Mr. Chairman, Ladies and Gentlemen, I'd like to take just a moment of your time before we examine the current position of the asbestos industry and its market outlook to take a searching look at the product itself. I feel that if we are to understand the problems that beset this basic mining and manufacturing industry and, more important, if we are to appreciate the solutions to these problems that I plan to put forward in a few moments' time, then we had better look at asbestos from the proper perspective. Asbestos has a unique combination of properties - properties not found in any other natural substance or man-made material. This has resulted in asbestos finding its way - in fact, being welcomed - into literally hundreds of applications.

The selection of the proper frother, specifically for a given ore, is essential in flotation. Traditionally, strong and stable froths are required in the scavengers, where metal recovery needs to be maximised, while selectivity must be achieved in the roughers and cleaners, where grade of concentrates is the main issue. The physical properties of a froth are determined both by frother type, by process water composition and by the amount and nature of the suspended particles. The evaluation of different frothers, in terms of metallurgical performance, is complicated at plant scale, since it may lead to periods of malfunctioning of the process and unacceptable decreases in recovery. On the other hand, evaluation based on frother chemistry only, is often unsatisfactory, because the frothing response is strongly ore dependent. A procedure, and proper tools, was developed at the Wark in order to perform the screening of candidate frothers at batch scale on real pulp samples. The main parameters related to froth stability (half-life time, froth height) are measured after introducing the pulp samples into a foaming column, where different conditions in terms of frother addition, agitation and aeration can be maintained. The approach has been applied to the selection of frothers for the flotation of an Australian sulfide ore. Procedure and results are discussed.

This study aims to compare the wear resistance assessed in rubber wheel abrasion test of nickel aluminide coatings deposited by for Plasma Transferred Arc (PTA) and High Velocity Oxigen Fuel (HVOF) manufacturing, using the same raw material. A nickel aluminide powder was atomized and deposited on 316L steel plate substrate. After deposition, some specimens were submitted to a heat treating (1200 °C for 24 h followed by 760°C for 24 h). The coatings deposited using PTA developed different microstructures due to the incorporation of substrate elements, its performance was better than the HVOF coatings, although their Vickers hardness was similar. After heat treating, a significant variation in hardness and wear resistance was observed. For PTA specimens, there were decrease in hardness of 35%, while for HVOF ones this drop was approximately 20%. Nonetheless, the effect of thermal exposure in wear resistance was quite different: an increase of 21% was observed for HVOF coatings, while a reduction of 20% occurred in PTA ones. Microstructures modifications in PTA coatings were significant for their wear resistance. On the other hand, the reduction of porosity and sintering were responsible for a better performance of heat-treated HVOF coatings.

New Gold?s New Afton Mine, located 8 km (5 miles) west of Kamloops, British Columbia, is a 4.5-Mt/a (5-million stpy) block cave mine, making it the highest tonnage underground hard rock mine in Canada. The reserve is estimated at 52.5 Mt (55.9 million st) with grades of 0.65 g/t (0.02 oz/st) gold and 0.93 percent copper (2012). Commercial production was achieved in July 2012 and nameplate production was achieved ahead of schedule in September 2012, with the cave breaching to surface in 2013. The mill has a SAG and a ball mill with a froth flotation circuit.

As one of its functions, the U.S. Bureau of Mines gathers and analyzes mine accident data, and then publishes annual reports on work injury experience in the various segments of the minerals industry- coal, nonmetals, rock. These reports contain a wealth of detailed data, with a multitude of analyses and cross-tabulations, all intended to shed as much light as possible on accidents and to suggest possible ways of reducing them. In this article, the terms, "injury" and "accident" will at times be used interchangeably to denote accidents which cause disabling injury. The Bureau bases many of its analyses on American National Standard Z16.1 for recording and measuring work injury data. This document establishes two models for measuring disabling injury experience: (1) the frequency rate, obtained by dividing the number of man hours into the number of injuries multiplied by 1 million, and (2) the severity rate, similarly constructed, with the variable of interest being the number of days lost due to these injuries. Similar computations are performed by the U.S. Bureau of Labor Statistics and the National Safety Council. Additionally, these models are used in many other countries, sometimes with minor changes.

