E UGAR RICKARD comes of a long line of mining men and was born at Pontgibaud, France, in 1874, where his father was then in the course of his professional work. Later his father came to California and was until his death prominently connected with milling in that state and Nevada. Edgar Rickard grew up at Berkeley, attended the University of California, graduated in 1895 from the mechanical engineering course, and remained a year longer for post-graduate work in the College of Mining. His first job was as assarer for the Mountain Copper Co., Keswick, Cal., in 1896. The following year he was assayer and surveyor for the Cornucopia Mines, Oregon. In 1898, he joined the staff of the Venture Corporation, London, and for two years made examinations for them in various parts of the world. He served as mine manager at Cripple Creek and at the Briseis tin mine, in Tasmania. From 1901 to 1905, he was general manager of the Progress Mining Co. in Lower California, but when his cousin, T. A. Rickard, bought the Mining and Scientific Press he was persuaded to come to San Francisco as business manager of that periodical. A few years later the two cousins went to London and started the Mining Magewine there as a joint venture, Edgar being the business manager. In 1915, he took over control, T. A. Rickard returning to California to devote his time to the Mining u.rbd Scientific Press. In 1917 Edgar Rickard sold out to his British associates and came home to serve in the Food Administration through the war. Rickard was one of the first of the American engineers called to his staff when Herbert Hoover began his relief work by helping stranded Americans home at the be- ginning of the war and he has been with him constantly since in the Commission for Relief in Belgium, the

Five sewer connections were required to divert Combined Sewer Overflow (CSO)from existing outfalls to an old underutilized large diameter brick sewer (the Easterly Interceptor). The connections were part of an on-going CSO control program by the Northeast Ohio Regional Sewer District (NEORSD) in the City of Cleveland, Ohio. Each connection was made by pipejacking and hand-mining a fiberglass-reinforced polymer (FRP) pipe through soft glaciolacustrine clays and silts. Jet grouting was utilized to stabilize the soils and fill the voids surrounding the interceptor prior to making the underground connection. Reinforced concrete liners were constructed inside the aging brick sewer to provide structural stability during ground improvements and connection work. The project also involved micro tunneling two approximately400 foot lengths of FRP pipe through soft ground using a slurry pressure balanced machine.

The Search Minerals Foxtrot project in Labrador represents a significant Canadian resource of rare earth elements rich in the sought after heavy rare earth elements (19.8% HREE/TREE). A preliminary economic assessment of the project indicated that the project is technically feasible and economically attractive. A variety of metallurgical test programs have been undertaken which have led to significant streamlining and simplification of the process flowsheet. The improved flowsheet should allow Search to reach production earlier and will use conventional processing equipment. The results of these test programs are presented and discussed in this paper.

