Never before have mine managers in the anthracite region of Pennsylvania been so seriously concerned about the rising cost of pumping mine water. Many of them know that future pumping charges may affect their operating profits adversely to an extent that will make it necessary to abandon some mines. Increased pumping charges in the anthracite industry are currently comparable in importance with higher mining costs; in fact, profitable operation of some mines depends not only upon the cost of mining coal but also upon whether they can be kept free from water at reasonable cost. Pumping charges are relatively low during the early development of a mine, but they increase rapidly as development progresses. Numerous crop falls, strippings, and. abandoned adjacent properties contribute unfavorably to the volume of water produced during mining. The foregoing conditions and the existence of large underground pools below existing mining levels present water problems of such magnitude and cost that some mine owners cannot continue to operate profitably.

Throughout Australia and the world, there have been in recent years a number of incidents involving the reaction of ammonium nitrate based explosives with ground containing certain types of sulphides. This paper presents a comprehensive strategy designed to identify, assess and mitigate the risks involved with blasting in areas of reactive ground. Undertaking blasting in reactive or potentially reactive ground involves a degree of risk, the level of which is dependent upon the controls in place for specific sites; this in turn depends upon the degree of sound reasoning and judgement behind the implementation of these controls. Implementation of controls to minimise the risk of incidents also involves a measurable increase in production and blasting costs. To achieve a balanced solution to this matter, decision-makers need to understand how the risks eventuate, how they should be evaluated, and how control measures reduce the risk. Also required is an understanding of how the problem affects the economics of the operation, and the magnitude of this effect. It is the aim of this paper to provide a structured approach to gaining this knowledge, so that mine management, the workforce and explosive suppliers may jointly develop more effective economic and safe blasting systems for potentially reactive ground. Using a combination of fault/event tree risk assessment and semi-quantitative analysis, a structured approach to dealing with the issue will be illustrated.

If Campbell County, Wyoming were an independent nation, it would rank fifth in the world among countries with known coal reserves. Only the United States, Russia, mainland China and West Germany would have greater volumes available. Not too many years ago that statement would not have seemed important, because oil and natural gas had become our nation's principal fuels. Western coal deposits, particularly those of the Powder River Basin in Montana and Wyoming, and which underlie virtually all of Campbell County, were largely unknown. But recently, in response to the three-pronged stimulus of vanishing gas reserves, rising petroleum prices, and clean environment statutes, these vast deposits have been delineated and have become, in the minds of many, indispensable to our goal of energy independence. Not only does western coal lie in thick seams near the surface where it can be mined in huge quantities at low cost, but also it possesses another coveted attribute in this age of environmentalism: low sulfur content. At Burlington Northern we count ourselves at the forefront of those who believe this coal is essential to any hope for the government's "Project Independence." But to that belief we add another article of faith. We are convinced the economics of unit train delivery of this incredibly immense resource make it the only transportation system that can help us achieve energy self-sufficiency in this country.

