"On October 11, 2000, an estimated 306 million gallons of water and coal waste slurry drained from an impoundment in Martin County, eastern Kentucky into an adjacent underground mine. Approximately 230 million gallons of the water and slurry discharged from two underground mine portals and affected over 75 miles of streams in Kentucky and West Virginia. In response to this and several other similar events, the U.S. Office of Surface Mining Reclamation and Enforcement (OSMRE) commissioned an oversight study that evaluates how well state and federal regulatory programs established under the Surface Mining Control and Enforcement Act are ensuring that impoundment operators are minimizing the potential for impoundment-basin breakthroughs. The study focuses on slurry impoundments constructed in the hollows of Appalachia where numerous coal seams and steep topography combine to result in a large number of mined seams intersecting and underlying impounding facilities. Factors under consideration include: (1) full accounting of all mineable coal seams intersecting and underlying the impoundment; (2) identification and accurate location of underground mines close enough to the impoundment to potentially affect its stability; (3) assessment of the stability of coal barriers between the impoundment basin and adjacent mines, and stability of roof rock and pillars in mines subjacent to the structure; (4) determination of the flowability of the impounded slurry when expanding or undermining the facility are being considered; and (5) measures undertaken to reduce breakthrough potential when necessary. The oversight study began in 2012 after program-evaluation criteria were defined in an OSMRE technical position paper. The study is scheduled to be completed in 2017. BACKGROUND The Surface Mining Control and Reclamation Act (SMCRA) authorizes the disposal of coal mine waste by constructing a coarse coal mine waste embankment across a valley and pumping the fine coal mine waste (slurry) into the resulting basin (Figure 1). A concern shared by many engineers, geologists, and mine inspectors familiar with coal mine waste slurry impoundments is related to the common occurrence of underground mine workings adjacent to or beneath the impoundment: the potential for slurry “breakthroughs” into mine works and subsequent breakouts into the surface waterways (Figure 2). On October 11, 2000 a combination of coal refuse slurry and water from the Big Branch impoundment in Martin County, Kentucky broke through into an underground mine and subsequently discharged into the receiving streams. The location of the point of breakthrough, pathways of slurry/water flow within the mine workings, and two points where the liquid exited the mine are shown in Figure 3. "Gold recovery gains in the order of one to two percent have been realized in 2009 due to changes in the operation of the grinding circuits at Barrick Gold Corporation’s Hemlo - Williams Mill. The initiative known as “split milling” involves milling low grade open pit ore in one grinding circuit and higher grade underground ore in the other grinding circuit under different conditions.The philosophy of split milling involves processing higher grade underground ore at a lower throughput rate and a finer grind while milling lower grade open pit ore at a higher throughput rate and a coarser grind. Bench scale tests showed that the recovery relationship for underground ore sources was much more grind sensitive than that of open pit ore. This relationship proved to hold in the plant. The gold recovery gain due to finer grinding of the higher grade ore is much greater than the recovery loss due to coarser grinding on the lower grade ore. Since the majority of gold is being recovered at a higher rate, this results in higher overall plant gold recovery when compared to the traditional operation philosophy of blending the ore sources.The challenges for achieving the maximum benefits of split milling were two fold; the need to increase throughput on the open pit ore milling circuit and a means of grinding finer on the underground circuit. The former was met with an increase in SAG (Semi-Autogenous Grinding) mill ball charge, a basic “drill to mill” blasting campaign and changes to the primary gyratory crusher. The latter was met with a reduced SAG mill ball charge and a higher milling density. The resulting benefits in additional gold recovered are in the order of $3-5 million per annum.INTRODUCTIONThe Williams Mill processes ore from three different ore sources, the David Bell Mine (DB), the Williams Underground Mine (WUG) and the Williams Open Pit (OP). All three ore sources are located within the Hemlo camp in Northwestern Ontario adjacent to the Trans-Canada Highway. The Williams Mill was built in the mid 1980’s at which time it was designed to process 3,000 dry metric tonnes per day through a 22’ SAG mill in series with a 16’ ball mill. In 1988 a Mill expansion doubled the mill capacity by adding a second identical grinding circuit. A photo of the current grinding circuit can be seen in Figure 1. Today the Williams Mill processes an average of 8,000 tonnes per day of which approximately 60% is from the Williams Open Pit."

