"Vast quantities of energy are released as heat to the environment from industrial operations. Many countries target waste heat recovery to mitigate CO2 emission. Exhaust gases from industries such as primary aluminium smelting, carry a substantial portion of the waste heat generated. For a cost efficient capture of more valuable heat (higher exergy), heat exchangers should operate on the exhaust gases upstream of the gas treatment plants. Heat exchange surface would be exposed to dust laden gases with risk of fouling. Heat exchangers of innovated design and operation have overcome the potential of excessive fouling rates. Heat exchangers of the ""shell and tube"" design have been demonstrated for exhaust gases from ferroalloy as well as primary aluminium smelters. In addition to the heat recovery, gas cooling results in smaller gas treatment plants with lower costs and reduced emission. The aluminium experience is exampled in the paper.IntroductionIndustrial usage of energy continues to grow as a result of increasing volumes of production, a trend that is likely to continue in the coming decades as living standards keep rising globally. World energy consumption (Figure la) is to grow 49 % by 2035 (ref. 2010) as reported by EIA [1]. The industrial sector consumes somewhat more than 50% of the total world energy consumption predominantly the energy increased demand comes from non-OECD countries in Asia. The industrial consumption by production of metals iron and steel accounts for 14 % and for non-ferrous metals 3 % mostly for aluminium production (Figure lb). Aluminium production will be discussed in this paper as an example of an industry with large quantities of waste heat to recover"

Enhance the critical skill of hazard recognition among miners by providing quality training that can help jot performance and lead to a higher degree of safety in the workplace. Background In mining, as in many other occupations, the safety of the worker depends on his or her ability to recognize hazards in the workplace. Some of the information needed by the miner for recognizing potential areas of danger is available in the form of visual cues found throughout the mine. One aspect of the dynamic mine environment it which the task of hazard recognition is critical for al workers is that of ground control. Regardless of job responsibilities, every worker is continuously exposed to roof rib, and floor hazards. Fatality injury data for the "underground coal" segment of the mining industry continue to show that about half of all fatalities are due to falls of ground each year. It is hypothesized that some of these accident, can be prevented if miners are better able to recognize visual cues that forewarn of potential roof and rib problems.

"This paper presents the final wall blasting practices at Eldorado Kisladag Gold Mine in Turkey. Benchmark and improved wall control designs were explained in detail. Kisladag Mine has been implementing a high quality slope stability program on-site. The quality of pit walls is generally considered excellent, with very few wall failures being evident and with presplit hole barrels prominent in most areas of the pit. However, a minor scale slope failure occurred recently at the north-east section the pit. A project was initiated to diagnose the cause of the crest loss and evaluate ways to limit its effect on final walls. Final wall blasting practices and geotechnical designs were evaluated. The work presented in this paper showed that changes to the blasting and geotechnical parameters are required atthe north-east section of the pit. Geotechnical design changes were 10 m bench heights with 70 ° slope face angle at that specific area. Having implemented several geotechnical and blast design changes (elimination of the subdrill for the catch bench, appropriate primer location, more favorable blast tie-up and delays), the crest loss was minimized significantly (<1.5 m) (<5 ft)."

