Mr. Chairman and Gentlemen: The subject assigned to me would cover a great many pages if it were gone into thoroughly. Therefore. I have just touched on a few of the most important points. I think that everyone engaged in the production of commercial coal understands all about its preparation, but I will set forth my views as to how I believe it is best accomplished. In order to produce the best prepared coal, your first attention should be to the miner at the working face. The most careful system of blasting should be adopted to avoid heavy charging of holes which results in the shattering of the coal. The lump, or any other screened sizes that may be screened from coal that has been improperly shot, are subject to greater degradation in transportation and handling, as well as reducing screened sizes, which results in dissatisfied customers in the first case, and lower realization in the latter.

COMMERCIAL beds of sylvite ore were discovered by the Snowden & McSweeney Co. while drilling a wildcat oil well some 25 miles northeast of Carlsbad, N. NI., in 1925. After a preliminary core drilling program the U. S. Potash Co. sank a 1060-ft shaft within 4 miles of the original discovery. This shaft was in an isolated location in a sand desert area with only the roughest of dirt roads connecting it with the neigh- boring town of Carlsbad some 21 ½ miles west.

In March 1962, over three months ahead of schedule, production began from the Ventersdorp Contact Reef of the Western Deep Levels Ltd. mine on the West Witwatersrand. Few mines have captured the interest of mining men and the public as has Western Deep Levels. It has presented the gold mining industry with a challenge which involved the opening of an ultradeep mine with the attendant problems of exceptionally heavy capital commitments ($77 million to start of production), high rock temperatures and pressures at great depths, cementation and pumping in an area notorious for the volume of subsurface water, and the necessity for entirely new thinking and the application of new ideas. HISTORY Not all the problems facing Western Deep Levels were, however, new. Situated 43 miles from Johannesburg, just off the main road to Potchefstroom, Western Deep Levels was the sixth company to undertake mining operations on what is known as the West Wits line and it could draw on the wealth of experience gained by other pioneer mines in the area.

In general, modern mining companies all over the world have to face the same economic circumstances as any other part of the industry: considering the tough competition, production and haulage costs must be reduced permanently whereas productivity has to increase substantially in order to remain price-competitive. However, the imposed pressure also offers the chance for consideration of alternative mining concepts, the application of which can result in substantial cost savings and improvements in the quality of the mined material. As one of these alternative mining concepts, surface mining technology offers substantial improvements in productivity. It also influences aspects of haulage, such as safety and speed, in a positive way. The capability of selective mining ties in nicely with the production of small-sized crushed material, the granulometry of which allows the elimination of the primary crusher. Mine operators profit from reduced costs for the maintenance of their haulage vehicles due to reduced wear, a decreased likelihood of accidents and higher average transport speeds. Surface Miners can also be used to cut haul roads into virgin rocks and leave a clean and level surface behind, improving the quality of these created roads. Thus, it is even possible to use ordinary road trucks for transport in mines. The current paper outlines in detail the effects of the surface mining technology on mining and haulage aspects and reports on applications where substantial cost savings could be achieved due to the application of what is also referred to as æsimple mining processÆ.

Acid mine drainage (AMD) research under the MEND program has been ongoing since 1988 at the Heath Steele Mines waste rock piles including sulphide material, outside Newcastle, NB. In 1989 approximately 10,000 mt of waste rock was placed on a prepared sand base with an underlying impermeable membrane. The waste rock pile was heavily instrumented for measuring oxygen concentrations and temperatures. In September 1991, a composite soil cover designed for the Heath Steele climatic conditions, using local soils, was placed over the pile, creating a totally enclosed system. Moisture content and oxygen probes were installed within the composite soil cover to monitor changes within the soils over time, while two large-size lysimeters were installed below the cover to monitor the hydraulic conductivity of the cover. The waste rock site has been monitored on a monthly basis since installation of the cover, for performance of both cover and waste rock. The monitoring shows very clearly that the placement of the composite soil cover has had a major impact on the generation of AMD. Major reductions in temperature and oxygen concentrations within the waste rock pile indicate that the cover has significantly inhibited the oxidation reaction that generates the AMD. Performance data have shown that the cover has maintained its integrity under the climatic conditions of the area.

