Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. INTRODUCTION Legend has it that when Isembard Kingdom Brunel was confronted with the cost and consequences of one of his bridges having failed, he responded cheerfully that the event had saved investors and taxpayers a fortune because it prevented him from repeating the same design at several other locations. To meet the demands of rejuvenating and expanding the transportation system in an era of industrial growth Brunel and his contemporaries introduced bold designs and many innovations. Great advances in design and construction techniques resulted, yet these too had their practical limits as the story tells. In the gold mining industry today we face the same challenge of expansion, yet designers must respond mindful of economic restraints. Is innovation the answer? It has two meanings; to bring in novelties and to make changes. Distinguishing between improvement and novelties, or simply recognizing the benefits and limitations of new ideas over proven technology is part of good design. This paper will illustrate the practical aspects of selecting appropriate solutions to a design problem by examining a variety of examples common throughout the industry. Since a variety of engineering disciplines contribute to the design of a gold processing plant, and each has some old wisdom to impart or new development to boast this paper is divided into the different areas of expertise involved.

Fine particles are the most valuable because they are the most liberated. However, they are also the most expensive and difficult to recover and concentrate. The Reflux Classifier is a novel invention that combines many of the virtues of existing fine particle separation technologies in a way that provides profound synergies. Multiple parallel narrow channels create a laminar-shear separation zone. The laminar flow provides a well-defined velocity gradient that exposes particles on the wall to a conveying velocity that is approximately proportional to their size, thus reducing the dependence of elutriation velocity on particle size. The high shear rate in these channels generates a hydrodynamic lift force that selectively lifts low-density particles off the channel wall and thus causes them to be preferentially conveyed out in the overflow. Particles that are not elutriated slide back down into the mixing reflux zone beneath the inclined channels which gives them multiple opportunities to re-enter the channels. The resultant suspension of both coarse and fine high-density particles in the fluidized bed zone at the base of the unit generates a strong autogenous dense medium that helps to direct large low-density particles back up to the overflow. The fluidization water also simultaneously de-slimes the high density underflow product. When placed in a centrifuge, the benefits of these features multiply with the improvements in capacity and selectivity that arise from high G-forces. When inverted, these features can be used to perform flotation well beyond the conventional flooding limit. Hence this invention platform has the potential to dramatically improve both gravity and flotation separation performance across the minerals processing industry.

The development of computer programs to solve complex ventilation networks has reached a point of refinement where these programs become a necessary tool of the ventilating engineer. Such a program is presented. This program has an increased efficiency over its predecessors; it also includes the important facility of fixed quantity branches. This is in addition to the earlier capabilities of free-splitting, internal or external fans, and natural ventilation pressures. The program is written in Fortran IV with double-precision arithmetic and is listed here. Sample problems with input and output are also given. The recent, and presumably continuing, official interest in mine safety is bound to result in more stringent control requirements for ventilation. Anticipating this requirement, the Dept. of Mining, The Pennsylvania State University, has developed a computer program for the solution of complex mine ventilation networks. It is the opinion of this department that the program has sufficient merit to warrant its use in normal industrial operating conditions. Although the undergraduate mining engineering students of this department are routinely trained to use the program, it was felt that this training did not present a fast enough means of dissemination; consequently, this paper was written. The conception of the program is not new;1; however, the present version incorporates features that changes it from a scientific endeavor to a useful operating tool. These features include those of earlier programs, such as free-splitting, external or internal fans, and natural ventilation processes plus the important ability of handling fixed quantity branches, and of increased efficiency giving reduced cost. The facility for fixed quantities will be discussed in more detail. The solution of any network depends upon satisfying Kirchchoff's laws. These state that the sum of flow at any junction is zero, and that the sum of the pressure drop in branches totals the pressure drop in the mesh constituted by those branches, that is that the pressure drop around any mesh is zero. The terminology is derived from Synge," and is, in fact, that used by Topologists. A branch is any airway of uniform characteristics; a junction is where two or more airways meet (the minimum number of two airways is useful for describing the point where a low resistance airway changes into a high resistance one due to some physical constriction); a mesh is a path, along some branches, that returns on to itself, but does not need to traverse the same branch twice in order to do so; and a tree describes all those branches in a network which, while connected through all the junctions, do not form any meshes. Obviously the branches-in-tree are open-ended and can be shown to be one less than the number of junction (J-1). The branches-out-of-tree, also called basic branches, are equal to the number of basic meshes and are M = N — J + 1, where M is the number of meshes and N is the number of branches. The major difference between this network and an electrical one is that the law attributed to Atkinson for pressure drop is utilized rather than Ohm's law. Atkinson stated that the pressure drop (potential) is equal to a resistance factor multiplied by the quantity squared. This is written H = RlQlQ where H is the head loss. Q? is written in this factored fashion so that H will always have the same sign as Q. A negative sign is used to indicate that flow in a branch is opposite to that of its containing mesh. A mesh takes the direction of its basic branch. Utilizing Atkinson's law in Kirchchoff's second law and bearing in mind that the first law must remain satisfied, the program will determine all quantities, or head losses as they are related, for the branches of the network. The program uses a Geuss-Seidel form of in-teration, starting from an arbitrary Q and using a correction factor of the type first suggested by Professor Hardy Cross' that will handle the nonlinear equation of Atkinson's law. A fuller description of the interative process is included in Wang and Hartman.' Iteration continues until the correction factor is less than or equal to a preset error (E) or until a maximum number of iterations (MAXIT) have been reached. Utilizing an E of 50 cfm, sample problems have had rapid solutions. Rapidity of solution is also ensured by the method of selecting meshes and basic branches. This is done by the computer, which chooses the highest resistance branches, fixed quantity branches, and those containing fans, as basic branches. Natural ventilation pressures are handled as fans of constant pressure and may be assigned to any branch. The computer will generate a fan characteristic by polynominal fitting if a few operating points from the desired fan are input. A fan may be placed in any branch of the network, except those with fixed quantities. The strength of the present program over its earlier versions is its ability to handle fixed quantity branches. This means that certain branches can have their quantity determined, or preset, by the ventilating engineer. Operating under this constraint, the program will analyze the network and output the pressure change necessary to achieve this desired quantity. A call for positive head loss would require an auxiliary fan; negative head loss would require a regulator. This represents a powerful tool for the ventilating engineer who must insure that certain quantities of air pass across the operating faces or through working stopes. McPherson6 suggested that a ventilation program would be useful for determining in advance which branches were receiving inadequate air, and that subsequent calculations would then indicate the necessary corrections. The present program makes these corrections. Thus the mine manager can know immediately the consequences of changes to his system;

