This report summarizes the work performed and results achieved in the period from 18 June 1971 through 18 October 1971 under Phase I (Task 1: Literature and Industry Search; Task 2: Conceptual Design and Evaluation; and Task 3: Concept Selection and Preliminary Design) in substantiation of the drill/impregnation machine concept recommended for detailed design in Phase II. Also included as Task 5 are recommendations for an experimental investigation to be conducted during Phase II. The report is submitted for approval and authorization to proceed to Phase II.

This Bureau of Mines publication reviews current recycling trends in the United States. Although near-term prospects are poor for recycling most present wastes, urban refuse is an important exception. Such wastes comprise a mine above ground, and much less processing energy is normally required to recycle the constituents of urban ore than to obtain them in equal amounts from natural raw materials.

The purpose of the study was to 1) examine the social and economic impacts of surface mine blasting in relation to variations in conditions of terrain and geology, population density and type, levels of ground motion and air blast; 2) consider technical, legal and government policy issues; and 3) examine the potential, nature and extent of surface mine blasting impacts and its regulations upon both communities and surface mining companies. Phase One designed the empirical research and technical analyses of Phase Two, focused upon surface coal mining and quarrying in the Eastern U.S. Several broad conclusions are evident: 1) blasting is not the major issue for communities or surface mine companies; 2) while the number of instances of severe cracking or annoyance are relatively small, the impact can be severe for individuals immediately involved; 3) blasting/drilling cost curves tend to rise significantly at intervals below 1.0 particle velocity, in/sec, dependent upon the size of a permit area and the size of a mine; and 4) the legal, complaint, cost and density analyses do not suggest the need for a general lowering of present regulations.

This handbook describes effective methods for the control of mineral dusts in mines and tunnels. It assumes the reader is familiar with mining. The first chapter deals solely with dust control methods, regardless of the application. It is a brief tutorial on mining dust control and will be of help to the reader whose dust control problem does not conveniently fit any of the mining equipment niches described in later chapters. The subsequent chapters describe dust control methods for different kinds of mines and mining equipment. This includes underground coal and hard-rock mines, as well as surface mines, stone mines, and hard-rock tunnels. Because dust sampling has so many pitfalls, a chapter on methods used to sample dust is included. For those occasions when there is no practical engineering control, a chapter on respirators is also included. Except for those listed as ?future possibilities? in the longwall chapter, the dust control methods described are practical and cost-effective for most mine operators. If controlling dust were a simple matter, dust problems in tunnels and mines would have been eradicated years ago. Unfortunately, most underground dust control methods yield only 25% to 50% reductions in respirable-sized dust. Often, 25% to 50% reductions are not enough to achieve compliance with dust standards. Thus, mine operators must use several methods simultaneously, usually without knowing for sure how well any individual method is working. In fact, given a 25% error in dust sampling and day-to-day variations in dust generation of 50% or more, certainty about which control methods are most effective can be wanting. Nevertheless, over the years, some consensus has emerged on the best dust control practices. This handbook summarizes those practices.

The commercial development of petroleum and natural gas fields has reached its present status within 60 years and is still considered by some operators to be "100 per cent wildcatting." 1 A tendency to drill for gusher production, the production that yields big returns in spite of any mechanical defects in drilling methods, has frequently caused drillers to pass by oil-bearing strata of comparatively small yield and actually to overlook rich oil zones in proved fields; in addition, whole fields have been ruined by water because development methods were never carried beyond a hole-in-the-ground stage.2 Unfortunately, the petroleum industry has no mine dumps or tail. ing piles as at metal mines to yield fortunes through later and bette!' methods of treatment. The wasted oil and gas are gone, as are the time, money, and effort wasted in ill-advised or haphazard drilling. Probably as production costs increase less oil will be wasted, but the need to develop and produce from sands of low yield will become more urgent with the increase in consumption of oil and the decrease in supply. Hundreds of wells are producing steadily as the result of months and perhaps years of careful prospecting and of tests during drilling. The Bureau of Mines has studied the testing and drilling methods used at such wells, and presents in this paper a criticism of these methods and suggestions on future work. The term pr08- pecting here means correct identification and measurement of strata as they are exposed by the drill. The term testing means the determination of the kind and amount of fluid stored within the pores or crevices of any stratum exposed in the hole.

