The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

BlIP Minerals is a large, diversified, international mineral producer. This paper describes the company's operating strategy, and identifies the role of mineral processing in this strategy through three examples: the column flotation installation at Escondida in Chile, the leach-SX-electrowinning plant, proposed for Escondida, and the whole-ore roasting process being constructed for the Syama gold operation in Mali. It is concluded that the application of appropriate and sometimes novel mineral processing technologies can achieve significant benefits in reduced operating cost, improved product quality, and in some cases the exploitation of previously uneconomic deposits, thereby providing strategic advantages to the company.

The xanthate flotation of chrysocolla can be improved by preheating the ore to 500° to 600°C. Addition of water vapor reduces the preheating temperature required. The temperature range of flotation improvement correlates well with the range over which dehydroxylation occurs. This observation is consistent with changes in the structure and properties of the mineral as detected by measurement of solubility, D.T.A., T.G.A., X-ray diffraction, and infrared absorption and with recently proposed explanations of chrysocolla flotation. A brief experiment by one of the authors several years ago showed that exposure of chrysocolla to high temperature water vapor resulted in increased recovery by subsequent xanthate flotation. Recently renewed interest in flotation and thermal properties of chrysocolla1-5 prompted further study of this effect and more detailed reporting.6 This paper explores the response of pure chrysocolla recovery in Hallimond tube flotation tests to the time and temperature of exposure and to changes in the water vapor pressure. Brief attention is paid to the effects of such treatment on accessory minerals. A single experiment with flotation of chrysocolla from an ore is reported. MATERIALS Chysocolla from Inspiration, Gila County, Ariz. was crushed in a porcelain mortar, cleaned of visible and magnetic impurities, and screened to obtain -48 +65 mesh (Tyler) material for flotation test work. The clean material contained 28.5% Cu and was identified as chrysocolla by comparison of X-ray diffraction, D.T.A., and infrared absorption data with that reported for similar materials by others.4,5,7 Samples of malachite and chalcopyrite, prepared in a similar way, were also identified by X-ray diffraction. The sources of these materials are unknown. A sample of chysocolla-bearing oxidized copper ore from Pima, Ariz. was crushed and dry ground for thermal activation and subsequent flotation. PROCEDURES Activation: The apparatus used for exposure of materials to high temperature water vapor is illustrated in Fig. 1. The furnace temperature was controlled to ±5°C Water vapor pressure was controlled by pre-saturating a nitrogen carrier stream with water in an adjustable thermostatted saturator (multiple bubbler). A water manometer and capillary orifice flow meter were used to measure nitrogen flow rates for activation and for subsequent Hallimond tube tests. Gas flow rate and temperature were adjusted prior to introduction of samples. Exposure time was measured from the moment of introduction of the sample to the furnace, hence includes an initial drop below the control temperature. After heating, the samples were removed from the furnace and stored at room temperature in air. Representative samples of activated materials were examined by X-ray diffraction and infrared absorption.

The kinetics of loading of gold from bromide solution onto an anion exchange resin, PAZ-4, were investigated in a batch stirred reactor. The initial loading rate was described mathematically by a first-order reaction rate equation. The effect of agitation speed, temperature, resin particle size, resin concentration, initial concentration of gold and bromine in solution on the rate was investigated. The model described fairly accurately the loading process in terms of the variables investigated. The rate constant for the initial loading ranged from 0.5 to 1.3 x10-3 sec-1 and the half-time was 9.3 to 56 minutes. The initial rate constant increased with increasing temperature with an activation energy of 15.7 kJ/mole (3.8 kcal/mole). The rate constant was directly proportional to the concentration of the resin in solution. The subsequent reduction reaction was also modeled by the first-order rate equation and the apparent rate constant was estimated to be 3.0 x 10-6 sec-1 with a half-time of about 44 hours.

