This volume was prepared in support of an evaluation of the Advancing Oil Shale Mining Technology Program performed by The Aerospace Corporation under a Bureau of Mines contract. The evaluation is described in part within a companion volume entitled Benefit-Cost Analysis. The economic mine models outlined herein provide a quantitative basis for the assessment of program benefits. Reference is made to estimated oil shale mine costs to delineate the beneficial impacts that can be expected to accrue for the future implementation of program developed technology. Estimated mine cost data are provided for surface, underground, and modified in situ oil shale mining operations.

Spontaneous combustion fires involving high-sulfide-content ores are a relatively infrequent yet serious safety hazard in mining. They are also the cause of lengthy mine shutdowns because they typically occur in areas of a mine where abundant fuel material is present but which are inaccessible for fire fighting. This Bureau of Mines report describes research to design, fabricate, and test in the laboratory and field a system that warns of spontaneous combustion fires in metal mines. Overall performance of the detection system was found to be satisfactory, in that the system was capable of reliably detecting low levels of combustion products believed to indicate the preflaming stage of spontaneous combustion in metal mines. Installation of similar systems in mines with a high risk of spontaneous combustion is recommended. Principal operating problems and recommended corrective actions are also discussed.

From July 1, 1949, to July 1, 1950, the Bureau of Mines conducted the research and technologic work on coal and coal products that is summarized in this report. The research, described in this fifteenth of a series of resumes, is presented in more detail in publications (see footnote references) that appeared during the fiscal year, though in some cases research data are given that have not been published elsewhere. Results of research in the experimental coal mine, on explosives, and on gas and dust explosions will be found in Bureau of Mines Report of Investigations 4228, Annual Report of Research and Technologic Work on Explosives, Explosions, and Flames, Fiscal Year 1950. An over-all view of our coal, oil, end natural-gas reserves was presented, and the future possibilities for the, production of synthetic liquid fuels from coal were delineated.3/

This information circular is one of a series published by the Federal Bureau of Mines in which the methods and costs of producing uranium ore on the Colorado Plateau are discussed. This report describes the three largest company-operated uranium mines of Climax Uranium Co. - the G-1, the Mineral Joe, and the Frank No. 1. Climax Uranium Co., a subsidiary of American Metal Climax, Inc., was [corporated] May 11, 1950, just 2 years after establishment of the domestic uranium program by the Atomic Energy Commission. Twenty-five years earlier Arthur H. Bunker, now chairman of the board, American Metal Climax, Inc., organized and operated the U. S. Vanadium Co. at Rifle, Colo.3/ Soon after Climax Uranium Co. was organized, it entered into a contract with the Federal Government to build a uranium-vanadium processing mill in Grand Junction, Colo. Under the contract Climax leased from the Federal Government certain uranium-bearing lands that had been withdrawn from public entry in 1948. From Minerals, Engineering Co. on June 12, 1950, Climax acquired other uranium-vanadium properties on Calamity, Outlaw, and Monogram Mesas in Colorado and on Polar Mesa and in the Yellow Cat area of Utah. To house the milling equipment, Climax leased the old Grand Junction sugarmill building of the Holly Sugar Co. Milling facilities, based on a then new process developed for treating both uranium and vanadium, were completed, and the plant went into production in 1951.

