(Wilkes-Barre Meeting, June, 1911.) For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. This report presents is an evaluation by the Federal Bureau of Mines of the effect of clay-water, brine, and oil-base drilling fluids on the productivity of test wells drilled on the Umiat anticline in U.S. Naval Petroleum Reserve No. 4 in northern Alaska. Eleven, wells were drilled on the Umiat structure as part of the U.S. Navy's extensive exploration of the Reserve during 1944-53 to determine the possibilities for oil production. The Federal Geological Survey cooperated in the exploration program and has published a comprehensive report3/ on the geology of the area and case histories of the wells. The re¬port also includes the results of special studies by the Bureau in connection with the drilling and coring of well 9 with oil-base mud in hole and was the source of much of the information used in preparing this publication. Of the eleven wells, four were drilled with rotary tools and water-base mud (one of the water-base muds was an oil-in-water emulsion mud), five were drilled with cable tools with brine in the hole, one was drilled with cable tools with brine in the hole and later reamed with rotary tools and crude oil, and one was drilled with rotary tools and oil-base mud. Although all of the wells penetrated sandstones that contained oil and gas, some were productive and others were not. The latter two wells, one completed with crude oil in the hole (with some added brine) and the other with oil-base mud, had the greatest productive capacities. The wells drilled with cable tools and brine in the hole had lower productive capacities. In contrast, two of three wells completed with rotary methods and fresh-water drilling mud and the well com¬pleted with rotary and emulsion mud were unproductive.

A DOZEN years or so ago, the general superintendent of our company, now the president, Mr. W. H. Clingerman, detailed me to make a study of the coal-washing problem and collect data, which threw me into contact with the best washery men of the country. and took me to those districts where the washing of coal for metallurgical purposes is carried out. I investigated many kinds of coal-cleaning schemes, made numerous tests on them, and collected voluminous data, yet I confess frankly that I have had but little practical washery experience and that little has been at the Middlefork washery of the United States Fuel Co. at Benton, Franklin Co., Ill., which was put in operation last fall. While this wash-cry installation may not be the "last word," I am quite sure it embodies some long steps in advance over older designs and constructions. From the washery man's standpoint, the removal of pyrites, or marcasite, a disulfide of iron, is the one vital problem, and the one productive of the most beneficial results, so far as elimination of sulfur is concerned. Sulfates and so-called organic sulfur occupy quite a secondary -position and are generally lost sight of in coal washing: The elimination of sulfur in coal in the past has usually been accomplished by jigging in water, but lately the use of concentrating tables has been employed with good success, and some mention may be made of the flotation process on fine coal, though hardly considered practicable. Coal washing, is rapidly coming into its own, due to the depletion of low-sulfur coals for coking purposes, and before many years we predict as careful attention being given to the design and construction of coal washeries, ,as is now being given to byproduct plants and other allied industries. Heretofore, coal washing has been considered only as an incidental and a necessary evil-instead of the big problem it is one worthy of the most careful study by men well trained along technical lines and capable of delving into the fundamental principles.

G. O. SMITH,* Washington, D. C.—This program is itself a demonstration of the widespread interest in the subject of more efficient development and operation of oil fields. The statements of fact already presented and the views expressed are sufficient evidence that the engineering and economic principles fundamental to the idea of unit operation are much more generally accepted than they were even one year ago. And real progress has been made in putting these principles to the test. No one realizes better than I that the fight against waste, whether physical or economic, must be waged in the front-line trenches: Washington at best is only an observation post. Yet viewed from this distance the advance made in the last few months has been notable and to a high degree encouraging. Five years ago the Federal Oil Conservation Board, in its first contacts with the industry, raised the question, "How can new pools be explored without exploitation until new production is warranted by the country's needs?" Three and one-half years ago the Board, in its first report to the President, paid largest attention, among what it listed as fundamental conservation measures, to "cooperative methods in sane development of new fields." A year ago, in its third report, the Board again endorsed as the essential factor in conserving the nation's reserves of oil, "full cooperation in unit control, whether by voluntary agreement or by state enforcement." The function of this federal agency has been purely fact-finding and educational. The Oil Conservation Board early declared that the major part of its task was to help the industry "formulate the broader by-laws in the sense of conservation." And now, after these five years of eventful history in the oil industry, may I size up the situation as I see it from the Washington point of view? First of all, and fundamental to a successful issue, I have observed in the industry a gradual acceptance of technical opinion as the guide to executive action; and this has at last led to some agreement as to what procedure offers most promise. Analyzed in more detail, this highly desirable progress has consisted in "self-restraint actuated by enlightened self-interest." We see emerging the general desire of oil producers for efficiency in operation, which means low costs and high recovery. As shown by facts presented at this meeting, competition in drilling is in direct opposition to efficiency in oil production, in that such competition increases costs and lowers recovery. The only route to conservation of this natural resource and also of the capital and labor involved in making it available is through unit control, which substitutes cooperative, well-planned action for competitive, unregulated activity, forced by the individualism of a small minority of landowners or perhaps by a single operator. Or, in terms of actual experience, development of an oil field and its subsequent operation under unit control means the substitution of majority rule for minority rule, yet the minority enjoys to the full the resulting economic benefits. So far as it affects the public interest, unit operation of oil properties deserves unqualified approval. It means more oil from the same area over a longer period

