The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 5/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Aragonite "sand," an oolitic lime-stone, is distributed throughout the Bahamas on the Grand Bahama Bank, adjacent to Southeast Florida. Bahamian deposits hold 75-100 billion tons of recoverable Aragonite. Aragonite's precipitation from seawater over 700 years ago assures low contaminates, making it a pure material for such industries as cement, glass, etc. A 90-acre, man-made production island was built south of Bimini, adjacent to ocean shipping channels mining is by cutterhead, suction dredge, dewatering, and stockpiling for further drainage and shipping. Aragonite is transferred to the U. S. East and Gulf Coasts via bulk carriers to points of sale.

As high-quality mineral deposits are thoroughly exploited, mines of the future will have to move towards more remote and lower quality projects. With these projects comes an increased business risk to the operator. Even now, mining companies often turn to foreign countries for new deposits to produce, introducing the concept of country risk into their portfolio. Furthermore, feasibility studies often fail to accurately quantify the risks associated with various projects, and as such, this study proposes a technique of risk quantification which can both aid mining companies to evaluate the viability of investment and assist in risk disclosure to public investors for the mining industry of the future. This paper aims to quantify the effects of country risk on the valuation of potential mining projects, using a combination of modular and risk-weighting techniques to evaluate the country risk premium (CRP) required to obtain capital for operation of risky foreign mining projects. The techniques proposed in this paper are demonstrated using fictional examples and then evaluated for accuracy against a recently developed debt-funded precious metal project in a country in the Americas.

Ocean mining has a number of problems which are critical to its development: ? Political hurdles on national and international stages ? The worldwide economic situation, with the possibliity of a recession ? Financial difficulties in funding further work ? Technical problems for the development of ocean mining and transport subsystems ? Demands for technology transfer This paper touches the last two points and provides some thoughts for discussion and creative objectification. The many technical problems of ocean mining will be identified and some proposed solutions will be investigated relative to the state-of-the-art technology of ocean mining and nodule transport. An outlook into the future attempts identification of the steps necessary to eventually develop components for workable systems that are not only technically but also economically feasible.

The Blackbird district, Lemhi County, Idaho, has long been recognized as a potential source of cobalt and copper. However, the comparatively low grade and small size of the known ore bodies, the small demand for cobalt, and. the lack of adequate roads throughout the region precluded extensive exploration of the early discoveries in the area. Recent advances in alloy metallurgy, accentuated by wartime activities, greatly increased the demand for sources of domestic cobalt. Beginning In 1941, engineers of the Bureau of Mines conducted an examination and exploration program in the Blackbird district. This work was supplemented by an exploration program by engineers of the Howe Sound Mining Co., 730 Fifth Ave., New York 19, N.Y.

A study of the accident statistics in the coal mining industry convinces one that an organized effort must be put forth to prevent the vast destruction of human life in this industry . The fatality rate in Pennsylvania has not improved in the past several years and during 1928 it was higher than the average for the period 1916 to 1927 , inclusive . Although the accident rate for this State is less than that of the coal mines of the United States as a whole , nevertheless the rate is unduly high ; however , there are many companies which have exceptionally good records as regards both fatal and nonfatal accidents . A study of the methods used by some of these relatively good- record companies to reduce accidents in their mines shows that they exert an organized effort to prevent accidents , and that their safety organizations usually affect every employee in and about the mine from the highest official to the check boy . The chief executive must be actively and personally interested in accident prevention if real safety results are to be obtained ; when he shows this interest it is almost invariably reflected in the officials under him and throughout the organization . Safety organizations vary in form and are readily changed or adapted to the varying conditions found in the bituminous field . The companies whose organizations were studied in preparing this report are all getting good results , and it is their opinion that the safety organizations have been a big factor in obtaining these results . At their request the identity of some of the companies whose organizations were studied has not been divulged in this paper , but this does not affect the value of the information concerning their safety organizations .

Recent years have seen the increased use of hydrometallurgy in the smelting and refining of metals. However this is often used as a final refining step, following an initial pyrometallurgical smelting process. Huge amounts of material are produced as melts which have to be cast, comminuted, and taken up into solution or leached. A common method is to granulate the melt and then grind it. In the case of metallic melts this can be difficult or unfeasible due to the ductility of the granulated particles. Water atomisation is capable of replacing the granulation and grinding stages with a single process step that can process in excess of 30tlhour of melt into particles as fine as 50 microns. Applications in operation in Co, Cu, Ni, Ag, Au, Pt and Rh refining are discussed together with potential applications in copper smelting.

