In addition to established test procedures, such as screen analysis, chemical analysis, microscopical examination of ores and products, sink-and- float separation, gravity concentration, flotation, ,and magnetic separation with or without roasting, it was sometimes necessary to apply other methods, such as leaching, in instances where physical separations were not feasible.

Project Environmental Approval is a multi-faceted issue. From a mining perspective, it is a costly item because of avoidable time delay. The government perspective is that the approvals are a necessary part of meeting departmental requirements to ensure that the wellbeing of other uses of the environment is maintained. This paper outlines some of the problems inherent in the environmental approvals process and makes recommendations to both the proponent and government about improving the efficiency of the process.

"Modern signal and power electronics made adjustable-speed AC drives technically feasible and reliable and economically attractive. Cycloconverters are discussed as a proven technology for mine hoists. \IntroductionUntil rather recent technical and commercial advances in power and signal electronics, DC motors were used almost exclusively for applications requiring continuously adjustable operating speeds and torques. More recently, the significantly higher efficiency and the accordingly lower operating costs of AC motors gained importance. An effective and efficient speed control of AC motors requires the control of AC voltage and frequency. Table 1 shows typical applications of adjustable-speed AC drives.CycloconvertersOf particular interest to the mining industry are cycloconverters for hoist drives. The cycloconverter represents by far the simplest, most efficient and most economical means of converting a constant-voltage, constant-frequency supply into an adjustable-voltage, adjustable-frequency supply as required for the speed control of AC drives operating in the frequency range to half of the utility frequency.Cycloconverters feeding synchronous motors or induction motors are ideally suited for slow-speed direct-coupled drives."

"IN APRIL, 1965, the employee relations department (then called the personnel department) was established as a separate function within the company. Its aims and objectives were to hire an effective work force to operate the open-pit mine and the mill, which were at that time under development and construction. It was also directed to develop a sound policy for employee relations to assist the company in maintaining a stable and properly motivated work force, which included the establishment of satisfactory wage rates and fringe benefits, safety, fire protection and security. During the 8 years that the department has been in existence the scope of the company's operations has expanded to include a zinc plant and an underground mine. The work force has enlarged accordingly and now totals 1,680 employees working at the two sites, separated by 34 road miles. To cover the employee relations functions the department has a total of 29 members at the two sites. The department is organized under a superintendent, who has an employee relations supervisor, a safety director and a fire chief reporting directly to him. The employee relations supervisor, with 2 employment officers and 2 clerks, handles hiring, first-stage employee grievanoos, terminations, employee records, and the organization of company-sponsored functions and meetings. Safety, training and security are the responsibility of the safety director, who has 3 safety supervisors, 16 security men, 1 first-aid attendant and one hearing conservation technician to service the two sites. "LocationTHE MAIN PROPERTY and townsite of Eldorado Mining & Refining, Limited, Beaverlodge Operation, is on the north shore. of Beaverlodge lake, •about seven miles north of the deserted town of Goldfields on lake Athabasca, and four hundred and ninety air-miles equidistant from Prince Albert, Saskatchewan, and Edmonton, Alberta. Both Eldorado Airlines •and Canadian Pacific Airlines maintain scheduled flights from Edmonton to the 4,000-foot airstrip on the north boundary of the Company property. Bi-weekly flights are made by Saskatchewan Government Airways from Prince Albert. Men and priority freight are flown by Company aircraft direct from Edmonton. From June to-September, when the waterways .are ice-free, freight is carried by barge from the •railhead at McMurray, Alberta, down the Athabasca river to Chipewyan, and across lake Athabasca to• Bushell, the terminal on Black bay, lake Athabasca, a total distance of 265 miles.The Eldorado Operation has been connected by a 12-mile, all-weather highway to Bushell. Where the highway crosses the park-land along the Fredette river, the townsite, Uranium, is under construction to provide services to the uranium-producing district. Spur roads have been built to the Ace, Fay, Eagle, •and Martin mines of the Eldorado operation, and to the properties of Pitch-Ore Uranium Mines, Ltd., and Rix Athabasca Uranium Mines, Ltd."