DOUG HALBE: I've decided that we're going to change tactics here and we're going to be nice to people from now on. [Co-chair makes gesture of intense disbelief; laughter] I've also decided who's not going to be a co-chair next year. [laughter] We thought we'd get a couple of experts for our next presentation: some people with a lot of experience. We've asked them to tell us some of the things that all of you operators out there might be able to apply immediately to your plant. Our next two speakers have a tremendous amount of experience, and I think you'll find what they're going to say is highly pertinent to most plants. I looked through their paper and found some things that I could have used in the plants I operated in the past. Our first speaker is Terry McNulty. A lot of you know Terry. He was with Anaconda for a number of years as director of research. He then was president of Hazen Research. I'm going to continue with our new custom of saying nice things. Terry is the guy that I call when I don't know something, and he's always got the answer. SPEAKER: Who do you work for, Doug? System simulation is an increasingly popular technique for analyzing and improving existing as well as newly designed underground mining operations. An engineering firm that specializes in simulation helped a major metals producer build a long-range planning model of an existing underground mine. Subsequently the team adapted this model to assess technology alternatives in the design of a new mine. The two models differ in the level of detail used for modeling the development process. This paper discusses the differences in approach between the models along with the experiences gained and challenges faced during the construction and use of the models.

The number of completed petroleum refineries in the United States continued to decline in 1938, but the total capacity to process crude oil increased materially. This information was obtained in connection with the Bureau's annual canvass of refinery capacity as of January 1, 1939. In spite of the addition of a half dozen plants in Illinois and the inclusion in this year's list of several more "pot-stills" in Montana, the total number of plants, and inactive, declined from 551 on January 1, 1938, to 538 on January 1, 1939. was entirely in shut-down plants, as the number of operating plants rose from both active The decline 431 to 435. Yost of the plants dismantled were situated in Wyoming and Texas, parts or several from the latter being transported to Illinois. About 10 more East Texas refineries were dismantled in 1938, leaving about 15 plants in the field, only 8 of which were operating on January 1, 1939. Although the total completed capacity increased from 4,351,151 barrels on January l, 1938, to 4,508,555 barrels on January l, 1939, the operating capacity declined, and the inactive capacity increased about 50 percent, or from 380,955 to 574,770 barrels. These shifts in capacities reflect the comparative slump in the refining industry in 1938 after the prosperous year 1937. Daily average crude runs in 1938 were 3,192,000 barrels, from which it may be figured that the operating ratio for the active units was about 81 percent of crude and for all completed equipment 74 percent. The highest daily throughput in 1938 was about 3,400,000 barrels, at which time the reserve capacity represented in the active equipment was at least 500,000 barrels, in addition to about that much capacity shutdown. In an emergency, much more reliance could be placed on the reserve capacity of the active equipment, as much of the shut-down capacity is obsolete at present specifications and prices. Regarding obsolescence, the refiners reported 418,165 barrels of their idle capacity in good condition on January l, 1939 and 156,605 barrels in poor condition. However, it is probable that the former reflects an optimistic viewpoint. Refinery activity, as represented by new construction and dismantling, declined materially in 1938. The new capacity added in 1938 was 378,350 barrels compared with 394,680 barrels in 1937. Probably 1939 will see a much larger decline, as the new capacity under construction on January 1, 1939, totaled only 142,250 barrels compared with 283,020 barrels the preceding year. For more than 10 years coke-oven technologists have been investigating the expanding properties of coal on a scale larger than that afforded by laboratory test tubes. Koppers 4/ was among the first to realize that coals can not be differentiated satisfactorily with respect to expansion in coke ovens by the simpler test-tube methods; in his first method 80 grains of fine coal were coked in a cylinder heated from the bottom, so that the zone of fusion (plastic layer) advanced from the bottom to the top. The scale of test was too small; it has been modified by other investigators, but without significant improvement in practical application of the results. Somewhat later Koppers and Jendne 5/ experimented with a small-scale coke even, one wall of which was movable, in which the layer-coking in a coke oven could be simulated closely. This oven was heated from both sides. Their results with this oven showed a peak in the time-pressure curves near the end of the coking, period when the two plastic layers, advancing from opposite walls, meet. They also found that although the smaller oven was heated from one side only and did not show the Pressure peak characteristic of two-sided heating, it still gave results entirely too high. Russell built an oven similar to the movable-wall oven of Koppers and Jenkner and compared results obtained in it on Beckley expanding coal with these obtained on the some coal in the Altieri 7/ small-scale apparatus. Both tests were conducted at the same constant pressure, but heating was from two sides in Russell's oven and from one side in the Altieri tester. Russell found that the two types of test gave comparable results under constant pressure conditions even though the heating procedures were quite different. He showed later, however, that a "borderline" coal 8/ that contracted in the Altieri tester at constant pressure developed a peak pressure of 4 pounds per square inch in the movable-wall oven heated from both sides at constant volume. He concluded from this that testing at constant volume gave results more accurately indicative of dangerous expansion tendencies than those at constant pressure. He also found that heating from both sides in this oven gave higher pressure than heating from one side only.