The Bureau of Mines conducted tests on seven samples of Florida phosphate operations.slimes to develop a method to recover phosphate presently being discarded because of its small grain size. A system of hydrocyclones and hydroseparators was used to recover up to 96 pct of the plus 400-mesh material from the slimes. This plus 400-mesh material was subjected to fatty acid flotation, and concentrates containing up to 33.4 pct P205 were produced. As much as 88 pct of the phosphate (P205) was recovered from the plus 400-mesh material, and up to 29.6 pct was recovered from the total slimes.

The goal of this study is to evaluate the coal flotation process and the interaction of the chemical (reagent) and hydrodynamic (machine, operational) variables as they affect yield, flotation of various sized particles, and sulfur and ash rejection. Coal flotation is found to follow a first order process with the coal floating much faster than either pyrite or ash. This circumstance may be used to achieve gangue rejection during flotation. When floated with MZBC, cresol, or pine oil frothers, coal floats in the size sequence: 108 pm ( - 65 mesh), 589 x 808 pm (88 x 65 mesh), and 1.17 mm x: 589 pm (14 x 18 mesh). However with a substantial amount of fuel oil collector, all particles tend to float roughly in proportion to their content in the feed. An increasing aeration rate was found to be the most important variable in increasing the coal flotation rate. This increase in flotation rate, unfortunately, is also accompanied by an increase in the flotation rate of the pyrite. The rejection of pyrite during coal flotation is best accomplished at low aeration rates, low frother concentrations, and low impeller speeds.

There are countless petroleum and mineral fiscal systems throughout the world. This is because many petroleum and mineral producing countries have developed their own methods of calculating government take through fiscal evolution or individual negotiation. Those countries fortunate enough to have petroleum and mineral reserves within their national boundaries are naturally reluctant to yield this resource without a reasonable return for their population. As resource companies are perceived to be enormous conglomerates with endless amounts of cash and resources, governments and the general public demand reasonable division of production while these finite resources last. On the other hand, because companies engaged in the exploration for, and production of, minerals, oil and gas have to be large or lucky (preferably both) to sustain the great physical and commercial risks involved, the income and profit figures look so large that the general public sees them as an acceptable target for taxation. Taxation of the resource industry has been one of the industry's greatest cash flow problems through the years. Allen and Seba (1993) attribute this to the fact that the most equitable tax systems are those that affect the widest possible total of the population.

An effective production control system should maximise recovery of economic material from the resource. To do this, internal waste must be accurately delineated and efficiently removed. Achieving this is most difficult in low grade blocks just above and just below the cut off grade, where ore:waste separation follows assay or statistical, rather than geological boundaries. Difficulties arise from sampling errors, configuration of the economic mineralisation, and local variations in geology. Mine bench parameters and mining equipment size apply further constraints to the actual field separation of the ore from the waste. At BCL, management of the resource starts with an effective orebody model for planning, scheduling and ore:waste prediction. Ore production from each mining location is reconciled with concentrator tonnage and grade, and the reconciled grades are compared with the planning orebody model to highlight any Differences.

The reesistivity of Cu-Pd alloys of 9.6 to 29 pct Pd alloys was measured after plastic deformzation in tension. For all compositions a continzting decrease in resistivity with increasing plastic strain was observed. By comparison with the results of Damask on a brass ad Cu3Au, it was deduced that these anonzalous decreases in resistivity are due to the decrease in short-vunge order caused by cold work. An anomalous decrease in the resistivity of cold-worked CU-Pd alloys was first reported by Jaumot and Sawatzky.' They observed decreases in the electrical resistivity when disordered Cu-Pd alloys drawing at room temperature. Recently, a similar anomaly was reported by Aarts and Houston-Mac-Mi1lan2 in Ag-Pd alloys containing 10 to 45 pct Pd. The plastic deformation in this case was produced by tensile strain at liquid-nitrogen temperatures. For AE-Pd alloys the relative resistivity change becomes positive for tensile strains of about 20 pct.

