The Bureau of Mines examined the wellbore of a vertical gas drainage well in the Mary Lee coalbed to determine the results of specific completion procedures in coal. A jet-slotting tool was used to cut four vertical slots through the casing about 1 ft below the coalbed. Even though stimulation treatment pressure was excessive, hydraulically induced channels were contained entirely within the target coal zone. Sand-filled, induced channels were horizontal, inclined, and vertical, and were propagated in directions similar to bedding planes, rock joint, and coal cleat directions measured in the mine. Variable gas flow rates, recorded during the productive life of the well, were attributed to chronic downhole pump malfunction and the slotted casing below the production zone.

Rare earth elements (REEs) are essential to the production of technologically advanced products, including wind turbines, electric and hybrid cars, automotive catalytic convertors, hand held electronic devices, and military defense systems. Their application in environmentally beneficial technologies puts them at a high priority for ameliorating environmental concerns. Because of their increasingly high demand and limiting resources, it is highly beneficial to find new sources for them. The present study is focused on leaching REEs from a phosphate based fertilizer by-product, known as phosphogypsum (PG). Global estimated world production of PG is about 240 million tonnes that is stored in the form of wet stacks adjacent to fertilizer production facilities, occupying vast amounts of land. PG also contains trace metals, which are detrimental to the environment, and hence it is crucial to monitor these stacks. We obtained our PG sample from Agrium Inc. (a fertilizer manufacturing company in Canada). We performed a comprehensive characterization of the PG sample and found that it predominantly contains Y, La, Ce, Nd, and Sm. For leaching purposes, we used hydrometallurgical acid leaching techniques. We investigated three acids over a range of operating conditions such as acid concentration, temperature, solid-to-liquid ratio, and residence time. We achieved an average leaching of 81% with hydrochloric acid as leachant using operating conditions that can be easily replicated in industrial settings. If our process is implemented, not only will it reduce the size of the existing PG stacks (mitigating their environmental risks), but also enable the development of new innovative routes for extracting REEs, making countries like Canada less vulnerable to supply disruptions.

Abstract. Leaching of, uranium in situ from sandstone deposits with ammonium carbonate solution containing: dissolved oxygen occurs rapidly compared with the leaching of the bulk of the sulfur present as FeS2. However because of their high reducing, capacity and their relative abundance, the FeS2 minerals consume; the bulk of the oxidants A pressure leach apparatus was-construtted which permitted the measurement of oxygen consumtion by FeS2. Oxygen consumption by FeS2 is best described by a first-order reaction. The experimental rate constants for various cores are roughly proportional to their FeS2 contents.

City of Bombay has been developed out of former 7 islands. Landmass of 434 sq.km. of Bombay, started looking inadequate for further growth and expansion of Bombay City. In order to develope twin city of New Bombay, State Government formed fully owned Company "City and Industrial Development Corporation of Maharashtra Limited", (CIDCO) in 1971 and entrusted it with planning and development including social and physical infrastructure of New Bombay.Hence, Trans - Thane Creek area is being planned and developed, to serve as counter-magnet to Bombay. Area of 343 sq.km located on the main land, is fast developing into a satellite community, for India's overcrowded financial capital. Thane Creek, running in almost North-South direction, separates Bombay City from main land and posed a significant barrier, to further expansion of city's sprawling suburbs, until, it was bridged for the first time in 1972. On the basis of traffic study, CIDCO decided to construct an additional road link across Thane creek to cope up with future projected traffic. This bridge will connect Airoli in New Bombay and Eastern Express highway near Mulund. Bridging the vast, exposed tidal Thane Creek, have always posed challenging conditions, during constructions of these bridges. In this paper, case history of deep open foundations provided for Airoli Bridge is presented.

