Mine workers using diesel-powered equipment experience the highest occupational exposure to diesel particulate matter (DPM). This problem could be aggravated in underground stone mines due to their unique ventilation challenges with the large openings for airflow. Hence, adequate ventilation in these mines requires a combination of effective ventilation planning and delivering needed air quantities using auxiliary fans and stoppings. To meet this challenge, the National Institute for Occupational Safety and Health (NIOSH) developed the Air Quantity Estimator (AQE) software as a mine planning tool to help underground mine operators estimate the air requirements necessary to dilute DPM in the main air stream to statutory levels. The major parameters required for the calculations are the engine’s horsepower, DPM emission rate, the percentage operating time, catalytic converter efficiency, and filter efficiency. In efforts to provide major updates to this software, this study describes the recent development of a revised version of the Air Quantity Estimator (AQE 2.0). With the revised version, users have access to a comprehensive database of over 40,000 pieces of equipment, can define their specific target DPM level, and can create specific equipment for a customized database, in addition to having an improved easy-to-use interface. The software output provides an estimated total airflow necessary to dilute DPM based on the projected emissions, and the user can generate a related results report. The results also provide the mine personnel with a tool to identify vehicles that are high DPM contributors and could further be used to optimize the ventilation requirement by making changes to the percentage operating time of the engine. This software provides the mine with a user-friendly tool that could help reduce the DPM exposure of workers.

Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. For the total economy, 2.7% of the entire civilian employed workforce worked at US-affiliate firms that year. Using employment as an indicator, foreign investment has been more prevalent in the minerals industry than in most other industries. About one worker in eight in the minerals sector was employed at a US-affiliate firm in 1985. Technology for the preparation of densifiable sulfur concrete (sulfapave) materials has been devised by the Bureau of Mines. The materials are intended as new construction materials for use in corrosive areas where conventional materials fail. A series of modified sulfur cements were developed, which can be used in combination with dense-graded aggregates to prepare sulfapave materials with excellent corrosion-resistant properties. The materials can be mixed, laid, and compacted into place with conventional hot-mix asphalt pavi.ng equipment. Mixture designs utilizing 5-to 30-pct-modified sulfur cements and dense-graded aggregates gave material properties ranging from rigid to flexible. Laboratory corrosion tests in sulfuric acid showed no material loss or deterioration of physical properties over a 1-year test period in concentrations ranging from 0 to 60 pct at ambient temperatures. Preliminary results on field testing the materials for durability to weathering, corrosion, and traffic have been excellent, with no evidence of failure in the materials.

To investigate the influence of boreholes, fans, and curtains for large opening underground mines (LOUM), we conducted a field survey for LOUM with the survey data serving as the numerical modeling inputs using computational fluid dynamics (CFD) models. Five different CFD modeling results were obtained with different borehole, box fan, and curtain setting conditions. The results indicate that most air quantity directly escapes through outlet 1 after coming into the inlet, causing a huge loss of airflow; volumetric air exchange index (VAEI) and minimum hours of fully exchanging the air (MHFEA) measure air exchange efficiency, with zone 2 of case 5 having the highest VAEI; The borehole minimally affects zones 2, 3, and 4, but drastically alters airflow direction in zone 1; The box fan enhances airflow to zone 2, improving ventilation efficiency and increasing VAEI; Curtains have little effect on distant working faces but influence airflow near inlets and outlets. This study provides a foundation for future research on the influence of boreholes, fans, and curtains, as well as optimizing their placement and effectiveness in face ventilation.

