Although AustraliaÆs coal mining industry is currently experiencing a pleasing period of price relief, long-term trends toward lower real prices will surely continue. Higher price levels attract expansion by existing operators and market entrance by new operators. History clearly demonstrates the relentless long-term march toward ever lower real prices. Therefore, the need for economic returns applies constant pressure to improve productivity. To be sustained, high productivity requires a systematic response based on a solid understanding of critical productivity determinants. The most powerful determinant of productivity is now widely understood to be workplace culture. Culture largely comprises a combination of behaviours, symbols and attitudes. This paper will examine and review scienceÆs latest discoveries in human behaviour. It will provide a proven, practical framework for understanding behaviour and applying this knowledge. Significantly, it will highlight why conventional approaches toward improving productivity often provide disappointing economic returns. The modern understanding of behaviour factors will cover coal face operations. More importantly, because executive and managerial levels in coal mining have significantly greater impact on industry and mine productivity the paper will concentrate on leadership. Particular emphasis will be placed on use of modern systems and in particular use of what are by far the most powerful drivers of behaviours û measurement, analysis and reporting systems. The paper and presentation will show how conventional systems rooted in antiquated American legislation from the early 1900s stifle productivity improvement and drive suboptimal and even counterproductive behaviours. These commonly used systems will be compared with accurate and effective modern methods for assessing performance to improve productivity. These principles are proven in all industries and effective application in mining will be highlighted. Actual results will be used to demonstrate practical approaches successfully applied in both metal and coal mining in Australia and overseas.

"The U.S. underground coal mining industry has recently seen the occurrences of several multifatality events that have interrupted an otherwise steadily improving safety record. These events transpired even with an unprecedented level of government regulations and safety technologies. These events may indicate that current safety practices have reached a level of diminishing returns. Risk management, a safety approach that has been successfully applied in numerous industries including mining, may provide a means to overcome this plateau. Riskgate is an Australian mining risk management program that may be successfully applied in the United States. However, fundamental differences between the Australian and U.S. coal mining industries prevent direct implementation. This paper discusses aspects of the Riskgate body of knowledge that require adaptation for its application in the United States. The recent increase in fatal events in conjunction with minimal declines in fatal and nonfatal injuries over the past decade may signify that current safety practices have reached a level of diminishing returns. In order to surpass this plateau, a modification to the manner in which the mining industry approaches worker safety may be warranted.The implementation of a risk-management- based approach may potentially provide a means for not only surmounting the current safety stagnation but also for achieving the long-desired objective of zero harm.Riskgate is an Australian risk-management- based body of knowledge that shows great potential for application in the United States. This paper discusses aspects of the Riskgate body of knowledge that require adaptation for the U.S. mining industry. The proposed adaptations are based on differences in operating practices and government regulations. This discussion will focus on the three major U.S. risk areas of explosion prevention, ground control and moving equipment."

Homogeneous chemical composition and microstructure are always necessary, but not always attained in practice. As-cast aluminium alloys tend to have a segregation microstructure. Features of the cast structure, which affect subsequent processing or properties, can be altered by the homogenization. The main task of the Department of Nonferrous Metallurgy was to investigate the effect of homogenization treatment on precipitation hardening of aluminium alloys 6061 and 6082. The effect of the solution heat treatment (SHT) temperature on the mechanical properties was also analyzed. The homogenized and non-homogenized rolling slabs were produced according to the usual conditions and methods. The metallographic investigations were carried out on the as-cast samples, after homogenization, after the hot and the cold rolling mill, and after natural and artificial ageing. Then, Brinell hardness measurements and tensile tests were conducted on both alloys in order to examine the influence of the homogenization.