ALTHOUGH Kennecott's orebody has long been outlined, it is still necessary to define further its limits. This mine, long an advocate of churn drill methods, recently supplemented its practice by using a diamond drill. So far, the diamond drill holes have been along the main canyon floor which traverses the mine area. This zone, highly fractured, is cut by numerous friable quartz veinlets encountered within the porphyry. These veinlets, formed by filling contracted porphyry fractures with hot, siliceous, mineral-bearing solutions, are often more highly mineralized than adjacent porphyry. They pulverize on contact, yielding only slight amounts of core. For this reason neither analysis of core recovered (amounting to 37.5 pct of approximately 10,000 ft of hole drilled) nor sludge analysis considered separately would give correct assays. The following equation has been adopted: actual weight theoretical actual weight core — theoretical weight sludge Drilling is done un.der contract. Collection of core and sludge samples together with double-checked assaying is done by the company. Microscopic, specto-graphic, and X-ray examination of rock specimen saved is carried on at the University of Utah. A fund, set up by Kennecott Copper Corp. at the University, has encouraged cooperation in solution of mining research problems. The drill used is a Longyear hydraulic powered by a Waukesha 26-hp gasoline motor. A pump, Bean Royal type, is powered by a 7-hp Briggs-Stratton gasoline motor. Weight of unit is 4000 lb and is placed under tripod of 35-ft wood poles within a 25-ft sq area. The following results have been attained: Avg depth of hole drilled, ft 1215 Avg drilling depth per 8-hr shift, ft 10.11 Core Size, In. Avg depth of NC casing, ft 21 2 11/16 Avg depth of NX casing and size core, ft 178 2Ye Avg depth of BX casing and size core. ft 427 1% Avg depth of AX casing and size core, ft 585 1 5/32 Through the use of metal sludge collection boxes, 12 ft long, 18 in. wide, and varying from 12 to 24 in. in depth, sludge recovery has been maintained above 95 pct. Samples, both core and sludge, are assembled for each sample interval and averaged in 50-ft bench increments. Determinations for mineral values are made at both the mine and mill. Assay results varying in excess of 0.05 of copper assay values are rerun to determine correct assay. The organization chart for the Kennecott Utah copper mine is shown in Fig. 1. The Utah mine requires approximately four men per shovel shift to drill solid rock, properly slope banks, and trim loose material from the top of bench sections in making them safe for men and equipment working below. During recent years, while the mine has been worked day and night, powder crews have worked day shift only. Series of toe holes drilled back of advancing electric shovels comprise approximately 70 pct of all mine drilling. These holes, spaced about 21 ft apart, have a depth of 24 ft. Of the footage drilled, 25 pct is for vertical holes either 24 or 28 ft deep, spaced about 28 ft centers along the top rim of banks. This combination of toe holes, using an Ingersol-Rand DA 35 drifter mounted on a tripod and the vertical holes using an Ingersol-Rand Type X71 wagon drill is standard practice above the pit elevation. These benches are 68 ft high, with a few exceptions, while benches below the pit elevation are 50 ft high and require very little drilling other than toe holes. Five benches, varying in height from 80 to 100 ft, require a combination of toe holes plus vertical holes and bank holes or electric churn drill holes. Bank holes using the DA 35 drifter and electric churn drill using Bucyrus-Erie Model 29T, account for 5 pct of feet drilled. Until the past year, drilling of fill material on upper levels was accomplished by churn drill method. Wagon drills are now used for fills because they can be set up and drill a hole an hour. It is necessary to run an air drill 7 hr for each 8-hr shovel shift. Average drilling rates during the past year were as follows: DA 35 drifter using 2 and 3-man crews — 4.36 ft per man hr X 71 wagon drill using 2-man crews — 6.45 ft per man hr DA 35 drifter bank holes, 3-man crews — 2.53 ft per man hr Bucyrus-Erie churn drill, 2-man crews —1.9 ft per man hr Total mine avg — 4.57 ft per man hr Mine practice assigns powdermen to job locations where they perform all drilling and blasting work within the area. Almost as much labor is consumed in springing and loading holes as in drilling them. Average powder consumption is approximately as follows: Per Electric Shovel Shift, Lb To spring and chamber holes — 50 Blasting — 500 Trim banks — 50 One fifth of all powder used is Hercules hercomite bag powder while four fifths is Hercules gelamite 65 pct strength in 1 Vi in. x 8 in. sticks. Frozen material, overhanging from top banks, creates a winter hazard to shovel operators and equipment. Experiments are being conducted with a high-speed Hercules powder in an effort to eliminate this condition. Banks are trimmed by powdermen who lodge 8 or 10 bundles of powder, containing 15 or 20 sticks each, across the upper surfaces of each working face. To each bundle of powder is attached a primer with 6-ft fuse which is lighted as the powdermen, who have lowered themselves down the bank on ropes, ascend to safety. Three angle dozers, D8 caterpillars, make grades and move supplies for the average 31 drilling machines working daily. Compressed air is furnished by three Ingersol-Rand compressors, each with rated capacity of 3750 cu ft of air per min at 100 lb reservoir pressure.

