Managing sediment plumes under multiple jurisdictions Management of activities in the New Zealand EEZ can be characterized as a distributed basis of decision-making with each independent and separate decision-maker focused on specific elements of a proposal (environmental, work place safety, wildlife management, fisheries, navigation, oil spill). The New Zealand EEZ Act 2012 was intended as gap-filling legislation to address the lack of an environmental assessment lens for permissions to undertake certain activities in the New Zealand EEZ. These activities relate mostly to marine scientific research, dumping and discharges, oil and gas exploration and development, and seabed mining. The regulatory decision-maker for most EEZ Act marine consents is the New Zealand EPA. Since 2013 when this gap-filling legislation took effect, the EPA and its decision- making committees have processed three seabed mining applications. Two consents were refused, one consent was granted in 2017. A common feature of all consents has been the assessment and consideration of the scale, significance and effects of sediment plumes arising from the activity. One consent is for irons and mining in about 40m of water where the plumes reach the nearby coastal waters and shoreline, the second consent is far offshore but plumes extend far beyond the mining area (850 km2) in to rare coral habitats and in to a significant offshore fishery. A significant consideration for decision-makers is how the assessment and management of plumes under the EEZ Act interact with, and potentially overlap, management of such plumes under other legislation (Resource Management Act, Marine Mammals Protection Act, and Wildlife Act). This is in a statutory context where the EEZ Act requires explicit consideration of the nature and effect of other marine management regimes over the matter under consideration.

Exploration geologists commonly struggle to understand the technical specifications of remote sensing and field portable spectral systems. This often results in the selection of spectral systems that are inadequate for the metallogenic environment of interest, and in a myriad of processed imagery that rest uninteligible and unused.

Ledcap Pty Ltd has developed two software tools for assisting in the determination of life-of-mine (LOM) trucking requirements. The first tool generates haul paths and the second calculates truck travel time over these paths. The two step approach allows the paths to be viewed and if required edited, to better represent the actual site haul routes.The first tool automatically creates haul paths between the mine bench and the dump. To do this the user supplies a master haul route and a scheduled block model. The master haul path and the block model are interacted to create multiple haul routes, one for each pit/dump bench pair in each scheduling period. Each path carries with it a record of the scheduling period it represents and the dry tonnage hauled over the path in that period.The second tool calculates truck travel time over the path. Data from the manufacturer's rimpull and retarder curves are used to calculate accelerations and speed over each segment of the haul path. As the paths are derived from digitised representations of mine haul routes the path f les often have over a hundred segments. This detailed representation of the haul route allows the software to automatically adjust speed for different radius corners and accurately simulates the changing accelerations over the gradient changes that occur in real life mine ramps. Rolling resistance can be specified at a global level, at a segment level and at a period level. This allows rolling resistance to be changed seasonally as well as spatially.Life-of-mine trucking studies attempt to calculate an accurate answer from extremely variable inputs. This paper will detail the features of the two software tools and how the tools provided in the software can assist the mine planner to have greater confidence in their life-of-mine trucking requirements and the subsequent production capacity inputs to their scheduling calculations.

In eastern China, most of the copper skarn deposits occur in folded troughs which are controlled by the EW-trending faulted fold systems (the Pal-Asian geotectonic domain), and the NNE-trending rift or fault zones (the Marginal-Pacific geotectonic domain), particularly the later. From the north to the south, there are four troughs hosting the main copper skarn deposits in eastern China: the Yanliao Trough, the Yangzi River Trough, The Qiantang-Yuanshui Trough and the Zichen Trough. There are more than 30 copper skarn deposits in eastern China, and ore reserves of each deposit are between 30 to 100 Mt with average grades over 1% Cu.    Most of the large copper skarn deposit-related intrusions are Mesozoic in age (170 to 100 Ma) and were emplaced during the Yanshanian Movement. Outwards from the intrusion bodies, both the skarn alteration and mineralisation show certain patterns of zonation. Mineral assemblages indicate a relatively high oxidisation state during metasomatic alteration and mineralisation. Sulphur isotopic work indicates that most d34S values of the sulphides are between ~4 to 3ë suggesting a common magmatic sulphur source. Fluid inclusion and oxygen isotopic studies suggest that early-stage fluid shows magma-related fluid characteristics although meteoric water was involved during late-stage alteration.