In the course of the persistent and rapid advance of our country towards the goal she has set for herself, of commercial and manufacturing supremacy, there stand out certain periods or cycles of prosperity or depression, succeeding one another with a comparative regularity as to their ultimate trend, but of varying lengths and intensities. I might compare this course to that of a railroad between two points at different levels, with intervening mountain ranges and valleys, the up-grades climbing towards the final upper terminal of prosperity, while the down-grades retard the ascent, and tend to return to the valleys below. Just at the present time we are evidently at the bottom of one of these valleys, and, before starting to climb the next divide, it may be prudent for us to look into the condition of our rolling-stock, and especially into that of our brakes, and see what the experience of our downward journey has taught us, and whether we are properly equipped for the new upward advance which now lies before us. THE presence of tellurium in copper and, by inference, in copper alloys, has been considered seriously detrimental and has been avoided. In particular, very small amounts of tellurium have been found to produce red-shortness, although the effects on cold-working and ordinary physical and mechanical properties have not been known so definitely. References in the literature are few, but as long ago as 1881, Egleston1 reported that 0.083 per cent tellurium in fire-refined copper rendered the copper red-short and therefore worthless for hot-rolling. In hot-rolling copper cakes containing this amount of tellurium, he found that fine cracks appeared in the cakes on the first pass through the rolls, the cracks opening further in successive passes. When cold, the metal was said to be tough and malleable. A few years ago, during the course of an investigation in our laboratory on copper-base alloys, it was found that tellurium-bearing alloys could be machined much more freely than similar alloys not containing tellurium. The study was pursued further in this direction, and considerable data were obtained, which indicated that certain tellurium-bearing alloys might have properties of commercial interest. The work eventually led to patent protection,2 a wide range of tellurium-bearing copper-base alloys being covered. This article presents results obtained on the effect of tellurium on the. mechanical properties of three copper-base alloys: commercial bronze (90 Cu, 10 Zn), 1.5 per cent tin bronze (98.5 Cu, 1.5 Sn), and silicon bronze (96 Cu, 3Si, 1 Zn).

There are many methods available for the estimation of geologic parameters (Popoff, 1966; Barnes, 1980). In the last decade a new and relatively sophisticated technique using statistical theory has emerged: geostatistical kriging (David, 1977; Journal and Huijbregts, 1978; Rendu, 1978). An interesting property of geostatistical estimation is that when a geologic parameter is estimated for a given volume, not only is the estimate generated but an associated measure of certainty is produced as well. This statistical measure of estimation confidence is called the estimation variance. While the concept of an estimation variance is universally considered to be a good idea, mining engineers and geologists do not currently have the tools to incorporate it into their planning and quantitative analysis. This paper attempts to develop and present some of the necessary tools required to incorporate estimation uncertainty into mine planning. Geologic uncertainty is portrayed as an economic business risk. This risk is objectively characterized, and-the associated cost is quantified. Geologic delineation sampling is viewed in this light as an economic commodity with an associated cost and value. A coal mine planning example is used as a focus in this presentation. The data used is real, though it has been modified to maintain data security and project anonymity.

The Millennium deposit, located in northern Saskatchewan between the McArthur River mine and the Key Lake mill, has considerable potential for becoming an operating mine. Located in the Athabasca Basin, Millennium is blessed with both the riches and the challenges that this basin offers. The potential for ground water inflows during shaft sinking, and the unconventional challenges associated with underground uranium mining, render the successful development of a new mine in this area especially rewarding. The preliminary design and engineering of the Millennium Project has tapped into the experience of other operations in the area, and has utilized new applications of geophysics technology to enhance the understanding of the local geological structure. This discussion will focus on the innovations, and the challenges specific to uranium mining, for a deposit that is poised to be one of the next mines to supplement Saskatchewan's uranium resources.

