INTRODUCTION One cannot discuss the subject of "Raising Capital in the 1990s" without having a crystal ball and a reliable fortune teller. This discusses "Raising Capital for the 1990sW, which is what Metal1 Mining Corporation did in 1987. We raised (3166 million in an IPO (initial public offering) that was originally planned for only some (375 million. Why did we raise this money? How did we do it, and why was this IPO so successful? The answer to the first question requires a description of the promoter and principal shareholder of Metal1 Mining Corporation, Metallgesellschaft AG. This West Germany company was founded over 100 years ago in Frankfurt as a trading house for non-ferrous metals. It has developed into one of the world's leading firms in the non-ferrous metals industry. The company's worldwide activities in all areas of that business include mining, smelting and refining, the trading of ore, base and precious metals, the production of semi-fabricated and finished metal products, and the provision of engineering, construction and transportation services. Metallgesellschaft AG has also diversified into many other areas, the most significant of which are manufacturing, the production of chemicals, the development and application of technical and chemical processes, the planning and construction of industrial plants, and activities associated with finance, insurance, shipping and freight forwarding, and the provision of barter and countertrade services. The company maintains a network of more than 100 offices around the world; it employs some 25,000 people in its worldwide activities. Metallgesellschaft AG established the American Metal Company, a predecessor of AMAX Inc. one of the largest ventures undertaken by Metallgesellschaft AG then was the acquisition, through the American Metal Company, of a majority share in the Mexican Penoles mine, a large lead and silver deposit. METALLGESELLSCHAFT AG Figure 1 depicts an overview of Metallgesellschaft AG before and at the time the initial public offering of Metall Mining Corporation's shares took place. It shows that mining was far from the centre of Metallgesellschaft's activities. Therefore, it could not expect to receive an extraordinary amount of board attention. Thus, mining investments not only had to compare well with other mining opportunities, but were in fierce competition with projects from other divisions. In addition, mining was sub-divided into two separate departments -- domestic and international. These two departments had different management styles and diverging interests which resulted in a minimum co-operation between them. The domestic mining department was primarily interested in the survival of the local mines. These mines were characterized by rising operating costs and declining ore grades. It took a special commitment and continued ingenuity to develop and adjust to local conditions, and modern mining and processing technology, in order to remain competitive, or at least survive within the international mining industry. The development of systems for location of miners who have become entrapped following a mine disaster has been one of the major research goals in the Bureau of Mines. This study details the preliminary development of such a system. Current technologies for locating trapped miners from the surface are either simple direction finders or time difference pulse systems that have accuracy limitations. Developing technologies using full vector field measurements at several receiving points are currently being studied. The necessity of measuring field strength with great accuracy can be a drawback in these systems. A system that operates with continuous wave radio signals, whose phase differences can be measured accurately even in weak signal conditions, greatly improves the location accuracy. A microcomputer would be used in conjunction with the system, to gather and manipulate the data to automatically pinpoint the location of the trapped miner. Comparison of this system with existing technology indicates a favorable accuracy/complexity ratio for the phase difference of arrival technique.

Mine ecological monitoring schemes are often conducted only to address compliance and in some cases do not have the sufficient statistical power or understanding of ecological systems to assess, quantitatively, the meeting of rehabilitation targets or mine impacts. Monitoring schemes for rehabilitation commonly rely on analogue sites or premining baselines (reference sites) to assess whether rehabilitation sites are ecologically similar and thus successfully rehabilitated. In the case of monitoring for mine impacts, if the impacted sites diverge from reference data, the site is considered to be impacted. Fundamental to any monitoring scheme is testing the sampling design to ensure that it can detect these differences if they are present through adequate sample sizes (ie statistical power). However, a good understanding of the ecological system is required to ensure that differences detected are ecologically significant. Modelling ecosystem properties can provide a quantitative understanding of how ecosystems change over time and space, in response to natural environmental variations and thus aid in determining significant ecological differences. Furthermore, modelling methods can be used to predict future ecosystem states. Within the ecological literature, guidelines for robust statistical monitoring designs and modelling methods exist but are not routinely being used in the mining industry. This paper uses simple examples to discuss: problems with current compliance monitoring methods; importance of robust statistical techniques; and how modelling can assist rehabilitation assessment and guide monitoring schemes. The aim of this paper is to describe general monitoring and modelling methods that could be potentially used for mine site monitoring and closure assessment. These methods are often considered by mining companies as an extra expense that provide little practical benefit, and the domain of academia; however, engaging these methods may be more cost-effective in the long-run than conducting untargeted monitoring schemes that give no confidence to regulators on whether rehabilitation criteria have been met. In situ solution mining of uranium has environ- mental advantages over conventional mining. The leaching of uranium, however, alters the groundwater quality in the aquifer where the mining occurs. Currently, regulations require that the groundwater be restored to approximately its original condition. This paper, a summary of a study funded by the Bureau of Mines, reviews the state of the art in restoring groundwater quality after in situ uranium leaching. Current restoration practices discussed include disposal of liquid wastes in deep disposal wells and evaporation ponds, producing from all wells during restoration, and recirculating water purified in surface plants. Methods for predicting the effectiveness and cost of current techniques are presented. Possible alternative techniques are also described. Two restoration operations are discussed.

