The socio economic risks of mining in South Africa have been emerging for some time now, and have been brought into sharp relief by recent events in the platinum sector. The slow pace of social upliftment in the country has lead to widespread social unrest with consequent calls for different forms of resource nationalism. Fundamentally, the key stakeholders are not fully aligned, and are not engaging productively. This poses significant above-the-ground risk to mining companies. Measuring social impact, deploying inclusive solutions and engaging effectively with stakeholders are three ways in which mining companies can mitigate this risk.

With regards to the cost and profitability of a mining operation, the performance of the equipment employed is one of the key issues. Cost and profitability depend on, among other factors, the reliability and availability of the equipment. In an attempt to reduce equipment downtime, it is indispensable to collect and analyze reliable data and information on failures and maintenance actions. This paper reviews common problems encountered in this respect, with particular emphasis on the lack of uniform terminology and methodology. Recommendations concerning the standardiztion of reliability and maintainability concepts and measures are given. Regarding the benefits that the latter may bring, the paper concludes with a proposal for an industry-wide initiative in this respect.

Permanent support of the back is an important economic factor in maintaining a tunnel or other underground opening in condition to render the service for which it was driven. Timber has been most commonly used for support in tunneling and drifting because of its strength and ease of installation. Even when treated for decay, however, timber is subject to deterioration and, over a long period of time, should not be considered a permanent support. Concrete support or lining is permanent and has been used in tunnels of every size for many years but has been almost exclusively cast in place, a difficult, costly process. This report deals with the design and installation of precast concrete supports to combine the best features of both methods.

The Bureau of Mines investigated the availability of mercury from 22 deposits in market economy countries. The 15 significant deposits evaluated have demonstrated resources of approximately 25 million metric tons of ore containing 5.3 million flasks of mercury and account for more than 85 pct of the demonstrated resources for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau determined the mercury production potential of each deposit. At a January 1984 mercury market price of $300 per flask, the deposits evaluated could economically produce an estimated 2.5 million flasks of mercury from six mines operating at the time of this study; no mercury is available at this price from nonproducing operations. At $600 per flask, approximately 4.5 million flasks of mercury are available. For production costs up to $300 per flask, operating mines could supply mercury at the current production rate of 114,000 flasks per year until 1988, when the amount of mercury available from these deposits would decrease. This decline could be offset by the development of resources currently reported at the identified level (17 million flasks) at much higher production costs.

The overall objective of this study is to contribute to the reduction of the quartz dust hazard in underground coal mines through a better under-standing of the sources and generation of airborne quartz dust. This research project has included extensive experiments in operating mines for (1) documenting the amount of respirable dust generated, (2) measuring the quartz levels in host materials and airborne dust, (3) analyzing the size consist of the mined product, and (4) establishing the relationship between these various parameters. The results of the study indicate that the amount of dust airborne is a very small fraction of the total (<15 µm) and respirable (<7 µm) dust generated. The quartz contents in the total and respirable airborne dust are generally higher than those in the host material. Quartz content increases with decreasing size of airborne dust. Also, it appears that rock breaks into a different size distribution than coal. The source of quartz for the airborne dust appears to be the roof and the floor material rather than the coal seam itself. No general relationship is found between the Hardgrove Grindability Index and either the quartz content in the airborne dust or the amount of respirable dust. Extended descriptions of the experimental design, the experiments, data analyses and results are presented in this volume. The raw data, the data management computer program and the sampling and safety plan are presented in Volume 2.

Use of nuclear reactors to furnish high-temperature heat is a field that has not received as much attention as propulsion and electric power production. Investigations are being conducted under a joint Atomic Energy Commission (AEC)--Bureau of Mines research program to determine the feasibility of using nuclear heat for chemical processing. A part of this process-heat-reactor program is the study of a system in [hich] helium transfers heat from 8 nuclear reactor to a chemical processing [essel]. This requires construction of (1) a nuclear reactor to operate with helium exit temperature of 2,500° F. and with pressures in the range of 250 to 500 p.s.i.g. and (2) a processing vessel (heat exchanger) to convert the enthalpy of the helium into chemical process reaction heat. Neither component exists at present, and development of each promises to be a formidable task. To aid in the study of such a system, the Bureau of Mines has designed and constructed a vessel heated by electrical induction to simulate a source of nuclear fission heat. This vessel is undergoing preliminary testing. Gasification of coal and reforming of hydrocarbons are promising uses for nuclear heat. It appears that a higher price per unit of nuclear heat can be tolerated for chemical processing than that allowable for power generation.

