There are no physical barriers along the border of our countries. This market is in dose proximity to Canadian production. This market is already joined by crude oil pipe-1,ines to numerous producing areas of Canada. The tariff barriers are reasonable. We are not handicapped by mandatory quota restrictions. There are many of us who desire lo sell Canadian crude oil in this market. Further, and what is really important, there are many of us who desire to buy Canadian crude oil for this market. It is fundamental that for crude oil to be sold in the world market, it must ?be sold at competitive prices. At the same time, it is important that such competitive price must result in a fair price for the crude oil at the we1lhead. The factors of nearness to market, cheap pipe line transportation, and reasonable United States tariffs, all tend to make ?possible a competitive market and a fair wellhead price.

At the Kakogawa works of Kobe Steel. Ltd., the agglomeration facilities are composed of a pelletizing plant and sintering plant. This aim is to utilize raw materials efficiently and stabilize the raw material resources. Therefore at Kakogawa works, the blast furnaces (BF) have been operated with high pellet ratio and various developments for pellet properties have been achieved to improve the blast furnace performance. These developments include dolomite-fluxed pellets, new-porous pellets and crushed pellets. As a results of these improvements, pellets have achieved almost the same performance as sinter at high temperature regarding properties such as the softening, melting and reduction behaviour. However, some problems on shape have remained to be solved. Spherical pellets flow easily into the center of the furnace and form mixed layers of pellets and cokes. Therefore, in BF operations with these pellets it becomes more difficult to keep proper and stable gas distribution.

The lease-system is the gradual result of the development of our larger producing mines throughout the State of Colorado. The operation of a mine, or group of mines, by corporations has been attended, in many cases, by disaster, owing to the difficulty of securing a fair day's work from the men employed in the mine, and the loss entailed by careless mining and sorting of high-grade ores, or by lax or inefficient management on the part of superintendents and foremen. Given, therefore, a mine that has been practically abandoned by its owner, for the reasons given, but still possessing merit, the lessee appears on the ground and secures a lease for a year, or term of years, from the owner, upon the payment of a royalty upon the gross smelter- or mill-returns of the ore which he mines. In this way many of our abandoned mines have been re-opened by the miner, who, with two or more associates, has been enabled, by careful attention, to obtain profitable results.

"1. INTRODUCTIONTunnel face stability is one of the most important consideration in New Austrian Tunneling Method. In general, if all of the material properties of ground can be obtained through the field investigations, the tunnel face behavior can be predicted using numerical simulation prior to tunnel construction. However, estimating the safety of a tunnel face is difficult, especially in cases where the ground is very weak such as in an urban area.In this study, numerical analyses of tunnel excavation in very weak ground conditions, such as a low cohesion and low internal friction angle, were carried out. The relationship between the average shear strain distribution on the tunnel face and the overburden was analyzed. This relationship estimates the shear strain of the tunnel face relative to the critical shear strain obtained by the ground properties. The critical shear strain was defined as an allowable value for the maximum shear strain. We proposed the allowable overburden as tunnel face stability index (TFI) that satisfies the critical shear strain criterion of ground. Finally, a design chart of the allowable overburden for various cohesion values and friction angles of ground was created. This chart is useful in the preliminary tunnel design stage to judge the necessity of additional counter measures against normal tunnel support design.2. WEAK GROUND MODELING AND ANALYSIS PROCEDURE2.1 Setting material propertiesWith reference to a past study1), the material properties were adopted on the basis of material properties in the standard worst rock classification case called “DII”2) for standard support pattern of weak ground in Japan. The typical material properties for “DII” are listed in Table 1. In addition, Fig.1 shows the distribution of the representative weak ground according to cohesion and internal friction angle. When the internal friction angle is relatively high and the cohesion is weak, the ground is categorized as sandy ground. Furthermore, when the internal friction angle is low and the cohesion is strong, the ground is categorized as clayey ground."