"THAT WHICH WE CANNOT SEE" INTRODUCTION Often it has been stated that the greatest of all fears is fear itself - fear created only by that which we cannot see or by that which we fail to understand. The elimination or minimization of fear can best be accomplished by a thorough understanding of the underlying causes of the fear. As related to the mining industry the omnipresent fear is the dread of acquiring cancer through accumulated exposure to "that which we cannot see" - radioactivity. The understanding of the resulting exposure effects can best be obtained through acquisition of authentic data and the subsequent analysis of the same by a group of highly qualified specialists. I may point out that the nuclear industry and its source, uranium mining, greatly surpass any other industries in the degree of public awareness as to its potential environmental effects. Public out-cry has always influenced major decisions relating to how industries conduct their operations and much of their effort has resulted in many changes. The issues of health and safety in the mining industry have created considerable public concern, but intense concern to those of us directly involved within the industry. Increasing concern regarding the effect of human activity on the quality of the outer environment of air, land, and water has developed within the past two decades. There is now a growing concern about the health and safety of persons at work in their inner environment, of their working-places in industry. Hearings and investigations conducted in Canada by three appointed "Royal Commissions" have all confirmed that this concern is well justified when focused on the health and safety of workers in our mines. REGULATORY CONTROL OF URANIUM MINING OPERATIONS In Canada, the ownership of mineral resources and the control of their extraction, except for uranium, is vested under the "British North America Act" in the provinces. In all provinces the statutory basis for health and safety provisions in the mining industry can be found in the provincial "Mining Acts" with each province assuming the responsibility to produce its own "Mining Act". In particular, all of the Mining Acts in Canada place upon the management of a mine the responsibility to ensure that provincial provisions are met. This paper is an attempt to place Canadian Precambrian volcanogenic deposits in perspective, by examining and compiling data regarding certain neglected fundamentals of size, grade, value, frequency distribution and spatial density. The discovery roles played by various exploration methods are compared and contrasted, and. using empirical methods, the probabilities of discovery are discussed, combined with the use of an effective &apos;cost-per-target&apos; program. From these basic observations, realistic exploration judgments may be made. Using similar methodology, this format may be applied to other types of deposits. Precambrian volcanogenic deposits occur in a natural geometric progression in size. They number 110, of which 70% are pre-producers, producers or past-producers. These deposits are bonanzas and generally have a &apos;net pre-smelter&apos; value of between $43 and $62 per ton. The statistically typical deposit is that which occupies the modal position, has 400,000 tons of ore, a value of $20 million and occurs with a frequency of 40%. A median deposit has 1.4 million tons of ore, a value of $70 million and occurs with a frequency of 15%. An upper-decile deposit ha s 13.3 million tons of ore. a value of $750 million and occurs with a frequency of 6.5%. The major, mid-upper-decile deposits have a minimum of 50 million tons of ore, a value of $3 billion and occur with a frequency of 4%. Five major volcanogenic deposits occur in the Precambrian and account for 54% of production. This contrasts with 55 deposits (all below the median) which account for 3.9% of production.

The mining industry has been put under closer scrutiny in recent years, which has led to the adoption of a plethora of initiatives in countries around the world and by international organizations, some voluntary and others mandatory, governing economic, ethical, social and environmental practices of this industry. In order to plan appropriately, secure project financing, build value and manage risks, it is imperative to identify and understand the application of this new and evolving regime, which can be described under the general label of corporate social responsibility (?CSR?) law, and to incorporate compliance policies into the day-to-day operations of mining companies. Our paper and presentation will describe this new legal framework, which includes both ?soft? law and ?hard? law adopted at the international and domestic level that governs the actions of mining companies, particularly when operating in developing countries. While the notions of hard and soft law may seem abstract and grounded in legal theory, this paper shall demonstrate how these concepts concretely apply to companies in general, and to mining companies in particular. An analysis of the recent case law in this area as well as examples of corporate ?best practices? will illustrate the application of this body of law. As will be demonstrated through the case law, non-compliance of CSR law (both ?soft? law and ?hard? law) can lead to economic penalties, difficulties in accessing capital, loss of social licenses and even the withdrawal of permits and concessions. This confirms that now more than ever, ethics and sustainable practices in mining are fundamental to building a successful business model.

The effects of ternary and quaternary additions of aluminum, oxygen, and carbon on the mechanical properties of high-purity titanium-molybdenum alloys were studied for several microstructural conditions. Heat treatments were designed to produce 1) ß-quenched, 2) equiaxed ß) transformed (acicular) and 4) stabilized -P microstructures. Tension, impact, and hardness tests were performed. Transformations from the ß phase were followed by hardness measurements and metallography. The ß-to-w transformation was slowed by aluminum additions; carbon and oxygen additions increased the transformation rate. In addition to solid-solution strengthening, these solutes may increase or decrease strength by altering the /3 transformation kinetics. Aluminum additions promote the formation of strain-induced martensite, and lower yield strengths at compositions near 12 pct molybdenum.. a-P alloys are more ductile with equiaxed than with transformed microstructures. High strength levels can be reached by aging in many cases. Strength levels of the aged specimens usually are lowered slightly by straining prior to aging. ALLOYS of molybdenum with titanium form an iso-morphous alloy system which has been the subject of several investigations. Additions of substitu-tional and interstitial -stabilizing elements provide means of improving mechanical strength and con- trolling the heat-treatment response of the binary alloys. The work reported here forms a part of a continued study of the effects of microstructure on the mechanical properties of high-purity titanium alloys. Previous papers have considered the various binary alloys (Ti-Mo, Ti-Al, Ti-C, and Ti-0) that form the bases for the ternary and quaternary alloys included here. The compositions were selected to correspond with the previous binary alloys. Further, the high purity of the alloying components was maintained, so that direct comparisons with earlier work can be made. The total research program included a large number of compositional, microstructural, and testing variables. The data reported here have been selected to provide a reasonably complete and representative summary of the results. The reader is referred to the original Air Force Report for a complete tabulation of the results. EXPERIMENTAL PROCEDURES All the alloys used in this work were prepared from high-purity electrolytic titanium produced by the U.S. Bureau of Mines. A typical furnished analysis showed the following impurities in wt pct, balance This analysis is equivalent to that of iodide-refined titanium. In addition, hardness, tensile, and impact tests made using unalloyed electrolytic titanium showed it to have properties equivalent to those obtained with iodide titanium and suitable for these studies of high-purity base alloys.