The workshop on "Cyanide Effluents from Mineral Processing&apos; was held on February 2-3, 1982, at the U.S. Bureau of Mines, Salt Lake City Research Center, Salt Lake City, Utah. The workshop was sponsored by the minerals industry, supporting industries, the National Science Foundation, and the U.S. Bureau of Mines through the Utah Mining and Mineral Resources Research Institute, College of Mines, University of Utah Prior to the workshop, a Working Paper was prepared and delivered to the participants. This paper was used as a guide during panel discussions and forms the basis for this proceedings document. The workshop focused on use of cyanide as it relates to the gold and silver mining industry and the froth flotation processes employed by mineral mining companies. Its intent was to discuss "state of the art" technology and provide information pertinent to cyanide use in the minerals industry. No attempt was made to advocate regulatory limits or set policy governing the use of cyanide. The principal topics of discussion included- (1) the chemistry and use of cyanides; (2) control and treatment of cyanide mining wastes; (3) toxicity of mining wastes; (4) fate of cyanide in the environment; and (5) the analytical chemistry of cyanide.

Sherritt Gordon and Cominco, with financial assistance from the Canadian Government through PAIT, have developed a hydrometallurgical process for refining copper from sulphide concentrates. The main objective of the project was to develop a process applicable to a wide range of concentrates with respect to copper content, other metals content and impurities, within the economic parameters set by present smelting and refining practice. Other important objectives were to recover sulphur in its elemental form and not as sulphur dioxide to assure improved hygienic conditions and a negligible impact on the environment. For the most abundant and relatively refractory chalcopyrite concentrates, the first step of the process is thermal activation with hydrogen to decompose chalcopyrite and pyrite, commonly associated with it, into more reactive sulphides more amenable to leaching. The iron is then selectively extracted by sulphuric acid leaching and subsequently rejected as jarosite. High-bornite concentrates do not require thermal activation and acid leaching; they are subjected to another hydrometallurgical iron removal step. The high-grade copper sulphide resulting from iron removal, and containing all of the initial precious metals, is then leached under oxygen pressure to produce elemental sulphur and copper sulphate solution . After suitable solution purification, the copper is recovered by high-current-density electrowinning as wire-grade product. Precious metals remain in the leach residue and are recovered after separation of the gangue materials and elemental sulphur. The laboratory and pre-piloting test work had indicated copper and precious metals recoveries comparable to those achieved in current practice. The process was shown to be suitable for handling relatively low-grade concentrates and, in addition, it was capable of high recoveries of associated zinc, molybdenum, nickel and cobalt in saleable form.

My subject Is Industrial Relations. Thus, I may appear as an intruder at this annual meeting of the Society of Mining Engineers. But I am no more an intruder here than is Industrial Relations in the day-to-day functioning of an engineer either in a staff or a line job. Engineers deal with people, as well as with blueprints, organizational charts, production data, etc. Where you have people, you have emotions, gripes, wants - real or imagined. Or you may just need some people or, at the other end of the pole, you may want to free yourself of people. But whether it is the wants or the needs, the pleasant or the unpleasant aspects of dealing with people, an Industrial Relations Department within an organization is there to help with these human relationships. This is the point for a definition of terns. Reference has just been made to "dealing with people? and to "human relations." This is, precisely the area in which Industrial Relations operates in the western Mining Divisions of Kennecott. In other organizations, what we refer to as Industrial Relations, may be called personnel relations, personnel administration, employee relations, or labor management relations. In our opinion the term Industrial Relations is best descriptive of the activity because it embraces the broad field of human behavior, reactions and satisfactions growing out of an individual?s entire employment relationship including his hiring, his lifetime on the job, and his termination. This is an individual?s industrial life. However, despite the use of the word "industrial", we are ever conscious that Industrial Relations is limited to human relations. Operational activities and decisions relating to the mining, milling, smelting and refining processes are for the line organization. The Industrial Relations interest in these line organizations activities and decisions relates only to the impact they nay have on employees - on people generally within the organization.

