In January, 1964, three years of laboratory and pilot plant test work reached its culmination. The San Manuel Div. of the Magma Copper Co. switched its molybdenite extraction circuit from the sodium hypochlorite-ferrocyanide process to the new process described in this paper. The San Manuel Div. Concentrator of the Magma Copper Co. is located near San Manuel, Ariz., approximately 45 miles northeast of Tucson. The concentrator treats approximately 35,000 tons of ore per day containing about 0.85% copper and 0.025% molybdenite. The San Manuel ore body is a disseminated copper deposit in quartz monzonite and quartz monzonite porphyry. The primary copper mineral is chalcopyrite; minor amounts of chalcocite, bornite and covellite are also present in varying degrees. Pyrite makes up somewhat more than half the sulfide content of the rock. The molybdenite is nearly always found on fracture faces or associated with quartz veinlets.' On January 9, 1964, the sodium hypochlorite-ferrocyanide process that had been used for molybdenite recovery was replaced by the following process: 1) A conditioning step with hydrogen peroxide, sulfuric acid, sodium cyanide and zinc sulfate. 2) A two stage rougher flotation step with stove oil and sodium ferrocyanide. 3) One cleaning step with sodium ferrocyanide. 4) One cleaning step with sodium hypochlorite and potassium ferricyanide. 5) Four cleaning steps with an anti-foam Exfoam 636 and potassium ferricyanide. COPPER CONCENTRATOR Since molybdenite recovery is closely allied with previous steps in the operation, the copper concentrator will be briefly described first. The ore is ground to approximately 5% plus 65-mesh and 65% minus 200-mesh in a two-step grinding circuit consisting of rod mills in open circuit and ball mills in closed circuit with rake classifiers. A straight forward rougher circuit producing only one concentrate is used. The rougher concentrate is combined with the discharge from the regrind ball mills and is then cycloned, with the overflow going directly to the cleaner circuit and the underflow going to the regrind mills. The feed to the cleaner circuit is approximately 90% to 94% minus 325 mesh. The cleaner circuit consists of two stages in which the tailing from the final cleaner stage is returned to the primary cleaner and the primary cleaner tailing is returned to the rod mill discharge at the head of the circuit. Approximately 0.013 lb of the allyl ester of amyl xanthate (S-3302) per ton of ore is added to the rod mills and approximately 0.006 lb of sodium isopropyl xanthate (2-11) per ton of ore is stage added down the rougher banks. The frother used is methyl iso-butyl carbinol (MIBC) and it is added at various points in the grinding and the rougher flotation circuits. Lime is added to the ball mills and/or to the rod mills to maintain the desired pH in the rougher flotation. The rougher flotation has been operated at various pH levels between 10.5 and 11.5. Fuel oil is added in the regrind mills at a loading of approximately 0.01 lb per ton of ore. Factors Which Directly Affect Molybdenite Recovery: It has been found at San Manuel that, to obtain maximum molybdenite recovery, an oily type flotation collector must be added in the grinding circuit. When molybdenite is crystallized in the characteristic platy form, which appears to be the case almost all of the time at San Manuel, its surface has a greater tendency to adhere to oils than water. 2 Of the several oily type collectors available on the market, the allyl ester of amyl xanthate seems to be the best molybdenite promoter. The floatability of San Manuel's molybdenite does not appear to be affected, at least up to a pH of 11.5, by lime. It has been reported that at several plant operations high lime alkaline circuits have adversely affected the molybdenite recovery.3,4 It has been found through microscopic studies that the bulk of the chalcopyrite will float before the molybdenite in both the rougher and cleaner circuits. The main purpose of present study was to characterize the dissolution of uranium from low-grade black shale with indigenous isolated strain of Acidithiobacillus ferrooxidans (BSAF-01). The nature of shale is quartzite-schistose and contains uranium content of 0.005% U3O8 (50 ppm U3O8). Uranium is present in the tetravalent oxidation state (U4+) in the shale matrix. The main minerals identified are graphite, quartz, pyrite, mica minerals (phlogopite, biotite, sericite, and chlorite), microcline, K-feldspar and kerogen (hydrocarbon-compounds). Bacterial oxidation of pyrite was an acid-generating system and produced sulfuric acid and ferric sulfate during this biological phenomenon. A series of bioleaching experiments were conducted in shake flasks for leaching of uranium from black shale. The leaching experiments were performed at 50% pulp density using indigenous Fe- and S-oxidizing bacterium (Acidithiobacillus ferrooxidans). Bioleaching data revealed that about 90% ~ 95% U3O8 was leached out from black shale ore. Uranium dissolution from shale depends on pH (pH 1.5~1.9), redox potential (=500 mev) and the concentration of Fe2+ and Fe3+ ions in the leaching environment. The oxidative leaching of U4+ involves a redox reaction with Fe3+ as an oxidant and bacterial re-oxidation of Fe2+ in acidic leaching environment. Uranium leaching efficiency was attributed to the sulfuric acid and ferric sulfate production during bacterial oxidation of pyrite.