San Francisco, CA will host about 1,500 tunneling and underground construction professionals from around the world during the biannual Rapid Excavation and Tunneling Conference (RETC), June 19-22. These professionals are gathering in a city that has seen much under-ground work throughout its history. And, today, the San Francisco region has more than $4.6-billion in tunneling projects under way. The RETC will include three-and-a-half days of technical programming, complete with proceedings, two short courses, two field trips and a host of social activities. In addition, the accompanying exhibit has attracted 127 exhibitors in 152 booths, an RETC record. The following is a brief list of activities that will take place during the conference. High temperature creep resistant alloys are used in power plants as steam pipes and headers where they have to withstand super heated steam temperatures of up to 600ºC for the lifetime of the plant. Frequently certain portions of pipes may be subjected to excessive temperatures and consequently suffer from creep damage. Damaged portions then have to be replaced by welding new steel to the service exposed steel. Such welds will have to be subjected to a post weld heat treatment (PWHT) to relieve residual stress. During such a PWHT it is then possible for the steel to crack in the heat affected zone (HAZ) by what is known as Reheat Cracking (RHC), also known as stress relief cracking. For the present purpose the RHC susceptibility of service exposed steel was compared with that of new steel by reproducing the temperature cycle to which the HAZ will be subjected during welding in a weld simulator. This was followed by PWHT where the influence of residual stress was studied by applying a constant stress to such a weld-simulated specimen in a creep testing machine. A sharp spiral was machined along the length of the cylindrical specimen to simulate the presence of a possible weld defect. In this way it is possible to subject all portions of the simulated HAZ to the same stress intensity. For the purpose of the investigation 1/2Cr-1/2Mo-1/4V steel known to be susceptible to RHC was chosen. During testing a constant tensile stress was maintained while the temperature was increased to follow the thermal cycle prescribed for PWHT. It was found that the new steel in all instances failed by RHC along the grain boundaries in the high temperature heat affected zone. In the case of the service exposed steel the creep strength of parent metal was lower than that of new steel as a result of exposure to a steam temperature of 540°C for about 15 years. Consequently, all of the failures during testing occurred in a ductile manner by necking outside the HAZ rather than by RHC. When service exposed steel is welded to new material, it is expected that the creep strain associated with stress relaxation will mostly be concentrated in the parent steel outside the HAZ. Accordingly, it should probably not be necessary to make any extra allowance for reheat cracking during repair of steam pipes manufactured from 1/2Cr-1/2Mo-1/4V steel other than that applicable for welding new steel.

