"IntroductionIn the mineral processing industry, certain minerals such as uranium, thorium and vanadium, etc., are selectively extracted with high degree of purity from solutions containing variety of other impurities by solvent extraction process. This separation process consists of bringing two immiscible or partially soluble liquid phases in contact, where mass transfer of one or more components takes place by ion exchange under certain controlling parameters such as pH, salt concentration and temperature. The processes taking place are primarily physical because the solutes being transferred are ordinarily recovered without chemical change. For efficient extraction more than one stage is required and the solutions are recycled counter currently through other stages. A multi-stage counter current solvent extraction plants essentially consist of four circuits namely: extraction, water wash, stripping, and solvent scrubbing. In extraction circuit the desired mineral is extracted at a certain pH from an aqueous solution onto an organic solvent by bringing them in contact with mixing in large mixer-settler units. The mixed solutions are allowed to settle and separate into component organic and aqueous phases in horizontal settlers by providing sufficient residence time. The solutions are then moved counter currently to other units- the aqueous from the underflow and the solvent organics from the overflow of the settler. The solution streams coming out of extraction circuit are loaded organics and barren aqueous or raffinate solution. The loaded organics are washed with water in a water wash circuit to remove transported impurities from extraction circuit. In the stripping circuit, the desired mineral is stripped selectively from the solvent phase back into an aqueous phase with a stripping agent at a selected pH. The solution stream leaving, stripping circuit are stripped organics and pregnant strip (aqueous) solution. The stripped organics are scrubbed off other loaded impurities with a conditioning solution in, scrubbing circuit and the cleaned solvent is re-used in the extraction circuit.A typical solvent extraction plant for uranium extraction and purification at Agnew Lake Mine is described in this chapter."

Several reviews of mineral project performance in the past 35 years indicate a pattern of occasional, but recurrent, mining project failures due to shortcomings in geological information and estimation, mineral processing and metallurgical testing, feasibility study objectives and requirements, and project start-up methods. A commitment to quality assurance and continuous improvement methods and to obtaining “ENOUGH DATA, OF APPROPRIATE QUALITY” is essential. Recent international and Canadian proposals for mineral resource and ore reserve definitions have taken a nonprescriptive stance that will undermine the formulation of requirements, guidelines and industry standards for efficient deposit delineation and estimation, and for the determination of project feasibility. To help reduce problems, every feasibility study supporting a mine development and production decision should be based on objectives and methods adequate to reach completion targets similar to the bankers’, as a good business target for a profitable project. In a resource/reserve system, the use of reserve should be restricted to a project that meets required technical, economic and legal feasibility requirements for successful project implementation, and the definitions of these categories should provide explicit limits. Current shortcomings will limit the ability of the Qualified Person to provide “adequate professional practice,” fulfill his/her professional responsibilities to his employer or client and provide adequate information to the investing public. We must take advantage of present opportunities for Setting New Standards for the new Millennium.