HE valuable mineral content of the current feed -*- to the Miami concentrator is as follows: copper, 0.7 pct total; molybdenum, 0.01. Flotation of this ore yields a sulphide concentrate containing: chalco- cite, 44 pct; molybdenite, 0.5; pyrite, 50.0; insol, 5.5. A combination of potassium ethyl xanthate and pentasol amyl xanthate as collectors, and pine oil as frother, are used in this flotation. Rejection of pyrite is encouraged by holding the amount of collectors used to the minimum consistent with copper recovery and by operating at high alkalinity (equivalent to 0.35-0.40 lb CaO per ton solution of pH 11.0). The molybdenum recovery in the sulphide concentrates under the above flotation conditions is approximately 50 pct of that originally present in the ore. Taking into account the acid soluble molybdenum, indicated molybdenite recovery is 75 to 80 pct. The attempt to separate the molybdenite into an acceptable molybdenum product begins with the bulk sulphide flotation concentrate just described. This concentrate is composed of chalcocite, whose floatability has been promoted to the fullest extent possible for the sake of its recovery from the ore, together with the pyrite which has been activated along with the copper mineral. The problem is to deaden the copper and iron minerals, and to float the molybdenite. Obviously in the accomplishment of this end, conditioning and preparation of the pulp, prior to flotation, plays an all important role. The first step is thickening to 50 to 60 pct solids, with milk of lime added to the thickener feed to maintain an alkalinity of the pulp equivalent to a pH of 8.5 to 8.8 during its residence in the thickener. The purpose of the thickening is primarily to reduce the volume of pulp for subsequent treatment. However, the relatively prolonged retention of the pulp in the thickener at the desired alkalinity is known to have a favorable depressing effect upon pyrite. There is a limit for this alkalinity above which a depressing effect upon molybdenite occurs. The thickened pulp (alkalinity: 0.015 lb CaO per ton, pH 8.8), discharges into an agitator, retention time approximately 2 hr, to which additional lime is added to raise the alkalinity to 0.35 to 0.40 lb CaO per ton solution, pH 11.6. This additional lime is required for pyrite depression and can be tolerated without loss of molybdenite because of the limited time of contact in the conditioner tank. The pulp leaving the lime conditioner passes through two successive steaming tanks, which are mechanically agitated, and into which live steam is admitted directly into the pulp near the bottom of the tanks. The temperature of the pulp is maintained as near boiling as possible. The steaming time is approximately 4 hr. The pulp leaving the last steamer has an alkalinity of about 0.04 lb Cao per ton solution, pH 8.7. It is believed that oxidation of the copper and iron sulphides occurs during steaming, the resulting sulphates reacting the calcium hydroxide to calcium sulphate and thus reducing the alkalinity. Since the steamer-feed solution is already saturated with calcium sulphate, the calcium sulphate produced during steaming is precipitated. It is believed that this calcium sulphate is precipitated preferentially on copper and iron mineral surfaces thus decreasing their floatability. Aside from the "lime chemistry" during steaming, pine oil is displaced from the pulp and xanthate decomposed, which has a major effect upon the deadening of the copper and iron sulphides. Following steaming, the hot pulp is admitted to another conditioning tank wherein it is aerated, primarily for cooling, but incidentally for additional oxidation of the copper and iron sulphides. The resulting "deadened" pulp is then diluted to 20 pct solids, a specific collector for molybdenite, ordinary stove oil, is added and the separation of the molybdenite by flotation is undertaken at a pH of 8.5 to 8.8 in standard Miami air-flotation ma-chines. B-22 frother is used when necessary. A re-grind of the thickened rougher concentrates is made prior to the first cleaning operation chiefly for rejection of insoluble in subsequent flotation. The cleaner concentrate is then stepped up to 90 pct MoS, in an 8-cell Denver flotation machine No. 18. Sodium silicate is added to the cleaner circuit. Its effect is to flocculate molybdenite and stabilize the froth. In summary, it may be stated: 1. Separation of molybdenite into an acceptable product from sulphide copper concentrates by flotation involves preliminary preparation and conditioning of the pulp, which is of major importance. 2. This preparation and conditioning consists of several successive steps: (A) Thickening to 50 to 60 pct solids at controlled alkalinity to reduce volume of pulp and to contribute to depression of pyrite. (B) Agitation at high-pulp density for limited time with additional lime to provide for depression of pyrite. (C) Steaming at high-pulp density for decomposition of xanthate and xanthate surface films, evolution of pine oil, and oxidation of sulphide minerals other than molybdenite. The latter involves sulphating of lime with probable precipitation of calcium sulphate preferentially on copper and iron minerals. (D) Aeration at high-pulp density for cooling, and for further oxidation of copper and iron sulphide minerals. (E) Dilution of pulp to 20 pct solids and addition of specific collector for molybdenite, common stove oil. It is hardly necessary to point out that this rather drastic procedure for depression of previously activated copper and iron sulphide minerals, without at the same time depressing molybdenite, is possible due to the inherently high floatability and refractory nature of molybdenite. However, molybdenite is susceptible to depression by excessive lime which must therefore be limited to the amount consistent with satisfactory molybdenite recovery. The steaming procedure is being carried on at Miami Copper Co. under license agreement with Janney, Nokes, and Johnson, holders of letters patent on the process.

