This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

Ausmelt Technology has been applied to the recycling of spent pot liner (SPL) generated from primary alnminum production. The process is centered on the Ausmelt furnace, in which the SPL is converted under high temperature, oxidizing conditions to an HF containing gas stream and inert slag. fluorine is recovered from the SPL as HF gas and is concentrated and used to manufacture AIF) for recycle to the aluminum smelters. Approximately 87% of the fluorine can be recovered and converted to AIF), with the remainder being effectively tied up in the by product slag. Cost projections show that the recycling process will be competitive with other processes for SPL. The production and recycling of AIF) provides available credit that significantly offsets the operating cost of the facility. Ausmelt Technology for recycling of SPL is currently being marketed in North America by Ausmelt Technology Corporation in Denver, Colorado, and in the rest of the world by Ausmelt Limited of Dandenong, Australia.

LLOYDMINSTER is the centre of a well developed agricultural area, lying on the Alberta-Saskatchewan interprovincial boundary in Township Fifty. The surrounding country is gently undulating, without any notable topographic features, but twenty-two miles to the north the North Saskatchewan river, and thirty miles to the south the Battle river, have cut deep valleys. In the spring of 1934, a wild-cat well (Lloydminster Gas Company's No. 1 well) was successful in striking a large flow of gas at a depth o 1,974 ? feet. The gas was piped into the town, a short distance south, and Lloyd-minster became the first Saskatchewan town to be served with natural gas. Following this discovery, other wells were sunk and, up to the present, thirteen wells have been drilled m what is here designated the Lloydminster area. Ten of these wells are in Saskatchewan and three in Alberta. Seven were successful in obtaining gas, three oil, and three have been unsuccessful. The area tested by this drilling is about eight thousand acres, six thousand of which can be considered as proved gas or oil land. To the south and west of Lloydminster, in the Province of Alberta, there are several areas in which oil and gas have been discovered. The Wainwright field lies nearly fifty miles to the southwest; Battleview, where recently gas has been discovered, is thirty miles west-southwest; and the Ribstone area is about thirty miles south and a little west. At Ribstone, a number of wells were drilled some years ago and there is a small production of oil. The data relating to the wells in the Lloydminster area that are recorded in this paper are taken from the records of the several companies operating in the field. The names of these companies are given on the map and on the type stratigraphic section (Figures 1 and 2). The author wishes to record his appreciation to Mr. R. H. Shaw and Mr. 0. C. Yates, both of Lloyd-minster, for much valuable information; also to Mr. E. Swain, of the Department of Natural Resources, Regina, with whom the writer has visited the field on several occasions, and who, by his enthusiasm and encouragement, has done much to forward the development of the area. The well samples were examined at Ottawa by officers of the Borings Division of the Geological Survey of Canada, who also made the interpretations of the logs. Frequent references will be made to the work of Dr. G. S. Hume, of the Geological Survey, and the writer would like to pay tribute here to his work.

Assessment of abrasivity and cutter life are necessary to properly manage risks when tunneling in mixed face ground which includes ground with cobbles and boulders. Maximizing cutter life requires: (1) abrasivity and strength parameters for soil matrix and rock clasts, (2) methods of combining both, (3) proper selection of cutters and (4) modified TBM operation including use of boulder detection methods from the TBM to help make operation decisions. This paper presents approaches for addressing these factors sufficiently to improve tunneling success in mixed-face and cobbly-bouldery ground. Current laboratory abrasivity testing will be assessed along with equivalent quartz content correlations to soil matrix and rock clast abrasivity. New approaches to combining abrasivity testing of both the soil matrix and rock clasts for various cobble and boulder volume ratios will be suggested to estimate cutter life and intervention intervals. Methods for detecting boulders and using detection data to modify TBM operations to minimize boulder impacts are provided.