Arsenic occurs naturally in rocks and soils, water, air, plants and animals. It can be further released into the environment through natural activities such as volcanic action, erosion of rocks and through human actions. Higher levels of arsenic tend to be found more in ground water sources than in surface water sources of drinking water. Compared to the rest of USA, western states have more systems with arsenic levels greater than 10 parts per billion (ppb). The US Environmental Protection Agency (EPA) has historically regulated arsenic in drinking water at 50 ppb, but the agency has lowered the maximum contaminant level (MCL) for arsenic to 10 ppb-to be in compliance by January 2006.This paper reviews briefly a) aqueous arsenic chemistry and removal mechanisms and b) the available treatment processes to attain the drinking water standard of 10 ppb by 2006. The combining of an appropriate removal method with an existing system depends on several factors such as nature of arsenic, the water source, existing plant equipment and processes site conditions etc. The paper also includes one or two case studies from the State of Arizona. The nature and orientation of joints in rock strata affect the damage pattern under explosive loading. Most of the limestone deposits in India are found with severity of joints. Categorically, these joints may have variable orientations such as dipping out of the blast face, inside the face, horizontally or having strike parallel to the face. The damage pattern under the varying category of orientation will be different. Accordingly, a numerical model in Ansys-Explicit Dynamics was prepared to compare the damages of rock mass under different joint orientations. The physical nature of a joint reflects frictional and stiffness behaviour. Accordingly, the damages have been compared under bonded and frictional nature of joints. The output damage pattern from the model has been validated on the basis of blastability index proposed by Lilly. Different limestone mines in India show different nature of jointing in their rock strata. Accordingly, the blasting outputs from three different limestone mines, viz. Rawan limestone mine, Sagmania and Birhauli limestone mine and Injepalli limestone mine, have been compared along with their blast design parameters and the nature of joint. The comparative results show that the closely spaced horizontal joints support maximum in burden movement and rock fragmentation due to blast.

Potholes on the Merensky and UG2 reefs in the Bushveld Complex occur as near-circular to elliptical depressions or slumps on the reef horizon, normally presenting as severe disruptions which prevent economic extraction. Within the pothole, the reef and other strata may either be attenuated, absent, or highly deformed, this being the result of the overlying hangingwall strata having slumped down. The hypotheses for pothole formation involve several mechanisms, including downward erosion, upward fluid movement, or synmagmatic deformation. When potholes are exposed in mine workings, significant fracturing is often observed. This fracturing is particularly evident in anorthosite rock types. Stress measurements were conducted in a pothole on the Merensky Reef to determine if the fracturing was due to high stress conditions. The paper describes the measurement results and numerical modelling that was done to determine the influence of depth and mining on the stress condition at the site. The results show that high stresses do exist in at least some potholes, and that current formation theories do not adequately explain the measured stresses. In support of understanding the high local stress associated with the pothole, the study explored several rock engineering modelling processes to validate the conditions of the study site and enclosing excavations. A better understanding of the stress conditions in potholes with additional data could lead to more appropriate support design and avoidance of potential rockbursts in these structures.

Robert C. Horton was sworn in as the new Director of the Bureau of Mines on October 13 in Washington. Horton, 54, was director of the Geology Division of the Bendix Field Engineering Corporation's operations in Grand Junction, Colorado, before being nominated by - it Reagan for this position. A geological engineer, he has been associated with the mining industry in the West for over 35 years. Legislation to expand the Defense Production Act for 1 year until September 30, 1982, was signed by the President on September 30. The Administration had requested, steel a 5-year extension, but the Congress chose to spend another year considering proposed revisions. The Act, among other things, authorizes the allocation of strategic materials for defense purposes and allows incentives including floor prices and Government financing to encourage domestic mineral projects.