Platinum and its allied metals osmium, iridium, rhodium , palladium, and ruthenium are the most costly of the better-known metals and combine properties that make them unique among the elements . For a number of isolated uses substitutes have been found which are cheaper and quite as satisfactory ; but none will replace platinum in many of its varied uses , and there is a large and growing demand for purposes for which no economical substitutes are known . As this paper is being written the supply of platinum tends further to increase as a result of the exploitation of newly developed resources and the expansion of production from older sources . In obedience to economic law prices have declined steadily . Buyers , always reluctant to commit themselves on a falling market , have maintained a waiting attitude , and consumption trends are not clearly indicated . Should platinum again approach the price of gold , the natural tendency would be to use more of the metal . In recent years , however , the industrial and scientific uses of platinum have become subordinate to its consumption in jewelry . In matters of personal adornment the popular whim and not practical utility is the dominant factor in demand , and it does not follow that lowered prices will stimulate demand . The substitution of white gold and certain plated goods for platinum may be checked by cheaper platinum , but a fickle public that turned from gold to platinum when platinum became the more costly metal can not with certainty be expected to buy more platinum jewelry because more of the metal than formerly may now be had for the same price . The dearth of platinum during and for some years after the World War had a profound effect upon prices , and this in turn wrought important changes in the field of consumption . When prices advanced the chemical industry, formerly the leading consumer of platinum, was forced to economize in its consumption of the metal and to substitute other metals whenever it could . Somewhat similar conditions resulted in the electrical industry and in the use of platinum in dentistry . Some of these former outlets are permanently closed , and others may be reopened now that platinum prices have receded to pre-war levels , but despite the general expansion of industrial and scientific activity since 1913 the demand for platinum outside the jewelry trade has suffered a net decline . Since the metallurgy of platinum is relatively simple the reason for its high price is its relative scarcity in the earth's crust . An interesting speculation set forth by certain geologists attributes the extraordinarily high density of the interior of the earth in part to the presence of iron alloyed with substantial amounts of platinum and other related metals . In support of this hypothesis it may be said that platinum is often found in meteorites , and known deposits in the earth's crust are all of deep - seated origin . However , even if there were a high concentration of platinum in the interior of the earth it would be next to impossible at the present state of our knowledge to make it available , and the world would continue to depend for its supply on deposits found within minable depths below the surface . For many years before 1914 the world obtained its supply of platinum metals primarily from Russia , which before the war produced as much as 300,000 troy ounces in a year , or approximately 95 per cent of the world output . Despite fluctuations due to internal political disturbances Colombia managed to account for 3 to 4 per cent , leaving the rest of the world to furnish the remaining 1 to 2 per cent .

The paper describes the development of components in an lntegrated Furnace Control system for shielded-arc smelting focusing on operation and crucible integrity enhancement. The paper reviews the mechanisms of power, feed and energy input and losses into the shielded-arc smelting process and describes the furnace control system module development and integration to tailor the process. The ultimate success of a furnace control system application is transfer of knowledge, training, and operational support during furnace start-up and ramp-up phases and a model for how this has been achieved is discussed. The control modules of a shielded-arc laterite smelting furnace are described in detail including measured results and screen captures from application in a laterite smelting furnace. This paper focuses on developments in Integrated Furnace Controls tailored to shielded-arc laterite smelting but development of common furnace control modules for improved crucible and tapping operation integrity applied to other furnace processes, including immersed-arc smelting, is also covered. Since 1985, the Sunshine Mining Company has used a patented nitric-sulfuric acid pressure leaching system for production of silver and copper from a refractory sulfide ore body. To better understand this novel process, a program of lab scale testing was undertaken to quantify the effect of system variables on silver recovery. Some of the factors studied include temperature, agitation, acidity, vessel pressure, particle size, percent solids and oxidizer amount. In turn, this knowledge will be applied in actual plant practice to upgrade reaction time, increase concentrate throughput, raise silver recovery and lower reagent costs. A discussion of plant process changes resulting from lab scale testing is included.

Lightweight aggregates have become increasingly important to the construction industry. From 1953 to 1960, the quantity of the aggregates used in concrete block, precast and prestressed concrete, and monolithic structures increased about 92 percent. The present study was conducted in Bureau of Mines Area IV which encompasses the South-Central States of Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. This is an administrative area and does not delimit a market area or imply an economic unit. Because of the increasing importance of metropolitan areas in evaluating economic growth, significant data showing relationships between growth of the metropolitan areas and the lightweight aggregate industry are included.

