/h to 13 440 t/h and provide full load-port analysis. The sampling approach is to proportionally extend primary increments (of varying mass relative to shiploading rate) to a standard length using variable speed aero-belt conveyor systems. This enables a fixed number of secondary cuts to be achieved for all primary increment masses and to be delivered to the automated cell. The cell is required to be capable of concurrently processing four individual shipments, each containing multiple cargoes.Achieving the target sampling precision for all export cargo sizes has culminated in the planning, design and construction of the largest automated iron ore port laboratory in the world. The CLB sampling and analysis cell was commissioned in Q3 and Q4 2013. The Concentrator 1 plant at Cadia transitioned from Cadia Hill open pit to the Cadia East block cave ore body in 2013. As a result of this change, major plant upgrades were required to achieve the desired throughput while treating more competent ore. The 40-foot (40’) SAG mill now receives a feed of predominantly high pressure grinding rolls (HPGR) product with a minor component of secondary crushed ore at a combined F80 of 17 mm. The significant reduction in feed size to the SAG mill has markedly changed the operating characteristics of the mill, which has been extensively studied since commissioning in 1998.This paper examines the operation of the 40’ SAG mill in its new configuration in the Concentrator 1 circuit. Operational stability is highlighted as a significant factor in delivering mill performance, which has been achieved through several key improvement projects utilising a theory of constraints framework. Five years of successful project implementation has progressively lifted the maximum processing rate of Concentrator 1 from the design estimate of 2455 t/h to above 3000 t/h. The background for the 630-million-dollar-plus iron ore project at Kudremukh is outlined. The system and plants for mining, crushing, concentrating, transporting via a slurry pipeline, filtering and shiploading 7.5 million metric tons of iron ore per year are fully described. The mode of operation and the problems encountered in such a transfer of North American technology to developing countries are analyzed. Difficulties encountered during construction are discussed and the progress milestones made over a two-year period are enumerated.

Opportunities to improve mill operations are often cited by mining companies and recognised in many concentrators spread throughout the world but are not always followed through. Copper-molybdenum concentrator operations are challenged by a continuously increasing list of detrimental factors. They include deteriorating ore characteristics and poor mineralogical information on deeper ores, water quality and availability, steel wear and increasing power costs. Rapidly declining productivity, sustainability and environmental factors, new taxes, mining industry global skill set shortages, to name but a few, must also be considered. The days of maximising value by just increasing production or simple cost cutting are fading and will not be sufficient for the future of more complex mineral processing operations and larger plants. As a result, FLSmidth’s Global Process Technology Group has launched a plant and process optimisation program based on mineralogical and metallurgical surveys.Copper-molybdenum concentrators of the future need a paradigm shift. Modelling and simulation tools alone are not the answer to complex mineralogical associations and larger scale equipment and operations. Detailed area by area review aimed at identifying process constraints in terms of equipment and operating practice in conjunction with robust diagnostic work, ie mineralogical and metallurgical characterisation, are mandatory for process optimisation. The navigational beacon, for all operations who want to remain competitive, will be ‘process efficiency’. Since the use of automated mineral analysers has become more readily available and reliable, mineralogical-metallurgical plant surveys have proven themselves as the most efficient tool for optimising plant performance.The following paper will illustrate how operations can move toward eliminating under-performing flow sheets, fixing run-away flotation conditions, maximising individual process equipment performance, preventing shortcuts in Bond work index testing which may cause the failure of comminution models and minimising costly and time-consuming ‘debottlenecking’. As previous plant surveys have shown, the net project cash flow can be increased by 50 to 200 per cent if a combination of robust ore characterisation and plant process mineralogy is performed. The combined plant survey approach has been demonstrated successfully in a multitude of operations.