For several years International Minerals & Chem-ical Corp. has used a radiation method to assay potassium content of products from potash and feldspar beneficiation. The procedure is rapid, accurate, and inexpensive and is easily handled, if necessary, by nontechnical personnel. Data are presented to show the accuracies that may be expected if the technique is used for control of pilot plants or large-scale plants. Natural potassium is composed of three isotopes —K, K and K. Five other isotopes, artificially produced, have been detected. In natural potassium only the K isotope, with a half life of 1.4x10 years, is radioactive. Its modes of decay are beta and gamma rays, positrons, and x-rays. Only the more abundant beta rays, however, are important in radiation measurements using geiger tubes. Barnes and Salley' measured radiation of potassium salts in solution in 1943. Gaudin and Parnell2 first reported the use of solid salts arranged in a vessel surrounding the ß counter in 1948. Later, Scheel used the method to assay potassium content of various crude and finished potash salts. Experimental: Dip-type Geiger-Muller tubes (TGC-5) supplied by Tracerlab Co. were used in all radiation counting measurements. The tube was encompassed by a glass container about M in. larger in diameter than the tube. This container, which served as a sample holder, was closed at the bottom with a rubber stopper to facilitate removing the samples. Samples were not weighed, but about 40 g of sample were needed for each test. Electrical impulses from the tube were counted on either a Tracerlab scaler or a rate meter. To obviate the need for constant attendance, preset features were incorporated into the scalers, so that at a predetermined time or count the units were automatically deactivated. When rate meters were used, counting rates were read directly from instrument or from a recorder used in conjunction with the rate meter. Each tube was calibrated, according to the manufacturer's instructions, to determine the correct operating voltage to insure reproducible results. A linear calibration plot of percent K2O vs counting rate was also obtained for each tube by recording the counting rate plus background count of several standards of different K2O content chemically analyzed by the chloroplatinate method.' These standards were of approximately the same particle size distribution as samples to be assayed. Specific background count caused by cosmic rays and other surrounding radiation was checked periodically by counting a sample of pure NaCl. Fig. 1 is a representative calibration plot. Assays were determined directly from the standard plot or calculated by subtracting the background count from the counting rate, then multiplying by the slope of the line. Chemical assays of the test samples were made by the Sherril method," a flame photometric technique, or the chloroplatinate method. Data: The radiation assay method has been used for three years by International Minerals & Chemical Corp. in the laboratory and in pilot plants processing ores containing potassium. These dry concentration plants process sylvinite and langbeinite ores at Carlsbad, N. M., and feldspar ores at Top-sham, Maine. Sylvinite ore is predominantly a mixture of syl-vite (impure KCl) and halite (impure NaCl). Contaminants include sulfates, such as langbeinite (2MgSO - K2SO4), kieserite (MgSO H2O), poly-halite (MgSO4.K2SO, 2CaSO, . 2H2O), and slimes. Langbeinite ore is predominantly langbeinite and halite with small amounts of sylvite, sulfates other than langbeinite, and slimes. THE performance of coal-washing equipment, that is, the effectiveness with which coal and impurity are separated, is a subject of undisputed interest to all concerned with the preparation of coal. Through the years much has been written in both American and European literature on the performance of coal-washing equipment and its interpretation, but until recently no effort has been made to consolidate this wealth of information into a single, comprehensive treatment of the subject. A splendid effort in this direction was made at the First International Conference on Coal Preparation held in Paris in June 1950 in which representatives from virtually every coal-producing country participated. Although the scope of the conference covered the entire field of coal preparation, many of the sixty-odd papers and a great deal of the discussion dealt with the subject of evaluating washery performance. Prominence was given this subject by the Centre d'Etudes et Re-cherches, des Charbonnages de France, which sponsored the conference. This research organization, generally referred to as Cerchar, was formed in 1948 following the nationalization of the French coal industry. Since that date it has conducted an intensive study of coal preparation. Perhaps because of a fresh viewpoint, Cerchar realized immediately that complete information on the performance of French washeries and a thorough understanding of the mechanism of gravity separation were the fundamental prerequisites in a program to improve preparation practice. For this reason Cerchar concentrated on obtaining performance data and on a comprehensive study of methods of evaluating such information. Some idea of the magnitude of this work will be appreciated from the fact that 175 performance tests were made in 44 plants. The work performed by Cerchar emphasized a condition that is recognized by many of those concerned with coal preparation, namely that the lack of uniformity in presenting data on washery performance, the diversity of methods used in evaluating such information, and the frequent confusion of the terms related to performance have been prime factors militating against the progress from art to science. Thus, Cerchar feels that standardization of the methods employed for evaluating washery performance, not only in France but in the entire world, is essential to progress, and the prime objective of the Paris conference was to seek international standardization of the evaluation methods advocated by Cerchar. At the conclusion of the conference the question of standardization was referred to the International Standards Organization. A careful study of the dozen papers on the subject of evaluating washery performance presented at the conference reveals that none of the methods is new; most of them date back over a decade. Nevertheless, the intensive scrutiny of these methods brought about by the conference unquestionably has resulted in a valuable exchange of ideas and a clarification of thought that could scarcely be achieved in any other way. The object of the present report is to make available to the American coal industry the ideas developed at the conference which seem most important from an American viewpoint and to provide a critical analysis of some of the evaluation methods advocated by Cerchar. The various methods of evaluating washery performance are illustrated partly with data that have been published in American literature, and some new data have been obtained as the result of experimental work undertaken since the conference to provide information on certain controversial points. An English translation of the proceedings of the conference, including the discussion as well as the papers, will be available,' and previous to the conference Coal Age2 published a very brief description of some of the principal evaluation methods used by Cerchar. Introduction The Fortitude deposit is located in Nevada's Battle Mountain mining district in the central Great Basin region of the Basin and Range province of the western US. The deposit is at Copper Canyon in the southernmost portion of the district, about 19 km (12 miles) southwest of Battle Mountain (Fig. 1). Mining activity in the district began in 1866 (Roberts and Arnold, 1965). Base and precious metals were mined by underground methods intermittently until 1955. Placer gold was first discovered at Copper Canyon in 1912. Moderate scale dredging of alluvial gravel at the mouth of Copper Canyon was conducted by the Natomas Co. from 1944 to 1955 (Johnson, 1973). In 1967, Duval Corp. began large scale open-pit copper mining. (Sayers, Tippett, and Fields, 1968). Copper prices decreased and precious metals prices increased in the mid-1970s so Duval's exploration efforts at Copper Canyon shifted to precious metals. These exploration efforts resulted in the discovery of the Tomboy-Minnie deposits and shortly afterward, the Northeast Extension deposit at Copper Canyon (Blake, Wotruba, and Theodore, 1984; Fig. 2). The Fortitude deposit was discovered in late 1980, after Duval had proceeded with precious metals production at Copper Canyon. Converting the existing plant facilities at Copper Canyon to a precious metals recovery system was completed in 1978 (Jackson, 1982). Production from the Tomboy-Minnie deposits began in early 1979. Precious metals production moved to the Northeast Extension deposit in 1982. In late 1984, after three years of preproduction stripping and mining of the Upper Fortitude ore zone, production from the higher grade Lower Fortitude ore zone began. Currently, Battle Mountain Gold Co. operates the Fortitude deposit. Production from the Battle Mountain mining district before 1967 included 4.6 t (150,000 oz) of gold, 65.3 t (2.1 million oz) of silver, 13.6 kt (15,000 st) of copper, 4.5 kt (5,000 st) of lead, and 13.6 kt (15,000 st) of zinc (Roberts and Arnold, 1965). At the time of Duval's 1967 start-up, ore reserves at Copper Canyon included 12.6 Mt (14 million st) in the East ore body and another 3.6 Mt (4 million st) in the West ore body. Both had average grades of 0.79% copper, 16.1 g/t (0.47 oz per st) silver and 0.86 g/t (0.025 oz per st) gold (Blake et al., 1984). The Tomboy-Minnie deposits collectively contained 3.5 Mt (3.9 million st) of ore grading 3.09 g/t (0.09 oz per st) gold and 9.6 g/t (0.28 oz per st) silver. The Northeast Extension reserves were identified as 1.4 Mt (1.5 million st) of ore with an average grade of 2.9 g/t (0.085 oz per st) gold and 5.1 g/t (0.15 oz per st) silver. Initial total reserve estimates for the Fortitude deposit were 14.5 Mt (16 million st) grading 5.14 g/t (0.15 oz per st) gold and 29.8 g/t (0.87 oz per st) silver (Jackson, 1982). Therefore, before large scale mining, the Copper Canyon area contained a minimum of 102.6 t (3.3 million oz) of gold and 541 t (17.4 million oz) of silver as mineable reserves. The Fortitude deposit reserves as of Jan. 1, 1985 were 10.6 Mt (11 million st) grading at 5.28 g/t (0.154 oz per st) gold and 28.5 g/t (0.83 oz per st) silver. The method is based upon the fact that every combustible gas, vapor, or dust will not burn or explode when the oxygen content of the mixture is reduced below certain definite values. In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSWA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. metallic mining workforce from March through September 1986. Similar reports have been published for the stone, sand and gravel, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

