"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. The paper discusses the state of the progress reached in the development of the diamond wire tool for cutting hard rocks. To the advances of this relatively new technology a substantial contribution has been provided by the research being carried out at the University of Cagliari on samples of granite rocks from different Sardinian stone quarries. On the basis of field experiments and laboratory test data, the mechanism of diamond wire cutting has been assessed. In particular the influence of the rock features and operational variables on tool performance (cutting rate and bead wear) has been Elucidated.

Based on the flotation features of coarse particle mineral, a new type of impeller & stator unit is developed. Particles suspension state generated by this impeller & stator unit under different speeds are tested in laboratory, and critical impeller speed suit for coarse particles flotation is presented. Comparing particle suspension parameters of the new impeller & stator unit with that of KYF impeller and stator unit, it comes up that the distance between the interface of two slurry circulation channels and the cell bottom is larger in the flotation cell with new impeller & stator unit. The test results indicate that the new type of impeller & stator unit is suitable for processing coarse particles due to its good suspension capacity for coarse particles. ChemSheet is a thermodynamic multi‐phase multi‐component simulation software, which is used as an Add‐in in Microsoft Excel. In ChemSheet, the unique Constrained Gibbs free energy method can be used to include dynamic constraints and reaction rates of kinetically slow reactions, yet retaining full consistency of the multiphase thermodynamic model. With appropriate data, ChemSheet models can be used to simulate reactors and processes in all fields of thermochemistry. The presentation will cover off‐line modeling of Cu‐flash smelters and advanced thermochemical simulation coupled with on‐line process control of Cu‐Ni smelting. The presentation will describe an off‐line model of Cu‐smelter based on critically assessed properties of the Al-Ca-Cu-Fe-O-S-Si –system (slag, matte and liquid metal) by using the quasichemical model. A four‐stage reactor model (shaft, settler, uptake and bath) is used for optimizing process parameters and feed particle distribution. As a second example, an advanced thermochemical model of a Ni-Cu sulphide smelting plant will be given. The on‐line model covers the operation of treating Ni-Cu-S concentrate via roasters, electric furnace and converters, producing a high grade Bessemer matte product for further refining. The model integrates the thermochemistry of the roasters and electric furnace, and predicts important process parameters such as degree of sulphur elimination in the fluid‐bed roasters, matte grade, iron metallization, slag losses and the iron to silica ratio in the electric furnace slag. Both models can be used to assist process engineers and operators in calculating the addition rates of coke, flux and air for different feed scenarios.

This Bureau of Mines publication describes a practical approach to sampling that does not require elaborate statistical techniques. Simple steps are given for finding a cutoff point in the response from a repetitive survey. This procedure can be used to estimate the aggregate value of the characteristic being measured without waiting for a complete count from the survey. This is a useful technique when the reference periods are repeated at frequent intervals, such as monthly and quarterly, and when the statistical collecting agency is engaged in publishing timely data which must be accurate economic indicators.

"In metal and nonmetallic mineral mines during the 15-year period 1911 to 1925, 30.17 per cent of all fatalities and 16.57 per cent of all injuries were caused by falls of rock or ore from the back or roof or from the wail; 1.24 per cent of the fatalities and 11.05 per cent of the injuries were caused by rock or ore while loading at the working face; 6.66 per cent of the .fatalities and 2.49 per cent of the injuries resulted from men falling down 3 chute, winze, raise, or stope; and run of ore from chute or pocket caused 1.48 per cent of the fatalities and 1.93 per cent of the injuries.3 Hence, accidents due to falls of men and material caused. 39.55 per cent of the fatalities and 34.05 per cent of the injuries in these mines. Accident prevention can best be assisted by each company's preserving complete records of accidents classified according to cause and rate per thousand or 10,000 shifts. A systematic method of recording accidents and the employment of graphs or charts will be helpful to the company safety department in analyzing the cruses of accidents. The purpose of this publication is to analyze data on accidents caused by falls of men and material in metal -mines of the United States, and to suggest methods of preventing or reducing such accidents."

Disposal of mine water is a worldwide problem occurring in the coal and gold as well in the metal ore mining areas. Since southern Africa is a (semi) arid region, mining effluents should be treated to qualities such that they can be used for agricultural purposes or that they can be discharged in river system. Studies have shown that partly treated acid mine water can be used for irrigation. A copper mine in Botswana plans to use 5 M/d of treated mine effluent for the irrigation of agricultural product. The results of this study showed that when applying the biological sulfate removal technology the produced sulfide precipitated the metals in the mine effluent, such as nickel, Zn and Mn, to metal sulfide (MeS).