As the second largest phosphate resource in the world, Chinese phosphate ores generally grades with low of P2O5. The presentation of beneficiation test on the low grade of phosphate rock in this paper may be used for a reference for development and utilization of the similar reserves. The ore is a marine sedimentary phosphate rock containing low grade of P2O5 and high content of MgO and R2O3; The banded structure shows its suitability for heavy medium separation. The laboratory heavy liquid testing results indicate that as specific gravity of the heavy liquid is 2.85 g/cm3, a rougher concentrate assaying 28.71% P2O5 could be obtained while the rougher tailings contain only 4.47% P2O5. When the combined process with heavy liquid separation followed by direct & re-verse flotation is employed to treat the feed containing 21.15% P2O5, 3.79% MgO, 1.86% Fe2O3, 3.66% Al2O3, 23.75% A.I, and specific gravity of heavy liquid is 2.84 g/cm3, the optimum mesh of grind is 67.5% minus 200 mesh, a phosphate concentrate contained 32.51% P2O5, 0.48% MgO, 0.81% Fe2O3, 1.69% Al2O3 can be produced at a yield of 55.24%. The concentrate P2O5 recovery is 85% with which quality comply with the Class A specifications for production of phosphate fertilizer.

Application of rock engineering in geotechnial consulting practice considered herein is in areas of: (a) bedrock verification for foundation support, (b) bearing capacity and settlements, and (c) excavations. A routine geotechnical investigation usually provides data on depth to rock, rock classification, and rock quality. In cases of rock outcrop, such outcrops are mapped for geologic structures and rock mass description. In addition, the regional geology and the general aspects of the groundwater regime are usually known from either published literature or previous experience. The predominant technique for ground and site investigation are usually drilling and geologic reconnaissance. Other techniques involving seismic and geophysical soundings, borehole camera, and oriented cores are used by by no means routine. Performing laboratory strength and compressibility tests is often made to be considered as routine. The use of the point load test is gaining increasing use in the United States and would, perhaps, become a routine field or laboratory test due to its simplicity and, more importantly, its relatively low cost. The purpose of this paper is to describe cases where mostly routine investigation and testing were used to arrive at engineering decisions. Bearing Capacity and Settlements The allowable bearing values for foundation support on rock is usually dictated by local building codes which presumably should reflect local experience. The interpretation of the code, however, can present a problem, especially if the interpretation is made by a designer under the delusion of knowledge in rock engineering. For

WMC has mined the Perseverance disseminated orebody exclusively by SLC (sublevel cave) methods. Deteriorating ground conditions in the vicinity of an orebody inflection forced a re-evaluation of future mining at Perseverance and a strategy to drop down below the inflection zone and recommence the cave was implemented. This strategy has led to increased production at higher grades, resulting in lower costs and better mill recoveries. This paper describes the evolution of mine planning, development, support and production strategies through the successful process of implementing the ædrop-downÆ and re-establishing the SLC.

