A number of Federal laws affecting safety and health in the mining industry has been enacted and revised over a period of many years. We have tended to classify these laws and their applicability into three categories: 1) coal mines, 2) metal and nonmetallic mines, and 3) mines with Federal supply contracts. With the growing attention which is being given to mine safety by the Federal government, the entire mining industry should keep aware of all developments in the administration of each of these laws.

"IntroductionCrows Nest Resources Limited (CNRL), a wholly-owned subsidiary of Shell Canada Resources Limited, is nearing completion of its first coal project, located in southeastern British Columbia. CNRL shipped over 700,000 tonnes of thermal coal to foreign markets in 1982. With the completion of the metallurgical coal plant in December, 1982, shipments of both thermal and metallurgical coal will increase substantially in 1983 and will approach the anticipated operating capacity of 3.0 million tonnes in 1985. The Line Creek Mine lies some 25 kilometres north of Sparwood in southeast British Columbia (Fig. 1). The open-pit mine is located on top of Line Creek Ridge, with coal being hauled 16 km to the thermal and metallurgical coal preparation plants, situated adjacent to the already existing Canadian Pacific Railway. Most of the coal is moved by 108 car unit trains by CP Rail to coal ports in Vancouver, where it is loaded onto vessels destined for overseas markets. Some smaller scale car load shipments are moved by rail to contiguous markets in the Pacific Northwest. History The southeastern British Columbia area, known as the East Kootenays, is steeped in a rich coal mining heritage, dating back to the latter part of the nineteenth century. Predecessors of Crows Nest Resources Limited were instrumental in developing the rich coal reserves in the area. In 1887, William Fernie, a pioneer-cum-prospector recognized the potential of coal deposits in the East Kootenays. Spurred by the relentless push west of the Canadian Pacific Railway through the Crows Nest Pass area, Fernie recognized that it was just a matter of time before the steam locomotives provided him with his required market. That time arrived in 1897 when Fernie helped to form the Crows Nest Pass Coal Company and coal mining commenced at Coal Creek, near his namesake town of Fernie. During its almost 70-year history, this company produced over 48 million tonnes of steam coal and 8 million tonnes of coking coal. In 1965, the Crows Nest Pass Coal Company was re-named Crows Nest Industries, to better reflect its expanded interests into forest products, and it is the latter company which Shell Canada Resources Limited acquired in 1978. The extensive coal resources of Shell, in both Alberta and British Columbia, were rationalized into one group with the birth of Crows Nest Resources Limited to manage and develop the coal holdings."

A recent survey of CEOs from major steel companies worldwide revealed the importance of recycling zinc units from EAF dust, mill scale, blast furnace dust, and other zinc containing streams in their plants. Many processes were developed and installed in response to this challenge. The most successful approach involves the production of a crude zinc oxide and selling it to primary zinc producers to recover the metal value. The problem with this process is the high concentration of halides in the crude oxide. This type of material cannot be processed directly in an electrolytic zinc plant because of corrosion problems it will cause in electrolysis. In 1999, BRZ installed a zinc oxide receiving and washing plant to minimize the impact of halides to its circuit. A description of the washing plant and initial operating results are included.

I HAVE been greatly honored as your unanimous choice for President of this. Institute, with which I have been associated during my entire professional life. It is customary for your new President, on these occasions, to make some observation on matters of general interest from the engineer's standpoint. The profession of engineering in the United States comprises not alone scientific advisers on industry but, in great majority, is comprised of the men in administrative positions. In such positions, they stand midway between capital and labor. The character of your training and experience leads you to exact and quantitative thought. This basis of training in a great group of Americans furnished a wonderful' recruiting ground for service in these last years of tribulation. Many thousands of engineers were called into the army, the navy, and civilian service for the Government. Thousands of high offices were discharged by them with credit to the profession and the nation. We have in. this country, probably, one hundred thousand professional engineers. The events of the past few years have greatly stirred their interest in national problems.' This has taken practical. form in the maintenance of joint committees for discussion of these problems and support to a free advisory bureau in ,Washington. The engineers want nothing for themselves from Congress.. They want efficiency in government, and you contribute to the maintenance of this bureau out of sheer idealism. This organization for consideration of national problems has had many subjects before it, and I propose to touch on some of them this evening.

