1 apologize for attempting to talk in a field in which 1 am by no means a specialist, but some of the problems brought up have much in common with other minerals. It touches the field in which we are all interested and it is a field in which our Mineral Inquiry has been giving special attention during the last two years. While it is the primary business, of course, of this Institute to consider the physical facts and technology of minerals, we now face the necessity of considering the minerd industry in its broader economic, social, and political relationships. We have run into a traffic jam—as though a load of hay had been spilled on the road. It makes no difference whether we are drivers or passengers, technical or nontechnical men, we have to get the load off the road before we can go farther. We are conscious of very many difficulties which are outside of the ordinary range of cost accounting or methods of mining or the usual thing with which we concern ourselves. We have extensive readjustments to make in our social and economic and political contacts. It is up to us to find out what is the matter. As a matter of fact, we do not know what is the matter in any comprehensive way. We have many suggestions as to difficulties here and there. Many people are working on the problem, but when the mineral industry as a whole is asked what is a reasonable course of procedure, what is its program, what would be a reasonable state or national policy, I think you will agree with me that we have no spokesman able to outline even a semblance of such a general policy. We sit back and criticize when somebody else steps in, as Governor Murray stepped in, and as many others of our state governors and legislators are stepping in, to do things which we do not think are reasonable. When they say, "What is a reasonable program? " we find ourselves caught napping. We have not agreed on a program. The other day in talking with one of the leaders of the western radical movement, I was twitting him on having no sound and comprehensive conservation program. Many accidents rightly classifiable as electrically caused are not so classified for the reason that in numerous accidents the part that electricity played in causing the fatality is only suspected. For instance, a workman might receive a shock that would cause him to lose his balance and fall beneath a trip of cars; if no one saw the first part of the accident, the cause undoubtedly would be charged to "haulage." This paper covers a brief study of fatal and nonfatal electrical accidents. The first usually result from direct contact with the electrical circuit or electrical apparatus; the second more often are the result of arcing or flashing due to handling defective apparatus or making repairs on "live" equipment or circuits. It is hoped that helpful suggestions may be offered for minimizing accidents of these two classes.

This report describes the exploration work done in 1941 in connection with the search for strategic minerals as authorized by the Strategic Materials Act approved by the President on June 7, 1939. It deals with the various manganese deposits and showings in the Tombstone mining district of Cochise County, Ariz. The exploration project comprised a study of the geology, mapping of the areas, and exploration of various mines and deposits by sampling old drifts, crosscuts, and scopes, supplemented by diamond drilling from underground stations. The Federal Government's manganese-purchasing programs have revived interest in occurrences such as the scattered deposits near Tombstone. Because of this, the Bureau of Mines project report on the Tombstone district, prepared originally in 1941 but not published, has been revised and now is being made public.

Samples weighing 0·5 g are fused with sodium hydrogen sulphate, leached with 5 ml. of 4 M nitric acid and diluted to 10 ml. with water. An aliquot of the clear solution is boiled with concentrated nitric acid and then 2 ml. of a phosphotungstate solution are added. After dilution to 10 ml. with water, the solution is heated in a boiling water-bath for not less than 10 min. When cold, the solution is extracted with 2 ml. of iso-amyl alcohol and the yellow phosphotungstovanadate complex is compared with a standard series. Concentrations down to 4 p.p.m. may be analysed at a rate of 100 samples per man-day of 8 hr.

A large research and development program called RYM PRE (Process Re-Engineering) has been active in Finland since 2010. As a part of the program, a work packet Infra FINBIM is focused on the development of new national process model, specifications and requirements for the whole Finnish Infra Industry. In the Infra FINBIM, total 15 companies and main owners and 3 research organisations are included. The work is further continuing. The main achieved results up today have been the first specifications and requirements of the BIM based total process for infra sector, about 30 different pilot projects for testing of the new design and construction process models producing a lot of results and observations, a new open information transfer format Inframodel3 based on LandXML standard, the achieved acceptance of the Building SMART organization for support of international development, utilization and extension of the format within the whole infra industry, processes, software and other technical equipment. An evaluation of the results and this work will be drawn.

Explosion hazards that may exist when air becomes polluted with combustible gases and vapors are extremely dangerous, particularly if the volume of gaseous atmosphere is large, and an explosion under such circumstances could do tremendous damage to persons and property. The hazard is even greater if explosive mixtures are confined under high pressure, as the pressure could increase to tremendous proportions just before the container would rupture. Because of its interest in safety in the mining and allied industries, the Federal Bureau of Mines has investigated the flammability (explosibility) of various types of combustible atmospheres and published its findings. The explosibility of natural gas has been studied, and the limits of flammability have been determined and published. Other investigations have shown how explosions of natural gas-air mixtures may be prevented by the addition of nitrogen and carbon dioxide.