As operações de amostragem de qualquer atividade que necessite de controle de qualidade são fundamentais tanto para fins de garantia da qualidade quanto para efeito comercial dos produtos. Na mineração de ferro não é diferente. Uma amostragem que carregue um vício de 0,20% no teor de Fe (%) pode representar uma perda de faturamento de aproximadamente US$226 mil para cada milhão de toneladas comercializadas aos preços atuais. Para fazer um bom plano de amostragem é necessário conhecer o grau de heterogeneidade ou variação de qualidade (sW) do minério a ser amostrado. Segundo Pierre Maurice Gy, um dos mais renomados especialistas em amostragem de minérios em geral, a forma mais indicada para estimar a sW é o método do variograma. Neste trabalho usamos a metodologia do variograma, com base na Norma Técnica ABNT ISO 3084:2003, para estimar a sW do minério tipo Sinter Feed produzido na Mina de Serra Azul da ArcelorMittal.

"Residues from the CESL Copper process were leached using the CESL Gold process. The kinetics of reaction were confirmed to be fast with over 50% of the gold consistently extracted within 2 minutes of leaching. Final gold extractions under the conditions tested here were between 80-90% obtained within 90 minutes. A model for the CESL Gold process was developed. This model is slightly different based on whether the copper concentrate leach residue was ground or unground prior to leaching: the gold leaching rate constant is approximately twice as fast for the ground samples. Unground residues had a P80 of 13 ?m whereas ground residues had a P80 of 10 ?m. The model predicts a 43% decrease in leaching time for ground residue versus unground residue to achieve the same extraction under otherwise identical conditions. The model was more accurate for the ground samples. INTRODUCTIONTeck's CESL Process (Jones, 1996) was developed to provide an economically attractive alternative to traditional copper smelting. It has since evolved to also deal with copper concentrates containing valuable impurities such as nickel and undesirable ones, such as arsenic, while reducing downstream costs. Effective recovery of gold and silver is essential to the economics of the CESL Process. The Brook Hunt 2007 copper concentrate assay data (Wood-Mackenzie, 2007) were examined to determine the ratio of gold plus silver value relative to the contained copper. As indicated in Figure 1 below, nearly two-thirds of concentrates have 10% or more of their total value tied up in their precious metals content.CESL has extensively examined the recovery of gold and silver at bench, pilot and demonstration scale, which has culminated in the present CESL Gold Process (Barr et al., 2007). The process targets the precious metal contained in the leach residues produced in the copper portion of the flowsheet. This residue has two primary components which influence downstream processing. The major iron-rich fraction (-75 wt%) of the residue is a mixture of various forms of iron oxide precipitates including hematite and jarosite (Sahu and Asselin, 2011). The iron fraction ranges from amorphous to crystalline in nature depending on the compound precipitated, upstream operating conditions and feed material composition. The lesser, but by no means less important, fraction is a mixture of elemental sulphur and unreacted sulphides (principally pyrite).Elemental sulphur formed during the oxidative leach of the copper concentrate reacts with cyanide to form thiocyanate (SCN-) making a traditional cyanide leach approach too costly. Since the SCN formation reaction strongly depends on contact time with the CESL residues (Po, 2007) short contact times were preferred. This factor guided the development work towards the eventual room temperature, pressure cyanidation process which results in near complete gold dissolution in 90 minutes. A recent CESL gold demonstration campaign treating 1.5 t/d of residue from the copper oxidation step achieved an average gold extraction of 91% (96% maximum)."

