The U.S. Bureau of Mines awarded a contract to Foster-Miller Associates, Inc. (FMA) to provide recommendations on the safest, most practical methods for complying with new regulations requiring that all underground coal miners have a self-contained, self-rescuer (SCSR) -a device capable of supplying, in an emergency, 1 hr of self-contained oxygen (no breathing of mine air). This report develops information and recommendations which could be used during the early stages of nationwide compliance, especially in the areas of inspection, testing, and underground storage of SCSRs. Volume I contains an Executive Summary, Introduction, Definitions, Recommended Guidelines for District Managers and Mine Operators, and a Storage Plan Checklist and Sample Form.

The transport network in Europe is probably one of the most important systems for the European economy and society. Trans-national transport routes play a vital role in the traffic of goods and the supply of the population. In this respect, critical road infrastructures, like bridges, tunnels or control centres, can have a bottleneck function. Any disturbance of these structures could lead to negative consequences for the population and the economy as a whole.Project SecMan – Security Manual – is a simple four-step procedure for the identification of critical road infrastructures; assessment of these infrastructures regarding various man-made threats and the determination of effective protection measures was developed. These methodologies are summarised and combined into a comprehensive best-practice manual that allows for a trans-national structured and holistic security-risk-management approach for owners and operators of road infrastructures in Europe.Currently no common processes, methodologies or standards exist in Europe regarding the consideration of security relevant events for critical road transport infrastructures, eg tunnels, control centres and bridges. Attacks on the former can have severe short- and long-term effects with high media attention. A trans-national risk management approach would increase the possibilities for prevention as well as mitigation. A trans-national emergency response strategy would increase preparedness, as well as facilitating and accelerating the reaction in the case of an event.The main objective of the project is to develop a practical process for the identification of critical road infrastructures based on generally accepted security aspects. A better understanding of the detonation performance of an explosive charge can be gained by directly measuring pressure, temperature and velocity of detonation (VOD). This is particularly important with commercial explosives because their performance is directly influenced by the degree of confinement given by the borehole diameter and the surrounding rock mass. A project funded by the Australian Coal Association Research Program (ACARP) was initiated in early 2009 with the view to design and build cost effective prototype instrumentation to measure the relative differences in detonation pressures and temperatures of commercial mining explosives. The project’s primary focus was on low density explosives. Low density (also referred to as low shock) explosives have been available in various forms for nearly 20 years. Identifying the pressure release patterns of both conventional and low density explosives under different geotechnical conditions should provide the necessary information to both validate detonation codes and better define input parameters for breakage and fragmentation models. This paper gives a general description of the prototype instrumentation developed and reports on the results obtained to date in testing the proposed instrumentation in laboratory scale conditions.

Duty on Lead Reduced. -On December 28, the President signed H.R. 5047 which reduces the duty on unwrought lead from 3.5% ad valorem to 3% ad valorem, with a floor level of 1.0625 cents per pound, effective retroactively from January 1, 1980, through June 30, 1983. Pacific Northwest Power Bill Passed. -On December 5, the President signed S. 885 which will enable the Bonneville Power Administration to guarantee 20-year contracts to its 15 major industrial customers in exchange for higher rates. In effect, the bill will have industrial customers pay some of the costs of building additional generating facilities in the Northwest, of which thermal units are expected to be a major part. BPA supplies power to six primary aluminum producers which operate eleven plants having over 30% of the primary aluminum capacity in the United States.

RAPID progress has been made during the past year in the copper mills throughout the country. Particular efforts have been made to increase the fine-grinding efficiency by the installation of larger classifying units operating in closed circuit with ball mills, such as the 78-in. high-weir Akins installation at the Phelps Dodge plant at Ajo, Ariz.; also the Type "FX" Dorr classifiers of Nevada Consolidated at McGill. Nev. and the "FX" Dorr bowl classifier of the Braden Copper Co. in Chile. Some of the copper milling plants in the Southwest, such as Chino in New Mexico and Ray Con. in Arizona, have replaced rolls operating wet in their fine-grinding circuit by rod mills. At Hollinger primary rod mills were formerly used in open circuit followed by pebble mills in closed circuit with classifiers. They now have primary ball mills in closed circuit with large extra heavy classifiers and no secondary mills. This new installation is producing the same grinding on 5000 tons per day with a reduction in cost of nearly 4c. per ton. At the Braden plant, in Chile, short-head Symons crushers have replaced 54-in. rolls, thereby in- creasing crushing capacity with some saving in maintenance cost.

