BEFORE going into detail on the subject to be presented, a brief outline of the Company's earl y history would not be out of place. Prospecting and mining on a small scale was started in 1876 on the site of the present open pit at Thetford Mines. The property was purchased from the Crown in 1878 and Johnson's Company was incorporated in 1885. It is owned and operated today by descendants of the original shareholders. Many employees, through their fathers and grandfathers, have service records dating back three generations. The principal asbestos deposit at Thetford Mines is pear-shaped, with surface dimensions of about 2,200 feet in length by 1,300 feet in maximum . width. Its long axis strikes northeast and the dip is nearly vertical, but irregular in detail. It is known to extend to a depth 1,200 feet below the original surface, but its area at that depth has not been determined. Ownership of this deposit is divided among three active Companies: the Asbestos Corporation, Limited; Bell Asbestos Mines, Limited; and John-son's Company. Johnson's Company owns a section about 1,000 feet in length and 500 feet in width, bounded on the northeast by the King mine of the Asbestos Corporation and on the northwest by the Bell pit. On Johnson ground, there was originally a large outcrop o~ asbestos rock which dipped toward the south below overburden. This was mined until recently by open pit, the overburden being stripped off as far southward from the original outcrop as was economically possible. As the. pit was deepened, within side walls maintained at a maximum safe slope, its floor area, of course, became progressively smaller, and eventually the pit would have wedged out against the Bell property line. It became necessary, there-fore, to introduce some other method of mining before production became seriously curtailed by a shrinkage of the pit area.

On behalf of ME readers, the editors thank them.During the past 25 years, U.S. ball clay production (the quantity sold or used by domestic producers) increased from 788 kt (869,000 st) in 1990 to an alltime high of 1.31 Mt (1.44 million st) in 2003 (Fig. 1). Housing construction within the United States, a leading market for ball clay-based ceramics and sanitaryware, began to decline in 2005, which resulted in a considerable decrease in sales of ball clay that continued through the 2008-2009 economic recession. After bottoming out at 831 kt (916,000 st) in 2009, ball clay production steadily increased through 2015 (Fig. 1). Estimated sales in 2015 were 36 percent higher than those in 1990 and 18 percent lower than those in 2003.Four companies (H.C. Spinks Clay Co., Imerys S.A., Old Hickory Clay Co., and Unimin Corp.), mined ball clay in five states during 2015. An estimated 1.7 Mt (1.18 million st) of ball clay valued at an estimated $47.5 million was sold or used by U.S. producers, a 4-percent increase from 1.03 Mt (1.14 million st) valued at $45.2 million in 2014. Approximately 65 percent of total ball clay production was air-float, 25 percent was crude or shredded and 10 percent was water-slurried"

"In partnership with California Department of Transportation (Caltrans), Federal Highway Administration (FHWA), and with support from International Association of Foundation Drilling (ADSC), Deep Foundations Institute (DFI) organized a workshop on quality assurance (QA) practices for acceptance of post-grouted drilled shafts in conjunction with DFI’s 40th Annual Conference on Deep Foundations. The 1½-day workshop was held on October 15-16, 2015 at the Oakland Marriott City Center in Oakland, CA.Post-grouting, in the context of this workshop and report, refers to the alternative design and construction of base-grouted drilled shafts wherein a grout distribution system is installed during construction and used to grout the base under pressure after the drilled shaft concrete has gained adequate strength, resulting in a stiffer axial-compression load-displacement relationship and additional possible ground improvement effects.The primary goals of the workshop were to•?Identify and summarize the state of the practice for design, construction, inspection, verification, acceptance criteria, reliability and performance of post-grouting.•?Identify gaps and needs in quality assurance that should be addressed for successful use of post-grouting.This report is structured to follow the workshop program: workshop presentations outlined the state of practice and views from owners, engineers and contractors on acceptance of post grouting methods for drilled shafts; and subsequent workshop discussions attended by a small invited group of participants focused on identifying areas of agreement and disagreement on post-grouting best practices, acceptance criteria, design and verification procedures, and inspection requirements. A partial list of attendees of the open and closed sessions is provided as Appendix A, and copies of presentations are included as Appendix B.FHWA and Caltrans are the primary audiences for this report, and its content will be used to develop a roadmap for deploying the findings into policy and practice. The secondary audience is the broader industry group, and the report content will be disseminated in a variety of formats."

