The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. Exposure to whole-body vibration has been recognised as an occupational hazard in the mining industry, especially in the operations of earthmoving equipment. Managing whole-body vibration exposures requires periodic measurement of exposure levels to identify priority areas for implementing controls. However, due to different approaches to collecting exposure values, significant variabilities lie in the results. This systematic review is the first attempt to analyse whole-body assessment methods in the mining industry. The aim was to identify how whole-body vibration has been assessed, including the sources of variabilities to improve future research. The PRISMA methodology was adopted for the review and a total of 152 peer-reviewed journal articles were identified. However, only 24 were included in the review, following the application of some inclusion criteria. Descriptive and thematic analyses were performed on the 24 selected articles. Results indicate that whole-body vibration has been assessed as a function of either equipment characteristics, activity undertaken, operator characteristics, measurement approach or the assessment standards. Due to the multifactorial and dynamic nature of wholebody vibration exposures, the variabilities in results are due to the interrelationships between the risk factors of whole-body vibration and the differences in the sample sizes. To identify the sources of variabilities, a comprehensive assessment of all the risk factors, including equipment characteristics, road conditions, operator characteristics, and activity undertaken, is highly warranted. Finally, research gaps and directions for future research have also been discussed.

"Pilot plants for pressure hydrometallurgy represent special design and project execution challenges. Over the past twenty years, Zeton has designed and fabricated a variety of world-class pressure hydrometallurgical pilot-plant facilities, and this paper discusses design considerations and strategies related to such projects. Project execution methods are also discussed, and guidance is given for the selection of materials of construction and for the selection of appropriate pressure and temperature design points for pressure hydrometallurgical pilot equipment. The paper concludes with a discussion of the need for process similarity with future commercial operations and the realities of pilot-scale equipment.INTRODUCTIONThe process technology developer or owner and the designer/fabricator of a new pilot-plant facility are faced with some difficult technical choices even after the decision to build a dedicated plant has been taken. A pilot-plant project is usually on the critical path of a large commercial project involving investments many multiples greater than the capital cost of the pilot plant. Schedule savings in the design, manufacture, and commissioning of the pilot plant or in a rapid completion of the experimental program can be disproportionately beneficial to the overall development project. However, inappropriate shortcuts resulting in major oversights can be disproportionately problematic.A number of considerations and suggestions for both the project execution approach and the process engineering design of pressure hydrometallurgical pilot-plant facilities are presented as a guide for potential owners and operators of new pilot-plant equipment and facilities."

The optimisation of slope angles, that is to say, increasing them, compared to the original design is always the subject of analysis of stability for geotechnical engineers and economic analysis for planning engineers. Questions to be answered include: What is the acceptable risk? What factor of safety? What probability of failure or reliability? The Rosario Open Pit has a history of failure, poor quality rocks and high pore pressures. It was decided to deepen the pit below the programmed design to test the practicality of different design approaches, which if successful, could be used to improve the economics of mining at Collahuasi. The revised slope design has factors of safety in the range of 1.0 to 1.2, probabilities of failure of ten to 38 per cent, and increased slope angles of between 3¦ and 5¦ with respect to the original design. The pit deepening with these design slopes will deliver an extra two million tonnes of ore which will have a significant positive impact on mining economics.

Of the 50 or so most often utilized industrial minerals, more than two thirds are, or have been, produced in the western states of Arizona, Colorado, Idaho, Kansas, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming. Some commodities, such as natural aggregate, currently are produced in all 13 states; others such as beryllium and iodine are produced in only Utah and Oklahoma, respectively. Together, the 13 western states make a significant contribution to the US industrial minerals industry.

The loading characteristics of gold-bromide species onto activated carbon were evaluated using a batch system. The overall loading of gold onto activated carbon was rapid for the first few hours, but it continued without cessation as a result of the reduction of gold. Therefore, conventional equilibrium considerations were not applicable. Although loading continued slowly after several days, an abnormally high, loading capacity value of 10-12 meq/g carbon (650-800 kg Au/t) could be attained in 72 hours. The loading of gold-bromo species by activated carbon was by the mass transfer of (AuBr4)- species to the external surface to be reduced to metallic gold by carbon. Elution of gold from loaded carbon was feasible provided the carbon had not been loaded to high capacity values. If loading is carried to high levels, complete elution becomes impractical, and the gold may be recovered by ashing the carbon. For the high loading capacities observed, this option would appear to be cost effective. The effect of several variables on the loading capacity of the activated carbon for gold-bromo species is discussed.

