The utilization of high sulfur Illinois coal by utility plants has been decreasing since the enactment of 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal saleable by offering the choice of taking the combustion by-products from the utility plants and placing them in the abandoned sections of their mines. To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of by-product disposed can be minimized. In this paper, a few such systems are presented. The favorable operating range of each system is determined in terms of distance and tonnage. A case study is given whereby cost analysis is conducted for an underground coal mine receiving by-products from two Illinois utility plants.

"Sumitomo Metal Mining Co., Ltd.(SMM)'s Niihama Nickel Refinery(NNR) produces high quality Nickel cathode, Cobaltcathode and other by-products using hydrometallurgical refining process called “MCLE”(Matte Chlorine Leach and Electro-Winning). In 2005,NNR started to use nickel and cobalt mixed sulfide (MS) produced by one of the SMM’s subsidiaries Coral Bay Nickel Corporation(CBNC)’s HPAL plant in Philippines, although its main and the only raw material until then was nickel matte. With start-up of the second HPAL plant at Taganito in 2013, NNR expanded its production capacity of nickel cathode from 41,000 to 65,000 tpa and finally achieved its target in 2015 by producing 65,980 tpa. SMM developed the technologies to improve poor reactivity of MS and installed new facilities to cope with increased Cobalt and Sulfur production at that time. This paper describes the technical approach to increase MS treatment with high efficiency.INTRODUCTIONThe Sumitomo Metal Mining Co., Ltd.(SMM)Niihama Nickel Refinery(NNR) produces Nickel cathode, Cobalt cathode and other by-products using Matte Chlorine Leach and Electro-Winning (MCLE) process technology. SMM uses nickel matte and nickel & cobalt mixed sulfide (MS) as raw materials for the MCLE process. Table 1 shows typical composition of these raw materials. Nickel matte had been only raw material until 2005, and with start-up of Coral Bay Nickel Corporation (CBNC) operation in the Republic of the Philippines, MS became major part of it. In 2009, when CBNC doubled its production capacity, NNR also expanded its plant capacity of electrolytic nickel from 36ktpa to 41ktpa, keeping an eye on the possibility of 65ktpa with oncoming SMM’s second HPAL in Philippines. Poor reactivity of MS was the prime concern at that time because our intention was to increase production with MS. Nickel extraction rate deteriorated with increasing usage ratio of MS in raw materials. To keep high nickel extraction rate under high ratio of MS, NNR developed a new leaching technology. Another concern arising from treatment of MS was Cobalt and Sulfur contents that are much more than those of nickel matte as shown in Table 1.NNR introduced new technology of solvent extraction process as to Co/Ni separation process in order to keep cost competitiveness instead of the conventional cobalt oxidation–neutralizing method. As to sulfur products, new sulfur productive facility was installed to improve the exposure to sulfur dust and the hot working conditions for workers. As a result of process development and installation of new facilities against the problem with MSusage,65 ktpa production was achieved in 2015."

Part of the work of the Precious Metals Section is to conduct oretesting experiments on ores selected as representative of various mining districts or areas . The projects are authorized by the Metallurgical Division , and only those ores in which gold and silver or gold or silver constitute an essential part of the total values are assigned to the Precious Metals Section . Such ores include those containing the precious metals only as commercially important ingredients , as well as those containing base metals such as copper , lead , and zinc along with the gold and silver . In many instances the "ore " may be a tailing product of a grade good enough to warrant retreatment , or a concentrate for which it is desirable to develop a method of treatment to avoid the expense of shipment to a smelter . It is evident that in general the greater part of this ore - testing work is done according to standard testing procedure , such as cyanidation, amalgamation, gravity - concentration , and flotation , or a combination of these methods . The standard methods of conducting such tests have been outlined in previous reports of ore - testing studies . However , since the inauguration of this oretesting program 6 years ago , the ores submitted under authorization have become increasingly more refractory to simple methods of treatment. Consequently, a considerable number of the projects completed during the fiscal year 1941 have required an unusual amount of work and in some instances have developed into real research problems . "This paper concentrates on the four recent plant trials/ applications of froth washing. Results showed that improved metallurgical performance can be achieved with wash water. Increased froth cleaning yielded better upgrading, and some cases slightly improved recovery. Froth sampling and salt tracer tests supported the findings of froth washing tests.At Falconbridge, Ni grade increased from l.47% to 2.15% and recovery from 85% to 87%. At Eastmaque, final Au grade increased from 2.3 to 2.7 oz/st at a slightly higher recovery. At Les Mines Selbaie, Cu grade increased from 24.5% to 25.S% and Zn grade from 54.5% to 56.l%. At Zinc Corp. of America, average Zn grade increased from 55% to 56. 8% at the same recovery for a 45-day period. A number of plants in Canada and the United States have evaluated and/or now practicing froth washing. Wash water has now proved itself in some plants over several months of operation.INTRODUCTIONFroth washing in mechanical flotation cells offers a number of metallurgical (i. e. increased grades and/or recoveries) and economical (i.e. decreased transportation and smelting & refining costs) benefits. Fundamental development work in laboratory and pilot scales performed at McGill yielded encouraging results. (Kaya and Laplante, 1988a and 1989a). Since laboratory and pilot flotation performance can differ from full-scale due to differences in hydrodynamics, kinetics, and froth characteristics (e.g. stability, loading etc.), plant trials were essential to prove the viability of this technology."

