SMCRA contains five principal regulatory provisions that form the basis for its implementation: Performance Standards Performance standard safe intended to ensure that all surface mining is conducted in a way that protects the environment and the public and ensures that the mined land is restored to productive use following mining. Permits Before developing a surface or underground coal mine, an operator must have a permit issued under SMCRA. An application for a permit to conduct a surface coal mining operation is a detailed document that consists of text and numeric data describing the proposed mining and reclamation. Information must be furnished on pre-mining environmental conditions, existing land use, proposed mining and reclamation, how the performance standards will be met, and the post-mining land use. This provides the regulatory authority with the information necessary to determine that the operation can be conducted in accordance with the regulations. Performance Bonds Before a permit can be granted, an operator must post a performance bond sufficient to cover the cost of reclaiming the site in the event the operator fails to complete reclamation. The bond is not fully released until all performance standards have been met and reclamation of the site has been determined to be successful after five years in the East and Midwest, and after 10 years in the arid West. However, the bond can be partially released as various phases of reclamation are completed. Inspection and Enforcement If a violation of SMCRA or of a state surface mining and reclamation law is observed, an inspector issues a notice of violation to the operator. The violation must be corrected within a specific time, and the operator may also have to pay a fine based on the severity of the violation. If the violation is not corrected, acessation order is issued to immediately stop active coal mining, and the operator must pay a fine. If a violation is especially serious (for example, creates an Following reclamation, the land was immediately put back into agricultural production. An operator must correct all violations in order to obtain permits for new mines. Lands Unsuitable For Mining Congress recognized that certain coal deposits cannot be mined without permanent damage to unique cultural or natural resources. As a result, SMCRA protects these resources in two ways: It prohibits mining within the boundaries of national parks, forests, wildlife refuges, trails, wild and scenic rivers, wilderness and recreation areas; in areas which will adversely affect sites listed on the National Register of Historic Places; and within a restricted distance of occupied dwellings, public roads, buildings, parks, schools, churches, and cemeteries; and Provides a process that allows anyone whose interests may be adversely affected by proposed mining to petition to have specific lands designated unsuitable for mining.

Reactivity of MgO towards C12+air, C12+N2 and C12+CO gas mixtures was studied up to 1000 °C. Carbochlorination of MgO occurs at temperatures lower than that of its oxychlorination. Effects of gas flow rate, temperature and partial pressure of the carbochlorinating gas mixture on the reaction rate were investigated. The apparent activation energy of MgO carbochlorination is 49 kJ1 mol between 425°C and 600°C. At 550 °C, the apparent reaction orders with respect to C12+CO, C12 and CO, are 2.37, 1.47 and 0.89, respectively. At this temperature, the maximum reaction rate was obtained using a C12+CO gas mixture having a Cl2lCO molar ratio equal to about 0.6.

The heats of formation of lanthanum sulfate and the enneahydrate are -939.8 ± 3.1 and -1,587.1 ± 3.2 kcal. per mole, respectively. The heat of hydration is -32.5 ± 3.5 kca1. per mole. These values were obtained from heat-of-solution measurements of lanthanum oxide and salts. Low rates of solution precluded more accurate determinations of the thermal data. The heat of formation of the chloride was similarly observed to be -256.18 ± 0.28 kcal per mole. Heats of solution and combustion of lanthanum metal yield mutually concordant results, and earlier discrepancies reported in the literature may be ascribed to impurities.

The intent of geomorphic landform design is to mimic the function of the natural landscape. In a surface mine reclamation application, geomorphic landform design has the potential to mitigate stream loss. This research quantified features of reference landforms and performed computer modeling of a conceptual valley-fill design using geomorphic landform principles. A design was created using published design parameters with a software design tool (Carlson Natural Regrade with GeoFluv). Three additional designs, incorporating field-obtained regional geomorphic landform parameters, were completed and resulted in a geomorphic landform design specific to southern West Virginia. This work illustrates the importance of field determination of the ridge to head-of-channel input and drainage density parameters. Values of ridge to head-of-channel distance measured in this study were consistently an order of magnitude greater than software recommended values (SRV); SRV = 24 m (80 ft) versus field= 220 m (720 ft). Similarly, for the drainage density parameter, the software recommended range is 6 to 9 km-1 (80-120 ft/ac). The field measurements for central Appalachia quantified the drainage density to range from 5 to 5.3 km-1 (67-70 ft/ac). This affects Appalachian valley-fill stream construction by making the stream lengths shorter and the land slopes steeper with straighter headwater channels compared with areas in the southwestern United States. While the application of geomorphic landform design to surface mine sites presents challenges, this work provides support for future applications.