TO THE AMERICAN MINING CONGRESS. AMERICAN INSTITUTE OE MINING ENGINEERS. MINING AND METALLURGICAL SOCIETY OF AMERICA. The committee that makes this report was appointed at the meeting of the American Mining Congress, at Denver, Colo., in. November, 1906. The appointment had in view the drafting. of a law for the regulation of quarrying and metalliferous mining under the police laws of the States, with the hope that the uniform adoption of such a law could tend to reduce the number of accidents in mining. Since its. appointment, the committee has had' under serious and continuous consideration the matter with which it was charged. At the meetings 0f the American Mining Congress in 19o7, 1908 and 1909, it reported progress. At the meeting in 1909 it was authorized to present its report not only to the American Mining Congress, but also to the American Institute of Mining Engineers and the. Mining and Metallurgical Society of America, and to present its report in printed form during the interim between meetings of the American Mining Congress. The committee collected from the officials of the States of the Union copies of their mining laws. With the assistance of the Engineering and Mining Journal copies of the laws 0f Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New aland, and certain European countries were also obtained. These laws were subjected to careful study. The first publication of the committee was a summary of the more important metalliferous mining laws 0f this country. Upon the basis of the existing laws of the States of the Union, Great Britain, and the English speaking colonies, a tentative draft. was prepared and printed in limited number in 1909, for convenience in securing the advice and criticism of a considerable number 0f persons engaged in the mining industry. In this way valuable suggestions were received. At the request of the chairman of this committee, Mr. Frederick L. Hoffman, statistician of the Prudential Insurance Company, of Newark, N. J., summarized and reviewed the available statistics of fatalities in metalliferous mining in the United States. Mr. Hoffman's report was published in the Engineering and Mining

This paper is one of a aeries being published by the Federal Bureau of Mines on methods and practices used in mining and preparing crushed stone for market. Performance, in terms of units of work or tons produced per machine and per operator man-hour, is given whenever that information can be obtained. Direct operating costs are useful for comparing different methods and are included if available. In addition to descriptions of equipment and methods used the Bureau considered it desirable to discuss the engineering reasons for the choices that have been made, This paper is particularly concerned with the operation of the Liberty quarry and plant of the Campbell Limestone Co, The plant is in Pickens County, adjacent to the main line of the Southern Railway, and is about 18 miles west of Greenville, S, C. This report describes instrumentation which is part of a system for extinguishing mine fires by pumping material through surface boreholes in order to seal off all underground passageways leading to the fire area. Major instrumentation systems include a closed circuit television probing system and an acoustic seal checking system. The latter consists of a speaker probe, a receiver probe and related signal processing equipment. All probes can be winch-deployed down a 6-inch diameter borehole. The CCTV unit can be rotated 360 degrees in the horizontal plane, and contains sufficient lighting to reliably assay conditions for sealing or rescue within a 200 foot radius. The acoustic seal checker monitors the completion of a seal as it progresses by use of probes lowered through boreholes on either side of the seal.