Perlite is rhyolitic glass with 2 to 5 percent by weight (wt.%) bound water held within the silicic-glass structure. It is often distinguished by vitreous, pearly luster and concentric perlitic fractures ("onionskin"). Occurrences worldwide are associated with Tertiary to middle Quaternary volcanic rocks. Perlite is in silicic domes, plugs, laccoliths, flows, vitric tephra, chill margins of dikes and sills, and welded ash-flow tuffs. It is a hydrated volcanic glass formed through secondary alteration of obsidian by the incorporation of water into the glass/silica structure. Post-emplacement hydration (weathering) of cooled glasses by meteoric water is the principal alteration process, but some hydration by magmatic or meteoric water during or shortly after emplacement, or hydration by water exsolved during cooling may occur. Commercial "perlite" is any volcanic glass that expands or "pops" when heated quickly to plasticity while evolving steam and thus forming a lightweight, frothy material. The expansion temperature typically ranges from 1,100 to 1,500°F. An expanded volume increase of 10 to 40 times the original volume yields expanded densities of 1.5 to 11 pounds per cubic foot (lbs/ft3). Perlite is mined by eight companies at 10 operations in six western states. New Mexico accounts for more than 80% of the total tonnage mined. The rest comes from Arizona, California, Colorado, Idaho, and Nevada. In 1992, domestic production was 571,000 short tons (st), domestic apparent consumption was 591,000 st, and the value of crude perlite was $15.3 million. In 1991, with about the same production and price of crude perlite, the gross value for expanded perlite was $101.7 million. Perlite exports in 1992, primarily to Canada, are estimated an 30,000 st; and imports, from Greece, are an estimated 50,000 st. In 1992, 70 plants in 33 states expanded crude perlite. Construction uses of expanded perlite accounted for 66% of total domestic sales. Expanded perlite used as filter aid accounted for 15%. All other markets, including use as a filler and in agriculture, accounted for 19%. Leading states for expanding perlite, ranked by order of sales, were Mississippi, Pennsylvania, California, Illinois, and Georgia. Domestic perlite encounters transportation disadvantages in some areas of the eastern United States compared to perlite imported from Greece. However, western U.S. perlite exports to Canada offset this in large part, and net import reliance for perlite is about 3% of domestic consumption. Perlite grab samples were tested at the New Mexico Bureau of Mines and Minerals Resources (NMBMMR) for their basic suitability in horticulture, construction, filter aids, and fillers/extenders using Perlite Institute techniques modified by the NMBMMR. Most commercial perlite ranged from 2.5 to 3.0 wt.% bound water for all major types (classical, granular, and pumiceous). Expanded density varied widely, but the lowest density of 1.9 lbs/ft3 was for granular. Average brightness of expanded perlite was 47.6 to 69.3%. Nonexpansibles, commonly obsidian or "dead" perlite, ranged from 18 wt.% to less than 1 wt.%, with granular perlte generally the lowest. Compacted density was not related to either perlite type or nonexpansibles present. Sieve analyses of the -50+100 mesh product showed that, in general, pumiceous perlite produces more fines and classical and granular perlite average 60 to 80% -30+100 mesh after expansion. Samples were tested for crystalline silica that ranged from below the detection limit of 0.5 wt.% to nearly 0.2 wt.%, but most tested below 0.5 wt.%. Although quartz content can be lowered in the expanded product by the expansion process, producers can further lower crystalline silica in the product by mixing low-quartz crude with high-quartz perlite before expansion. Chemical analysis by x-ray fluorescence confirms the rhyolitic composition of perlite, but indicates that surface weathering may increase the concentration of some elements, such as potassium and calcium, by infilling cracks or fissures developed during or after perlite emplacement.

DREAMS do come true at times, although it is evidently better to believe in engineers than to "believe in fairies" if most dreams are to be translated into fact. It was a fine dream that David H. Moffat had when he projected a railway directly west from Denver; a dream of opening a new empire in northwestern Colorado, and of quickening transportation from the Middle West to the Pacific slope. But Moffat had been a miner and had become a banker. He knew that dreams, untranslated into works, benefit no one and pleasure only the dreamer, so he employed an engineer, H. A. Sumner, to study and plan the route to be followed by the rails. Previous main lines had run to the north, the Union Pacific, or the south, the Santa Fe. The Denver and Rio Grande, it is true, wriggled its way bravely across Colorado but, in order to reach a point 74 miles in an airline west of- Denver, travelled 281 miles following two canyons and crossing Tennessee Pass at 10,240 ft. Recent highly publicised incidences of disastrous containment failures, none more pertinent than the 2019 iron ore tailings dam failure in Brumadinho, have focused the world’s attention squarely on the often-challenging subject of tailings storage. Unwanted ultrafines, that are deemed to be unworthy of further treatment or not to have further saleable value, are therefore a significant issue for mine owners looking to reduce risks and perceptions associated with long-term storage of tailings. In this context, there are strong drivers to identify safer approaches to ultrafine tailings management, especially if it can also lead to increased revenue, together with better water stewardship and environmental outcomes. The better management of tailings needs to be considered from both containment challenge and processing opportunity perspectives. This paper focuses on the latter, reviewing from a technical and economic perspective, the feasibility of more extensive processing and/or reprocessing of specifically iron ore tailings, in a bid to reduce the overall volume for management in long-term storage. Herein the opportunity lies in recovery processing, as much as enhanced thickening and/or mechanical dewatering, and therefore the paper discusses both issues as equally important sides of the same coin. Recent interest in iron ore ultrafines processing and reprocessing studies suggests that the enhanced processing of iron ore tailings offers multiple perceived advantages. Apart from a potential reduction in tailings volume, associated with safer containment, lower environmental impact and improved water management, the prospect of increased revenue from additional Fe recovery presents supplementary motivation for iron ore players to embrace this approach, as further elaborated in this paper.