"Ground vibrations from blasting are undesirable and they are very short in duration with high principal frequencies and high amplitude. Structural response to that kind of excitations may differ significantly from that generated by lower-frequency earthquake vibrations. In practice, the damage to nearby structures to generated ground vibrations has been controlled by various codes and regulations available. However, the existing vibrations limits are not always applicable, as they depend on the geological conditions of the site and the dynamic characteristics of the structure. This paper investigated the influence of the rock-soil interface on the response of pile foundation to ground-borne vibration from rock blasting, through numerical simulations using finite element software LS-DYNA. It is found that the slope of the rock-soil interface greatly influences the location of damage and the extent of damage on the pile. The bottom of the pile is subjected to a larger blast pressure and stresses are highly concentrated at the pile bottom. Thus, the pile bottom can fail in shear before it reaches its plastic moment capacity.INTRODUCTIONDrilling and blasting is the widely accepted method to large-scale rock breaking activities in civil engineering constructions due to its cost effectiveness, higher efficiency and ability to break hard rock. However, ground vibrations from blasting are undesirable and it can cause damage to nearby structures. In practice, the damage to nearby structures to generated ground vibrations has been controlled by various codes and regulations available. The existing vibration limits are not always applicable, as they depend on the geological conditions of the site and dynamic characteristics of the structure.Pile foundations are commonly used as foundations of high-rise buildings and bridges to transfer the heavy loads from the superstructure above through weak compressible soil strata into deeper, competent soil layers which have adequate capacity to carry these loads. In engineering practice, many piles are normally designed to carry mainly vertical loads and very little lateral loads, as typically the vertical loads (the gravity) are significantly larger than the horizontal loads such as wind loading. However, in recent years, there have been a number of reported case studies of translational soil movements that have induced stresses and bending moments that have damaged pile foundations and in some cases resulted in collapse of the superstructure. Typical lateral load include nearby construction activities such as an excavation for a basement or slope, the construction of a road embankment or a tunnel, as well as earthquakes (Abdoun 1997; Goh et al. 1997; 2003; Chen et al. 1999; Dobry et al. 2003; Boulanger et al. 2007; Black et al. 2007)."

"The Luilu cobalt plant at Kolwezi, Democratic Republic of Congo, has been operating since the late 1950s, using a conventional precipitation flowsheet for removal of impurities from the cobalt process stream. Most impurities are, however, incompletely removed using this technology. Copper and zinc, both of which quantitatively deposit at the cathode in the cobalt electrowinning process, are two of the main impurities contaminating the cobalt metal product. Ion exchange offers a modern approach to removing these impurities from the cobalt advance electrolyte.Following a laboratory testwork programme to identify a suitable ion-exchange system, an on-site pilot-plant trial, treating 1500 to 3000 L/d of electrolyte, was operated for a period of six weeks to optimise the operating conditions and to determine full-scale design criteria. Copper removal was carried out using a fixed-bed lead-polish configuration with the Lanxess iminodiacetic acid resin, TP 207. Zinc removal was subsequently carried out in a similar configuration using the Lanxess aminophosphonic acid resin, TP 260. The optimised system proved capable of removing both copper and zinc from 20 to 30 mg/L to <1 mg/L from plant electrolyte containing ~20 g/L Co. Selective elution allows co-loaded cobalt to be returned to the main circuit and value to be obtained for the copper impurity. The process shows operational and economic advantages over the traditional flowsheet. Full-scale implementation of the developed process is in progress and some design considerations are discussed."

During the past ten years a number of papers have appeared describing zeolite occurrences in the western United States in Mesozoic sedimentary rocks, altered bedded Tertiary pyroclastics, playa lakes, hot springs, and amygdaloidal basalts. With the emergence of natural zeolites as economic industrial minerals it appears, useful to develop a system of classification to delineate those zeolite deposits of economic interest which were not discovered until the middle 1950&apos;s. The first attempt at a classification of naturally occurring zeolites was made in 1914 by Lindgren l when he classified the zeolites into eleven groups based on their mode of occurrence. The zoned zeolites in the Mesozoic rocks of New Zealand and elsewhere were classified according to the mineral assemblages by Fyfe, et al.2 in 1958 as a zeolite facies corresponding to low grade regional metamorphism. In 1966, Hay suggested as an alternative to the preceding classification one which would "classify as diagenetic all mineral assemblages produced in sedimentary rocks under conditions in which zeolites are formed." In this paper a classification is proposed with the objective of providing an overall perspective of the zeolite occurrences in the western United States.

Following is a resume of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction o1 injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bitumi¬nous coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed June 30, 1947, when Government control of the mines was terminated.