The characteristics of alloyed anodes and their influence on the products of electrolysis and power consumption have been noted previosly ously in the literature.' This paper presents data in continuation of the subject given in an earlier paper by the authors.2 As noted in the authors1 previous paper, the objectives of this work are the reduction in the cell voltage and the purity of the cathode product resulting from the use of alloyed lead anodes. The fundamental facts developed in the previous paper were: (I) that the presence of a small amount of calcium lowers the anode potential approximately 50 per cent. below that of pure lead; and (2) that thallium when present to the extent of 4 per cent. rendered the anode practically stable, thereby lowering the contamination of the cathode by lead to a very insignificant amount. The specific features determined in this recent work are as follows: 1. The lowest limit of calcium in the lead which will still give maximum lowering of the anode potential. 2. The characteristics of the thallium-calcium-lead anode. 3. The characteristics of the silver-calcium-lead anode. 4. The characteristics of the thallium-silver-calciurn-lead anode. It was determined that 0.1 per cent. calcium in the anode was sufficient to lower the anode potential approximately 50 per cent. Table 1 shows the characteristics of alloyed anodes tested. 3900 Yonge St. was not a typical site on which to build a condominium apartment. A steep hill covered the majority of the site. In order to use as much of this site as possible, the rear of the building was to have nine stores cut into the face of the hill. A permanent shoring system was required as the building structure was not designed to provide sufficient stabilizing elements to support the total earth pressure. The total excavation depth required was 36 m (120'-0") with the upper 12 m (40'-0") to be backsloped. The vertical face of soil to be supported was 24 m (80'-0'). The shoring system originally designed by the Structural Engineer was to support this face by installing soldier piles and inclined earth anchors. During bid preparation it became evident to us that the system as designed would be difficult and expensive to install due to wet soil conditions. An innovative design was required to overcome these problems. Anchor Shoring hired John Stephenson Consultants Ltd. to aid them in accomplishing this goal. After extensive investigation together with The Trow Group, a unique design was proposed which provided a practical solution to the shoring problem.