At the Huasco Pellet Plant of Compa±fa de Aceros del Pacffico, Chile, the production of iron concentrate suitable for pellet feed from a low-grade iron ore was technically evaluated. In this study, three treating schemes including comminution, magnetic concentration and flotation in pneumatic cells were tested. The best results were obtained at the laboratory scale by flotation technique using Lilaflot D 817 M as the collector without using any depressant. The operational parameters were determined including pneumatic flotation, and three circuits, two including magnetic pre-concentration, with the low-grade iron ore. The best results were obtained by size reduction at 80 per cent under 325 Tyler mesh, three steps of magnetic concentration and three steps of flotation in pneumatic cells. The magnetic concentrate contained 63.02 per cent of iron and 6.6 per cent of silica, and after the pneumatic flotation the iron content increased up to 70.18 per cent and silica decreases to 1.07 per cent with 78.78 per cent of iron recovery at a weight recovery of 31.89 per cent. Therefore, it is possible to use low-grade iron ore to produce pellet feed from magnetic concentrates by using reverse iron flotation in pneumatic cells.

INFLAMMABILITY OF GASES AND VAPORS4/ Determination of the Explosion Hazards of Combustible Gases and Vapors Found in Mines and Industries The Explosives Division maintains, at the Pittsburgh Experiment Station, a laboratory specially equipped for the determination of the explosion hazards of combustible gases and vapors. Of particular importance, is the determination of the chemical composition within which explosions may occur and beyond which there is no danger of explosion, combustion or inflammation. These limits, known as the limits of inflammability, as determined by this and other laboratories, have been compiled in Bulletin 279 of this Bureau. The last revised edition (1931) of this bulletin has been exhausted. Since it was published, the Pittsburgh laboratory has determined the limits of about 40 combustibles and has ascertained more precisely ant accurately many previously published limits.

Gold and precious stones were mined in Egypt in prehistoric times. This mining, carried on at intervals, extended over thousands of years, until about 1300 A. D. Then ensued a dormant period of several hundred yoars. In the mean- time Europe made great rogress in mining practice, metallurgy, and geology and sent out various expeditions during the nineteenth century to investigate ancient mines. But the exploratory work produced no material results, and not until the beginning of the present century did actual mining recommence. The reopening of old gold mines in Rhodesia aroused interest in London and Paris, and these cities provided the capital necessary for the investigation of the ancient minee in West Africa and Egypt. Speculation resulted in the division of most of the uncultivated area of Egypt and the Sudan into huge concessions, and a number of expeditions were made; but after an unprecedented activity in West Africa, roaction set in, and the flow of capital ceased. The generation of steam for drilling operations has visually been accomplished in the past by the use of portable locomotive-type boilers without the aid of auxiliary equipment or advanced for economizing fuel or water consumption. This has been due primarily to the fact that the steam-generating plant of a drilling well must necessarily be of temporary and portable design, and the amount of steam generated has not been considered sufficient to justify the additional expense necessary to obtain more economical operation. However, with the constantly increasing depth to which oil wells are being drilled and the use of larger and heavier equipment, the steam requirements have reached a point where equipment and methods that were previously considered as applicable only to permanent plant installation can be and are being used to a decided advantage by the more progressive operators. As an example of the present-day requirements and the rapidly increasing steam consumption in rotary drilling, a comparison between the requirements during the intensive drilling period in the Seminole end Oklahoma City fields of Oklahoma is of interest. In the Seminole field. There the approximate depth of rotary drilling was 3,500 feet, the general practice was to use three 85 to 90 or 100 horsepower A. P. I. code boilers operating at a working pressure of 175 to 200 pounds per square inch. The fuel end water consumption was approximately 450 to 500 thousand cubic feet of gas and 700 to 750 barrels of water per day. In the Oklahoma City field, where the average drilling depth is approximately 6,500 feet, the general practice is to use either four 100 or 116 horsepower or three 123 horsepower A.P.I. code boilers, operating at a pressure of 250 pounds per square inch. The fuel and water consumption varies from 550 to 750 thousand cubic feet of gas and from 1,000 to 1,500 barrels of water per day.