This paper, describing the mining operations at Mount Isa Mines, is one of a series covering mining methods and costs being published by the United States Bureau of Mines. The Mount Isa property has been in operation since June 1931; during this period operations have changed from the production and treatment of carbonate ores to the mining, milling, and smelting of sulphide ores. This change involved revision of ore-extraction methods. Stoping methods have been designed to apply to parallel lodes ranging from 10 to over 100 feet in width and dipping at 50° to 60°. The hardness and strength of the ore and enclosing wall rocks, together with the strength and thickness of the country rock between lodes, have permitted the selection of a sublevel stoping method for mining the sulphide ores.

The U. S. Federal Coal Mine Health and Safety Act of 1969 placed limits on the permissible concentration of airborne respirable coal mine dust. Evidence exists which suggests that the effects on health of respirable coal mine dust may depend on both host factors and dust properties other than concentration. Dust particle size, shape, density, specific surface area and chemical composition are among the dust parameters of interest in an epidemiological investigation of coal workers' pneumoconiosis and coal miner exposure to mine dust. The purpose of this investigation was to develop and demonstrate the feasibility of techniques to determine selected properties of respirable coal mine dust. An approved underground horizontal elutriator which samples air at 36 cfm was designed, fabricated and utilized in this study to collect respirable coal mine dust in three mines representing the Pittsburgh, Lower Freeport and Lower Kittanning coal seams. Analytical procedures for measurement of respirable dust sample particle size, density, random projected area, total surface area and chemical composition are presented. Results of analyses of three samples collected in each mine are presented. Up to five full work shifts of sampling were required to accumulate approximately five grams of respirable coal mine dust in each sample. Statistical tests were applied to determine the significance of differences between properties of dust samples collected in the same mine and between arithmetic mean values of dust properties representing three samples collected in each mine. Coalbeds exhibit a directional permeability, with the maximum permeability oriented parallel to the face cleat. Thus, the most efficient pattern of vertical degasification holes for a coalbed is dependent upon cleat orientation. Surface joints, infrared photolinears, and Ronchi grating photolinears were investigated as potential estimators of subsurface cleat orientation. Cleat orientations were measured in 18 mines, in the Pittsburgh coalbed in southwestern Pennsylvania and northern West Virginia to be used as a standard against which prediction techniques would be evaluated. Two cleat systems with a strong geographic segregation were measured in the study area: N 670 W -N 280 E (950 separation) for the north, and N 76° W -N 17° E (930 separation) for the south. Directional data obtained from the three techniques investigated yielded satisfactory regional predictions of cleat orientation. Analysis of surface joints was the only technique considered sufficiently reliable on a local basis. Prediction of cleat orientation is based on the pairing of the principal directional sets into all reasonable combinations of fundamental systems. The system or systems composed of the most dominant sets nearest to 90° separation are likely to be a reliable prediction of cleat orientation. The most dominant set of the system selected is likely to be the face cleat.

Luscar Stereo commenced construction of the mine at Coal Valley, Alberta, in August, 1976. It is designed to produce approximately 2.5 million clean short tons of steam coal annually - 2.0 million tons per year being committed to Ontario Hydro and 0.5 million tons per year being committed to Neptune Terminals for sale on the export market. The project involves constructing a heavy-media coal preparation plant, erecting a 42-cubic-yard dragline, constructing a shop/office complex, and developing three surface mining zones and associated facilities. As there were no existing facilities in the Coal Valley area, it was necessary to establish access roads, an airstrip, temporary utilities, fuel supplies, a construction camp, rail upgrading and communication services.