About two-thirds of the manufactured gas supplied to the public by the gas plants in the Illinois district is cnrbureted water gas. The leading generator fuel is coke, ma.de in by-product c.oke ovens or in retorts, chiefly from eastern gas coals. During the fall and winter of 1917-18, when the demand for coke by war industries and the restrictions of the Fuel Administration in connection with the transportation of coke from eastern States made it almost impossible for many gas companies to obtain their coke requireml'nts, several water-gas plants had to use bituminous coal as generator fud. Many operating difficulties were encountered, some of which were solved more or less satisfactorily in different plants. A number of plants attacked the problem rather blindly because facilities for making tests were lacking and because technical men were too busy with labor and supply problems to study thoroughly the conditions involved or to ascertain what other plants had done with this fuel. It was therefore with the hope of assisting the gas industry during this critical period, and of promoting the use of Central District coals for gas making, that the Illinois Mining Investigations, a joint agency of the U. S. Bureau of Mines, the University of Illinois, and the Illinois Geological Survey Division undertook the, tests discussed in this paper. • This report was compiled under the auspices of a technical committee appointed by Gov. Frank 0. Lowden to promote the use of Central District coals in gas manufacture as a war measure. This committee included the following representatives of the various agencies concerned: U. S. Bureau of Mines, E. A. Holbrook and W. W. Odell; Illinois Gas Association, C. W. Bradley and R. B. Harper; University of Illinois, Dean C. R. Richards, Prof. S. W. Parr, and Prof. H. H. This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include better fire suppression systems, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

This report describes the design and implementation of UHF radio and closed-circuit television systems in the Black River room and pillar limestone mine near Butler, Pendleton County, Kentucky. Prior to designing the radio system, measurements of signal attenuation on 812 and 466 mHz were made in the slope tunnel and in the straight and level crosscuts in the mine. Two distributed antenna systems fed by two sets of base stations provide approximately 75o coverage of the mine. Passive reflectors are used for extending signals into intersecting crosscuts and two-way signal boosters will be used to extend signals to the perimeter and obstructed areas of the mine. Fourteen mine vehicles were equipped with mobile radios equipped with digital identification, alarm and status encoders. Fifteen portable transceivers also were used. Six closed-circuit television cameras provide surveillance of critical transfer points of the belt conveyor system, and the loading dock at the base of the slope and an ash disposal area in the mine. Two-way radio communication and closed-circuit television have saved considerable man. hours, increased production, reduced maintenance costs and enhanced safety. Innovative developments were the use of passive reflectors and two-way signal boosters for extending signals into intersecting crosscuts, development of lightweight signal margin measuring equipment, modifications of mobile digital encoders to automatically send status information from mine vehicles such as numbers of loads of ore delivered, hot engine, etc., and the use of CATV technology for multiplexing audio, digital and video signals onto coaxial cables from the surface to the mine.

The 1965 Lignite Symposium, the fourth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. Them 7 symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including inspection of (1) the 200-megawatt, pulverized Lignite-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glenharold mine of the. Truax-Traer Goal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydro-electric Garrison Dam powerplant, near Garrison, N. Dak.

The Pollution Prevention Act of 1990 provides few specifics to assist the non-fuel mining and mineral processing industries of the United States in achieving pollution prevention (P2) compliance. The U.S. Bureau of Mines (USBM) recognizes the absence of specific information to reduce pollution impacts from mining and mineral processing of hardrock and industrial minerals. Therefore, the USBM has prepared this publication to help reduce or eliminate environmental pollution and to assure the viability of these segments of the domestic mining industry. This report includes worksheets designed to help operators of mining and milling facilities to establish a P2 program. The report can also be used by citizen and environmental groups, State and local governments, and academia to gain an understanding of P2 as it relates to mining and mineral processing.

A major emphasis of the U.S. Bureau of Mines is to perform research on the prevention of fatal accidents at mining operations. The leading cause of fatalities in the underground coal mining industry is groundfalls. This proceedings volume presents several new developments that are helping to prevent fatalities and reduce injuries by groundfalls. The papers focus on the problem from two different perspectives. About half of the papers present information and techniques that can be used to train and motivate miners to protect themselves from groundfalls. The other papers explain how to identify and respond to various geologic conditions that affect the stability of the mine roof. Of the 95 groundfall fatalities that occurred during 1986-90, 75% took place in Kentucky, West Virginia, and Virginia. The rate of groundfall fatalities was much higher at small mines. During 1986-90, the rate of groundfall fatalities at mines employing fewer than 20 people was 4.3 times higher than the rate for larger mines. Because so many groundfall fatalities are occurring at relatively small mines in the southern Appalachian coalfields, many of the papers focus specifically on the needs of this category of mine operations.

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

Mining regulations pertaining to the use of diesel engines were solicited from foreign countries with mining operations by the Bureau of Mines. Responses were received from 27 countries; the information received and U.S. regulations were reviewed, and those parts pertaining to the use of diesel engines in underground mining were synopsized according to the following subject categories: types of engines permitted, testing and certification procedures, fuel quality specifications, emission control requirements, procedures and frequency of testing exhaust gases, mine air quality and quantity (ventilation) requirements, procedures for testing mine air quality and quantity, and noise standards. All categories except the types of engines permitted and testing and certification procedures are summarized in tables. Contacts are provided for each country to facilitate inquiries concerning regulation revisions or interpretation.