Lunar construction faces unique challenges arising from the nature of regolith and megaregolith. Unlike terrestrial soils shaped by weathering, lunar regolith is composed of angular, poorly sorted particles produced by impacts, with bulk Density, strength, and trafficability varying sharply with depth and terrain. Boulder fields, floaters, and talus aprons add further complexity, disrupting excavation and mobility. Apollo missions documented these conditions through drive-tube samples, trenching, penetrometer data, trafficability tests, and seismic profiling, but the results remained as datasets rather than a unifying classification. This paper introduces the LRC (Lunar Regolith Classification) Framework and the Overconsolidation Ratio applied for the Moon (OCR*), the first contractor-ready system to organize Apollo-derived trends into excavation demand zones (L1–L5). LRC is explicitly a classification, not a stratigraphy: depth ranges are indicative and require in-situ verification before use. Each zone is defined by bulk density and strength ranges, field proxies (bootprints, trench stability, auger torque, seismic contrasts), and corresponding excavation implications. Worked examples from Apollo 15 (mare), Apollo 16 (highlands), and Apollo 17 (pyroclastics and talus) demonstrate how observed data translate into LRC zones. These cases show that LRC captures both systematic depth trends and sharp local heterogeneity. The framework standardizes excavation planning for landing pads, haul roads, berms, foundations, and tunneling trials, while converting floaters from hazards into resources. LRC thus provides a common language for lunar construction. Rooted in Apollo evidence but designed for Artemis verification, it is proposed as a living standard; a reference framework to guide site preparation, excavation, and risk management in the next phase of lunar development.

A series of tests were conducted by the Bureau of Mines to determine the best means of reducing noise generated by the detonating cord that is utilized for trunklines in quarry blasting. Ten different types of detonating cord were tested and evaluated for their acoustic qualities. The results of the investigation showed that noise levels produced by "low-core-load-per-foot" detonating cord "not covered" were lower than those produced by "high-core-load-per-foot" detonating cord covered with 6 inches of unconsolidated material.

The rate of dissolution of U02 was measured in acid solutions similar to those used for in situ leaching, with S04 of 10-1.82 to 10-4 M, Fe(III) of 10-2 to 10-4 M and pH's of 1.1 to 2.3. The dependence of dissolution rate on pH was small and inconsistent, probably reflecting the combined effects of a very weakly polar oxidizing complex, probably FeSO4+, and a nearly neutral U02 surface. Differences in the state of the U02 surface may explain this variability as well as contrasts between these results and results reported in other work. Changing either S04 or Fe(III) concentrations significantly affects dissolution rates. Increasing low sulfate concentrations in solutions containing 10 2 M Fe(III) at pH 2 results in formation of FeSO4+. In such solutions, rates increased with (S04)/(Fe(III)) up to 1:30, thereby indicating that the oxidation of U02 by FeSO4 is more rapid than by Fe3+. However, the dissolution rate decreased at higher (SO4)/ (Fe(III)), due either to sorption of SO42- on the UO2 surface or to formation of other less reactive sulfate complexes such as Fe(S04)2 or FeHSO4+ However, Fe(III) concentration is the dominant factor in determining solution rates. The rate was directly proportional to ferric iron concentration, indicating that the rate-determining step of the dissolution reaction is a single-electron oxidation by a ferric complex. Dissolution rates were lower in solutions of 0.1 and 1.0% H202 (0.029 and 0.29 M) than at similar concentrations of ferric iron because of formation of an insoluble surface coating of uranium peroxide, UO4?4H20. This phase may limit the value of hydrogen peroxide as an oxidant in lixiviants, not only by its very low solubility, but perhaps also by filling pores and reducing permeability in the ore body.

Ten small and intermediate-sized [11 GJ/hr to 264 GJ/hr (10,000 lb/hr steam to 250,000 lb/hr steam)] coal-fired boilers in the upper Midwest have each been tested on both a bituminous eastern coal and a subbituminous western coal. The purpose of this study was to determine the feasibility of substituting western subbituminous coal for eastern bituminous coal as a means of reducing the SO x emissions from this class of boiler and to demonstrate the feasibility of greatly expanded western coal utilization as a means of reducing the use of oil and gas. The scope of this study was such that the representative boiler types were tested on both eastern and western coal for a period of time sufficient to completely characterize their individual emission and operational characteristics.