This volume contains a summary of the results of past analyses on U.S. Bureau of Mines Contract No. 80122061 which are relevant to electromagnetic location in mine rescue situations. The analytical results indicated that detection of a trapped miner equipped with a special transmitter is feasible in most situations. Location of the miner by surface measurements is also generally feasible within certain errors. The feasibility of miner detection and the accuracy of miner location have been examined theoretically for a wide variety of situations. Agreement with experimental results is generally good in cases where measurements are available. Personnel involved in the investigation include J.R. Wait (Principal Investigator), D.A. Hill (Co-Principal Investigator), K.P. Spies, A.Q. Howard, and Lana Slusher (Administrative Assistant).

Investigations have been conducted at Chino Mines Company into the effect that SAG mill recycle material (critical size) exerts on SAG mill throughput and specific energy requirements. Tests were conducted on the laboratory, pilot, and plant scales, to evaluate the merits of alternative treatment options. Removing critical size material from the SAG mill circuit has been shown to improve new feed rates by 34% with a reduction in specific energy (kWh/ton) of 33%. Test results obtained to date are presented.

Flotation testing has been done at laboratory scale on hematite mineral and ore samples using stage additions of various hydroxamates. Chemisorption of hydroxamate species onto the hematite surface was inferred from the results, possibly involving both the undissociated hydroxamic acid and hydroxamate ion as maximum recovery occurred close to the pKa of the hydroxamic acid. Flotation testing on a specular hematite ore containing 40 per cent Fe and 42.5 per cent silica gave highest iron grades in concentrate at pH 6, in contrast to published data which suggested pH 9 as the optimum value for ore processing. Using octyl hydroxamate, a rougher concentrate assaying 67 per cent Fe at 51 per cent recovery was obtained using four stage additions of 50 g/t at pH 6. For lower grade concentrates still meeting the chemical analysis for pigment grade micaceous hematite (minimum Fe assay 60 per cent) iron recoveries of 80 per cent were possible for stage additions of 50 g/t octyl hydroxamate in the pH range 6-8.

