"Srnoky River Coal is capable ofprocessing 3 million tonnes per year ofrun-of-mine coal at the Smoky River Coal preparation facilities to produce 2.1 million tonnes of high quality, low volatile coking coal for export markets. Multi-seam surface and underground mining operations are scheduled to maintain raw coal feed to the plant. Two beneficiating circuits wash the coal. A heavy medium cyclone circuit cleans the plus 0.5 mm coal and a froth flotation circuit cleans the minus 0.5 mm coal. Clean coal is thermally dried, loaded into unit trains, treated for dust suppression, and transported to west coast port facilitiesf or export. Plant by-products are used as thermal fuel Jn an adjacent power station. Quality control procedures ensure efficient resource recovery for a yield of uniform specification product, at a 7% ash level. Introduction Smoky River Coal operates surface and underground mines in the Smoky River coalfield. Approximately 3 million tonnes per year (mt/ a) of run-of-mine (ROM) coal can be processed at the coal preparation plant to provide 2.1 mt/ a of clean, high quality, low volatile bituminous coking coal. Coal is processed by heavy media and froth flotation cleaning circuits and is thermally dried.Raw Coal Characteristics The characteristics of the ROM coal, both in terms of quality and size consistency, vary with intrinsic seam qualities and mining methods employed. The two seams mined (No. 4 and No. 10) show distinctly different washability characteristics. Seam No. 4 contains relatively few middlings and can be readily cleaned by dense-medium cyclones and froth flotation to give a clean coal at specification ash content. Seam No. JO is more difficult to wash, and the ash content of the clean coal is higher than No. 4 seam at the same operating conditions. However, when the upper I m is excluded from the plant feed, the remaining lower section has washability characteristics similar to No. 4 seam. Coal mined by underground means sometimes contains caprock and consequently tends to be dirtier than similar coal mined by surface means."

Available literature published or abstracted in 1953 and 1954 relating to dust prevention and suppression has been summarized and reviewed in this report, and un-published information also is included to outline current practice for those interested in dust control in and around mines, tunnels, and quarries. More and more companies are realizing the value of controlling dust by incorporating suitable methods and devices in the planning stage. In preparation and crushing plants preliminary tests have been made of the fine materials to determine the best type of dust-control equipment to use, and the details of the quantities of air, the number of sprays, the dust-allaying fluids, and the location of hoods or enclosures have been determined in advance. Such planning has paid for itself in more effective control. Similar planning in a tunnel resulted in healthful conditions and low dust concentrations.

By authority of the Federal Coal-Mine Inspection Act of May 7, 1941, Public Law 49--77th Congress, H.R. 2082,2/ a Coal-Mine Inspection Division was established in the Health and Safety Branch of the Bureau of Mines. Funds totaling $729,000 for the operation of the division and for other incidental expenses were provided in an amendment to the Department of the Interior appropriation bill for the fiscal year 1942 (H.R. 4590). A small. percentage of these funds was made available on July 1, 1941, and a much greater proportion on October 1, 1941, to defray the expenses of the coal-mine inspection work and incidental activities for the remainder of the fiscal year 1942. The Coal-Mine Inspection Division is charged with administering the act and is required to compile, analyze, publish, and otherwise make available for public inspection the information obtained under it and to transmit such information to the Director of the Census. The act requires also that the information obtained be reported to Congress, with such findings and comments thereon and such recommendations for legislative action as may be deemed proper.

To improve mine health and safety conditions, there is need for a portable instrument that mine inspectors can use routinely for rapidly checking concentrations of dust in mine atmospheres. On October 23, 1969, Stanford Research Institute was authorized by the U.S. Bureau of Mines to conduct a study aimed at developing such an instrument under Contract No. H0100186. The results of that study are reported in Technical Report No. 1, "Development of Portable Instrument For Measuring Coal Mine Dust Concentration," August 1970. In that study it was demonstrated on bench-scale that a near-forward optical scattering device gives a linear correlation between mass concentration and optical readout over a range of 2 to 200 mg/m3 with excellent reproducibility. The same correlation was obtained for the Respirable* dust fraction of three different coal dusts within ± 10% and an extreme spread of ± 30%. Based on these results a prototype instrument was designed which was expected to meet all the necessary requirements of a portable instrument for mine use. Because of the excellent results obtained, a further study was authorized by the Bureau of Mines on May 10, 1971 under Contract No. H0111688. The prime objective of this study was to build, calibrate, and deliver to the Bureau of Mines two prototype instruments based on the design previously developed. The emphasis was to be on providing instruments which would meet certain minimum standards of size, weight, response time, sensitivity, ruggedness, reproducibility, permissibility, and cost (ultimate); optimization of the design was to be considered only insofar as it would not significantly delay the development. One instrument was to be delivered after initial calibration of both instruments with Coal Dust PGH. The second instrument was to be used for further calibration with a number of other coal and rock dusts and for assessing other relevant performance characteristics. This report summarizes all the results of this second study.