Open pit operators are facing a number of challenges in the area of blasting and blasting processes, such as wall control, quality of fragmentation, explosives consumption and vibration. Remaining financially viable is one of the most significant objectives for mining professionals as they work through the blasting challenges within the mining chain of processes. This objective is such a significant challenge, primarily due to the high consumption of materials and the direct consequences on the downstream processes in the mining work flow, including loading, hauling, crushing, milling and mineral concentration. This paper reviews and discusses a technique to achieve this objective, namely air-decking. The performance in a number of mines around the world is reviewed focusing on the economic contributions of air-deck blasting. Various scenarios are investigated and simulated, covering both conventional and air-deck blasting, using JKSimblast software. The scenarios explore a range of issues and found that optimum results could be achieved with a minimum amount of explosives. The results obtained from the simulations were verified with blasts at Rixs Creek Coal Mine, Australia. Based on the verification results the simulations were then modified to more accurately model the actual conditions and parameters on site and to ensure that the models derived meet the production and control requirements at the mine site. Ultimately, overall analysis and comparisons were applied to the outcomes of the conventional and air-decking blasts revealing a reduction in material consumption of around 25 per cent with consequential savings and up to a 30 per cent reduction in ground vibration.CITATION:Abdalla, M A, Laing, T and Hagan, P, 2012. In this report an attempt is made to discuss the first cost of each of several types of mine-ventilation stoppings, as well as the total annual expense of maintaining a stopping during its required period of service. Such data furnish a basis for comparison of the efficiency of the different types, and are of great importance to an engineer planning the development of a mine. The data given were obtained through an investigation conducted under a cooperative agreement between the Bureau of Mines, the Illinois State Geological Survey, and the department of mining engineering of the University of Illinois. The report itself is published by the Bureau of Mines as a contribution to the literature on safety and efficiency in coal mining.

Conducting full-scale fire experiments in underground mines is difficult and expensive. Sometimes, it is impossible to carry out fire tests in mines due to the danger they pose to mine workers and the underground facilities. However, understanding the potential occurrence of fires in a mine and their dynamics is critical to developing an appropriate emergency evacuation plan, fire suppression, and firefighting techniques. In this study, a numerical fire model using computational fluid dynamics (CFD) with fire dynamics simulator (FDS) 6.7.6 was developed to examine the influence of tunnel bifurcation on maximum temperature beneath a tunnel ceiling. The model was validated using full-scale experimental data. The maximum ceiling gas temperature predicted using FDS and measured maximum smoke temperature during the experiment shows good agreement. The study shows that bifurcation could lower the maximum ceiling temperature of fire-induced smoke in a subsurface environment. The findings from this study apply to the broader field of ventilation and fire life safety in tunnels and other underground environments.

