William B. Cogswell, member of the Institute since 1872, died on June 7, 1921, at his home in New York City, after an illness of about six weeks occasioned by an infection of the middle car. Mr. Cogswell is survived by his wife, Mrs. Cora Brownell Cogswell; a son-in-law, and three grandchildren. His first wife died in 1877. William Cogswell was born at Oswego, Sept. 22, 1834, and was taken to Syracuse by his parents when he was four years old. He attended Hamilton Academy and private schools in Syracuse and Seneca Falls. In 1843, he visited England with his parents and brought back a set of drawing instruments, which led to a series of lessons in architecture under Luther Gifford, the only architect in Syracuse at the time. The boy drew many building plans and one set was used for the old Globe Hotel in Syracuse, erected in 1846 and 1847. In 1848, when only 14, he spent a year with a party that was surveying the route of the Syracuse & Oswego R. R. and relaying the tracks of the Utica & Syracuse R. R. He studied civil engineering at the Rensselaer Polytechnic Institute, Troy, for three years, but left that institution in 1852 without receiving his degree. Many years later, in 1884, the degree of C. E. was conferred upon him. During the three years following 1852, Mr. Cogswell served as an apprentice in machine shops at Lawrence, Mass., under the superintendence of John S. Hoadley. About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.

Oscar Johnson—In my opinion, the effect of mill speeds on grinding costs must be studied along with capital investment and dollars gathered together as profits. Comparing the entire groups of operators with those who have had the opportunity to make slow-speed mill studies, I think you will find the latter small in numbers. Most managers want the equipment worked to its maximum output. There are, however, some installations where plant and mill sizes are such that they can do the job with reduction of mill barrel speeds. The past and the present installations of the industry are laid out to get the most capacity for the least capital outlay. This is the case even with the plants of Chile Exploration, International Nickel, Morocco, and Anaconda, now under construction or being changed. The industry recognizes that most all equipment it buys today is good and can be depended upon for efficient performance. Under this scheme of things, I am doubtful that slow-speed ball mill operation will be generally applicable. With reference to the U. S. Bureau of Mines laboratory tests, I think table II could have been omitted. It is inconclusive as to maximum efficiency for the low-pulp level mill on hard ore. There should be no question about this point. However, data on mill speeds can be found to substantiate various theories as well as refute them. Gow, Guggenheim, Campbell and Coghill, in their paper on Ball Milling,' believe their 2 x 2 ft laboratory mill reflects results that can be expected from large mills. If so, then referring to their table 11, they state, "The conclusion to be drawn from this second series is that high speed, not exceeding 72 pct of the critical, favors capacity, as before, but that with proper conditions of operation high speeds may give as good efficiency values as low speeds. In this case the efficiency values are nearly constant. A horizontal curve would indicate that the amount of grinding was directly proportional to the power expended, and these tests suggest that such a coildition can be made to exist in commercial operations." But, one must realize that there are many variables that effect the efficiency of grinding mill operation, and too much must not be assumed as to the effect of some specific change. Possibly with changes in mill speed, the results might be more consistent by also a change in ball rationing, type of ball, volume of ball charge,. p.ulp level and amount of pulp in the mill, pulp consisting, design of liner, circulating load, etc. Also, changes in ore character must be reckoned with when evaluating grinding performance. At present the Climax Molybdenum Corp. is running at much reduced capacity. Mr. James Duggan informs me that at mill speeds of 17 rpm, they save a $0.025 per ton on liners and $0.025 per ton in power, but, if the demand for molybdenum increased, he would go back to higher speed to obtain maximum tonnage, as the values from the increased tonnage would far more than offset the one half saving at the slower speed. The Jnspiration ran a six months' test between mills running 21 rpm and 23.5 rpm. The slower mills ground 10 pct less ore with a slight saving per ton, but when the reduced plant tonnage was checked back into the actual cost figures of concentration, the high-speed mills with their greater tonnage showed considerable advantage. To be convinced of possible practical results from the predictions in the conclusions, I think we would have to rely on the analysis of expert cost accountants to furnish the necessary proof figures. Hardinge and Ferguson are to be commended for the work in preparing this paper. I am convinced that our Massco engineers should go into higher speeds with our equipment. Harlowe Hardinge (authors' reply)—For one, I heartily agree with Mr. Johnson's opening statement that the effect of mill speeds on grinding costs must be studied along with capital investment and dollars gathered together as profits. It was on this basis and for this reason the paper was written. Mr. Johnson, on the other hand, takes the position that, on the whole, low speeds are not justified from the economic standpoint, basing his principal reason on the fact that lower mill speeds cut mill capacities and hence reduce the gross income from the product produced. There is no denying this point. It is almost axiomatic. It is for this very reason that the overall advantage of lower mill speeds has been discounted and even overlooked. It was for this reason mainly that the paper was written in the first place. It is one thing to plan an efficient operation at the outset, basing one's figures on the tonnage requirements at the time, and it is quite another to be confronted with the problem of increasing the output of an existing installation at a minimum of capital expenditure. Economic consideration of a new installation is greatly influenced by referring to an old one. Too often, the analyst assumes that if this practice is followed in the new installation, one would not go wrong. It is just here that he may be wrong. Past practice and low capital expenditure are all too frequently given priority over the engineer's analysis of operating costs. When we are able to start fresh, we should give proper weight to other economic factors which do not exist in an old installation. It is these economic factors that make it possible to spend at the outset just a little more money and get it back in a matter of months and effect big savings for years to come. F. C. Bond—This paper is of considerable importance in that it emphasizes a modern trend to operate ball mills at somewhat slower speeds than formerly. Removal of gas is the major function of RH degasser. To optimize the RH refining craft in Chongqing Iron and Steel Co. Ltd, the degassing effect of RH degasser at different degrees of vacuum was investigated using a vacuum induction furnace. In addition, the effect of processing time on the gas content dissolved in molten steel was also studied. The results showed that degree of vacuum was one of the important factors that determined the degassing efficiency in RH refining process. High vacuum degree is helpful in the removal of gas, especially in the removal of [H] dissolved in molten steel. The processing time could be reduced from 25-30 min to 15 minutes and gas content could also meet the demand of RH refining