In an effort to develop a novel flash ironmaking process, the chemistry of selected slags was investigated. In different ironmaking processes, the molten bath (iron-slag bath) is expected to be in contact with gas atmospheres of H2/H2O, CO/CO2/H2/H2O, and CO/CO2. The latter was investigated to allow comparison with the blast-furnace conditions. The slag composition was selected to resemble that of the blast furnace with CaO/SiO2 in the range 0.8 to 1.4. The temperature range was 1550 to 1650°C. The oxygen partial pressure was maintained in the range 10-10 to10-9 atm. The effect of water vapor on the chemistry of the slag as well as the equilibrium reactions involving the slag has been studied for the first time. H2O dramatically affects the chemistry of the slag and strongly affect the phase equilibria in the slag as well as the equilibrium distribution of elements between slag and molten metal.

Of the 19 major mine fire events (including thermal events) that have occurred in the last 6 years (2000-2005), it is estimated that remotely constructed mine seals could have been used at 65% of the events to control or suppress the fire. Underground observations of seals that have been remotely installed during mine fire events show that they often do not fully achieve mine roof-to-floor and rib-to-rib closure. Unfortunately, the inability to reliably close the mine void has limited or precluded the regular use of this technology. The National Institute for Occupational Safety and Health is conducting full-scale underground experiments at the Lake Lynn Experimental Mine to identify and remedy existing remote sealing technology shortcomings, to develop novel technologies, and to transfer the new or improved technologies to the mining industry. This paper will discuss the remote mine seal testing program and will provide the results of the in-mine experiments. Gas well tests were performed on 17 wells in the Roma area. The procedure used in the test programme incorporates an initial isochronal test followed by what is described as the "two flow drawdown" technique. The second flow of the two flow drawdown test was conducted for sufficient time to allow transient investigation of the surrounding reservoir. This combination of tests allows the evaluation of stabilized production capacity in addition to the determination ,of several important reservoir characteristics.It also provides a qualitative indication of reserves, by reflecting the presence or absence of reservoir boundaries within the drainage area affected during the test.

In a study of the blast-furnace process, the Bureau of Mines has made many experiments for the purpose of determining the exact nature of the combustion of coke in the neighborhood of the tuyeres. Two papers1 presented at a meeting of this Institute discussed somewhat the practical aspects of coke combustibility in its relation to the operation of the blast furnace. In a later paper,2 Sherman and Kinney discussed the possible effect of variations in the combustibility of cokes on the furnace operation, and find that the "reoxidation theory" of Koppers and the "heat concentration theory" of Brassert³ are insuffcient to explain the variation in the conduct of different cokes that has been observed by furnace operators. In their report to the D-5 Committee of the American Society for Testing Materials, with which the Bureau of Mines has been cooperating, Perrott and Fieldner4 seem to agree with Sherman and Kinney that, for practical purposes, the nature of the combustion of coke at the tuyeres of any furnace is constant and is affected neither by the physical properties of the coke nor by the nature of the furnace operation. They omit as unimportant any tests on the combustibility of coke from their proposed methods for standard tests on coke. Landfilling of waste causes the degradation of natural environment, not only due to land occupation, but also due to pollution of air, water and soil. The flotation waste from zinc-lead industry also poses such problem. There is a need to find the way to utilise substantial amount of these wastes and backfilling seems to be a good solution. Recently, in Poland only sand was used for backfilling. However, it will be more beneficial to substitute the sand with the industrial solid waste, especially flotation waste. The tests were performed in the laboratory to examine the use of flotation waste as a main ingredient for backfilling. The use of flotation waste is possible only when it is combined with other waste with specific bonding properties, especially regarding the prevention of leakage. The outcome of tests shows that flotation waste combined with cement and fly ashes can be used as a backfilling material. This paper presents the preparation of flotation waste for using it for backfilling.

