AMONG the minerals exhibited at the Atlanta Exhibition of 1881, soapstone, kaolin, and asbestos were well represented. The first two occur in large quantities, of very pure quality, throughout the South. The last is somewhat limited in amount, get in certain localities it exists in masses sufficiently large to pay for working; in North Carolina, Georgia, and Alabama it has ken mined with some profit. I would, in this paper, call special attention to the minerals soapstone and kaolin, because their many valuable qualities seem to have been almost entirely overlooked by our Southern manufacturers. Steatite, particularly, occurs in such large quantities, and generally in such close proximity to the great iron regions of Alabama and Georgia, that it is anlazing that the iron companies will persist in sending abroad under heavy expense for firebrick. It would require a much smaller sum of money to quarry this rock and place it at the various furnaces ; and the results obtained, I am sure, would prove its superiority over the majority of firebrick brought into this region. Soapstone, as well as kaolin, is found throughout the metamorphic regions of Alabama, Georgia, South Carolina, and North Carolina. Below will be found seven analyses that I have made of this mineral, taken from various points in the four States above mentioned. I have also subjected these same specimens to severe fire-tests, and the results were very satisfactory. The tests mere canducted in the following manner: Small portions of the compact variety were carefully weighed and placed in a Fletcher's new crucible furnace for gas, and subjected for half an hour to a heat that will in 12 minutes fuse iron. The only effect upon these specimens was a slight change in color to a darker shade, a small loss in weight, due evidently to the evaporation of water, and, in one or two specimens, a slight degree of fusion on the sharp edges. The first specimen subjected to investigation was taken from a large outcropping in Tallapoosa County, Alabama. Specific gravity, 2.88 ; hardness, 1.9; color, blue gray. Commodity transportation by barge is possible on about 25,000 miles of navigable inland waterways in the contiguous 48 states. Barge operations are used chiefly for the movement of bulk raw materials ranging from farm products to iron ore, coal, and other bulky semi-finished as well as finished products such as steel, chemicals and petroleum [3,p.7-9]. The barge industry, unlike other transportation industries, is largely unregulated. This is because all liquid bulk commodities most dry bulk commodities transported by for-hire carriers and companies engaged in private transportation of their own commodities are exempted from Interstate Commerce Commission regulations. As a result, about 15 percent of the total ton-miles of barge traffic each year is under Interstate Commerce Commission regulation [13,p.14-25].

CAPTAIN JOHN H. BALLAMY John H. Ballamy, Captain on the Regimental Staff of the 103d Engineers, was killed near Fismes, on August 9, 1918. Captain Ballamy was born at Plymouth, Pa., in 1886 and graduated from the High School of that town in 1903. In the following year he began work as a coal miner, and at the same time began the study of mining engineering in the evening and any other spare time. He continued this diligent and energetic practice for many years. For sixteen years he continued in the employment of the Delaware, Lackawanna & Western Railroad Company's coal mining department, first as a practical miner, next as rodman on the survey corps, of which he soon became chief, then draftsman and mining engineer in the company's office. In January, 1916, he was promoted to the position of district engineer in charge of mining engineering work. He became a member of this Institute in September, 1917. CAPTAIN JOHN H BALLAMY. Captain Ballamy's military experience began at the same time as his engineering practice. He was a charter member of Company A, Engineers, N. G. P., which was organized ten years ago. He saw service on the Mexican border as First Lieutenant of this Company, and remained in that position until November, 1916. In July, 1917, he was again called into service and was sent to Camp Hancock, Ga., with the 103d Regiment of Engineers. Before joining this regiment he attended a school for officers at Fort Sill, Okla., where he received special training in field fortifications. In December, 1917, he was commissioned Topographical Captain on the Regimental Staff, and in April, 1918, preceded his regiment by about six weeks to France, where he again attended an officers' training school. He rejoined his regiment on July 15, near Chateau Thierry and was killed near Fismes on August 9, 1918.