Energy consumption in domes tic copper production has increased nearly 60 percent in the last 10 years, reaching approximately 175 trillion Btu in 1973. Energy required to produce 1 pound of copper rose from nearly 41,000 Btu in 1963 to nearly 50,000 Btu in 1973. Production from lower grade ores and strict pollution control regulations have contributed to this increase. Each stage of copper production has been analyzed to determine total energy consumed, energy mix required, cost of the energy, and recent or proposed changes in operations which may affect the consumption of energy by the copper industry. Data have been gathered from a recent Bureau of Mines canvass of the industry, from visits to copper operations, and from conversations with copper industry officials.

Bottom ash is a solid waste stream in a Waste-to-Energy (WTE) processing plant during the combustion of the municipal solid waste (MSW). In the Netherlands, bottom ash contains typically about 18% metals originated from the MSW, and current industrial practice could recover about 10% metals through magnetic and eddy current separators. The remaining 8% as the finer particles is difficult to recover through current physical separation technology. Among various alternatives, vitrification is one of the promising options to immobilize the ash and recover the remaining metals. During vitrification a homogeneous glassy slag and a Fe-Cu based alloy were obtained. In the cur-rent study, the metal alloy recovered from the bottom ash originated from a Dutch Waste-to-Energy plant contains about 82 wt% Fe, 12 wt% Cu and 6 wt% other alloying elements and impurities such as C, S, P, Ni etc. The generated alloy does not have direct commercial applications, and separation of copper from iron-based alloy is critical to obtain the market value of both copper and ferrous constituents. To find a suitable processing route of this metal alloy, various alternative approaches have been considered for an efficient removal of copper from the alloy, and the focus in the present study was on the sulphide treatment at elevated temperatures of 1400 ~ 1500oC. The tested sulphide systems include pure FeS, FeS containing sulphide mixture (such as Na2S and Al2S3), pyrite (FeS2) mineral, ZnS containing sludge as an industrial waste. It was found that the carbon saturation of the alloy is proved to be an essential condition for a proper phase separation. The results showed that FeS mixed with Na2S, ZnS containing sludge and pyrite are effective sulphide systems for copper removal with a removal efficiency of 92% by using pyrite and 95% by zinc sludge at a S/Cu ratio of around 7 times of the stoichiometry. The copper content drops from 12 wt% to about 2 wt%. However, it is still difficult to remove copper completely from the alloy in a single step, and a multi-step operation is needed. The present research is expected to contribute both to the utilization of the metal recovered from bottom ash, and to the general recycling of steel scrap where copper removal from the steel scrap is a critical issue.

There are numerous techniques and predictive models used by geologists and mining engineers to define coal reserves and plan mines. The traditional reserve estimation methods commonly used include the isopach, triangular, polygonal, inverse-distance weighting, weighted-moving-average, and trend-surface methods. Geostatistically-based estimation techniques are now being examined by many geologists and mine planners as a superior alternative to these traditional methods. With today's coal mine development costs often exceeding $100 million, and power generation $1 billion, it is logical that a technique that can indicate the degree of confidence associated with a reserve estimate (fuel supply), and thus also the degree of risk, is highly desirable to the coal producer, the financiers, and those desiring to commit to coal utilization under short or long-term supply arrangements.