"A fast, reliable and accurate method for radium-226 determination in environmental water samples has been devised, using an alpha spectroscopic technique. The correlation between barium-133 and radium-226 in the barium-radium sulphate precipitation mechanism was studied and in the limited experimental recovery range, the coefficient of correlation was r = 0.986. A self-absorption study for various barium carrier concentrations was also undertaken to obtain the least broadening of alpha energy line widths. An optimum value of 0.3 mg barium carrier was obtained for chemical recovery in the range of 85%.IntroductionWith the increase in uranium mining activities, the migration and spread of radioactivity via various environmental pathways is of great concern. Because of its inherent biological hazard and relatively long half-life, (approximately 1620 years), raidum-226 is frequently monitored as a measure of radioactive contamination of the environment. It is, therefore, necessary to modify existing methods for rapid determination of radium-226 in environmental samples for quick corrective measures in the event of seepage, dam leakage or discharge violations."

Mining ‘as usual’, until the most recent decades has resulted in limited landform planning and a general lack of mine waste landform design. Material characterisation, mine planning and dedicated professionals undertaking these tasks were rarely available or in place at the majority of mines. This has led to landform instability, erosion, sediment and poor quality water emanating from mine landforms. In many cases rehabilitation and reclamation failed and these sites have ‘landform features’ that are difficult to relinquish or leave and have little or no apparent land use. In many cases mined landscapes around the world have resulted in a less functional and degraded environment, with deleterious impacts on surrounding ecosystems.This situation is now slowly being addressed, as global companies, academics and practitioners and their organisations have started to exploit the ideas from an integration of earth sciences and mining through the application of planning software dedicated to the design of landforms.This development has had its genesis primarily in the United States. We suggest that process has been driven, in recent decades, by the application of resources in response to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), (USA Congress 11 December 1980) and other mine reclamation legislation enacted by federal and states regulators in the USA. The combining impact has seen a huge transfer of capital back from the public purse and ‘potentially responsible parties’, into abandoned mines to affect control, remediation, and reclamation/rehabilitation of those mines.Given this investment in rehabilitation and reclamation, people engaging in the business of landform planning have had the opportunity to address landform reclamation of historic and active sites. The skills of engineers and scientists with improved technology, waste rock characterisation and modelling tools have been combined resulting in the evolution of landform design and in mine planning of active mines. This has delivered cost-effective, sustainable mine closure designs for over 30 years. Integration of mine design with an understanding of geomorphic principals and the natural landscape, coupled with waste and soil characterisation, yield a positive result. Recently work has been applied across large and small-scale projects by companies. As these processes develop, ideas and concepts are evolving that active mines, or mines in the early planning stages, could use to help reduce double handling, and in the long run reduce overall project and closure costs, more effectively attain the desired final land use, and enhance the industry’s reputation and licence to operate.CITATION:Leidich, T,?Lacy, H?and Van?Zyl,?M,?2014. The textures produced in zirconium by cold and hot rolling, and by recrystallization above and below the transformation temperature were determined. Thermal expansivities were measured in the thickness, transverse, and rolling directions of preferentially oriented zirconium and were correlated with the texture scatter in these directions. REVIOUS investigations have indicated that minor differences between hexagonal close-packed metals of similar axial ratio may appear with respect to the textures produced both on cold rolling and on subsequent recrystallization. In the case of magnesium, beryllium, and titanium, metals of axial ratio similar to that of zirconium, the ideal orientations produced by rolling are fundamentally the same, although marked variance is reported in the degree and type of scatter about the mean orientation; in those instances where recrystallization textures were observed, they were reported to be similar to the rolling textures. Measurement of the anisot-ropy of thermal expansion of both rolled and re-crystallized zirconium could not be correlated satisfactorily with the textures reported for the above metals, and therefore a study was made of the preferred orientations produced in zirconium. Reported below are the textures produced in zirconium by cold and hot rolling, and recrystallization above and below the