The Bureau of Mines developed a fast, reliable modification of the Griess-Ilosvay procedure suitable for field analysis for NO2 in the fumes from explosives. Known concentrations of NO2-air mixtures were analyzed for the nitrous acid or nitrite formed in the reaction with three Griess-Ilosvay-type reagents by diazotizing and coupling. Comparison was made of the Rider-Mellon, Saltzman, and Patty-Petty procedures; the three procedures are in agreement if sufficient time of contact between NO2 and the reagents is allowed. In experiments to obtain an accurate factor for converting NO2 to nitrite, overnight contact was allowed in order to be sure conversion was complete. The factor was found to be 75 percent with a standard deviation of ±3.2. Low and erratic results were found using either the Saltzman or Patty-Petty reagents as absorbing liquids unless several hours' contact was allowed. If dilute NaOH solution was used as the absorbing liquid instead of a Griess-Ilosvay-type reagent, 92 percent of the overnight conversion factor was found after a 3-minute shaking time and a la-minute standby time. The Saltzman reagent was preferable for fieldwork with the dilute NaOH solution as the absorbent because of its easy application, rapid reaction, and intense color even at low NOB concentrations.

"The current California Department of Transportation (Caltrans) practice based on AASHTO LRFD Bridge Design Specifications is to use the O’Neill and Reese method (FHWA, 1999) for calculating the side resistance and base resistance of Cast-in-Drilled-Hole (CIDH) piles / drilled shafts. In this calculation, end bearing is typically neglected for piles constructed using a wet method due to questionable reliability of end bearing resulting from soil disturbance and inadequate cleaning of the base. Pressure grouting below the tips of drilled shafts in cohesionless soils has long been used worldwide to provide reliable end bearing capacity, but for decades it was relatively unused in this country. It has been used increasingly in the United States over the last decade. Before this project tip grouting has not been utilized on or accepted by Caltrans to maximize piles end bearing capacity. This project proved that tip grouting to mobilize reliable base resistance can be successfully implemented on a full-scale bridge project requiring over 350 large diameter shafts.For the Gerald Desmond Bridge Replacement Project, Shimmick/FCC/Impregilo, JV utilized a temporary Oscillator casing to the full depth to install CIDH piles. Piles were constructed by the wet method and then pressure grouted below the pile tip. A tip grouting procedure for these large diameter shafts was developed and tested to specifically address the geology and constraints of the project. This procedure was then proven during the Load Testing of test piles during the Test Shaft construction phase of the project. Tests showed a minimum reliable base resistance of 150 ksf could be mobilized in very dense sand at a downward movement of 5% of the pile diameter for piles ranging from 4.9 to 8.2 feet in diameter. By tip grouting, the length and diameter of the piles were significantly reduced."

For the sixth year in a row, the value of nonfuel mineral raw materials produced in the United States set a new record, reaching almost $17 billion in 1977. Data provided by the Bureau of Mines show that the 1977 value of domestic nonfuel mineral production exceeded the 1976 value, $16.7 billion, by 2 percent. The $17 billion worth of minerals was the basis for approximately $770 bill ion worth of processed materials of mineral origin. Output of metals decreased $360 mil lion in 1977, while that of nonmetals increased $670 million. Of the 22 metals produced, output of 12 increased, and the value of 13 increased. Among the 46 nonmetallic minerals produced, the quantity of 27 increased, and the value of 34 increased.

This publication contains analyses and related source data for 352 natural gas samples from wells and pipelines in 18 States and 5 foreign countries. All of the samples were obtained and analyzed during calendar year 1974 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economics. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. Multislice mining methods were analyzed by the U.S. Bureau of Mines to determine their application to western United States thick coal seams; ground control, geology, and costs were considered. Multislice mining is used in widely varying seam conditions worldwide, including flat seams too thick to mine in a single pass, pitching thick seams, and seams containing a rock parting. Longwall multislice methods predominate, but room-and-pillar variants also exist. The initial use of the method in western seams is planned at a deep Colorado mine where a rock parting will be used to separate two slices mined by longwall. Ground control and spontaneous combustion are major hazards associated with multislice mining. A well-consolidated upper slice gob can reduce ground control problems and provide a seal against spontaneous combustion. Geologic analysis indicates that the consolidation of the gob depends on the composition of the upper slice roof, the presence of water, and sufficient overburden pressure. A geologically competent intermediate rock parting can also reduce ground control problems and seal against spontaneous combustion. To compete in western coal markets, the cost of multislice mining must be within the range of normal longwall costs. Analysis indicates that multislice operating costs should be within this range, and that multislice mining costs decrease as panel width increases. Relatively wide (600 to 800 ft) panels also provide increased coal recovery.