THE plant of the Boston and Colorado Smelting Company, at Argo, Colo., has not received special notice in technical or scientific publications for some time past. Dr. Peters' described the development of the reverberatory furnace used at Argo, but he dealt almost exclusively with the increase in size and the corresponding gain in capacity. Since the time of his description the changed conditions have led to a modification of the former smelting practice, and this modification forms the basis of the present paper. No claim is made for personal originality in connection with these improvements, in fact, I expressly disclaim any such intention, since nearly every successful step in the development of the process now used at Argo has been suggested by Dr. Richard Pearce at various times during the past 12 years, though perhaps in a different manner of exe¬cution. These changes would undoubtedly have been made before, were it not that many problems of greater metallurgical importance and momentarily of more urgent need thus had to be solved. At the time to which I refer, economic conditions demanded mainly an increase of capacity. Moreover, the determination and placing of exact losses in smelting were not so imperative as they now are. About three years ago, the time of my appointment to the - management of. the works of the Boston and Colorado Smelting Co., the great decline in the price of copper occurred; the Argo plant, in common with all others engaged in the copper-industry, lost heavily in the market-value of the stocks on hand of ore and furnace-products. Added to this was the unfortunate circumstance that the copper-supply of the Argo plant from general sources began to dwindle; in fact, it almost entirely ceased. Bio-hydrometallurgy technology was applied for the extraction of copper from the raw ores of Chambishi Mine in Zambia. A copper extraction of 93.29% was obtained for small scale column bioleaching within 63 days, while a copper extraction of 89.05% was achieved for large scale column bioleaching in 90 days, thus confirming the amenability of the raw ores for effective extraction via bioleaching. The bacteria were cultured in a 6-stage enlarge cultivation. The bacterial cultures with cell concentration of more than 1×108 cells/mL were added into a spray pond of sulfuric acid to be applied in the dump leaching, and a copper extraction of about 50% was achieved within 2 months. The production report revealed that the copper extraction increased by approximate 20%, and the acid consumption was reduced to around 35% as a consequence of adding the bacteria. The industrial demonstration of the bio-hydrometallurgy technique is now well established in Zambia, and further applications of bio-hydrometallurgy in both Zambia and Congo are currently in progress.

Introduction This paper is a descriptive analysis of injuries and fatalities at small surface bituminous coalmining companies in Pennsylvania. The purpose of analyzing a specific industry sector and location is to identify issues that might be missed in a wider analysis. Other studies of small mine safety (e.g., Peters and Fotta, 1994, Randolph and Boldt, 1997) have shown that the relationship between safety and mine size is not a simple one. Some injury types occur at higher rates at small mines, while others occur at lower rates. Consequently, an analysis limited to a specific type of mining can help identify hazards and issues specific to that sector. The results of this analysis will be useful for directing training, intervention, and research efforts towards the most prevalent causal factors and incident types. Procedures and Definitions Data sources The primary sources of data for this analysis were files provided by MSHA containing information collected under Title 30 Code of Federal Regulations, Part 50. These files, commonly referred to as “Part 50 data”, are provided though MSHA’s Program Evaluation and Information Resources directorate. Two primary types of injuries were selected from the Part 50data: Fatalities (MSHA “degree of injury” code 1) and lost-time injuries, otherwise known as nonfatal with days lost (MSHA “degree of injury” codes 2 through 5). Lost-time injuries involve either actual days away from work or days of restricted activity or both. Fatality and lost-time injury incidence rates were calculated using the standard MSHA formula: Number of injuries per 200,000 employee-hours. Additional information on company sizes and mine ownership was provided by the Pennsylvania State University College of Earth and Mineral Sciences. Time span A five-year time span was selected for this study. More than a single year of safety experience is usually needed to capture a broad range of incident types. Many types of injuries, especially fatal injuries, can be extremely rare, and may be missed if too short a time span is selected. However, a time span that extends too far back may begin to suffer historical threats to validity. That is, incidents that occurred several years ago may be caused by hazards that have since been remedied or may be related to mining practices and conditions that no longer exist. A five-year span offers a practical compromise between these two concerns. Consequently, the MSHA Part 50 data files from 1993 through 1997 were used. The 1997 file was in “preliminary” form at the time of the study, so small variations from the final 1997 “close out” file can be expected. Based on past experience, we do not expect the close-out variations to have a significant impact on the findings.

The object of this investigation by the Federal Bureau of Mines was to evaluate the workability, recrystallization characteristics, and mechanical and physical properties of high-purity electrorefined vanadium. The low level of interstitially soluble elements in electrorefined vanadium results in a soft ductile metal which responds readily to cold working by rolling, swaging, and press-forging. Hardness, strength, and resistivity increased with an increase in impurity content, but thermal expansion was independent of impurity content. The work-hardening of vanadium occurs rapidly. Most of the hardness increase occurs in the first 15 pct. of reduction in area. When vanadium is annealed, its hardness increases to a maximum when the annealing temperature is between 200° to 400° C. A sharp decrease in hardness develops as the annealing temperature is increased. An anomaly in the hardness versus annealing temperature curve is present in the 600° to 800° C. range, while all evidence of cold-work is removed at annealing temperatures above 900° C.

