Numerous voices are raising around the world to show how misleading and fuzzy commonly used risk assessments methods are. These criticisms come at a time when public trust in ?proponents of new projects?, operators, private or governmental, seems to have hit a low and the legal system ?targets? public officers. It is common that technical experts and the public strongly disagree in their analysis of risks. Risk definition requires the evaluation of probability and consequences and those words are oftentimes enough to stir great worry to the public. Thus it is nowadays commonly understood that ?reality? is not scientific, but resides in public opinion, hence urging technical people to communicate better, more transparently. Blatant failures on both counts have lead to the emergence of ?new myths? used to justify complacency using ?complexity? and other buzz words as an alibi. This paper (together with its companion presented elsewhere) explores how poor ?common practices? in Risk Assessment contribute to biasing project team, design teams opinions, skew decision-making process and finally misrepresent reality to the public resulting precisely in the raise of public distrust, legal implication witnessed around the world. The discussion first reviews the pitfalls of common approaches (FMEA, Probability Impact Graphs) pinpointing them as possible causes of future legal liabilities. An alarming disconnect also comes from various codes, ISO 31000 itself has this flaw, invoking the term ?acceptable?/?tolerable? without defining it or giving any guidance for its determination. Wide-spectrum public consultation could be developed to define a ?modern? social acceptability criteria helping all the stakeholders making/understanding decisions. Another alarming disconnect comes from the poor definition of consequences of mishaps and their societal ripple effects. This aspect is indeed mostly ignored in codes, leaving ample room to biases and censoring applied to potential losses. In our society no one seems to have anymore the possibility of hiding behind a shroud of ?carefully maintained? misrepresentation. It is time to act and ?write the book? for proper risk assessments avoiding misrepresentations.

Mercury is one of the strategic metals the supply of which has been raised from critical uncertainty to more than enough for essential demands. Work by the Bureau of Mines has contributes substantially to increased production of mercury in the United States and to consequent accumulation of Governments stock. Other contributing factors were higher prices for mercury and Government loans to operators. The Bureau has undertaken 15 exploration projects, 13 of which have been completed. This work comprised 40,307 feet of drilling arid 35,082 linear feet of sure ace trenching and has indicated commercial ore containing 37,400 flasks of mercury and marginal ore contain¬ing 29,200 flasks - a total of 66,600 flask , equivalent, respectively, to domestic production at 50,000 flasks per year for 9 months , 7 months, and 16 months. Early in 1944, as Government stocks had become adequate, domestic production was gradually curtailed cancellation of Government contracts for the purchase of mercury and Government control of labor and operating supplies.

In order to develop more accurate procedures for scale-up and design of semi-autogenous-grinding mills through detailed mathematical models, a better understanding of the charge motion and rock/ball segregation is needed. To achieve this a 0.61 m (2.0 ft) diameter x 0.305 m (1.0 ft) length plexiglas mill was constructed as a scale model of a commercial SAG mill. Rock motion in the rotating mill was simulated using various sizes of ceramic balls. Quantitative measurements of dynamic angle of repose, water and slurry motion, holdup and size segregation of the charge were taken. In addition, a video-presentaiton (available to the public) was prepared to elucidate charge and water motion at various mill speeds, charge volumes, rock size distribution and flow rates.

The indirect method of drying coal fines is applied to filter cakes which ordinarily contain 22 to 30% moisture and are not readily transportable. The "Thermal Dryer", which operates on the mass transfer principle, has found wide use in coal preparation plants. The thermal dryer is penalized in operation by the necessity of adding coarse coal to the wet fines before entering the dryer body in order to produce a permeable bed, and thus enable hot gases to uniformly contact the wet mass. The ratio of coarse coal to fines varies from 2:1 to as much as 4:1, depending on the average particle size, moisture, and ash content of the fines.