"Greater reliability of mineral deposit and reserve estimates can be attained through better quality control of the data and information acquisition, and the estimation processes. This paper reviews the following key requirements:1. greater awareness of the significant figures of both data and estimates, and better understanding of the probabilistic aspects of the estimates, their confidence limits and margins of error;2. greater reliability of the information that supports the estimates, by more explicit and more rigorous methods and standards for data acquisition and for interpretations;3. more quantitative estimations of geological/mineral continuity, based on improved three dimensional sampling patterns and the use of geostatistics; and 4. better integration at the project engineering and mine production stages, of the mineral deposit characteristics and mining method constraints, for more efficient mineral recovery and mine quality control.RÉSUMÉUne plus grande fiabilité des estimations des gisements et des réserves minières requiert plus d'emphase sur le contrôle de la qualité de I ‘acquisition de l'information et du processus d'estimation. Over the course of Dr. Robertson’s career, the ferrous and non-ferrous plants have seen enormous changes in technology and increases in plant capacity, essentially amounting to a “technological revolution”. In iron and steel, the “mega” blast furnace of some 6,000 m3 working volume is now standard (~10,000 tonnes (mt) of pig iron/day). Similar huge changes in process technology and plant size have occurred in the non-ferrous industry. As an example, the fuelfired reverberatory furnace, once the mainstay of the copper industry, has disappeared - replaced by large capacity flash and bath smelting technologies. The energy consumption per unit mass of metal produced has also been reduced considerably. Our understanding of the thermodynamics and mechanisms of metallurgical reactions, a field to which Dr. Robertson has significantly contributed, has made great strides. This paper reviews these changes with particular reference to the copper smelting industry, providing also comments on expected future trends.

Three types of uncatalyzed diesel particulate filter (DPF) systems, three types of high-temperature disposable filter elements (DFEs), and one diesel oxidation catalytic converter (DOC) were evaluated in underground mine conditions for their effects on the concentrations and size distributions of diesel aerosols. Those effects were compared with the effects of a standard muffler. The experimental work was conducted directly in an underground environment using a unique diesel laboratory developed in an underground experimental mine. The DPF systems reduced total mass of aerosols in the mine air approximately 10-fold for light-load and 20-fold or more for high-load test conditions. The DFEs offered similar reductions in aerosol mass concentrations. The efficiency of the new DFEs significantly increased with accumulation of operating time and buildup of diesel particulate matter in the porous structure of the filter elements. A single laundering process did not exhibit substantial effects on performance of the filter element. The effectiveness of DPFs and DFEs in removing aerosols by number was strongly influenced by engine operating mode. The concentrations of nucleation mode aerosols in the mine air were found to be substantially higher for both DPFs and DFEs when the engine was operated at high-load modes than at low-load modes. The effects of the DOC on mass and number concentrations of aerosols in mine air were relatively minor when compared to those of the DPF and DFE systems.

The value of processed materials of mineral origin was estimated to have exceeded $297 billion in 1991. U.S. raw non fuel minerals production in 1991 was estimated at $30.8 billion, a 5.8% decline from that in 1990. This estimate was based on data for the first quarter of 1991 (in some cases two quarters) for most of the 21 minerals that for many years have accounted for more than 95% of the industry's production value. The value of minerals production has increased in all but 4 of the last 30 years. The metals component of production value has fluctuated much more than the industrial minerals component, reflecting the greater volatility of metal prices. Employment in metal mining rose slightly in 1991, but this gain was more than offset by a decline in employment in industrial mineral mining, resulting in an overall decline of 3.0% to 164,600 workers in 1991. Prices of several major metals declined during 1991, reflecting weakness in the economy, causing some metal mines to shut down or reduce operations.