The Pascua Lama Project is situated on the border of Chile and Argentina at an elevation of 4,800 m. The ore contains gold, silver and copper, and an initial milling production rate of 33,000 t/d is planned. The mineralogy of this deposit is unusual. The ore is hard and abrasive, and it contains a complex array of sulphate minerals, such as chalcanthite, jarosites and alunites. The sulphides are predominantly enargite and pyrite. A novel flowsheet has therefore been developed, which includes dry grinding and ore washing to remove and then neutralize the soluble salts, prior to flotation, cyanide leaching and Merrill-Crowe recovery of the precious metals. These metallurgical issues and challenges associated with plant design and construction in the high and remote Andes Mountains make this a particularly challenging project.

The oxidation of Ni-3 to 25 wt pd Al alloys has been studied in 0. 1 atm of oxygen at temperatures between 900° and 1300°C. These alloys have been found to oxidize by three different mechanisms which depend on the temperature of- oxidation and the alloy composition. Two of the three mechanisms do not permit a continuous layer of Al,0, to be formed on the alloy surface and the oxidation rates are greater than that for pure nickel. The third mechanism results in the formation of an external A1203 scale and lke oxidation rates are about three orders of magnitude smaller than those for pure nickel. The minimum amount of aluminum required for the formation of external scales of A L,0, has been determined. NICKEL-base alloys are currently the main source of materials for use at elevated temperatures in gas turbine engines. These alloys are usually coated to obtain oxidation resistance. Coatings on nickel-base alloys are frequently formed by reaction of the alloy with aluminum whereby alloyed nickel aluminides are formed. The alloyed nickel aluminides provide protection to the nickel base alloy because external scales of A1203 (alumina) are formed during oxidation and mass transport through A120, is slow in comparison to mass transport through most other oxides. In view of the protective properties of A1203, it is important to know how much aluminum is required in these alloys in order to form external scales of AlzO,. The present paper is concerned with the oxidation kinetics and the oxidation mechanisms of Ni-A1 alloys and the minimum amount of aluminum required in these alloys for the formation of external scales of Alz03. THEORETICAL CONSIDERATIONS When a Ni-A1 alloy is heated in oxygen at elevated temperatures, the following reactions can take place on the surface of the alloy where the oxide phases are assumed to be virtually pure: These oxide phases are in the form of nuclei scattered over the surface of the alloy and, in view of their rapid formation, they need not be in equilibrium with the alloy. As the oxidation process continues, equilibrium between the alloy surface and the oxide phases is approached and the stability of the oxide nuclei is determined by the composition of the alloy at the alloy/oxide interface because of the following reactions: 3NiA1204 + 2A1 (alloy) = 4AlzO3 + 3Ni (alloy) [41 4Ni0 + 2Al (alloy) = NiA120, + 3Ni (alloy) [ 5 1 Application of the mass-action law to Eqs. [4J and [5J yields the following equilibrium conditions for these reactions: where aA1 and aNi are the activities of aluminum and nickel, are the standard free energies of formation of NiO, A1203, and NA1204, respectively, R is the gas constant, and T is the absolute temperature. If the composition of the alloy at the alloy/oxide interface is such that (akl/ahi) is greater than the equilibrium values defined by Eqs. [6] and [7], then Reactions (41 and [5] will go to the right as written. Conversely, if the alloy composition is such that the activity ratio (aLl,/aki) at the alloy/oxide interface is less than the equilibrium values, then Reactions [4] and [5] will proceed to the left. The equilibrium activity ratios in Eqs. [6] and 171 can be calculated since values for the standard free energies of formation of the oxide phases are available. Standard free energies of formation for NiO and A1203 have been tabulated by Elliott and ~leiser.