AT the Utah Copper Pit of Kennecott Copper Corp. a versatile mobile drill unit has been developed and tested. Through increased drilling speed and additional available drilling time, an improvement of 233 pct in drill performance has been realized. Operators using drill power can quickly and easily convert the unit from a vertical to a toe hole drill. Drilling is done with the machine in line with the unit or at right angles to it. Table I covers the 1950 drill record at the mine, showing the types of machines used and the footage obtained. [ ] Development of the new units was prompted by a desire for solution of the following problems: 1-The ever-expanding operations within the Utah Pit, requiring some 65 miles of transmission pipe lines radiating from a central compressed air plant, have now taxed this compressor plant beyond capacity. While 100 lb per sq in. pressure is maintained at compressors, transmission losses from innumerable small leaks result in low terminal pressure at the drills. Fig. 1 illustrates that while terminal pressure varies according to size of air hose and fittings used, the average drill is operating on air pressures within the 60 to 70-lb range. The compressor plant is operated primarily for air rock drills. All drilling is done on day shift, but it is necessary to run two of the three 3720 cu ft capacity compressors during night shift in order to prevent drastic loss of pressure through leaks. On day shift all three compressor units are operated at capacity, so that there is no reserve safeguard available for extensive repairs to any compressor. The calculated volume of compressed air required for operation of 25 drills is but 33 pet of three day-shift compressors. While compressed air is being used to a minor extent for purposes other than drilling, it is felt that satisfactory substitute facilities could be provided in the event that air lines were no longer available. 2-Drill performance has increased beyond the capacity of present 3 ½ -in. drifter machines. 3-The installation, maintenance, and moving of air lines in routine mining is a growing problem. The 2-in. level lines are placed outside electrification towers and must be moved to new location upon completion of each shovel cut. In addition to these moves it is often necessary to dismantle level lines so that excessive shovel spillage, or material covering track following a blast, can be pushed in the clear with bulldozers. Where level room is limited, it is often necessary to remove air lines in giving bulldozers room to prepare grades for wagon drills. In spite of precautions taken, many level lines become buried, twisted, and constricted, with excessive air loss resulting. Excessive back break in blasting often leaves several sections of air line suspended in mid-air. Occasionally air lines come in contact with defective electric transmission towers, so that holes are burned through pipe. 4-Rail-handling of drilling equipment such as wagon drills from one location to another requires considerable locomotive crane crew time. Any new unit developed should travel under its own power. 5-Present practice requires accessory material including hose, water pressure tanks, water barrels, drill steel, and bits to be transported by means of push cars when drill locations are changed on any level. 6-In order to supply numerous drill locations with material, many stock piles of new drill rods, drill bits, and other essentials must be left at strategic points, usually in the vicinity of powder magazines. This practice makes for poor housekeeping and contributes to the loss of supplies. Planning the Unit It was felt that a mobile drill unit which would rectify the foregoing problems should meet certain demands: 1-It must furnish compressed air to operate a 4-in. rock drill at a pressure of 90 to 100 lb.

This report on the properties of aviation gasolines and aviation jet fuels produced in the United States during 1956 was made under a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. Analytical data are presented for 120 samples of aviation gasoline and for 38 samples of aviation jet fuel. The analyses were made on samples typical of the manufacturers' 1956 production in their laboratories and the results submitted to the Bureau of Mines for compilation. The products of 20 manufacturers of aviation gasolines and of 17 producers of aviation jet fuels are represented.

"Two main problems are associated with the removal of pyritic sulphur from coals. The first is due to the fine state of dissemination of pyrite, which requires grindin1 to a very fine size to accomplish liberation. The second problem is caused by the similar surface chemical characteristics of coal and pyrite, which complicates separatio11 methods based on this property. In the work described here, the problem of fine particle size was overcome by using the selective oil agglomeratioa method developed at the National Research Council of Canada. Recovery of more than 90% of the combustible values was possible, even with particles only a few microns in diameter. Experiments using conventional chemical depressants for pyrite met with little success. It was found, however, that pyrite may be rejected during coal agglomeration through treatment with the iron.oxidizing bacteria, thiobacillus-ferrooxidans. The conditions for maximum pyrite separation are described and possible mechanisms by which the bacteria act are discussed."