Wire rope, when used for hoisting on a mine is one of the most vulnerable units in the most expensive group of installations on the mine. With the introduction of hoisting on the Koepe sheave, a new technique was established. This innovation brought with it certain advantages which long had been recognized and which are being developed further.A need exists for the development of an infallible non-destructive testing device for wire ropes and it is axiomatic that the development and application of such a device should be coupled with the physical examination of mine hoisting systems. Therefore an integrated type of research programme is necessary in order to correlate the effect of shock loading with rope damage, which may be detected ultimately bynon-destructive means. This paper reviews certain historical aspects of investigations on this topic and it outlines a policy for research which can cope with a.c. or d.c. methods of excitation of the rope.INTRODUCTIONThe importance of wire rope in mining operations is often not fully recognized. A wire rope when used for hoisting in a mine shaft should be regarded as a "machine" forming part of a system of machines, and consequently it should be specified as such when it is purchased, it should be maintained as such during its working life, and it should be discarded only when it has done its duty and has been rendered either unsafe or uneconomic for further use.Every mine shaft, vertical or inclined, has in it one or more wire ropes which are used to transport men, material, and ore. The stainless steel sheets of permanent cathodes at Norddeutsche Affinerie (NA) were damaged by corrosion after nearly 11 years in operation. The necessary raising of the strength for stripping the copper had increased the deformation of the stainless steel blades. Current efficiency declined. After investigating the possibilities, like buying new cathodes or treating the steel surface, i.e. by sliding, a repair process was developed whereby the stainless steel sheet was exchanged. Special laser technology for cutting used blades und welding new stainless steel sheets underneath the used hanger bar was applied because the energy input into steel is the lowest of all welding methods. The new stainless steel sheet was welded with the rolling line in a horizontal direction. The achieved flatness of the repaired cathode blades amounted to less than 4mm per meter. During 11 months NA repaired nearly 36,000 permanent cathodes and put them back into operation. Repair costs were much lower than the costs of buying new ones and current efficiency increased again to more than 96% with a current density of 340 A/m².

Tillson commented that while the fundamentals are well presented it would have been of interest to him to have had the author add some of his own experiences with fan installations. A. W. Hesse remarked concerning the use of the forward curved blade fan on the surface at a metal mine which has, ordinarily, but few airways, that the farther they are driven, the higher the resistance rises, and less air will be delivered, as the water gage will remain constant with a consequent loss in quantity. D. Harrington added that the metal mines do not or¬dinarily install fans until the mine is well developed, so changes are relatively slower after fan installation than at a coal mine.

During the design and construction of a coal preparation facility, there are many items that can cause serious problems if not properly handled in the early stages of a project. These problems can be a detriment to smooth owner/ contractor relationships, the designing of a flow sheet, the selection of equipment, the design of the facility, the maintenance of schedule and budget, and a smooth start-up. It is the purpose of this presentation to identify some of these problems and to suggest steps that can be taken to reduce or eliminate their impact.

While the late 1960's are known as the years of the public recognition of impending environmental crises, the 1970's will be known as the decade of public concern for improving the quality of that environment. One of the present major environmental concerns is the temporary disturbance resulting from coal surface or open cast mining. To realize that this concern will continue in the future, one need only observe the daily news media. Increasing energy demands in the U.S., a doubling of electrical power consumption each decade during the present century, and the projected needs for the remainder of the century are indica¬tions that coal surface mining as a major extractive industry will continue. Coal and lignite, prime energy resources and extremely abundant in these United States, in the face of seemingly limited gas, oil and uranium reserves, are both destined for expanded future use. Presently some extremely serious techno-logical and environmental problems are associated with the develop¬ment and use of nuclear power. It is true that the extraction and use of coal as an energy fuel poses disruptive problems for the environment, but the solutions to many of the problems are known or can be solved within a reasonable time framework. Certainly our national well-being and continued survival, as a free nation within the world community, automatically dictate the continued use of the coal resource for energy. Concurrently, those engaged in coal surface mining, with the temporary disturbance of the land and water resources, must also realistically conclude that public concern for maintaining and improving the quality of the environment will not diminish. French Guiana is the largest gold producer of the French colonies , producing nearly $ 1,000,000 worth annually . Considerable prospecting has been done on the bauxite deposits , which are extensive . Copper , iron , lead , and 4 mercury deposits are also reported . In 1931 , 10,000 prospectors for gold were reported as working . The French Government is taking an active interest and has sent a committee of mining experts to explore the region ; no permits are to be issued to individual prospectors while the committee is in the colony . Plans for development of mining industry include consideration of 4,500 convicts and 2,500 natives already in the colony and available for labor .