Despite advances in technology, the Australian underground coal mining industry continues to have incidents involving spontaneous combustion. Managing these incidents relies heavily on understanding the state of the event as it develops and controls are applied. Gas analysis plays a major role in aiding this interpretation. This interpretation is based upon laboratory testing of coal samples under conditions very different to those found in an underground coal mine. This paper will explore the links between laboratory data and actual events. It will highlight the difficulties of using laboratory data. It will outline the relevance of laboratory data and how it can be usefully applied to manage spontaneous combustion events as well as in establishing relevant trigger action response plans to facilitate early detection and control of such events. The paper will identify some of the factors that need to be applied when adapting laboratory data to apply to the underground coal mine. It will outline the need for comprehensive knowledge of the local conditions and gas concentrations to be expected at all locations in an underground coal mine. Further, it will demonstrate the need for mine environment monitoring to go beyond simply measuring gas concentrations but also to include reliable atmospheric pressure, temperature and air velocity monitoring.CITATION:Cliff, D, 2013. "Some materials when exposed to various conditions can exhibit a rise in temperature without requiring an external heat source. Generally referred to as pyrophoric or self-heating substances, they challenge the safety of materials handling, storage and transportation. Reliably assessing the self-heating potential of materials is thus essential. Over the years a number of test protocols have been developed. A widely accepted method is that recommended by the United Nations to certify the safety of shipping pyrophoric goods. Our test work on sulphide materials has shown that the U.N. test can give false negatives if the sample oxidation history is not considered. Depending on the degree of oxidation (“weathering”), the same sulphide material can exhibit self-heating ranging from safe to hazardous. For concentrates, oxidation can occur during storage and transport making the sample weathering history an important consideration in the test work. To make the U.N. test, and other single-stage self-heating procedures, more reliable in assessing self-heating potential when testing sulphide materials, it is suggested that a weathering step be incorporated in the test protocol. This test work for two sulphide samples, an ore and a concentrate, demonstrates the impact of incorporating a weathering stage in the test protocol. INTRODUCTIONSelf-heating occurs when exothermic reactions produce heat faster than can be dissipated to the surroundings. Numerous substances self-heat, ranging from wood chips and powdered milk to coal and sulphide minerals (Beever & Crowhurst, 1989; Hudak, 2002). Mixtures of sulphide minerals, most notably those containing the iron sulphide pyrrhotite (Fe(1-x)S), commonly encountered in the extraction of base metals (e.g., copper, zinc, lead, and nickel), are particularly prone to self-heating (Rosenblum, Nesset, & Spira, 2001; Payant, Rosenblum, Nesset, & Finch, 2012). In the mining and subsequent processing stages, the minerals are progressively liberated and finely ground, then separated, usually by flotation, with the resulting concentrates stored and transported to smelters for metal extraction. At most of these stages the sulphides are exposed to both moisture and oxygen, conditions that promote partial sulphide oxidation and the formation of elemental sulphur. Studies have shown that pyrrhotite, in particular, readily oxidizes to form elemental sulphur (Bernier & Li, 2003; Belzile, Chen, Cai, & Li, 2004; Somot & Finch, 2010). The elemental sulphur becomes fuel for further self-heating as the temperature of the mineral mixture increases above 100 oC (Rosenblum & Spira, 1995; Somot & Finch, 2010). It is believed the propensity of pyrrhotite to self-heat is a result of its iron-deficient, and hence somewhat unstable structure. It is worth noting that pure metal sulphides (with the exception of pyrrhotite) do not exhibit appreciable self-heating. A mixture of minerals sufficiently different in their electrochemical rest potential is required to initiate self-heating at ambient temperatures (Payant et al., 2012)."

The newest addition to the Anamax Mining Company&apos;s Twin Buttes copper producing complex is a by-product uranium extraction plant which was placed into service in February 1980. The plant is unusual in that it is placed internal to the copper countercurrent decantation, solvent extraction, and electrowinning plant. The plant reached full production within a month and, to date, has produced continually above design rates.