Dust sampling is pivotal in estimating the ‘dose’ of dust exposure and in deriving dose-response curves in epidemiological studies. Over the last half century, gravimetric sampling has been the fundamental means for dust exposure monitoring using recognised respirable size-selective standards. In Australia, a gravimetric sampling technique has been followed since 1983 using the Higgins-Dewell (HD) type cyclones (AS2985). The re-emergence of ‘Black Lung’ or Coal Workers Pneumoconiosis (CWP) in Queensland, Australia has re-kindled the need for better understanding of personal dust monitoring, compliance determination, accuracy, timeliness of sampling results and dust control systems. Reporting dust levels in real time empowers miners and operators to take immediate action to avoid being exposed to excessive airborne dust. Two decades of intensive research in the USA has led to the introduction of gravimetric based continuous personal dust monitors (CPDMs) called PDM3700 as compliance tools. The new real-time mass based sensor is a continuous mass based dust monitor using the Tapered Element Oscillating Microbalance (TEOM) principle and is regarded as significantly superior to the current gravimetric sampling methodology.Recently the overall respirable dust standard in USA coalmines has been reduced from the historic 2.0 to 1.5 mg/m3. This paper provides the results of a comparative pairwise study of an existing gravimetric sampler and the PDM3700 carried out in 3 different Australian underground mines. The field results consistently suggest that there is a significant ‘measurement bias’ between the current gravimetric HD sampler and the PDM3700 monitor operated using a similar HD type cyclone. The results show that the currently used cyclone measurements are approximately 59 per cent higher than the ‘auditable’ PDM3700 monitor data at the current compliance limit of 3 mg/m3. Based on a review of the extensive data collected, the differences can in part be attributed to the aerosol size selectivity of the samplers with the current gravimetric sampler used in mines, collecting more larger sized particles (D90 of 15 µm). This finding has significant consequences for historic exposure results and their use in medical surveillance programs, as well as the current approach to non-compliance determination.CITATION:Belle, B, 2017. To increase the efficiency and improve the quality of diamond drilling at Olympic Dam, mine geologists have adapted and modified common practices in order to overcome the challenges imposed by such a unique environment. Mine geologists have to take into account both the complex geology during the diamond drill hole design phase, as well as incorporating diamond drilling into the larger-scale scheduling process already employed at Olympic Dam. This study seeks to explore how such modifications have evolved over time.The geology of Olympic Dam influences the design process of diamond drill holes, particularly due to the variation of lithology and alteration, as well as the presence of magnetite and major structures within the orebody. Exclusion zones are used to manage interactions with existing and planned mining activities, and their size is dependent upon the geology of the area. Specific deviation checks are used to monitor the deviation of diamond drill holes with respect to these?zones.The highly interactive environment of Olympic Dam requires unique planning for diamond drilling, resulting in the production and implementation of both long- and short-term schedules. Long-term schedules are targeted at determining drilling locations and ensuring drilling is completed prior to stope planning, while short-term schedules aid in enabling access to ensure timely set-up of drill sites. Estimated drilling rates, determined by expected lithologies and historical data, feed into the short-term schedule to assist in managing the operation and minimising the downtime of diamond drill rigs. A mine geologist is appointed as a diamond drill coordinator to organise and manage diamond drilling at a scheduling and operational level, streamlining the entire process.Analysis of historical data shows a strong correlation between implementation of the aforementioned practices and improved drilling rates. This study shows the importance of adapting universal tasks to particular environments and circumstances. Mine geologists at Olympic Dam continue to acquire knowledge to further improve the modified drilling practices as operational requirements, production pressures and economic factors change.CITATION:Taylor, J and Dubowik, A, 2014. To compare the viability of the new fuse wire arc test (FWAT) as a substitute for the comparative tracking index (CTI) for determining surface resistance to electrical tracking, the Bureau of Mines constructed a fuse wire arc tester and undertook a detailed testing program for testing insulating materials used on explosion-proof enclosures. This report describes the Bureau's apparatus, the two methods (CTI and FWAT), and the results of the Bureau's testing, showing comparisons of the FWAT with the CTI. Results showed strong correlation between the two methods, as all specimens tested that had CTI ratings of 400 V ac rms and above passed the 10-test sequence with the FWAT, whereas all specimens with lower CTI ratings failed, with the number of tests to failure corresponding roughly to the descending CTI rating order.