Municipal solid waste (MSW) contains about 8 pct ferrous metallics which are typically recovered by magnetic separators at municipal resource recovery facilities. At present, only about 182,500 ton/yr of MSW magnetics are being processed for remelting out of the -11 MMton/yr discarded. The Sn in MSW magnetics makes this material difficult to recycle to the steel industry. An electrolytic method using stannous fluoborate-fluoboric acid for removing Sn was evaluated. Optimum concentrations of Sn in the electrolyte and the effects of impurities such as Al, Cu, Fe, and Pb on Sn recovery from the electrolyte were evaluated. Operating parameters were 60 to 65 g/L fluoboric acid and 20 to 30 g/L Sn using stainless steel electrodes at a current density of 60 A/ft2. Tests were run with postconsumer scrap4 and MSW magnetics. Good results were obtained with MSW magnetics, after pretreatment by reshredding, magnetic separation, and air classification. The final Sn content of the MSW magnetics scrap was reduced from 0.18 to 0.017 wt pct. Heat and solvent treatments of MSW magnetics to remove coatings did not significantly improve Sn removal beyond that obtained with material that had only been mechanically pretreated.

Abstract. This paper puts forward the concept of &apos;radial&apos; plant layout where all crushing, milling and treatment operations are preferably concentrated in one central area and these separate stages are connected by radiating conveyors to and from outside storage areas. This system is contrasted to the more customary system of &apos;linear&apos; plant layout where the crushing, milling and often the treatment operations follow one after the other in separate buildings. The radial system simplifies and improves contral and supervision to a very considerable extent and can lead to a form of continuous plant operation with the separate sectors shutting down in succession for necessary maintenance while maintaining the overall plant operation. The paper is illustrated with example: from past and recent diamond treatment plant practice in South Africa which demonstrate the reduction in plant labour achieved by this system. Previous objection to this type of layout on the grounds that it inhibited plant expansion are shown to be unwarranted. Radial Layout for Increased Treatment Plant Productivity A great deal of time and trouble is spent by highly qualified and experience( metallurgists in developing the right treatment process for a given ore. This process is then often expressed in a treatment flowsheet of the type shown in Fig. 1 which shows a typical diamond plant. This flowsheet, when completed, is commonly handed over to the mechanical engineers who then design the layout of the equipment indicated on the flowsheet and produce the working drawings upon which the detailed construction of the treatment plant will be based. It is an unfortunate fact that the tedious and time-consuming juggling of equipment and inter-plant transportation is often left to hard-working draughtsmen who, however capable&apos; in their field, lack practical experience in the day-to-day operation and maintenance of the treatment plants they design. As a result many plants have been produced which, while they satisfy the requirements of the flowsheet with minimum capital requirements, cost far more than should be necessary to op¬erate and maintain. It is often possible to change individual items of equipment which do not achieve the performance required of them, but it is usually extremely expensive to change the basic layout of the plant if this should be found to be unsatisfactory. It should therefore be recognised that great care and attention should be spent on consideration of the basic layout of any treatment plant and that the views of both designers and operators should be fully regarded before settling upon the inevitable compromise dictated by the varying requirements of process-engineering and economics. It is unfortunate that this important subject receives such scant regard in the standard ore dressing text books and hand-books, being usually dismissed in a few paragraphs.

ONE of the major purposes of the Institute is to "maintain ... a library of books relating to subjects cognate to the sciences and arts of mining and metallurgy." In conformance with this purpose the Institute maintained its own library for a number of years until 1912 when it was merged with the libraries of the other Founder Societies. At that time the A.I.M.E.&apos;s share of operating expenses was wholly covered by the income from a $100,000 gift from James Douglas. But interest on the Douglas Library Fund has declined from 51/2 per cent to 31/4 per cent; the library has grown from some 50,000 volumes in 1913 to more than 170,000 in 1945, with consequently increased costs; and its costs nave otherwise risen. The Institute today contributes to the library annually about 65c per member, of which about 25c is income from the Douglas Fund, or a net charge, from regular income, of 40c per member. As part of a funded project we have completed a comparative literature survey of the US regional Proterozoic geology. For our com¬parative study model we used the geological settings of the very large pitchblende deposits in Saskatchewan, Canada and the Northern Terri¬tory of Australia. These occur in a variety of Archean and Lower Proterozoic host rocks, at and below a regional unconformity that is capped by subhorizontal Middle to Upper Proterozoic conti¬nental sedimentary rocks. We find that there have been recorded in some parts of the US similar unconformable sequences of Middle to Upper Proterozoic continental sedimentary rocks that overlie older basement rocks.