In recent years, t h e future supply of tellurium has been called into question due to the anticipated rapidly increasing demand from thin film cadmium telluride photovoltaics. Since tellurium is produced as a byproduct of other extractive processes – principally, the electrolytic refining of primary copper sulfide ore – it is important to explore the dynamics of the parent metal extraction and processing – in this case copper – when attempting to answer this question. This research explores the changing landscape of global copper production; introducing system diagramming and the concept of byproduct intensity (BPI) to illustrate concerning downward trends in tellurium supply potential. Upon closer inspection, it is concluding that, while a likely contributor to these downward trends, the increased use of non- traditional copper production techniques alone are not responsible; other factors include market substitution and incomplete data reporting. Additionally, a review of literature on tellurium recovery processing reveals a promising outlook for future supplies; highlighting potential for improvements in yield, which allow producers to make better use of what is available, even in the face of suppressed BPI.

THE gold mining industry, in Canada as in other countries, has passed through trying times in the past year. The strains and stresses of war have drawn away much of its man-power, both from the labour and the management. The urgent needs of the war machine have greatly curtailed the amounts of steel and explosives that can be allotted to the mines; and the loss, by enemy action, of supplies of such essential things as rubber, bids fair to reduce operations still further, if not cripple them entirely in time. And, as if these difficulties were not enough, war on the psychological front has been declared on the gold mines. Earnest supporters of the war effort, well-meaning theorists, and perhaps others whose intent is less disinterested, have all combined to clamour against the continuance of gold mining. We have been asked, what is the use of taking gold out of one hole in Canada to put it into another in Kentucky. We have been assured that gold will never again have any value, except for filling teeth. We have been repeatedly adjured to look at Germany, how well it has got along without gold. We have been told that it is unthinkable, when this nation is girding her loins for war, that labour and materials should be diverted to this useless effort. Gold miners should be diverted to the base-metal mines, where they can produce something of real value to the war effort; or to war factories; or, in fact, almost anywhere, so long as they are got out of the gold mines. And, what has made the situation even more disturbing, it has seemed as if all this clamour might be convincing governments. In fact, as you all know, the government of the United States did actually take the step of ordering its gold mines to cease operations. Fortunately, however, for Canada, the facts that no large favourable effects resulted from that action, and that, in Canada, gold mining is a much larger part of the national economy than in the United States, have caused our government, so far at least, to avoid this drastic step. In talking about this, however, let me emphasize that I have no more inside information on the subject than any of you. Like Will Rogers, all I know is what I see in the papers.

"One of the major issues that the Rare Earth Elements Mining Industry has to deal with is the legislation vacuum that exists in many countries around the world. Among these, are countries which have long history and tradition in mining. In many cases the lack of direct legislation for REE mine management as well as for other potentially polluting industries can be a barrier to sustainable development. Moreover, the case of lax legislation in China has led to environmental pollution problems and extended smuggling of rare earth elements. This paper looks into the current regulatory status on the mining of REEs, identifies the loopholes and suggests some elements for a new global legislation framework for sustainable development in the REE mining industry. The setting of this regulatory framework will be in line with the present and future challenges of the rare earths market as well as with the policy strategies that are defined internationally. The aim of such a legislative framework will be to strengthen the global rare earth elements supply chain, appease social concerns and ensure the preservation and conservation of the environment. INTRODUCTION The general public received their first introduction to rare earth elements (REEs) in 2010, when the previously inconspicuous commodities became the subjects of front-page headlines. It was when China created a furore in global high-tech markets after imposing an embargo on Japan following a minor marine dispute (Barakos et al. 2015b). Soon enough the Chinese embargo was extended on REE export restrictions all over the world and thus aroused concerns to many countries over potential supply disruptions. The world had suddenly realized that these wonder materials underpin products that they care about. Governmental and industry executives, policymakers and material scientists voiced concerns and conducted numerous reports stating the situation and the risks of a supply crisis. The price spike of 2011 intensified the crisis and the public turmoil, yet the drama did not last for long as the prices declined significantly in 2012. Nevertheless, the world was nonplussed by the fact that China has the total control of the market with more or less the 90% of the global production. More potential entrants became interested, thus initiating an exploration boom during the recent years that has resulted in a significant increase in known global REE reserves that could have potentials for exploitation."