AN explosive of, balanced composition might be expected, on first consideration, to develop maximum propulsive strength.1 This hypothesis is based on the assumption that an excess of oxygen would act simply as an inert material with a consequent lowering of flame temperature, also that a deficiency of oxygen would tend toward incomplete reaction of the combustible materials, thereby preventing development of the full strength of the explosion. Actually, however, it can be shown both theoretically and experimentally that an explosive having a certain oxygen deficiency will develop the greatest propulsive strength. This fact has been known to the technical staffs of explosives manufacturers for many years, but it has not always been recognized by explosives engineers in the field. For example: There: is a fairly widespread opinion that the wrapper of a stick of dynamite is merely a container for the explosive and that it plays little if any part in the development of propulsive strength. Actually, it can be shown that the wrapper enters fairly completely into, the explosive reaction. In the case of most gelatin dynamites, a given weight of explosive from which the wrappers have been removed will develop considerably less strength than the same weight of explosive plus wrapper, in spite of the fact that the latter combination contains less weight of the actual explosive ingredient. IN the summer of 1881 we were forced to break up and remove the large mass of iron which had accumulated under No. 2 furnace at Glendon, in order to prepare the foundations of the new furnace which has taken its place. We used "Atlas" powder, drilling the holes with a pair of Rand drills. These worked very well when the iron was at all uniform in hardness; but this was not often the case; and it frequently happened that the holes were hopelessly blocked when but little over a foot deep. Good tamping became, therefore very important. The common method of tamping is certainly very dangerous when there is a percussion cap in the hole, and has, no doubt, caused many of the accidents attributed directly to high explosives. We found an excellent and safe method by using plaster of Paris, mixed to the proper consistency and ponred into the holes as soon as they were loaded. Clean dry sand was mixed with the plaster to reduce the quantity needed. With proper attention the tamping would set in a few minutes, and little or no more time was required than for tamping in the ordinary way. We used a "magneto" machine (Laflin and Rand) to fire the holes; and an additiollal advantage in the plan was that any risk of cutting the exploder-wires in tamping was avoided. We found it worth while to load holes not over 13 inches deep in a block 3 or 4 feet thick since the bottom of the hole was enlarged by each shot so that the next time it could be loaded more heavily, and three or four shots in this way often did as much good as a new hole twice the depth, to drill which might have taken ten or twelve hours. The rise in temperature when boiled plaster solidifies is not sufficient to ignite the exploders, as we found by repeated trials before using it in a loaded hole.

lHE general constitution of a number of metal-lead telluride and metal-tin telluride systems has recently been studied in an effort designed to furnish background information for the study of degradation mechanisms on junctions between thermoelectric power generation materials and metals.1"4 This paper reports further results of that effort. It was found that cobalt-lead telluride constitutes a stable pseudobinary section through the ternary Co-Pb-Te system. Materials used in the study were lead and tellurium of semiconductor-grade purity (American Smelting and Refining Corp., 99.999+ pet). Cobalt (Johnson Matthey & Co., 99.999 pet purity) was used in the form of slices cut from rods of 5 mm diam. Twenty- gram charges of the alloys were melted in evacuated quartz ampoules. Thermal analysis, as described previously,2'3 and metallographic and X-ray diffraction methods (Debye-Scherrer photographs) were used as investigative tools. Substantial difficulties were encountered in polishing, as reported previously for the lead telluride-iron system.3 A number of different etches were used, including dilute aqua regia, Murakami solution, an etch containing copper nitrate,3 and HC1-HNO3-acetic acid-water mixtures.