Some preliminary dynamic pressure data were obtained from several charges detonated in a tunnel situated in massive granite rock. The context of the work is the potential for desensitisation of explosives, failure of detonators, and sympathetic detonation due to the close proximity of inter-hole and inter-deck explosive charges to each other. Dynamic pressures were measured using piezoelectric gauges in water-filled 45 mm diameter holes adjacent to the charges. Some of the first arrival peak pressures were noisy, and although not fully resolved, may be due to reflections and the physical arrangement of the transducers and their size with respect to the monitoring holes. The estimated peak pressures were between 0.1 to 8.7 MPa at approximate distances of 2.8 to 0.8 m, respectively. Further work is planned with gauges that are disposable, have a higher pressure range, and can be used within a few borehole diameters rather than the piezoelectric gauges used in the present work.

For a mining operation, the determination of the best place to build haul roads is typically done by hand, or with the assistance of rudimentary shortest path optimisation algorithms. Straight line, point to point, modelling of costs is often used with distances multiplied by constants that are based on rise of the road between the points. Failings of this approach are that straight line approximations are notoriously poor as they do not take into account areas where a truck cannot travel. In addition, the rise and fall of the road may vary considerably over the truck journey meaning acceleration/deceleration and varying truck speeds are not taken into account. Lastly, the use of rudimentary optimisation algorithms means properties a truck must obey such as minimum turning circles, line of sight restrictions or even that the truck must travel forward at all times are not taken into account. Thus solutions generated may not be feasible, let alone optimal. In this paper we discuss a state of the art parallel Artificial Intelligence tree search technique for solving haul road location problems. As well as the above properties, factors such as road utilisation, cut and fill, and construction costs are taken into account. The combination of advanced modelling and fast computing and optimisation techniques produces significant benefits both in terms of time to generate roads and cost savings. Preliminary results where this method has been used are discussed.

Developed at an investment cost of C$35 million, they are ready for commercialization, having been demonstrated on the laboratory, pilot and demonstration scales.The DST process is differentiated from the Plattner chlorination process, which was in use from 1851 to 1916, by moderate process conditions of atmospheric pressure and ambient temperature — the result of using sodium hypochlorite solution, or bleach, instead of direct injection of chlorine gas — and new, cheaper materials of construction, such as polymers, plastics, fiberreinforced plastics and Teflon, resulting in lower capital and operating expenditures."

"Corrosion is an electrochemical process that causes degradation and deterioration of various steel works (pipelines, drains, cisterns) whether they are buried, immersed, or not. Worldwide, we estimate that corrosion destroys a quarter of the annual production of steel at a rate of 5 tons per second. Several techniques are used to protect against corrosion. Among these processes, Cathodic protection, which is regarded as the best technique to assure the protection of steel, works against this phenomenon. This is achieved either by a system of reactive anodes, or by the technique of impressed current protection or other techniques. Before any installation of cathodic protection, a preliminary study and pre-evaluation of certain parameters must be made. In the present work, we will present an example of dimensioning of an installation of cathodic protection by imposed current of a pipeline using solar energy, where we discuss the following items:•,Evolutions of the potential as well as current along the pipeline and their respective expressions deduced from the laws known as telegraphists;•,Range of protection (potential of protection along the pipeline);•,Influence of the isolation resistance of the coating on the range of protection;•,Effect of the aging of the coating and its influence on the current of protection."