The 1.8 million tonne Itos tailings deposit is the result of sever­al years of processing by Comibol of the San Jose and ltos Mine ores at Oruro Bolivia. The historic flowsheet consisted of a flotation circuit in which silver-bearing galena and stibnite were concentrated. Approximately half the silver in the ore was not recovered, and the existing tailings contain slightly over 200 grams silver per tonne, in the form of complex sulfides of silver, antimony, lead, and other metals coating grains of pyrite. An extensive laboratory program was conducted to exam­ine conventional processing l)lethods such as cyanide leaching and regrinding followed by flotation. However, the silver-bear­ing sulfides are in intimate contact with the pyrite and the pyrite comprises 30% of the total tailings weight. Cyanide leaching recovers only 40% of the silver and the cyanide consumption is uneconomically high. Flotation produces an upgraded, but still uneconomic, concentrate. For this reason, chloride leaching had been evaluated by Comibol, and in the mid 1980's Comibol undertook an innova­tive test consisting of two 300 tonne field heap leaches using a cold chloride solution. The tests were partially successful, but could not be applied to the bulk of the tailings which are already ground to 50% minus 200 mesh. In 1992, Kappes, Cassiday & Associates undertook to develop a hot agitated chloride leach flowsheet, and is current­ly constructing a treatment plant under a turnkey contract from a Bolivian company, Baremsa, S.A. Using this process, 85% of the remaining silver can be recovered, with significant by-prod­uct credits from antimony and lead. The project features hot, agitated acidic chloride leaching, filtration, crystallization of lead chloride, and precipitation of metals using iron scrap. Arsenic is removed from the precipitate by caustic leaching, and minor metals by furnace refining. Antimony is recovered as the oxide by cupelation, and silver is poured as <lore from the cupel. Production rate will be 600 tonnes per day. Startup is scheduled for late 1995.

The production of crude petroleum of the Bacuranao field, Cuba, fell off rapidly because no new wells Mere drilled. In December 1938, the total was 15 bbl. per day. The estimated average from this serpentine field for the year is 20 bbl. per day. The Motembo area produced an estimated average of 160 bbl. per day. Production in July was 215,946 gal of gasoline, or 165 bbl. per day. In August production was higher because a new well in the concession, the Luisa Marcela, produced 189 drums the first day and required pit storage. The Atlantic Refining Company of Cuba started a deep test upon a long, narrow, surface-defined anticline 3 km. south of Remedios, a town on the north coastal plain of Santa Clara province, in December 1938. The Atlantic Refining Co. is doing extensive seismograph arid gravity-meter work in Matanzas arid Santa Clara provinces. The Shell company was rigging for a deep test in western Havana province at a location about 2 km. west of the town San Antonio dc los Banos New Petroleum Law More serious attention was given by some of the major oil companies to the development of petroleum in Cuba as a, result of the passage of a Petroleum Law ill that country on May 9, 1938. Under the old mining lam of Cuba, which gave no special treatment to petroleum, the usual provisions giving reasonably satisfartory guarantees to encourage investmerit of foreign capital were either entirely lacking or were 30 ambiguously expressed as to require legislative action. Under the new law, Government royalty is fixed at 10 per cent with the provision that it will be reduced to 9 per cent on crude petroleum that is refined in Cuba. Royalty to the surface owner is 1 per cent. A surface tax on a sliding scale from 10¢ to 406 per hectare per year is applicable to all exploitation concessions granted under the law or adapted to its provisions. So export tax is payable upon petroleum. Stability of taxation