An accurate characterization of the vibration environment and a vibration qualification test derived from it will be a very useful tool for manufacturers of instrumentation for use on underground coal mining equipment. Recognizing this, the Bureau of Mines sponsored a study wherein vibration levels were measured on mining equipment to form a basis for developing the required vibration test. The data base was composed of 160 samples taken at different positions on a variety of underground machinery. The data were analyzed and presented in a format typical of military vibration qualification tests. The form was shown to be virtually identical to the swept sine test envelope specified in MIL-STD-810B for tracked vehicles.

There are two conditions generally prevailing upon the earth—those within atmospheric influence, tending towards oxidation, and those away from atmospheric influence, tending towards reduction. Practically all mineral substances from mines of any depth a.re in a reducing condition. Since the cyanide process, in order to dissolve silver or gold, requires that the prevailing conditions under which it operates shall be oxidizing, and the materials usually acted upon bei~lg of a reducing character, it becomes necessary to supply oxygen to the solution carrying the cyanide. This oxygen is usually supplied through the medium of dissolved air in the solation, or through the medium of various chemical compounds, which upon combining vith the solution or the ore give off a part of their oxygen. Strange as it may seem, practically all mineral substa~~ccs are partly soluble in water, especially water carrying alkali or cyanide. The greater the surface exposed and the finer the material is ground, the greater mrill be the rate of dissolving of the reducing-agents from the ore into the cyanide solution. In most cases, if the solution carrying the ore particles is agitated with air, the air will dissolve into the solution faster than will the reducing-agents; but in some cases the reducing-agents will dissolve more rapidly on account of easy solubility or greater surface exposed. It is a dissolving race between the oxygen from the air and the reducing-agents from the ore, and if the reducing-azents predominate, cyanide will not dissolve the gold from the ore. In many cases it will dissolve some of the gold, because in a mass of irregular shape some of the gold particles might be exposed upon the outside surface of a particle of rock; but if the solution had to penetrate through cracks, the side-walls of which were lined with reducing-agent-

This paper has addressed the issues that constitute major obstacles to the cost- effective and efficient operation of metallurgical vessels from the refractory standpoint. Refractories generally withstand severe conditions of high temperature reactions as well as physical loading/impingement and hence degenerate and need replacement. Scarcity of some refractory materials especially high alumina and magnesite ores in some places, the prohibitive cost and the frequency of replacement of damaged refractories threaten the continued support for metallurgical operations. Some of the causes, prevention and cure for refractory wear have been discussed and rational strategies (short and long term) have been recommended which if implemented should go a long way towards arresting the perennial problems they portend.

The iron ore industry in Australia has, in recent years, experienced an unprecedented growth phase. But now that major expansions are moving into the operation phase, new challenges have emerged. Whereas initial planning may involve a few modelling studies, ongoing performance monitoring and improvement requires a different, more intense approach. This is especially important in the face of changing factors such as commodity prices, exchange rates and labour markets. Response time is key. As a mining operation proceeds from initial planning to daily operations, the time window for analysis shortens, going from months to weeks to days as the business matures.Simulation models and analysis tools are typically built and run by specialists in the planning phase, but then what? The investment has been made, but realised only once. What if further analysis could be carried out in-house, re-using existing models using up-to-the-minute data? Can we create virtual mines that run in parallel to live operations that allow computers to identify areas of a value creation or operational improvement? These questions can be answered by the innovative application of big data, simulation and predictive analytics. The future will be having this all integrated into one platform that offers, for the first time, an opportunity for non-experts to apply existing modelling and analysis assets – combined with live data – to deliver support for continuous improvement, and the ability to respond quickly to external changes in the best possible way, before they become big problems. These techniques will represent a step change in the ability for operations to maximise efficiency and will underpin the intelligent operations of the future. The Bureau of Mines collected coal and coal waste aggregate material from two different mine sites to determine their strength characteristics for use in concrete. The concrete would be placed underground as support walls for ground control in adverse conditions or unique mining applications. A standard mix design was established for a "wet" mix using a water-to-cement (w/c) ratio of 1.0 to facilitate pumping into place. Later, material was collected from four more mine sites and used to make 2-by 2-by 2-ft test blocks with the same w/c ratio. A pull-out cone device and borehole shear tester were used to determine the in situ material strength of the test blocks. These techniques will provide a simple and quick way of determining support wall strength in an underground environment. Test results from the pullout cone de-vice showed a good correlation of 0.98 to test cylinder compressive strengths of the same mix. Results of the borehole shear tester were inconclusive.