The effect of ultrasonic vibrations on ingot solidification has been considered both theoretically and experimentally. The theoretical section elucidates the mechanisms by which the ultrasonic vibrations might refine the ingot structure. The experimental section describes a very efficient means of introducing the ultrasonic vibrations to the freezing interface. The application of this technique to the consumable-electrode arc melting process shows that the columnar mode of freezing may be effectively suppressed yielding an ingot structure consisting predominantly of equiaxed grains. The results support the contention that the ultrasonic vibrations increase the nucleation frequency in the layer of liquid adjacent to the freezing interface. CERTAIN structural characteristics of as-cast ingots are undesirable since they create considerable difficulty for subsequent processing and often produce defects in the finished product. These structural defects are illustrated in Fig. 1(a), and are: 1) planes of weakness where columnar grains growing from the different mold faces meet, 2) strength anisotropy due to the preferred orientation of the columnar grains and 3) inhomogeneity due to segregation at dendrite boundaries within the columnar grains and at the columnar grain boundaries. The type of ingot structure that eliminates 1) and 2) and diminishes 3) is the fine-grained equiaxed structure illustrated in Fig. 1(c). Many attempts have been made to produce the desirable ingot structure illustrated in Fig. 1(c) by inoculating, casting with varying superheats, vibrating or stirring, or by irradiation with ultrasonic vibrations. These attempts have met with various degrees of success, the ingots generally having the structure illustrated in Fig. 1(b). All four methods have been the subject of numerous investigations,1"4 the latter producing the most erratic behavior and inconsistent success. The method of ultrasonic irradiation during ingot solidification has shown considerable promise on small-scale ingots (diam 2 in.) but has not yet been successfully adapted to large-scale operation. The present paper considers the application of ultrasonic radiation to ingot solidification both theoretically and experimentally. The purpose of the paper is to elucidate the mechanism by which ultrasonic energy refines the ingot structure and to describe a method for producing the desirable ingot structure in both laboratory scale experiments and in ingots of commercial size. THEORY Conventional Casting—Before discussing the possible effects of ultrasonic radiation upon ingot structure let us first briefly review the reasons for the breakdown of columnar crystallization to equiaxed crystallization during ingot solidification. The following is a slightly oversimplified description. In the conventional method of casting, the alloy having a certain degree of superheat, T, is poured to fill a cold mold which is at room temperature, Tc,. Due to conduction of heat through the mold wall the outer rim of liquid metal cools rapidly to the liquidus temperature and begins to supercool. At some degree of supercooling, nuclei of solid form at random in this supercooled layer at the mold surface. The grains in this chill layer begin to grow inwards producing a solute build-up, thus lowering the freezing temperature at the interface as illustrated in Fig. 2. As growth proceeds, the temperature gradient in the solid conducts away not only the latent heat of fusion evolved during growth but it also conducts away some of the superheat of the melt so that the temperature

The AngloGold Ashanti - Cuiaba mine sought innovative approaches to minimize lateral development and stope extraction time while maintaining optimal gold recovery and minimizing dilution. The stope 8GAL EXT 30 was selected as a case study. Traditionally, conventional blasting methods in such a scenario would necessitate either a single mass blast or slot development at each end of the stope. These methods typically compromise recovery and dilution or increase development time and risk. Additionally, conventional wired detonators require workers to re-enter the stope between blasts to load blastholes and connect detonators. The wireless initiation system offers a solution by initiating blastholes using magnetic induction signals that can penetrate rock, air, and water. This technology allows a pre-charged stope to be mined without requiring workers to re-enter the area between blasts to charge and connect blastholes. Engineers from Orica and AngloGold Ashanti designed a new extraction sequence utilizing the wireless initiation system. The process began with the opening of one end of the stope using a conventional slot and wired electronic detonators. Subsequently, pre-loaded rings were fired in three blasts to extract the opposite end and the intersection. The 8GAL EXT 30 stope was successfully mined using this technology enabled method. Each blast was meticulously monitored, and the stope void was scanned to assess blast performance. The results demonstrated a 4.6% improvement in recovery and a 16% reduction in dilution compared to the initial plan, and reduced exposure of people to hazardous locations in the stope. These results represent an additional value of USD 200k, gained from implementing wireless initiation to enable this particular blasting schedule.