ORIGINAL experimentation in specially designed arc-melting furnaces and a comprehensive review of technical literature have helped with an understanding of electric arcs as used in metallurgical applications. Results relevant to the distribution of electric potentials and currents, temperatures, pressures, the consumption of electrodes, the identities of particles participating in electrical conduction, and the modes and mechanisms of discharge are presented and discussed. Present knowledge of high-current arcs is insufficient to test pertinent theoretical suggestions. However, the chief doubts concern the identities and the liberation or formation of current-carrying particles. It seems that either (1) novel formulations of existing concepts are needed, or (2) essentially new concepts must be recognized to explain observations. An analysis of the situation has led the authors to favor the latter possibility and to suggest the existence of supplementary conducting particles. The conduction of current by the streaming of charged agglomerates is postulated. Another outgrowth of analysis is an equation for the arc potential as a function of current densities in the arc. In lieu of conclusions, the potentialities of practical applications and specific needs for fundamental clarification are summarized.

Research has shown that an ergonomics process that identifies risk factors, devises solutions to reduce musculoskeletal disorders (MSDs), and evaluates the effectiveness of the solutions can lower worker exposure to risk factors and MSDs and improve productivity. A review of the Mine Safety and Health Administration (MSHA) injury/illness database indicated that 46% of illnesses in 2004 were associated with repetitive trauma and 35% of nonfatal lost days involved material handling during 2001? 2004. Even though these statistics show that MSDs significantly contribute to occupational illnesses and injuries in the U.S. mining industry, few mining companies have implemented an ergonomics process. Despite the many unique challenges in the mining environment, three mining companies partnered with the MSD Prevention Team at the National Institute for Occupational Safety and Health?s Pittsburgh Research Laboratory to demonstrate that an ergonomics process could be systematically implemented and effectively integrated with existing safety and health programs. Because these three mining companies were very different in organization, culture, and size, the ergonomics processes had to be modified to meet the needs of each company. A description of how these three companies applied ergonomics and the tools and training used to implement their processes is given. Prior to discussing the case studies, general information on the elements of an ergonomics process is provided.

It is common practice in the beneficiation of iron ore ultrafines to apply reverse flotation, and hence float the gangue minerals, leaving behind a high-grade iron ore product. Given the difficulty in floating particles finer than 20 μm, especially those finer than 10 μm, it is necessary to subject the feed to desliming ahead of flotation. There are two problems with this approach. Firstly, given the known inefficiencies of cyclones, desliming needs to be aggressively applied to particle sizes upwards of 45 μm to ensure all the offending ultrafine gangue is removed. Secondly, desliming also removes a significant portion of the valuable iron ore. Thus, a significant portion of the ultrafines, including the iron ore, is lost to the tailings. This paper examines the direct flotation of iron ore fines using the Reflux Flotation Cell. The RFC operates using a concentrated bubbly zone, in the absence of a conventional froth zone, for delivering strong counter current washing through an inverted fluidised bed of bubbles ahead of the product discharge. A system of parallel inclined channels in the lower part of the cell provides enhanced segregation of the bubbles from the tailings, preventing the loss of air bubbles into the tailings. Experiments conducted under semi-batch conditions produced encouraging results with concentrates of ~65% Fe grade in a single flotation stage. Comparatively, up to five successive batch flotation stages were required when using a laboratory scale batch mechanical flotation cell to achieve similar Fe grades. For a given grade, lower Fe recoveries were typically achieved by the RFC. This was attributed to the effective prevention of ultrafine particles succumbing to hydraulic entrainment under a positive bias flux, as well as an increasing feed volume involved in the semi-batch operation using inverted fluidisation water for cleaning. Overall, similar grade-recovery curves were produced, however, significantly higher grades were obtained by the RFC and with fewer separation stages. In this era of rising focus on the social and environmental costs and benefits of mining operations, the valuation methodologies used to assess such impacts become increasingly important. Within an industry dominated by an engineering culture that places emphasis on net present value (NPV) calculations using high discount rates, difficulties often arise when attempting to justify projects with longer-term, harder to quantify benefits. This is particularly so when these benefits fall in the social and environmental domains and involve other stakeholders. In this paper, we summarise the results of a recent literature review on this subject, which focused on the valuation of æBeyond ComplianceÆ initiatives in the mining sector. We discuss a range of approaches including the quantification of hidden internal costs, financial methods of incorporating risk into calculations, the integration of quantitative and qualitative information, and also the valuation of æexternalitiesÆ or costs and benefits borne by others. We then use a series of examples relating to the management of water in the minerals industry to illustrate how some of these approaches could be applied. There are high-level commitments from both individual companies and groups such as the ICMM to incorporate sustainable development criteria into decision-making processes within the industry. We conclude the paper by arguing that, to meet these commitments, there is a need for the industry to adopt a broader range of valuation methodologies than appears to be the case at present.