&apos; The standard free energy of formation for NiA1204 can be obtained from the data of Tretjakow and Schmalzried.&apos; The results of these calculations are tabulated in Table I. The principal factors influencing the total percent elongation of a lead-tin eutectic and several low-alloy steels which exhibit superplasticity were investigated. These factors are: a) Strain-rate sensitivity of the stress (m). b) Specimen geometry; in particular, diameter-to-length ratio (d0/l0), and surface irregularity (e.g. notches). A feature of the tensile deformation of a superplastic alloy is the early appearance of a neck which continues to extend throughout the test. As a result the total elongation is directly related to the diameter-to-gage-length ratio. The strain-rate sensitivity of the stress varies during extension, mainly because of microstruc-tural changes. A satisfactory correlation exists between the minimum strain-rate sensitivity and total elongation, as indicated in the equation shown below. Notches cause a considerable reduction in total elongation and their effect is greatest at high values of strain-rate sensitivity. An initial notch depth exists below which there is no appreciable effect on elongation. An equation relating elongation to strain-rate sensitivity and specimen geometry is proposed, THE total percent elongation of a tensile specimen is usually regarded as a measure of superplasticity. However, little attention has been given to the fact that total elongation is also a function of specimen diameter and gage length, even though the importance of geometry has long been recognized in the tensile testing of materials in which elongations are relatively small.* In the present study, the effect on superplas- tic extension of the ratio of specimen diameter to length was investigated and an analysis was made of strain distribution along the gage length. Superplastic alloys are characterized by having a flow stress sensitive to strain rate but relatively insensitive to strain.2"&apos; In an earlier study,5 it was found that the strain-rate sensitivity of several low-alloy steels changed during the test and that the minimum value correlated best with total elongation. In the present study, the variation of strain-rate sensitivity during the straining of a lead-tin alloy was investigated. EXPERIMENTAL PROCEDURE Lead-tin eutectic alloy (32 pct Pb 68 pct Sn), made from high-purity lead and tin, was cast in the form of 1-in. diam rod. The rod was cold-rolled in stages to 0.25 in. diam and then swaged to 0.125 in. diam. Samples were cut from the rod at various stages of the mechanical working process. Tensile test specimens were then made by attaching threaded steel ends to the rods by an epoxy-base thermosetting adhesive which required a setting treatment of 2 days at room temperature. The rods were seated in the steel ends in holes approximately 0.01 in. oversize. The test pieces thus made were of various diameters and gage lengths. These were stored at a temperature of about -70°C (-94°F) until required for testing. The distribution of strain along the gage length of a specimen was determined at various stages of the tensile test. The lead-tin alloy was superplastic at room temperature and direct observations during testing were simple. The gage length was divided by reference marks into five initially equal units. These reference marks were made with ink and were reinforced during the test when the initial marks became faint. Photographs were taken, at intervals, of the deforming specimen and measurements of the elongation in each of the gage units were made on these photographs. Tests were also done on several superplastic low-alloy steels whose properties were described earlier.5 The chemical compositions of these steels are given in Table I. A diagram of the notched tensile specimen used in the steel tests is shown in Fig. 1. The specimens were tested at 900°C (1650°F) in a furnace through which a mixture of He + 2 pct H was continuously circulated.5 RESULTS Strain Distribution. Approximately 20 tests on lead-tin alloy specimens were conducted to determine the strain distribution during the test. An example is shown in Fig. 2 of the strain distribution in the gage