Many attempts have been made to write a formula by which to calculate the strength of steel from its chemical composition, but most of these endeavors have failed because there were too many disturbing conditions. It is idle to collect from the pages of trade-papers, books, or the proceedings of scientific societies, a multitude of observations. The combination of such results will simply show that steel of the same composition will vary in tensile strength through wide limits—a fact that has been known for generations. That cold-working, overheating, and many another form of heat-treatment alter fundamentally the strength of steel, is ancient history, although it is only recently that the microscope has pointed out the road to an explanation of the phenomena. It mag be urged that the microscopic structure must betaken into consideration in any formula giving the ultimate strength, but from the standpoint of the present investigation this is unnecessary. We are trying to determine primarily, not what changes in ultimate strength may be made by variations in the condition of carbon, but what effect is produced by changes in the amount of carbon, when its condition remains constant. For such an inquiry, in order that the condition of the carbon should remain as nearly uniform as possible, it is essential that all testrpieces be made under the same conditions; and it is believed that the tests described in this paper satisfy that requirement. The research examines the performance of uncoated and coated tungsten carbide-cobalt rock cutting bits. It aims to optimize process variables (cutting speed, depth, coating material) considering multiple output responses (cutting forces, specific energy, wear rate, material removed, angle of reaction forces). The study uses a hybrid optimization technique combining Taguchi design, grey relational analysis, and fuzzy logic. The optimal parameter combination was found to be cutting speed: 200 mm/s, cutting depth: 6 mm, and titanium aluminum silicon nitride coating.

(Butte Meeting, August, 1913.) THE manifold inconveniences resulting from the absence of a uniform standard of mass for determining the weight of precious stones have long been obvious. This lack has been keenly felt in commercial transactions, and those who have devoted time and research to the study of historic diamonds and precious stones have had frequent occasion to deplore the absence of such a standard in the past. In a paper read in Chicago in 1893, before the International Congress of Weights and Measures, held in connection with the World's Columbian Exposition, the writer suggested dividing the carat into 100 parts, and constituting a standard international carat of 200 mg. ; that is, 5 diamond carats or 20 pearl grains to a French gram, making 5,000 carats or 20,000 pearl grains to a kilogram. He also called attention to the fact that while this would depreciate the present diamond carat or pearl grain only about 2.5 per cent., it would abolish the troublesome discrepancies between the various carat-weights now in use, and could be easily explained and understood everywhere.1 The subject of the various diamond carats, their incongruity, and the resulting confusion as to the correct weights of historic gems when definite records of them are searched for, has been fully treated by me in an extensive study of this subject in The Book of the Pearl.2 To the earnest and unremitting efforts of C. E. Guillaume, Director of the Bureau Internationale des Poids et Mesures at Sèvres, is largely clue the eventual success of this eminently desirable reform, which lie has constantly urged both by articles on the subject and by addresses delivered in Paris before the International Committee for Weights and Measures.3

"Commercially introduced in 2004, the SAGDesign™ test has today proved its efficiency for sizing SAG mills for a wide variety of ores, from very soft to very hard ones. The interest of building a model using the SAGDesign™ test specific energy is the introduction of such a model into a complete process simulator making it possible to predict a complete material balance. The developed model compares the required specific energy with the energy provided by the mill. This energy calculation is derived from the Austin Power Formula. The specific energy provided by the test is corrected, using various parameters, such as the Ball Mill Work Index, to take into account the true operating conditions, the feed and product sizes. The core of this model allows the determination of the product d80 using the mill geometry, its operating conditions and of course the SAGDesign™ test results. To be included in a simulator, the model must also predict the overall size distribution of the SAG mill discharge. Assumptions to answer this point are presented here. The model has been implemented in the USIM PAC simulator. It is used either to predict the product size distribution for a given SAG mill, but also to size a SAG mill for getting a required reduction ratio. INTRODUCTION Over the last few years several types of new comminution machines have been introduced in the market. The most notable newcomer was the HPGR (Morley, 2006). But, even when these machines have some advantages, they have not earned the trust of the mining industry. That is why the established technologies still being the first choice. And, in comminution, that first choice are SAG and ball mills. The design of ball mills has been well understood for a long time. The Bond Ball Mill Work Index is the standard test which helps to describe the ore in terms of energy requirements for milling. Unfortunately, the development of an equivalent test to characterize the ore subject to SAG milling has taken some time. As of today, several tests are available in the market, like the MacPherson test, the MinnovEX SAG Power Index (SPI™), the JK Drop Weight Test, the SMC Test® and the SAGDesign™ test (Verret et al., 2011). The SAGDesign™ test, developed by John Starkey in Canada in the early 2000s (Starkey et al., 2008, 2015), has become one of the standards to assess the grindability of an ore in a SAG mill. One of its advantages is the reduced sample mass needed to perform it, hence, the reduced cost. The second one is that the output of the test is straightforward, it is the energy required to grind the ore between two sizes. Because of this energetic approach, the results provided by the test can be directly applied to size a new mill or to assess the performance of an existing mill."