The Division of Environmental Activities, U.S. Bureau of Mines, conducted a solid waste demonstration project on a burning coal refuse bank. The primary objective of this project was to develop and evaluate an efficient method of extinguishing burning coal refuse and moving it. A series of tests were performed using water monitors and related apparatus to quench the burning material and, at the same time, using earth-moving equipment to transport, spread, and compact the extinguished material. The method found to be most effective consisted of water-quenching the surface material to a workable depth, ripping, and removing the quenched material with a bulldozer and tractor-scraper. The total cost was estimated to be $0.44 per cubic yard.

This experiment, one of a series on underground gasification of coal, was an investigation by the Federal Bureau of Mines of hydraulic fracturing as a means of increasing the air acceptance of a coalbed to permit introducing combustion air and removing product gases. Specific objectives of the investigation included: (1) Fracturing a coalbed; (2) determining the distance the coal was physically affected; (3) ascertaining the effect of the fracture on air acceptance of the coalbed; and (4) gasifying the coal. The coal was fractured with a fluid consisting of 15,000 lb. of sand mixed with 10,000 gal. of fuel oil and 5,000 gal. of kerosine, injected at pressures up to 900 p.s.i.g. and rates up to 425 g.p.m. The oil served as the fracturing medium, and the sand as a propping agent to hold the fracture open. From the fracture point, (the place in the bed where the fluid was injected), the fracture extended 200 ft. or more along the face cleats, somewhat less along the butt. cleats, and was confined to the coalbed. At the fracture point, the bed accepted about 500 std. c.f.m. of air, which was an etghtyfold increase. Fracture effects were extensive, as airflow was noted from old mine workings and outcrops 600 to 800 ft. from the fracture point. It is probable the actual fracture was much less than 600 ft. and that normal coalbed permeability beyond the fracture limits was responsible for this flow. This indicated that effects of the fracture extended beyond the area of coal physically affected. Although no attempt was made to gasify coal more than 200 ft. away, these effects plus the natural permeability of the bed likely would permit combustion beyond the outer limit of the fracture. As these experiments continued for more than 2 years, and greater air acceptance due to the fracture was observed at the beginning of each test, it is apparent that the effects of the fracturing persist for a considerable time.

Metal-mine fires in the United States are not of frequent occurrence and relatively for of those that do occur result in loss of life, although many cause heavy property loss or are costly to extinguish. Over a span of years, however, more lives are lost in metal Trines from fires than from any other of the untoward occurrences which afflict metal mining, such as electrical storms, floods, cave-ins, magazine explosions, or strikes. In perhaps more than 90 per cent of the fires. in metal mines' there is no loss of life; hence, the general public, even the general mining public, seldom hears of these fires, though the property loss frequently reaches hundreds of thousands of dollars; on the other end, in some instances the property damage from an underground metal-mine, fire has been negligible and the loss of life comparatively high. In any comprehensive study of metal-mine fires, ventilation is certain to be found a vital factor. The influence of ventilation on fires and the influence of fires on ventilation are of vital importance. In metal-mine fires very few persons meet death from actual contact Pith heat or flame; nearly all fatalities are duo to asphyxiation or suffocation. A well-planned, well-installed, and well-operated mechanical ventilation system is unquestionably one of the best available present-day protections from loss of life and property in case of fire in a metal mine; that this is true is attested by the usual helplessness of mining officials in trying to handled underground fires in a mine that has not had the foresight to install mechanical equipment to control underground air flow. On the other hand, the establishment of high-velocity air currents without sufficient day by day attention to such details as the method of coursing, or controlling, or confining them most certainly tends to increase dangers from fires rather than to aid in the avoidance or elimination of these dangers; the truth of this latter statement is shown by the fact that the greatest, loss of life in metal-mine fires during the past 20 years has been in relatively well-ventilated workings, and in every case the life loss has been due to some more or less trivial or easily remedied defect in the Ventilating system - usually a defect that has had some reference to doors used or supposed to be used to deflect or control air currents.