This paper presents an overview of a program PC-BC developed for application to the design and evaluation of block cave operations. Conventional mine planning software tools are not well suited to the evaluation of this type of deposit. The paper looks at the modelling approach as applied to a block cave mining project. The following steps are described:Initial preparation of data including block models, draw point footprint geometry and draw cone geometry. Computation of individual draw point reserves. Procedure for modelling of vertical mixing of material within each draw point and subsequent determination of the best height of draw for each draw point based upon an economic cut-off value. Smoothing of draw heights amongst neighbouring draw points to produce a realistic draw envelope. Mineable reserves within the envelope are then computed. Tools for preparation and evaluation of various production schedules. This includes definition of draw rates, and rates for commissioning new draw points. In an operating mine, the capture and analysis of daily draw tonnages is important. How PC-BC accommodates this is described as well as the processes for depleting the draw column reserves. In the 12 years since the program was first developed, it has been used on a number of projects for feasibility studies and operating mines. Some practical examples of the use of the program in these projects are presented. Finally, some commentary on the sensitivity of various parameters is presented. Particular emphasis is placed on the overall footprint design.

Taking into account the possibilities of condensation of water vapour contained in air during its flow through a series of spot coolers as well as formation of eventual fog, a mathematical model of dynamic temperature, specific humidity and degree of fogging of cooled air in underground mining galleries with direct ventilation is developed. In the gallery, there situated various heat and moisture sources both of distributive and of concentrated types. The model is represented by three partial differential equations of first order. The cases of cooling with full as well as with partial air stream flowing through the gallery are distinguished. Owing to the fact that in practical designing, more important is the knowledge of the variation process of temperature, specific humidity and fogging of cooled mine air at steady state conditions, the model is modified to a set of three nonlinear ordinary differential equations. Based on the presented algorithm, the obtained set of ordinary differential equations is numerically solved which enables to: • specify the distribution of temperature, specific humidity, relative humidity and degree of fogging of cooled air in mining galleries; • determine the cooling powers of air coolers for their known locations; • indicate the locations of the coolers of known cooling powers. Exemplary calculations of temperature and relative humidity of cooled air are presented graphically in a number of diagrams.

Throughout Chile?s history, mining has consistently been a leading industry in the country. The 1990s marked the beginning of a boom in Chile?s mining industry, especially in copper mining, due to both foreign and local direct investment in the sector. Mining?s contribution to the GDP was 15.6% at current prices in 2009, and it accounts for 56% of the country?s exports. Chile?s copper market share reached 35% in 2009. The investment portfolio in mining in Chile for the coming decade has been estimated at 90 billion US dollars. The acute scarcity of human resources currently experienced by the mining sector in Chile will be accentuated in the coming decade as a result of this scenario of investments. The situation is, additionally, similar to the one confronted by other countries involved in the mining industry such as Australia, South Africa, Canada, and in Latin America includes, Peru, Colombia and Brazil. A study carried out by Fundacion Chile, ¨Labor Force in the Chile Mining Industry, Diagnostic and Recommendations, 2011-2020? shows the projected labor shortage for the operation of projects in the development stage, considering only the requirements of the process of extraction, processing, and maintenance. The demand, accumulated incrementally, will be around 115,000 technically skilled workers, professionals, and qualified workers. This figure refers to the operational work force, and does not include the human resources that will be required for the prior stage of the engineering and construction of the projects (brownfield and greenfield). The demand for technically skilled workers and professions for the stages of engineering and construction of the projects that have already received investments is estimated to be 190,000 people for the period 2012-2020. The peak of the demand for engineering is 2012, with a figure that surpasses the 12,000 professionals for all of the engineering specialties. The analysis of the formation of human resources at the tertiary level (where tertiary includes technical/vocational and academic degrees at the undergraduate level) for mining and related majors demonstrates that the programs are scarce with a bias toward theoretical contents and that they are excessively long (40% longer than comparable programs in Australia, Canada, and in OECD countries). The completion rates are low, especially in the technical-vocational programs, which have a completion rate of only around 30%. Finally, the rates of attraction of technically skilled labor and professionals towards careers in mining are insufficient to reduce the identified skill gaps. In the case of university professionals such as geologists, mining engineers and engineers in metallurgy, 80-90% will work in mining. In the case of graduates of relevant majors, that cover skills also utilized by other industries, not only mining?such as maintenance workers, operators of fixed and mobile equipment, etc.?the mining sector appears to be unattractive for reasons such as shift schedules, geographical location of work sites, and other factors. On the basis of the available diagnosis a strategy for the sector has been developed (Workforce Development and Skills Strategy) whose objective is (i) to define a Mining Qualifications Framework to identify the critical roles to be filled (ii) to start, with public resources, a ¨fast-track? training program to assure the availability of at least 28,000 operators (machinery operators, truck drivers, etc.) and maintenance specialists in 2015 (iii) to promote the development of training hubs for mining with learning technologies to train technical labor and professionals on the basis of world class standards (iv) to design and implement a campaign oriented toward the perception of mining as an attractive field of employment opportunity (v) to develop curricular innovations for tertiary education programs, on the basis of international benchmarks. Home appliance recycling law was put into force in April 2001 in Japan. Specified kinds of home appliances, such as air conditioners, television sets, refrigerators and washing machines, should be recycled according to the law. Mitsubishi Materials Corporation (MMC) in cooperation with home appliance manufacturers is operating five home appliance recycling plants in Japan. MMC established complete treatment system of recyclable materials generating from home appliance recycling plants, which is formed by unique collaboration among home appliance recycling plants, copper smelter and refinery, and cement plants. Recyclable materials containing copper and precious metals are only handled and treated within the MMC group. By using this lock-in system, safe treatment and traceability of materials are guaranteed as 100% materials recycle.