Introduction Stamp-Milling and amalgamation is, perhaps, one of the oldest processes of recovering gold from its ores. Many papers, theses, and textbooks have been written on the subject of stamp-milling practice in general, but, to my knowledge, there have been no publications describing the modern stamp-mill as designed, developed, and operated in Nova Scotia. Although it may be said that the gravity stamp-mill is the most primitive, and perhaps the crudest, crushing machine in existence, it is at the same time the most satisfactory all-round milling and amalgamating device yet contrived. Originating in Saxony, and used in North America first in Virginia and Georgia, the stamp-mill, in a primitive form, later found its way to California and Colorado. Here, it speedily developed from an affair of wood shod with iron, and operated with the crudest gearing, to substantially its present form. Briefly, it consists (see Figure 1) essentially of a series of hammers (the stamps), which fall upon a mixture of ore and water contained in a cast-iron box (the mortar). The resulting crushed ore (the pulp) is splashed out through a screen on the front of the box. For some years after the discovery of gold in Nova Scotia, in 1861, the ? arrastra and Chilean mill were used to recover the gold from the rich ores. The stamp-mill followed, and various types were used, principally the California and Gilpin County types. Then, in 1895, Mr. M. R. O'Shaughnessy, one of our foremost amalgamators, conceived the idea of a new type of stampmill, which has since become standard in Nova Scotia gold mines. This mill, unique in its design and operation, is specially adapted for the most efficient extraction and recovery of gold as it occurs in our Nova Scotian ores. It is commonly known as the Underwater Feed type, as opposed to the usual Overwater or Top Feed type, and it may be rightly termed The Nova Scotia Self-Classifying Stamp Amalgamation Mill. It is conceded by experienced mill-men that it is superior to any other type of mill for recovering the very coarse and granular gold typical of the ores of this Province. The particular installation and practice to be described in this paper is that of the Guysborough Mines, Limited, at Goldenville, Guysborough county. Emphasis will be laid on certain operating innovations of extreme simplicity and high efficiency.

"The 2015 Outstanding Project Award (OPA), which recognizes the superior work of DFI members, was awarded for the San Francisco- Oakland Bay Bridge New East Span. The award was presented to representatives from Caltrans and the T.Y. Lin International/Moffatt & Nichol Joint Venture at the DFI 40th Annual Conference on Deep Foundations in Oakland, Calif. A committee selected this project based on size, scope and challenges of the project; degree of innovation and ingenuity exercised; and the uniqueness of the solution to the difficulties of the job. A bridge across the bay between San Francisco and Oakland was proposed as early as 1872, but it took until November 12, 1936, until it became a reality. The bridge spans to the west of Yerba Buena Island were conventional suspension spans, while the east spans used a steel cantilever truss design and simple steel truss spans. This double-deck bridge served the Bay Area well until 1989. In that year, the magnitude 7.1 Loma Prieta earthquake damaged the East Span of the San Francisco-Oakland Bay Bridge. The resulting interruption to service across the bay demonstrated the vital role this bridge plays in the economic and life safety activities of the Bay Area. The project owner, California Department of Transportation (Caltrans), determined that the safest, most cost-effective solution was a total bridge replacement. The Engineer-of-Record, T.Y. Lin International/ Moffatt & Nichol Joint Venture, working closely with Caltrans, the Metropolitan Transportation Commission (MTC) and the California Transportation Commission (CTC), was charged with developing a comprehensive design strategy that met the project’s stringent criteria for seismic safety. These criteria included the new bridge’s designation as a regional Lifeline Structure that must open to emergency traffic shortly after the occurrence of a 1,500-year return period earthquake"

The objective was to develop and design a remotely operated temporary roof support system that provides a safe working environment between a freshly cut coal face and the last line of permanently supported roof in which to perform roof bolting activities. This system was to take the form of a retrofit package which could be adapted to a majority of the bolters currently in service. The result is an integrated piece of hardware which will retrofit onto virtually all single boom bolters by removing the drill boom and relocating and modifying the hydraulic controls. The system is composed of three basic components: a pair of cantilevered roof supports which reach forward to the desired line of support, a mast type drill unit for drilling holes and torquing bolts, and a transverse slide assembly to carry the drill from hole to hole across the entry without relocating either the bolter or the roof support. A converted bolter not only provides a much safer operation but is projected to increase the production speed as well as reduce the manpower required to operate a section.. This improvement in productivity is shown to make the job of retrofitting a bolter cost effective in less than two months and provide a potential profit thereafter. Based on the findings presented in this report it is recommended that a proto-type be built and tested in an underground coal mine to demonstrate its effectiveness.