Yellow phosphorus (YP) has been commercially produced since the 1920s. First in the USA by the Tennessee Valley Authority (TVA), next in Russian (Kazakhstan) in the 1950s, and finally in China in the late 1970s and early 1980s. There are operations in Vietnam and Sarawak on a smaller scale. YP has become very in vogue due to its use in the production of lithium iron phosphate battery cathode precursor materials by the Chinese and other western battery manufacturers. The YP is also used to produce purified phosphoric acid and higher grades of acid using a thermal oxidation process after smelting. This paper will look at the basics of the smelting including slag chemistry, alloy chemistry and offgas chemistry. The paper will look at the design of the furnaces used in the YP production process as well as the downstream recovery of phosphorus from the smelter off-gas stream to YP. The next part of the discussion will focus on the operations of a YP smelter with regards to control of the furnace to optimise phosphorus recovery to YP. Will discuss tapping cycles for alloy and slag with a view to optimal phosphorus recovery. The discussion will close out with a review of operational challenges in the smelter and a brief description of the downstream conversion of YP to high purity phosphoric acid.

Alkyl hydroxamic acid was shown to be a suitable collector for the flotation of pyrochlore from carbonatite niobium oxide ores. In the direct batch rougher flotation from the ore without desliming, over 85% of the pyrochlore can be recovered at about 30% mass pull. Cleaner flotation tests showed that the rougher concentrate can be upgraded. The adsorption mechanisms of octyl hydroxamic acid (OHA) were studied by using high purity pyrochlore and calcite mineral samples and employing analytical measurements such as Fourier transform infrared spectroscopy (FTIR), X-ray photoelectron spectroscopy (XPS) and UV/VIS spectroscopy. FTIR showed a shift of the vibrational frequencies of the carbonyl group in hydroxamic acid after adsorption on pyrochlore and calcite, and the shift was more pronounced on pyrochlore. XPS results indicated a lowering of the binding energies (chemical shift) of Nb3d5/2 and Ca2p3/2 electrons on pyrochlore, and the lowering of the binding energies of Ca2p3/2 electrons on calcite, again with the shift being more pronounced on pyrochlore. The results indicated hydroxamic acid formed stronger complexes with pyrochlore than with calcite. Adsorption isotherms indicated that OHA adsorbed more on pyrochlore than on calcite at low concentration. At high concentrations, the adsorption densities on both minerals were similar. All results explained the observed selectivity of the reagents in the flotation of the carbonatite niobium oxide ores.

This paper is based upon a review of studies of mostly Canadian mining companies in Chile, northern Canada, Tanzania, Guatemala, Ghana, Sierra Leone, and the Democratic Republic of Congo. In spite of often well-meaning efforts most mining firms produce wealth in developing areas that largely benefit those immediately involved, sometimes neighboring communities, and often those in the governing strata. Typically mining takes place in enclaves and fosters enclave development, rather than the kind of inclusive wealth development favored by the recently UN published Inclusive Wealth Report. One way by which mining operations can foster more inclusive wealth development is to adopt much broader approaches towards the construction of the various physical and social infrastructures ? roads, water, electricity, health services, schools, security ? required for their own operations by collaborating with diverse regional, provincial, and/or national agencies and businesses to develop these infrastructures for larger populations and areas beyond the immediate sites where they are operating. Established mining firms can also foster more inclusive wealth development by establishing more formal, collaborative relationships with artisanal miners.

"HPGRs (high pressure grinding rollers) have demonstrated higher energy efficiency than conventional comminution equipment due to their application of particle-bed breakage mechanism. In the past decades, a large number of studies have been conducted to understand the characteristics of particle-bed breakage, however, few of them concerned the difference between single-particle and particle-bed breakage in compression comminution. This comparison is able to demonstrate possible advantages of particle-bed against single-particle in a breakage event due to the isolation of the effect of force loading mechanism. The present study investigated progeny fragment size and energy efficiency of these two breakage methods at variable energy inputs and particle sizes. The results show that at low energy inputs of around 0.25 kWh/t, the numbers of fines resulting from the two breakage methods are very similar. However, at higher energy inputs of around 1.0 or 2.0 kWh/t, particle-bed breakage generated significantly more fines. From the perspective of newly generated surface energy, particle-bed breakage is obviously more energy efficient than single-particle breakage at energy inputs between 1.0 and 2.0 kWh/t. It was also found that HPGRs demonstrate high energy utilization rate in generating new surface energy within their typical range of specific energy input. INTRODUCTION Rock comminution is an important and energy-intensive process in mining operations. Nowadays, decreasing head grade and mineral liberation size of ore deposits greatly increase the energy cost of comminution process. HPGRs have been successfully applied in the mining industry to improve the energy performance of comminution circuits. Typically, 10 to 30% of energy saving can be achieved due to the application of HPGR (Wang et al., 2013; Casteel, 2005; Günter et al., 1996)."