During more than 100 years continuous mining of the lead-zinc orebody at Broken Hill, an immense amount of geological data has been collected about shear zones related to the orebody. The challenge to current mine geologists is to synthesise and interpret these data sets in a way that is applicable to production demands. Precise knowledge of the locations of major shear zones is important not only for the determination of ground conditions but also to develop an understanding of ore remobilisation along these structures. Traditionally, geological information has been collected from drill core and back and wall mapping underground, and interpreted on sections that are approximately 20 m apart. The recent introduction of MaptekÆs Vulcan software has enabled the shear zones to be modelled in three dimensions. The new three-dimensional shear models have been combined with seismic data from the Southern Cross area. The seismic data is collected from a microseismic monitoring system installed in the Pasminco Southern Operations in August 1996 (Rauert and Tully, 1998). The addition of seismic information to the shear zone models has led to a greater degree of certainty about the shear zone locations and has provided information about shear zones in areas yet to be drilled.

The second underground coal gasification experiment conducted by ERDA's Laramie Energy Research Center at a site near Hanna, Wyoming, was completed on July 30, 1976. During the experiment production reached 0.32 Mm 3/d (12 Mft3/d) of 6.9 MJ/m3 gas (175 Btu/ft 3 ). Approximately 6100 tonne (6700 ton) of coal were gasified during the experiment. Energy return ratios of 4.5 to 5.3, cold gas - thermal efficiencies of 76 to 89 percent, and overall process efficiencies of 65 to 74 percent were achieved during the second Hanna experiment. This paper describes the experiment and the results obtained with emphasis given to the determination of the energy recovered relative to energy consumed in conducting the test. Data from this determination are compared with previously published data from the first test conducted at Hanna during 1973-1974.

The management of hazardous wastes is important in a society which is increasingly concerned with environmental issues. Incinerators such as the slagging rotary kiln are widely used in the treatment of hazardous wastes. However, in order to assure a smooth operation of the rotary kiln, the melt should have both a low melting point and high fluidity. In this study, the fluidity of various hazardous waste rotary kiln slags was measured in terms of length of flow using the crucible test technique. It was found that the slags have melting points ranging from 1372 to 1424°C while their fluidities varied from 61-102 mm. The effect of addition of oxides on the fluidity of a slag containing 47 wt% SiO2 was also investigated. For this slag, additions of SiO2 (up to 56 wt%), FeO and Na20 increased fluidity, whereas the addition of CaO and A1203 resulted in lower fluidity values.

In collaboration with Kennametal Inc. and corry rubber corporation, the U.S. National Institute for Occupational Safety and Health (NIOSH) developed a drill bit isolator to address noise overexposures associated with roof bolting machines in underground coal mines. NIOSH laboratory studies confirmed that the drill bit isolator reduces noise during drilling. Field studies were needed to confirm that a noise reduction could be obtained under working conditions and that the device was sufficiently durable. This paper reports results of field tests of the device conducted at five underground coal mines. Noise reduction was assessed by comparing the operator?s noise exposure during drilling with and without the drill bit isolator. Durability was assessed by recording the number of holes and total feet drilled with each bit isolator until either the test period ended or the device failed. The results from these tests showed that the device is an effective noise control in a mine environment. The field-tested drill bit isolators provided a noise reduction of 3-5 db(A). Of nine devices tested for durability, five exceeded 610 m (2,000 ft) drilled and two exceeded 762 m (2,500 ft) drilled before failure. Durability issues found in the field tests led to final production optimizations that have resulted in a commercially available product for drilling with 35-mm- (1.3-in.-) diameter roof bits and hexagonal drill steels.