OUR first air travel began at Barranquilla on a trip to the platinum dredging-operations at Andagoya. The fare is based on a minimum weight of passenger, and I will have to admit that the minimum is too low. To make this trip by boat would have necessitated going back to the Canal, thence down to Buena Ventura, and up the San Juan river, which would have taken, counting delays, two or three weeks. The time by Scadta airplane was six hours. We stopped at Cartagena for a day to look over that historic city. The route from there lay along the north coast to the mouth of the Atrato river, then up this river, over the jungle, and over a divide some 300'ft. in elevation and down the San Juan river a few miles to Andagoya at the junction of the Condoto. Bulk-solids handling systems are often the most over-looked component and thereby weakest links in a processing plant’s value chain. Since their performance can dictate that of the entire operation, they actually deserve special attention. When designing a liquid handling plant, density and viscosity are well known and commonly used as design parameters. Bulk solids however, differ. While the design process is similar, the relevant parameters in handling bulk solids are instead friction, cohesive strength, compressibility, and permeability. These then vary depending on the mineralogy, particle size distribution and shape, moisture content, storage time-at-rest, temperature, and consolidation pressure. With so many variables, it becomes important to characterize each individual bulk solid across the full range of representative process conditions within the handling system, plant wide – or if you are not very lucky, suffer the consequences of poor material flow. Measuring flow properties and applying them correctly in bulk solid handling system design reduces project risk, saves significant capital, and drastically increases throughput, especially when done in the early stages of a project. Definition and delineation of in-pit ore and waste material are the most significant tasks for an open pit production geologist; adding or destroying value in the mining value chain. Anglo American’s Mogalakwena Platinum mine, an open pit operation in South Africa moving 100 Mt/a, has recognised the value of improved material definition and is in the process of changing from blasthole to reverse circulation (RC) sampling for in-pit grade control. This is aimed at obtaining more representative samples, which are required to maximise ore recovery, minimise waste dilution and to increase the accuracy and confidence of production forecasts. Early in the project, it was realised that the key risks for implementing RC grade control were related to change management processes, rather than failure of technology. Recognising the importance of this issue, Mogalakwena chose an integrated implementation approach that incorporates all stakeholders of the mining cycle in order to develop a process that delivers maximum value and is sustainable within an active mining environment. The following core goals were addressed over five phases of project implementation: extensive definition and design of integrated project implementation, comprising: project buy-in and ownership from all key stakeholders, including survey, geology, mine planning, drill and blast, load and haul, maintenance, supply chain and finance; and detailed analysis of all potential issues and possible solutions, allocated to stakeholders as part of the scoping process; optimising hole patterns and drilling procedures, focusing on delivering maximum value for minimum cost using multiple scenario analysis from borehole data and operational sequencing requirements; and evaluation of lessons learnt during project implementation in order to optimise the technical solution and operational efficiencies. Although this project is not yet finalised, Mogalakwena Platinum Mine is already providing a blueprint for the effective development, implementation and optimisation of sustainable in-pit grade control RC drilling for other open pit mines within Anglo American plc.

This report discusses current research by the U.S. Bureau of Mines on the effects of whole-body vibration (WBV) and shock on underground mobile equipment operators. The highlights of a comprehensive literature review of WBV, shock, and seating are presented. Factors discussed include health and physiological effects, comfort, performance, and fatigue. Vibration data were collected from shuttle cars and ramcars at several underground coal mines in Pennsylvania, Ohio, and Illinois. The data were formatted so that they could be used to drive the Bureau's motion platform, and to compare them with ANSI S3-1979, Guide for the Evaluation of Human Exposure to Whole-Body Vibration. Human subject testing in the Bureau's vibration research laboratory evaluated the effects of two different seat angles and of the presence or absence of vibration and of foam padding on heart rate, blood pressure, and subjective discomfort. Only vibration significantly increased heart rate and systolic and mean blood pressures. Vibration and a steel seat had a significant effect on subjective discomfort. The apparatus used for these tests and the experimental procedures are described in detail. Recommendations are made for additional research on the exposure of underground mining machine operators to WBV and shock.

In March, the Minister of Mines, Mrs. Judy Erola, released a mineral discussion paper at the annual meeting and convention in Toronto of the Prospectors and Developers Association. Among the mineral objectives discussed was the revitalization of the "junior" mining industry. That industry reportedly has seen its share of total exploration expenditures fall from 50% in 1969 to 10% in 1979. Some sources believe the reason to be the rise of exploration costs and more- restrictive legislation The junior mining industry reportedly was responsible for 40% of all mineral discoveries in the 1969-79 period. CZECHOSLOVAKIA Czechoslovakia expects its capacity for the recovery of gallium metal to increase from 1,650 kilograms to nearly 3,000 kilograms per year by the installation of new recovery equipment at the aluminum plant at Ziar Nad Hronom in Central Slovakia. World production data are not reported, but the United States consumed 8,000 kilograms (estimated) in 1981, of which 5,536 kilograms were imported. Gallium is recovered as a byproduct of the Bayer process for the conversion of bauxite to alumina, and from certain zinc processing wastes. It is used for electronic applications such as light-emitting diodes for visual display panels in calculators, clocks, and other instruments.