"Aqueous oxidation of phosphite ions to phosphate ions with dissolved oxygen was examined at 80° C and pH 4.5 mainly from the stichiometric point of view. Dissolved oxygen alone can not oxidize sodilim phosphite in aqueous solution, but when sulfur dioxide is coexistent, cooperative oxidation for both sulfite and phosphite can occur in aqueous solution. Sulfur dioxide itself is well known as a reducing agent, but it also reacts as an oxidation-promoting agent for other species under a certain condition. So sulfur dioxide is· a promising cheap reagent for waste phosphite processing.IntroductionIn a liquid-phase oxidation reaction using the dissolved oxygen gas, the eoexistence of a copper salt is required generally. Recently, it was reported that the oxidation reaction progressed by using mixed gas of sulfur dioxide and oxygen without the copper catalysis, and the attention has been collected1·3). The present authors also noticed the phenomenon since the early time and have been studying on the reaction mechanism of sulfur dioxide in liquid phase oxidation 4l. It was found that; by using the SO2-O2 mixed gas, the oxidation of phosphite ions to phosphate ions proceeded efficiently in sulfuric acid solutions. In the present report, the applicability of SO2-O2 mixed gas as a cheap oxidizing agent to the industrial processing of the waste solution of electroless nickel· plating is investigated. When the Trelleborg Divisions of Boliden Allis and Mineral Processing Systems (MPSI) merged, a unique opportunity occurred for two independent mill fabricators to compare design pro¬cedures and the research upon which they were based. Several semiautogenuous (SAG) mill analyses are compared using Boliden Allis and MPSI methods. The differences and similarities are then used in a correlation of critical stress definitions and the acceptable design and inspection criteria. Given the opportunity to compare the total philosophies and methods of several companies involved in the design and fabrication of grinding mills, it was important to first develop the comparison method and ground rules. One option was to compare analytical methods by details such as numerical techniques and accuracies. However, this option was discarded in favor of a more general approach. The question that was finally posed was in two parts. Given an identical mill requirement: • What would be the difference in the analytical design result, and to what aspect of the analytical process could this difference be attributed? • What would be the difference in approaches to obtaining the final hardware in subcontracting, both in specifying and Quality Assurance surveillance? By using this comparative approach, questions of relative conservativeness and reliability would automatically be answered.

The Leeville underground mine has been in operation since 2006 and currently produces 2,903 t (3,200 st) of ore per day, with an average gold grade of 0.4 opt. The mine’s horizontal extent is large, 762 by 152 m (2,500 by 500 ft), while its vertical extent is 6 to 61 m (20 to 200 ft). A high density of joints occurs within the host rock. Based on rock mass rating and field observation, the ground conditions at Leeville can be characterized as poor to very poor. As such, heavy ground support is required for its mining operation. Ore zones with a height in excess of 10 m (35 ft) are considered for longhole stoping. A typical stope measures 6 m (20 ft) wide, 30 to 55 m (100 to 180 ft) long, depending on the ground conditions, and 10 to 30 m (35 to 100 ft) high, depending the thickness of the ore body, yielding 9,100 to 18,000 t (10,000 to 20,000 st) when completed. Narrow ore zones, less than 10 m (35 ft), are mined using cut and fill. Drifts at the Leeville Mine are 4.6 m (15 ft) wide by 4.6 m (15 ft) high. Because of poor ground conditions at this mine, the establishment of a ground control monitoring system is key to operating both safely and successfully. This monitoring system is composed of comprehensive instrument design and installation. Instruments include multi-point borehole extensometers (MPBX) and “stretch measurement to assess reinforcement tension” (SMART) cables. The monitoring system covers the mining zones and infrastructure openings. After about two years’ application and measurement, useful data has been collected and continues to be collected; this information will be used to design future stopes and infrastructure. The system makes engineering and operation teams able to do their job with more confidence and efficiency.

The selection of a shaft size for ventilation purposes is a classic problem of concern to mining engineers. This presentation is concerned with the sizing of conventionally-sunk circular shafts with concrete or shotcrete linings. Costs of sinking shafts of three different depths (from 500 feet to 1000 feet) and six different diameters (from 14 feet to 24 feet) were obtained through questionnaires to shaft contractors. The primary objective of the economic model presented is the balancing of detailed annual capital and operating costs to achieve the minimum overall cost of the shaft installation over its life. The economic model is similar to previous analyses but treats several of the individual cost categories in an updated fashion. Included in the paper is a detailed analysis of the effects of varying power costs on optimal shaft size. Also included are a statistical analysis of current shaft costs and comments on the choice between shotcrete and concrete linings.