The challenge related to the scarcity and the unaffordable quality patterns and dies faced by the industry is discussed. New manufacturing technologies for foundry tooling called Rapid Prototyping that can possibly be used to alleviate the above mentioned challenge are then presented and their benefits assessed.

This paper will describe the large caisson pier foundations for four of the bridges crossing the Mississippi River in the New Orleans area; and will discuss some of the unusual problems encountered during their sinking. Certain settlement phenomena experienced during their service life will also be related: The four bridges in order of their construction: The Huey P. Long Bridge, River Mile 106.1, completed in 1935 The Greater New Orleans Bridge No.1, River Mile 96.0, completed in 1958 The Hale Boggs Bridge, River Mile 121.6, completed in 1983 The Greater New Orleans Bridge No.2, River Mile 96.1, completed in 1988 Each of these bridges employed large open-dredged concrete caissons as foundations for one or more of the river piers, with the smallest being the 65ft by 102ft caissons for Piers I and II of the Huey P. Long Bridge and the largest being the 99ft by 214ft caisson for Pier II of the Greater New Orleans Bridge No.2. The Huey P. Long caissons are founded in a dense fine sand at -170 while all of the other bridge caissons are founded in hard preconsolidated clay at elevations varying from -150 to -185. The Huey P. Long Bridge is currently being widened without increasing the caisson foundations under any of the river piers; and the design reasoning that led to this decision is presented.

Rare earth elements (REEs), nickel and cobalt find their use in developing strategic materials and their demand is consistently increasing in the world while the extractable ores of these metals are gradually depleting. Process Research ORTECH Inc. (PRO) has developed innovative mixed chloride leaching processes for the recovery of REEs from alumino-silicate ores, and nickel and cobalt from laterite ores. The addition of magnesium chloride in hydrochloric acid enhances the activity of the hydrogen ion by orders of magnitude, which permit rapid leaching rates at moderate temperature and atmospheric pressure, along with high metal recovery. Innovative solvent extraction process steps are used for the separation of these metals from pregnant leach solutions. PRO’s processes also produce value added by-product of high purity iron oxide and recycle chloride lixiviant to the leaching stage. This paper describes the leaching and separation reaction mechanisms and potential process flowsheets.