"INTRODUCTION This report embodies the results of a detailed statistical microscopic examination of the ore and the mill products of the Silver King Coalition Mines Co., Park City, Utah.The study was conducted under the joint auspices of the United States Bureau of mines is cooperation with the University of Utah at Salt Lake City, Utah. The work was done in the cooperative Microscopic Service Laboratory, which was equipped by contributions from the following companies: Utah Copper Co., International Smelting & Refining Co., American Smelting & Refining Co., United States Smelting, Refining & Mining Co., Tintic Standard Mining Co., Silver King Coalition Mines Co., and Park Utah Consolidated Mines Co. The salaries and the other costs involved in operation of the laboratory were met by contributions from certain supporting companies. In addition to the regular personnel of the laboratory the Bureau of Mines contributed the part-time services of a microscopist-consultant to direct and assist with the technical work.ACKNOWLEDGEMENTSThe authors acknowledge the courtesies extended by the Silver King Coalition Mines Co., through its general manager, M. "Managing slurry is a constant challenge for mining operations. Since slurries are not uniform, the challenge is complicated by varying rheology, velocity, temperature and pressure, all of which affect how the slurry moves through the pipeline and how destructive it is to the system it is flowing through. Picking the right equipment from the outset — the right size pipe, the right size pump and the proper valves for the application — allows mines to operate more efficiently. Better valve designs deliver multiple benefits — they can lower the cost of operations, reduce the amount of maintenance and associated downtime required and are better for the environment. Historically, modulating systems have used ball, plug and pinch valves to manage the flow of slurry, but each of these alternatives has limitations. Ball valves require ceramic lining in order to delay wear, and once a ball valve does wear, the entire valve must be replaced. Similarly, plugs in plug valves should be coated to perform in control systems, and whole valves must be swapped out upon wear. Pinch valves are expensive and only require replacement of the sleeve. However, sleeve replacement involves an extremely arduous process in which the valve is completely taken apart.Traditionally, designers have avoided using knife gate valves (KGV) in modulating systems because KGVs have not been able to hold up under the harsh operating conditions. The throttling that is required in some of these processes rapidly fatigues conventional KGVs, rendering them useless and in need of replacement. Fortunately, innovative design changes have the potential to change established views.Breaking new groundRecognizing the need for improved components, Victaulic took on the challenge of designing a valve that could withstand abrasive slurry systems for a much longer period of time. The first step in this process was to talk to miners, maintenance personnel, process engineers and operators in the field about the limitations of current offerings and then determine design specifications for an ideal replacement.Many of the responses to these inquiries were very similar and reflected challenges with current operations; the primary objective was to find a valve that would be lighter and cheaper than the valves currently in use. In theory, a lighter valve would be easier to replace, and since replacements need to be performed frequently, a cheaper valve seemed like the right idea."

Despite being crucial for the smelting process, furnace tapping using oxygen lances has not been considered an operation that brings value. Therefore, these important tools have not seen a significant change in over 100 years. Problems related to the use of oxygen lances include: • Inaccurate tool: causing damages shortening the life of the taphole refractories. • Safety: extended exposure to the operator in an unsafe area of the furnace. • Cost: high oxygen consumption & high lance consumption. • Time consuming and frustrating to connect one lance to another. This paper will suggest a very good solution; new concept thermal lances. We will show how these provide an outstanding performance for a more efficient, faster and cost-effective furnace tapping operation. These new lances are very accurate tools that enable the operator to perform a more controlled operation; resulting in longer taphole life, fewer repairs and less down-time.

AK6 is a Cretaceous aged kimberlite located in the north-east of Botswana, close to Debswana's Drapa and Letlhakane Mines. It was discovered by Debswana in 1969, but was considered unattractive from an economic perspective. In 2003, Debot Prospecting Pty Ltd ('Debot') re-assessed the area and with the advent of new prospecting technology, particularly large diameter drilling ('LDD') and more detailed ground geophysical surveys found AK6 to be of interest. In 2005, the Boteti joint venture was formed between Debot and African Diamonds plc ('AFD'), which covered a number of Prospecting Licenses, including that which contained AK6.

"There are two accomplishments of air and gas drilling: a new series of economic and mechanical challenges; and, acceptance as a standard drilling and completion tool.The new challenges are related to the concept of using a gaseous circulating medium in drilling for oil or gas. For purposes of discussion, a two part division has been made: the challenge of fluid invasion control and that of equipment and tools. Great strides have been made in the development of materials and techniques to combat formation fluid invasion. Chemicals and the ""mist drilling"" technique, now in use, have the versatility to cope with a wide range of downhole fluid entry conditions.Equipment and tools have been developed to meet the challenges of better, more economic drilling and completion possible with a gaseous circulating fluid. Economic and operational challenges remain.Acceptance of air and gas drilling as a normal operating tool was reached with difficulty. It is now established as a means of reducing costs in exploratory and develop-mental well drilling, exemplified in a recent study of 226 wells covering 419,407 feet of hole in the United States. Air reached the projected depth in 85 per cent of the operations, although formation water was encountered in 48.7 per cent of the holes. Slim hole bit performance and cost all compared for overall bit averages as part of analysis."