WHEN finely divided ferrous sulphide, FeS, is roasted at a moderate, carefully regulated temperature, the iron and sulphur are oxidized, the first products being probably ferrous oxide and sulphurous acid. In the presence of oxygen of the air the ferrous oxide soon becomes ferric oxide and in the presence of oxygen and the ferric oxide the sulphurous acid oxidizes to sulphuric acid. These facts are well known, having been established by Plattner many years ago. As a further reaction, some of the sulphuric acid parts with a portion of its oxygen to oxidize more ferrous oxide to ferric oxide, and a portion of it escapes uncombined or else unites with the iron oxides to form sulphates. Ferrous sulphate is usually soon oxidized to ferric sulphate and if the heat becomes sufficient this is then decomposed into sulphuric acid and ferric oxide. As a result of these reactions a mass of more or less pure ferric oxide is formed which is generally made porous by the escaping gases and, if rabbled properly, practically all the sulphur is expelled. If ferric sulphide or ordinary pyrites, FeS2, is roasted, a portion of the sulphur sublimes and usually burns to form sulphurous or sulphuric acid, although at times and under favorable conditions some of the sulphur is driven off uncombined and can be collected as such. Under ordinary methods of roasting, however, only a small portion escapes combustion. By the combustion of the sulphur an increase of heat is de¬veloped and, as a consequence, the reactions mentioned take place more rapidly and actively-more sulphuric acid is formed and the oxidation is more complete-nearly all the iron being left as ferric oxide with practically no sulphate or ferrous oxide. Coal bursts are typically associated with highly stressed coal. Most bursts occur during retreat mining (longwall mining or pillar recovery) in highly stressed locations like the tailgate corner of the longwall panel. Others are associated with multiple seam interactions. However, a small but significant percentage of coal bursts have occurred during development or in outby locations unaffected by active mining. Most development bursts have been relatively small, but some have been highly destructive. No theory of coal bursts can be complete if it does not account for this type of event. This paper focusses on the development mining coal burst experience in the US, putting it into the context of the entire US coal burst database. The first documented development coal burst occurred almost exactly 100 years ago during slope drivage at the Sunnyside Mine in Utah. Sunnyside subsequently had a long history of bursts, mainly during retreat mining but also during development. Several Colorado mines have also experienced multiple development bursts. Some, but by no means all, of the development bursts in these western US coalfields have been associated with faults. In the Central Appalachian coalfields, most development bursts have occurred in multiple seam situations. In some of these cases, however, there was no retreat mining in either seam. The paper closes with some lessons from this history, with implications for preventing such events in the future.

This paper describes a more generalised or generic approach for the mine ventilation network problem. More specifically, it defines the network variables in a manner that establishes the network problem in a nonlinear programming format. Assigned to each branch are three variables: air quantity, regulator pressure loss and fan pressure. Each variable is imposed with lower and upper bounds. Based on these, the generalised network problem for a mine ventilation network with B branches is presented as a system of B independent network equations in 3B unknowns (variables) with variable bound restrictions, and it is classified as a nonlinear optimisation. A nonlinear programming model has been developed for this generalised network optimisation problem. The model is formulated and transformed into a standard equality-constrained nonlinear programming form with given variable bounds. Then, MINaS (Modular In-core for Nonlinear Optimisation System) is used to obtain solutions. Examples are given to illustrate this nonlinear programming approach to the mine ventilation optimisation problem.

Barrick Gold plans to have four new gold mines in production by 2006. Together, the mines would increase the company’s output by 40 percent. The projects include Veladero in Argentina, Alto Chicama in Peru, Cowal in Australia and Tulawaka in Tanzania. All of them are scheduled to begin production between the first quarter of 2005 and the first quarter of 2006. They are expected to drive Barrick Gold’s growth profile to a target of 211.5 to 217.7 t (6.8 million to 7 mil-lion oz) of gold production in 2007. The company’s projected output for 2004 is 152.4 to 155.5 t (4.9 million to 5million oz) in 2004. Overall, higher production and lower costs are expected in the early years from the new mines.

"Traditionally minerals processing equipment, such as jigs, are studied by characterising the feed and products from these processes. With this approach important details on the mechanisms of a process can be overlooked since assumptions have to be made on the internal operations of the equipment. Positron Emission Particle Tracking (PEPT) is a non-invasive technique that can be used to track a particle’s movement inside a closed vessel. PEPT makes it possible to observe the inner workings of a process, providing new information that was unattainable only a few years ago. Jigging has long been considered as one of the most difficult mineral processing techniques to model, due to the complexity of the mechanisms contributing to the separation of minerals during the jigging process. In this investigation PEPT was used to study the particle flow inside a laboratory batch jig. The aim was to determine if the particle trajectories could provide new insight into the jigging and its mechanisms. Three dimensional particle trajectories were observed with spatial and temporal resolution high enough to see details of the individual pulses during jigging. It was found that the pulse height is very dependent on the position in the jig bed. The vertical component from the trajectories showed the rate at which particles move through the jig bed (stratification rate) and it was seen that the density of a particle affects the stratification rate more that the particle’s size and that the shape in the range that was tested had little to no influence. Other phenomena such as a circular flow pattern was observed inside the jig and it was found that smaller lower density particles are affected by this circular flow pattern which tend to disperse these particles throughout the jig bed. Visualising the flow inside a jig by means of PEPT has shown to be instrumental in the deeper understanding of the process."