Mineral output and trade in the Central American countries were directly or indirectly affected by the sometimes violent civil unrest and recessionary economic developments that have pervaded the region for several years. Central American countries found their foreign exchange export earnings and traditional market areas shrinking while essential import costs were rising. Restricted spending measures were adopted by governments and private industries. Domestic investment funds for mineral development and exploration projects were among the first casualties of these austere budgetary measures, especially since weak demand and depressed mineral prices diminished the probability of a favorable cost-benefit ratio. The lack of physical security and political stability also discouraged private foreign investment. The United States Congress enacted the Caribbean Basin Economic Recovery Act of 1983 (19 U.S.C. 2702), more popularly known as the Caribbean Basin Initiative (CBI). This legislation was designed to stimulate economic recovery and promote economic development by increasing private investment and trade in the Caribbean Basin countries. The act provided for the elimination of U.S. duties on most trade items imported directly from eligible Caribbean countries, provided at least 35% of the product value originated in the region. The financial assistance components of the CBI were to be supportive of the basin's private sector as well as assist general economic stabilization programs.

Only within the past few years have chemists recognized the importance of the fact, that comparatively large amounts of phosphorus may occur in the siliceous residue left from the acid treatment of iron-ores. We know of one case in which an ore contained about three times as much phosphorus in the insoluble, as in the soluble, form. It was disposed of at a premium, as an exceptionally high-grade Bessemer ore containing 0.010 per cent. of soluble phosphorus, while the insoluble phosphorus brought the total amount up to 0.040 per cent. The magnetite and specular hematite of the Lake Superior districts and the fine ores of the Mesabi range, as a rule, contain very small amounts of insoluble phosphorus. But the mining of the soft hematites and the progressive lowering of the phosphorus-limit in a strictly Bessemer ore, have combined to make the determination of insoluble phosphorus one of the routine-requirements in all analyses of Bessemer ores. The insoluble phosphorus is understood to be that pbosphorus which cannot be extracted by boiling hydrochloric acid of 1.1 specific gravity. The time given for the extraction of the soluble phosphorus will vary, of course, according to the nature of the ore. In ordinary practice the boiling is continued until the residue is white or only very slightly tinged with ferric oxide. This ordinarily takes from half an hour to an hour. The prolonged boiling of ores known to contain considerable quantities of insoluble phosphorus has failed to extract any appreciable amount of additional phosphorus. "What is now known as the 'Waite section' of the property of Waite Amulet Mines, Limited, was originally the Waite-Ackerman-Montgomery mine. It includes a group of twenty-eight claims lying on either side of the Duprat-Dufresnoy township line, and about 8 miles north-northwest of Noranda, Quebec. ,The original discovery of ore on the property was made by Thomas Montgomery in Block Q, Duprat township, and was staked by him on behalf of himself, I. C. Waite, and C. H. Ackerman, in the summer of 1925. The property was optioned late in 1925 to N. A. Timmins who, after trenching and drilling the deposit, sold his 85 per cent interest to Noranda Mines, Limited. Early in 1927, a company known as Waite-Ackerman-Montgomery Mines, Limited, was formed and shaft sinking and development undertaken. Production commenced in August, 1928, ·and continued tJ May, 1930, when, owing to falling metal prices, shipment of direct smelting ore was stopped. Development of the mine by shaft sinking, drifting, and drilling continued until March, 1932, when owing to the prolonged low price of metals, the property was closed down. In September, 1933, an amalgamation with Amulet Mines, Limited, was effected, the new company being called Waite Amulet Mines, Limited. Early in 1937 operations were resumed, first by direct shipments to the smelter and later by aerial tramway to the Amulet mill. Operations have been continuous up to the present time, reaching an average of 720 tons a day milled for the year 1940. Production during the initial period (1928-1930) amounted to 75,811 tons, having an average grade of 7 .11 per cent copper, 4.47 per cent zinc, and 0.03 oz. gold and 0.65 oz. silver per ton. During the second period (1937 to end of 1946) , 1,060,524 tons, having an average grade of 4.53 per cent copper, 2.97 per cent zinc, and 0.03 oz. gold and 0.65 oz. silver per ton, were produced."

