The combined value of production of natural abrasives, which include tripoli, special silica stone, garnet, staurolite, and emery, increased about 4% in 1990. The increase in the value of tripoli production was the result of an increase in the unit value. Emery increased owing to an in? crease in the volume of the material produced and an increase in the unit value. Special silica stone experienced a decrease in unit value and an increase in the quantity produced. Garnet showed a 10% in? crease in quantity and a 73% increase in unit value. Staurolite decreased about 8% in the quantity produced, and the value of production decreased about 10%. The fused aluminum oxide industry showed a 5% decline in the quantity produced and in the value of production. The silicon carbide industry saw a 10% decrease in the quantity produced and a 9% decrease in the value of production. Production for both industries decreased 7% in quantity and value compared with those of 1989.

Since 1910 the Bureau of Mines has given training in the care and use of oxygen breathing apparatus under conditions that may exist during mine fires and after mine explosions. In 1929 the Bureau supplemented this instruction by initiating a course in advanced mine rescue training to prepare mine officials and others to organize men for mine rescue and recovery operations. The course of instruction has been developed and expanded since its inception to keep abreast with new ideas, methods, and equipment. Four miners' circulars were issued to be used in the training course. The first of this series (Miners' Circular 33) deals with mine gases and the various methods of detecting them; the second (Miners' Circular 34) gives instructions for sampling and analyzing mine atmospheres; the third (this circular) describes methods and equipment for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures in sealing and unsealing mine fires and in conducting recovery operations, These circulars have been revised from time to time to keep them up to date.

The first order of business this morning is remarks by the Honorable Russell Train, Under Secretary of the Department of Interior. Mr. Train. MR. TRAIN: Thank you, Mr. Rigg. Lest you think that Hollis Dole is not interested in this symposium, let me just say that fie is flying back from Australia just to be here. He is heading up a United States delegation in Australia meeting on resource problems in the Pacific. And I believe he will be here about noon.

"INTRODUCTION As one of the most pressing and important political debates of this century, climate change has captured global attention and is forcing governments to take action towards decreasing GHG and carbon emission levels below what was previously thought to be necessary. With the ever-increasing price of diesel fuel accompanied by the popular topic of carbon taxes and greenhouse gas emissions, the mining industry is looking to industry specialists for assistance. The benefits of a no-idle policy reach far beyond carbon reduction and fuel savings, ranging from decreased maintenance to increased engine life. With products like battery powered A/C systems and diesel-fired heaters, going no-idle is easier today than ever before. With both systems being manufactured to withstand the harsh environments of the mining industry, the end user will see a seamless change from conventional, inefficient belt-driven systems to future, stand-alone mobile equipment HVAC. THE HISTORY OF GHGS AND CLIMATE CHANGE In 1896 Svante Arrhenius first claimed that the combustion of fossil fuels may eventually result in enhanced global warming, but not until 1955 did Gilbert Plass draw global attention to global warming by summarizing that adding carbon dioxide to the atmosphere would intercept infrared radiation and thus warm the earth. Then in the early 1960’s Charles Keeling developed modern technology to produce concentration curves for atmospheric CO2 (Figure 1). In 1988 the Intergovernmental Panel on Climate Change (IPCC) was founded by the United Nations after acknowledgement of a rising global annual temperature. The IPCC consists of over 2500 scientific and technical experts from more than 60 countries, and because climate change could not be solved by a single country, the Kyoto Protocol was negotiated in 1998 requiring all participating countries to reduce their GHG emissions by at least 5% from the 1990 levels. The Protocol was signed by 186 countries in 2001 (since then several countries have retreated from the agreement, including the United States)."

Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. The miner. therefore, must adapt to unusual situations and conditions and must develop a mental attitude permitting acceptance of change. 3.1-INDUSTRY-AFFILIATED SAFETY AGENCIES L. S. Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

Significant strides have been made in optimizing the design of filtration and pressurization systems used on the enclosed cabs of mobile mining equipment to reduce respirable dust and provide the best air quality to the equipment operators. Considering all of the advances made in this area, one aspect that still needed to be evaluated was a comparison of the efficiencies of the different filters used in these systems. As high-efficiency particulate arrestance (HEPA) filters provide the highest filtering efficiency, the general assumption would be that they would also provide the greatest level of protection to workers. Researchers for the U.S. National Institute for Occupational Safety and Health (NIOSH) speculated, based upon a previous laboratory study, that filters with minimum efficiency reporting value, or MERV rating, of 16 may be a more appropriate choice than HEPA filters in most cases for the mining industry. A study was therefore performed comparing HEPA and MERV 16 filters on two kinds of underground limestone mining equipment, a roof bolter and a face drill, to evaluate this theory. Testing showed that, at the 95-percent confidence level, there was no statistical difference between the efficiencies of the two types of filters on the two kinds of mining equipment. As the MERV 16 filters were less restrictive, provided greater airflow and cab pressurization, cost less and required less-frequent replacement than the HEPA filters, the MERV 16 filters were concluded to be the optimal choice for both the roof bolter and the face drill in this comparative analysis case study. Another key finding of this study is the substantial improvement in the effectiveness of filtration and pressurization systems when using a final filter design.