"INTRODUCTION Project Overview The Southeast Collector (SeC) is a new 15km long 3.0m internal diameter wastewater tunnel designed by Hatch Mott MacDonald (HMM) that twins the existing 2.6m diameter York-Durham Sewage System (YDSS) tunnel. Both sewage tunnels are located north of the City of Toronto in Ontario, Canada. The SeC provides much needed conveyance capacity for the rapidly growing York Region population, supporting development until 2036 and increasing sewage system security (Hatch Mott MacDonald and AECOM 2011). Construction of the SeC will also permit flows of the twinned section of the YDSS to be bypassed in order to clean, inspect and carry out any essential maintenance within the YDSS tunnel. Although owned and operated by York Region, the SeC spans two regional municipalities beginning upstream from the intersection of Ninth Line and Rouge Bank Drive in the City of Markham in York Region to the downstream Finch Avenue and Valley Farm Road intersection in the City of Pickering in Durham Region. See Figure 1 for the SeC and YDSS alignment. The project includes 19 shafts and chambers with depths ranging from 8 to 48m in addition to seven facilities supporting the operation and maintenance of the sewer. The construction contract was awarded to Strabag Inc. in July 2011 for $291M CAD. Construction Management services were provided by a joint venture team of Hatch Mott MacDonald and AECOM. Existing York-Durham Sewage System The YDSS tunnel was completed in 1979 and was constructed using an open shielded TBM with ribs and lagging temporary support, followed by installation of a 380mm thick unreinforced cast-in-place (CIP) concrete final lining. The YDSS sewer system has numerous connections that accumulate flows from various urban areas within York Region. The section of the YDSS twinned by the SeC flows under gravity conditions and had been putting a strain on the municipality’s potential for population and development growth having reached its maximum capacity of 420 ML/d. According to the York Region’s Water and Wastewater Master Plan, the existing YDSS would not have been able to handle wet weather flows past 2016 (Genivar and XCG Consultants 2009). The dependability of this section of the YDSS is also of concern because it is the main and critical connection between the sewer systems upstream and the downstream Duffin Creek Water Pollution Control Plant (WPCP)."

Technical service is assuming an increasingly important role in the sale of asbestos fibre,, Manufacturers are examining raw materials more closely than ever before in order to, obtain the most efficient usage in their processes. Asbestos is one of the more difficult materials to evaluate and consequently has been are of the last to be subjected to evaluation. The main problem encountered in the evaluation of asbestos fibre is that minor differences in grade and texture are not shown up by chemical analysis, and are identified only by specialized physical analyses or actual production use. However, such minor differences become more critical as manufacturing processes are made more efficient, and many purchasing agents and plant chemists are applying a closer scrutiny to their supply of raw asbestos fibre. Many processes have been formulated around grades and qualities of asbestos fibre, which were standard some time ago, but which may now be subject to modification and improvement.

"Getting minerals out of ores is messy, but mineral processors learn to have fun with it. Celebrating the innate joys of the industry was the theme of this year’s Colorado MPD Conference. At the same time, attendees dug deeper for insights into problems that continue to dog the community, including tailings dam crises, water resource challenges, and a dwindling number of academics to teach and train the workforce (see box).Tailings dam crisesMatt Fuller of Tierra Group International Ltd. brought some of the audience to tears with his impassioned talk on “The Infamous Legacy of Upstream Tailings Dams,” which won the conference’s Lou Cope award for best paper. The talk was especially poignant coming on the heels of the January tailings dam failure in Vale S.A.’s Córrego do Feijão iron ore mine in Brazil, the latest in a series of catastrophic dam failures over the past decade that includes the Fundão dam failure in 2015.Noting that the two dams share a common characteristic — both are upstream tailing dams — Fuller explained the three basic dam construction methods and why certain upstream tailing dams are susceptible to failure (Fig. 1). The downstream, centerline and upstream methods denote the direction the centerline of the dam crest moves with each successive raise in elevation of the dam. With the downstream dam, the foundation for future raises is essentially the same as that of the starter dam, he explained. With the centerline dam, half of the dam is constructed on the same foundation as the starter dam, and with the upstream dam, each successive raise is built out over the top of the tailings.“Downstream dams are expensive to build because each successive raise is bigger, so the sustaining capex to build them keeps growing,” Fuller said. Many decades ago, mine owners realized they could construct a starter dam, put their tailings through a hydrocyclone, generate a coarse sand fraction and stack the sand over the top of the tailings to build the next raise. “Then, there is no sustaining capex, it all comes out of operations,” Fuller added. The footprint is smaller, and it is a favorable means of retaining the tailings."