"Times Square, arguably one of the best-known destinations in the world, has undergone and continues to undergo a re-development aimed at attracting corporate tenants to the area. Mueser Rutledge Consulting Engineers (MRCE) was involved with the planning, design and construction of the foundations for the Conde Nast and 5 Times Square sites, as well as Times Square Tower. These sites are pictured in Figure 1.This paper will focus on the design and construction of the deep foundations for Times Square Tower that was developed by Boston Properties. PROJECT DESCRIPTIONTimes Square Tower is 47 stories tall, with no setbacks and an overall height to top of crown of 730 feet (222.5m). It has two basement levels extending 30 feet (9m) below grade over the full site. As shown in Figure 1, the structure occupies the entire site and has a footprint of 22,000 square feet (2,044 m2), with a total rentable area of about 1.2 million square feet (111,480 m2). The planned use for the building is office space with retail at the ground level. When completed, Times Square Tower was the final building constructed as part of the Revitalization of Times Square. Due to the site constraints, designing and constructing the foundations was akin to placing the final piece of a puzzle.Times Square Tower provided numerous design and construction challenges that were a result of tight working conditions, heavy column loads, and a compressed schedule.GEOLOGIC SETTING AND SITE HISTORYThe Times Square area is part of the Manhattan Prong called the Manhattan Ridge, a formation of old and durable metamorphosed and folded bedrock, now termed the Hartland Formation. The bedrock generally has a thin soil cover and uneven surface overlain in some areas with a thin mantle of decomposed and/or weathered rock. Overburden soils include glacial and post-glacial deposits and recent fills.Transit improvements have been made in and around the Times Square area since the early 1900’s. The 1, 2 and 3 Subway Lines that run below 7th Avenue were constructed circa 1915 using cut and cover techniques and extend about 28 feet (8.5m) below grade. The N, R, Q & W Subway Lines that run below Broadway were also constructed in 1915 using cut and cover techniques and extend about 38 feet (11.6m) below grade. The 7 Line that runs below 41st Street was constructed later, using both cut-and-cover and tunneling methods as it runs below the other subway structures at a depth of about 55 feet (16.8m) below grade."

Canadian leadership in a global mining context will depend not only on entrepreneurship and best practice but also on technological innovation. This paper argues for more ambition and commitment to R&D for technological innovation in Canadian mining. It focuses on underground hardrock mining, where past R&D initiatives have simply not stood the test of time, and it is important to examine why. Concerns arise because industry’s commitment to R&D has not been sustained over time. Innovation through exploration, processing, and environmental technologies has been more significant. Meanwhile, R&D capacity and synergies in government institutions and universities have not been exploited. There is a need for more commitment, coordination, and collaboration by industry, governments, and universities. This paper examines some corporate models that have achieved sustainable innovation, along with some that have not. A strategy for innovation is discussed that relates to culture, commitment, coordination, and collaboration.