This dictionary is published by the Bureau of Mines as a contribution to the mining and mineral literature in the belief that it will fill a recognized need. Several attempts have been made over the years to revise Albert Fay's Glossary of the Mining and Mineral Industry which first appeared in December of 1918. Frank L. Hess of the Bureau of Mines worked on a revision, but his untimely death prevented its completion. Subsequently, the writer was employed to compile and edit this dictionary in cooperation with the technical staff of the Bureau of Mines. Fay's glossary contained about 18,000 terms with 27,000 definitions; the present compilation contains about 55,000 terms with approximately 150,000 definitions. These terms are of both a technical and local nature, and they apply to metal mining, coal mining, quarrying, geology, metallurgy, ceramics and clays, glassmaking, minerals and mineralogy, and general terminology. Petroleum, natural gas, and legal mining terminology, unless of a general nature, has been excluded, as has been foreign terminology where there is an English equivalent. Several thousand Spanish-American mining terms that appeared in Fay's compilation have been removed to make way for the thousands of new English terms that have evolved over the years. Those Spanish-American and Mexican terms still used in the Southwestern United States have been retained.

In the past the blast-furnace industry was under the stigma of being one of the most prolific sources of killed or seriously inj ured and permanently disabled workmen of any of the industries of the country. In the popular mind, labor at blast furnaces was little less hazardous than mining, powder making, or railroad work. This impression wasbased not so much on definite knowledge of the number actnally injured and the causes of injury as on the spectacular nature of the accidents that from time to time were described in the press. As with a mine disaster or a railroad wreck so with many furnace accidents, the number fatally injured in such accidents constitutes only a minor proportion of the workmen who suffer more or less serious injuries. However, the reader of the daily paper receives a distinct impression-of frightful and sudden disaster which is apt to be associated henceforth in his mind with work at blast furnaces. It is true that in the past this impression has not been without warrant, for from the time of the advent of Mesabi ores, taller furnaces, and faster smelting, which begain in the early nineties, the newspapers have chronicled a large number of blastfurnace disasters. Blast-furnace men have never assumed to tolerate failures in construction or defective control of furnaces. But the admitted hazards of the work are many, and the slow development of improvements in the construction and control of the furnace and its auxiliaries have occasionally given rise to a tendency to accept as a part of the day's work not only the unforeseen and difficultly controlled accidents but accidents whose recurrence might be stopped by the adoption of suitable preventive measures. In the smelting of iron, even more than in many other industries, safety is inseparably related to efficiency in production, and. the accidents strictly incident to work about the furnace are proportional in some degree to the success with which obstacles to smooth working are overcome. This relation does not hold, however, in regard .to such accidents as are incident to hand labor, falls, falling and flying objects, machinery, and the use of hand tools.

"INTRODUCTION The major objective of our research is to help reduce the incidence and severity of coal worker's pneumoconiosis (CWP). To that end, this project is designed to improve our understanding of the processes that lead to pulmonary dysfunction following mine dust exposure, and how those processes might be interrupted or attenuated. The response of the lung ' to inhaled particles is complex, and the course of development of disabling CWP is slow and unpredictable. From among the numerous cellular and molecular interactions involved in the pulmonary response to inhaled particles, this project is focussed on the role that the pulmonary alveolar macrophage (PAM) may play in regulating the activity of fibroblasts.The PAM is the lung cell that has the most immediate and the most obvious interaction with inhaled particles. Within a short period after particles are arrested in the alveolus of the lung, they are phagocytized (engulfed) by these specialized cells. The PAM then has a diverse potential repertoire of subsequent activities. Which reaction actually ensues is determined, in large part, by the nature of the phagocytized _particles. Activated PAMs produce a variety of products that may affect adjacent lung tissue, including superoxide free radical, elastase, collagenase, prostaglandins, platelet activating factor, etc. Those may well be important in the pathogenesis of CWP, but they are beyond the scope of this project. Background information that is cogent to this project has come primarily from investigations using animal models of silicosis and asbestosis. PAMs that have ingested silica particles synthesize and release molecules that control the behavior of surrounding cells. One such mediator is interleukin-1 (IL-1), a molecule that plays a central role in many aspects of the response to injury. It can stimulate fibroblasts (the cells that help to hold tissues together) to release the enzyme collagenase, resulting in breakdown of the structural collagen fibers that support the lung tissue. IL-1 also stimulates fibroblasts to undergo mitosis and to proliferate, which is an initial stage of fibrosis. Certain stimulants cause PAMs to release fibroblast growth factors (FGFs) that are distinct- from IL-1. Under other circumstances activated PAMs synthesize and release molecules that stimulate fibroblasts to accelerate synthesis of collagen fibers, thus contributing to fibrosis. Although these observations provide a valuable precedent for analysis of the mechanisms involved in CWP, their relevance to CWP cannot be assumed since most of those studies involved macrophages or fibroblasts obtained from tissues other than the lung, and because almost none of them have used CMD as the stimulating particles. Therefore, the goal of this project is to learn how exposure to CMD affects the behavior of PAMs, and in turn how products of dust-exposed PAMs affect fibroblasts and the process of fibrosis in the lung."