The National Institute for Occupational Safety and Health (NIOSH) is staffed with Engineers, Geologists, and Field Technicians conducting a variety of ground control research. The mission of the ground control teams within the Mine Systems Safety Branch (MSSB) is to eliminate ground failures leading to mineworker injuries and fatalities. Advancing the science behind ground control relies heavily on conducting mutually beneficial research at participating mines which is detailed in specific references throughout the paper. The ground control teams have several types of field instruments at their disposal to measure the ground response in underground mines. These include borehole pressure cells (BPCs), vibrating wire stress meters (VWs), hollow inclusion cells (Hi-Cells), roof and rib extensometers, load cells, and convergence meters. These instruments are used to measure changes in pressure, strain, and displacement within the underground environment. Instrumentation data is collected automatically using intrinsically safe or MSHA permissible dataloggers if required. Information is transmitted to the dataloggers using approved cable to distances of 200–1,000 ft. depending on the type of datalogger being used. Once mining is completed, the dataloggers are retrieved and brought to the surface, providing in-mine data to mine management and engineers for the conditions currently being encountered in a particular mine. This data, in conjunction with geologic data and stress mapping, can be used to validate numerical models. The practical application of these models is extremely important for mine management and engineers, particularly when faced with more challenging mine environments. Insight gained from applying these models can be used to make better engineering-based judgments for areas that will be mined in the future. The impact of such applications can result in a reduction of ground-fall accidents and injuries as well as generally safer working conditions.

This paper describes the development of a life of mine schedule (LOM) for one of the world?s largest known sedimentary Copper-Cobalt districts located in the Katanga Province, Democratic Republic of Congo (DRC). A particular feature of the Tenke Fungurume LOM schedule is the considerable number of pits/phases for scheduling, each competing to provide the best ore available to a capacity constrained process facility. This paper discusses the main scheduling objectives and constraints, data pre-processing as a scheduling aid, the mine scheduling approach, and results and conclusions.

The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. Rotary kilns have been in service in the gold industry to regenerate carbon for 65 years. At the time oxide ores with gold head grades of 8 to 10 g/t were being treated. Carbon could be regenerated adequately at 650°C and solution losses were less than 1%. Forty years ago, research indicated that heavily fouled carbon from flotation circuits had to be held at 750 to 850°C for ten to twenty minutes for full reactivation (Avraamides and La Brooy, 1987), gold head grades were typically 5 g/t and solution losses typically 0.02 ppm – still less than 1%. In 2017 it was determined (Claflin et al., 2017) that a residence time of less than 1 minute at 750°C can be adequate to reactivate carbon fouled with organics sufficiently to achieve 0.005 ppm solution losses in a flotation tailings leach plant.With the potential for discovery head grades to drop below 0.6 g/t, solution losses of 0.02 ppm represent over 3% loss. Tight operation of the whole carbon circuit is required to keep gold solution losses below 1% going forward.There are alternatives to a rotary carbon kiln, e.g. vertical kilns of which the Minfurn, Rintoul and Combustion Air kilns are examples. The alternative kilns can be heated using electrical heating elements, induction, and microwave. These kilns can operate successfully under the right conditions, however, they are almost exclusively for small carbon throughputs and are not suitable for the large carbon advance rates that are required to process low head grade ore deposits. Large throughput carbon kilns are are almost exclusively fossil fuel fired rotary kilns and the subject of this paper. In the view of the principal author, a fossil fuel fired vertical carbon kiln is preferred to a rotary kiln, however, it is not currently used in the industry.Thermal regeneration of activated carbon has a major impact on gold recovery in the carbon circuit. The carbon kiln and associated equipment constitute 3 to 5% of the capital cost for an oxide processing plant and up to 10% of the capital cost if flotation tails are leached. Despite the capital cost and impact on recovery, the carbon kiln is often poorly selected, operated and maintained.Six years ago Ausenco embarked on the Carbon Kiln Initiative to reduce solution gold losses. This body of knowledge has been published in a series of papers culminating in this paper on how to:1. Select a kiln appropriate for the flowsheet;2. With the gold industry looking to process more complex ores, the online measurement and control of cyanide addition to the gold leaching circuit has become more crucial. This paper compares the two commonly employed "free" cyanide online analysis methods (amperometric and potentiometric end-point silver nitrate titration) with the common site laboratory rhodanine endpoint silver nitrate titration and ion selective electrode methods. Measurement differences between these methods are presented and discussed for cyanide solutions containing copper and zinc with varying cyanide to metal ion ratios. The resulting cyanide available to leach gold is also compared with these measurements.