Lump ores are one kind of important burdens for blast furnace (BF), their metallurgical properties have significant influence on BF performance. In this paper, the relationships between the mineralogy of five natural lump ores and the metallurgical performance have been studied. The mineralogy study includes mineral compositions, microstructure and porosity, and the metallurgical performance covers reducibility index (RI), low-temperature reduction degradation index (RDI) and decrepitation index (DI). The results show that the complex lump containing hematite, and goethite has better overall metallurgical performance. For single lump, the RI of goetihte ores is higher, the RDI and the DI is strongly influenced by porosity. The hematite and magnetite ores have good anti-decrepitation and anti-RDI, but generally the RI is lower due to lower porosity, and the RI is related to the grain size, the smaller grain size is, the better reduction will be.

A paradigm shift As market economists, mine managers are interested in "staying in business" and even "prospering." Bottom-line results are the "order of the day." Concern for bottom-line results can invoke questions such as how much was produced, at what cost, and was anyone injured? While these questions will always carry everyday emphasis at the mine, they are fundamentally lacking in that they often appear, especially to lower levels of management and to the production worker, as pre-eminent concerns. Driven by market economics, many organizations have decentralized, outsourced, downsized, restructured and formed new coalitions. Investments in new technology and a concentration on productivity have been an essential part of these changes, contributing to improvements in both safety and efficiency. A reason for (and, perhaps a result of) these improvements has been the development of a highly experienced and flexible work force. This situation presents an interesting opportunity to modify a few paradigms about work life in general, and perhaps a few paradigms about how we invest in the miner, in particular. Studying these issues now night offer some interesting opportunities for the Future, as the foundations for the next generation of mine workers are laid. With the average "experienced" U.S. miner five to fifteen years from retirement, perhaps a key determinant of future success in the world market might be how well we make the transition from today's work force to the work force of tomorrow. We can ill afford to wait a few more years to tap into the special knowledge residing within a veteran mining work Force. The Work Crew Performance Model (WCPM) is one approach to defining, capturing and transferring this expertise. The WCPM suggests a paradigm shift, moving from a focus on products (quantity) to a focus on the process (quality). It also involves a slight change in the process -- a different way to think and work. Of great importance, it entails a belief and a commitment to people within the organization; a commitment to collect simple (but interesting) data; exploration for insightful ways to plot and integrate that data; and finally the search for creative methods to reinvest that knowledge back into the organization, that is, back into the work force. As a way of thinking, the WCPM subordinates information about how much is produced daily or how many were injured over a year's time to concern and detail for how the individual's and the work crew's performance contribute toward meeting organizational goals. Drawing upon the expertise within members of that work crew to address and solve operational problems is one approach for meeting organizational goals. This everyday focus on how we work is hypothesized by the WCPM to make the difference between a good section supervisor and the average one; an exemplar continuous-miner operator and the run-of-the-mill one; a mining crew that produces consistently high quantities, but, inadvertently, degrades the production of other units. The WCPM permits objective and reliable performance data to be collected. This data then can be used to define variability within tasks of work crew members; to relate observed variability to a cost consequence; and to more meaningfully analyze performance through the integration of traditional analytical tools, such as the production simulator, CONSIM, with a recommended behavioral approach, the WCPM. Basis for engineering test Most equipment selections and purchases involve a field trial test of the system. Technology is routinely bench tested at the manufacturer's facility, government agencies and the mine site. The WCPM suggests a similar, but more practical, method for testing the performance of a work system -a test for how technology is used (by people) at the work site. It implies learning from veteran mining personnel that have gone well "beyond the book." This approach to learning and to integrating training with everyday work life can help answer questions such as: What constitutes desirable perfor¬mance as, for examples, a shuttle-car operator, a miner operator or a bulldozer operator; what characterizes exem¬plary performance within the context of the work system, the technology and the work crew; how can investments in the worker he linked to measurable results within the organiza¬tion? This paper explores these questions and makes recom¬mendations for enhancing the cost-linkages between invest¬ments in people and the mine's monthly cost sheets.

