[This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of specified French possessions in Africa has been prepared from the best information available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. France controls large areas on the African continent, but the various Colonies and Dependencies are administered more or less independently. Algeria is under the direct jurisdiction of the Ministry of the Interior, and its mining laws are essentially the same as those of the mother country. Tunis and Morocco are attached to the Ministry of Foreign Affairs; separate digests of the mining laws' of these respective colonies have already been prepared by the United States Bureau of Mines. The present paper covers all other French territory on the continent of Africa except Somaliland, a rather small Colony including the port of Djibouti near the point where the Red Sea joins the Gulf of Aden. Available information indicates that the prospects of mineral production in this Colony, apart from salt and gypsum, are not at all encouraging.3]

THE demand for high-quality aggregate is increasing in all phases of the construction industry and in all organizations associated with road building in Canada. The production of aggregate in Canada has increased almost continuously since the end of the war and has quadrupled since 1948. Increases during the past fifteen years can be accounted for by the expansion in all types of construction, particularly that of roads and highways. Total construction in 1959, based on preliminary estimates, has been valued at $7 billion, and an increase fore-cast for 1960 indicates optimism on the •construction horizon (1). Cement produced in Canada in 1959 amounted to 6.3 million tons. This is more than 2.5 times the 1948 production. Increased cement production indicates an increased use of concrete, and thus an increased need for aggregate. Natural sand and gravel deposits are gradually being depleted.

Advanced physical coal cleaning processes that are now under development may remove significantly greater fractions of pyritic sulfur and ash than do commercial coal cleaning processes at comparable heating value recoveries. These processes may be useful for reducing sulfur dioxide emissions from electric utilities and other emission sources. However, little work has been done to determine their applicability to any major coal market. The northeastern states of the United States are interested in burning more coal, but with further sulfur dioxide emission restrictions. Their nearest coal sources are relatively high sulfur Northern Appalachian coals. The project discussed in this paper, which is scheduled to be completed in June 1985, has the objective of technically and economically evaluating various coal supply scenarios involving five selected advanced physical coal cleaning processes; and comparing the economics of them with alternative fuel supply options open to the northeastern users.

"The smoke nuisance, like many other undesirable and longstanding features in our present civilization, is still with us. On reviewing the situation we are astonished to find no authentic record of a major smoke-abatement campaign that has succeeded in eliminating a smoke nuisance, in spite of the fact that the problem has been with us since the use of bituminous coal began. We might well ask ourselves where the trouble lies; is the problem impossible of solution? We can not blame the average citizen for harboring this thought as a conviction. He has been urged for so long but sees so little evidence of progress. He has repeatedly been assured by the scientist and the engineer in most convincing terms that smoke. is unnecessary, that it can be avoided; small wonder is it that he is beginning to distrust so-called authority on the subject.On the other hand, the scientist and engineer are entirely within their rights. We all know that even high-volatile coal can be and is now being burned with no visible smoke. We know that even small domestic heating furnaces, with favorable conditions and with proper care, can be fired by hand without producing much smoke. And we know that when such equipment is fitted with suitable stoking devices, little or no smoke results. What, then, is the answer?Perhaps we may learn something from a critical examination of a typical smoke-abatement problem. Probably one of the most enlightening campaigns that has been waged in the United States is that of Salt Lake City, Utah; therefore, the purpose of this paper is to discuss the important aspects of this particular case."

WHEN we want to interpret some problem which faces us at the present, if that problem be a social or political movement, we turn to the pages of history for 'information. If the problem be one of science or of industry we turn to the library of the subject and endeavor to translate the present from the experience of the past. I wonder if you would bear with me for a few minutes as I look back to the time when I was going through mining school and looking forward with hope, it is true and with confidence also, but still with some trepidation and an occasional qualm, to the month of June when the class of 1897 would be hunting jobs. Those were the years 1893 to 1897. Those years saw the Treasury of the United States so empty of gold that the President had to appeal to financiers to accept the country's promises to pay in return for $100,000,000 in gold. And the invectives that were hurled at both their heads for such a betrayal of the people sound strangely similar to those you read today being daily written and screamed at another President for taking us into the League of Nations or for not issuing bonds in huge amounts for unemployment relief, or for not adopting somebody else's particular specific for the relief of hard times.