Within the next, year or two, Western Canada should overtake Mexico and France. to become the worlds second largest producer of elemental sulphur, surpassed only by the United States, By 1965, it should produce about 25% of the world's total elemental production and, about 10% of sulphur produced in all forms. In 1952 Alberta had but one small sulphur recovery plant. By 1962, it had fifteen plants with a total designed capacity of almost 6,000 long tons of sulphur per day and actual production of almost one million long tons per year. This decade of dynamic growth was the result of Alberta's rapidly developing natural gas industry. More particularly it was the result of approval in 1960 to export natural gas in large volumes into the United States. Prior approval to export gas from Alberta to eastern Canada and relatively modest volumes to the U. S. had resulted in the construction of several plants but none were of the scale required to serve the U. S. market.

Domestic expenditures by the U.S. petroleum industry have exhibited distinctive shifts in emphasis over the past 20 years. From the end of World War II to 1955, expenditures for all phases of the industry expanded. Although over one-half of all expenditures were for production, the relative emphasis was changed after 1956-58 from production toward processing and marketing. The period 1967-69 marked the beginning of a return to emphasis on exploration and production. These trends in expenditure patterns are logical and rational when related to domestic and international economic conditions and to the widespread application of improved production technology. As the immense job of developing the oil resources of Alaska and other regions begins, the petroleum industry will continue to turn to external sources for working capital. Long-term debt will probably be the principal method of external financing through 1970, but a definite shift toward new common and preferred stocks will be made. Higher product prices may be sought by the petroleum industry, but the economics of crude-oil production, changes in the tax structure, and possible changes in the oil imports control program make the price structure of crude oil and crude-oil products unpredictable at the present time.

Greater awareness of the increasing need to develop supplementary energy sources is accelerating us towards many basic decisions regarding future utilization of mined energy materials -- uranium, coal, oil sands and oil shale. The latter material comprises a major potential source of oil which will require creation of unusually large and low-cost underground mining systems. In this paper, the author briefly outlines and analyzes several of the factors which continue to provide the somewhat unique character of oil shale nine planning and mine operation.

(New York Meeting, February, 1913) This old and well-known method of determining, silver is, in bullion work, so far superior to the furnace-assay that it is looked upon with reverential awe by many, if not by most, users, and its-ease of execution, with proper equipment, commends it highly where much commercial bullion work on silver is required. The method is so thoroughly well known that a, description of it here may seem to be unnecessary, but many thousands of determinations are annually made by it in the U. S. Mint Service and its practice is there reduced to an art. This is necessary both for the sake of economy of time, acid because high-grade work with it requires constant practice. It is useless for a person who uses it only occasionally to expect to attain high accuracy with it, without spending more time upon a determination than is warranted in a busy commercial laboratory. It is always employed in the Mint service whenever possible, but its chief field is in the determination of silver in standard silver (ingots and coin), which is 900 fine in silver and 100 fine in copper, and I shall first briefly outline its use on this metal and then take up various points in detail, especially as related to the accuracy of the results obtained.

This paper compares the ash slagging potential of Illinois No. 6 Seam coal: as raw coal; as commercially cleaned coal processed in a baum-jig plant; and as coal cleaned to a reduced ash specification at the Electric Power Research Institute's Coal Cleaning Test Facility. The comparison is based on: ? ASTM ash fusibility data ? A slagging index ? Gravity fractionation analyses of critical mineral matter compounds ? Comparative pilot combustion tests. The first three grounds of comparison are laboratory data; and the final comparison involves burning approximately 15 tons of each coal at CONOCO's 1.5 MBtu/hr (440 KW) test combustor. The evidence of these .four comparisons indicates that lowering the ash specification of coal before combustion can significantly improve the ash slagging characteristics of Illinois 90. 6 Seam coal.