Jigging is a process of particle stratification in which the particle re- arrangement results from an alternate expansion and compaction of a bed of particles by pulsating fluid flow. The vertical direction of fluid flow is reversed periodically. The rearrangement results in layers of particles that are arranged by increasing density from top to bottom of the bed. This response, developed from the many and continuously varying forces acting upon the particles, permits a solid-solid separation more related to particle density and less to particle size than any other "hydraulic-type" process. The stratification is usually carried out in a rectangular, open-top container called a jig, in which the mass of particles (termed a "bed") is supported on a perforated base through which the water flows in alternating directions. The coal particles, in addition to the vertically expanded and compacted bed motion, move continuously, horizontally across the supporting screen. Following the particle stratification, the particle bed is physically "cut" at a desired horizontal particle density plane to separate the desired clean coal product from the more dense refuse. The jig system includes means for continuously introducing the raw coal and for moving the water through the coal bed in a controllable manner, as well as for separating and removing the stratified particles from the system as two or more product streams. In coal preparation, this highly versatile unit operation is applied preferably to a wide size range of particles with top sizes up to 8 in. (20 cm) rather than to a closely sized fraction. In gravity ranges, the process has been applied to gold particles with a density of 19.3 and to coal particles having densities less than 1.30. Single jig washers have capacities from 5 (4.6) to greater than 700 tph (637 t/h) of feed coal. The separation results attainable by jigging have favored this unit operation as optimum for creating a clean coal product as required by steam coal specifications. Al- though the jig is used in preparing coals which are difficult to separate, its limitations to achieve both quality products and high recovery are being recognized in comparison with heavy media-based processes which make sharper separations from feeds having high "near-gravity" contents. The accu- racy of the densimetric stratification in the upper portions of the jig bed are less precise. It follows that coals with more than 10% near-gravity material

The Fosterville Goldfield has a modest past production (0.3 Moz), but is now emerging as a significant goldfield (2.6 Moz resources, including 1.1 Moz reserves) with implications for exploration within the orogenic gold provinces of the Lachlan Fold Belt in Australia and the Buller Terrane on the West Coast of New Zealand. Fosterville is located 20 km east of the 22 Moz Bendigo Goldfield and is geologically similar to other Victorian goldfields, however the nature of the gold mineralisation differs significantly. Unlike other Victorian goldfields there is no primary free gold at Fosterville. The gold occurs in as sub-SEM resolution particles, in fine grained arsenopyrite and pyrite crystals disseminated through the wall rocks in fault controlled quartz-carbonate vein stockworks. The Fosterville Goldfield comprises several subparallel fault systems striking 340¦ over an exposed strike length of 28 km. The Fosterville Fault system comprises the west dipping (~75¦), reverse Fosterville Fault and several less steeply west dipping splay faults formed in the footwall. The splay faults extend through east dipping beds from the Fosterville Fault across a syncline hinge into stratigraphically controlled positions on the west dipping limb of the syncline. The predominant control on gold mineralisation is the intersection of the bedding on the east dipping limb of the syncline and faulting which, is in turn controlled by the orientation of bedding in the west dipping limb of the syncline. The mineralised shoots are thus subparallel to the plunge of the syncline and show a plunge reversal about a culmination in the footwall syncline. This provides a very powerful exploration tool with bedding û cleavage intersection lineations measured in outcrop and oriented core indicating the plunge of mineralisation. Mineralisation is also, albeit less commonly, controlled by local variations in strike and dip of the host fault and at metre scale by host lithology. As the faults and mineralisation are stratigraphically controlled, detailed stratigraphic interpretations are essential to provide control on structural interpretations for resource modelling. Compared to other Victorian goldfields, the Fosterville Goldfield formed later (385 Ma to 360 Ma cf 440 Ma), at lower temperatures and at shallower depths (fluid inclusion studies of Au associated veins suggest vein formation at ~270¦C (range 140¦C to 385¦C) and at depths of 2.6 - 5.7 km).