"'Optimisation' has become a catchcry among many mining companies looking to tell the market how mining businesses will be improved and shareholder value increased. Consequently, the term 'optimisation' has been adopted by many service providers as they look to assist mining companies in achieving their objectives. But the explosion of services and products being offered with the label 'optimisation' has created some confusion. Mining companies ask for help in 'optimising' and service providers offer their assistance because they have a product that has the word 'optimisation' in its title. This is of course an over-simplification, but not by much! The authors' discussions in recent years with both mining companies and service providers have uncovered a number of very different definitions of optimisation.This paper provides a framework for identifying the scope and approach of different mining optimisation products and services, particularly the distinction between optimisation of components of the operation and the business as a whole. The different types of business optimisation are discussed, highlighting the failings of the mining industry's typical approach of strategy selection (as opposed to strategy optimisation). Mining business optimisation is discussed as a wicked problem, with the implication of this on how strategy optimisation models should be used and what the objectives of a business optimisation study should be.Case studies are also included to illustrate how fully flexible strategy optimisation models have been applied to assist decision-makers understand the impacts of changes in one part of the operation on the whole mining and treatment process, from geological models to the sale of product to customers.CITATION:Kahler, D B and Hall, B E, 2016. "There is only one noun that can express your idea, only one verb that can set that idea in motion, and only one adjective that is the proper epithet for that noun." Let this be your motto. The engineer tries to be exact in all his measurements; he should measure his language with similar exactness. The technical term is a word of precision. It is not only precise, it is a word-saver. To the unscientific the earth is "a ball slightly flattened at the poles, something like an orange". To the scientific it is "an oblate spheroid". A similar contrast between the precision of the technical term and the vagueness of common words is afforded by a conversation between Ivanhoe and Rebecca: "' What device does he bear on his shield?' asked Ivanhoe. 'Something resembling a bar of iron, and a padlock painted blue on a black shield.' 'A fetterlock and shacklebolt azure', said Ivanhoe "-using the technical terms of heraldry. It is good style in writing, however, to adapt your manner of expression to the intelligence and experience of the person or persons to whom the writing is addressed. The description of a mine should be worded differently according as it is intended to inform a mining engineer, a director, or a bishop. REMEMBER THE READER. It is as incorrect to write in a technical way for a non-technical reader as to write in a popular way for a technical or scientific reader. That style is best which enables the writer to place himself in the closest mental touch with his reader, to establish the maximum of sympathetic understanding. The potential of hydrogen peroxide explosives was introduced to Thomas Gustavsson and Robert Håkland by Dr Miguel Araos through his development of hydrogen peroxide gel compositions (HPG). In 2020, Thomas and Robert developed a concept project with Boliden Minerals and received Swedish government funding to evaluate HPG technology in a mine environment. The project showed HPG reacted violently with mine mineralization and concluded that HPGs did not offer a commercial solution due to safety concerns. Thomas and Robert engaged with Stefan Nilsson to develop hydrogen peroxide emulsion (HPE) compositions and the process techniques to manufacture them. In 2021, laboratory work produced a promising low carbon intensity, nitrate free, ammonia free, emulsion formulation based on industrial grade hydrogen peroxide and a fuel-emulsifier phase. Design and construction of an HPE pilot plant and underground charging unit commenced. The manufacture of hydrogen peroxide emulsion shares several similarities with the production of nitrate-based emulsions in that the plant is a facility to blend a strong oxidizer solution with a liquid fuel phase into a finished emulsion. A key differentiator between HPE and nitrate-based emulsion is that the manufacture of HPE is a cold production technology in that neither the oxidizer phase (HP) nor the fuel-emulsifier phase requires high temperature heating to prepare raw materials. A successful proof-of-concept HPE evaluation ran from April 2022 to October 2022 at Boliden’s Kankberg underground mine in Sweden. This evaluation demonstrated HPE technology's safety, performance, production, handling, and indicative environmental benefits.