The Bureau of Mines evaluated synthetic fluorspar as a substitute for natural fluorspar flux in basic cupola ironmaking. The synthetic fluor-spars tested were prepared from waste fluosilicic acid generated during the processing of fluorapatite ore. The cupola trials showed the synthetic products to be the equivalent of natural fluorspar from an operational standpoint. However, wet scrubber sampling showed that substantial losses of volatilized fluorine occurred from the cupola during operation. The losses during synthetic fluorspar trials considerably exceeded those from natural fluorspar trials. Laboratory viscosity testing, using a high-temperature rotational viscometer, confirmed this finding and indicated that fluorspar volatility in slags is related to slag basicity. Synthetic fluorspar is accordingly recommended more for highly basic cupola operation (>1.3 basicity) than for neutral or acid operation, because of the increased potential for pollution and baghouse filter detezioration"

The Cortez Mining District has had a long history of mining activity dating back to 1862 as previously reported (1) (2). More recently Cortez Gold Mines (i) has operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the U.S. for treating higher grade finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1520 tonnes per day on oxidized ore from the Cortez ore body. Starting in 1973, the mill was operated at 2050 tonnes per day on softer, less oxidized, high clay ore from Gold Acres which is located 13 kilometers to the west of the Cortez installation. In February of 1976 the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operation. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Much valuable experience was gained in the operation of these two heap leaching programs and is well described in an earlier publication (3). Releaching of the ore heaps at Gold Acres and Cortez was continued with a limited crew from 1976 to 1979.

The Yellow Pine zinc-lead mine, situated about 3-1/2 miles northwest of Goodsprings, Clark County, Nev., was explored by core drilling during the fall of 1942 and the summer and fall of 1944 by the Bureau of Mines in cooperation with the Federal Geological Survey. The Yellow Pine district was located in 1855. The original claims covering the Yellow Pine mine were located in the following years: Rover, 1892; Hilo, 1897; Bybee, 1900; Radio and Como, 1906. The mine was operated by the Yellow Pine Mining Co. from 1906 to 1929. This company was dissolved in 1935. At a later date, S. E. Yount and the Security First National Bank of Los Angeles, Calif., acquired ownership of the mine. Since 1939, the mine has been operated in a small way by leasers. Production has been at least 175,000 tons averaging about 10 percent lead and 25 percent zinc, with a gross yield of $5,785,174. Virtually all ore produced by this mine consisted chiefly of oxidized zinc and lead minerals and came from long, pipelike shoots in the 100-foot thick Yellow Pine limestone. Ore shoots are sharply defined; elsewhere, the limestone is nearly barren. Numerous faults cut the mine into blocks. Ore is now mined in an open stope, but in the past, large tonnages wore mined in stopes by square-set methods. Ore produced recently was shipped direct to smelters unprocessed; in the past, it was milled by gravity and produced separate lead and zinc concentrates.

THE Workmen's Compensation Ace defines Silicosis as "a fibrocic condition of the lungs caused by the inhalation of silica dust sufficient co produce a lessened capacity for work". This fibrocic condition muse exhibit a specific appearance in the X-ray picture of the chest-an appearance which is not characteristic of several lung conditions which can cause lessened capacity for work and which are not due co silicosis. The layman is sufficiently familiar with this subject co know chat, as far as our knowledge goes, quartz is one of the principal objectionable factors in the production of this condition. He should also know that silicosis respects neither geographical nor industrial boundaries. It is as much a factor in some industrial processes (e.g. foundry work, sandblasting) as it is in mines handling ores containing quartz. Its development co a recognizable stage is usually a matter of many years. As yet, its cure is unknown. Its prevention is possible in varying degrees. The layman should also know that the development of fibrosis may be accelerated by breathing in, or living in, any atmosphere containing dust. Few normal adults, particularly those above a certain age, have clear lungs, and fibrosis in varying degrees is noted in the farmer, the steel worker, the clerk, and many others in varied occupations. It is not restricted to miners. Medical and industrial journals, and at times the press, are crammed with data pertaining to this subject, much of which is misinformation. This is particularly true of certain !laces where the preventive and compensation measures for the good o those earning their livelihood in an industry in which silicosis may be contracted are not so far advanced as in our own Province. A great many of these publishings are alarming to the layman. They leave him with the impression that he is taking his life in his hands if he elects to work underground, particularly in a gold mine-that he has at once sold his heritage of health and chat sooner or later he will succumb to the ravages of this ailment. Nothing could be farther from the truth. Actually, under present conditions in Ontario mines, a very small percentage of the men employed ever become impaired by silicosis to the extent chat they must withdraw from the industry. I propose to tell you briefly something of this subject as it affects our mines.