In 1986 the city of Johannesburg celebrates its first century of existence. The fact that the city was founded to exploit the gold deposits which underlaid it, prompts this review of the gold process development in the mining industry of South Africa. Clearly a complete history of, the gold recovery process to date is not called for and it is proposed therefore to outline the most significant developments which have taken place since the middle 1930's, that is to say the last 50 years or so. Prior to this period the industry had seen the development of comminution processes employing cone crushing in closed circuit with vibrating screens followed by grinding in rotating mills and the gradual disappearance of stamp mills. The all sliming process was well established as a viable route and continuous dewatering in thickeners, continuous leaching and filtration were serious rivals for the earlier batch processes. Continuous processes for gravity concentration had also been developed and the recovery of gold from pregnant solutions employed cementation on zinc dust as opposed to shavings. Thus at the beginning of the half century under review the industry had adopted, or started to adopt, many of the processes still accepted as modern practice. However in some areas little change was evident this was especially so in the smelthouse where some thirty more years were to elapse before the hand stoked coal fired calcine and reverbatory furnaces were replaced by more environmentally acceptable electric furnaces. The most significant feature in recent history has been the mining of progressively lower grades of ore and the retreatment of tailings from earlier operations, much of the latter comprising tailings only a decade or even less in age. Notable among these operations are those on the East Rand near Springs in the Transvaal, in the Orange Free State at Welkom and more recently, massive reclamation of tailings close to the city centre itself. The carbon in pulp (CIP) process has been much publicised in recent years and all new plants erected during the 1980's have adopted this route for gold recovery. However the major proportion of tonnage milled in the industry is still subjected to the more traditional process of liquid solids separation by vacuum filtration. Solid mattes are generally held to be either (a) eutectiferous mixtures of the component sulphides Cu2S and FeS or (b) mixtures of complex sulphides. This chapter shows that liquid mattes consist essentially of a homogeneous phase in which iron, copper and sulphur are present. The amount of sulphur is generally less than that required to account for all the metals as stoichiometric sulphides; mattes cannot therefore be regarded as mixtures of FeS and Cu2S. Some iron oxide may be dissolved in the sulphide phase and magnetite is often present as a second phase. If the sulphur content of the matte is reduced the composition enters the miscibility gap in the ternary system and either an iron- or copper-rich solution (depending upon the composition of the matte) separates as a new phase. On solidification any one of four phases (iron, copper, Cu2S and FeS solid solutions) may crystallize as primaries. The remainder of the matte solidifies as a ternary eutectic. It is possible that iron oxides enter into this eutectic. Knowledge of the ternary Cu-Fe-S system is far from complete and nothing is known of the quaternary system Cu-Fe-S-O

Since Schönert, 1980 a multiplicity of scientists have dedicated themselves intensively to the scientific investigation of wet grinding in agitated media mills. The achieved research results led to a clearly improved understanding of the comminution mechanism in wet operated agitated media mills and in consequence also to clearly more efficient machines. In contrast to this the standard of knowledge on dry grinding in agitated media mills is still very small. The practical experience from numerous plants shows however that the transferability of knowledge from wet grinding to the dry grinding regarding transport phenomena and comminution behaviour, influence of the operating parameters and also wear is very limited. In the industrial application above all the continuous mode of operation is preferred. The main problem which has to be solved in agitated media mills is minor the comminution itself, than rather the question of the trouble free material supply and material extraction as well as the cooling of the mill. The agitated media mill MaxxMill® offers an innovative concept to overcome the feeding and extraction problem with its rotating grinding chamber, the eccentrically mounted agitators as well as the eccentric flow deflector with integrated material supply. Because of the pneumatic extraction of the ground materi-al cooling of the milling chamber is not necessary. On a MaxxMill ® laboratory mill with a 5 litre grinding chamber volume extensive parameter studies were carried out to study the influence of operating parameters on the continuous dry grinding of quartz sand. The test were performed in a continuous single pass operation without classification of the final product. Apart from the influence of the throughput rate on fineness above all the influence of the agitator and grinding chamber speed as well as the grinding media size was examined.