SINCE the inception of dredge mining, the attention of engineers and operators has been directed primarily toward mechanical improvements and refinements calculated to, reduce operating costs and to increase recoveries. The result has been to develop an efficient excavating and value-saving machine, which, in some instances, has an actual capacity of 15,000 cu yd. per day. Steel hulls and superstructures minimize the risk of destruction by fire and lengthen the life of the plant. Dredges now restore, to some extent, agricultural possibilities to mined ground. Large buckets, with correspondingly heavy parts, are able to handle heavy wash and massive boulders. Mechanical weaknesses have been strengthened. The use of manganese steel in bucket lines and tumblers permits the application too the bank of a digging force that can be withstood only by solid material, such as rock, cement or frozen ground. Various alloys of steel have been applied to certain duties and experiments in their heat treatment are still progressing. Haulage by tractor or truck is in common use. Discarded and worn steel parts are repaired or rebuilt by the use of the oxy-acetylene flame and the arc-welding machine. Gold and platinum saving is more efficient, although still subject to improvement. Dredging for tin ore is in successful operation. Crews are now highly specialized and experience has developed improved methods of work; particularly in the manipulation of dredges to build levees of tailings and to leave open waterways where desired. To sum up by the distribution of overhead expense over several units, ground under favorable conditions can now be dredge-mined for 5)2 c. per cu: yd., in spite of the increase in cost of supplies, power, and labor during, the past few years. Improvements in prospecting methods, however, have not kept pace with mechanical developments. Standard practices of ; testing ground today produce only wide approximations of values; although they obtain information concerning the character of the deposit and bedrock. It is interesting to note that few important changes in the methods of ten years ago are .to be recorded; the latest comparisons between pros¬pecting results and mined recoveries-have been at such variance as to cause confusion to the operator, and, in a degree, the sacrifice of the confidence of the capitalist. This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. The aphorism that provided the title of this paper is probably a couple of hundred years old, but it still expresses a fundamental truth in the metals industry. This truth will be illustrated through a brief review of the major developments in the extractive metallurgy of the oxidized ores of nickel - the "laterite" ores. While the details to be discussed are for the most part specific to nickel, a close parallel with other commodities - particularly in recent years - will be apparent even to those whose interest in nickel itself is slight. Thus it is hoped that this paper will be stimulating, at the least, to anyone who is concerned with the implementation of process improvement, "Invention" in the present context means any change from "conventional" process technology that shows a reasonable chance of reducing costs, increasing revenues, or both, in the production of a commodity. This can be anything from a simple rearrangement of flowsheet steps to a completely different basis for processing. And the result may reduce costs by more efficient use of energy or labor or reagents; may increase revenues by better recovery of the primary product or by introducing the recovery of previously ignored by-products; may insure sales volume (and thereby cash flow) through higher product purity or an improved product form. "Necessity" is the perceived need to attain at least one of these classes of results. This perception of necessity, however, varies widely from management to management and from project to project.

Tremendous strides have been made in front end loaders in the last fifteen years. Fifteen years ago a 2; cubic yard front end loader was the largest standard machine you could purchase. Today there are two commercially available 15 yard front end loaders and many 10 yard front end loaders. The estimated total worldwide market for all front end loaders over one cubic yard has increased to over 30,000 units yearly. The trend for front end loaders, in general, and for the mining market, in particular, is to larger and larger loaders. Today there are 18 cubic yard and a 24 cubic yard front end loader in prototype form. It is not inconceivable that within another fifteen years that there will be front end loaders in the 50 cubic yard class with design features quite different from today's. These larger loaders are being designed at the demand of the mining industry and the design criteria are being directed at this market area. The costs of these larger loaders will be greater per unit of capacity, and it is the intent of the various manufacturers that they will be more reliable, be easier to service, give greater availability, live longer, and cost less to maintain, than previous loaders. It is also the intent of the manufacturers to compete directly with the large mining shovel as the front end loaders become appropriately larger and more reliable. There has been some trend in this direction in the past with smaller shovels and loaders. In Figure No. 1 are data for U.S. production of front end loaders (5-6 cubic yard class and 10 cubic yard class) and U.S. production of cable operation, crawler mounted power shovels, draglines and cranes (1; to 5 cubic yard class) for the years 1965 and 1970. The Quebec Cartier Mining Company produces iron concentrate for twelve months of the year from Port Cartier. This J>Ort is designed to handle ship varying in size from 3,000 to 100,000 d.w.t., requiring 50 feet of water at low tide. The harbour was built on shore for reasons of economy and layout, after considering many more conventional offshore designs. It provides for heavy oil bunkering, tanker off-loading, a heavy lift derrick and freight handling, besides ship loading and mooring. The weather for the previous fifty years was studied to enable wind and wave conditions to be accurately assessed for design purposes, and to determine probable lost time due to adverse weather conditions through-out the year. The first ship to be loaded was 60,000 d.w.t.; the second, 20,000 d.w.t. The latter entered the harbour after dark, under its own power, following a tug through the partly dredged narrow entrance. Large ships use tug assistance. Ships may leave the loading berth with the other berths occupied.