Harima Works is operating as the zinc and lead simultaneous smelter utilizing the imperial Smelting Process. The smelter commenced its operation in 1966 with designed capacities of 3500 t/M of zinc and 1500 t/M of lead. After that, owing to the results of progressive developments and improvements in operating efficiency and equipments, it has doubled its production figure. This report reviews our recent developments carried out from 1983 to 1985. Firstly, the furnace bottom design was modified for the purpose of reducing carbon consumption ratio. As a result, shaft operating condition has been satisfactory and carbon consumption ratio was improved by 2%, in addition, furnace zinc production was increased by about 8%. Secondly, the oxygen enriched operation at sintering machine was tested from July 1984 to June 1985, in order to increase the sinter productivity, and to solve the capacity imbalance between sinter plant and ISF. As the test result, it was found out that sulfur elimination rate was increased by approx 10% with the oxygen enrichment of 500 Nm3/hr.

A project's rates of return (RORs)1, be it the internal rates return (IRRs) or one of the many IRR surrogates, frequently needs to be approximated. The success and efficiency an ROR- approximation procedure depend on the quality the approximation-initiating parameters, such as bounds or seed values (guesses). The existing approximation procedures commonly use bounds and guesses suggested by intuition rather than supported by mathematical considerations. This paper presents three mathematically founded ROR-bounding and eleven ROR-guessing approaches and examines their suitability by using examples of typical project cash-flowpatterns (CFPs). The calculated bounds and guesses not only improve the approximation efficiency, but also allow the process of the ROR discovery to be automated, thereby making it more convenient and reliable.

The U.S. Bureau of Mines operated a 2,000-g (4.4-lb) batch process development unit for recovering platinum-group metals (PGM) from automobile catalysts. Virgin monolith, used pellet, and used monolith catalyst samples were tested. Leaching twice with 1-pct sodium cyanide (NaCN) solution at 1600 C for 1 h dissolved more than 95 pct of the PGM from virgin catalysts and more than 90 pct from used pellet catalysts. More than 85 pct of the PGM was dissolved from used monolith catalysts when a third autoclave step was added. Solid PGM concentrates containing more than 99.8 pct of the dissolved PGM and analyzing greater than 70 pct PGM were recovered by heating the pregnant leach solutions from virgin catalysts to 2500 C and used catalyst to 2750 C for 1 h. The solution after heating contained less than 0.2 ppm. total cyanide. The virgin residues passed the EPA Extraction Procedure Toxicity Test (EP Tox Test), the EPA Toxicity Characteristic Leaching Procedure (TCLP), and the California Waste Extraction Test (WET) for all elements except Ba. Adding sodium sulfate (Na2S04) to the virgin leach residues reduced the amount of Ba dissolved to an acceptable level. The used leach residues passed the EP Tox Test for all elements but failed the WET and TCLP for Pb.

The ability to track miners and communicate with them while they work in underground coal mines is important during normal daily operation, and critical in emergency conditions. This was evident during recent incidents at underground coal mines worldwide. Communication with miners and the knowledge of their location is of great importance for rescue efforts and the preservation of life. Numerous technologies have been developed, adapted and deployed to meet tracking requirements of the Mine Improvement and New Emergency Response (MINER) Act of 2006. Evaluating the performance of these systems has proven to be dif?cult for mine operators, system manufacturers and regulatory agencies. The MINER Act requires operators to improve accident preparedness by developing an emergency response plan speci?c to each mine. With the recent implementation of the provisions of the MINER Act of 2006, all underground coal mines in the United States are subject to the mandates of legislation concerning communication and tracking system installation. As of June 2011, 203 new or revised tracking and/or communication systems had been approved by the U.S. Mine Safety and Health Administration (MSHA), with nearly 50 other systems or revisions in the approval process (MSHA, 2011). At that time, the available approved systems for underground coal mine use included these types: ? Leaky feeder communication systems. ? Fixed node-based communications and/or tracking systems. ? Wireless node-based communications and/or tracking systems. ? Medium frequency (MF) communication systems. ? Communication system peripherals. Other types of tracking systems have since been developed and some manufacturers are seeking approval for use in this application. Some of the new products include through-the-earth (TTE) systems and various radio frequency (RF) adaptations. New technologies that are currently being developed and deployed in other industrial applications should also be considered, including acoustical, optical, inertial and hybrid technologies. To date, no uniform method has been employed in the industry to effectively compare and evaluate the performance of installed systems. Neither industry operators nor regulatory agencies can accurately assess the capabilities of installed systems in the continuously changing mine environment. There is a need for a uniform evaluation method that provides the ability to assess how different systems and technologies perform in various mining applications, and whether they can satisfy the regulatory requirements.