During World War II, the Bureau of Mines investigated a large number of ore deposits in the United States and Alaska in a search for domestic sources of strategic minerals. Deposits chosen for exploration included those expected to contain metals of importance in the successful prosecution of the war. This report describes exploration of a district of known antimony occurrence on Coyote or Antimony Creek near Antimony, Garfield County, Utah. A preliminary report by Paul T. Allsman, Chief of the Bureau's Salt Lake City branch made in August 1941, recommended further investigation, and proposed methods for performing the work. The project, begun in November 1941 and completed in January 1942, included trenching and sampling in four of the most promising parts of the area The Federal Geological Survey cooperated in the work by detailed mapping and assisted in the interpretation of geologic data.

Goldfields Abosso Goldfields Limited (AGL) is a Ghanaian registered company that owns and operates the Damang Gold Mine. Gold Fields Ghana Holdings Limited holds a 71.1 per cent interest in AGL. The Damang concession held by Gold Fields Ghana Holdings Limited covers a total area of 271 km2 located 40 km north of the town of Tarkwa in the south-western part of Ghana. Gold Fields as a company registered on the New York Stock Exchange is legally obliged to be SOX (Sarbanes-Oxley). Sarbanes-Oxley Section 404 (SOX404) is on management assessment of internal controls. The Mineral Resource Management (MRM) function of AGL manages three Prospecting Licenses and two mining licences. At least ten pits/prospects are scattered along the two limbs of the Damang Anticline and have two main types of mineralisation notably Paleoplacer and Hydrothermal. Thus SOX404 procedures are put in place to treat each mineralisation type in the best way for reliable resource outputs and estimates. Generating auditable resources for AGL is a prime but most important function of MRM. Thus important checks are built and designed to ensure that all relevant geological and geostatistical inputs conform to procedures outlined under SOX404 requirements. More importantly sign offs are designed to ensure that technical personnel involved in all aspects of resource and reserve generation are satisfied and can be held accountable.

"Portions of the Catholic Total Abstinence Fountain in Fairmount Park in Philadelphia, Pa., were in “imminent danger,” according to a restoration services request for proposals (RFP) issued by the City of Philadelphia in August 2014. Open voids in the subsurface beneath the foundation were causing ongoing settlement of the fountain.The fountain was unveiled in 1876 as an ornamental drinking fountain for the Centennial International Exhibition, which celebrated the signing of the Declaration of Independence. Its creation was commissioned by the Catholic Total Abstinence Union of America, an Irish temperance organization that advocated for total abstinence from alcohol. Ironically, the fountain ran dry decades ago.The now-defunct fountain features a 100 ft (30.5 m) wide granite base with three steps in the shape of a Maltese cross. The centerpiece — enclosed by a 40 ft (12.2 m) diameter basin — is a 15 ft (4.6 m) tall statue of Moses perched atop an iglooshaped marble mound. Four subsidiary statues rise from granite pedestals at the tips of each arm of the cross, including Archbishop John Carroll, Charles Carroll of Carrollton, Father Theobald Mathew and Commodore John Barry.Natural and Man-Made DamageThe City of Philadelphia’s RFP called attention to three “high priority structural areas.” It was noted that Moses, Father Mathew and the steps surrounding the fountain had been documented as public hazards. The long-term effects of water infiltration had set in, eroding mortar joints and causing some stones to jut out. Furthermore, the stone base supporting the 16 ton (14.5 tonne) statue of Moses was in danger of collapsing. The statue of Father Mathew had been struck by lightning in 1910 and was repaired with an iron and metal pin anchor system, which had succumbed to corrosion. The city considered the statue of Father Mathew as the most threatened of the statues. Mike Miluski, P.E., vice president of Compaction Grouting Services (CGS), recalled “the fountain was in pretty bad shape” as he walked onto the site in August 2016 and immediately recognized the challenges ahead."

The Mount Royal Tunnel (MRT) is a 100-year-old railway tunnel located in Montreal, Canada. The tunnel is approximately 5 km long, 8.7 m wide and 5.5 m high, with a constant 0.6% grade. This existing tunnel will be used by the new Montreal light rail transit network, Réseau Express Métropolitain (REM). This requires the tunnel to be inspected, rehabilitated and made compliant to the recent safety standards. This paper presents the details of the structural inspection and rehabilitation of the tunnel along with the repair methods, addition of a center wall as well as the enlargement of the tunnel section.