As one phase of a general program of enthracite mine-fire research initiated by the Bureau of Mines in September 1935, a study of the records of past fires was considered a necessary approach to a proper understanding of present and future fires because only limited information could be obtained directly from existing active fires on account of their inaccessibility. Through the courtesy of interested operators, all available records of fires that had occurred in a large group of steep-pitch anthracite mines in the Western Middle and Southern fields of the Pennsylvania anthracite district were examined and analyzed for data on the causes, costs, behavior, and control of fires, and this report is primarily a discussion of these factors based on a close study of these particular records. Mining Conditions The records pertain to a group of mines that have contributed about 12 percent of the total Pennsylvania anthracite production and constitute a large proportion of, and well represent, steep-pitch operations in this district. Throughout the area represented, the coal occurs as a series of up to 20 parallel seams in folded slate and sandstone strata and almost entirely on pitches of 400 to 80°, with vein thicknesses of 5 to 60 feet. Practically all are old mines with histories dating back to 1850, or thereabouts, and present operations are either under or adjacent to mined-out areas extending to surface or to the saddles of anticlines. All operations are at relatively shallow depths, that is, within 1,000 feet, vertically, of the surface. Mining methods are largely a heritage of the past and embrace typical breast and pillar operations with practically no mechanized mining and with the coal shot ?off the solid.? Most of the mines are rated as gassy and are operated now on a closed-light basis. Permissible explosives are now used entirely for breaking coal, and dynamites for rock work and chute-starting blasting.

Dam rehabilitation involves a range of design, construction, and operation risks, some of which are not encountered in new dam construction. These risks can have significant impact on project schedule and project budget. Owners, engineers, and contractors need to understand these risks. Existing dams typically were designed in an era of design and construction standards that have been upgraded and changed. Modern standards will impact the construction approach taken and involve understanding the earlier standards. Knowledge of historical standards/practices as well as current design standards and construction methods is valuable for developing and designing rehabilitation components. Construction records and as-built drawings are valuable when they are available. Rehabilitation projects often consist of older projects where as-built documents or construction records are not available. Where these records exist, many (most) times, they do not fully reflect the current conditions within the dam and appurtenant works. leading experienced practitioners to “expect surprises” both during investigation of the existing facility, as well as during construction. “Surprises” should be expected even when historical records of investigations, design and construction are available. Unknowns, be they known unknowns or unknown unknowns, can be planned for by developing an approach for the design and construction process to identify potential issues/problems, or at least alert the designer and contractor of potential issues. A Risk-Based approach applied for the entire life of the rehabilitation project can be used to alert the parties of potential “surprises” and provide direction for mitigating issues as they arise. This type of approach is particularly effective when the process includes senior practitioners with decades of design and construction experience in all aspects of dams. Minimizing impacts created by “surprises”, particularly during construction, can result in an improved project meeting budget and schedule goals and design standards. This paper identifies and categorizes risk types salient to dam construction, reviews the process of risk identification and analysis, discusses guidelines for risk allocation, reviews strategies to mitigate risks, presents several case studies where risk mitigation strategies were employed successfully (or unsuccessfully), and presents lessons learned. The paper concludes with a summary and recommendations for best practices for Project Risk Management and mitigation that can be used by: Owners; Design Engineers; and Construction Managers, in planning, design, pre-construction and construction phases of dam related projects.