Underground mines rely on alarm systems, such as stench gas, audible or visual alarms, pager phones, telephones, and messengers to warn miners of a fire or other emergency. These systems are often slow, unreliable, and limited in mine coverage. This report describes the evaluation of a wireless signaling and warning system for underground mines. This system is applicable to both coal and noncoal mines. The work was conducted by the National Institute for Occupational Safety and Health in cooperation with TeleMagnetic Signalling Systems (TSS) under Cooperative3Research and Development Agreement No. BOM-CRDA-6200-0119. A TSS wireless ultra-low-frequency electromagnetic signaling system was installed at the Experimental Mine at Lake Lynn Laboratory near Fairchance, Fayette County, PA. A commercial smoke sensor was interfaced to a remote portable transmitter, and the alarm of the sensor was used to trigger the central evacuation and paging transmitter system during experimental mine fires. The underground/surface receivers flashed cap lamps and activated remote devices, such as strobe lights, within 30 to 40 s after the encoded signal was received. Evaluation results showed full-mine coverage of the electromagnetic field and that the encoded signal was received at the farthest point underground and on the surface perimeter.

"Construction of the Cigar Lake uranium mine in northern Saskatchewan is well under way. Production is anticipated to begin in the first half of 2007. When in full production, the mine is projected to produce a net 18,000,000 pounds of U3O8 per annum from a high grade ore averaging approximately 20% U3O8.Water management was a major issue that required substantial effort in the Cigar Lake design. Not only is effluent quality controlled, a tight water balance to minimize effluent volume is also designed into processes in order to minimize environmental impact. This paper focuses on the water treatment process and water handling equipment, as well as the operating philosophies that will reduce fresh water consumption to a minimum. An overview of the mining and ore handling systems, as well as aspects of controlling water production from the ore formation and the mine development areas will also be discussed.INTRODUCTIONThe Cigar Lake ore body has proven and probable reserves that total 232 million pounds U3O8. Cigar Lake is the world’s largest undeveloped high-grade deposit. It is the second largest highgrade deposit surpassed only by the McArthur River deposit another Cameco - operated mine in the Saskatchewan Athabasca Basin. Cigar Lake is owned 50% by Cameco Corporation, 37% by AREVA (COGEMA Resources Inc.), 8% by Idemitsu Uranium Exploration Canada Ltd. and 5% by TEPCO Resources Inc. When production starts in 2007, ground ore slurry from Cigar Lake will be shipped to the McClean Lake mill (owned by AREVA) some 80 km away. All of the Cigar Lake uranium will be leached from the ore at McClean Lake. During initial production ramp up, all uranium will be processed at McClean Lake to yellow cake (uranium oxide). After the average production has exceeded a 10 million pound per year rate, Cigar Lake uranium will begin to flow from the McClean Lake Mill to the Rabbit Lake Mill. At this point, subject to regulatory approval, 57% of the Cigar Lake uranium, in a uranium rich solution, will be transported to Rabbit Lake mill (owned by Cameco) for purification to yellow cake. A complete summary of the flow of uranium from the Cigar Lake ore body through to product at both McClean Lake and Rabbit Lake can be found in a recent paper titled “The Cigar Lake Project – Mining, Ore Handling and Milling” in the March 2004 issue of the CIM Bulletin. The constitution of the La-Rh system was studied by powder X-ray diffraction, metallopaphic, and differential thermal analysis techniques and an equilibrium diagram is presented. Eleven intermediate phases occur in the system and the crystal structural data for nine of them were determined. La3Rh crystallizes in an orthorhombic structure of undetermined type, whose unit cell is obtained by doubling the 'a; and 'c,,' edges of an FesC type unit cell. The other intermediate phases of the system are LarRh-3( undetermined structures also occur in the system. LaRh, undergoes a polymorphic phase transformation at 1240°C. LaRh3 and La2Rh7 also exhibit polymorphisnz. The phases Laah and LazRh7 melt congruently. The latter undergoes a eutectoid transformation into LaRh, and Rh at 1205°C. Laah3 is formed by a peritectoid reaction between Laah and La,Rh,,. The other Phases result from peritectic reactions between the liquid and the adjacent rhodium-rich phases. The intermediate Phases of the La-Rh system are compared with those of the La-Co and La-Ni systems. DURING the course of a detailed investigation to study the occurrence of CrB, FeB, A1B2, and related structures in the rare earth alloys it was found that much information is lacking for the rare earth noble metal systems. Although the structures of several rare earth alloys containing the noble metals at the AB and AB2 stoichiometries have been reported, the occurrence of related structures at other stoichiometries has not been studied. We have initiated a project to study the crystal structural features of selected rare earth-rhodium alloys and to map the equilibrium diagrams of representative systems with conventional methods. The results of our investigation in the La-Rh system are presented in this paper. Two phases were known in the La-Rh system. LaRh has the CrB-type structure.' LaRhz is a MgCu2-type Laves phase.z EXPERIMENTAL PROCEDURE Alloys weighing less than 1 g were prepared from commercially pure lanthanum (99.9 pct +), supplied by Lunex Company, Pleasant Valley, Iowa, and rhodium (99.92 pct +), supplied by Engelhardt Industries, Newark, N.J., in a conventional arc melting furnace under argon atmosphere. The buttons were turned upside down and remelted three times to insure homogeneity in the samples. Since