"Engineering practices have shown that the skip-fault longwall mining is frequently used when faults with offsets larger than 1 Om are present. Since the skip-fault longwall mining not only reduces the recovery rate of coal reserves, but also increases the cost due to developing another setup room on the opposite side of the fault and moves the longwall into it. The coal pillar so created induced residual stress in and thus affects the safe mining of adjacent coal seams. In order to investigate the influence on panel layout and retreat by a l 6.5m offset normal fault, the similar material simulation model was constructed based on the geological and engineering conditions of No.13 coal seam in the western district of Liuzhuang coal mine employing the down-dip longwall mining. The characteristics of deformation, movement and failure of the overlying strata and abutment pressure when the face cut through the hangingwall and footwall of a normal fault were obtained. There were significant differences between the hangingwall and footwall as conformed by the equilibrium structure model. The results showed that superposition of the tectonic stress from a normal fault of large offset and that induced by mining is one of key factors that lead the severe pressure difficult to control during panel retreating from the hangingwall to footwall. Accordingly, the technical solutions for a fully mechanized mining face directly cutting through the fault are presented and optimized, and the applications of the technical solution in Panels 171301and171303 of Liuzhuang mine enabled them to complete the mining safely and efficiently. INTRODUCTIONFaults have been one of the important technical factors in underground coal mining l1-2i. Engineering practice has shown that the methods of mining through the faults depend on the seam thickness, seam dip angle, offset of fault throw, equipment height, rock strength, and advancing direction l3-5l. In the fully-mechanized longwall mining, the face normally proceeds to cut through the fault directly if the offset of the fault less than 5m, and to skip Uump) the fault if the offset is larger than 5m. In the former case, the most important problem is to efficiently control or avoid roof fall accidents (i.e., crushing, falling, pushover, and rock burst). In the latter case, the most important problem is very expensive to drive a new setup room and move the face equipment to it. The skipped coal pillar may poses problems for mining in adjacent seams."

Difficulties and costs of transport markedly affect Canadian mineral producers because of distance from markets, weather conditions and rugged terrain. The chemical and physical nature of sulphide concentrates presents additional difficulties in handling and transport, resulting in higher costs which are ultimately borne by the mineowner. Troublesome properties include the thixo-tropic character of wet concentrates, freezing, susceptibility to autogenous heating, and fine particle size causing spillage and dusting losses. Canadian mineowners and shippers must contend with these problems and with stringent regulations governing the maritime shipping of concentrates. A "systems approach," in which complementary techniques in materials preparation, handling and transport are integrated, could reduce freight costs and losses for those selling concentrates, facilitate operations for those carrying and handling them and, in some cases, improve metallurgical processes in smelters receiving them.

The green production of the steelmaking process has urgent requirements for fluorine-free fluxes. In this article, a new solid waste-based slagging flux was applied in the external dephosphorisation test of low silicon hot metal to replace the traditional fluorite-lime dephosphorisation slag. The results showed that under laboratory conditions, the new flux was utilised for smelting low-silicon molten iron with a phosphorus content of 0.10~0.13 wt per cent, the temperature of the molten iron was 1350°C and the slag amount was controlled at 2 per cent. Within ten minutes of smelting, the dephosphorisation rate of the molten iron reached more than 50 per cent. When making slag with new flux, the slag melting time was about 40 seconds and the P2O5 content in the final slag was higher than 8 wt per cent. In the industrial test of a 150 t molten iron ladle, under the same molten iron conditions, an out-of-furnace dephosphorisation test was conducted in the Kambara Reactor (KR) process. The flux material consumption per ton of steel was 8~10 kg. Within 15 minutes of smelting, the dephosphorisation rate of the molten iron was about 30 per cent. During flux slag making, the slag melting time was about three minutes and the P2O5 content in the final slag was higher than 6 wt per cent. This new solid waste-based flux has significant cost advantages and outof- furnace dephosphorisation effects and is expected to become the benchmark for a new generation of fluorine-free steelmaking fluxes.