This volume constitutes the Survival Subsystem portion of the final report for the Coal Mine Rescue and Survival System (CMR&SS) program, which was conducted by the Westinghouse Electric Corporation under contract to the United States Bureau of Mines (Contract Number H0101262 dated June 17, 1970). The program was directed by the Special Systems Department of the Westinghouse Baltimore, Maryland, facility. The basic objectives of the CMR&SS program were to develop and test hardware to determine the efficacy of a variety of coal mine rescue and survival concepts and techniques. These concepts were drawn from two major sources: the Request for Proposal from the Bureau of Mines1 and the final report on the Mine Rescue and Survival Study conducted by the National Academy of Engineering2 (NAE).

?Intelligent mine? conjures up a futuristic image of unmanned extractors and loaders working in harsh conditions in a remote lunar landscape. The promise of increasing mine fleet productivity and solving the problem labor shortages in mining regions can certainly be achieved today through remote controlled extraction and automated hauling. The technology is available and it doesn?t seem to be so much science fiction when Google?s self-driving cars hurtle down the freeway. ?Intelligent mining,? on the other hand, implies the application of information technology at every phase of the mining value chain, from exploration and geological modeling to equipment, operations and maintenance, and logistics and transportation. These are really industry-specific, enterprise-class software solutions focused on using information technology to support the business processes of mining and make them more efficient and effective. Overlaying the physical world with the digital or virtual world enables us to model and simulate our assets, giving us the ability to effectively design, build, and ultimately optimize the performance and reliability of our assets throughout the lifecycle. The digital asset, often a 3D model, is created initially during the engineering and construction phase, and is handed over to the operator before the mine goes into operation. Combined with geospatial or geographic information systems, the operator has a complete digital representation of the physical world, which forms the foundation for risk and performance management, along with compliance and regulatory reporting. Laser scanning and positioning technology can be used to create point clouds ? information models consisting of millions of data points ? which enable the visualization and representation of the ?as-operated? reality. But consider that once the mine is in operation, it throws off an endless stream of data in the form of performance and condition data from sensors and monitoring devices on fixed and mobile assets through networks, servers, and services. This ?big data? can be processed and analyzed to spot trends, help predict events, and formulate reliability strategies as early as the design stage (e.g., reliability-centered design). ?Intelligent mining? implies that massive amounts of data augment the reality of the physical mine, plant, and equipment. This embedded intelligence can be used to optimize operational efficiency, increase asset availability and utilization, improve safety and environmental integrity, and maximize return on investment. Lastly, the sweet spot for intelligent mining is seen in the convergence of consumerization and industrialization. The application of ?consumer? technologies that we use every day on our iPhones and Android devices, such as cameras, motion sensors, and positioning in an industrial context, are producing ?immersive? experiences. Overlaying the digital world on the physical world and connecting them accurately through intelligent positioning results in ?intelligent infrastructure,? which is safer and more sustainable. The first metal-mine accident-prevention course was prepared and published in 1942-45 as a series of seven miners' circulars (Nos. 51-57). The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners' circulars on accident prevention in metal and nonmetallic mines. These circulars are: 1. Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