Acid and metalliferous drainage (AMD) is routinely derived from waste rock, tailings, pit wall rock, underground mine voids, heap leach pads, ore stockpiles, concentrate stockpiles and even slag piles. In many jurisdictions, there is an assumption that tailings materials represent the highest AMD risk. This is likely due to their highly sulfidic and ultra-fine grained nature, and the fact that they occur in large tonnage, partially unsaturated deposits. These characteristics are not unreasonably associated with reactive and therefore highly polluting mine waste materials. Interestingly, however, the high sulfide content and highly reactive nature of tailings achieves the rapid consumption of oxygen in tailings pore spaces. This oxygen depletion can limit or halt sulfide oxidation throughout much of the tailings pile. Oxygen can only be resupplied to the tailings via atmospheric exchange at the air-tailings interface. The grain size of most tailings materials limits this resupply to a diffusion related process that only affects the uppermost 100–2000 mm. Hence sulfide oxidation in tailings can be inherently self-limiting. Unfortunately, the same cannot be concluded for waste rock materials.Using a unique site assessment strategy that focuses on quantifying acidity fluxes from various domains at a mine site, it has become increasingly evident that sulfidic waste rock produces the majority (typically 60–80 per cent) of the soluble acid and metalliferous pollution at most active and decommissioned sulfide-bearing mine sites. Whether sulfidic waste rock is disposed in engineered above ground facilities, backfilled into pits or even underground voids, it remains the primary source of pollutants for decades to centuries.Conventional end-dumping waste rock practices result in angle-of-repose pathways for air and water, and these internal fabrics exacerbate sulfide oxidation (ie pollution generation) and discharge from waste rock materials. The primary aim of many cover systems is to retard the access of air and water to these conduits. Recent thinking is that more emphasis needs to be directed at strategic waste rock pile construction practices, and less reliance placed on thin soil cover systems to prevent AMD.Waste rock pile construction approaches that minimise porosity and permeability but raise the retained moisture content and enhance water residence times have the potential to lower sulfide oxidation rates and thereby improve water quality outcomes. For example, innovative base-up, layered and compacted (BULC) waste rock piles have the potential to avoid or minimise the generation of AMD, supersede the need for treatment and facilitate successful closure and relinquishment across the mining sector (Figure 1).CITATION:Taylor, J R, Pape, S M, Davis, B S and Muchan, J A, 2016. RECENT developments in the Turner Valley gas and oil field, 40 mi. southwest of Calgary, Alberta, have indicated a large producing crude-oil area. Drilling be¬gan in Turner Valley in 1913 but no major developments took place until the fall of 1924, when Royalite No. 4 well at a depth of 3740 ft. in the upper part of the Paleozoic (Mississippian) limestone obtained a production - of 20,000 M cu. ft. of gas with a content of about one imperial gallon of naphtha (73° A.P.I.) per M cu. ft. This well produced as much as 600 bbl. of naphtha per day, and until abandonment in 1934 produced 911,313 bbl., which together with the gas sold was valued at about $5,000.000.

A utilização de disco de 4 canais solucionou o problema do formato esférico, no entanto, forma-se muito “bodes” ocasionando explosões. O sistema de granulação utilizando um tundish rotativo, mantem as mesmas características físicas do metal granulado com disco de 4 canais além de aumentar a segurança da operação, reduzindo os riscos de segurança do trabalho.