William Kent, New York, N. Y.:—The Institute may congratulate itself on the opportunity of reading the splendid address of President Brunton. It is an admirable summary of the progress that has been made in the mining and metallurgical arts in recent years. The paper rightly gives the chief credit for this progress to the aid which has been rendered to these arts by the advances in mechanics, chemistry, and electricity. It is notable that most of the headings in Mr. Brunton's address refer to the work of the mechanical engineer, the electrical engineer, and the chemist, rather than to that of the specialist in mining-operations. It seems that the most successful mining engineer of the present day is the one who makes the most intelligent application of the inventions and designs of engineers and others who are not directly engaged in mining. A tabulation of the headings of the address, grouped as below, shows this most clearly. Work of the Mechanical Engineer—Rock-drills, hoisting-machinery, tramming, pumping, ventilation, dredging, Sampling, concentration, briquetting, fume-recovery. Work of the Electrical Engineer—Electric machinery for hoisting, pumping, tramming, lighting and signaling, electric transmission, electric smelting. "Blast fumes are one of the major sources for NOx in underground mines. In 2016, the Occupational Exposure Limits for NOx in Germany were reduced by 90%. The task is to keep re-entry times after blasting at the present level and thereby ensure an economic operation of the mine. Measurements show that using ventilation solely is not sufficient. A new approach to reduce NOx from blast fumes is described. Laboratory experiments were performed and a reduction of NOx was observed. Measurements were conducted at an explosive factory’s testing facility and in an underground mine at blasting operations. INTRODUCTION Whether for production of ore or for drift development, the processes in an underground mine are always the same: 1) fracturing the rock, 2) loading the pile, 3) support the resulting cavity. The fracturing of the rock can be done mechanically, by cutting, for example by using continuous miners or tunnel boring machines, or by drilling and blasting. Drilling and blasting is more flexible than mechanical driving, as it can be used independently of the rock strength. Furthermore, this driving method allows a more flexible reaction to changes in geological and/or operational conditions. Thus, underground mining and blasting are almost inextricably linked with each other, and regardless of the size and level of technology of the mine, blasting is hardly avoidable. Depending on the mining method chosen and the existing framework conditions, such as the mechanical properties of the rock or the availability of machinery, blasting is an integral part of daily operations. Even in mines where blasting is not part of regular operations, it cannot be completely avoided. The blast fumes generated by the explosions are, in addition to diesel engine emissions, one of the two main sources of emissions of nitrous gases underground. Up to now, state of the art for dealing with blast fumes is ventilation. The fumes are diluted with fresh air and ventilated out of the mine. This treatment of blast fumes is more than sufficient with the former German Occupational Exposure Limits (OEL). The adaption of the OEL in Germany to the recommendations of the Committee on Occupational Exposure Limits (SCOEL), a committee of the European Commission, leads to big challenges for the mining industry in reducing the concentrations of these gases at the workplaces underground. On its meeting on May 2nd and 3rd 2016, the Committee on Hazardous Substances (Ausschuss für Gefahrstoffe, AGS), an advisory body of the German Federal Ministry of Labour and Social Affairs (BMAS), advised the BMAS to copy the OEL, as recommended by the SCOEL, to the Technical Rules for Hazardous Substances (TRGS 900). BMAS followed this advice, consequently the new OEL where published on November 4th 2016 and became part of the TRGS 900. Table 1 shows the former and new OEL for Germany. These new OEL became law after publishing, but two exceptions were made: For tunneling operations, they became law on October 31st 2017, for mining operations they will become law on October 31st 2021 (BAuA, 2004, 2016, 2017)."