I welcome this opportunity to appear before you and to review briefly the various health and safety services of the Bureau of Mines available to the mining industry, other than coal, and also to tell of our plans for extending these services to improve safety and health conditions. The Bureau's health and safety activities are basically services by which we attempt to develop and disseminate information on improved techniques in mine accident prevention and promote mine safety education in the mineral industries. Unfortunately, some mining companies, particularly some of the smaller operations, seem to be unfamiliar with these services, The Bureau of Mines is charged by law with the responsibility for inspecting coal mines; other services to the coal mining industry and are provided only on request, Safety inspections and other services that we offer are provided for noncoal mining industries solely upon request.

"The Teck Highland Valley copper (THVC) mine is located approximately 55 km (34 miles) southwest of Kamloops and approximately 20 km (12 miles) west of Logan Lake, BC, Canada (Fig. 1). Mining at THVC is conducted at three openpit operations comprised of Valley, Lornex and Highmont with a total annual output on the order of 300 kt (330,000 st) copper concentrate and 5 kt (5,500 st) of molybdenum concentrate. The Phase 8 pushback in the Valley Pit (Fig. 2) was mined from 2011 to 2016. Successful slope steepening occurred in the later stage of the pushback with the implementation of presplit blasting in 2015 and 2016.This article summarizes the investigation and design approach including: structural analysis, kinematic assessments of bench breakback potential, development of discrete fracture networks (DFNs) to characterize discontinuity fabric, rockfall modelling, 2D anisotropic limit equilibrium and 2D distinct element modelling, assessment of potential kinematic failure modes affecting double benches with 3D distinct element modelling and improved blasting techniques using e-dets. THVC is currently undertaking a mine life expansion involving the pushback of the west wall of the Valley Pit above Phase 8 to extend the mine life to 2029. Engineering geologyThe east wall slope in the Valley Pit is comprised of a 350-m (1,148-ft) thick sequence of glacial valley sediments that occur along the Highland Valley (Fig. 2), exposing an overburden slope up to about 225-m (740-ft) high below the crest of the ultimate east wall. The glacial overburden units consist of pro-glacial outwash and glaciofluvial deposits, glacial outwash sands and gravels interbedded with till and alluvial fans consisting of cross-bedded sands and sandy-gravels. Lacustrine sediments occur within the mid to lower portion of the glacial sequence and contain intervals of low-shear-strength clays and silts. Two large (1.3 and 7 Mt or 1.4 and 7.7 million st) waste rock buttresses were required to maintain slope stability using slot-cut and fill mining methods, as described in Fortin et al. (2011).The Valley porphyry deposit occurs in the central portion of the late Upper Triassic Guichon Creek Batholith, which intrudes assemblages of the Permian Cache Creek and Upper Triassic Nicola groups. The Valley deposit occurs in an area of intense fracturing near the intersection of the northerly trending Lornex Fault and the northwest to westerly trending Highland Valley Fault."

Strategies and achievements in the Asian steel industry to construct industrial ecological chain are reviewed largely in the case of Japan, Korea and China. Emphasis is placed on the development of resource circulatory system for the minimisation of various wastes and emissions of green house gases (GHG), toxic gases and polluting particulates. The minimisation includes:Rationalisation of iron and steelmaking processes; Implementation of available relevant measures/technologies; Life cycle assessment in designing steel from semis to assembled products; Reduction, reuse and recycling of materials and energies; and Utilisation of core competence technologies to process domestic and industrial wastes. In view of global nature of the above wastes- and emission-issues, inter-industrial linkage and international cooperation across the borders in the Asian countries have become more important. Inter-industrial linkage definitely serves to cut back the wastes and emissions. Examples of such linkage and factors influencing the sustainability of the linkage are described with expectation for further development of the linkage. Importance of international cooperation cannot be overstressed under the circumstances where steel production in China exceeded 220 Mt and world production exceeded 945 Mt in 2003 and is still increasing. Practical measures are discussed to enhance the linkage and cooperation for effectively promoting the reduction, reuse and recycling, including implications for the nonferrous industry.