Diffusion kinetics in disordered hcp Cd-Mg alloys have been investigated by means of the Kirkendall effect and concentration-penetration curves determined with an electron-microprobe analyzer. Self-diffusion coefficients of both species were determined at the three marker compositions obtained, averaging 27.6, 46. 7, and 78.1 at. pct Mg, by means of the Darken analysis. These coefficients were then corrected for the unequal and concentration-dependent partial molar volumes of the two elements with the Balluffi analysis, and for the vacancy flux effect by the Manning analysis. The latter correction reduced the Balluffi correction produced larger changes in the self-diffusiv-ities; neither, however, produced statistically significant changes in the Do's or the H'S. The most striking result of this investigation is that at all three compositions and at all temperatures studied both the uncorrected and corrected self-difjusivities of magnesium are higher than those of cadmium. The Cd-Mg system is the first one found in which the higher melting, lower vapor pressure element diffuses more rapidly. Both an empirical correlation due to Toth and Searcy and considerations of the atomic mechanism of diffusion indicate that this anomaly is probably due to a comparatively low value of the activation energy required for a magnesium atom and a vacancy to exchange sites, perhaps occasioned by the higher compressibility of magnesium atoms. KIRKENDALL effect studies have been previously reported for only two hcp solid solutions: the E phase of the Zn-Cu system1 and the a phase of the Cd-Hg system.' In neither investigation were the marker-movement studies supplemented with the concentration-penetration curve determinations necessary to evaluate self-diffusivities by means of the atano and the Darken analyses. The present program was undertaken to obtain both types of data on a hexagonal solid solution in order to provide more detailed information relevant to the mechanism of diffusion in this type of lattice. The Cd-Mg system was chosen for this study because the disordered solid solution extends across the entire phase diagram at temperatures above 253"c5 and the substantial difference in the melting points of the component pure metals promised that marker movements would occur at reasonably rapid rates should the diffusivities of the two species be as unequal as might be anticipated. The experimental convenience of the relatively low melting points of cad-miun and magnesium and the availability of extensive and accurate activity data6 (required for application of the Darken analysis) were additional reasons for selecting this alloy system. Since the anisotropy of diffusion is not large in either pure cadmium7 or pure magnesium,' the diffusion couples were prepared from polycrystalline components. The presence of a well-defined texture in the couples—the c axis of individual crystals tended to be normal to the diffusion direction— however, provides a fair degree of crystallographic definition to the data obtained. The principal (and entirely unexpected) finding of this investigation, that magnesium, the high-melting low-vapor pressure element, diffuses more rapidly than cadmium, in contradiction to a broad range of results in fcc and bcc alloys, as well as in the previously studied hcp alloys,172 makes the self-diffusivity determinations of immediate interest in understanding the origin of this anomalous result. EXPERIMENTAL PROCEDURE The cadmium (Belmont Smelting and Refining Co.) and magnesium (Dow Chemical Co.) used in this study were both of 99.99 pct purity. Alloys containing 51.0 and 65.6 at. pct Mg were prepared from these materials by melting under a MgC12-base flux in a high-purity graphite crucible. These alloys were subsequently hot-worked and then homogenized in a helium atmosphere at temperatures close to their solidus points. Sandwich-type diffusion couples of the type g/d/g were prepared from the pure metals by solid-state diffusion. Two-piece alloy couples of Mg/65.5 at. pct Mg (Mg/gCd) and Cd/51.0 at. pct Mg (Cd/CdMg) were welded by a liquation technique. The individual components of both types of couple were initially cylinders 1.27 cm in diam and in length; the ends of these cylinders were machined accurately flat and parallel. For both welding techniques, the pure cadmium cylinders and the alloys were chemically polished in a mixture of 40 pct ethyl alcohol, 40 pct hydrogen peroxide (30 pct conc), and 20 pct nitric acid,g while those of pure magnesium were polished in a solution of 10 pct nitric acid in ethyl alcohol.' Immediately afterwards, both metals were rinsed in freshly distilled acetone, and then in similarly purified methanol.' The Mg/Cd/g couples were assembled in a carefully cleaned stainless-steel welding fixture, in which a screw operating through a self-centering arrangement permitted a controlled pressure to be exerted upon a couple prior to welding.'' Tungsten marker wires 0.005 cm in diam were placed at the d:g interfaces of some of these couples, and imbedded in the couples during the application of pressure. Apparatus for maintaining constant — but adjustable — pulp level and rate of froth removal are described. The results of preliminary experiments into the effect of scraping speed on the rate of solid and liquid recovery with a semi-batch system are presented. Glass spheres restricted to a narrow size range is the solid under investigation. Graphical methods for estimating the mass of recoverable material and the zero error are given. The semi-batch procedure1 is extensively used in laboratory flotation testing, though the method is subject to variability of moderate severity. Raffinot2 concluded from a statistical study of the difference between replicate tests, that the ptincipal source of errot was the test itself and not sampling or chemical analysis. These differences can be ascribed principally to changes in pulp volume and reagent concentration, and uncontrolled rate and depth of scraping. Semi-batch testing has been criticized1 on these grounds as a means of investigating flotation kinetics. This paper discusses and describes modifications to laboratory flotation equipment which reduce the number of manual operations and lead to improved control. Kinetic studies were the primary reason for developing the apparatus described. It should, however be a useful aid in normal flotation testing. Some preliminary results of experiments are presented.