Given a promising claim and the required financial backing to develop it, the first problem that confronts the mine operator is usually the selection of the necessary compressed air plant. The size and type of drive are questions that naturally follow, the former being determined largely by the amount of money available and the speed with which it is desired to carry on the programme of development. The type of drive, such as electric motor, steam or oil-engine, depends on local conditions and has an important bearing on the cost of operations. ns. Few prospective mine operators are fortunate enough to locate claims within the service radius of electric power-lines, although this is more likely to happen nowadays than formerly. In the majority of cases, however, some other form of prime mover is necessary. When wood or coal are available at moderate cost, a small steam-driven plant is usually chosen. Such plants are often arranged so that they can be converted to electric-drive should future developments at any time make this desirable. Many plants of this type are installed in northern Ontario mines. When wood or coal are costly or difficult to transport, oil-engine driven mining plants have many advantages in their favor, and are now quite commonly used. Oil in some locali-ties is considerably cheaper than wood or coal, and is much easier to transport over bad roads.

The paper reviews the scope, timing and financial impact of this significant project, which involves the supply and transportation of nearly 4 million tons per year of bituminous coal and lignite from sources in British Columbia. Alberta and Saskatchewan to Ontario Hydro's generating stations. The critical factors involved in the selection and utilization of these coals are discussed in relation to the three types of coal to be utilized initially. The paper then deals with each of the significant project elements to be undertaken by the various companies involved in the mining and movement of the coal, beginning with production at the mine through rail shipment to Thunder Bay, train-to-ship terminalling, shipment by lake vessel from there to the generating station, and finally blending the bituminous coal with United States coal prior to combustion. The review discusses the key features of the facilities involved in each case and the status and timing of the project elements , which are phased for the start of coal shipment by mid-1978. The paper concludes with some observations on the capability of the project to handle increased tonnage s and the challenges facing the movement in terms of quality , quantity and cost.

"INTRODUCTIONThe Port of Miami Tunnel (POMT), designed and constructed by Bouygues Civil Works Florida between 2009 and 2014, was a Public Private Partnership between the Miami Access Tunnel Concessionaire, Florida Department of Transport, Miami-Dade County and the City of Miami. The project comprises dual 11.3m internal diameter, 1.27km long, twin lane road tunnels running between Watson and Dodge islands under the main shipping channel in Biscayne Bay. Five cross passages (CPs), spaced at 200m centre to centre, provide emergency access between the two tunnels, as shown in Figure 1.The CPs were constructed by open-face excavation methods but the particular geological conditions at the project site (loose and variable carbonate sedimentary strata with very high permeability) required specific ground treatment solutions to provide safe excavation conditions and to ensure the long term serviceability of the permanent works construction. Where access allowed, ground treatment was performed from the ground surface using deep-mixing techniques; however, at two locations (CP2 and CP3) surface access was restricted and ground treatment by freezing, performed from the tunnels, was required. The CPs are 12.3m long with an excavation diameter of 5.8m and are located up to 30m below the water table partly or wholly within the Key Largo limestone (termed Layer S7 in the ground model). Layer S7 is a coralline limestone having a metastable honeycomb structure and high variable porosity. At CP2 the upper portion of the excavation was within the overlying Anastasia Formation limestone (Layer S6), comprising a highly permeable coquina. The geological profile along the project is shown in Figure 2.This paper presents aspects of the freeze design and the risk mitigation necessary to successfully achieve the construction of the CPs in the unique geological conditions."