transformation temperature, together with the results of thermal expansion measurements. Determination of Preferred Orientation Two types of zirconium were investigated: 1— "crystal bar" zirconium obtained from the Foote Mineral Co., produced by the thermal decomposition of zirconium tetraiodide, and 2—zirconium ingot obtained from the Bureau of Mines prepared by melting sponge zirconium in a graphite resistor vacuum furnace in a graphite crucible. The major impurities present in the two materials used are listed in Table I. Several of the pole figures were later checked with 0.03 pct hafnium crystal bar material and the results were identical with those to be shown for the 1.5 pct hafnium material. The materials were cold rolled to 0.014 in. in thickness as shown in Table 11. Specimens were cut from the 0.014 in. thick rolled sheets and etched to thicknesses of 0.002 to 0.010 in. Such specimens were used for exposures up to a 50' to 60" angle between the beam and plane of the specimen; for higher angles a wire shape, similar to that described by Bakarian,' was formed on an end of the original 0.014 in. sheet. A fine-bladed abrasive cut-off wheel was used to slot the sheet and to form the cylindrical cross-section. The wire shaped ends were then etched to 0.006 to 0.010 in. in diam. Although absorption of X-rays in the wire-shaped specimens does not vary with angle of rotation, the line width around the diffraction rings was not uniform, because the wire was narrower than the X-ray beam, and this condition caused some uncertainty in the estimation of azimuthal intensities. Furthermore, scanning was not practicable with this type of specimen so that spottiness of the rings due to large grain size was excessive for specimens which had been heated above about 650°C. Nevertheless, satisfactory information could be obtained for high angle exposures from the negatives by the use of both types of specimens. Transmission Laue photograms were taken using unfiltered molybdenum radiation (47.5 kv, 18 ma) and a 0.025 in. pinhole. With the film 8 cm from a 0.005 in. thick specimen exposures of about 30 min were adequate. For specimens with a coarse grain size, a device that scanned about 0.15 sq in. of sheet surface was used. An attempt was made to plot the pole figures by use of an X-ray spectrometer as described by Norton.' However, for the particular technique used, the intensity variations obtained were not considered definite enough to give reliable results, especially for the large grained recrystallized and transformed specimens. This method was therefore abandoned in favor of the standard photographic method. Nine exposures were taken of each specimen: seven exposures with the beam perpendicular to the rolling direction and at 0°, 10°, 20°, 35", 50°, 65", and 80" to the transverse direction, and two exposures with the beam perpendicular to the transverse direction and at 60" and 80" to the rolling direction. Additional exposures were then made where necessary. The intensity variations of the diffraction rings were estimated by eye. It was usually possible to estimate 3 degrees of intensity from the photograms but in some cases 2, 4, or 5 degrees were estimated. In High Pressure Grinding Rolls (HPGR), the material grinding takes place between the fixed and floating rollers. In this regard, the rollers start to wear over a period of time, which is impacted by for e.g.: ore characteristics, operating pressure, feed material size and non-uniform feed presentation across the roller width. HPGR operational experiences have shown that the rollers do not wear at the same rate. This differential wear rate over time leads to differences in the tangential speeds of the rollers, causing an uneven gap between the fixed and floating rollers in relation to the material. This unwanted but extremely common situation results in a less effective grinding process due to the fact that the slip between rollers is not optimal. As the rollers wear profile increases, the roller with smaller diameter starts to wear further, deteriorating the comminution efficiency up to a point where operators have to stop the HPGR to replace the rollers. Since the wear rate of the rollers is not equal, the replacement of the same cannot be properly planned so that their life-time are fully utilized. In this paper, a dynamic load share control with the use of ABB’s variable speed drive system is proposed, which provides the possibility to the HPGR operator to impact the roller wear in such a way that it equalizes the wear rate to a certain extent and extends the roller life time. Called RollXtend™, this solution includes a load share factor which can be parameterized based on the wear measurement performed manually during maintenance procedure. Additionally, this paper describes an automated load sharing concept based on a non-invasive wear measurement method. The partial results of the technology trial in a copper/gold mine are presented, which aimed at detecting stud damage and estimating the real rollers profile throughout their life time. The final objective of the pilot project was reduce the amount of planned and unplanned downtimes of the HPGR by increasing the rollers life time and avoiding catastrophic stud damages.