Geomechanics signifies the science and engineering of soil and rock materials and of rock masses. It is a field of professional practice and research that draws heavily on the elements of soil and rock mechanics. Geomechanics contributes to a number of disciplines: mining engineering, civil engineering, geological engineering, petroleum and natural gas engineering, and engineering geology (including the elements of geohydrology and geophysics). These disciplines are involved in the design and construction of such projects as mines, tunnels, foundations for structures, excavated rock slopes, dams, shafts, boreholes, oil reservoir wells, underground storage facilities for oil and gas, and hazardous waste repositories. Geomechanics allows us to improve both our environment and our quality of life. In the context of this Handbook, the scope of geomechanics is discussed mainly from the point of view of applications to mining engineering. However, the coverage of the subject mate¬rial is so comprehensive that it is relevant to other disciplines as well. Section 10 covers the field of geomechanics in a structured fashion, beginning with the fundamental principles and leading into practical applications in mining engineering. Throughout the treatment of the subject, knowledge of geologic conditions is assumed since this is discussed in other sections of the Handbook. An important feature of this section is a series of practical examples illustrating the various aspects of geomechanics. "IntroductionHaving mined an economic mineral bearing rock which is of insufficient grade to warrant direct smelting, upgrading or beneficiation is required to make it an economically viable ore. The first step in effecting the concentration process is comminution or sequential breaking of the rock to allow liberation and subsequent recovery of the desired mineral particles. Desirably the ore could be broken down to the point where the valuable mineral is completely liberated to maximize the chance of recovering as much of it and in as pure a form as possible. The number of energy intensive stages of breakage required to attain this goal depends on many physical characteristics of the ore such as hardness, friability, toughness, grain size, existing fracture planes and particle shapes.Commonly the distinct stages are primary, secondary and often tertiary crushing and finally grinding. To increase the efficiency of each stage of size reduction, pre-treatment sizing is common.Crusher feed is commonly scalped of large pieces or screened for reduction crushers and classified for secondary grindingcircuits.Although crushing and screening is employed for many different products, this chapter reviews current practice in larger tonnage metalliferous ore treatment plants.Current practice is to use large gyratory or jaw crushers for primary crushing and some sort of gyrating or cone crushers for additional stages of reduction. For autogenous or semiautogenous grinding circuits only the primary crushing stage is necessary, the balance of the work being performed in the grinding stage. For conventional grinding circuits using ball mills or combinations of rod and ball mills, secondary, tertiary and even quaternary crushing stages are normally required.Older type crushers such as stamp mills, double rolls, sledging mills and hammermills are no longer common but are used for small tonnage special processes.Important to efficient crushing are a variety of sizing devices such as grizzlies and vibrating screens. Products at different stages must be stored to give surge capacity and allow controlled feeding rates through mechanical and gravity feeders. These storage piles, bins and feeders as well as crushers and screens are commonly integrated into a total facility by means of conveyor systems. Most often these are endless rubber belts driven by simple or multiple drive mechanisms usually consisting of electric motors and speed reducers."

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.

The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. "FOUR PAPERS ON CEMENTED BACKFILL were given at the Annual General Meeting of The Canadian Institute of Mining and Metallurgy in 1970:Weaver, W. S., and Luka, R., ""Laboratory Studies of Cement-Stabilized Mine Tailings"".Pasieka, A. R., Beattie, H. F., and Espley, G. Somewhat over ten years ago, The Inter-national Nickel Company of Canada, Limited and Falconbridge Nickel Mines Limited started experimenting with the addition of Portland cement to mill tailings to produce improved backfill and cheaper floors for scraping. Shortly after, the Canada Cement Company Limited (now Canada Cement Lafarge Ltd.), with full support of the two mining companies, started an extensive research program to provide the technologic-al data necessary to exploit what was obviously going to be a significant development in mining technology."