(Wilkes-Barre Meeting, June, 1911.) My connection, under a commission from the Councils and Board of School Control of the city of Scranton, Pa., with a recent investigation of mine-caves and the resultant damages to surface-improvements, has led to the preparation, at the invitation of our Secretary, of the present paper. It is notorious that there are, in the anthracite-fields, frequent subsidences of the surface, due to the removal of the coal beneath. No particular attention is paid to such occurrences, unless they happen to injure surface-improvements. Many caves have happened in Scranton and its vicinity, which have excited but little remark, since they have generally caused no serious damage. In August, 1909, a cave occurred in the Hyde Park section of the city, generally known as the West Side, which nearly destroyed school-house No. 16 and considerable adjacent property. 'Fortunately, there were no pupils in the building at the time; but the thought of the possible result, bad the usual number of pupils and teachers been present, aroused the public to the gravity of the situation; and the School Board employed engineers to investigate the case. Two reports were made by separate sets of engineers, which differed in some particulars. These differences were pointed out in the public press and magnified, and the consequent agitation of the subject was taken tip and greatly exaggerated by some of the metropolitan newspapers, giving to uninformed people the very erroneous impression that the whole city of Scranton was in danger of sinking into the bowels of the earth. All this tended to affect the credit of the city and to depress real-estate values. The matter was considered at a joint meeting of the Board of Trade, the Councils, and the School Board. The Hon. J. This report describes three coal mine ventilation studies by the Bureau of Mines in which sulfur hexafluoride (SF6) was used as a tracer gas. One of these studies was conducted to determine air movement and leakage in a sealed area. Another was run to determine the ventilation efficiency of a bleeder system. Finally, a study was made of air leakage across permanent stoppings of parallel intake airways. These studies proved sulfur hexafluoride to be a useful addition to the equipment commonly used in coal mine ventilation analysis.

The single track North Strathfield Rail Underpass (NSRU) consists of a dive structure either end of a 148 m long driven tunnel skewed under three live railway tracks. The tunnel is 8 m high, 9 m wide, with a horseshoe profile, excavated by full face using a road header. Ground cover varied between 2.5 m to 3.5 m. Settlements were 5 mm to 15 mm (the latter due to a dyke). A one pass synthetic fibre reinforced shotcrete lining was installed (no lattice girders or steel sets were used). A system of automated robotic total stations was used to provide real time monitoring of the rail track and associated ground formation. Marcona Corporation produces about 3.5 million long tons of iron ore pellets annually on its two travelling grate pelletizing machines at San Nicolas, Peru. During 1969, these pellets will be shipped to customers in four marketing areas--Japan, the United States, Europe, and South America. All of these sales are on the open market, and product quality is a major concern. Typical chemical, structural, and quality test results for Marcona pellets are given in Table 1. [ ]