In 192b, there wore 47 fatal accidents in the California petroleum industry, 14.6 per cent more than occurred in 1927 when 41 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. This increase in the number of fatal accidents for 1928 has caused the first upward trend in the fatality curve of the California petroleum industry since 1923. In no other year during the 6-year period have the fatalities in any one year been greater than those for the preceding year. This fact should be given serious consideration and study by the petroleum industry, and an endeavor should be made to cause the number of fatalities again to decrease and conform to the previous gradual declining trend of the fatality curve. For many years, mine-impacted water has been regarded as a problem and linked to long-term environmental liabilities. However, this water can be a renewable and a sustainable resource, provided that it is managed in a responsible and sensible manner. South Africa’s National Water Resource Strategy (NWRS, 2013) considers water that can be used to contribute to economic activity to be a water resource. Although all water resources are considered as belonging to the State, government does not appear to have meaningfully explored the use of mineimpacted water to contribute to the country’s economic activity. Africa is blessed with more sunshine than anywhere else, apart from Australia, yet we see no rollout of vast quantities of solar panels to ensure every African family has access to affordable power. This suggests that governments are incapable of managing such a free resource. At the same time, apart from the equatorial areas, water is a seriously constrained resource and yet we expect the same entities to manage a commodity none of us can live without. This paper explores the conversion of mine-impacted water from waste to a resource and how the inclusion of other stakeholders (such as water users, landowners, and ordinary South Africans) could benefit the process.

PT Freeport Indonesia is a block cave mine that now utilizes an advanced undercut method to set up the min in the Deep Ore Zone (DOZ). In this method a slice of rock (undercut) is broken such that it sits on top of the drawbell level. The drawbells are developed to channel the broken ore into the extraction level and to enable the caving orebody to be drawn out in an even and controlled manner. These drawbells are difficult to form due to the small amount of void that can be developed in the low strength rock before firing. Starting with two rises of 2m square, the void ratio for the entire drawbell around 6%, which would normally result in a frozen and unproductive blast. Orica -Mining Services have worked with PT Freeport in a collaborative effort to find a solution to the mining problem. With excellent control of timing of the blasting it is possible to get fluid flow of blasted rock out of the draw points such that more void can be made available for blasting the remaining parts of the drawbell. The i-konTM electronic blasting system gives the exacting control of timing within the blast to achieve this Dynamic Void Generation (DVG). The solution stops the need to charge close to brows in the drawbells and reduces the cost and time related to developing initial blast voidage. This paper identifies the results of the trials including design, photographic evidence and vibration analysis. The flexibility and accurate timing of this electronic blasting system has enabled single hole initiation rather than 4 or more holes being initiated together, thereby reducing the damaging vibrations to the extraction level.

In the fall of 1993, construction was completed on a state of the art industrial waste water treatment plant at Asarco's East Helena Lead Smelter. Purpose of the plant was to remove arsenic and metals using hydroxide precipitation. Completing of the plant culminated a lengthy process of laboratory bench-scale test work, engineering, construction, and Environmental Protection Agency (EPA) oversight. Unfortunately, the effiuent requirements for the plant were made significantly more stringent as construction was rearing completion. As a result, optimization activities were initiated to determine and implement measures to substantially improve effiuent quality so the new discharge limits could be met. These activities consisted of acquiring a thorough understanding of process chemistry and plant operations, and developing simple, practical methods of automating unit operations associated with the treatment plant. Implementation of these modifications in the second half of 1996 will not only significantly improve the constancy and reliability of treatment plant operations, but also result in operating cost savings and reduced need for increased operator attention at capacity flows, plus allow the treatment plant to meet the new discharge limits.

HE Chile Exploration Co.'s mine and reduction plant are at Chuquicamata, Chile, on the eastern edge of the Atacama Desert, 163 miles northeast of Antofagasta, 80 miles from the Pacific Ocean, and 70 miles from the Bolivian border and at an altitude of 10,000 ft. Guggenheim Brothers started prospecting in -4pri1, 1912, and purchased the main property, in October of that year; the property is now controlled by the Anaconda Copper Mining Co., which acquired it in January, 1923. The orebody strikes north 10" east, and has a dip of about 64" west. The length, as far as developed, is approximately 1% miles; the width averages sightless than mile.

The safety record of the coal-mining industry, both anthracite and bituminous, in 1966 was improved over that of 1965 in all general measures of injury experience. The improvement was more pronounced in the anthracite industry. The total of 10,679 disabling work injuries comprised 233 fatal and 10,466 nonfatal injuries, 26 and 692 fewer, respectively, than in 1965. The number of fatalities in 1966 was the lowest annual total since complete records were started in 1910. Similarly, the number of nonfatal injuries in 1966 was lower than in any year since 1930 when such data were first collected.