This report describes aperiments by the Bureau of Mines and reviews theoretical aspects of the use of organophosphate solvent extraction for recovering beryllium from sulfate leach liquors. The leach liquors were prepared by sulfuric acid leaching of lime-sintered low-tenor beryl flotation concentrates. The experimental work on sulfate leach liquors showed that the acidic esters of organophosphates extracted beryllium slowly but in preference to aluminum. Three common alkylphosphoric acids, di- (2-ethylhexyl) (EHPA), heptadecyl (HDPA), and dodecyl (DDPA), in order of decrmsing selectivity, yielded a partial separation of beryllium from aluminum.

Only in recent years has any practical headway been made in the application of aerial photography to geological problems, and up to the present time its principal value to the geologist and mining engineer has been in "areal geology;" i. e., the study of formations as revealed at the surface. The object of this paper is to set forth briefly the principal advantages that may be derived from aerial photographic data in geological work and to serve in a measure as a guide to those who may be contemplating its use. Geophysical prospecting has for object the locating of mineral under the surface. Inasmuch as the geologist's chief complaint in life is a dual one—inability to see under the surface and inability to visualize comprehensively what he does see on top of the ground—geophysical prospecting coupled with aerial photography should do much to lessen his burdens. To what extent aerial photography can be made a useful adjunct to geophysical prospecting remains to be proved, but the inference drawn here is that it holds many alluring possibilities. To avoid disappointments, it should be stated at the outset that to the geologist or mining engineer an aerial photograph or mosaic is only a tool, the efficient use of which he must set out to master. Upon his skill and ingenuity in applying it to particular problems will depend largely the value of the results that he will obtain. Under the most favorable conditions an aerial mosaic, or even a few loose photographs, because of the exceptionally comprehensive oversight which they afford of field data, such as dips and strike observations at isolated outcrops, local indications of faulting, mineral and fossil finds, greatly facilitate study and correlation, save much tedious foot work, and may repay their cost many times. Even so, types of country may be found where the most skillful use of the best of pictures will produce results so meager as to render the cost of aerial photography entirely unwarranted. Between these two extremes will be found endless variations and possibilities. Hence no set rules can be promulgated. The safest procedure is to treat each case as a separate problem and to carefully weigh the relative advantages and shortcomings of aerial photography before embarking on its use.

FOR nearly 100 years wire rope has been fabricated in much the same way. To the great majority of mine superintendents wire rope is just wire rope, little or no semblance of individuality or identifying characteristics. Such an impression was fairly justified until three or four years ago when a practical means was found of performing or preshaping the wires and strands. This discovery permitted a revolutionary change in wire rope manufacture. Instead of merely twisting a number of wires into a strand, then twisting several strands into a complete rope (which twisting would naturally result in great internal strain, thus reducing the resiliency and over-all efficiency of the completed rope), the preformed wires and strands were laid in place without force or twisting. The obvious result was a rope more nearly approximating mechanical perfection. The applied loads are more evenly distributed throughout the component wires and strands, thus reducing unbalanced wire stresses. This results in a higher safety factor. The fact that preformed rope will not unravel when untied at the ends proves the absence of a torsional stress that exists in ordinary rope. A greater useful allowable stress in the wires is therefore possible in actual operating service.