Belt conveyor transfers are the most likely location for high wear rates and failures. Belt transfers are necessary to change the direction of conveyed material and will remain a part of belt conveyor systems into the future. Burden being accelerated due to fall and changes in direction from one system to the next, prevents steady state flow which introduces component fatigue. The conveyor belt is considered the greatest cost item over the life of a belt conveyor system and consumes considerable downtime to replace, therefore a financial incentive exists to preserve this high-cost item. Other issues created at the transfer include health risks of uncontained dust and product losses due to spillage. Additional consideration to support the belt is one way to improve the life of components and contain dust within the transfer chute. The humble impact cradle/bed has changed little over the years whilst conveyor systems have achieved ever greater flow rates. Further development of the impact cradle is an opportunity to reduce maintenance costs and increase uptime. The peak technology on the market for conventional impact belt support is the dynamic impact cradle, which ensures the belt support area under the chute allows for some dynamic travel, whilst also maintaining a consistent skirt board area. The impact energy at a transfer when installed with Kinder Australia’s dynamic impact belt support system was measured to further understand the forces involved and how they compare with static belt support systems. Adding further dynamic capacity to the load zone has been shown to increase belt life by at least 30 per cent. Other components also benefit from reducing impact energy in the transfer and the incorporation of polyurethane bushes at roller supports has been employed further increase roller and frame life. Kinder Australia has developed a unique and innovative range of belt support technologies that further promote dynamic travel whilst maintaining a consistent skirt board area without a significant increase in belt-friction tension. This technology combines slider rails with rollers that can absorb impact independently within the support system and/or utilising exotic slider materials to overcome high belt speeds and/or system capacities. Kinder Australia has a vast library of documented case studies and application data to ensure the future systems being offered will survive, provide better chute sealing and protect the conveyor belt.

"INTRODUCTION The public understanding of green solutions today is based on the definition of sustainability adopted by the Brundtland Commission (World Commission on Environment and Development) in 1987: “development that meets the needs of the present without compromising the ability of future generations to meet their own needs.” Over time this initial definition evolved to identify three distinct factors impacting sustainability that are often referred to as the “Triple Bottom Line”: Economic, Environmental and Social. The triple bottom line approach seeks to drive outcomes that create maximum value for all stakeholders. In the last ten years purveyors of water and wastewater tunnel solutions have found themselves on the wrong side of a politically polarizing issue in the crosshairs of politicians, environmental activists and community groups branding tunnels as expensive, “gray” and not-sustainable. Tunnels under design were stopped and large planned tunnel programs were delayed or canceled. Therefore being sustainable and “green” is not simply using natural vegetation, but creating an asset that meets current and future needs and will not become a future liability. As this paper will discuss, tunnel projects embody a sustainable triple bottom line project well, are equally sustainable as green infrastructure, and have begun to gain awareness for their sustainability. GREEN INFRASTRUCTURE CHANGES TUNNELING LANDSCAPE The green movement quickly swept across the nation in the mid to late 2000’s and was a hot topic in the media and at all the local, regional and national industry conferences. Politicians espoused the benefit of green infrastructure including job creation, urban renewal, aesthetics, property values economics and sustainability. The political microscope was focused the closest on stormwater and wastewater management, particularly in communities responding to combined sewer overflow (CSO) consent decrees from the Environmental Protection Agency (EPA). As communities with CSO problems evaluated their long term control program (LTCP), local government officials and planners began to balk at the huge price tag required for compliance and began looking for alternatives. “Green” infrastructure was proposed as lower cost solution that could be used to offset capital-intensive “gray” infrastructure like new sewers, storage tanks, tunnels, and treatment facilities. In addition, including green infrastructure in a previously negotiated LTCP required a reset on the entire planning process, additional studies and more planning which would push capital investment further off into the future, subsequently delaying unpopular user rate increases. As a result, tunnel projects as well as trenched conveyance and treatment plant projects that had not yet started construction were stopped, delayed or substantially changed."