Although it is well understood that in flotation collection zone and froth zone are deeply interconnected, and reagents (and in particular collectors and frothers) cannot be selected without considering their synergistic effect, this concept is rarely applied in plant practice. The feed mineralogy also has an important role in how particles and reagents interact in flotation, which is sometimes overlooked by operators. In this work, a combination of batch flotation tests and froth stability measurements was used to optimise the collector and frother scheme for the flotation of a copper ore. The methodology was applied to an Australian copper plant which was experiencing high variability in froth stability in the roughers when the feed ore mineralogy was changing. It was hypothesised that chalcopyrite in the feed in combination with isobutyl-xanthate had a destabilising effect on the froth phase under the reagents scheme used. Froth stability was restored if a shorter chain length, less hydrophobic, xanthate was employed. It is apparent that the hydrophobicity of adsorbed films at the solid/liquid/air interfaces has a critical role in enhancing or reducing froth stability. Unstable froth causes a reduction in copper recovery in spite of a high collection zone flotation rate. The case study suggests that collection zone and froth zone can rarely be optimised independently of each other. With the laboratory procedure adopted, a more suitable reagents scheme was determined to respond to changes in the feed mineralogy, avoiding fluctuations in plant performance due to unexpected froth instability.CITATION:Farrokhpay, S and Zanin, M, 2012. The Augusta underground mine at Costerfield in Central Victoria has been in operation since mid 2006; however, AGD Operations Pty Ltd have explored and undertaken open pit operations in the area for over 20 years. The high-grade, narrow gold-antimony orebody is being mined using both mechanised and hand-held methods, to produce up to 70 000 tonnes per annum at ten grams per tonne gold and six per cent stibnite. AGD Operations Pty Ltd processes the ore on site using gravity and flotation to produce two products; a concentrate which is sold to Chinese smelters and a gravity concentrate which is refined off-site. The circuit achieves up to 30 per cent recovery of gold from gravity methods. There are many challenges in the underground mine, including an orebody with an average width of 300 mm, very poor rock mass conditions in the host rock and variable dips in the ore along strike, between 45¦ and 90¦. The upper levels of the mine have been developed ready for stoping; however, their depths range from 20 m to 70 m below surface in both oxide and transitional material. A major fault structure consisting of mud has been encountered underground and is associated with the orebody causing very poor ground conditions, water inflow and requiring additional reinforcement. The northern limit of the mine is defined by the proximity of historical workings in the South Costerfield mine, which is being continuously dewatered.

The Bureau of Mines determined the factors involved in the corrosion of starting sheets used in the production of electrolytic zinc with the ultimate purpose of adapting zinc starting sheets to commercial practice . Under present practice , zinc is electrodeposited on aluminum cathodes and subsequently stripped for melting . The use of zinc instead of aluminum would eliminate the need to strip the deposit , thereby reducing the cost of handling and melting it , but zinc has not been suitable because it was too vulnerable to the corrosive attack of the electrolyte . Serious attack was found to be limited to the areas of the cathodes situated immediately above the surface of the electrolyte and to re - entrant corners . It was possible to avoid solution - level corrosion by immersing the starting sheets completely , exposing only a relatively heavy suspension member to solution - level attack . Zinc starting sheets could be made as reliable as aluminum and could be continued in residence for periods up to 39 days . Periods as long as a week were feasible under conditions similar to those found in commercial practice . A test of zirconium as a starting - sheet material showed that it promoted corrosion of the deposit to a lesser extent than aluminum and that the deposit adhered less tenaciously . These two properties lend themselves to the development of ways to strip deposits mechanically from zirconium starting sheets . Titanium was unsuitable for use as a starting - sheet material .

"The New Jersey Turnpike Section 2 widening program consisted of widening between Interchange 6 in Mansfield Township, Burlington County and Interchange 9 in East Brunswick Township, Middlesex County. To accommodate large volume of traffic the roadway was widened from 6 to 12 lanes with major modifications performed at four interchanges. The Section 2, NJTA Interchange 6 to 9 Widening Program is a 4.2-mile section of Turnpike roadway which included a total of 12 new or modified structures. In order to facilitate the construction process Section 2 was divided into three construction contract packages. This paper will cover the last and final Contract T869.120.203 which is 1.7 miles in length. The work generally consisted of eight new ramps connection to and from the toll plaza to the new inner and outer roadways. New mainline bridges were constructed over several ramps. A new bridge was constructed to take northbound outer lanes traffic over two ramps along with new mainline bridges over Black’s Creek, Georgetown Road, and Laurel Run. In addition, a new bridge was constructed to take a ramp over Laurel Run and the existing U-turn Bridge was replaced with a new one.For Contract T869.120.203 a total of 74 five-foot diameter drilled shafts has been constructed to support all pier foundations for bridges. Three drilled shafts were tested using Osterberg Load Cells to verify the estimated shaft resistance during design phase. One Osterberg Load Cell test was performed on a demonstration (sacrificial) shaft and the other two Osterberg Load Cell tests were performed on production shafts. This paper compares the estimated total, side and tip resistances with corresponding measured total, side and tip resistances and provided recommendations for future design purpose.INTRODUCTIONTo accommodate large volume of traffic the New Jersey Turnpike Authority (NJTA) decided to widen Section 2, which included Interchange 6 through Interchange 9. It encompasses modifications of the existing and the design of four new ramps at Interchange 7. The project also includes the modification of two local roads over the mainline, two local roads under the mainline, two maintenance U-turns, and retaining walls. In addition, the project consists of the design of noise walls, sign structures, storm water management basins and the more typical drainage, utilities, lighting, roadway, ROW, and signing and striping design."