Approximately sixty, small, surface coal mines in Pennsylvania participated in a program designed to improve safety performance in the workplace. The method involved the use of safety sampling and observation to assess the safe standards of worker behavior and work conditions. Data were collected through the use of operation-specific, on-site safety records covering seven major occupational units. Workplace events observed (acts and conditions) were assigned a hazard classification; feedback, both immediate and delayed was initiated to improve safety performance. The experiences drawn from this pilot project have proven the need to continue to pursue this behavioral approach; however, a stricter methodology needs to be adopted in the collection and analysis of data.

"Even with the cyclic nature of mining, when it comes down to it, the bottom line is that whatever direction the commodity market is going there is always a desire to improve the economics of an operation in order to deliver a greater return to investors. Adapting to market pressures by introduction of an operational process change can often have a downstream impact. What may be less obvious is that reconciliation can play an important part in measuring the effectiveness of many operational changes. Through the adoption of best practice reconciliation and related comparisons, it is possible to measure the impact of changes across the mine value chain and identify variability that may have been introduced. Using analytical business improvement tools, examining and monitoring planned changes can be crucial in understanding whether the introduced changes have been effective and whether they have provided the expected result. Reflected light microscopy, and scanning electron microscope energy dispersive spectroscopic analysis and backscatter electron images were used to determine if a "slick dross" with undesirable handling properties has an assemblage of phases distinct from normal dross. This study has found that in the normal dross the most abundant lead phases are lead sulfide and lead metal and the most common copper phases are copper-iron sulfide and copper sulfide. In the slick dross, the most abundant copper phase is copper-lead sulfide and the most common lead phases are copper-lead sulfide and lead sulfide. The resulting mineralogical information has provided additional insight into the causes of the handling problem and the reaction mechanism for the formation of normal and slick dross

Saving energy and reducing pollution by minimizing emissions are today great challenges in the coking industry worldwide. In order to achieve satisfying results, equipment as well as technology should be continuously improved and updated. The most modern design tools should be adopted to maximize the coke production rate also ensuring the best coke quality. In this scenario, Paul Wurth is realizing the new coke making plant of CSPecem, Ceara - Brazil. These batteries are based on Paul Wurth “jumbo oven concept”. This solution incorporates all most modern features and design upgrading, in the aim of an easy and long-lasting operation putting a particular attention to environmental performances: the reduced number of ovens and the low number of pushing per day have the main effect of reducing pollution sources. Finally the paper will highlight Paul Wurth SOPRECO® System, which is foreseen to be installed in CSPecem batteries. SOPRECO®, which is capable of controlling the pressure for each individual oven in a coke oven battery, is thus able to reduce volatile emissions through doors, roofs and stand pipes up to 90%. The coke oven gas (COG) produced during the carbonization process is cleaned in a coke oven gas treatment plant to the level stipulated by applying the Best Available Technology (BAT).

The objective of this study was to evaluate the potential health risk associated with exposure of dozer operators to whole-body vibration. Measurements were made on 31 dozers used in different surface mines in Turkey. Predictions of adverse health effects of vibration were based on the standards BS 6841:1987, ISO 2631–1:1997, ISO 2631–5:2004, and the EU Vibration Directive:2002. Operators experienced high and comparable levels of vibration acceleration and dose during all dozer tasks: pushing the material (DOZE), moving forward (FORWARD), moving backward (REVERSE), and ripping (RIP). Specifically, DOZE, FORWARD, REVERSE, and RIP showed high potential of adverse health effects in terms of vibration dose according to the worst-case axis and vector sum criteria and a moderate adverse health effect for acceleration according to the worst-case axis criterion. Operators of large dozers were exposed to lower levels of vibration. However, no statistically significant relationship between vibration exposure levels and the propelling mechanism and the service time of dozers, operator experience, operator age, and ground type was found.