The reaction mechanism for the cathodic decomposition of pyrrhotite in deoxygenated solutions at natural, near neutral pH levels was studied using potential and cyclic voltammetric measurements. Reaction products on the pyrrhotite surfaces were examined by Auger Electron Spectroscopy (AES), by X-ray photoelectron spectroscopy (XPS) and by analyzing the voltammograms for the electron balance of the reactions. Surface properties of the pyrrhotite/solution interface were characterized using an ac impedance technique. The parameters of an equivalent circuit were determined by the nonlinear least-squares fit (NLLSF) technique. The effect of cathodic polarization on floatability was investigated by performing microflotation tests. Possible implications to the flotation separation of chalcopyrite-pyrrhotite ores are discussed.

"INTRODUCTIONEpidemiologic studies of workers in chromate-ore related industries, 1-3 and stainless steel welding and related occupations4 have shown that they have about 20-40 times higher risk of throat or respiratory track cancer than controls. Although the actual carcinogenic substances were not identified in these statistical studies, Cr(VI) compounds (for example, calcium chromate, zinc chromate, and lead chromate) were implicated as the causative agents, whereas Cr(III) compounds were not suspected as carcinogens. s These suggestions were supporte4 by laboratory studies wherein many Cr(VI) compounds produced sarcomas at the implant or injection sites.1,5 Squamous cell carcinomas and adenocarcinomas closely resembling human lung cancer were induced by intrabronchial implants of calcium chromate in rats, 6·7 whereas Cr(DI) oxide and Cr(lll) sulfate did not induce any tumor formation.6,7While the mechanism of the chromate-induced carcinogenicity is not fully understood, it is generally thought8 that it involves some damage to DNA. Specifically, it has been reported that: a) the chromate ion, henceforth referred to as chromate, can pass through the cell membrane and enter the cell while CR(DI) does not, 9 b) chromate does not interact with either native or denatured DNA 10 while Cr(III) does, 11 and c) the final Cr-DNA complex isolated from cellular reactions of chromate is Cr(III)-DNA, with Cr(III) binding to the phosphate groups.12,13 Thus the important question is: since Cr(DI) cannot pass through the membranes, how does Cr(III)-DNA complex form? For this to happen, Cr(VI) must be reduced to its lower oxidation states, 14 ultimately to Cr(III), by some reductants in the cellular environment. Unless this reduction occurs, the DNA would not be damaged and therefore no chromate carcinogenicity would ensue. Thus the reduction of chromate to its lower oxidation states seems to be a key step in the chromate carcinogenicity .1s One of the major reductants in cellular environments is thought to be glutathione (GSH), both outside and inside the cells.16-lB Some evidence for the role of GSH in the chromate toxicity was provided by recent studies showing that exposure of hamster cells to non-toxic levels of added selemite increases the levels of GSH as well as the Cr(VI)-induced DNA strand breaks,19 and that such DNA strand breaks in hepatocytes also change in direct proportion to the GSH content. 20,21 These observations were interpreted as implying that the reduction of chromate by GSH to some reactive intennediate is an important step in the chromate carcinogenicity. 20.21 In · the present undenaking22 we have used electron spin resonance (ESR) and spin-trap methodology to investigate the reduction of chromate by GSH and find evidence for the involvement of the glutathionyl radical (GS ·) as well as Cr(V)-intermediates."