Steel supports are increasingly used in metal mines for junctions, chambers, and other wide openings and for semi-permanent areas such as haulageways, shaft stations, and pump rooms. Steel lasts longer-especially in wet mines and where foul air is present-and is procurable in different sizes that will carry heavier loads than any timber of equivalent cross section. The chief advantage of steel supports is that less excavation is needed than with timber support of the same strength, so that faster progress can be made. Since there is no possible way to calculate the exact weight on supports, sizes must be chosen by experience. Any adjustment and cutting of steel supports underground would be costly and time-consuming, and it is therefore advisable to cut sets beforehand at the surface workshops. This requires standardization of sets. All these problems have been recognized at Bawdwin Mines, Burma, where mining is difficult, slow, and very expensive. The lead-silver ore is very brittle, with hanging and footwall rock of unconsolidated rhyolite tuff. During the rainy season from May to October water penetrates into the mine, and where soft rock is present disintegration into a loose mass around openings can be expected. For this reason heavy 10x10-in. timber caps break quickly in drifts and crosscuts, and timber rots in a very short time. An average increase of 50 pct in both maintenance work and costs could not be avoided.

Wall control blasting practices are necessary to reduce the impact of blasting on mine faces but can also have a significant negative impact on mine productivity and operating costs. The conventional practice in deep open pit mines is to use so-called trim blasts adjacent to pit walls. To provide burden relief these trim blasts have fewer rows than full production blasts and are fired to a cleared free-face; hence they are termed æunchokedÆ. This practice leads to scheduling constraints on the pit operations and can cause ore dilution due to excessive muckpile movement. The use of such trim blasts stems from the perception that increased wall damage results from æchokedÆ blasts. These concerns are based on the unproven assumptions that blast vibration levels and explosive gas penetration increase with increased blast burden and face confinement. This paper describes work undertaken as part of a major investigation into wall control blasting at the KCGM Fimiston Mine, Kalgoorlie, Western Australia. It details a study to assess damage effects due to blast burden. Borehole air pressure measurements and borehole video camera inspections were done behind a series of single blastholes drilled with varying burden distances, as well as behind a dedicated trim blast and a full production blast. It was found that the measured damage effects, including visible rock cracking, dilation, and the limited extent of gas penetration behind the blastholes, did not vary significantly with burden or blast type for the cases tested. This result was in complete agreement with detailed vibration measurements conducted by Blair and Armstrong (2001) during the study, which found that vibration was independent of blast burden. As a result of these investigations, changes to the blasting practices at the mine were implemented. Dedicated trim blasts and free-face blasting have been replaced by modified production blasts and the practice of æchokingÆ blasts has been introduced. This has resulted in a significant improvement in productivity and cost savings without compromising pit wall integrity.

The widespread adoption during the past decade of the dense-medium process for cleaning coal increases the need for technologic studies of the process. Such studies provide information that will insure maximum usefulness of this process in its present form and may well lead to substantial improvements in design and opera¬tion. The Bureau of Mines has published the results of cleaning trials on a wide variety of coals in two dense-medium pilot plants5/ and reported the recovery of coal from waste by dense-medium treatment.6./ The present report deals with the viscosity of magnetite dense medium, an important subject about which virtually nothing has been published. Specifically, the report concerns methods for measuring viscosity, the influence of various medium contaminants on viscosity, the effect of viscosity on cleaning results, and the influence of viscosity on consumption of medium. Cleaning trials on four coals of varied density composition in a pilot plant, using mediums of different viscosities, showed a steady reduction in cleaning efficiency with increasing viscosity in every instance. However, the behavior of each coal in a viscous medium was distinctly individual. With one, an increase of only 1 centipoise in viscosity caused a reduction in recovery efficiency of 7.7 percent, whereas the same increase in viscosity with another reduced recovery efficiency only 2.7 percent.

In flotation, hydrophobic particles are selectively collected by air bubbles, and the bubble-particle aggregates enter the froth phase. However, less hydrophobic particles drop off from the froth phase, while more hydrophobic particles are recovered. Thus, the froth phase provides an important cleaning mechanism. In the present communication, the froth-phase recovery process has been modeled by considering particle retention times and the carrying capacities of bubbles. The model predictions are compared with the experimental data reported by Seaman et al. (2006). The results show that the froth-phase recovery varies with particle size, particle hydrophobicity, and bubble coarsening.