A new record in accident prevention was made by the metal-mining a industry of the United States in 1938, as signalized by a lower fatality rate than in any previous year. The rate was less than half as high as in 1911, the earliest year for which figures are available. A good safety record was also established in the prevention of nonfatal injuries, as the injury rate was lower than in any other years except 1931 to 1935, a 5-year period notable for its unusually low injury rates. Employment was more limited in 1938 than in 1937, both in number of men employed and total number of man-hours worked. The number of workdays per man also was smaller than in 1937. Operating companies reported that 7,233 mines were active in 1938 or some part of the year and that the total number of men employed was 103,027. This figure represents the summation of the average number of men employed as reported by the companies, the average for each mine being that for the period during which the mine was active. The number of employees at all mines in 1938 was 15,402 less than in 1937. Reports covering all mines indicated a total of 188 million man-hours worked during the year, or 21 percent less than the nearly 240 million man-hours worked in 1937. In the performance of this work accidents occurred that resulted in the death of 156 employees and the injury of 1.2,722, each injured employee being disabled for more than the remainder of the clay on which he was hurt.. The fatality rate for 1938 was 0.83 per million man-hours worked, which was 9 percent more favorable than the rate of 0.91 for 1937. Nonfatal injuries occurred at the rate of 67.61 per million man-hours worked, an improvement of 10 percent compared with the injury rate of 75.37 for 1937.

Optimization of panels, haulage fleet, and waiting area involves deterministic and low-fidelity methods and experiential knowledge. The process is challenging because coal recovery and operational capabilities must be considered in the solution. The approach in this manuscript comprises the development of an integrated stochastic simulation model of a coal room-and-pillar system that addresses these challenges. The decision variables evaluated are panel width, number of shuttle cars, and change-out time (COT). The results show that the mine should implement the shortest possible COT, decreasing the cycle time and thereby increasing productivity and continuous miner (CM) utilization. The highest productivity and CM utilization for a fleet size of three shuttle cars is found in the 15-entry panel width. For the evaluated fleet sizes, the 19-entry panel width is optimal for the four and five shuttle cars. Among the three variables studied, panel width and fleet size had the most significant effects (5% increase) on the CM productivity, cycle time, and utilization.