The Orchard Valley Mine, a large underground coal mine located in western Colorado, experienced a major mine fire during an idled Sunday on June 1, 1986. This mine had extensive problems with spontaneous combustion near the coal outcrop. Spontaneous combustion has been determined to be the probable cause of that fire. Preparing for a mine emergency was an on-going task. Once the emergency occurred, much of the preparation work was implemented and aided in controlling the situation. Later, the successes and shortfalls that arose from that emergency were analyzed for future course of action. This paper summarizes the activity that led up to the major fire, the handling of that emergency, the lessons learned, and the changes implemented.

Thermal treatments of five different types of non-ferrous metallurgical wastes, under controlled atmosphere, were carried out at temperatures lower than 800 °C. The aim of these treatments was to reduce the toxic elements content and to increase that of valuable metals in the residue. <Best results were obtained by their treatments in air or hydrogen or successively both of them. Simple treatments using air or hydrogen of three samples allowed the elimination of more than? 95 % of their toxic elements and&apos; almost doubled their valuable metals&apos; concentration. For the rest two samples, combined treatment was necessary for their efficient decontamination and the concentration of valuable metals, in the treatments residue, to a reasonable value. Most of the solids issued from these treatments can be recycled in .the current non-ferrous metallurgical processes.

"One of the key drivers of geometallurgy is to define the ore characteristics and their variability to build a geometallurgical model. The inclusion of waste rock properties and their variability is just as important, given that the generation of acid rock drainage (ARD) poses one of the most significant environmental challenges facing the mining industry. Formed through the oxidation of sulfide minerals in the presence of oxygen and water, ARD generation is exacerbated through the regeneration of lixiviates by naturally occurring iron- and sulfur-oxidising micro-organisms. In order to manage the potential risk of ARD pollution, timely, accurate, reliable and robust characterisation and prediction of the ARD potential of waste material is critical from an early stage in the mining process.This study demonstrates the use of the biokinetic-accelerated weathering test developed at the University of Cape Town to characterise the ARD potentials of gold waste rock samples under microbial conditions. These tests are performed in conjunction with standard characterisation tests to provide an indication of the potential for ARD generation under both chemical and biological conditions. Results provided information regarding the relative rates of acid neutralisation and acid generation, with the contribution of specific minerals to the observed behaviour considered through use of a detailed mineralogical assessment. "THIS PAPER will trace the work done in bringing the Munro underground ""A"" •Orebody into production to replace the open pit, which was scheduled to be completed early in 1959. Included will be an outline of the exploration work and early planning, and of the final decisions on mining methods. Some of the more detailed work will be described and reasons will be given for the decisions made regarding development work, mine ventilation, ground support, and equipment. Brief mention will be made of open pit operations, as these have had some influence on underground development. Also, some of the main geological features of the ore occurrence will be de-scri0bed, as these had to be taken into consideration when making decisions on ore development and mining methods.LOCATION AND HISTORYhe Munro mine of Canadian Johns-Manville is in Ontario, approximately 50 miles east of Timmins and 40 miles west of the Que-bec-Ontari-0 boundary. The producing orebody is in the southwestern part of Munro township. Property controlled by the Company extends nortl1westerly about 2¥2 miles into Beatty township, on which two other interesting asbestos-bearing zones have been partially expl-0red. Active exploration work on the property was started in March, 194.9, and continued until the summer of 1950."

The first bulletin (245)3 in this series, which appeared in 1932, summarized the entropy values then available for the elements and inorganic compounds, results being listed for some 150 substances. In the interim advances in the realms of spectroscopy applicable to the determination of thermodynamic properties and in the development of methods of calculation therefrom have added many highly accurate values. Moreover, through the efforts of Prof. W. M. Latimer (286) and his coworkers, satisfactory entropy values are now available for all but a few of the common inorganic ions in aqueous solution. At the same time rapid progress has continued in the study of low-temperature heat capacities in several laboratories, In addition, compilation and correlation of data pertaining to vapor pressures (247), thermodynamic properties of carbonates (258), thermodynamic properties of sulfur and its inorganic compounds (250), and the thermodynamic properties of metal carbides and nitrides (251), which were published as members of this series, have yielded many values. As a result, over 500 usable entropy values for inorganic substances may now be tabulated. This bulletin originally was planned as a second revision of the first member of this series, the first revision (249) having appeared in 1936; however, because of requests for the explanatory section of the first bulletin from those teaching thermodynamics, it was decided to com¬bine the information in the first bulletin and its revision with the data that have appeared since 1935 and to repeat the explanatory material in somewhat more detail. The purpose of this bulletin is therefore to give the available values of the entropies at 298.1° K. of the elements and inorganic compounds, together with enough explanation of the methods employed in calculating entropies to make the results comprehensible.