This User's Manual, extracted from information contained in the Final Report for the above referenced project, outlines test procedures to measure the braking capabilities of underground non-coal rubber-tired mining equipment. Methods to interpret test results, recommendations for safe braking capabilities, and basic techniques to improve braking systems and road surfaces are also discussed. Possible applications for runaway vehicle protective devices other than braking systems are reviewed. Also included is a listing of mining equipment and brake component manufacturers who supply the majority of equipment to the United States non-coal mining industry. In conjunction with this list of manufacturers, a general tabulation of brake related specifications appears for vehicles observed during stopping tests conducted underground.

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

One of the key operations in any milling circuit is grinding. Over the last two decades, large diameter Semi-Autogenous Grinding (SAG) mills have become the preferred primary grinding mills. The drive systems became more complex as the size of the mills became larger, during which time operating and design experience for SAG mill accumulated. Considerable reliance is now placed in power electronics to provide flexibility in SAG mill operation to meet the demands of lower operating costs. Whereas earlier most SAG mills were designed to operate at fixed speeds, present day SAG mills can operate at a fixed speed or variable speed through the use of an AC synchronous motor or DC motor. However, this flexibility comes with an increase in capital and operating costs. Since the capital and operating costs of a project directly affect the project's rate of return, the selection of a SAG mill and its drive system should depend, in part, on the impact that the extra cost makes on the project. This impact can be measured by performing an economic analysis based on Net Present Cost (NPC) calculations. Although the NPC calculation is an important factor in the grinding mill selection, other factors such as reliability of mill drives and power source are important elements in the decision making process. This paper examines how the NPC calculation, plus reliability and power source, influence SAG mill selection.

Considerable process and equipment development and analysis were conducted during design of Freeport Sulfur's laterite nickel facilities in the late 1950's. These covered ore concentration at Moa Bay, Cuba, and concentrate refining at Port Nickel, Louisiana. Both facilities utilized acid pressure leaching and product refining steps that were similar to those later used elsewhere in the laterite processing industry. Unfortunately, developments in Cuba removed the Moa Bay facilities from Freeport control. This deprived the project of a start-up that would have allowed thorough resolution of difficulties and a quicker attainment of production capacity. This meant lost opportunity to positively prove and complete the technology when optimum resources and staff were available. This paper reviews the original rationale of how design was developed via laboratory, bench scale and pilot studies by Freeport Sulfur. Some later operating problems will also be discussed. The two most important influencers of cost-per-ton in an underground mining machine are its productivity (tons/hour) and its availability-utilization (hours/year). Operating cost and initial price have far less impact. This paper reviews a cost-per-ton sensitivity analysis for underground mining equipment and discusses benchmarks for measuring its performance. The conclusion is that miner-supplier partnerships and the Information Age are the two most significant trends in cost-per-ton reduction.

The inherently explosion-proof mine (EPM) concept is based upon the non-flammability of certain combustible-oxidant-inert gas mixtures, and the effect of partial pressure of gases on physiological reactions. In a properly controlled underground environment, gas explosions are impossible, men can do work, and relatively high concentrations of methane would be permitted. A systems analysis has been performed to examine the physiological, engineering, and economic feasibility of such a concept, and methods and equipment are recommended for maintaining an EPM atmosphere in a bituminous coal mine producing a nominal two million tons of clean coal per year. It is concluded that: engineering feasibility can be demonstrated using subsystems and components that can be designed and built within the present state-of-the-art, that economic feasibility is possible within approximately five years, and that physiological feasibility is sufficiently promising to warrant continued investigation.

Sintering as applied to agglomeration of ferrous fines has shown little growth in the United States in recent years. The general concensus was that most of the existing facilities would remain in production at a reduced tonnage to dispose of and recover solid waste from steel plants. Further growth for ferrous sintering technology was not in sight in the United States and in the early sixties expansion came to a virtual standstill, however, we witnessed a rapid emergence of a tremendous pelletizing industry. On other continents, due to different raw materials supply and capital structure, sintering technology continued to grow, with a more cautious development of pelletizing installations. In the U.S. the diminishing supply of good quality, high grade coarse ore resulted in eventual disappearance of high grade ore fines for sintering. The finely divided concentrates produced from lower grade ores were not amenable to this type of agglomeration, but were more suitable for pelletizing. Furthermore, pellets seemed to possess all the features of an ideal blast furnace feed; namely pellets are free flowing, uniform in size, strong, with extremely uniform chemical composition and good reducibility. Importance and demand for such well stabilized furnace feed further increased as size of newly installed blast furnaces continued to grow. The in- creasing demand for a uniform, stabilized burden coincided with the effort to produce a fully beneficiated burden for smelting, thus reverting the blast furnace to its primary function of smelting.