INTRODUCTION The method of heat removal during a casting process strongly influences the crystal morphology of the cast product and hence the metallurgical and mechanical properties of the solidified materials. In this paper, the Ohno Continuous Casting Process (OCC) is described in terms of the casting conditions and the type of structure observed in the cast product. Significant improvements are observed in workability, fatigue strength and corrosion resistance of castings produced by the OCC method, Ohno (1988). Applications of this technique to low melting point nonferrous metals and alloys are discussed. The feasibility of the application of this technology to high melting point materials is outlined. THE OCC PROCESS The OCC process involves delivering liquid metal into a heated mold, the temperature of which is held just above the solidification temperature of the metal to be cast. This is the key point which differentiates the OCC process from the conventional continuous casting method. A schematic illustration of the OCC process is shown in Figure 1. The Formation of a Single Crystal When the mold is heated above the solidification temperature of the metal to be cast, nucleation on the mold surface is prevented and solidification takes place only at the mold exit. The heat is extracted through the product being cast by a cooling device located near the mold outlet. Crystals are formed only at the tip of the dummy bar at the start of casting, and as the dummy bar travels away with a progressively increasing speed from the mold, the position of the solid liquid interface will align with the mold exit, producing a unidirectionally

"The Red Dog Mine is both the largest known zinc reserve and the largest zinc producer in the world. The mine started in 1989, and by 1999 had increased production from approximately 300,000 tonnes per year (t/yr) of zinc concentrate to in excess of 900,000 t/yr. The VIP Mill Optimization Project further increased zinc concentrate production to 1.1M t/yr while improving both product quality and zinc recovery. The Mill Optimization project also addressed a number of issues related to risk reduction: power generation capacity, water treatment capacity and concentrate thickening. The project was faced with numerous challenges, the most daunting of which was the schedule. This US$105M project was executed, from conception to completion, inside of two years. Less than nine months elapsed from concept to delivery of materials and equipment to site. The project also faced a 100-day ice-free shipping window, the challenges of construction in an Arctic environment, and an extremely tight labour market for qualified craft personnel. These challenges were successfully addressed with several innovative approaches to project execution, including an Alliance contracting arrangement between the owner, engineer and contractor; full integration of the team; construction of modules in Anchorage; and fast-track engineering, procurement and construction.INTRODUCTIONThe Red Dog Mine, which began operations in 1989, is located above the Arctic Circle in Northwest Alaska, approximately 145 km north of Kotzebue (Figure 1). An 80-km road connects the mine site to the DeLong Mountain Transportation System (DMTS) port site. Red Dog is the largest known zinc deposit in the world, with known reserves totalling 94.5M tonnes, and is the largest zinc producer with a concentrate production rate of more than 1.1M t/yr.Open-pit mining is by typical drill, blast and load operation using moderately sized mining equipment. Ore is processed through conventional crushing, grinding, and flotation to produce separate lead and zinc concentrates. Filtered zinc and lead concentrates are trucked year-round to the DMTS port site, where they are stored in two A-frame buildings, 330 and 440 m long. A lightering barge system is used to transfer concentrate from the shallow water load-out to deep-sea vessels anchored approximately two miles offshore. Shipping is limited to a 100-day, ice-free window beginning in early July."