"Goldcorp – Eleonore’s 7 000 tonnes per day gold mill was started up in October 2014 and achieved commercial production in April 2015. During the first year, operation has faced challenges from grinding, flotation, sulfide cyanidation and tailing filtration to achieve targeted throughput, availability and recovery.The optimization of non-sulfide tails filter cloth lifetime and filter press availability had the most significant impact on ramp-up of both mill throughput and availability. A change in steel ball addition size to the grinding circuit was made to meet the targeted p80 of 65 µm. Various optimization efforts were conducted on the flotation circuit, intended to recover all sulfide-bearing minerals. The goal is to attain the environmental target of 0.12% sulfur in flotation tails (to eliminate acid mine drainage or AMD), while an average of 0.31% sulfur was obtained over the first months of 2015. Collectors, frothers, activators and hydrodynamic parameters were tested to improve the circuit desulfurization efficiency. High sulfide reactivity in pre-oxidation and cyanidation severely impacted dissolved oxygen levels and cyanide consumption. Studies were undertaken to understand the effects of mineralogy, grind size and leach conditions on gold dissolution kinetics and cyanide consumption. Efforts were focused on pre-oxidation to restore dissolved oxygen levels as well as optimizing both lead nitrate addition and pre-oxidation time.INTRODUCTIONGoldcorp Eleonore’s mill commissioning started in September 2014. It was considered to operate the mill at 3 500 tpd during design, as the mine was planning to operate at this throughput for the first year. However, with the stockpile of ore and a higher throughput from the mine, the mill was able to run at higher tonnage than initially anticipated.While increasing tonnage, a few bottlenecks were discovered and overcome in areas such as filtration and cyanide destruction. There were also recovery issues which were addressed in areas such as grind and sulfide leach. This paper focusses on the first complete year of operation ending September 30th 2015. A process description and the flowsheet are presented below and it will then go into detail about operational, metallurgical, mechanical and design issues experienced during the year."

What is the preferred electrolytic cell design and why? Hall: Considerable research remains to be done on electrolytic cell design. Studies are presently being conducted to determine optimum voltage and amperage. Zadra cells, which were used in some of the first carbon plants, are efficient when properly installed. Gold and silver are deposited on large-capacity, cylindrical steel wool cathodes. At times high value sludge falls from the cathode to the bottom of the cell. Rectangular cells, which were developed at some smaller operations in Nevada, require less floor space and have some desirable features in that cathodes can be moved and sludge can be removed from cell bottoms without actually shutting down the circuit. In South Africa two types of cells using graphite and diaphragm configurations are being tested. Duncan: The rectangular cell has one problem it&apos;s easy for shortcircuiting to occur. If you don&apos;t have a good seal on the side of the tank and on the bottom, the solution is going to want to flow around the bottom and sides of the cathodes and you&apos;re going to get poor performance in the cell. That is the advantage the Zadra cell has over the rectangular cell. With good sealing, which is a must, you should be able to get a ratio of the value of the solution going in to the value of the solution coming out of 10 to 1. Ken, can you tell me what you&apos;re attaining on the Zadra? Hall: At the Homestake gold operation in Lead, the cathode in the No. 1 electrowinning cell is loaded to about 600 ounces when it is moved to the refinery. At this time the No. 2 cathode is moved to the No. 1 cell. The No. 3 cathode is moved to the No. 2 cell and a cathode with new steel wool is placed in the No. 3 cell. In rectangular cells this sometimes is not possible because the loading on the cathode in the last cell may be as high as that in the No. 1 cell. As Don has pointed out this can probably be prevented by good seal design between cathodes. Potter: At the risk of sounding as though I&apos;m straddling the fence, I really believe that either the round cell, as developed by Jack Zadra, or the rectangular cell will do an acceptable job. The Zadra is a fine unit. Leaks are not unknown but there are not very many. However, the rectangular cell is very saving of floor space. Plastics have been greatly improved during the past year or two and there is a very efficient design for the rectangular cell. It would have six cathodes in it and contain about 25 ft of steel wool. The body of this rectangular cell would be reinforced fiberglass plastic but with an integral lining of a high temperature plastic. I think either cell is so efficient and reliable that I would almost be tempted to flip a coin depending on floor space requirements. Either cell can be used to pull a loaded cathode and to advance the lesser loaded cathodes. Don, what is the configuration of your cell? Duncan: The Pinson rectangular cell has dimensions 2 ft wide, 30 in deep, and 10 ft long-long enough to take a dozen cathodes and anodes. We are currently using six of each but are not up to full capacity as yet. It&apos;s a steel tank coated with rubber. We have copper bus bars, which brings to mind that the last cathode in the tank, in one instance, was loaded heavier than the first one. That was probably a function of poor contact between cathodes and the bus bar. You can have erosion of the bus bar and if you don&apos;t get current flowing into the anode and out of the cathode, the cells will not function properly. Kappes: Just a few comments on cell design. In an alcohol stripping circuit we are running in Beatty„ NV, we are using PVC pipes for all circuitry piping and a commercial polypropylene electrolytic cell. They seem to be working quite nicely. The cell itself has eight cathodes measuring 18 in2. At six gallons per minute flow into the cell, at an average gold content of about 500 ppm, we seem to get good loading on the first three to four cathodes and not much on the end cathodes. At 12 gallons a minute flow we seem to be seeing gold uniformly along all eight cathodes. We are running at quite a high amperage level, about 400 amps into that cell. Gene McClelland, US Bureau of Mines, Reno Research Center (from the floor): I was associated with a company where the packing density of their steel wool cathodes was much too high and created some short-circuiting problems in their electrowinning circuit. I would like to ask the panel if they can recommend a packing density for cathodes in pounds of steel wool per cubic foot. Hall: The weight of steel wool put on one of our cathodes is 10 lb and the dimensions of the cathode are such that density would be about 0.75 lb/ft3. Duncan: I made a rough calculation and I&apos;m estimating about 2 lb/ft3. Potter: In checking over a number of electrowinning operations, I found apparently very satisfactory operation within the limits that have been mentioned. I have come to a figure of about 0.5-1.0 lb of medium grade steel wool per cubic foot packed as uniformly as possible, of course. One consideration in packing is the fact that there should be good contact between the steel wool and the conductor. Operators tend to compact the steel wool more than would be desirable just to try to maintain good contact.

Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. "Free boundary problems are a common occurrence in materials processing operations. An important example is the filling of material into molds. This paper looks at filling problems associated with polymer processing, in particular Resin Transfer Molding (RTM) and Compression Molding. A general, single governing equation is developed which on numerical solution provides predictions for the position of the polymer front in the mold during filling. Both fixed and deforming finite element solutions are developed. Application to polymer filling test problems reveal that the fixed and deforming grid scheme are accurate and compare closely with each other.IntroductionProblems arising from the analysis of material processing operations often involve the tracking of a moving boundary, on which a balance conditions needs to be met, or the locating of a free surface that defines the solution domain. Material processing examples of so called ""free and moving boundary problems"" include; the tracking of solidification/melting fronts[l], the tracking of the metal/gas interface during the filling of a mold[2] and location and shape of a skull (freeze line) in a melting furnace[3].Computational solution of free and moving boundary problems usually fit into one of two classes, viz.1. "Since 1994 the Bureau of Reclamation has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has applied risk analysis methods to inactive and abandoned mines to evaluate tailings dams and flooded underground mines. Case histories of potential failure mode analysis as applied to mine impounded water illustrates what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first. INTRODUCTION Impounded water, and high water content wastes, at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (5.4 million yd3 released), the Mt Poly Tailings Dam failure in British Columbia in 2014 (5.8 million yd3 released), and the Smarco Fundao Tailings Dam failure in Brazil in 2015 (78 million yd3 released) has renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originates not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes, and flooded underground mine workings. Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984 the agency developed and began using risk analysis methods. Reclamation operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of one hundred years. Many of these facilities were constructed using engineering design and construction methods which would not be considered good practice according to present day standards. Diligent observational monitoring, detailed site investigations, and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high risk sites, significant improvements to dam safety have been achieved. BOR has also applied risk analysis to evaluate and reclaim inactive and abandoned mining and industrial sites. The application of risk analysis methods in the mining industry is not new, the methodology was transferred to the mining industry more than 15 years ago as discussed in ICOLD Bulleting 121 (ICOLD, 2001), yet failures persist. This paper is meant to convey the lessons learned from BOR’s use of risk analyses in its work on mine sites."