The ignition source of fires and explosions in coal mines is sometimes difficult to explain because resulting widespread destruction often erases valuable evidence that might reveal the cause. However, through years of experience, investigators have been able to piece together enough evidence to establish the reasons and, thereby, have been equipped to recommend corrective or preventative measures. The pattern of hazards is not constant. It changes with the development of new practices and new equipment. Important among the new hazards to coal mining are those introduced by electricity. In addition to the dangers of electric shock, fires and explosions from heat and arcs, and premature blasts, certain others have developed as a result of stray electric currents from direct-current traction systems. The conventional direct-current power-distribution system in coal mines is conducive to electrolysis damage to mine tracks, metallic pipelines, grounded power conductors, and structures in a position to become conductors of stray currents. The voltage drop resulting from power demand on intentionally grounded power conductors and accidental grounds on insulated conductors are common sources of stray currents in coal mines. Uncontrolled electric cur-rents flowing through the earth and metallic structures can be a menace, and these contribute to the estimated $6,000,000,000 annual loss caused by corrosion. The purpose of this publication is to discuss some of the electrolysis hazards in the coal-mining industry and to outline corrective measures to alleviate them.

On Monday, June 27, 1921, at 6 p. m., twenty-four members of the Institute from. Colorado and New Mexico, left Denver on the Union Pacific for Rock Springs, Wyoming, arriving there at 9:42 a. m., June 28th. The party was met at the depot by the Rock Springs committee and a large number of the local Institute members. The day was spent in visiting the Central Power Plant of, the Union Pacific Coal Company and adjacent mine, the new 'E Plane, the Reliance, Dines, Winton and Sweetwater coal properties in the district. At noon a very elaborate lunch was served in the First Aid Building at the Reliance mine, which was most heartily enjoyed by all. In the evening the members and friends visited the new Rialto theater and saw the pictorial exposition of the' "Sky Pilot". The evening terminated with a dance in the ballroom of the Masonic Temple from 9:30 until midnight, concluding one of the most enjoyable days which the Institute has ever spent in Rock Springs. At 12:3o a. m. the original party, augmented by six members from Rock Springs, were again enroute to Salt Lake City, arriving there at 8:30 in the morning of Wednesday, June 29th. The Hotel Utah had been selected by the local, committee as the headquarters for the convention, and the majority of the -members at once proceeded to that place where the books were opened and the paying of dues and registration of the members were carried on until 11:45 a.m. At noon a majority of the members were entertained at the L. D. S. Tabernacle with an organ recital, which was up to its usual standard of excellence.

Keywords: Ilmenite, titania slag, pig iron, rutile, zircon Located on the eastern shores of South Africa, 180 km north of Durban, Richards Bay Minerals (RBM) produces approximately 2.0 million metric tonnes of product annually making RBM a leading producer of titania slag, high purity pig iron, rutile and zircon. Heavy minerals are extracted from the nearby dunes by dredging and concentration on a floating gravity separation plant, followed by separation of the ilmenite, rutile and zircon at the mineral separation plant located at the smelter site. The ilmenite is processed through an oxidizing roast followed by magnetic separation and is then partially reduced to an 85 per cent TiO2 slag in one of four six-in-line a.c. electric arc furnaces. The slag is milled and then classified into two product sizes suitable as a raw material for both the sulphate and chloride pigment processes. The high quality iron produced during the reduction process is further processed to produce various grades of low-manganese iron. Around 95 per cent of the products are exported, yielding a world market share of about 25 per cent of titania slag, rutile, high quality pig iron, and zircon.

Rearmament superimposed on buying sprees by the public, caused a general shortage of metals in 1911. and the rare metals were no exception; they also shared with the more common metals the uncertainty of future demand. In general, the apparent undersupply of metals is a favorable condition for the realization of sleeping possibilities of the rare metals, especially if the supply can he made sufficient to take care of the possible new demand. Many changes in metal usage in 1941 were forced because of shortages. When such changes are in the direction of the economic trend there is a speeding up in the tempo of the inevitable change, but when the forced changes are against the economic trend they are likely to be shortlived. In any event, the latter is not a solid foundation on which to build a future business.