The presence in the Cripple Creek district, Colo., of irrespirable gas or gases, generally known to consist mainly of nitrogen and carbon dioxide, has been recognized by members of the mining industry in that region almost since underground mining was begun there; the occurrence, origin, and possible control of these gases have been discussed in several articles cited at various places in this report. Similar gases have also been studied in other metal-mining districts, as later discussed. In March, 1925, there were two fatalities from rock-strata gases in the shaft of the Index mine, near Cripple Creek. Two men repairing the bell or signal line preparatory to reopening the shaft were lowered into irrespirable gases and died. Their bodies were recovered by rescue crews from the United States Bureau of Mines and .the Portland mine, Victor, Colo. These crews found it necessary to use oxygen breathing apparatus. In October of the same year a miner was trapped on the 6 level of the Midget mine by an influx of gases that filled the shaft to a point above that where he was working. Oxygen breathing apparatus was again used by Bureau of Mines employees, who were in the vicinity, and the man was brought out in time to save his life. These two fatalities and one near fatality seemed to show that additional investigation of the gases and methods of control might be warranted. Accordingly, field and laboratory studies were begun by the authors of this report after a visit to the district by M. van Siclen, then engineer in charge, mining research division, Bureau of Mines, and after conferences with the Mine Owners' Association of Cripple Creek and with J. T. Joyce, metal-mine commissioner of the State of Colorado. The mine operators of the Cripple Creek district and the State mine commissioner's office gave whole-hearted cooperation in this work.

The purpose of this study was to examine the problems of underground coal mining in the United States, and to develop recommendations for an integrated Research and Development Program aimed at resolving these problems. Specific objectives of the study were as follows: ? To identify the existing inadequacies that have adverse effect on Health, Safety, External Environment, and Productivity. ? To identify opportunities for technological advance s to correct these inadequacies. ? To develop an integrated Research and Development Program designed to accomplish the advances identified. Many of the recommended tasks are dearly long range; this is especially true of those for study of future mining systems. However, funding recommendations in this Report are presented for a 5 -year period, since the developments accomplished during this period will undoubtedly be a factor in the formulation of the follow on tasks. Where applicable, the recommended Research and :Development could include development and test of pilot model equipment.

The difficult and often harsh working environment of the mining industry can stress both personnel and equipment to the extreme. Often, the unintended consequences of this environment lead to confrontations between departments, as each goes about its tasks of mining, maintaining or supporting these activities. On occasion, the confrontations may result in criticism of other departments for perceived or real sins or omissions. The offended department may not be able to change the circumstances, but can only complain while frustration persists. The most effective solutions are the actions of the mine manager. By establishing mutually supporting roles of each department and specifying conditions for the interactive conduct of maintenance, the mine manager can better assure that the inherent problems of the mining environment are neutralized.

This section of the Minerals Yearbook reviews the minerals industries of 29 countries: the 12 nations of the European Community (Belgium, France, the Federal Republic of Germany (FRG), Italy, Greece, the Netherlands, Denmark/Greenland, Spain, Portugal, Luxembourg, the United Kingdom, and Ireland); 6 of the 7 nations of the European Free Trade Association (Sweden, Nor-way, Finland, Iceland, Austria, and Switzerland); Malta; the 8 Centrally Planned Economies of Eastern Europe (the German Democratic Republic (GDR), Poland, Yugoslavia, Albania, Hungary, Czechoslovakia, Romania, and Bulgaria); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Com-munity (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to its ex-colonies in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus raw materials production). There is an important reason for this since Western Europe lies somewhere between Japan at one extreme and the United States and the U.S.S.R. at the other extreme as regards the availability of natural resources.

The purpose of this program was threefold: (1) to identify the symptoms of poor or inadequate performance of trolley carrier phone systems; (2) to assess the root causes of performance difficulties and classify them on the basis of equipment, coupling, or transmission; (3) to propose, analyze, test, evaluate and verify means of overcoming performance difficulties. Based on interviews and discussions with knowledgeable persons, laboratory experiments, and in-mine measurements, it was determined that the major impediment to good carrier phone system performance is the extreme signal attenuation found on the trolley wire/rail largely due to the many bridging loads. Three means are identified to help overcome the performance difficulties: the low impedance trolley wire, a method of improving performance by capacitively loading the transmission line; the dedicated wire, a low-loss means of extending trolley signal coverage; the use of isolators to remove the offending bridging loads at the carrier frequency. Other subjects treated in the report are design reviews of hardware, guidelines for the use of information in the report, recommendations, and a description of a probe for measuring trolley wire current.

This report, the fourth in an annual series, outlines recent trends and developments in the minerals industry. Discussed are new methods, equipment, techniques, and systems used to more effectively extract and process mineral products. Environmental considerations, health and safety standards, price controls, inflation, material shortages, and more dependence on foreign imports were problems faced by the minerals industry. Although productivity increased for most mineral commodities, the annual rate of increase has slowed in recent years, indicating a maturing technological situation. Growing concern for energy resulted in increased interest and research in alternative fuel sources. The primary concerns of metallurgists were pollution control and improved efficiency and performance of metallurgical processes, especially for reduction of energy consumption.