Gardner[$] THE present known petroleum reserves are limited, and unless important new fields are discovered the Nation will be dependent, in the not too distant future, upon imports or upon synthetic liquid fuels to supplement domestic petroleum supplies. As a national defense measure, it would appear desirable to develop a substitute source of liquid fuels within the borders of the country if new discoveries of petroleum should prove disappointing. Congress undoubtedly had this in mind when it passed the Synthetic Liquid Fuels Act (78th Congress, approved April 5, 1944). The act directed the Bureau of Mines to construct and operate demonstration plants for producing synthetic liquid fuels from coal and oil shale, and from forestry and agricultural products. As a part of this program, the Bureau of Mines has built a demonstration plant at Anvil Points, near Rifle, Colo., for retorting the oil shale, and has developed a mine to supply the plant with oil shale. At the beginning of mining operations, the physical qualities of the oil shale, which would have a bearing upon the selection of mining methods and practices for exploiting the deposits, were largely unknown. A comprehensive mining-research program has been set up to determine the best methods and practices to follow to obtain the lowest overall practicable mining cost for producing the oil shale on a large scale. Unusually low mining costs will be necessary for shale oil to be produced commercially. Consideration now is being given to exploiting a series of flat-lying beds 70 ft thick by a room-and-pillar method of three benches with the advance heading at the top. This report is one of a series giving the results obtained in research on mining problems. INTRODUCTION The structure and physical qualities of the oil shale indicate that the 70-ft interval of the oil-shale measure can be safely mined in open stopes; studies indicate that this method would be the most economical one to use.1 As labor will be a major item of expense, the largest equipment that could be operated efficiently in the workings would be required to obtain the lowest practicable mining cost. It was therefore desirable to know the maximum safe span of unsupported rooms and the size of pillars necessary to support the overburden. This paper describes the work done at the Columbia School of Mines Barodynamic Laboratory in determining the maximum safe unsupported roof spans and the minimum safe pillar dimensions for the oil-shale mine at Rifle, Colo.

The compressive strength of rock (sc) has an important effect on design of structures in rock engineering. Compressive strength can be determined in the laboratory using the uniaxial compressive strength (UCS) test. Some other index tests, such as the point load test, are also used, particularly when suitable samples for UCS are not available. The quantification of rock texture has introduced a new method in rock engineering for estimating the mechanical and physical properties of rock materials from microscopic investigations. The aim of this study is to quantify rock texture to estimate rock strength from the texture coefficient (TC), which is determined from a statistical assessment of thin section images. Rock texture is quantified by twelve different images from a single thin section to increase the reliability of texture analysis. A data-set is prepared to investigate correlations between TC and sc. The statistical correlations are computed after classifying of the rock samples based on their lithology as well as grain features. Equations derived based on the results of this study are used to predict the approximate value of compressive strength from the texture coefficient. This method is particularly useful for preliminary studies in rock engineering projects prior to detailed site investigation.

Under a cooperative agreement between United States Bureau of Mines and the Truax-Traer Coal Company, some operating-scale experiments have been made with the cyclone thickener in the preparation plant of the Shamrock No. 1 mine at Kayford, West Virginia. These tests were made with a 14-in. cyclone of the type developed by the Dutch State Mines in Limburg. It was applied experimentally to the thickening of solids in washery water to obtain performance data to show the range of sizes that may be recovered and other operating characteristics that would indicate the field of usefulness of this device in coal preparation practice. This is a progress report only. It covers results obtained in a series of 17 tests of the operation of what has been considered a unit of commercial size operating on suspensions of fine coal mixed with a relatively small amount of free impurities. The underflow material, after further dewatering in centrifuges, is a marketable grade of coal. The coal at Shamrock No. 1 is mined from the No. 2 Gas seam. It is made up essentially of a low ash coal suitable for byproduct use with one or more bands of splint coal of higher ash content suitable for industrial fuel. The washing plant was installed for the two-fold purpose of removing the free impurities incident to mechanized mining and to separate the run of mine coal into the two types. To accomplish these results it is necessary to make a separation at a specific gravity of about 1.4 to recover the byproduct coal and to separate the splint coal from refuse at a higher gravity. The coarse coal section of the washing plant was put into service about 10 months before the fine coal section was completed. Inadequate screening capacity in the raw coal preparation plant resulted in a portion of the fine coal being fed to the jigs. No provision for preliminary dedusting of the raw coal feed was incorporated in the design. Under the conditions in the initial operating period, separation at the desired lower gravity was not realized, apparently because of the presence of an excessive amount of fine solids in suspension in the wash water. Difficulty in wetting the fine coal may also have been a contributing factor. Additional facilities for the removal of the fine solids from the wash water was indicated. Information then available on the Driessen cone for this purpose was studied and a cooperative agreement with the Bureau of Mines for experimental work with a unit of standard size as developed by the Dutch State Mines was arranged.