The utilization of computer assisted tomography (CT or CAT-scan)as general non-destructive examination (NDE) technique and as research tool for scientists in South Africa, is limited due to the relative unavailability or nonexistence of such specialized analytical equipment. Many medical hospitals are equipped with X-ray CT scanners for the diagnostic examination of patients but do not easily allow paleontologist or other scientist to utilize their very expensive equipment. As from 2003, Necsa hosts the South African Neutron Radiography (SANRAD) and tomography facility where neutrons from the SAFARI-1 nuclear research reactor and their penetrating power as well as X-rays as a complementing tool, are utilized in many R&D applications. This facility is being made available to HEI and specifically utilized by postgraduate students as part of their studies and/or by industry on an ad hoc commercial basis. The capability of these radiation imaging facilities at Necsa will be demonstrated in areas such as paleontology, geosciences and specifically the physical properties of rock and the distribution of minerals in borehole cores, petrophysics to predict the percentage tar/oil/water content within sandstone samples and others. The penetration capability of neutrons through specimens with a matrix of high atomic number (dense materials) and their ability to be attenuated by low atomic number material (light density) makes neutron imaging complementary to X-ray imaging. The capability of X-ray and gamma radiation for relatively easy penetration through specimens of low atomic number allows for viewing of imbedded high atomic number materials and density variation. X-ray micro focus radiography is capable of resolving objects of micro scale size that are micro distances apart whereas X-ray phase contrast radiography utilizes the wave properties of the electromagnetic spectrum of X-rays to clearly define edges of the specimen under investigation. Many applications with neutrons as imaging probe are successfully applied at several facilities across the globe such as at NIST in USA, Neutra at PSI in Switzerland, and ANTARES at FRM2 in Germany, etc, are documented 4?9, through world conferences on neutron radiography, for example. This is achieved through very well thought through and implemented instrumentation from the production of neutrons to their detection and interpretation of the images. The need arose at Necsa to upgrade the current facility from 42-year-old technology, which was successfully applied in neutron imaging over the past 10 years, to state-of-the-art technology found at European facilities. This initiative started under the auspices of an IAEA-TC programme for the period 2007?2010.