Intensive resource extraction, in the form of multiple mining operations, presents significant assessment and management challenges for resource developers, governments, community and the environment. Cumulative impacts, ie the successive, incremental and combined impacts (both positive and negative) of an activity on society, the economy and the environment, can place significant pressure on social, economic and environmental capital and render conventional mine-by-mine approaches to management ineffective. Cumulative impacts can be what are most important to environments, communities and economies surrounded by multiple mining operations because cumulative impacts are what they experience. There is much to gain from increased consideration of cumulative impacts. Unmitigated impacts have the potential to delay or even prevent expansion of mining in existing and prospective areas. On the other hand proactive management of cumulative impacts can benefit regional environments and communities and contribute to the industryÆs social license to operate. Resources are often not the limiting factor to better cumulative impact management. More effective coordination of existing resources may go a long way toward mitigation and enhancement, and better planning and assessment may help avoid impacts and exploit opportunities for efficiency gains through reduced duplication. In this paper we draw from working examples to present five practical assessment and management strategies applicable to resource companies to enhance positive, and avoid and mitigate negative, cumulative impacts. The strategies are presented based on their capacity for achieving outcomes, ease of implementation and cost effectiveness and are drawn from a multi-year study on the assessment and management of cumulative impacts in the Hunter Valley, New South Wales and a follow-up study to improve cumulative impact assessment and management practice in the Australian coal mining industry, both reported elsewhere.

"The relevancy of complex minerals treatment is constantly increasing taking into account mineral resources depletion. Different refractory ores and concentrates, oxidized and polymetallic ores, as well as metallurgical products (slags) can be assigned to such mineral type. The treatment of such products via conventional flowsheets requires considerable capital and operational costs and does not always provide high recovery level of valuable components into a saleable product. Therefore, considerable amount of ores and metallurgical products are not treated, or treated inefficiently. One of the most promising approaches that allows economic treatment of refractory products is their ultrafine grinding down to 5-20 µm with subsequent processing or hydrometallurgy. Horizontal bead mills - the IsaMillTM, developed by Xstrata Technology, received their wide application in mining industry. Standard testing is performed under laboratory conditions in an M4 IsaMillTM (volume - 4 liters) to define the parameters of fine grinding. This mill completely simulates the operation of full scale industrial mills up to 50 m3 in volume (up to 8000 kW motor). The paper describes fine grinding technology performed in bead mills, and the importance of testing according to a certified method for industrial equipment selection. The paper contains description of promising directions of fine grinding technology application for several projects in Russia and Kazakhstan."

To determine the feasibility of removing nonferrous metal impurities from automobile scrap by thermal treatment in a rotary kiln, the Bureau of Mines conducted four series of tests with synthetic scrap mixtures heated at various temperatures under oxidizing and reducing conditions. The treated scrap mixtures were melted in an electric-arc furnace and cast into small ingots for impurity evaluation. Analyses showed that the ingots were essentially free of residual metal impurities except for copper. Test data indicated that in an oxidizing atmosphere the percentage of copper removed increased with treatment temperature. Percent of copper removed in a reducing atmosphere was found not to be temperature dependent. A significant finding was that copper was embrittled under some of the operating conditions and was mechanically removed by fragmentation.