The Runruno Gold Project is located on the island of Luzon, approximately 200 miles north of Manilla in the Philippines. The mine is an open cut operation and uses the proven BIOX® and carbon-in-leach (CIL) processes to recover gold, and the ASTER™ process for detoxification of the CIL residue prior to discharge to the Residue Storage Impoundment (RSI). Work to date has defined a mineral resource of 1.39 million ounces (Moz) of gold, and the operation will produce 96 700 oz of gold per annum over a mine life of 10.4 years. The BIOX circuit is designed to treat 140 000 t/y of concentrate with a design capacity of 404 t/d of concentrate at a design sulfide sulfur grade of 17% S2-.The Runruno BIOX Plant is the first application of the Outotec BIOX Generation III design principles, focussing on ease of operation and maintainability. During development and implementation, the project team focussed on identifying opportunities to optimise the capital efficiency while not compromising on the operability or overall efficiency of the process or the equipment. The BIOX plant also incorporates the latest developments in the design of the BIOX agitators for more efficient mixing and gas dispersion. This paper will discuss some of the critical aspects and decisions taken during the development and implementation of the BIOX Process at the Runruno Gold Project. The paper will highlight some of the factors affecting the commissioning process as well as the improvements seen through the introduction of the Generation III BIOX design principles. Azbe System of Controlled Calcination To obtain good and cheap lime there are certain fundamental requirements that need to be satisfied. These are : (1) Proper combustion of fuel and steady supply of heat to the kiln. (2) Proper heat distribution in the kiln. (3) Uniform drawing of lime through the several shaft sections. (4) Complete cooling of the lime and recovery of the heat. (5) Temperature control of the hot zone by economical means. (6) Ample draft to obtain high capacity. (7) Arrangements to facilitate operation. Figure 17 shows diagrammatically one of the smaller kilns, intended for large stone. Such a kiln can be supplied with gas from a centrally located automatic gas producer, or, as shown, from an integral producer located snugly against the kiln. These producers make very good gas and have a gasification capacity of either 10 or 15 tons of coal a day. The producers have water-sealed ash pits, a rather thick fuel bed that is conducive to the making of high-CO gas, and are under forced draft. No steam is used. Clinkering is prevented by admixing some spent gas from the kiln with the air. Coal feeding is from a coal bunker through spouts into the hoppers over the producer. This is done, at proper intervals, by manual operation of slides, but it is planned to install mechanical feeders. Central mechanical gas producers have the advantage of requiring little labour, but the blowing of soot is a problem, as also is the proper distribution of the gas among several kilns. In the case of integral gas producers, soot from the centre burner is blown back into the producer to be burned, and the supply of gas to the kiln is controlled by regulation of air to the producer. In large plants, the mechanical producer may be preferable, but in small ones, the integral producer is cheaper, better, and more reliable. The kiln shown in Figure 17 is suitable for both systems of gas supply. It will be noticed that there are no side gas burners. All gas enters the kiln through the centre burner in a manner that permits any desired amount of gas to be directed to any of the kiln sections by the aid of regulating slides.

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

The Aluminum Company of America announced a temporary reduction of the operating rate at its primary aluminum plant at Palestine, TX where it is developing a new process to produce aluminum metal by electrolysis of aluminum chloride, Output will be reduced by half to about 7,500 tons per year while some improvements are being made on the chemical segment of the plant. The modifications were expected to take 3 to 4 years to complete. Alcan Alumininum Ltd., a major U.S. supplier of aluminum, reported declaration of force majeure on aluminum ingot shipment commitments following the shutdown of its primary aluminum plants at Arvida, Isle Maligne, and Beauharnois, Que. The shutdowns, which began early in June, resulted from management and labor differences.