To better understand the load shedding and the stress transfer on coal pillars due to room-and- pillar retreat mining in deep cover panels, researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted a monitoring field study. Two sites, at overburden depths of 1,000 ft (304.8 m) and 1,500 ft (457.3 m), were selected in a room-and-pillar mine operating in Southern West Virginia. The deformation and stress changes in the roof and two adjacent pillars at each site were monitored during the retreat mining process. The monitoring results and field observations were used to calibrate large-scale FLAC3D models for each site. The calibrated models were used to assess different sizes of roof bolts installed in deep cover areas. INTRODUCTION Deep cover room-and-pillar retreat mining is an important emerging issue that will intensify in the future as shallower reserves are depleted (Mark, 2009; Chase et al., 2002). During pillar retreat mining, the likelihood of local and/or global instabilities increases due to elevated stress levels near the pillar line because of the abutment loading. In the last decade, approximately 31% of the room-and-pillar mining groundfall fatalities in the United States occurred during pillar retreat mining. Between 2013 and 2017, this proportion increased to 55%, of which 50% of these fatalities were due to falls of roof and rib that occurred during pillar recovery (MSHA, 2018). One interesting piece of information about pillar recovery fatalities was that the victim was nearly always under bolted roof. Sheared and broken #5 (5/8-in), fully grouted rebar bolt failure contributed to three of four fatal roof fall incidents that have occurred in deep cover retreat mines (NIOSH, 2010). This claim raised the following question at the study mine: Is it safe to use a 4-ft long #5 (5/8-in) rebar bolt grade 60 at a depth of cover more than 1,000 ft (304.8 m)? There was some concern about shear failure of the #5 (5/8-in) rebar bolt at a depth of cover over 1,000 ft (304.8 m). To answer the question and to reduce accidents and fatalities caused by ground falls due to room-and-pillar retreat mining in deep cover panels, the National Institute for Occupational Safety and Health (NIOSH) monitored the roof and rib deformation and the change in vertical pressure within two adjacent pillars during pillar recovery. The study was conducted at two deep cover sites in a room-and-pillar mine located in Southern West Virginia that operates in the Lower War Eagle (LWE) seam. The monitored sites were selected at 1,000 ft (304.8 m) and 1,500 ft (457.3 m) depths of cover. In this paper, site-1 represents the monitored site at 1,000 ft (304.8 m) of cover, while site-2 represents the monitored site at 1,500 ft (457.3 m) of cover. For this study, large-scale FLAC3D numerical models were calibrated based on both field observations and instrumentation results. The calibrated models were then used to compare the ground response and the induced stresses of two pillars at instrumented sites 1 and 2. The maximum lateral displacement (roof shift) obtained from the calibrated large-scale FLAC3D models was applied to a small-scale FLAC3D bolted models, the safety factor for axial stresses of the simulated roof bolts was calculated at the deep cover sites.

Cave mining is of interest to the mining community as it offers a chance to extract large, deep orebodies with low operating costs and high production rates. It allows for extracting large low-grade orebodies, which may not have previously been considered for mining. Cave mining is done either top down (ie sublevel caving) or bottom up (ie block/panel caving). Both approaches rely on gravity, stresses and weakness of the rock to fracture and achieve a controlled collapse.Block caving starts at the base of the orebody. It progresses upward and across through continuous collapse of the roof. To achieve this, a critical hydraulic radius must be exceeded. This is accomplished by blasting drawbells, through which the caved ore passes to the production level. An entire level above the drawbells (undercut level) is excavated to help initiate the cave. The undercut level ensures the connection between drawbells and achievement of the required hydraulic radius.Conventionally, drawbells are generated by drilling and blasting several times from the production level as well as the undercut level. Mucking between each shot is required to generate enough void space for the rock to swell. The need for several blasts necessitates some downtime between each blast. Also, the cost of developing and maintaining the undercut level can constitute up to 35 per cent of the cost of mining the panel.A new blasting technique was developed to create the drawbells in a single blast from the production level. The technique ensures the connection of the drawbell to the neighbouring ones, thus, the critical hydraulic radius is reached and propagation of the cave achieved without the need for the undercut level. The technique has the potential to reduce the capital cost of a block caving operation, increase its feasibility and reduce time to reach the ore and consequently the payback period. This report summarizes the work performed on Bureau of Mines Contract J0199106, "Portable Trailing Cables, Splices, and Couplers - Design and Installation Considerations," from May 1, 1979 until December 31, 1981. Splice installations and considerations for the possible use of conductive-rubber shielding in low-voltage trailing cables as well as coupler installations in high-voltage cables were the principal tasks. Flammability measurements on cable components and general testing facilities for mine electrical equipment were secondary tasks. Theoretical and empirical data indicate that conductive rubber with high resistivity values is an unsatisfactory shield design for current-sensing fault detection. Elimination of partial discharge in coupler installations requires meticulous care.

The purpose of the original contract was to equip the second shuttle car in the Jewell Ridge No. 12 mine, section 6R, with a refined design canopy and seats. In addition, several refinements and improvements were to be designed and installed at the same location on the cutter and the loader. However, during October 1974 in response to a request from the Technical Project Officer, the contract was modified to eliminate all of the cutter and loader tasks and substitute the design, fabrication, and installation of an improved canopy on the no. 2 roof drill in the above mentioned section of the Jewell Ridge No. 12 mine.