This paper introduces the concept of design theory and methodology as applied to rock mechanics for more innovative and efficient design. This is a "frontier" research area in rock mechanics because although design is a fundamental foundation to all engineering branches, very little attention has been paid to this aspect in mining. In discussing the theoretical premise of design, this paper identifies the principles which form the basis of design activity. Also, from a practical viewpoint, the findings from a series of interviews with mine design engineers are presented. These findings lead to the identification of needs arising from overlooked design methodology in practice.

In restricted vertical working heights such as low-seam coal mines, workers are forced to assume kneeling or squatting postures to perform work. These postures are associated with increased risks for the development of significant knee pathologies such as meniscal tears and osteoarthritis [1,2]. Previous research has shown an increased applied knee flexion moment when kneeling in high flexion [3]. However, these models have been applied to flexion up to 140° which neglects contact between the thigh and calf which occurs beyond 140°. In addition to thigh-calf contact, when kneeling near full flexion there may be additional contact between the heel and gluteal muscles. To the author?s knowledge, heel-gluteus contact has not been previously investigated, but thigh-calf contact has received some attention. Zelle (2007) reported thigh-calf contact forces up to 30% bodyweight (BW) [4]. Zelle (2009) reported decreased knee forces when accounting for thigh-calf contact [5]. Caruntu (2003) reported erroneous force and moment estimations when thigh-calf contact was neglected from models to determine muscle and ligament forces [6]. In this study thigh-calf and heel-gluteus contact forces were quantified to determine their effect on the externally applied flexion moment in high flexion.

Advances in the recovery of gold from heap leaching are being made daily, but of all the systems vital to the maximum recovery of gold from a leach pile, none is more important than the methods used to construct the pile in preparation for the leaching operation. The technology described in this paper illustrates the latest systems developed to minimize compaction in the pile during its construction and reduce the cost of placement of ore on the pile. The Florida Canyon Mine of Pegasus is evaluated in detail to show reasons for its high degree of success to date.

The ocean is increasingly seen as the answer for a myriad of challenges facing humankind. In effect, in addition to being vital for transportation and communication, the oceans contain living and non-living resources that are essential to meet the demand for food, and to the development of pharmaceutical products, energy resources, and high-technology products. This entails that the oceans are under pressure by different activities: navigation, fishing, oil and gas exploration and production, renewable energy development, laying of cables and pipelines, marine scientific research, bioprospecting, and deep-sea mining for minerals and metals. The growing demand for essential minerals and metals such as cobalt, nickel, zinc, copper, and manganese, seen in tandem with technological advances in deep-sea mining, makes the latter an increasingly attractive activity, both in areas within and beyond national jurisdiction. At the same time, the further development of deep-sea mining adds to the problem of the competing uses of maritime space and accentuates the need to balance and articulate the interests of the different users of the seas (States, sponsored deep-sea mining investors, oil and gas investors, fishermen, shippers, etc.). Furthermore, as deep-sea mining activities increase and move on to an exploitation phase so does the possibility of new disputes (for instance during deep-sea mining exploitation a communication’s cable is severed, a vessel conducting deep-sea bottom fisheries damages deep-sea mining equipment, etc.).

Even with the most conservative mine plan, rib instability can occur unexpectedly, and if not adequately dealt with, can progress from a nuisance to a major safety hazard. This Bureau of Mines paper examines the mechanisms of progressive rib failure in high mine openings and discusses techniques to control rib slabbing. A field test site in a longwall mine was instrumented to investigate rib behavior during mining. While data analysis showed minor pillar dilation, sporadic zones of progressive rib instability were detected which culminated in eventual rib failure. The failure occurred despite conservative pillar dimensions and shallow depth. Physical and computer models were used to demonstrate the mechanisms of rib failure and then evaluate the influence of support and other mine-related parameters on rib behavior.