Problems associated with fines (minus 6 mm, 1/4-inch) production, preparation, and utilization have long plagued the coal industry and are now more acute than ever. Continuous deep mining systems create more fines which have moisture; content greater than natural levels from dust control spraying and often add substantial levels of mineral matter due to mining selectivity constraints. Frequently, during preparation, more -fines are developed to achieve improved component liberation. Coal consumers often specify small sizes whether for carbonization, combustion, or conversion. Wet beneficiation systems process fines by several' types of unit operations, but usually must also incorporate costly and complex dewatering systems to reduce the moisture content of the products. Existing pneumatic preparation systems are constrained between product equality and yield by the sharpness of separation. These limitations become more severe with decreasing particle size and increasing feed moisture content. Control of particulate emissions, both process and fugitive, during pneumatic preparation, can be forbidding. A pneumatic preparation-process which would overcome these constraints, could be most enticing. The DryFlo system is being evaluated to quantify performance characteristics as regards these constraints.

The Neptune Group was established in 1999 to apply for exploration permits within New Zealand’s 200nm EEZ. These applications were to investigate and commercialise hydrothermal Seafloor Massive Sulphide (SMS) deposits identified by international researchers and to locate others. SMS are volcanically related seafloor accumulations of copper, lead and zinc with high levels of gold and silver. Neptune has three granted exploration licenses within the New Zealand EEZ and has application in other jurisdictions. Neptune undertook the world’s first commercial drilling exploration work of SMS in December of 2005.

"Many open pit (OP) mines with considerable vertical extent are approaching the end of their life-of-mine; some of them are seeking the opportunity to make the transition from OP to underground (UG) mining. The decision on the best location for transition from OP to UG mining should be addressed at the strategic mine planning stage. Conservatively, the transition to UG mining is considered near or after the exhaustion of the reserve within the ultimate pit.However, if UG is evident and exclusively viable from the inception, defining the best location for the transition through a conservative approach may not be an optimal option to explore. This clearly establishes the need for a mathematical model that aims to maximise the project value and considers OP and UG mining with crown pillar (CP) requirement simultaneously. Underground mine layout varies from one UG mining method to the other, and consequently the variation in the location of transition is eminent. Thus, focus on the selection of UG mining method must be a part of this analysisThis paper presents an implementation of an integer programming (IP) based mathematical model that evaluates the changes in mining layout and the project value under possible variation in the transition point from OP to UG mining for stoping and block caving methods. An IP problem is a mathematical optimisation or feasibility method in which some or all of the variables are restricted to be integers. The outcome of the implementation reflects that mining strategies with OP transition to stoping and block caving methods generated higher values than OP-only mining strategy. The case study not only demonstrates the difference in mining layout for both stoping method and block caving method, but also reflects that a joint consideration of OP mining, UG mining and CP placement helps to achieve maximum project value and resource utilisation.Citation:Darbritz, J, 2016. FREQUENTLY the Survey Department is caIled upon to estimate the quantity of material in various dumps, dams piles, etc... and in the carrying out of this work various methods may be employed.The method used will vary according to the particular case in hand, and factors such as accessibility of the top of the dump, steepness of its sides, height, and the condition of the material to be estimated. A certain amount of "give and take" must be adopted in the treatment of small local cavities and mounds.In all cases it is desirable that the surveys made should be tied on to the lease surveys for the purpose of location, and that all levels should be reduced to the mine datum. It is also desirable to obtain levels of the original surface before deposition of the material to be estimated. If these have not been obtained beforehand, levels and transfers round the top will be the next best.