Within the framework of the EU Existing Substance (93/793/EEC) and REACH regulations EC/1907/2006), the copper industry initiated in 2000 a comprehensive Voluntary Risk Assessment of copper and several copper compounds. The Italian Government's Istituto Superiore di Sanità, reviewed the process and reports on behalf of the European Commission. Copper exposure levels to man and the environment from production of copper anodes and cathodes, copper powders and copper chemicals as well as fabrication and use of semi-fabrication products and down stream user products were collected across Europe. Environmental and human health effects data were obtained from literature as well as novel research programs and used to deduct safe threshold

"Helical piles are deep foundation elements that resemble, and are installed like, a large steel soil screw — they have a slender steel shaft with one or more round helix bearing plates welded to the shaft to provide support to the structure they hold. Helical piles are rotated into the ground with a large torque motor and provide support through soil bearing on the helix bearing plates and along the shaft. The piles are available in many lengths and, due to their small footprint along with their ability to create minimal disturbance to surrounding structures, they are often used in urban settings for foundation repair, retrofitting existing buildings and for new construction projects. Helical piles are routinely installed as foundation elements in seismically active areas, such as New Zealand, Japan and the U.S.Anecdotal observations (e.g., from New Zealand, Japan and the U.S.) have shown that piles with a comparatively small cross-section and high anchoring capacity, such as helical piles, are beneficial for seismic resistance. This is presumably due to the pile’s slenderness, higher damping ratios, ductility and resistance to tipping uplift. In New Zealand, it was observed that helical pile foundations fared much better than driven and drilled concrete piles after the 2011 Christchurch earthquake. In a personal communication, Woods (2016) described that, out of the 300 structures in center city Christchurch that were supported by helical piles, fewer than 10 structures suffered significant structural damage. However, many structures supported by driven and drilled concrete piles were damaged to such an extent that they were condemned and subsequently demolished."

Intermittent coal mining has been conducted in Alaska for over a century. The first report of coal in Alaska was by the Veechy expedition of 1826 and 1827. Whaling ships used coal from Corwin Bluff near Cape Beaufort during the early and latter parts of the 19th century. The first coal mine in Alaska -- and probably the oldest in the Pacific coast of North America -- was opened by the Russians at Port Graham on the southwest tip of the Kenai Peninsula. The mine was operated from 1855 until 1867 when the United States took possession of Alaska. From 1880 to 1915 coal mining was carried on intermittently at several localities including Unga Island, Herendeen Bay, Chignik Bay, Kachemak Bay, and several points along the Yukon River. Small coal mines along the Yukon River provided fuel for the river steamers traveling from St. Michaels to Whitehorse. The area of sustained coal production began with the completion of the Alaskan Railroad from Anchorage to the Matanuska coal field in 1916 and to the Nenana field in 1918. Coal production continued to increase until 1953, at which time the oil and gas fields in Cook Inlet were developed. Oil and gas eventually replaced- the Matanuska coal as a means of providing heat and power. The military in the Anchorage area shifted from coal to oil in 1967 causing a decrease in production. The increased demand for electric power in the Fairbanks area offset the decline and coal production started to increase. In 1969-1970 the Golden Valley Electric Association constructed a mine-mouth power plant 70 miles southwest of Fairbanks near Healy and a power line to Fairbanks. LOCATION OF COALS IN ALASKA Coals are found in all geographical subdivisions of Alaska. Coal in Alaska ranges in age from Carboniferous to Tertiary, and grade from lignite through anthracite. INTRODUCTION CHURCHILL river was named for John Churchill, first Duke of Marl-borough and third Governor of the Hudson's Bay Company, in the latter part of the 17th century, some fifty years after the ill-fated Danish expedition, led by Munck, had abandoned the site of the now famous seaport of Churchill, as a worthless, cold, disease-ridden country. No other attempts were made to explore the interior until the river basin became a part of the grant to the Hudson's Bay Company and began to play its part in furnishing the luxury of fine furs to civilized people as it had furnished the necessities of food and dress for untold centuries to uncivilized natives. This was the sole contribution of the region to the economic life of the country for some two hundred and fifty years, until 1926, when the power site at Island Falls was discovered by engineers seeking a cheap power source to make possible the development of the great ore-body at Flin Flon. DRAINAGE BASIN OF CHURCHILL RIVER The river is some 1,325 miles long. Rising in the headwaters of the Beaver river, in east-central Alberta, it flows in an easterly direction across Saskatchewan and northeasterly across Manitoba to Hudson bay, through a remarkable basin of some 115,500 square miles, only 6,000 square miles less than the area of the British Isles. A journey down this river leads one through three distinct belts of country, each vastly different from the others geologically and in surface characteristics. For the first five hundred miles the river flows through a basin of 36,000 square miles of the great central-plains country, which is covered with fertile soil and carpeted in its southern part with prairie grass, which gradually gives way to the mixed forests of poplar, spruce, birch, and jackpine in the northern and eastern sections: About midway across Saskatchewan, bald-headed knolls and ridges begin to make their appearance as the river meets the western margin of the Canadian Shield. Then, for some seven hundred miles, it passes through country underlain by the pre-Cambrian rocks of the Shield, which continue to within one hundred miles of Hudson bay. Here the character of the country again changes to a low, clay plain underlain by sandstone, and through this 'clay belt' the river flows between steep clay banks, to empty into Hudson bay.