In order to deliver a quality shotcrete and concrete product underground for the extensions to the Cullinan Diamond Mine operations it was decided to develop a new, simpler concrete product to meet underground support requirements. The aim was to develop a concrete product that not only reduced costs but also met the performance criteria of the current range of concrete products used on Cullinan Diamond Mine, a 25, 45 and 60 MPa concrete and a fibre reinforced wet shotcrete. The concrete product batching and delivery system was to be from surface as opposed to the current underground batching systems. The operational principle was to include an automated surface batching plant with delivery of the concrete product to a borehole containing suspended pipelines delivering to an underground storage facility from where the product is delivered to the working area by further pumping or agicars. Bechtel Civil and Minerals, Inc., one of the Bechtel group of companies, is a large engineering and construction firm that services the mining industry, among others. The firm's head, S. D. Bechtel Jr., comments on how his E&C company is dealing with the recessionary economy. First, he offered a historical perspective. About a half century ago-in the middle of the Great Depression-W. A. Bechtel and several business partners drew up a fixed price bid to build the Hoover Dam. At that moment in history, the W. A. Bechtel Co. was a modest success, but the times were troubled and uncertain. Money was scarce and a lot of contractors across the country were one project ahead of bankruptcy. The bid for Hoover was a make-or-break proposition for Bechtel, and it turned out successfully. The Hoover Dam was a no-frills operation in an isolated and harsh environment. There was plenty of hard work, long hours, and not many amenities. Controlling costs was critical. Everyone knew what had to be done, and why and what the consequences were. Today's Challenge Bechtel is now a bigger, more complex organization whose management views the current economic recession as a challenge to be met in much the same way W. A. Bechtel met the challenge of the Hoover Dam: by pulling together with a sense of purpose and direction. In many respects, Bechtel's situation today has a number of parallels to that which faced my grandfather. The company is eminently successful, but times are tough and there are plenty of signs that they could get tougher. My grandfather bet on the Hoover Dam to insure the future health of his company and I think we can work together again in that same tradition, make some tough decisions together, and the company's future can be just as promising. The first and most important requirement is to make certain that everyone understands the situation. The Bechtel group of companies are in an excellent financial position now. Its workload hit an alltime high in 1982 and it is well positioned in its principal markets. But the next two years may be critical for the company. Traditionally, Bechtel's work load lags behind general developments in the economy. Although many of its clients continue to suffer serious business difficulties, Bechtel is only beginning to feel the impact. The worldwide market for basic metals remains soft; relatively low prices and abundant supplies of oil and gas have flattened the petroleum market and made once promising synfuels projects economically unattractive; utility clients are still caught in the vise between overregulation and escalating costs. And persistently high, long-term interest rates have made capital investments expensive and difficult to justify. The company maintained a healthy workload through 1982. In some areas it has had little new work and consequently has been forced to lay off some staff as projects have been canceled or concluded. In other areas new work has tided the company over and more people have been hired. But new work bookings have fallen off, creating some uncertainty for the near future. 1983 requirements are clear, although seemingly contradictory. Belt tightening and cost reduction are necessary for Bechtel to remain healthy and competitive, enabling it to handle a possible further downturn with a minimum of turmoil and dislocation. At the same time, we need to allocate resources and funds in areas that will keep us positioned for the turn-around marketplace.

"Physical as well as mathematical modeling was carried out to investigate the exothermic mass transfer in liquid metal systems. In these systems, the exothermicity induces unique heat, mass and momentum transfer phenomena. Moreover, these phenomena are deeply coupled and they are further complicated by the presence of a moving boundary.In the physical model used, ice cylinders were immersed into sulfuric acid solutions, because the intermixing of ice with sulfuric acid is very exothermic. In this low temperature system, velocity and temperature measurements in the sulfuric acid were made as well as measurements of the ice melting in the sulfuric acid.The mathematical model developed solved simultaneously the heat, mass and momentum equations numerically, utilizing the control-volume finite difference approach. The enthalpy method was adopted to track the moving boundary. Predictions made by the mathematical model were in close agreement with the results obtained by the physical model.The results from the mathematical model were further validated with experiments involving high temperature liquid metals. Specifically, data were obtained in an experimental setup involving (a) dipping silicon cylinders into high carbon liquid iron and (b) dipping nickel cylinders into liquid aluminum. Results from these experimental studies supported the predictions of the mathematical model."

THE Dawson coal-mines are owned and operated by the Stag Canon Fuel Co., of which Dr. James Douglas is President and E. L. Carpenter general manager. The property is situated in Colfax county, N. M., and the openings now in operation are in townships 28 and 29 N. R. 20 E., and township 28 N. R. 21 E., shown in Fig. 1. The mines are part of the southern end of the Raton coal-field, which extends north into Colorado and embraces many coal-camps of the Trinidad section. II. GEOLOGY. Geologically, the coal-measures, commonly known as the Laranmie series of the Cretaceous system, have a thickness of about 800 ft. in the vicinity of Dawson. The coal makes an excellent coke, and, according to some authorities, its coking properties are clue to the action of intruded sheets and sills of igneous rock, the sheets occasionally thickening into masses resembling laccoliths, at such places making nearer approach to the coal and sometimes producing small areas of natural coke. There are but few dikes through¬out the entire southern portion of the field and little or no faulting along the dikes. In some parts of this great coal-field the intrusive sheets are far removed in the green shales below the coal-measures, and are so much altered as to be difficult of identification. There is but little disturbance of the strata through¬out the Raton coal-field in as far as it extends into New Mexico. The Bureau of Mines, following passage of the Solid Waste Disposal Act of 1965, was authorized to conduct research on methods for utilizing, stabilizing, or reclaiming mineral wastes. This report summarizes laboratory research conducted by the Bureau and cooperative field studies made with the mineral industry to reduce the environmental impacts of air and water pollution deriving from mineral wastes. Utilization research showed that both dry-press and steam-cured building bricks and ceramic tile could be made from copper mill tailings and other discarded mineral wastes. Sponge iron was produced from steel mill and amination industry wastes, and valuable mineral products were extracted from such diverse sources as flue dusts and uranium tailings. Mineral wastes were combined with agricultural and/or sewage wastes to make artificial soils that have the potential of resolving several disposal problems by production of a useful commodity. Physical, chemical, and vegetative stabilization methods were evaluated, singly and in combination, for reclamation potential on copper, uranium, lead-zinc, and asbestos tailings. Suitable methods were developed in the laboratory for overcoming major adverse conditions of these wastes such as salinity, heavy metal toxicity, acidity, basicity, lack of nutrients and organics, and unstable surfaces. Field testing of these methods was performed on a variety of mineral wastes. Costs for the various stabilization and utilization-procedures developed were also determined.