Iron removal and disposal in zinc plants has imposed a major environmental challenge to the industry. Among the existing options of precipitating iron as jarosite, goethite, and hematite, the Hematite Process seems to be the best candidate for the future development of a waste-free technology, because of its potential of producing saleable iron oxide residues for feed in iron-steel making industry. Unfortunately, under the current practice of the Hematite Process, it is not possible to produce iron residues clean enough to meet the specifications of the said industry. In this paper, the practice of industrial hematite precipitation and the relevant technical literature are reviewed with the objective to identify the critical processing parameters which are responsible for the contamination of hematite, particularly with sulfur and zinc. The analysis is conducted from a crystallization theory standpoint with emphasis given to the role of supersaturation with respect to the cleanliness of hematite precipitates.

It used to be that a science/engineering presentation on "light weight" at a metallurgy conference, would relate to the materials science, processing, component fabrication and applications of aluminum, magnesium and titanium. Within the automotive industry, light weight now includes how to "lighten up", how to lightweight, or how to mass reduce vehicle components and systems. Increasingly stringent global emissions-reduction requirements require increasing vehicle fuel efficiency; mass reduction is an enabler to achieve this. While light metals certainly are the basis, a host of other materials can be used to optimize mass reduction while meeting vehicle performance, safety and cost requirements. New grades of ultrahigh strength steels and even nanosteels can be thinned down and save over 1/3 the mass vs conventional mild steels. A compacted graphite cast iron engine can be made lighter than an aluminum one. Aluminum components in vehicles were only castings; now aluminum stampings, forgings and extrusions are becoming more visible components of mass reduction. Lower mass high temperature polymers, and carbon fiber polymer composites now replace aluminum and steel. These materials often require specialized processing and manufacturing techniques to produce a component, including superplastically formed twin roll cast sheet aluminum and magnesium, and hot stamped/in-mold quenched steels. The assembly of hybrid structures requires unique joining/bonding, and corrosion-inhibiting techniques that might include sophisticated structural adhesives. This thinking "light" presentation, will conclude with a discussion of U.S. and Canadian government engineering and research support for mass reduction, including the proposed $148 M American Lightweight Materials Manufacturing Innovation Institute.

The kingdom of Saudi Arabia has set the goal to diversify their economy from oil into different fields including mining. As the vast Arabian Peninsula is explored, orebodies of Aluminium, Copper, Gold and Phosphates are found in high grades and tonnages. Hard rock is present in most of the projects and require high quality blasting in regard to ore dilution, wall control and fragmentation. Maaden Gold has currently 4 open pit mining operations 1 new opening and 2 underground. More projects are coming online in the next few months and years. A new generation of mining engineers need to apply drilling and blasting techniques that compete with modern and efficient open pit and underground mines.

Due to the difficulties of ventilating large opening stone mines, the effective dilution of diesel particulate matter and noxious gases has often been problematic. Since stone mines have large openings that develop low air resistances, and propeller fans are designed for low pressure-high volume applications, main mine propeller fans may be a feasible option for ventilating underground stone mines. This paper describes the results of a case study where researchers from the National Institute for Occupational Safety and Health have demonstrated that significant increases in total mine airflow can be achieved and the ventilation improved in a large-opening stone mine by replacing an axial-vane mine fan with two 12-ft diameter propeller fans and adding a line of stoppings. In this study, the use of the propeller fans more than doubled the air quantity from 300,000 cfm to 750,000 cfm, while operating at 50 horsepower less than the original axial-vane fan.

As emission constraints for metallurgical plants become more difficult to meet; control of major, multi-vessel, flue systems become more critical. Control instabilities can result in significant loss of system capacity or emissions to the environment. This paper will discuss the use of dynamic simulation techniques to optimize both the design and control strategies for these systems. A significant ,safety hazard is associated with pressure excursions from process upsets or equipment failures. Pressure rise rates of up to 10 kPajsec can occur. These cannot-be followed by conventional controls. Fail-safe high speed venting is required to protect both the furnaces and operating personnel'. Design options, sizing techniques and practical problems are discussed.