negligible loss of material was encountered during melting, a chemical analysis of the alloy buttons was not undertaken. Powder specimens for X-ray diffraction studies in the as cast state were then prepared. The buttons were wrapped in thin molybdenum foils and homogenized by heating in vacuum at suitable high temperatures for more than 1 week. They were then broken into three or four pieces for annealing experiments. The pieces were wrapped in molybdenum foils and annealed at various temperatures in evacuated quartz capsules. The annealing was carried out for 2 hr at or above 1200°C, 1 day at temperatures close to llOO°C, 2 days at 1000°C, and for 1 week at temperatures below 1000°C. After annealing the alloy pieces were again broken and powder specimens for X-ray diffraction were prepared. The powders of the lanthanum rich alloys with more than 80 at. pct La were prepared by filing. The filings were sealed in molybdenum tubings and stress-relieved at 600°C in vacuum. It was not deemed necessary to stress-relieve the powders of the other alloys, since the alloys were very brittle and were ground easily. POWDER X-RAY DIFFRACTION X-ray diffraction photographs of powders (-325 mesh size) of the alloys in the as cast and annealed states were prepared in a Guinier-de Wolff focussing camera with copper K, X radiations. These patterns were studied to identify the stoichiometries and the crystal structures of the intermediate phases. The lattice parameters of the phases were calculated after minimizing the differences between the observed sin2 6 values, calculated from the diffraction angles 8, and the sin2 8 values, calculated using approximate lattice constants obtained from a few lines. These differences were minimized manually to less than 0.0005. The latLice constants are judged to be accurate to *0.005A for values less thp about 10A and to k0.01~ for values greater than 10A. The relative intensities of the lines were calculated using a computer program written by Jeitschko and Parthk.~ No attempt was made to refine the atomic positional parameters in the phases. METALLOGRAPHY The phase equilibria in the investigated alloys in the as cast and annealed states were also studied by metallographic examination. The polished specimen surfaces were etched with 10 pct picric acid in alcohol (alloys up to 25 pct Rh), concentrated picric acid (from 25 to 37.5 pct Rh), 2 pct nital (40 to 50 pct Rh), 10 pct nital (from 50 to 66.7 pct Rh) and with concentrated 48 pct HF for the other rhodium-rich alloys. Bechtel Civil and Minerals, Inc., one of the Bechtel group of companies, is a large engineering and construction firm that services the mining industry, among others. The firm's head, S. D. Bechtel Jr., comments on how his E&C company is dealing with the recessionary economy. First, he offered a historical perspective. About a half century ago-in the middle of the Great Depression-W. A. Bechtel and several business partners drew up a fixed price bid to build the Hoover Dam. At that moment in history, the W. A. Bechtel Co. was a modest success, but the times were troubled and uncertain. Money was scarce and a lot of contractors across the country were one project ahead of bankruptcy. The bid for Hoover was a make-or-break proposition for Bechtel, and it turned out successfully. The Hoover Dam was a no-frills operation in an isolated and harsh environment. There was plenty of hard work, long hours, and not many amenities. Controlling costs was critical. Everyone knew what had to be done, and why and what the consequences were. Today's Challenge Bechtel is now a bigger, more complex organization whose management views the current economic recession as a challenge to be met in much the same way W. A. Bechtel met the challenge of the Hoover Dam: by pulling together with a sense of purpose and direction. In many respects, Bechtel's situation today has a number of parallels to that which faced my grandfather. The company is eminently successful, but times are tough and there are plenty of signs that they could get tougher. My grandfather bet on the Hoover Dam to insure the future health of his company and I think we can work together again in that same tradition, make some tough decisions together, and the company's future can be just as promising. The first and most important requirement is to make certain that everyone understands the situation. The Bechtel group of companies are in an excellent financial position now. Its workload hit an alltime high in 1982 and it is well positioned in its principal markets. But the next two years may be critical for the company. Traditionally, Bechtel's work load lags behind general developments in the economy. Although many of its clients continue to suffer serious business difficulties, Bechtel is only beginning to feel the impact. The worldwide market for basic metals remains soft; relatively low prices and abundant supplies of oil and gas have flattened the petroleum market and made once promising synfuels projects economically unattractive; utility clients are still caught in the vise between overregulation and escalating costs. And persistently high, long-term interest rates have made capital investments expensive and difficult to justify. The company maintained a healthy workload through 1982. In some areas it has had little new work and consequently has been forced to lay off some staff as projects have been canceled or concluded. In other areas new work has tided the company over and more people have been hired. But new work bookings have fallen off, creating some uncertainty for the near future. 1983 requirements are clear, although seemingly contradictory. Belt tightening and cost reduction are necessary for Bechtel to remain healthy and competitive, enabling it to handle a possible further downturn with a minimum of turmoil and dislocation. At the same time, we need to allocate resources and funds in areas that will keep us positioned for the turn-around marketplace.