"Research has been conducted during the past year on a study to correlate respirable coal mine dust characteristics with worker positions and coal seams. The first characteristic of respirable coal mine dust which has been addressed in the correlation study is respirable dust mass concentration. In fulfillment of this objective, two mines operating in different coal seams have been selected for respirable dust mass sampling on both longwall panels and continuous mining sections. At present, sampling has been completed on the longwall panel operating in the first mine, and one half of the planned sampling has been accomplished on the continuous mining section.The first mine sampled is operating in the Pittsburgh coal seam. The average mining height is approximately 78"" with an average of 8"" of bottom shale being mined. The mine is primarily a longwall mine, and continuous mining machines are used to support the longwall.Figure 1 shows the layout of the longwall panel which was sampled. Intake air is coursed via the track heading up to the headgate area. The air splits at the headgate. Approximately 20,000-30,000 cubic feet of air per minute (CFM) is used to ventilate the longwall face and about 5,000-10,000 CFM is routed down the belt entry. Substantial leakage across the gob was noted during the sampling period. An average of 1800 CFM per 100 feet of face leaked through the shields into the gob from #1 shield to #112 shield. A substantial amount of leakage also occurred between the #1 shield and the solid rib of the headgate development panel. The path of the air used to ventilate the panel is shown with arrows in Figure 1. Direction of air flow was opposite to the coal moving direction on the armored face conveyor.A double-drum ranging shearer is used on the face to cut a 30-inch web of coal. Normal practice is to cut from the tailgate to headgate with the leading drum raised and the tail drum lowered for cutting bottom. After reaching the headgate, the shearer is reversed and both drums are lowered for a clean-up pass. The last 40 feet of face on the tailgate is cut on the clean-up pass.The shearer is equipped with 2 banks of 4 water sprays each and 2 large sprays on the headgate end and 1 bank of 4 sprays on the tailgate end. Additionally, sprays are located above bits on the cutting drums. Actual cutting speed was approximately 14-18 feet per minute, depending on conditions.The cross sectional area for air flow on the face was approximately 60 square feet before a pass was mined and 80 square feet after a pass was mined but before the shields were advanced. The cross sectional area at the shearer was about 35 square feet.The condition of both the tailgate and headgate of the panel was good with no signs of significant roof problems. The roof conditions along the face during the sampling period were variable. At times, as much as 3 feet of drawslate fell from the roof for a span of as much as 40 shields. Generally, however, relatively local areas of falling roof were encoun-tered, usually limited to a 10-20 shield span when appearing.Ten days were spent gathering respirable dust samples on the longwall panel. Mine Safety Appliance (MSA) sampling units equipped with 10-mm nylon cyclones, pre-weighed MSA PVC filters, and constant-flow DuPont pumps were used to obtain thesamples. The pumps were calibrated at a 2 liters-per-minute flow rate. The 10-mm cyclone was selected for classifying total dust into the desired respirable fraction in order to obtain ""legally defined"" respirable dust samples for detailed physical characterization."

St. Peter sandstone is an arenaceous sheet that covers large area in North America. The interest for St. Peter sandstone has been increasing due to the upward trend for hydrofracturing and the consequent need for fracking sand. This material is possesses very unique mechanical properties. On the one hand, it is brittle as characterized by an unusually high friction angle, up to 69°, and steeply curved failure envelopes. On the other hand, it is friable, possessing extremely low, and in most cases zero cohesion. The underground mines that are working under this condition are lacking the ground control techniques for this particular mining environment. The geotechnical properties of the St. Peter sandstone were examined using uniaxial test, triaxial test, porosity test, flexural strength test. This paper aims to investigate the effect of microstructure on strength properties, utilizing microscopic studies, index test (porosity, size distribution).

I N the introductory chapter to "Man and Metals," T. A. Rickard wrote "Five hundred thousand years ago the first footfalls of man's oncoming echoed down the corridors of time." This phrase has always appealed to me, not only for its resonance but because it seems to place in some perspective man's place in the cosmos. As we go about our daily occupations and as we meet here tonight, we must agree that we have come a long way slowly at first through the ages of change but with a quickening pace that has brought to man's know-ledge and use, within the last hundred years, more ideas, more material advantages, more opportunities and more comforts than were ever imagined or dreamed of in those long corridors of time. Looking back to the dawn of his-tory, a mere five thousand years ago, there is one aspect of the birth and growth of civilization that has particular significance for the miner and the metallurgist.