In central Washington, six miles south of the small town of Vantage, the flow of the Columbia River is harnessed by the Wanapum Dam which is part of the Priest Rapids Hydroelectric Project owned and operated by Grant County Public Utility District (GCPUD). Extending more than 8,300-feet from bank to bank, the dam includes left and right earth embankments, left and right concrete gravity sections and a 10-unit powerhouse. Adjacent to the right embankment is a concrete gravity spillway featuring radial gates measuring 50-feet-wide and nearly 70-feet-high. In the early 1960’s when Wanapum Dam was built, these seven-story spillway gates were the highest in the world. In late February 2014, 50-years into its service life, during a routine maintenance inspection, observant workers noticed a slight misalignment in the roadway deck curbs and handrails located on top of the spillway. Further survey and inspection efforts uncovered a 65-foot-long by two- inch-wide crack that spanned the full length of Monolith 4. On discovering the extent of the damage, GCPUD initiated immediate drawdown of the reservoir to relieve pressure on the spillway monoliths. Wanapum Reservoir and the areas directly downstream of the dam were immediately closed, boat ramps and inlets were left completely dry, campsites were closed and boating activity was banned on the lake until further investigations and remedial procedures were in place and completed. An extensive root cause analysis ultimately led to the conclusion that errors in the initial design calculations and late changes to the final spillway design led to a condition that generated tensile stresses in the concrete at the upstream face, which over a period of 50-years resulted in the formation of a crack along a horizontal lift joint located about 85-feet below normal pool elevation. Further analysis showed that, although visible distress was found at Monolith 4, there was nothing preventing this issue from happening at other locations along the dam spillway. Although no visible cracking was found in the other monoliths, repair procedures for Monolith 4 would have to be replicated at the remaining monoliths.

In this study, effect of rolling and coiling temperature in thermo mechanical controlled process (TMCP), on the microstructure and mechanical properties of dual phase (DP) steel according to martensite volume fraction (MVF) rate was investigated. By using various finishing mill exit temperature and cooling conditions that is controlled laminar cooling system, the microstructural evolution of coil improves the mechanical properties with lower costs and higher productivities, in comparison to the heat treatment after rolling. The main part of the paper contains the result of tensile, yield and microstructure properties of DP600 steel produced on hot strip rolling plant and run- out table line. The results show that a higher MVF and an increasing cooling rate after the last deformation raised strength of the DP600 steel. The yield strength and ultimate tensile strength increase by decreasing coiling temperature.

Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. "This paper presents the result of the research done on the effect of temperature on the dilatancy of rocks from the Bushveld Igneous Complex (BIC), where the South African Platinum mines are located. The BIC has higher virgin rock temperature (VRT) than the gold mines of the ‘Witwatersrand Basin Complex’. If the platinum mines advance to ultra-deep levels as the gold mines, since the Merensky Reef has been reported to extend beyond 5km, then the virgin rock temperature at 5 km below surface would be approximately 140oC. Hence, there is a need for the investigation of rock behaviour at high temperatures. Five different rock types (norite, leuconorite, mottled anorthosite, pyroxenite and chromitite) were tested in a 2600 kN servo-controlled multi-purpose triaxial testing machine. The tests were done at a constant strain rate of 5 x 10-1 S-1 and a confining pressure of 10 MPa within temperature range of 20 °C (ambient temperature) to 140 °C. The results show a general strength reduction and increasing dilation angles with increasing temperatures. The results also demonstrate that dilation angle is close to the internal friction angle at lower temperatures; however, they are greater at higher temperatures.INTRODUCTIONMany challenges are faced with increasing depth of mining in underground mines. The most obvious are heat, in-situ stresses and those associated with logistics. Issues related to underground heat have mainly focused on the side effect of heat on workers' health, increasing production costs as a result of higher cost of ventilation. The effect of increasing temperature with increasing depth on the behavior of rock has not been given much consideration. Generally, gold mines in South Africa are deeper than the platinum mines but the latter have higher temperature gradient, which makes the platinum mines to be warmer at similar mining depths. Although the study of the effect temperature on the behaviour of rock can be beneficial to both gold and platinum mines, the focus of the research is limited to the platinum mines because of their higher temperature gradient. Donoghue (2004) stated that the virgin rock temperatures (VRT) and air temperatures increase with depth, due to the geothermal gradient and auto-compression, that is, compression of air by its own weight."