Drilled Displacement Piles (DDP) provide an ideal deep foundation solution that combines the benefits of ground improvement with traditional advantages of piling systems. This paper consolidates data from 20 construction projects in which more than 30 DDPs were installed and tested axially. High quality site exploration data (e.g., Cone Penetration Test and Standard Penetration Test) were evaluated to derive geotechnical analysis parameters. The test sites consisted of mostly mixed soil types with strongly stratified layers of sand, silt, and clay. Pile diameters ranged between 40 cm and 61 cm. Test results were compared with predictive methods developed specifically for DDPs as well as methods used in general geotechnical practice. The accuracy of the empirical methods is presented in terms of total pile capacity, pile length/diameter, and soil type. The large majority of all examined methods underpredict the in-situ pile capacities. It was also found that the difference between the tested and predicted capacity is strongly related to the level of improvement in the surrounding soil due to the piles’ installation. A general comparison between predictive axial accuracy and the observed level of ground improvement upon installation is also discussed.

"Descending several stories down a metal staircase into a shaft spanning a quarter city block -- soon to become Roosevelt Light Rail Station in Seattle, WA -- visitors are greeted with four perfectly round, precast concrete-lined horizontal holes leading deep into the earth. The sound of water trickling out from a small drainage trough can be heard over the faint echoes of construction within. Upon entering, the light is dim, but the air is clear with barely a dust particle flowing through the sunbeams. This type of air quality is only accomplished with diligent controls, and JCM Northlink, the company in charge of building the Northgate Link Extension Project, is taking those measures seriously.Commissioned by Sound Transit, JCM is a joint venture of three companies: Jay Dee Contractors, Frank Coluccio Construction Co. and Michels Corp. The tunnels JCM constructed are intended to provide fast, reliable underground rail service, as well as relieve one of the region’s most congested traffic areas. The $440 million project will connect the Northgate, Roosevelt and University District neighborhoods north of Seattle to the downtown corridor and SeaTac airport further south.The scope of this project includes excavation for two light rail stations, boring of two parallel 5 km- (3.3-mile) long light rail tunnels in six runs and the construction of 23 cross passages. Begun in 2014, Sound Transit estimates that crews excavated more than 382,000 m3 (500,000 cu yds) of soil and installed 7,352 precast concrete tunnel liner rings during the shaft construction and boring phase. Now that tunnel boring is complete, JCM is in the process of constructing the cross passages, which act as maintenance areas and escape routes for passengers. Throughout the entire process, the company has utilized atomized mist to control particle emissions.“Our dust control needs change at every phase of the project and don’t go away until the project is fully complete,” said a JCM safety representative. “We found that different dust suppression technologies were needed at different intervals, but atomized mist seemed to fulfill our needs at every step.”"

The Grundy coal field is in process of development, and this circular was written to describe the mining methods and practices in use in the mines now being worked in this field. In lieu of man-hour labor data for individual mines a consolidated sheet of mine costs, which includes expenses for labor, material, and power, is given for all mines. The costs are for a working day only, based on average daily production. Because the demand for coal is seasonal, the costs for idle days, which vary at each mine, have not been estimated. Approximate reserves of coal seams have been estimated from data and maps taken from Bulletin XVIII of the Virginia Geological Survey4/.