As part of an ongoing program to develop high-quality materials with improved performance and service lives, and to conserve critical minerals, Bureau of Mines, U.S. Department of the Interior, researchers studied the process of hot-rolling metals, alloys, and composites in vacuum. First, a comprehensive review of the literature is presented, including the advantages and disadvantages of using vacuum. Next, details of hot-rolling titanium, chromium, and molybdenum-iron bimetal are given. Finally, the design of new equipment is described. At this time, it is uncertain whether hot-rolling metals in vacuum will gain commercial acceptance in the future.

A method to recover copper and elemental sulfur from chalcopyrite concen¬trate, using a ferric chloride leach, CuFeS2 + 3FeCl3 ? CuCl + 4FeCl2 + 2S, was reported by the Federal Bureau of Mines in 1971 (Report of Investigations 7474). Since that time, additional work has been done to improve certain steps in the procedure; that is, the recovery of sulfur from the leach residue, the recovery of copper and iron from the leach solution, and the regeneration of the leach solution. It was determined that over 99 pct of the elemental sulfur in the leach residue could be extracted at ambient temperature with an ammonium sulfide solution. Heating the pregnant solution precipitated crystals of rhombic sulfur (99.5 pct purity) and liberated ammonia and hydrogen sulfide for recycle. Copper with a purity in excess of 99 pct was obtained from the leach solution by electrolysis, using a diaphragm cell, with an energy requirement of less than 0.7 kW-hr/lb. Metal was deposited as a weakly adherent powder that could be easily dislodged from the cathode and withdrawn continuously from the cell in the form of a slurry. During electrolysis, part of the Fe(II) was oxidized to Fe (III) at the anode so there was no chlorine evolution. The leach solution was regenerated by direct oxidation of the spent electrolyte with air or oxygen in a turboaerator at 80° C. This precipitated the iron dissolved during leaching in an easily filterable form, Fe203.xH20, and converted the remaining Fe(II) to Fe(III).

In this paper, the effect of aluminum content on the formation mechanism, volume fraction, morphology and particle size distribution of graphite has been investigated. Addition of aluminum on ductile iron causes some fundamental changes in iron-carbon phase-diagram and as a result, improves the graphite formation during eutectic transformation. The results reveals that aluminum compounds have been formed in the core of graphite nodules, thus aluminum plays an important role in the formation of graphite nodules. Furthermore, it is indicated that an increase in the aluminum content also leads to an increase in the number of graphite nodules and a decrease in the nodules size. By using EPMA, the segregation of aluminum and silicon between graphite nodules has been studied

In the period from 1946 to 1964, the annual output of co al from Polish mines increased from 4 7.3 to 117.35 million tons. In this paper, the methods of bringing about this increase in productivity through the building of some twelve new collieries (producing some 15 million tons annually) and the modernization, reconstruction and extension of some thirty-six older collieries are discussed.

Rare earth elements have important strategic significance and economic value, and the rare earth elements in coal resources have considerable development potential. This study took coal refuse in the Jungar area of Inner Mongolia, China, as the research object, and investigated the occurrence modes of rare earth elements. A special sequential chemical extraction experiment was designed, and the results showed that the rare earth elements in coal refuse mainly occur in silicate and aluminosilicate form, accounting for approximately 65% of the total rare earth elements. According to the results of SEM-EDS, micro morphology of the sample belonged to the lamellar structure of clay minerals, and Al, Si, Fe, S, Y, and La were all present in the sample. Through SPSS software analysis, rare earth elements have an obvious linear positive correlation with Al, Si, and Fe elements, and a negative correlation with S elements. The rare-earth element occurrence mode in coal refuse can provide a definite theoretical basis for the later extraction and enrichment work.

A whole mine, computer-controlled communication and monitoring system for both normal and emergency use is installed and operating in the U.S. Steel Robena Mine complex near Uniontown, Pa. Portions of the system, including the coaxial cable and the key underground and surf ace phones, have been operating for over a year and a half. During this time the basic concept has been modified and new line amplifiers with directional switches have been developed to eliminate some problems in implementing the loopback feature. The quality of the audio and the availability of the system have been outstanding. Since early summer almost all subsystems have been completed. The experience with the telephone system itself, the pocket-pager call alert, section wireless radio, hoistphone, television, environmental monitoring, control and monitoring of equipment, voicedownlink/code uplink post disaster communications, post disaster through-the-earth monitoring, and the system center failure diagnostic routines are reviewed.