INTRODUCTION Volatile markets and pricing, increasing imports, constraining but effective laws related to the environment, health and safety and price controls lead to concerns which generated pious laws stating non-fuel policy and authorizing studies but resulting in ineffective implementation. Several commissions, reports by the Secretary of Interior and even the President have led to many recommendations but little or no action. No single comprehensive policy could solve problems which are diverse, commodity specific and not categorizable (Landsberg 1982, 1983). Thirteen laws administered by 27 agencies regulate or affect minerals and materials. Political instability created by communist regimes in Southern and Central Africa jeopardized sources of critical imported materials. This situation led to a Resource War mentality. It was feared that the U.S.S.R. was seeking to control this area and exclude the United States from resources (Vogely, 1980). The success of the Organization of Petroleum Exporting Countries with a petroleum cartel led to fears of an Organization of Minerals Exporting Countries which might create more cartels and/or make the existing ones more effective. Economic needs of developing countries required export to maintain employment and balance of payments have led to world surpluses, weak markets, low prices, and large loans from the World Bank which have under- mined U.S. industry (Landsberg, 1982a). Un- cooperative environmental laws, obsolete facilities and non-competitive costs have led to shipping U .S. ores to other countries for processing into ingot and bars which are imported back to the United States. Yet massive internal turmoil has interrupted supplies, and led to un- certain availability and higher prices. This situation could happen again. Included in this category of critical materials with uncertain sources are metals required in the manufacture of military aircraft, which has led to concern regarding the defense industry base (Morgan 1983). Remedies have been proposed which include: updated stock piles, material substitution, international cooperation and coordination, foreign policy aimed at resolving racial and national stresses in South and Central Africa, relaxing U.S. environmental and public land regulations and action under the Defense Production Act (Goth 1982). The President's report (1983) to Congress has stated a national materials policy which recognizes: that materials play a critical role in our economy, defense, and standard of living; that public lands contain a vast untapped mineral wealth; that the role of government is to identify mineral issues and act on them; and that there is a need for long term high potential pay off research (Bureau of Mines 1983). There is a serious question as to whether or not a comprehensive national mining, minerals, and materials policy is feasible let alone necessary. One solution is to abandon the attempt at comprehensiveness and to target specific is- sues with realistic policies (Comptroller General 1979). In the following sections, the major studies of the 1970s will be reviewed, major issues yet to be faced will be identified, the principles involved in these resolutions will be reviewed,

"A computer system designed to assist in maintenance scheduling and costing, and in monitoring the performance of equipment, is described. The emphasis is on the information retrieval and implementation aspects of the system.INTRODUCTIONThe cost of the maintenance of equipment can account for a substantial proportion of the total costs of any large industry. These costs are made up of the following elements:(i) capital expenditure,(ii) maintenance labour,(iii) maintenance spares,(iv) maintenance overheads,(v) production losses.Control of these cost elements cannot be achieved without a system which maintains and retrieves the necessary infor¬mation efficiently.The system should provide engineering management with the information necessary to:(i) establish the cost of maintaining items of equipment,(ii)establish the economic life of equipment,(iii) determine breakdown patterns for the establishment of optimum inspection, service and overhaul frequencies,(iv) establish work schedules for those responsible for the maintenance of equipment,(v) establish the optimum maintenance labour complement,(vi) establish the optimum stockholding of maintenance stores items,(vii) improve the performance of equipment,(viii) justify the selection of a particular type and make of equipment,(ix) establish the reasons for any abnormal usage of materials and labour, and to(x)reduce the dependence on the human element for the control of equipment maintenance activities.Many industries have comprehensive and numerous equipment maintenance records but they experience great difficulty in retrieving the required information in the time available and with the labour available. Many industries do not bother to maintain meaningful records, because of this difficulty."

Some thirty coals were evaluated for liquefaction activity under a mixture of CO and H2 at 425° C. The viscosity of the liquid products was taken as an indicator of the degree of liquefaction. It was found that the direct liquefaction of a particular coal may be beneficially influenced by the presence of pyrite. Active pyrites are often found in the native mineral matter of the coal itself. For example, subbituminous and bituminous coals and lignites of relatively high pyrite content were found to liquefy more readily than similar coals or lignites which were poor in pyrite. The reactivity of inactive coals could be improved by using blends with active, pyrite-rich coals. In addition, pyrite was effective when added separately as pyrite concentrates obtained from coal beneficiation operations. Various other iron- and sulfur-bearing additives were also effective when used in combination as added slurry-phase catalysts, including iron oxides and mineral residues derived from liquefaction of active coals. Under liquefaction conditions, pyrrhotite ( Fe I- x5) is formed from pyrite or from the iron oxides and many sulfur containing species. Pyrrhotite was shown to be a hydrogenation/dehydrogenation catalyst for tetralin but is not active for initiating a variety of free radical reactions that do occur when pyrite is heated with tetralin. The role of pyrite in coal liquefaction is complex and still not well understood.