Factors now accelerating the trend to larger concentrators and larger equipment units are reviewed. After almost 40 years of stability with unit sizes less than 100 cu ft, 200 and 300-cu-ft flotation-cell units are now operating and a 500-cu-ft machine is being built. The design of these cells is considered, as is the design and operation of flotation circuits against the background of the need to achieve greater process efficiency while holding down operating and investment costs. Particular attention is paid to the scale-up problem. With the newer cells having five to ten times higher unit capacities, the advantages resulting from this in sampling, mill operation nnd control, testing and plant layout are indicated, as well as the broad direction for changes in the overall design of 50,000 to 100,000-tpd concentrators. A comparison is given of the available larger cells of U.S. manufacture with analysis of differences and similarities. After almost 60 years of application in this country, froth flotation is still by far the most important process for concentrating metallic ores as well as a number of nonmetallic ores including fluorspar, phosphate rock, and potash. Its use on iron ores and coal is increasing. In the metals groups, the largest plants and the greatest progress are found in copper and molybdenum mills, and the section of this paper that deals with applications will be found most pertinent to that field. During its long reign, the flotation process has passed through several phases of evolution and has achieved progress in economy, efficiency. and simplicity of operation. Much of today's success in the flotation of low-grade ores can be attributed to that progress. Even more important to us than our ability to cope with today's conditions are tomorrow's problems, which we can contemplate with some prescience and confidence. Our annual production of copper, lead, zinc, and molybdenum—to mention only the most important metals occurring in the U.S. as sulfides- must be held at a high level in the face of a declining grade of ore. It is probable that the tonnage of such ores mined and processed will double in this country before the turn of the century. Not only will many of the existing flotation mills be enlarged again and again, but larger mills will be built here and abroad to meet our needs. At this moment, in fact, there are at least three proposed new foreign mills or expansions that envision 100,000-tpd milling rate on copper ores. Table 1' shows the trend in copper ore grades in U.S. in recent years. Table 2' shows the projected annual growth rate of consumption 1966-1985. A study by one of the authors 25 years ago showed that of 32 copper mills in North America with more than 100-tpd capacity, only eight had capacities exceeding 10,000 tpd. The average for these eight was 25,000 tpd. These included the three giants of that day, Magna, Arthur, and Morenci; the other five averaged a little over 10,000 tpd. Today instead of the eight mills with capacities exceeding 10,000-tpd capacity we have 25, and the mill with less than 1000-tpd capacity is fast becoming extinct. Much less range is found in lead and zinc mills, which are still generally small except for the few with over 1000-tpd capacity in Missouri, Utah, and Idaho, and a few zinc ore mills in the same size category. Molybdenum and potash operations are the fastest growers in North America today, but when one considers the projected increase in consumption of copper together with the projected decrease in grade of ore (3% annually), he can foresee that copper ore milling will soon lead the list. Technological improvements to meet the challenge of lower-grade ores have taken the wholly predictable path toward bigger equipment. In mining, shovels, draglines, scrapers, and trucks have led the way; in ore processing, we have seen a rapid increase in size of grinding mills, flotation cells, and pumps. Twenty-five years ago, for example, the 10-ft-diam ball mills treating 2000 tpd at Morenci were considered the giants, but today some grinding mills in similar service have five times that capacity. "Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. Explosion-resistant seals in underground coal mines isolate the environment within the sealed area from the active workings of the mine. The current United States Title 30 Code of Federal Regulations (CFR) requires these seals to be constructed of solid concrete blocks. The CFR also allows for alternative methods or materials to be used to create a seal if they can withstand a static horizontal pressure of 138 kpa (20 psi), provided the method of installation and the material used is approved in the ventilation plan. The purpose of this report is to identify those explosion-resistant seals that have been tested and meet or exceed all the requirements of the CFR.

This is the final report on a research program to develop a pilot plant gasifier for slagging gasification of lignite at high pressures and to obtain process data under various operating conditions. An operable pilot plant was developed, and the test results show that lignite is well suited for the process. Tests were run at pressures from 80 to 400 psig, and the results indicated that pressure had little effect on gas composition or the material requirements per unit gas produced. Gas production rates as high as 26,000 scfh/sq ft of reactor area were obtained at 300 psig, but limitations on auxiliary equipment prevented full-capacity operation at 400 prig. In several tests lignite having a 37-percent moisture content and 2,500° F ash-fusion temperature was successfully gasified. Refractory materials were found to have a short life in contact with high-temperature slag, and a water-cooled taphole was developed. Exploratory tests with coking coal were unsuccessful.