Thirty-five years ago underground coal mining equipment consisted of simple but rugged machines powered by electric motors and hydraulics. The machines were maintained by maintenance personnel armed with a basic knowledge of hydraulics, electricity, and mechanical design. Over the years the the machine has been transformed into powerful complex mining systems. The maintenance burden has also increased. During this period significant advances have been made in maintainability engineering and system design techniques. Many of these innovations and techniques are applicable to the design of underground mining equipment. The objectives of this project were to; (1) determine the extent to which maintainability design concepts and principles have been applied to the design of underground coal mining equipment, (2) try to assess the impact of equipment design for maintenance on productivity and safety, and (3) develop a maintainability design guideline to enhance the design of new or rebuilt equipment. An equipment design review was completed at ten operational coal mines. Interviews were also conducted with mine management, safety, and maintenance personnel to identify machine specific design advantages and problems. Visits were also made to six original equipment manufacturers to discuss the design of their equipment for maintenance. Volume I presents an overview of the protocol used and a summary of the findings. Volume II includes the maintainability design guide for underground mobile mining equipment.

"The mission of the Respirable Dust Center is to enhance the health, safety and productivity of the miners 'through advancing the fundamental .understanding of all aspects of respirable dust associated with mining and milling and the interaction of dus.t and lungs for reducing the incidence and severity of respirable dust disease. All Dust Center activities are focussed to be responsive to this mission which is shared by several federal agencies closely associated with the Generic Mineral Technology Center for Respirable Dust such as USBM, M,SHA, and NIOSH, and the mining industry. While significant progress has been achieved in making mine atmospheres cleaner and healthier, respirable dust disease remains the nations worst industrial hazard. GOALSThe goals of the Respirable Dust Center have been formulated to recognize the diverse scientific, engineering and medical aspects of respirable dust as well as the need to enhance the interaction, education and technology transfer in the respirable dust area.The Center goals are to:1. Enhance the understanding of the scientific, engineering and biological characteristics of fine and respirable mineral particles, fibers, organic aerosols, and complex particles found in the mining and milling atmospheres.2. Advance the understanding of the physical behavior of airborne respirable dust particles in flowing streams under different. stimuli during mining and milling.3. Advance fundamental understanding of the causative mechanisms for the occupationally related lung impairments and the airway diseases of mine and mill workers.4. Establish the relationship between natural and cultural factors (mine geology, mineralogy, mining and milling methods, equipment and control measures) in the generation, exposures, and pathogenic properties of fine particles.5. Contribute to the development of control mechanisms for reducing ambient respirable dust concentrations, worker exposure, the incidence and severity of dust related lung disorders and disease prevention in mining and milling atmospheres.6. Enhance functional integration among the various research personnel in the Center, as well as, with other groups, such as MSHA, NIOSH and USBM involved in respirable dust research and control.7. Develop technically trained personnel for employment in the mineral industry for respirable dust research and control.8. Enhance the availability of respirable dust-related information utilizing several technology transfer avenues."

Fires in underground metal and nonmetal mines pose a threat to the safety of underground miners and to the productive capacity of this Nation's mines. Contaminated air (smoke, carbon monoxide, and other products of combustion) is the primary life safety hazard created by a mine fire. The most reliable defense against the hazard posed by the rapid spread of contaminated air underground is early warning fire detection and rapid evacuation. This Bureau of Mines report describes the design and operation of four prototype early warning fire detection systems, for underground noncoal mines, presently undergoing prolonged in-mine testing by the Bureau. The systems are described within the context of the underground mine environment.

The historical progression in installed electric furnace smelting capacity of some 1650 calcium, chromium, manganese, nickel and silicon ferro-alloys furnaces is reviewed. Key increases in the inherent installed electrical capacity, often achieved through uprating furnaces, are identified. Possible factors facilitating such advances are explored, including: specific process engineering and pyrometallurgical enhancements (e.g., improved control over the consistency, size and chemical form of raw materials, extents of preheating and pre-reduction delivered into the furnace; and patterns of feed distribution); furnace electrical configuration (AC or DC; immersed, submerged-, shielded- or open-arc); form of electrode (graphite, self-baking or composite); furnace configuration (circular or rectangular; closed or open and 1-, 3- or 6- electrodes); better engineering and equipment designs (e.g., high-intensity cooling) and state of furnace electrical and metallurgical control systems. A view is presented on the prevailing state of evolution of the Mega-scale in ferro-alloy smelting and opportunities for still further improvements.