In oxygen steelmaking, splashing and droplet formation play a key role in the kinetics of the process. Though splashing has been studied by previous investigators, there is only limited understanding of how different cavity modes affect splashing. Therefore, a cold model study (at various lance heights and gas flow rates) has been carried out focusing on the issue of cavity modes and how it affects splashing phenomenon. Analysis using Fast Fourier Transform (FFT) was carried out on cavity oscillation that showed that frequency and amplitude of oscillation was highest in penetrating mode. Measurements of splashing over a range of conditions showed splashing greatly reduced when cavities went from splashing to penetrating mode. The results were validated and compared with plant data and previous model investigations.

A laboratory study assessed the impacts of water spray pressure, face ventilation quantity, and line brattice setback distance on respirable dust and SF6 tracer gas concentrations around a continuous mining machine using a sprayfan or directional spray system. Dust levels were measured at locations representing the mining machine operator and the standard and off-standard shuttle car operators, and in the return airway. The results showed that changes in all three independent variables significantly affected log-transformed dust levels at the three operator sampling locations. Changes in setback distance impacted return airway dust levels. Laboratory testing also identified numerous variable interactions affecting dust levels. Tracer gas levels were measured on the left and right sides of the cutting drum and in the return. Untransformed gas levels around the cutting drum were significantly affected by changes in water pressure, face ventilation quantity, and setback distance. Only a few interactions were identified that significantly affected these concentrations. Gas levels in the return airway were grouped by face ventilation quantity. Return gas levels measured at the low curtain quantity were generally unaffected by changes in water pressure or curtain setback distance. At the high curtain quantity, return airway gas levels were affected by curtain setback distance. A field study was conducted to assess the impact of these parameters in an actual mining operation. These data showed that respirable dust levels may have been impacted by a change in water pressure and, to a lesser extent, by an increase in curtain setback distance. A series of tracer gas pulse tests were also conducted during this study. The results showed that effectiveness of the face ventilation was impacted by changes in curtain flow quantity and setback distance. Laboratory testing supported similar conclusions.

IN CIRCLES where mining men are wont to fraternize, a statement often heard is: "Yes, I spent six (or two, or ten, or thirty) years down at 'Chuqui.' " This means Chuquicamata, the site in Chile of what in all probability is the world's largest deposit of copper ore. One hears similar remarks regarding Braden and Andes, and, in fact, regarding a score of other big mines in South America, Africa, and elsewhere, but Chuqui seems to lead the others as the locale of engineers who have done a stint in foreign countries. One reason probably is that it is the Anaconda Company's premier foreign operation. Because of its unusual size and the diversity of its operations a great many men are needed. It is a sort of training school for young engineers; but, also, Anaconda has sent down a great many mature members of its big organization for special assignments like metallurgical research or plant construction. Chuquicamata is about 150 miles northeast of Antofagasta, at an elevation of 9,500 ft. It is in an almost rainless desert country where the wind (it is alleged by some) blows most of the time. However, the copper mining entrepreneurs have done their best to make up for what nature has neglected to do in creating a pleasant environment for the people who operate the mines. These include about 160 "foreigners" of whom 86 are from the United States, most of them accompanied by their families. There are 165 Chileans on the staff. Comforts, conveniences, and many luxuries are provided to offset in some measure the disagreeable features of the climate. Nevertheless, as I have implied, engineers at Chuqui generally jump at the chance to become "alumni" when opportunity offers. At the same time, they appear to take pride in their alma mater.