Naoshima Smelter and Refinery has treated shredder residue and incinerator fly ash in Japan since 2003. As a highlight, a new incinerating and melting furnace, as well as fly ash washing treatment plant were newly constructed for pre-treatment of shredder residue and fly ash respectively, and the pre-treated materials are ultimately treated in the existing Mitsubishi continuous copper smelting and converting process line. Since wastes such as shredder residue tend to vary in size and in shape, and contain some chlorine, the installation of a new pre-treatment line was required. The combination of the new pre-treatment line with the existing Mitsubishi Continuous Copper Process line has created a highly efficient and environmentally friendly system for recovering and recycling of valuable metals that previously used to be sent to a landfill. This paper reviews the approach that Naoshima took to establish its current recycling business strategy.

"Abstract: The paper describes a large innovative project completed in 2012-20123 by Trevi Group, to develop equipment capable to install ultra-deep diaphragm wall. The project highlights the capacity of SOILMEC to design and build a new hydromill able to reach an unprecedented depth of 250 m, including new devices for monitoring and correct the verticality. The entire project can take advantage of the long and solid experience matured by Trevi and Rodio (now part of Trevi Group), developing in house or, else, select the elements necessary for a high quality product in the ground.The paper describes the results of different systems used to monitor and control the verticality and the twist of panel during excavation, together with the method used to pour concrete. Finally, the results of verification coring and lab tests on concrete samples recovered at various depths are discussed. The test field has been supervised by representatives of three of the major Italian Universities, and lasts almost one year from August 2012 to June 2013.The verification holes made use of an innovative combination of directional drilling and coring, to check the quality of the plastic concrete for the full length of the panel. The data confirmed that the test panel has high quality concrete, meeting or exceeding to the prefixed requirements.With this test, super-deep cut-off walls reaching depths of 250 m have become a reality. This would change the perspectives of dam engineering both for existing dams rehabilitation and for new dams design and construction. With the execution of this test panel, the technology of milled concrete cutoffs has made a ”quantum leap”, pushing the limit of practicable dams."

It is well known that the grinding circuit plays a crucial role in flotation. The effect of pulp chemistry during grinding is often overlooked. It is believed that the surface properties of the minerals can be adjusted during flotation rather than during grinding. However, recent development in surface analysis techniques (TOF-SIMS, XPS, and AES etc.) have proven that the hydrophilic iron hydroxides formed at the mineral surface during grinding make it difficult for collector adsorption, which may result in poor grades and recoveries of the valuable minerals. This study investigated the effect of the pulp chemistry conditions during milling and the subsequent effects on flotation performance of an Nkomati ore. The results have shown that there was approximately 10 % increase in Ni recovery, when the ore was ground at a dissolved oxygen (DO) concentration of 0 ppm (DO-0) in comparison to no gas control during the grinding stage. However, when the pH was changed from 9 to 11, no gas control resulted in a 20 % decrease in the Ni recovery compared to only 5 % decrease in the Ni recovery at DO-0. A noteworthy observation is that controlling a combination of DO and pH during grinding is of critical importance for better floatability and selectivity for such a system. It also became clear from this study that the presence of oxygen is critical to the consumption of xanthate, which is consistent with the general literature. It has been established that grinding at lower DO levels/redox potentials (Eh) in the presence of xanthate significantly improves the flotation performance of the valuable minerals.