For conventional aerospace aluminium alloys of the 2000 (copper) and 7000 (zinc, magnesium) series the recycling of process scrap from both metal suppliers and aircraft manufacturers is a well-established, worldwide industry. The recent introduction of a new family of alloys that incorporates lithium has posed a new challenge to the recycling industry owing to the high cost of lithium, its high reactivity to the atmosphere and to refractories and its absence from the specifications of all other registered alloys. Various process options for recycling have been identified, but vacuum distillation has been selected as the most cost-effective and technically feasible solution. Experimental work established that the separation of Li from AI-Li scrap is feasible and an industrial process has been designed. The economics of Li recovery are very sensitive to the AI-Li content of the feed material. Owing to the design of aerospace vehicle manufacturing plants it is expected that the swarf will be mixed with other alloys. A method of enriching this feed has been developed that is based on the control of swarf morphology by thermal and mechanical treatments as a precursor to eddy-current separation. After eddy-current separation and vacuum distillation small proportions of Li are retained in the AI residue. The effects of this on the properties of conventional AI-Si shape-casting alloys were investigated and safe threshold levels have been established.

Face and pillar bursts, bumps and bounces are violent failures that occur in underground coal mines in response to a complicated interplay of face and pillar geometry, seam depth, coal strength and moduli and interactions between roof, seam and floor strata. Additional complications arise from the presence of gas, mainly methane, and associated pressure and flow that vary with time and are further influenced by the rate of face advance. Numerical models provide a means of quantitatively accounting for the various complications of mining geometry, the stratigraphic column, mechanical properties, gas flow properties and associated interactions. A fully coupled hydromechanical finiteelement code, utAH4, serves the purpose well and allows study of the important interaction between stress concentration and gas pressure in determining safety and stability of the face during the advance of a longwall panel in a deep underground coal mine in central Utah. Face advance is relatively fast compared with gas flow and depressurization in coal seams of low gas permeability. Consequently, gas pressure is high at the face. When a longwall is stationary, depressurization occurs at the face, so effective stress and strength increase. thus, when gas flow at the face is high and requires a pause in face advance to bring gas concentration to an acceptable level, a second benefit occurs because of timely depressurization. However, quantitative analysis of a deep coal mine shows that regardless of gas pressure, high stress concentration is more likely to pose a threat to face and pillar wall stability.

This paper is one of a series, describing current practice in diamond drilling for production at various mines throughout the United States. It describes the drilling and blasting methods, used at the Tennessee Copper Co., which started using deep-hole drilling for blasting in 1927, employing inde- pendent, rotation percussion drills with sectional drill steel. Since 1942 the company has employed diamond drills for deep-hole drilling. This method has now passed the experimental stage and promises to become permanent. The elimination of rock dust and safer working conditions for the drill crews are listed as the main advantages. The higher initial cost of equip- ment is the principal disadvantage.

"The stability of calcium arsenate is discussed in relation to the possible misuse of lime in the treatment of gold processing waste waters. Stability diagrams have been derived and experimental results cited to show that calcium arsenate has a higher solubility in neutral to alkaline solution than has previously been recognized and this solubility is further enhanced by the presence of carbon dioxide, bicarbonate or carbonate.IntroductionThe removal of arsenic from gold mine waste waters has been of interest for more than thirty years, but with the recent emphasis on clean water standards there has been renewed activity in relation to that problem. The processing of gold-bearing sulphides which contain arsenopyrite and other complex arsenic sulphides is well established. Initial roasting to oxidize the sulphides leaves the arsenic in the form of both arsenic and arsenic, in which forms it is soluble in the subsequent leaching stage. Further oxidation of the leach liquors is required before the well-established procedure of precipitating calcium arsenate with lime, which is carried out despite an immense lack of knowledge of the calcium-arsenic-water system.The solubility product and free energy of formation for Ca3(AsO4)2, which are to be found in recent and reliable sources of data, originate from the work of Chukhlansev, whose experimental determination of the concentration of calcium from the solubility of calcium arsenate in solutions of various pH yields the results plotted in Figure 1. This is the work which has resulted in a wide acceptance of the ""insolubility"" of calcium arsenate and the use of lime to stabilize arsenic in that form.Laguitton attempted to further elucidate the chemistry of the lime addition method for treating arsenical waste waters from gold processing operations. The low solubility product for Ca3(AsO4)2 was the basis for his examination of likely chemical equilibria in the system. Laguitton and other workers have not considered atmospheric carbon dioxide as an important component in this system."