The 7-mile Flathead Tunnel, located in the central Salish Mountains of northwestern Montana, was constructed between 1966 and 1969, With the contract awarded April 19, 1966, drill and blast tunnel excavation began September 30, 1966, and was completed June 21, 1968, in 488 tunnel-driving days, Peak advance was 66 feet per day. On June 27, 1969, all tunnel concrete lining was completed. Average wall and arch concrete placing rates exceeded 1,700 cubic yards daily, with nearly half of the concrete placed during a severe winter season. Major cost savings in concrete tunnel lining were achieved through a value engineering clause in the contract. Achieving consistent results and high rates of placement in concrete lining ranked equal to ground control in overall tunnel problems. Ground control problems exceeded expectations and were of continual concern throughout excavation, One support collapse in the tunnel and one portal slide condition developed during construction. Critical surface geologic exposures were largely obscured; only a portion could be accurately projected underground, An instrumentation program to gather basic data on rock defamation near the heading face for support purposes was a pioneering effort. The Flathead Tunnel was placed in service on November 7, 1970.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. From September 1978 to December 1983, ESD Corporation (formerly a Division of FMC Corporation) undertook the development and testing of a bidirectional auger under contract with the U.S. Department of Energy. Underground testing began in August 1981 at Peabody Coal Company's Marissa Mine near Marissa, Illinois. The auger was developed to increase mine production and coal recovery without increasing land subsidence. It bored 4-foot-diameter by 10-foot-deep holes into pillars on 7-foot centers (each hole recovering 5 tons). All operating during this test was performed by maintenance personnel with the goal of finding ways to increase the machine potential. The maximum excavation rate achieved was 1.4 tons per minute. It was concluded that the concept of drilling short holes to extract coal from underground pillars without surface subsidence was practicable with a wheel mounted auger, but that more power was desirable for this mine, and that the hydraulically driven augering system that provided experimental versatility was not sufficiently reliable for production use.

This paper proposes to build on my previous research (Dashwood 2012), which analyzed how and why the norm of sustainable development became institutionalized in the global collaborative corporate social responsibility (CSR) initiatives of major mining companies. Since the late 1990s, the majority of major global mining companies have employed the norm of sustainable development to frame their individual CSR policies and to inform industry collaboration at the global level through the International Council on Mining and Metals (ICMM). This paper proposal seeks to address lingering questions from that research, by developing an explanation for how the normative frame of sustainable development has translated into specific CSR standards adopted by the mining industry. Preliminary findings suggest that, although the global mining industry has reached broad consensus on the meaning of sustainable development in the context of mining, there remains considerable variation between mining companies in terms of which specific global standards they adopt. As members of the ICMM, major mining companies are required to report according to the Global Reporting Initiative (GRI) indicators relevant to mining, and there has been wide-spread up-take of the ISO 14,001 environmental management system standard. However, other global standards, such as the International Finance Corporation (IFC) Performance Standards and the Extractive Industry Transparency Initiative, have not been uniformly adopted by the mining industry. What explains this variation? The paper employs a three-level institutional framework (rational choice institutionalism, historical institutionalism and the ?new? institutionalism in organization theory) to explain the influences on the adoption of CSR standards in the global mining sector. Existing research confirms that institutional context is an important factor in explaining CSR adoption in the mining sector (Dashwood 2012). Are similar forces at work in explaining the variation in adoption of specific CSR standards? A three-level institutional analysis lends itself to uncovering influences both external to mining companies (such as pressures from stakeholders), as well as internal company dynamics (such as managerial discretion). Furthermore, the framework can incorporate dynamics operating at the global level (such as isomorphism), the national level (such as the regulatory regime) and the local level (such as community needs and environmental challenges). The theoretical significance of this framework is that the influences on CSR adoption are more complex than can be explained in a single approach (such as narrow rational choice/cost benefit explanations). On a practical level, insights into how global standards get interpreted and acted upon by individual companies could lead to the development of more appropriate and effective global standards.

"The Copper Mountain mine of Gaspe Copper Mines, Limited was brought into production in January, 1968.This paper describes the organization, scheduling and control of maintenance of large open-pit equipment, including 8-cu.yd shovels and 85-ton electric-wheel haulage units. The facilities for repair as well as maintenance are also described, including repair shops and field repair equipment. Maintenance costs are discussed and particular reference is made to tire inspection, records and costs."

This paper presents the design and construction of a deep basement in a steeply sloping site in glacial till in Glasgow city centre. Existing foundations, adjacent structures and services, in tandem with asymmetric loading, presented particular challenges in the planning, execution and design of the project. The construction methods and temporary works, analysis by the Finite Element method and monitoring carried out are all described.