"Climax Molybdenum Company’s Henderson Mine, owned by Freeport McMoRan Inc., is a panel caving molybdenum mine located 69 km west of Denver, Colorado. The mine utilizes long interconnected ore passes as part of the ore flow system. Knowing the approximate level of ore in these ore passes is beneficial for preventing increased dust concentrations in various production areas, as well as scheduling truck loading operations. Level monitoring has been achieved by using a strain gauge placed on the steel structure of the truck chute, an amplifier and a Programmable Logic Controller. This paper explains the concepts and limitations associated with using strain gauges for ore pass monitoring as well as applying proactive dust prevention and level monitoring interfaces. INTRODUCTION The Henderson Mine, located 69 km west of Denver, Colorado, is an underground molybdenum mine which uses a panel caving process to produce 18,000 tonnes per day currently. This process involves dumping ore down a series of interconnected ore passes leading to truck chutes. Trucks use these chutes to load ore and deliver this ore to an underground crusher. If ore is pulled below the lowest intercept of these ore passes, a ventilation pressure imbalance occurs which generates a large amount of dust on the levels where ore is being loaded into the tops of the ore pass. When a dust event occurs, work must be stopped until the dust settles. Once the dust settles the ore passes must be filled significantly before trucks can start pulling from the corresponding chute. This downtime and unplanned work due to dust can be avoided if the approximate ore pass levels are known. Strain gauges have been installed and tested on a truck chute at the Henderson Mine and the results of these tests have led to a series of concepts in using strain gauges to monitor ore pass levels. This paper explores these concepts and corresponding limitations and explains how the application of ore pass monitoring can be achieved with the use of strain gauges. Ore Pass and Ventilation Pressure Imbalance Overview At the Henderson Mine, there are typically two or four ore passes in different drifts that combine into one bin to create an ore pass complex as shown in Figure 1. When the level of ore is at or below the 7210 intercept (I82W), four drifts have a ventilation connection to each other and the 7655 exhaust level. A “piston effect” is created each time a bucket of muck is dumped down the ore pass. Figure 2 illustrates this phenomenon: as the loader in 621 dumps a bucket down the ore pass, the muck pushes the air in the ore pass down the 82A leg and back up the 82B leg which generates a large amount of dust. The bin regulators on 7655 cannot be opened enough to allow for this surge of air to be relieved onto the exhaust level and the dust ends up exhausting into the 625 and 627 drifts."

THE application of the cyanide process to complex sulphide ores for the extraction of their bold and silver is no longer a novelty, but, as an example showing modern tendencies in this direction, the following description of the new milling process at the Lucky-Tiger mine is offered: The extraordinary richness of the ore in the upper workings of this mine made any thought of milling in its early hays seen unnecessary. Its location in an almost inaccessible part of the rugged mountains just south of the Arizona boundary-line, and 60 miles from the town of Douglas, made the expense of bringing in machinery and supplies a very serious consideration. But, after the property had been shipping high-grade ore on mule-back for a few years, there remained in the mine a considerable tonnage of vein-matter that was too low in value to ship, but which it was thought could be milled near the mine at a profit. The first milling-experiment consisted in the installation of Nissen stamps in conjunction with concentrating-tables and Frue vanners, but, as the ore from the upper workings contained most of its silver in the form of cerargyrite, this type of mill was not successful. The proximity of the mine to the great copper-concentrating mills of Cananea and Moctezuma naturally made the influence of copper-milling, ideas felt in the company's next installation. At considerable expense a stage-crushing concentrating-mill, with a capacity of 100 tons per day, was built. This mill was modeled along the lines of the most approved practice in copper-concentrators at that time, the main idea being that crushing by stages in rolls was necessary in order to prevent losses from ?sliming." Determine the effectiveness of remining operations in reducing contaminant load (acidity, iron, and sulfate) of discharges emanating from abandoned surface and underground coal mines. Background Until the implementation of remining initiatives, most States had regulations that held the operator remining an abandoned site responsible for preexisting acid mine drainage (AMD) discharges. For example, if a mining. company wanted to remine an area hydrologically connected to an existing AMD discharge, the company became responsible, as soon as the site was activated, for treating that discharge to meet effluent standards. If the mining operation improved the quality of the discharge, but the discharge failed to meet effluent standards, the company was held accountable for perpetual treatment. Because of this regulation, most mine operators avoided abandoned sites with minable coal reserves and AMD discharges. However, changes in remining legislation allow coal companies to be released from treatment liability as long as the post-remining pollution load does not exceed the pre-remining level. The TRJV Mine is located approximately 43 miles northeast of Winnemucca, along the east flank of the Osgood Mountains in the Potosi Mining District, Humboldt County, Northwest Nevada (see Figure 1). The Turquoise Ridge Mine is an underground mine, and is a 25% joint venture partner with Newmont Mining. The TRJV mine utilizes the underhand cut-and-fill mining method due to the relatively low rock quality in the ore zones and the relatively shallow dipping 25-45 degree ore body geometries. This paper defines a rehabilitation risk rating system (RRRS) for prioritizing rehabilitation of drifts damaged in the mining processes including long term development drifts providing access to the mining areas. The ultimate use is as a mine planning tool for the organized scheduling of rehab in a timely manner. A few case studies of the most needy rehab areas identified by the RRRS mapping system is presented, and the type of rehab completed design for these areas. Suggestions on improving the rehab risk mapping system include the use of support history and rock mass strength rating factors.