In 1958, the Iron Ore Company of Canada decided to proceed with the Carol Project. The ore deposits in the area are part of the highly metamorphosed southern zone of the Labrador Trough. They lie along the shore of W a bush lake, in the western part of Newfoundland-Labrador, 190 miles north of Sept-Iles. The project is designed to mine, by open-pit methods, 17,200,000 long tons of crude ore, grading 37 per cent iron, per year. This ore will be beneficiated to produce 7,000,000 long tons of concentrate, grading 66 per cent iron, of which 5,500,000 long tons will be pelletized. Production is scheduled to commence this summer. Initially, ore will be taken from 45-foot benches in the Smallwood mine, using jet-piercing production drills and large-scale blasting with "slurry" explosives. Four 13-yard electric shovels will muck the broken ore into 100-ton trailer trucks. The trailers will be hauled to two 2,000-ton loading pockets, which feed the ore into 100-ton railcars. Improvement in work place environment by conventional methods viz., installation of higher capacity fan, fans in parallel operation or booster fan is a risky proposition in many coal mines in India because of difficult geo-mining condition such as shallow depth, multi seam workings having thin parting and inter connected goaves one above the other. The situation is further worsened if the mines have fire affected sealed off area connected to different ventilation circuits. On many occasions circulation of more air quantity by increasing fan pressure have resulted in initiation of spontaneous heating. To address these problems, authors have made some improvement in conventional Dynamic Balancing of Pressure Technique and worked out few ventilation schemes which are aimed for neutralization of pressure differential across sealed off area at the same time having improvement in ventilation in the mine. The excess pressure differential across sealed off area is mainly caused by introduction of higher capacity fan. Similar situation prevailed in one of the mines of Jharia Coalfield, India. The problem was solved by application of the above technique. In this paper, brief description of the technique, the problem in the mine, results of investigation, computer simulation studies of various schemes and methodology adopted for implementation of the technique in the mine have been discussed in some detail. WHAT are the reasons for the present public interest in the synthetic fuel industry, an interest which has culminated in the recommendation of the Secretary of the Interior that we start at once on a nine billion dollar program of construction? Three separate factors seem to have combined to create this pressure. First are recurrent seasonal and spot shortages of gasoline, fuel oil, and natural gas. Second is the international outlook, which forces us to face the possibility of war, with all that means in the way of increased call on our domestic resources and interference with our foreign commerce. The shortages we have experienced are superficially the result of lack of transportation, but basically they reflect a rapidly rising demand which has outstripped the expansion of productive facilities of all kinds. Not only oil and gas, but steel, coal, automobiles, and meat are temporarily in short supply for much the same reasons. The military problem has both long-range and short-range aspects, but the immediate necessity is to create reserve capacity in the United States to supply perhaps 2,000,000 barrels daily additional liquid fuel in time of war.

"This presentation will provide an overview and understanding of Mine Safety and Health Administration (MSHA) and Ontario Regulations for Mines and Mining Plants. It includes discussions on the history and practical development of the standards and an overview of engineering best practices from a construction, maintenance and operational viewpoint. INTRODUCTION Ontario is one of the safest mining jurisdictions in the world and has some of the most comprehensive regulations for the construction, operation and maintenance of a mine. In the USA, several operators have adopted some or all of the practices prescribed by the Ontario Regulations as an internal procedure. Experience has demonstrated that these plants are indicating less unplanned downtime and fewer issues with MSHA inspectors in their hoist plants. HISTORY AND THE REGULATIONS Both Canada and the USA have had some form of laws governing the operation of mines since the late 1890s. The paths of legislation have run in reasonably parallel lines, continually improving the health and safety conditions in the mining industry. Ontario Mine Health and Safety In the 1970s the accident rates in mining were higher than any other industrial sector; this prompted a Royal Commission on the Health and Safety of Workers in Mines (the Ham Report). The recommendations of this report, published in 1976, generated several changes in the regulations regarding worker safety in mines. Following the release of the Ham report, the Occupational Health and Safety Act (OHS) was passed by the Legislature in 1978. The Act is a set of comprehensive laws governing almost all Ontario workplaces, and it replaced separate laws governing different industrial sectors. OHS is enforced by the Ministry of Labour (MOL), and this discussion will focus specifically on Ontario’s Occupational Health and Safety Act, R.R.O. 1990, Regulation 854, Mines and Mining Plants, Part X Mine Hoisting Plant (Ontario Regulations). USA Mine Health and Safety A coal mine explosion in West Virginia and medical studies on occupational disease led to the 1969 Federal Coal Mine Health and Safety Act (Coal Act). The Coal Act was the most comprehensive and stringent Federal legislation governing the mining industry to date. The Mining Enforcement and Safety Administration (MESA) was formed, following the 1973 Act, as a new departmental agency to assume the enforcement of safety and health in mines. The Federal Mine Safety and Health Act of 1977 (Mine Act) transferred enforcement responsibilities from the Department of the Interior to the Department of Labor and named the new agency the Mine Safety and Health Administration (MSHA). This agency enforces the Code of Federal Regulations (CFR), and this discussion refers to CFR Title 30 Mineral Resources, Chapter I Mine Safety and Health Administration, Department of Labor, Subchapter K—Metal and Non-metal Mine Safety and Health (MSHA)."