The fine coal fraction of a coal stream is that fraction which contains particles essentially in the -28 mesh size range. This fraction will normally first appear, in a coal preparation process, as a result of classification to segregate raw coal into various size components for beneficiation. More specifically, it could appear in desliming screen underfiow, classifying cyclone overflow, and in other process circuit components. It's recognized that the top size of this fraction has been determined more by secondary reasons, such as desliming screen area for the heavy medium cyclone circuit, the dewatering equipment for the fine clean coal, or even the stability of the refuse thickener circuit. Benefits, both economic and environmental, gained by beneficiating the fine coal fraction of a raw coal stream are increasing in number, until today, fine coal beneficiation is a necessity in most coal operations requiring any degree of preparation. This is due to some of the following reasons: • In the past it was frequently more economical to discard -28 mesh raw coal sizes than to recover the coal values from them. Today, mining costs have escalated to the point where all coal values leaving the mine should report to the finished product if possible. • Today's mining methods are producing run-of-mine coals containing higher percentages of -28 mesh sizes. This heavily weighs the economic balance in favor of beneficiating this fraction. As much as 25% of the run-of-mine coal from some mines is in the fine coal fraction. Beneficiation is recommended so that clean coal contained in the fraction can be recovered to reduce the loss of coal values. • Existing and pending environmental regulations mandate that solid fuels now consumed in power station boilers contain almost no pyritic sulfur. This form of sulfur appears in raw coal in the fine coal fraction, but can be removed by coal beneficiation. Environmental considerations dictate that every year, more of the fine coal produced for steam generating purposes in the US be beneficiated. To deliberately discard any portion of the fine coal can only add to this cost, not only in the sense that fewer tons will be recovered but, more importantly, additional tonnage will be diverted to the most capital- and labor-intensive section of the entire preparation plant-the fine refuse dewatering section. It is apparent to preparation engineers that dewatering and ultimate disposal of the fine refuse derived from this beneficiation step is certainly the most difficult technical problem presented in the entire plant design. Therefore, any beneficiation procedure which increases the fine coal recovery, or in any manner decreases the tonnage of fine refuse to be dewatered, is going to be cost effective. Since the -28 mesh fraction contains both coal and refuse particles in their finest particle sizes and thus presents the greatest degree of liberation, one would immediately infer that the highest degree of beneficiation would be achieved. INTRODUCTION Much of present fracture toughness testing con¬cerns chevron notched specimens (Newman Jr., 1984) since these, in principle, require neither fatigue precracking nor more registration than failure load to determine fracture toughness. Two such specimens which can be made from diamond drilled rock cores with minimal machining are the Short Rod (Barker, 1977) and the Chevron Edge Notch Round Bar in Bend¬ing or CENRBB Specimen (Ouchterlony, 1980). Even if the precracking property is especially valuable for a material like rock, practice has made the relative advantages of these chevron notched specimens much less apparent (Ouchterlony, 1982; Ouchterlony and Sun, 1983). Enough remains, however, to have the Commission on Testing Methods of the International Society for Rock Mechanics (ISRM) focus on them as standard configurations in a "Suggested Method for Determining Fracture Tough¬ness of Rock Material", which is in preparation. This paper presents material which supports the ISRM effort: 1. An experimental compliance calibration of the Chevron Bend (CENRBB or CB for short) and re¬sulting formulas. 2. Specimen tolerances, evaluation formulas, and loading rate requirements relating to both Short Rod and Chevron Bend Specimens of suggest¬ed standard proportions. 3. Some fracture toughness values obtained with the Chevron Bend Specimen. This material is mainly based on two reports (Ouchterlony, 1984 and 1985). Its applications include designing steel mills, planning space shota, or even developing ways to beat the casinos in Las Vegas. The Bureau of Mines is conducting research on blasting methods that reduce highwall overbreak and the associated rockfall hazards. This paper presents the results of a series of tests to improve presplitting at a western surface coal mine. Reductions in overbreak were achieved by decoupling and/or repositioning the main explosive charge in the 10-5/8 inch presplit blastholes that formed the highwall. Blast designs are presented by the authors for 1) repositioning the explosive charge from a weak rock layer to a stronger rock layer, 2) decoupling with cardboard tubes in the toe region, and 3) suspending bagged powder at intervals along the length of the blasthole. About the same total quantity of explosives was used in all three test designs. It was readily apparent from periodic visual examination and photographic surveys of the highwalls that the amount of rockfall was reduced, and with a longer delay before rockfalls began, in all test areas.