The northeastern United States embraces that area of the Appalachian Mountains, and adjacent territory, beginning on the south at the Potomac River. It thus extends from the flat-lying Paleozoic terrane of the Appalachian plateau on the west, across the folded Paleozoics of the Great Valley and adjacent ridges (Paleozoic and Precambrian), over the Piedmont and New England metamorphic complex (mixed Paleozoic and igenous rocks), broken by the great Triassic rift remnants, onto the subdued coastal plain of Cretaceous and Tertiary sediments. Although not noted as a metal mining region, the area does contain numerous substantial and several outstanding mines, chiefly of the more prosaic metals, particularly iron, zinc, and copper, as well as many minor occurrences of these and a few additional items. These deposits occur to some extent in every subdivision of the area. The region to date (1966) has produced almost 500,000,000 tons of medium to lowgrade iron ore, especially magnetite, including ilmenitic magnetite; 50,000,000 tons of highgrade zinc ore; and 5,000,000 tons of lowgrade copper. In the past, it has yielded small amounts of chromite and nickel, and at present is a large producer of titanium. Precious metals are conspicuously absent, and so also are the Tertiary or Mesozoic igneous phenomena so commonly associated with mines of the West. Hence, a survey of the extensive mineralization · of this region should be instructive

"The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as Superfund, mandates evaluation of remediation alternative using nine criteria: (1) overall protection of human health and the environment, (2) compliance with ARARs (applicable or relevant and appropriate standards), (3) long-term effectiveness and permanence, (4) reduction of toxicity, mobility or volume, (5) short-term effectiveness, (6) implementability, (7) cost, (8) state acceptance, and (9) community acceptance. Many states have adopted these or similar criteria for remedy selection under state laws. Although not explicitly addressed in the CERCLA criteria, consideration of sustainability can be incorporated into these criteria. This paper explores how sustainability can be evaluated for remedy selection using the CERCLA criteria. INTRODUCTION Sustainability considerations can be incorporated into all phases of site remediation: • Site investigation (remedial investigation). • Remedy selection. • Remedial design. • Remediation construction. • Operations, maintenance, and monitoring. This paper focuses on remedy selection. Many have looked at remedy selection using sustainability criteria. However, CERCLA and corresponding State programs require remedy selection using mandatory criteria. This paper shows how sustainability can be explicitly considered using the mandatory criteria. REVIEW OF CERCLA CRITERIA First, we review the definitions of the CERCLA criteria. We then explore how sustainability criteria can be fit into the CERCLA criteria. Overall Protection of Human Health and the Environment This criterion addresses the degree to which each alternative is protective of human health and the environment, considering both long-term and short-term risks. Overall protectiveness is a ""threshold"" criterion, in that alternatives that do not achieve adequate protection of human health or the environment are eliminated from further consideration. Evaluation of this criterion is derived from the evaluation of the other criteria (e.g., long-term effectiveness and permanence, and short-term effectiveness). It is not an independent criterion, but more a summary of the overall evaluation."

COMMERCIAL strip mining of coal was first begun in the state of Illinois in 1911.1 The annual tonnage of coal produced from coal strip mines in the state was very small until 1924, when the strip mines shipped 1.68 pet of the total state shipping mine tonnage. Since then, strip mines have gradually come into their own by producing a sizable percentage of the coal produced in the state. Table 1 shows the coal tonnage shipped from both underground and strip coal mines in the state of Illinois for selected years. The table illustrates the major role that strip mines play in the state's coal industry. Today, strip mining is generally conducted in areas where the coal seams lie so close to the surface of earth that a stripping method of mining the coal seam is cheaper than an underground method. Strip mining not only recovers 100 pct of the coal deposit, but may also be used as a method of mining large acreages of coal abandoned by the closing of underground mines.

Estimation techniques such as polygonal, triangular prism, trapezoid, isopach maps, and inverse distance methods are often used in ore or industrial minerals deposit evaluation. These techniques do not express the variability of the deposit and do not allow a determination of the reliability of the estimates. However, geostatistical methods can express a measure of the error associated with the estimates, by finding weighting coefficients for a given mining block, and can also help with data configuration that minimizes the error. This work addresses an application study on the quality and reserve characteristics of the cement raw materials of the Adana Cement Factory in Adana, Turkey, based on the spatial distribution and variability of the chemical components (Si02, CaO, A1203, Fe203). The study has been carried out using a geostatistical procedure that is useful for site assessment, characterization, and monitoring situations where data are collected spatially. Directional and omnidirectional experimental variograms of the cement raw material variables showed that neither strong geometric nor severe zonal anisotropy exists in the data. The most evident spatial dependence structure expressing the continuity for omnidirectional experimental variograms were characterized by exponential and spherical variogram models. These models have been used in cross¬-validation analysis, which proved that these models, their parameters, and kriging parameters are applicable for the study area. Quality contour maps of the deposits at given levels underground were estimated using a kriging interpolation technique. Anomalies such as bullseyes and drift were not observed in the maps that were generated. Kriged maps showed the spatial distribution of quality continuity and variability of the deposits. Grade-tonnage curves and total tonnage estimates in the particular grade were determined using ordinary kriging in order to improve the mining operation and planning. Consequently, local uncertainty and the probability of extreme values occurring are tools of prime importance for the mine planning, the optimum mix of raw materials coming from different quarry stopes.

INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores, such as cobalt, platinum, gold, silver, etc. Flotation of metal sulfide ores has been successfully practiced at the industrial scale for more than 50 years. It is the relative technical/economic ease of floating metal sulfide minerals that has been a major driving force behind the rapid expansion in the supply/demand of metals over this 50 year period. It is estimated that 1.6 billion tons of feed sulfide ores are processed each year in the free world based on the froth flotation process, Klimpel (1987) and the manufacture/use of associated chemical reagents is a major portion of the 1.5 billion dollars (U.S.) free world mining chemicals business, Klimpel (1988b). The use of froth flotation appears to be increasing partially due to the ever decreasing feed grades and liberation sizes of the feed minerals. Froth flotation has shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a variety of equipment configurations. Such operations exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the widely used mechanical flotation cell is scalable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required -- pH regulators, frothers, collectors, activators, and depressants -- are all relatively inexpensive and common. They are not usually used in large quantities. While there has been a tendency for the quality of metal sulfide ores in any one geographic location to deteriorate over time due to mining intensity, the overall global supply of sulfide minerals is still very ample. Thus, the physical supply side of sulfide ore concentrates has not been under strong technology improvement pressure with increasing metal demands. Part of this is due to the ability of capital to consistently move to new geographic sources having suitable-grade sulfide ores. In these moves, the actual froth flotation technology used (including collector chemicals) has had to change little. As an illustration of this trend, of the approximately 80,000 metric tons of thio collectors used commercially (1980) in the free world, almost 987 were known and manufactured in some form 25 years ago. This is clearly not typical of reagent development in other process-related industries. In addition, the industrial-scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully on an industrial scale for many years. Thus the industrial process of froth flotation, especially as applied to the recovery of sulfide minerals, poses a dilemma: such a process is widely used, economic, versatile, forgiving, etc. and yet is still not very well understood in a mechanistic sense leading to prediction of results from fundamentals even after 50 years of usage. Lack of such predictive ability has not limited the general over-all industrial use of froth flotation in sulfide mineral recovery. Rather the lack of

ABSTRACT It has been suggested that effective disaster prevention and response in mining requires that elements of emergency management be incorporated into everyday operations, planning, and decision-making, much in the same way that the industry approaches routine risk management. Since Congress passed the MINER Act in 2006, the newly mandated structural and technological advancements in mine emergency response preparation have been made and are apparent, but measureable improvement in mineworker emergency preparedness is difficult to ascertain. To begin exploring whether measurable indicators of mine workforce preparedness can or should be addressed within a risk management framework, NIOSH researchers examined the datasets from two separate research efforts—one which measured the organizational safety climate and self-reported safety performance, and the other which measured individuals’ perceptions of their own self-escape competency. INTRODUCTION In response to the mine disasters in 2006, the United States Congress passed the Mine Improvement and New Emergency Response Act (MINER Act), which strengthened existing regulations [30 CFR, Part 48] and introduced new provisions to improve mine emergency response. Since that time, new technological and structural features, such as mandated redundant communication systems, personnel tracking systems, and lifelines in primary and secondary escapeways, have been installed in underground coal mines across the country. Additionally, mine operators are required to develop emergency response plans, provide adequate supplies of breathable air throughout the mine, provide more frequent and realistic expectations training, and are required to immediately notify the Mine Safety and Health Administration (MSHA) in the event of an accident. While the structural and technological advancements in emergency preparedness are readily observable and easily measured, levels of individual mineworker preparedness remain difficult to assess. There is a general consensus that deficiencies in competence in the non-routine tasks required for individual miners to effectively respond to a mine emergency likely remain (e.g., National Research Council [NRC], 2013), and NIOSH research continues address this concern (Haas, et al., 2015; Hoebbel et al., 2018). To maximize an operation’s capacity to effectively prevent disasters and/or respond to emergency events, it has been suggested that individual and emergency management efforts be incorporated into everyday operations, planning, and decision-making in much the same way organizations manage routine risks to health and safety (Haddow et al., 2017). To the authors’ knowledge, the mindful intersection of routine risk management policies and practices and emergency prevention and response readiness have yet to be empirically studied within the mining industry.