Mass blasts have been the subject of extensive studies because of their potential benefits in mining operations. However, it has not been possible to advance due to the paradigm that states that the blasts near the designed final wall or to critical structures have to be low tonnage. Another reason is the absence of specialised simulation programs to more precisely determine the influence of the energy released by blasting to the rock mass. There are some studies that demonstrate the possibility of massive blasting that maintain the design of the final slope (Farias and Santander, 2014). It should be noted that these studies develop the concept that the size of the blast should not increase the peak vibration in the rock mass.The study was carried out in partnership with Los Colorados Mining Company. Analysis, reconciliation and wall control for two types of blasts were performed:blasting production: approximately 850 000 t, with special wall control considerationsblasting of approximately 950 000 t over the entire width of the bench.Monitoring systems were used in the near field and far field using examination of holes in order to obtain information to assess the impact on the rock mass and then to compare these to conventional blasting combining production and contour blasting.The results show that for a large blasted volume, production and/or those generated from toe to crest on the bench did not produce more impact in the rock mass than the conventional blasting.The conclusions drawn from this study are:an improvement in the excavation rate of 7500 t/h that is higher than the maximum rates normally obtainedthe peak vibrations of the P wave generated by both blasts did not exceed the peak particle velocity criteria (Vergara and Muñoz, 2014)holes examination indicating no difference in their entire length, in pre- and post-blast reviewover US$2 000 000 savings generated in the year (estimated by the client) (Avilés, 2014).CITATION:Vergara, J, Muñoz, C, Ortega, N and Avilés, D, 2015. In hydrometallurgical minerals processing slurries are often processed at very small grind sizes and high solids concentrations. This normally results in flow anomalies of such slurries. Due to flow limits or yield stress the slurry tends to stagnate close to the vessel bottom, the walls and at any internals. The main mixing task therefore generally is not suspending of the solids but the homogeneous blending of the entire vessel volume. If not considered during the agitator design only a fraction of the vessel contents will be mixed. Therefore the knowledge of the slurry rheology as well as the variations in process parameters is vital to design e.g. storage or surge tanks. The integral mixing solution considers the motor power, the choice of the impeller type and number, the impeller diameter as well as the design of the baffles and feed and discharge positions.

This report summarizes the principles of safely working steep coal seam using longwall mining methods. It presents the state-of-the-art and identifies the problems which result from seam inclination. Details are given on foreign longwall faces achieving good records of safety and productivity when mining on 30 degree and 50 degree inclined seams. Recommendations for further research are suggested.

This paper highlights the electric power situation in Canada, and introduces brief explanation of the salient differences between electrical practice in the United States and Canada. The availability of bask energy in the two countries is touched on, also the hydro versus thermal outlook as applying to Canada. De-v2lopment of thermal-electric power is dealt with in some detail, followed by Canada's thermal-electric power requirements, present and future. The fuel requirements for steam-electric generating plant are assessed on the basis of a survey recently made, and the location and size of the major thermal plant operations are given. Fuel contractual obligations on the part ?of suppliers and consumers are mentioned. Finally, an opinion is expressed in regard to the types of f.uel in ?demand on a regional basis with emphasis on the need for coal in the several areas dealt with.

The objective of the US Geological Survey’s mineral deposit database project (USMIN) is to develop a comprehensive twentyfirst century geospatial database that is the authoritative source of the most important mines, mineral deposits, and mineral districts of the US. Since May 2017, the project has focused on critical minerals. Data for critical minerals that are produced as products are relatively robust, whereas data for critical minerals that may be recovered as byproducts are commonly of much poorer quality. Similarly, more is known about critical minerals that occur in conventional deposits than where those critical minerals occur in unconventional deposits. For example, rare earth elements occur principally in deposits hosted by alkaline igneous rocks, but there is potential for their production from phosphate rock mining, which is less documented. Lithium (Li) has been recovered from pegmatites and brines, but other Li-bearing deposit types have been delineated that may go into production. Cobalt may be produced as a byproduct or coproduct from a wide range ofmineral deposit types, whereas rheniumis a byproduct of copper ore. Significant opportunities for research exist that could help identify new sources of critical minerals, and may also help increase production and recovery from existing sources.

The principal purpose of this study was the development of an engineering and economic model of a hypothetical large-scale open pit gold mining operation. The guiding concept in developing the model was the idea that, through study of a number of such models, it would be possible to evaluate a mineral property and to make reasonable estimates of the benefits to be derived from research in mining and metallurgy. The model by use of a computer is able to produce results easily and quickly when cost factors are varied. Cost factors may be varied as a result of assumptions of improved technology or of assumptions of assuming different approaches or methods to accomplish a particular segment of the mining or processing operation. The discounted cash flow rate of return was used to measure the effect of changes in costs or expected revenue. In this study, assumptions based on past processing practices were made in an effort to reduce costs of processing the ore These assumptions were: (1) Eliminating the low-grade cyanide circuit; (2) reducing the quantity of material to be processed by screening after crushing; and (3) using a combination of assumptions (1) and (2). All three assumptions resulted in reduced capital investment and operating cost that caused substantial increases in the rate of return.