Laboratory relative permeability data on reservoir rock are obtained on samples which are not subjected to overburden pressure during the permeability measurements. These data are then used for calculating the performance characteristics of reservoirs in which the rock is under the pressure of the overburden. Recent observations have shown that the permeability and porosity of reservoir sandstones are decreased by application of overburden pressure. These observations led us to a study of the effect of overburden pressure on the relative permeability characteristics of sandstones. A previous note from this laboratory1 showed that overburden pressure, simulated by applying hydraulic pressure to the outside of a plastic mounted core. caused a reduction in permeability of the core by as much as 50 per cent at 10,000 psig. In a multiphase fluid flow system, the relative permeability at a given saturation will change if the permeability or the effective permeability changes but not if both permeability and effective permeability change by the same ratio. The tests described in this note were made to determine the effect of overburden pressure on permeability and effective gas permeability in the gas-oil system. The gas-oil system was chosen because the available equipment was best suited for studying this system. The resultant data can be applied to other systems of interest because the gas permeability in the gas-oil system is the permeability of the nonwetting phase and, as such, is equivalent to the gas permeability in the gas-oil-water system and to the oil permeability in the oil-water system. EXPERIMENTAL METHOD Cylindrical test plugs, one in. in diameter and one in. long, were cut from sandstone core samples from three different reservoirs. After extraction in toluene, the plugs were mounted in Lucite by conventional core mounting methods.3 The core properties are given in the legend in Fig. 1. The mounted cores were machined to fit the apparatus shown in Fig 4. Air permeabilities as a function of overburden pressure were measured by connecting lines (1) and (2) to a conventional air permeameter. To measure porosity changes as a function of overburden pressure, the lines leading to (1) and (2) and the core were saturated with kerosene; line (1) was capped and a small bore precision calibrated pipet was connected to (2). Changes in pore volume of the core as overburden pressure was applied were noted by reading the amount of kerosene produced into the pipet. To correct for the change in volume of the lines inside the hydraulic cell as a function of pressure, a pressure-vs-volume run was made with a solid Lucite cylinder substituted for the core. The change in volume of the lines was about 10 per cent of the change in pore volume of the core. No correction was needed for the permeability measurements because there was no measurable pressure drop in the lines at the maximum overburden pressure. Relative gas permeabilities were measured by the stationary liquid method described by Osoba, et al.' The following paragraphs have been extracted from a recent publication of the U. S. Department of Commerce; Miscellaneous Series, No. 65, " German Trade' and the War, " which portrays the industrial, commercial and economic conditions of Germany, at the present time, and has been compiled largely from sources published in Germany. Iron and Steel The Krupp company, the greatest of the German munition works, was faced at the outbreak of the War with the disappearance of its great international business, but this was amply compensated by orders from Germany and her allies, and the activity of the company has been greatly extended. The general meeting of December 1914, voted an increase in the capital to 250,000,000 marks. The gross profits of the company, amounting to 61,900,000 marks in 1912-13, have been more than doubled during the war. The gross profits were 128,260,000 marks in 1914-15 and 143,360,000 in 1915-16. Large sums have been written off; 10,000,000 marks have been placed in the pension fund during the war, and 5,000,000 were appropriated for workmen's dwellings in 1915. Thirteen million marks have been devoted to war assistance in the last three years. The assets of the company were valued at 967,000,000 marks at the end of 1916. For the year 1916-17, the company paid a dividend of only 10 per cent., but set aside 85,425,000 marks for depreciation. The Bismarckhütte in Upper Silesia, capitalized at 16,000,000 marks, with a bonded indebtedness of 7,907,500 marks in 1913-14, reported 3,912,000 marks of net revenue from operation for that year. During the three years of war the revenue increased successively to 8,077,000, 11,805,000, and 16,994,000 marks. While the capital remained unchanged, and the bonded indebtedness was but slightly reduced, the dividends paid during the last four years were increased from 9 per cent. in 1913-14 to 15, 25, and 30 per cent. during the war. During the year 1916-17 the amount written off, chiefly on the works and plant account, was 10,553,000 marks, or nearly as much as the total set aside during the three preceding years. The turnover for that year reached a sum many times the amount of the capital. At the end of 1916 the company's shares were quoted at 275, as against 144 at the end of 1913.

Although originally designed with deep foundations consisting of all driven steel H piles and drilled caissons, a unique application of Augered Cast-in-Place (ACIP) piles as an alternate design resulted in a significant cost savings for the Midfield Terminal Project at the Pittsburgh International Airport. The project was enormous in scope covering an area two miles long by one mile wide, with changes in elevation of over 200 ft. The varying geology combined with the large amounts of fill required resulted in a complex set of geotechnical design parameters that had to be evaluated through both load testing and analyses. A total of almost 400,000 lineal feet of ACIP piles were installed for this project.

The effect of metallic iron fines on froth flotation of a sulfide ore was examined by comparing the flotation results with and without iron fines present in the flotation feed. Mild steel and ceramic laboratory ball mills were used to grind 600 g sulfide ore charges. The mild steel ball mill generated approximately 4.6 g of iron fines (0.8% of the ore charge mass) when grinding to a product size of 80% passing 200 mesh (75 mm). When a low dosage of a weak xanthate collector was used in flotation, the impact of the iron fines on sulfide flotation was marked. Higher dosages of stronger xanthate collectors rendered the impact of the iron fines much less significant. Consumption of the collectors by the powdery iron fines is believed to cause the differences observed in the flotation results. A galvanic effect on flotation was not evident in this study. The impact of the iron fines on silicates depression was also examined.

INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant.