In this paper, the authors attempt to bridge the gap that currently exists between the duty-of-care responsibilities of underground mining industry personnel, and the multifaceted health challenges facing mineworkers in Western Australia’s metal mines where diesel-powered mobile equipment predominate. In addressing this issue, the complexities of the nature and extent of the challenges are discussed along with the current inadequacy of existing regulatory metrics. Support is given to the need for well-organised in-mine baseline studies to clearly define the distribution and aging characteristics of the toxic and carcinogenic pollutants within the mine ventilation system, with special emphasis given to exploring the validity of biomonitoring systems. The paper concludes with the proposal that a template risk assessment data sheet be prepared for the industry to provide mining personnel with a sound basic knowledge of the health risks involved and the control measures and precautions available for minimising and/or eliminating the hazard.CITATION:Jones, O, Musk, A W, Reid, A and Davis, C, 2017. "Fountain Slide is located approximately 10 mi (16 km) northeast of Lillooet, British Columbia, Canada, within the Coastal Mountain Range, and has been locally active since the 1970s. The project site is located near the base of the relic Tunnel Mountain landslide. The progressive movements have posed a significant challenge to British Columbia (BC) 99, the main north-south highway in the region. The slide began affecting the British Columbia Railway Company (BCR) tracks in the 1990s. In 2004, the Canadian National Railway Company (CN) acquired BCR and, during the next 11 years, undertook measures to stabilize the rail bed. Some of the measures undertaken include numerous track realignments, a shotcrete and soil nail wall, an anchored soldier pile-and-lagging wall, and adding a row of anchors to the wall. For many years, the measures had proved successful until mid-2014 when it was observed that the slide retrogressed uphill of the tracks. Since that time, the slide movements typically ranged between 5/32 and 0.4 in (4 and 10 mm) per day, leading to extreme distortion of the earth retention system and the need for frequent track realignment.In the spring of 2016, CN issued a request for proposals (RFP) for a designbuild solution with the expectations of: (1) a safety factor greater than 1.2, (2) considering only the currently identified retrogressive blocks that extend to about 200 ft (61 m) above the track; and (3) minimizing activities outside the current easement. It was also communicated that there was a possibility that a portion of the line may have to be abandoned if the proposed remediation was cost prohibitive.The fact that the existing slide was a small fraction of the relic slide was intimidating. The relic slide extended for approximately 1.0 mi (1.6 km) above the uppermost retrogressive block that was now affecting the rail line. Other areas of concern included:"

E. Windsor Richards, London, England:—In reading this paper the most interesting point to me mas the question of the maximum percentage of phosphorus allowable in the steel rail. Mr. Colby said, and we will all agree with him, that the engineer knew, and even a steel-rail maker grants that phosphorus is the most undesirable constituent of steel. We in England have been for a long time considering a specification for the supply of steel rails. This matter has been taken up by the Institution of Civil Engineers, the Mechanical Engineers, the Iron and Steel Institute, the Institute of Naval Architects, and the Electrical Engineers. Committees have been formed,and the whole matter has received most careful attention. They arrived at last at an analysis which I will read: " The carbon is to be from 0.35 to 0.5 per cent.; the manganese from 0.7 to 1.0 per cent.; the silicon, not to exceed 0.10 per cent.; phosphorus, 0.07; and sulphur, 0.07 per cent." As to the phosphorus, which is the most important point of all in the analysis, we have for many years, and indeed until very lately, always agreed to supply steel which would not contain above 0.06 per cent. of phosphorus. Iron-ores are not quite as good now as they were formerly, and the manufacturers at the meetings of the committees referred to, tried to obtain an increase in the allowance of phosphorus. They asked the Sub-committee to agree to 0.08 per cent. of phosphorus. They tried all they possibly could to obtain that; but they failed. English engineers in Great George Street and all over England, representing the important Associa tions I have mentioned, would only agree to 0.07 per cent. and that is the maximum allowance of phosphorus. Mr. Colby is an able advocate, but with all his ability he would not have been able to persuade the English engineers to agree to 0.08 per cent.