The degree and type of carbide dispersion resulting from changes in the cooling rate from austenite determine the amount of carbon remaining in solution after slow cooling- from a subsequent subcritical annealing treatment. A difjusion model has been proposecl to explain the effect of carbide dispersion on the amount of carbon retained in solution and the amount of carbon in solution has been related to the degree of carbon strain aging. COTTRELL and Leak' have shown that the rate of strain aging in low-carbon steels is dependent upon the amount of carbon and nitrogen in solution. Carbon can be effectively removed from solution as Fe , C by quench aging at temperatures of 200" C or lower; however, the relatively higher solubility of nitrogen at these temperatures prevents sufficient removal of nitrogen as iron nitrides. For this reason, nitrogen in solution has been considered the major cause of strain aging in rimming grades of commercial low-carbon steels. Nitrogen can be effectively removed from solution and nonaging steel produced through the addition of aluminum to form the stable nitride, AlN; however, the aluminum also causes deoxidation resulting in a killed steel. III an attempt to produce a rimmed steel which was also nonaging, Morgan and Shyne 2 investigated tile strain-aging properties of low-carban steels containing boron and found that strain aging was suplx-essed in steels containing as little as 0.007 pet B. The original purpose of this investigation was to determine the mechanism of strain-aging suppression by boron. Early in the study, the function of boron was discovered to be much like that of aluminum in that the formation of a nitride, BN, removed the nitrogen from solution.' However, during the course of the investigation, an effect of heat treatment upon the strain-aging properties and the amount of carbon in solution was found which could be related to the microstructure of the steel. The purpose of this paper is to examine these relationships among heat treatment, microstructure, carbon in solution, and strain aging in steels where nondetectable amounts of nitrogen are present in solution. EXPERIMENTAL PROCEDURE The investigation was carried out using 0.030 in. by 12. in wire specimens which had been cold swaged and drawn to the final diameter. Table I lists the compositions of the low-carbon steels used.