"The requisite for maintaining optimal carbon concentration levels in a carbon-in-leach (CIL) circuit is of paramount importance in the prevention of gold losses. The process’s ability to recover gold from the aqueous phase is primarily dependent on the carbon loading profile of the CIL train.Newmont Boddington Gold (NBG) have over 2015 tested the Mintek online carbon concentration wmeter (C2 Meter) suitability for effective carbon concentration measurements in their CIL circuit compared to the standard method where the readings are taken twice a shift by the operations staff. The C2 meter works by passing a 1MHz ultrasonic signal through a slurry containing carbon where there is a relationship between the carbon concentration and the attenuation of that signal.It also highlighted another area where the C2 meter could be implemented at NBG whereby the instrument can be as a cautionary device for carbon losses in place of carbon safety screens.Citation:McCamley, C, 2016. The Mine Safety and Health Administration (MSHA) has promulgated rules to limit the exposure of metal/nonmetal underground miners to diesel particulate matter (DPM). These rules have resulted in many types of control tech­nologies being implemented including diesel particulate filters (DPF). The passive type DPF is the most desirable because it requires little maintenance and it regenerates while the vehicle is operating. One problem with passive DPFs is that many vehicles cannot develop the sustained exhaust temperatures needed to initiate DPF regeneration, and thus it is required that the DPF be catalyzed to decrease the temperature needed for regeneration. In some past studies, such catalyzed filters have been shown to cause an increase in the nitrogen dioxide concentrations in the exhaust, resulting in a potential health hazard. In this study, a lightly catalyzed DPF along with a fuel-born catalyst were employed to help reduce the DPM emissions from a 980F loader used for cleanup in a stone mine. After 30 days of use, the filter continued to regenerate successfully at the exhaust temperatures generated by this loader, substantially reduced DPM concentrations emitted in the exhaust, and did not cause a measurable increase in nitrogen dioxide levels that could be attributed to the device.

A flash furnace can be run many different ways. It can, for example, be operated with: (a) highly 02"enriched, ambient temperature blast and no fossil fuel (b) considerable fossil fuel and hot, slightly Or enriched blast. It can also produce different grades of matte. With all these possibilities, the flash furnace operator can benefit from any technique that will indicate the 'best' way to operate his furnace. One such technique is Excel's 'Solver'optimizationroutine#. This chapter shows how our matrices and Excers optimization.abllity can be used to optimize a flash furnace operation. The chapter sets three optimization goals: (a) minimum industrial oxygen + oil cost, $ per tonne of concentrate (b) maximum smelting rate, tonnes of concentrate per hour (c) maximum profit, $ per hour.

This paper presents the outcomes of the preliminary investigation focused on the potential usage of Electrochemical Impedance Spectroscopy (EIS) in minerals processing. Currently, Electrochemical Impedance Spectroscopy has been successfully employed in the characterization of multilayer structures formed as molecules adsorb on flat surfaces and is commonly used in bio-related research. Few studies have explored the application of EIS in minerals processing, particularly for mineral particles and flotation systems. In the first series of tests, the impedance response was investigated as a function of particle size, shape and hydrophobicity using model quartz particles. The particle size fractions and the shape were found to contribute to the impedance response. The more hydrophobic quartz particles resulted in a higher impedance values. Further tests involved pure sulfide minerals including chalcocite, bornite, chalcopyrite and pyrite. The AC impedance measurements were conducted as a function of collector (sodium ethyl xanthate) dosage. The AC Impedance data was modeled using the combination of reference circuits. It has been shown that adsorption of collector onto sulfide minerals surfaces results in a higher magnitude of impedance. Increasing the collector dosage resulted in an increase in AC impedance for chalcopyrite, while a decrease was observed for chalcocite. Significant variations in impedance were exhibited by bornite and pyrite with a gradual increase in collector dosage.