In this study, 3.1 mm thick Ti-5553 (Ti-5Al-5V-5Mo-3Cr) butt joints were autogenously welded using a 4 kW continuous wave Nd:YAG laser. The effect of welding speed and defocusing distance on the weld quality was investigated in terms of the surface morphology, welding defects, microstructure and hardness. Welds with full penetration were achieved at a defocusing distance ranging from -1 mm to 0 mm and welding speeds from 2.25 to 6.0 m/min. Underfill and porosity were the two main defects most frequently observed but within the optimum process window these defects could be maintained to meet aerospace specification tolerances. The fusion zone (FZ) consisted entirely of retained beta with a refined dendritic morphology. Compared to the bimodal alpha (a) + beta (ß) microstructure of the base metal (BM), the dissolution of the a phase was observed in the heat affected zone (HAZ), which led to an 11 % decrease in hardness from the BM to the FZ. To determine the tensile properties of the welded samples, an automated 3D deformation measurement system was used to measure the local strain in the weld region. The yield strength (YS) and ultimate tensile strength (UTS) increased with increasing welding speed with a highest joint efficiency of 75 % being achieved, albeit with a concomitant reduction in the ductility.

Special foamed cements were used to stabilize and secure caving ground in a newly-reamed 12.5-ft diameter underground ventilation raise. Two zones of very poor Rock Mass Rating (RMR) material were encountered during reaming of a ventilation raise at Placer Dome's Turquoise Ridge Mime in Northern Nevada These zones caved to large cavities, continued failing, and could not be safely secured using standard rock bolting, wire mesh, and shotcrete procedures. In stable sections of the raise, the ground control plan called for the contractor to install 8-ft and 124 length resin grouted No. 7 Dywidag bolts, chain-link fence mesh and shotcrete. This work was conducted on three decks installed on the raise bore reamer. The first of the caved areas was approximately 1,500 cubic yards in volume and extended out to 40 ft beyond the wall of the raise. Placer Dome considered several options for structural fill to repair the area including pumped shotcrete, concrete, and placing and grouting aggregate. A safe, cost effective, and expedient method of stabilizing the raise with foaming grout and bolted liner plate was selected and successfully executed. The special fast-setting, foaming cement grouts used were Tekfoam and Tekseal® manufactured by Minova. The raise was quickly placed in service. Factors considered in selecting the foaming grout are discussed.

QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

Nickel laterites throughout the world are similar in their gross aspects, but vary significantly in detail. The deposits occur in two separate and distinct geologic settings --those formed over ultramafic rocks which were mechanically emplaced, and those formed over ultramafic rocks that were intruded as melts. The source of the primary nickel in the parent rock may occur both as ionic replacement in silicate lattices and as nickel sulfides. Factors controlling the degree of laterization and nickel enrichment are dependent upon the parent rock characteristics as well as chemical and climatic conditions. Two chemically and physically distinct zones (oxide and saprolite) are commonly present in the laterized rock, but one or the other may be extremely thin or absent. Cobalt and copper may be present in recoverable amounts. Geologic, geophysical and geochemical methods are all utilized in exploring for these deposits. These methods are compared, evaluated and illustrated in the paper. Drilling patterns and ore reserve calculations are also discussed. In contrast to many ore deposits, processing costs are much higher than mining costs. The most efficient processing method is directly dependent upon the chemical composition of the ore. This variation in the chemical and physical characteristics of nickel laterites requires a detailed test program of the metallurgical response to representative samples and blends of ore. Detailed laboratory and bench-scale metallurgical tests are necessary prior to a full scale pilot plant test.

"The mining industry instinctively follows rule-of-thumb design velocities often based on very simplistic theoretical “economic velocity” optimization calculations to determine airway sizes. Although these are important building blocks in ventilation planning it should be recognized that mines are far more complex and various, often opposing factors, are at play. Therefore, it is important that each ventilation situation be analyzed on a case-by-case basis to determine the best-fit solution for an operation. The ventilation design process should not necessarily be constrained by theoretical optimal economic velocities that become rules-of-thumb. In some cases, this could lead to unrealistic infrastructure requirements and exorbitant capital expenditure. This type of design often lacks corporate support leading to a scenario where no ventilation upgrades are implemented. Economic velocities typically consider the cost of power, development costs and operational risk. These typical rules-of-thumb work reasonably well as a starting off point when considering feasibility of greenfield projects. For established mines that are looking at expansion these rules may not be appropriate due to capital expenditure constraints or geotechnical ground conditions. The theoretical optimum should be reviewed in the case of an established mine where existing infrastructure could perhaps be maximized. For example, the geotechnical risk of large diameter raises at depth may require multiple small diameter raise to maintain the theoretical economic velocity. If a mine has a life of less than 5 years, then the cost of power is an insignificant proportion of the total owning cost. For these mines, operating the ventilation raises at an increased velocity to avoid a complicated and expensive capital upgrade might be the more appropriate option, even though it opposes the traditional rules-of-thumb. Mines which are capital constrained may be better off accepting a higher operating cost for the interim or settle for minor infrastructure upgrades rather than run the risk of the entire ventilation upgrade not being approved at all.