Rock property tests were performed on NX-size diamond drill core from the roof, floor, and coal from the longwall mining section of Federal No. 2 mine, West Virginia. The purpose of these tests was to determine the engineering properties of the various strata as part of a ground control study of the longwall operation. The following tests were performed: 1. The gas-lift method of flowing oil from wells is the outstanding feature of petroleum technology today. Its forerunner, the air-lift, was used successfully first, in the Baku fields of Russia, in 1899, and later in the Gulf Coast fields of Texas and Louisiana and the Kern River field of California. It is still used to a limited extent in certain oil fields. The use of compressed natural gas for lifting oil from wells has supplanted the air-lift method in a measure in those fields where a sufficient quantity of gas accompanies the oil to make the gas-lift possible, or where natural gas is plentiful and inexpensive. We find, therefore, in California, that natural gas is used at practically every well where a gaseous medium is employed to flow the oil. The use of natural gas has many advantages over that of air. It is possible to recover and save the gasoline from the gas that accompanies the oil to the surface. This gasoline would be wasted if air were used as the lifting medium. Also, certain proportions of air and gas form an explosive mixture that cannot be handled safely by compressors. Another advantage that gas has over air is that gas under pressure is more soluble in oil. Gas in solution in oil reduces the viscosity of the oil that is being produced and causes it to flow more readily through the tubing and flow lines. The gas-lift has made it possible to recover many thousands of barrels of oil from deep wells in California that could not have been produced otherwise. It would not have been economical, had it been mechanically possible, to produce such wells as the world's deepest producing oil well (Miley Athen's No. 6, Rosecrans field, California) by any other method of pumping known today. At this well, production is obtained from between 7305 and 7591 ft. and 11 months after completion of the well, production was being maintained on the gas-lift at approximately 2000 bbl. a month. The crookedness of the hole, or its diameter and depth will not prevent the successful application of gas-lift pumping when other conditions are favorable.

"The Aurora North mine has been operating for more than ten years, and is the source of over half of Syncrude’s bitumen production. The slurry systems at Aurora experience high rates of wear, and mission lengths on current slurry pumps are nominally 1500-2000 hours. Recent work has enabled a better understanding of the significant adverse effect of large particle impingement damage to impeller vane leading edges - which is the known life determining issue for Aurora hydrotransport pumps. A new pump design has been developed with a larger diameter impeller and increased vane lengths, and is expected to triple Aurora’s mission length for hydrotransport pumps.INTRODUCTIONSlurry Pumps are Critical Equipment at SyncrudeSlurry pumps are a critical component in Syncrude’s operations. In a typical Aurora application, each pump stage helps move over 8000 dry tonnes per hour of oil sand, plus an equal volume of process water that has been added to create the slurry. The average impeller life in oil sand hydrotransport service at Aurora has been nominally 1500-2000 hours, or 12-16 million tonnes of oil sand pumped. Generally, the slurry pump application at Aurora has proven very difficult to improve due to the unique combination of high sand abrasivity, 125 mm (5”) large particle top size (lumps), and high flow rate relative to basic pump size; a factor that results in higher than optimal impeller vane speeds for the service conditions.PROJECT BASISSlurry Pumps are the Reliability Bottleneck at AuroraSlurry pumps are currently the shortest-lived components that determine the overall system run length at Aurora, in Hydrotransport, Extraction and Tailings. Vibrating screens and piping had been previous bottlenecks, but their reliability has been improved through upgrades in equipment design and wear materials. Both vibrating screens and piping can now achieve 4000 hour mission lengths."