"PROJECT OVERVIEWThe Sistema de Potabilización Área Norte project (Northern Area Purification System) was a major expansion of the potable water system in Buenos Aires Province, Argentina. The aim of the project was to transport and purify raw water from the Paraná River to provide potable water for five communities in the northern part of the province, benefitting up to two million inhabitants. The project was constructed by a joint venture of four South American contractors (“the JV”), and consisted of the following key components:• Treatment Plant: A 16 hectare area was cleared for the construction of a treatment plant to purify 900,000 m3/day of raw water from the Paraná River and distribute it to the surrounding communities.• Bored Tunnel: Nearly 15 km of 3.6 m inner diameter tunnel, ranging from 18 to 22 m below grade, was bored with two EPB tunnel boring machines to draw the raw water from the river. The TBMs started from a central launch shaft and proceeded in opposite directions: Cristina advanced northbound to the Paraná River Intake System, and Liliana advanced southbound to the new treatment plant.• Access & Ventilation Shafts: Five access shafts and eight ventilation shafts were installed along the length of the tunnel. The access shafts were designed to provide entry points for inspection and maintenance of the final tunnel. The five shafts consisted of: one central launch shaft in the middle of the tunnel alignment, one retrieval shaft at each end of the tunnel (Intake and Treatment Plant, respectively), and two intermediate shafts. The intermediate shafts were installed before the TBM passed, with a final liner to be installed afterwards. Access Shaft 3, the intermediate shaft located between the launch shaft and the treatment plant, experienced persistent leaks during initial excavation attempts."

EAF slag chemistry and its control have been recognized as important in producing quality steel at a low price for a number of decades. EAF steel producers make lime and dolomite additions to furnaces, controlling the CIS ratios and sulfur pickup from the steel. Existing phase diagram data at 1600°C for CaO, MgO, FeO, SiO2, and Al2O3 was used to write a computer model optimizing slag chemistry for slag foaming and reduced refractory wear. The model, its development, and its use in an industrial steelmaking environment will be discussed along with how the model can improve energy efficiency. The importance of EAF mass balance to account for critical materials like Si in scrap and refractory wear using the model will also be emphasized.

In this paper, the author offers a personal view of what the next 30 years holds for mineral processing. Restating that mineral processing will remain a vibrant industry in raw material production, growth opportunities in waste management are identified. The processing sequence familiar now (mining ?mineral processing ?extraction) will become more interwoven. In situ processing (i.e., milling underground) will evolve from concept to demonstration. Opportunities to exploit physical properties altered in chemical (pyro- and hydro-) processing will present themselves. In primary grinding, the path to AG/SAG milling will progress with little deviation but opportunities in regrinding are wide open. Flotation will see the trend to designing bubble/particle reactors accelerate simultaneously with a vigorous response from mechanical cell suppliers. Gravity separation remains a bastion of the lone inventor but this author anticipates that the new lines will come from the waste management business. A prototype borehole probe for ore grade determinations by means of in-situ neutron activation analysis was designed, built, and tested in a two-phase program. Phase I dealt with the design and fabrication of a borehole logging system for operation in 7.6 cm (3 in.) diameter or larger boreholes. It consisted of a 5.06 cm (2 in.) diameter borehole probe containing an intrinsic germanium detector, a canister-type solid cryogen cooling system, cooled FET preamplifier, linear amplifier, high voltage supply, analog-to-digital converter, microprocessor-based multichannel analyzer, buffer memory, bi-directional cable link, power supplies, and a Californium-252 neutron source. A surface support vehicle was designed and outfitted. A minicomputer system was constructed and software developed and tested. In Phase II the system was field tested at several mine sites. The system was calibrated, tested, improved, and demonstrated in a variety of applications. Tests were performed at sites pertinent to uranium, iron, coal, copper, silver and gold. Technical feasibility was demonstrated for all these applications except gold; the gold results were inconclusive. In-situ neutron activation analysis using high resolution gamma ray spectrometry was found to be a potentially viable logging method for are grade analysis under certain conditions.

One of the important duties of the Bureau of Mines is to sample and analyze coals and to publish the results of such analyses for the information of producers, consumers, and the general public. Numerous publications containing such analyses have been Issued from time to time. Although the chemical properties of a coal as revealed by its proximate and/or ultimate analysis and heating value aid one considerably in visualizing its probable behavior and in determining its usefulness and value for a specific purpose, they do not furnish complete information. The physical properties of a coal, such as its ability to retain its original form without undue breakage or degradation in size under the various conditions of storage and usage, are also of importance in determining its suitability, technically or economically, for a given purpose.