Hydrogen peroxide is often used as an oxidising agent in experimental waste electronic equipment (WEE) leaching work. However, the high cost of peroxide is a negative factor in its consideration in further process development. A few studies have reported on the efficient application of peroxide addition schedules to ensure optimum reagent consumption. Large quantities of unleached substrate material contained in WEE feed material result in a large dead volume of material in the leaching reactor. This factor necessitates fast reaction rates to enable the use of a high feed material throughput reactor to enhance overall project viability via hydrometallurgical processing. In this study the effects of hydrogen peroxide addition schedules on base metal leaching efficiency and solution temperatures were tested at laboratory scale. The results showed that overall peroxide consumption can be optimised to lower levels by matching peroxide additions to the particular feed material’s leaching behaviour. A simplified integrated model for peroxide decomposition is used to explain its effect on solution temperatures and leaching rates. "The Lonmin Base Metal Refinery treats converter matte from the Lonmin Smelter to produce nickel sulphate crystals, copper cathode as well as a concentrate containing the platinum group (PGM) metals. The original process employed a Sherritt design and utilizes atmospheric and pressure leaches for the dissolution of base metals. This paper describes the original flow sheet and the improvements made to enhance PGM recoveries, product quality and to increase capacity. Changes include the introduction of flash recycle cooling on the autoclave, batch leaches to improve the quality of the PGM concentrate and the implementation of solid-liquid separation with centrifuges. INTRODUCTIONThe Lonmin Base Metal Refinery (BMR) is about 100 km north-west of Johannesburg and treats converter matte from the Lonmin Smelter to produce nickel sulphate crystals, copper cathode and a concentrate containing the PGMs. The plant was commissioned in 1985 based on a Sherritt design to treat 12 tonnes converter matte per day. The original flow sheet consists of a milling circuit, an atmospheric leach and a pressure leach to produce a PGM concentrate which is despatched by helicopter to the Lonmin Platinum refinery in Brakpan, about 40 km east of Johannesburg. The liquor from the atmospheric leach is treated by crystallization to produce a nickel sulphate hexa-hydrate crystal. The leach liquor from the pressure leach is treated by a selenium removal step followed by electro-winning to produce copper cathode. The spent solution from the copper electro-winning is recycled to both the atmospheric and pressure leach steps to provide sulphuric acid for the leaching reactions.Modifications were made to the original circuit to increase the plant capacity, to improve the PGM recoveries and to improve the quality of the PGM concentrate. Capacity increases included all the unit operations, new mill, new first stage, additional autoclaves, additional nickel sulphate crystallizers, new copper electro-winning and new batch leach reactors for upgrading the PGM concentrate. The current circuit is described in this paper and not the detailed history of each plant change."