When the Paulsens operation was poised to be placed on care and maintenance, Bill Beament and the rest of the Northern Star Resources (NSR) team capitalised on the opportunity to send the Ashburton region’s only operating gold mine into the record books.A three-stage strategy was devised by NSR to pay off the acquisition and maximise the return from the operation. The first stage was to mine the 55 000 oz mine plan and pay off the cost of the acquisition, then maintain profitable production beyond the seven months and re-establish a mine life. The second stage involved an early commitment to a 220 m long diamond drill drive being placed in the hanging wall of the orebody from which the extensions of the orebody could be further explored, allowing the second stage of the plan to come into effect and extend the mine life by converting Inferred Resources into the mine plan. The third stage of the initial plan was to utilise this drill drive and continue to drill deeper holes beyond the current limit of drilling in the ore zones to extend the orebody and increase the mine’s life.With an ever growing desire to further expand, the young company took on the bold move of establishing its own mining services division. A critical element to the success of this was ensuring that the right people were recruited with the appropriate specialised skill sets.Aligning common goals amongst all NSR team members, from the board and senior management to the work force on site, was critical to integrate the new and driven direction that Paulsens had adopted. It was essential to change the focus and a shift in all employees’ attitudes and values from a mine that was all but down and out, to a site that wanted to be kicking some serious goals.Teaming together a passionate and driven leader with a strong allied workforce was always going to put NSR in the best position possible to make Paulsens the success story that it now is. The use of sheet and strip metal has increascd rapidly during the last few years and manufacturers have been called upon for an ever-increasing tonnage, better drawing quality, and better surface. The automobile industry is probably the most insistent in striving for a better product and a desire to reduce costs. Confronted by these demands, the mills have directed their efforts toward the delivery of material. Their personnel has been occupied largely with the problems incident to production, as any increase forced the use of new sources of raw material with their problems. These problems, combined with those met in the daily routine, have demanded immediate attention, with the result that the standardizing of heat treatments, quality, or temper, etc., have been neglected. Considerable work in standardizing has been done by many companies, but no acceptable method has been developed. The following method, therefore, is given with the hope that some method that can be accepted by the manufacturers and users may be developed. The problem of selecting a material with such properties that the losses in processing are a minimum is interesting and difficult. A description of the properties required is likewise difficult, largely because of loose terms. Another handicap is the number of methods of testing which have not been standardized and concerning which little information is available. In the selection of drawing or forming stock, it is advisable to eliminate as many variables as possible; consequently the method of testing the material is of the utmost importance. The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. As the orebodies become more complex and lower grade, there is an increasing demand from crushing circuits for a finer product. When the product from a crushing circuit does not satisfy the requirements of the downstream processes, the cost of production increases. Thus, enhancing the performance of cone crushers through optimisation of their operating factors becomes important. One of the key factors affecting performance of cone crushers is the filling of the crushing chamber during the operation. The effect of varying the filling of the crushing chamber of a cone crusher was investigated. To assess the crusher performance, parameters such as crusher capacity, power utilisation, and reduction ratio were used. Extensive plant trials were conducted to obtain samples and operational data when the crusher chamber was 50% full (half-full) and 100% full, which is 300 mm above the top of the crusher chamber (super-choked condition). The results indicated a 62% difference in the crushing capacity when the crusher was operated in a super-choked condition compared to the half-full chamber level. In the super-choked condition, the size-specific energy at 12.7 mm was 20 % lower than that of the half-full condition. The Bond ball mill work index (BBWI) of crusher product indicated that the BBWI of the product of the super choked condition is 5.6% less than that of the product of half-full condition. This can be attributed to the generation of micro cracks in particles due to increase in the interparticle breakage when the crusher was operated in the super-choked mode. "Pneumatic flotation was introduced to the Chilean Copper Mining Industry in 1993 by Ingeniería de Minerales S.A. (IDM). The technology is based on the designs of Dr. Rainer Imhof from Germany, who is the designer of several different types of pneumatic flotation cells, already sold through his Company Maelgwyn Mineral Service Limited (MMH). The company is represented by Ingenieria de Minerales S.A. (IDM) in South America.Pneumatic flotation, has been used in tough industrial applications .It has been successfully used for metallic ores such as copper sulphide and oxide minerals, copper slag, silica and silicates from iron magnetic preconcentrate (reverse flotation) and gold. It has also provided promising results when applied to molybdenum flotation. The latest applications, with ultrafine molybdenum particles in operating plants, is showing the V and G Cell (end model designed) as a real technological alternative to conventional flotation., The G Cell is an extremely high speed flotation machine with high selectivity which introduces the possibility of producing a final molybdenum concentrate with only one stage of cleaning. This is a completely new development in molybdenum flotation in the industrial circuit which has the potential to dramatically reduce the circulating load in the cleaning circuit. As a consequence the capital costs of future Molybdenum plants may also be reduced. The suitability of the G Cell will have to be determined on a case by case basis but it provides the metallurgist with an alternate flowsheet for consideration.The good performance of the G Cell can be explained by the high gas hold-up and very effective micro-turbulence which helps improve the attachment of solid particles to the bubbles. This technology may change our traditional concept of residence time in flotation. Additionally, the rotation phenomena introduced in the vessel of the G Cell ,creates radial separation forces which are critical to achieving a more rapid separation of the target minerals from the tailing. This results in a much reduced residence time requirement in the flotation machine. Some benefits associated with the use of the new G Cell are: less energy consumption, less maintenance costs, simple and reliable circuit to operate and a small area required for installing the circuits.As a result of the industrial experience in the Chile, the pneumatic flotation type G Cell can be regarded as a technology which must be considered as a replacement technology for the rougher and cleaner stages for fine particle flotation."