The thermal conductivity, electrical resistivity, and Seebeck coefficient for nine compounds, based on the formula for enargite Cu3AsS3, were measured in a search for efficient materials to be used in thermoelectric generators or refrigerators. Results indicate that one of these compounds, Cu3SbSe4, has thermoelectric properties approaching those of bismuth telluride. An investigation of the effect of adding small quantities of tellurium to Cu3SbSe4 and Cu3SbS4 in order to improve their properties also was made. A figure of merit of 2.1 x 10-4 °C-1 was obtained for Cu3SbSe4 + 0.1 percent tellurium.

The electrokinetic and flotation behavior of the green alga Chlorella vulgaris was studied in the absence and presence of Pb(II), Al (III) and flotation collectors. It was found that the presence of Al (III) is necessary for good flotation of the organism whether or not Pb(II) is present when dodecylammonium chloride or sodium dodecylsulfate is used as collector. Best flotation using dodecylamine is at about pH 8 and best flotation when using sodium dodecylsulfate is at about pH 4. It appears because of the small size of the organisms that the Al (III) is necessary for flocculation to enhance bubble-cell contact and C. vulgaris removal from water. When N-dodecyl-2-aminoproprionic acid is used as collector good flotation occurs at about pH 4 without the addition of Al (III).

O Alto Forno n° 2 é responsável por cerca de 40% da produção de gusa na CSN. Uma das principais utilidades responsável pela transformação do minério de ferro em gusa é o ar soprado que é fornecido por dois turbo sopradores da Central Termoelétrica n°2. Para que ocorra o processo de transformação do minério é necessário que o ar soprado seja aquecido. Isto é feito através dos regeneradores, os quais aquecem o ar para cerca de 1.300°C. Como cada regenerador tem um tempo de campanha, é necessário fazer a troca do mesmo a cada 1 hora. Nesse momento de mudança de regenerador, uma parte do ar soprado é desviado para o regenerador que está entrando em operação e ainda está vazio. Com isso, há uma perda pontual de produção indesejada, além de causar instabilidade no processo. A solução encontrada para reduzir este problema foi aumentar a vazão de sopro durante o período de troca de regeneradores, garantindo assim uma maior produção e melhor estabilidade do Alto Forno 2. Este trabalho apresenta o estudo do problema em questão, a metodologia utilizada para a sua implementação e os resultados alcançados.

This paper contends that optimisation of energy resources through active control and predictive simulation modelling is possible, and that such monitoring leads to large savings in the electricity costs of hot mines (where refrigeration has to be employed). In addition, active monitoring and control can positively affect the establishment of a safe, healthy and productive working environment. In the entire optimisation process certain guidelines were set to ensure that the requirements of the Mine Health and Safety Act were met (South Africa). Varying the quantity of air supplied underground by means of variable speed drive (VSD) fans is one of the crucial factors in the interactive approach towards the optimisation of ventilation, as is refrigeration and the pumping requirements associated with refrigeration. This article highlights the interaction between the amount of air supplied and the effect it has on refrigeration requirements underground. This article also considers the effect that this would have on contaminant control. Various tools are available for ventilation and cooling design for mining. A lot of these tools are based on the assumption of steady state conditions and do not take into account instantaneous changes in conditions, day-to-day, or hour-to-hour (such as for temperature and contaminants). They also do not take into account the optimisation of energy resources related to the creation of the acceptable underground conditions. With these tools worst-case and best-case scenarios are identified, and strategic decisions are made accordingly. Currently, the amount of the fresh air, the velocity of the air, and its general temperature in the mine are only changed when one production phase changes into another (or when unacceptable conditions occur as a result of poor design or neglect). This means that during a specific production phase (which can last for several months), there can be an oversupply, or undersupply, of energy resources, which will obviously affect the concentration levels of the various contaminants (through under or oversupply of air).