Safety work in mining at the Andes Copper Mining Company, Potrerillos, Chile, is divided into three parts: (1) accident prevention, (2) fire prevention and protection, and (3) silicosis prevention and control. In the company's operations a steady campaign has been waged to reduce accidents and silicosis, and to prevent fires. In the following pages the safety record for the past twelve years will be examined and the methods explained by which the accident rate was reduced. Table 1 contains yearly data pertaining to the scale of the mining operations and the accident record. Block caving is used for all ore production and the tonnage mined has aver- aged 30,000 short tons per day for the past seven years. Table 2 classifies 44 fatal accidents which have occurred since 1935. The leading causes of accidental death are transportation of ore and use of explosives, followed in order by per- sons falling, falls of ground, and by asphyxiation. The modern polarizing microscope with such accessories as cameras, infrared devices, reflectance and/or transmission photometers, indention hardness, and heating stage is used to characterize coal, coke, and other carbon forms. It allows characterization of coke by-products, such as tars and pitches and their insoluble residues. A useful product of the microscopic approach is the coal petrographic analysis which permits the prediction of coke strength carbonization pressure and volume change. Carbonization tests are expensive, time-consuming and require large amounts of coal. Tests on the coke show it to be strong or weak but give no indication of why. Petrographic analysis requires grams of coal and yields data that indicates why the coal produces coke of a given quality. Small samples from drill cores are sufficient for petrographic analysis. These data are also used to optimize blends for coke production. When coke-plant problems occur, ~he microscope can be used to check the coal blend proportions, as well as for weathered coal. Microscopy is useful in spore correlation work which may be a prerequisite to sound coal reserve estimates. Dispersed vitrinoid reflectance studies are used to determine the degree of organic metamorphism which serves to establish oil and gas deadlines. Tars and pitches are examined microscopically for the amount of normal solids as well as the size of undesirable carry-over solids resulting from pollution abatement practices in coke works. The microscope is also used to study coals for gasification and liquefaction.

In response to recent mining disasters and new mine rescue team legislation, NIOSH researchers conducted meetings across the United States with mine emergency response experts to investigate current needs and issues. Some of the issues include emergency response preparedness, mine rescue contests, real-life training capabilities and training facilities. Many new teams are being formed that must be trained for mine rescue team competitions as well as be ready to respond to a variety of mine emergencies, including a fire or explosion, a massive roof collapse, mine inundations or vertical shaft rescue situations. Therefore, it is important that these teams are adequately prepared and trained. This paper presents a summary of domestic and international coal mine rescue training facilities and identifies those that provide unique, real-life and/or state-of-the-art training. Research findings from this report will be used in further NIOSH investigations to improve coal mine rescue training.

For the purpose of this paper I shall, in order to limit myself, define the words 'Maintenance' and 'Equipment' as follows: Maintenance shall mean the 'care of or 'the sustaining of equipment in as nearly perfect condition as possible. Equipment shall mean any item of a mechanical nature entering into the production of coal; it will be seen that unless one limits the use of this word it could take in administration as well as operative equipment, and include metal mines, mills and smelters, and manufacturing plants. In any industry the first consideration is the proper operation of all units entering into the production of the article manufactured or produced. I wish to quote here what a man, well known internationally in financial circles, told his operators at the time a large expansion programme was under consideration. His exact words were: "I do not care how much it is going to cost. What I want to know is how much it is going to cost to operate and maintain. It is the continuous drain for repairs that costs us the most money." The truth of this statement has been proved time and again, and many companies have found the cost of maintenance to be the balance between profit and loss-so much so that, in two instances with which the writer is familiar, the mechanical equipment was practically replaced throughout. I bring this point out here to emphasize the value and necessity of keeping abreast of the times, and obtaining maximum efficiency with the minimum outlay. Time is indeed money where delays occur due to defective or poorly kept equipment, and it is absolutely necessary to prevent machinery from becoming defective or inefficient.