The technical and safety press have devoted much space in support of or in opposition to the use of booster and auxiliary fans in coal mines. The Mine Safety Board of the U. S. Bureau of Mines has given the matter consideration, and the Mine Ventilation Committee of the A. I. M. E. is now seeking a discussion of the merits and demerits of such fans to guide it in formulating recommendations. In this paper I will set up some principles on which I believe most engineers will agree and from which we may work toward a decision, though as to what that decision shall be there may be a difference in opinion. Before stating the points on which I believe there is accord, I will distinguish between booster and auxiliary fans. Definition of Booster and Auxiliary Fans In discussing underground fans G. S. Rice1 distinguishes between those used to increase the amount of air passing a given point and those used to augment the ventilation locally. Planning the primary development of a mineral deposit usually is done only once during the life of a mine. As a consequence, not optimizing the primary development of a mineral deposit can cause disadvantages over the whole life of a mine and can lead to higher costs. As a contribution to an improved primary development design procedure beyond the already existing work a study of the identification and quantification of the influence of parameters on primary development based on operational data from working mining operations has been completed. Based upon such a quantification of the influence of parameters a sequenced decision model was developed, that enables to develop an initial concept for the design of the accesses from the surface based upon a few critical parameters. Such a model will not replace detailed planning work within a feasibility study, but it is intended to reduce the amount of planning efforts at an early project stage through providing information what are most likely economic solutions, based on simple rules.

Unknown and unpopular vibrational grinding mills possibilities to horizontal working chambers have been discussed. They can be realized under normal conditions with the typical values of vibrations applied with vibrational grinding which are: vibration frequency from 15 Hz to 50 Hz, vibration amplitude to 6 mm and vibration geometry. These possibilities constantly increase involving new raw materials and processes. Vibration grinding is possible with other technological process accompanied by intensified technological processing, while the process decreases. In many cases these technological decisions are original.

Occupational noise-induced hearing loss (NIHL) has been recognized by the National Occupational Research Agenda (NORA) as the most common job-related disease in the United States. Roughly 30 million workers are exposed to excessive noise levels or toxins that are potentially hazardous to their hearing. The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR)is investigating noise controls to reduce operator overexposures caused by haul trucks used in underground metal/non-metal mines. To identify the most significant contributors to the overall sound level, Source Path Contribution (SPC) analysis was conducted. Noise dosimetry and time-motion analysis were also conducted to quantify operator noise exposure. SPC analysis determined that, under high idle conditions, a source near a hydraulic pump mounted to the rear of the engine and the engine cooling fan were the major noise sources. The time-motion/dosimetry analysis showed that the operators accumulated more than 90% of their noise exposures while they were hauling ore to the dump site and traveling back to the load site unloaded.

A mine that staggers the imagination is Chuquicamata, the granddaddy of them all. In 1968 production exceeded 300,000 tons of copper. Production began in 1915 and mining proceeded solely on oxide ores until 1953 when the first treatment of sulfides began. Today the company has mined about 1.2 billion tons of all types of material since inception. The accelerating rate of output can be gauged by the comparable 1946 figure of production-to-date which was 350 million tons. No single mine comes close to touching Chuqui for productivity at its high annual metal yield mining only 90,000 tpd of ore at the luxurious waste-to-ore ratio of 0.6 to 1. However, the complexity of the operation is enormous and the experience required to synchronize the various processes is masked by normal operations and only becomes apparent in times of emergency such as when the slide took place in the pit in February.

In May l942, the Bureau of Mines started exploring for manganese on the Black Poch manganese property, Esmeralda County, Nev., to determine possible reserves of manganese in the deposits. The work was done by the Bureau in cooperation with the Federal Geological Survey and comprised a study of the geology, mapping the area, and exploring by trenching, test pitting, and sampling. All ore bodies were examined and sampled, and the three most important areas were explored by trenching and test pitting. This report notes the location, ownership, and history of the deposits; explains the physical features of the district; mentions briefly mine workings and metallurgy; and describes the geology and ore bodies. The Bureau erected a temporary camp, repaired 5 miles of temporary road, constructed 1,000 feet of new road, dug 3,173 foot of trenches with a vertical crone section of 4 x 10 feet and 91 test pits with a cross section 3 x 6 feet, averaging about 6 feet deep, and cut 134 samples.