It is the hope of the author that this paper, largely a compilation of observations and opinions built up over 20 years of experience in cold and remote areas may be of some help to others in designing better plants for the future in the north. The north is not as difficult to operate in as the better story tellers make it appear to be. ()n the other hand for 6 months of the year the cold is always there, and it seems to be waiting for someone to make a mistake. The simplest things can shut a multi-million dollar plant down at -4n' F with a 4n M.P.H, wind. It only takes one man door improperly latched to freeze up all the pumps on the bottom floor. Someone can poke a one inch hole in an outside wall in July and six months later while you are having Christmas dinner, a watchman will call up to report that the whole plant is flooded because the main water line just froze up and burst. Basic things to remember in plant design for cold and remote areas are: everything in these areas is more expensive due to long and difficult supply lines. Fuel is expensive and would be a major cost item even if it were not expensive, due to the extended periods of low temperatures. Building volumes should therefore he kept to an acceptable minimum. Service areas on the other hand must he adequate, because maintenance generally has to be conducted inside in a heated area. Supply vehicles for instance have to get completely inside the building to unload. If you try to unload a supply vehicle with the door open at -50° F, you won't be able to find the vehicle for fog and if you take more than 5 minutes half the water lines in the plant will freeze up. People in a remote area are expensive. The capital investment per employee may be as high as $30,000; with fringe benefits per annum costs of an employee will he as high as 812,000 per year regardless of basic wage rate. It

The South Bank Place project comprised the redevelopment of the iconic Shell Corporation headquarters in Waterloo, located on the Southbank of the River Thames in central London. The site was originally developed in the 1950’s and due to the monitoring of the underlying Bakerloo Line tunnels by the Building Research Station it has become a seminal case history for the long term swelling behaviour of London Clay. The redevelopment, undertaken by a joint venture of Canary Wharf Group and Qatari Diar, included demolition of the existing building (with the exception of the main towers) retention of the existing basement structure and the construction of eight new mixed use buildings, up to 31 storeys in height. The foundations for the new buildings varied according to the building height and the below ground constraints. Two of the buildings are partially founded in reused under reamed piles that were installed as part of the original 1950’s development. The paper describes the novel methodology developed to assess the re-use of the under reamed piles which builds on the guidance published by CIRIA and the BRE for straight shafted piles. The paper also describes the physical investigations and numerical analyses undertaken as part of the assurance process and the procurement of latent defect insurance by the client.

The Bureau of Mines investigated methods for testing the tensile and sheer strength of cast specimens of bulk solder and of soldered joints in order to increase the strength and extend the useful temperature range of soft solders. A spread-area test for determining the wettability of solder on copper surfaces was developed. Mannitol was used as a flux in spread tests to control spreading and to avoid plating, etching, and other side effects of regular fluxes. Data on commercial and high-purity solders obtained by these methods show more consistency than those reported by others from similar tests.

"Surface support is a key component of most ground support systems which are applied as a means of reducing the risk of rockfall occurrence and maintaining serviceability of mine development. Surface support has two primary functions: distributing the applied load throughout the system by providing connection between rock bolts retaining smaller rocks that unravel between rock bolts.Confinement is also provided to the rock mass, which may increase its capacity to resist further degradation or loosening.Surface support has been routinely installed in most underground mines around the world for many years, yet the operators are still not always certain which type is best suited for deformable ground conditions. A number of factors need to be taken into consideration prior to selecting the type of surface support liner, such as its capacity, availability, practicality of installation, manual handling and loading conditions (static or dynamic) to ensure the system’s optimal performance in terms of safety and costs.This paper presents an overview of the surface support types currently used in underground mines in Australia. Shotcrete, weld mesh, high-tensile chainlink mesh, reinforced weld mesh and high energy absorption (HEA) mesh are discussed. A detailed description of each system is provided in terms of capacity, energy absorption, installation cycle and costs. The cost of each system has been normalised to the units of energy absorbed. Why do we look for better reconciliation when times get tough? Why wait? Mine reconciliation should be a priority throughout the good times too. In fact, with good reconciliation, those good times are going to be even better and will help pave the way to success through those preventable bad times. Reconciliation throughout the entire mining value chain requires the capture, validation, and analysis of copious amounts of data. This task can be daunting for a team in a small mine, let alone reconciling across a suite of large mines. This paper will outline the different ways we can reconcile across the value chain, why we should reconcile over differing periods of time and how Snowden?s solution to proving reconciliation can be a simpler, reliable and transparent process. Snowden?s Reconcilor is proving to be a valuable tool on any mining scale, by capturing, validating, sorting and reporting data for timely decision making by the site geologist through to corporate management. By instigating vigorous reconciliation, you are setting your mine up for the future.