For general purposes, insulating materials may be any of those mineral substances that provide a barrier between a desired human environmental feature and an unwanted condition. In this sense, radiation shields, electrical insulations, cryogenic insulation, and acoustical barriers would qualify. For this chapter only the thermal and acoustic insulations used for the median range of normal comfort control will be covered. Because of their magnitude and complexity the other fields are left to other chapters. In another sense, this section deals only with the ultra-lightweight aggregates and insulations, rather than the multitude of light-weight structural materials. Definitions and Uses The insulating materials covered in this chapter are the three groups of mineral products that provide thermal or acoustic barriers through the median temperatures encountered in home and industry. The three mineral categories are perlite, vermiculite, and the silicate wools whether they be categorized as glass, mineral, or rock. Perlites are those amorphous aluminum silicates with minor impurities that take the form of a felsitic, glassy lava possessing a pearl-like luster and concentric cracking. In a more commercial sense the term is used to describe either the natural or processed acidic, volcanic glass, containing from 2 to 5% combined water, that may be converted to a frothy mass by heating rapidly to the softening point. Vermiculites are micaceous, hydrated magnesium iron aluminum sheet silicates of varying composition. Commercial vermiculites are any of these sheet silicates that are capable of sufficient expansion on rapid heating to make an acceptable, highly porous product. Mineral wools, rock wools, silicate cottons, glass fiber are generic names for manufactured fibers in which the fiber forming substance may be slag, certain rocks, or glass. The fibers may be made by a blowing or spinning process. The resultant fibers may be felted or matted or gathered in the manner best suited to the use. The three groups may be used competitively to insulate ceilings and walls. The fibers have strong advantages in this area as they may be manufactured in batts that are stable in residential wall construction. The perlites and vermiculites are more suited to insulate cores and cavities of masonry walls and as plaster and concrete aggregates for thermal insulations. Vermiculite is widely used for insulating attic floors. Because of manufacturing techniques and controls, the glass fibers have made great strides as composites in the plastics industry but only a few of these uses classify in the insulation category.

Measuring the specific gravity of a pulp in concentrating plants is a relative, y simple procedure, but the desired accuracy is often difficult to attain. Many plants use the system of weighing a known volume of the pulp on a scale. In many cases, this method is quite accurate, but obtaining a true sample presents quite a problem. This is especially true when the pulp tends to froth, the solids settle rapidly, or the flow is fast at the point of sampling. There is also the problem of the operator neglecting to take the sample because of duties elsewhere, or, if everything Is apparently running smoothly, he assumes the pulp density is also all right. In 1952, the Pine Creek plant of Union Carbide Nuclear Company began working on a better method for measuring and controlling pulp density. After an extensive investigation of different methods for measuring the specific gravity of moving pulps, the Research Department decided that the bubble tube method appeared to be the simplest and most promising for our applications. It consists of two bubble tubes, of different lengths, submersed in a pulp. Low pressure air is supplied to, the two tubes through sight bubblers to maintain approximately equal volume of air to each bubble tube. The bubble tubes are also connected to a differential manometer, one to each side. Therefore, knowing the vertical distance between the outlets of the bubble tubes, the manometere can be calibrated to measure directly the specific gravity of the pulp. The high-rate floc blanket clarification process developed by the Anglo American Corporation of South Africa is capable of continuously clarifying gold and uranium pregnant solutions containing 200-2500 mg/L suspended solids to below 25 mg/L solids at an average rising velocity of 8 m/h at the low process cost of R0,001-0,002 per ton of liquid treated. Overall process cost savings are mainly due to increased polishing filtration cycle times.

Four conditions are commonly accepted as being needed for the development of native sulphur deposits in sedimentary rocks : (1) ample sulphate-bearing evaporite, normally anhydritic; (2) proximity to petroleum deposits; (3) a hydrodynamic system of communication between these two; (4) a stratigraphic or structural trap to prevent escape of the sulphur and sulphur -bearing reaction products. When any of these requisites are absent, apparently no significant residual bio-epigenetic sulphur deposit will form. These requirements are, however, satisfied in some areas, which include both the Triassic and Devonian evaporites of northeastern British Columbia.

Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Small Mines Development in Precious Metals will take place Aug. 30-Sept. 2, 1987 at Bally's Hotel, Reno, NV. Topics at this meeting will include Problems Facing Small Miners; Understanding Geology and Ore Reserves; Mining-Production Options to Maintain Competitiveness; Processing for Precious Metals; Financing and Economics that Work for Small Miners; and Understanding the Environmental and Permit Maze. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. Due to the importance of maintaining open airways on a longwall panel, mine management decided to install cribs made of foamed cement. Foamed cement had been used at other company operations on several projects. A recent test at a sister operation had proven the crib installation technique and established that foamed cement cribs could provide better support than wooden cribs. The area to be supported was in a remote location; the limited material needs of foamed cement cribs offered a substantial advantage. In mid February 1993, 75 foamed cement cribs were installed on the tailgate of the active longwall panel. The 75 cribs resisted both horizontal and vertical stresses while successfully supporting the entry.