Legislation introduced for Queensland and New South Wales Coal mines provides different levels of prescription regarding specification of mine seals û generally in relation to capacity to withstand overpressure. In Queensland, the Coal Mining Safety and Health Regulation (2001), Section 341 (d) places a further onus on the statutory ventilation officer to æensure all ventilation control devices at the mine are properly constructed and maintainedÆ and that the ventilation officer æmust ensure a ventilation control device mentioned in the regulation à and installed at the mine meets the design criteria statedÆ for the ætype of deviceÆ. Based on the experience of the author, it appears that risk management and life cycle approach to seals has not been adopted to the same extent as for other aspects of operations. Further, because of the number of disciplines and personnel involved that may influence various factors affecting seal integrity, the opportunity for oversight or unclear allocation of responsibility is considerable. While suppliers can provide explosion or design rated seals, this should only be a starting point for application of the product in a coal mine. Application is often considered by mine planning staff (taking into consideration mine environment parameters such as water, control of gas, spontaneous combustion risk, etc) in conjunction with the colliery ventilation officer, and then construction completed by contractors under supervision of operational staff. After construction, seals often are managed by operational personnel with input from the ventilation officer. Input of the geotechnical engineer into pillar design, roadway opening size, ground support specification and most stable seal location is also required. The need for a customised design approach for each seal site is proposed in order to take into account the many and variable factors that may influence a site so that improved seal performance reliability and predictability can be developed. A program of quantitative as well as qualitative monitoring of performance and triggers for rectification or maintenance action is required, and would provide support to the aforementioned proposal. Many mines rely on visual/audible inspection and periodic bag sampling as the primary means of assessment. Other significant factors such as seal material properties, rib degradation, convergence, floor heave, effects of water on both structural integrity of the seal as well as the air tightness of the seal do not generally receive the same level of attention. Based on the above observations, the author has compiled a reference checklist in regard to the above matters, including aspects of and approaches to mine and pillar design, geotechnical modelling and data collection, civil engineering design, site evaluation and practical options available.

This information circular describes methods used in mining inclined beds of phosphate rock in mines operated by San Francisco Chemical Co. in Rich County, Utah. The mines are on the western flank of the Crawford Mountains, a short, narrow range in northern Utah near the Idaho-Wyoming corner (fig. 1). The western front of the range is a conspicuous wall of folded and faulted sedimentary rocks that rises abruptly 300 to 600 feet above the floor of the adjacent Bear River Valley. Rex Peak, highest point in the range, is approximately 8,000 feet above sea level. The area surrounding the mines is sparsely populated. Randolph, the county seat of Rich County, has a population of 650. It is 10 miles southwest of the mines by road and the only town in their vicinity.

"IntroductionDevelopments in the preparation, hydraulic transportation and placement of classified mill tailing as an effective backfill and support for mining excavations, have made feasible several advancements in mining methods that are safer and more economical. Hydraulic backfill systems have played an integral part in the development of more efficient cut-and-fill and blasthole stoping.The hydraulic transportation of tailing fill has made possible the elimination of expensive and laborious transportation, placement and spreading of gravel type fills. Also, in cut-andfill stopes, the use of hydraulically placed consolidated fill has largely eliminated the need to use extensive timbering for floors and supports, previously necessary when only gravel type, waste rock or unconsolidated tailing fill was used .Another important advantage of using mill tailing as backfill is that it decreases the need to contain a large portion of the mill solids waste in a surface disposal area and thus reduces environmental and ecological problems.Tailing Fill PropertiesConsolidated tailing fill consists of deslimed mill tailing and Portland cement. These two materials are mixed together in various proportions to form a high density slurry which is transferred underground by gravity through boreholes and pipelines. After placement underground, the water is drained off and the mixture is allowed to set. The strength of the consolidated fill is dependent on the cement content, particle size distribution and curing time. A typical tailing/ cement ratio used for bulk filling in stopes requiring vertical wall support is 30:1. Ratios ranging from 8:1 to 5: 1 are used for stope floors. High pulp densities minimize segregation and loss of cement during placement as well as reduce the amount of drainage water to be handled."