This paper reports a computational study using computational fluid dynamics (CFD) in a mine ventilation system. Ambient air is injected to a rectangular mine drive through a circular duct. Moisture evaporates from shaft wall depending on flow properties of air in the drive-duct system. The physical process involves simultaneous momentum, heat and mass transfer. A species transport equation is employed to account for the moisture concentration in air. The momentum equation is solved using standard k- model, while energy and species transport equations are solved using standard expressions for moisture evaporation rate and heat flux from the drive wall. The aim of this paper is to investigate effectiveness of CFD simulation in relation to mine ventilation in a drive where a significant mass transfer phenomenon occurs. Results from simulation are compared with existing data from a site in Victoria.

The oil fields of Arkansas, all situated in the southern part of the State, have played an important part in the development of petroleum production in the northern coastal plain region of the Mid-Continent area. From the first discovery of oil in southwest Ouachita County in 1920 to December 31, 1930, a total of 480,167,5604/ barrels of crude petroleum has been produced from' this region. Development of the Arkansas fields proceeded rapidly after 1920. The El Dorado field was discovered in Union County in 1921. Drilling in Ouachita County resulted in the discovery of the Smackover field in 1922 and subsequently in the development of the whole southern area. To November 31, 1938, 6,4595/ producing wells had been drilled in 25 fields, aggregating 53,7356/ acres of proved territory in 6 counties. Peak annual production for the State was reached in 1925, when 80,823,7007/ barrels was produced, resulting largely from flush production from the Smackover field, which rose td an average of 444,9508/ barrel daily during that year. With ore grades continually decreasing and finer mill feed requirements, it becomes increasingly important to have the capability to handle the larger tonnages economically. With the 10 ft. Standard capable of reducing 1,633 metric tons per hour (1,800 short tons per hour) to 80 percent passing 50 MM (2 inches) and the 10 ft. Short Head following to produce a mill feed of all minus 12 MM (1/2 inch) at a rate of 608 metric tons per hour (670 short tons per hour), we feel significant savings will be realized in installation and operating costs. The largest concentration of cost in the secondary and tertiary crushing stations is the building itself that houses the process equipment. An example of the savings to be attained can be seen from an examination of a 40,820 metric ton (45,000 short ton) per day crushing plant. A total of nine 7 ft. Symons Cone crushers is used to generate 12 MM (1/2 inch) ball mill feed. The average center distance between units is 6.1 M (20 feet) and allowing a 6.1 M (20 feet) nominal distance from the centerline to the wails, the building becomes 61 M (200 feet) long. For this production rate, four 10 ft. Symons Cone crushers would be required. With the 10 ft. crushing plant requiring a center distance spacing of 7.6 M (25 feet), the building length totals approximately 38 M (125 feet). Construction costs vary depending on location, but a reduction in building length from 61 M (200 feet) to 38 M (125 feet) will result in estimated savings of between $2,500,000 and S4,000,000. While the 10 ft. Symons Cone has been involved in a number of feasibility studies for some time, the Process Machinery Division of Rexnord commenced detail design work on the 10 ft. Cone crusher in 1972. For comparison purposes, the 10 ft. and 7 ft. capacities are given in Table 1.

WHEN Dr. Horace Fraser, your President, invited me to speak to you today I advised him in confidence that I was leaving my present positions on April 30th. In the circumstances it seemed to me that this audience might prefer to have as its speaker one who wo.uld J1ave a continuing association with the atomic energy programme. Dr. Fraser was kind enough to suggest that my re-marks might he of special interest to you, since I would be able to sum up my views on the atomic energy programme. I hope that I will not disappoint him or you on that score. I am particularly pleased that my last public appearance in my present positions should be at the Annual Convention of the C.I.M. since, as all of you know, a very important part of my work has been in the mining field. As it happens, my first public address on the subject of atomic energy and its raw material -uranium -was made at your Annual Convention in Montreal in April, 1949. It seems fitting that my final address should also be made at this convention -nine years later.

This volume summarizes mining and petroleum legislation in 45 African jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.