The Fogg Museum expansion project required excavation and construction in a congested urban area in Cambridge, Massachusetts. A soldier pile tremie concrete (SPTC) wall provided the support of excavation and now serves as the permanent basement wall of the new expansion of the museum. The existing Fogg museum had a single basement level. The new expansion has a two-level basement for new exhibit space and an amphitheater. The east side of the site is about 20 feet above the basement level of the existing Fogg structure which resulted in a significant unbalanced load that needed to be resolved without damaging the original Fogg structure. The SPTC wall was supported with a combination of tiebacks and internal bracing. The final depth of the excavation was about 40 feet below street level. Strict movement control was imposed because the existing museum contained an Italian Renaissance-style courtyard. The southeast corner of the SPTC wall had to accommodate underpinning of an historic concrete ramp which was ultimately incorporated into the expansion. Challenges during construction included excavating the SPTC wall panels up to 12 feet into argillite bedrock which had occasional diabase dikes and sills. In modern warfare mica is truly indispensable. The coordination of combatant units necessitates maintenance of intricate communications equipment, in the construction of which high-grade sheet mica is essential. Scrap, ground, and the poorer qualities of block mica, which are less essential to the military program, are not considered in this paper. Furthermore, as the paper is designed primarily to assist mica miners, mica derivatives such as splittings and films are also excluded from discussion. The paper therefore relates solely to block mica of strategic quality.

"When coal pillar bursts occur, they involve the sudden expulsion of coal and rock into the mine opening. These events occur when relatively high stresses in a coal pillar, which serve as support in underground workings, exceed the critical capability of the pillar. This causes the pillar to rupture without warning. A cleating is a type of naturally occurring joint system unique to coal seams. However, cleatings are pervasive throughout the coal seam and are much more tightly spaced than joints occurring in other rock types. In this study, researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated 84 coal samples obtained from a Utah coal mine by conducting both unconfined and triaxial compressive tests in order to examine the response to stress as a function of both confinement and orientation between cleat and loading direction. The results of the study show that the confining pressure dictated not only the peak compressive strength but also the brittleness as a function of the major-to-minor principal stress ratio. The spalling limit of the coal estimated by the s-shaped brittle failure criterion appears to be very dependent on the angle between the cleat and the loading direction, particularly at lower confinement.INTRODUCTIONCoal pillar bursts, or bumps, remain a most critical safety concern in underground coal mining, despite significant advancements in engineering controls. As shown in Figure 1, between 1983 and 2014, there were nearly 400 cases of reportable dynamic failure accidents in coal and nonmetal mines, resulting in 20 fatalities, 155 lost-time accidents, and an estimated 48,000 lost man hours (MSHA, 2015). These types of events have been documented for well over 100 years within the American underground coal mining industry. During this time, mining practices and support technologies have evolved considerably, resulting in an overall decrease in the rate of dynamic failure-related injuries and fatalities. Although techniques and practices of mining are highly advanced, coal pillar bursts, or bumps, continue to occur (Mark and Gauna, 2015). If coal is expected to fail in a brittle manner, behavior changes associated with relatively low tensile strength, such as the transition from tensile to shear failure, have to be considered and reflected in the adopted failure criteria. Rock failure in tension takes place at low confinement around excavations due to tensile failure in heterogeneous rocks (Diederichs, 2007). The prospect of tensile-dominant brittle failure diminishes as the confinement increases away from the excavation boundary. Therefore, it is expected that the transition from tensile to shear mode in the failure mechanism occurs as the confinement level changes and conditions for tensile failure are prevented or strongly diminished. In addition, many uncertainties remain because of the highly anisotropic characteristics of coal seams associated with geologic structure and the mining-induced spatial redistribution of stress in coal pillars. Thus, to prevent fatalities in underground coal mining, continuous effort is required to better understand the catastrophic failure mechanisms in coal mines."