"The United States Bureau of Mines, in the interest of the prevention of injuries and fatalities in coal mines, has engaged in a study of the circumstances and conditions under which falls of roof and coal contribute to coal-mine accidents, and this publication is devoted to the result of a study conducted in mince developed in the Pittsburgh or No. 8 coal in eastern Ohio.To emphasize the need of this study a statement of the fatalities which have resulted from falls of roof is presented, followed by a brief description of the field and its geology. The mining methods, regulations, and timbering practices are presented and discuss, as well as supervision and discipline, all of which are important factors in the control of the roof and the prevention of falls of roof material that are liable to result in injury to the underground workmen.During the five-year period, 1924 to 1928, there were 10,820 fatalities in the cool mines of the United States, of which number 5,573 or 51.5 per cent resulted from fells of roof material, such as draw slate or roof coal, and of coal from the fact or sides. These fatalities generally occur singly, consequently they are given little publicity compared with major disasters consulting from explosions which, during the same five-year period, amounted to only 17.8 per cent of the total fatalities.Seven,mines in eastern Ohio, each typical, of mines in its locality, have been carefully studied, and the result of this study is herein presented so the information may be and beneficial to all who may be operating mines having,similar natural or physical conditions.In general, it will be found that measures taken to prevent injuries or fatalities from falls of roof as well as other safety measures, will have the effect of increasing the efficiency and economy in mining operation. The result of the study so far made on the falls of roof problem indicates that such features as mine management, supervision, inspection, discipline, character of roof, timbering methods, and blasting have a direct bearing on any scheme that may be evolved to prevent injury or loss of life by falls of roof."

The most common method for the concentration of cyanide in gold leach circuits is based on the titration of cyanide ions with silver ions. This can either be done manually as a titration with a visual end-point or by using one of several commercial cyanide analysers which are 'based on the same titration but use a potentiometric end point This method has 'its limitations in the case of some ores such as those containing high amounts of soluble copper and those that are treated at low (less than pH 9) pH values in that the titration results do not accurately reflect the concentration of cyanide which is available for the dissolution of gold. This paper will present the results of the development of a novel "active" cyanide analyser which is based on the rate, of the reaction between gold colloids and cyanide. Gold colloids have a deep red colour and can be very simply prepared and stored for extended periods of time when stabilized. t has been shown that colloidal gold behaves similarly to metallic gold, dissolving in aerated sodium cyanide solutions to give the colourless Au(CNh-ion, This allows the reaction between the colloids and cyanide to be monitored spectrophotometrically at 520 nm. An automated instrument has been developed around this concept which can analyse a filtered pulp stream every few minutes with periodic calibration using standard cyanide solutions, Results of test work on synthetic solutions and solutions derived from several Australian gold plants will be presented as will the results of a comparative evaluation with a commercial titration analyser on a local gold plant

The Wallaroo smelter on the Yorke Peninsula, South Australia commenced smelting operations in 1861 treating ores from the nearby Moonta and Kadina mines. The plant expanded and modernized on several occasions and was a leader in the successful introduction of new technology to improve operations. It operated continuously until 1923 when local mines became exhausted; in the closing stages of the 19th century it was the largest copper smelter in the world outside of those in Swansea, Wales. In 1892 a small electrolytic refinery was established at Wallaroo, the first in Australia, based on principles developed by Elkington at Pembrey, Wales in 1869. The Wallaroo refinery was specifically built to recover gold and silver from copper produced by smelting gold-containing feed materials shipped from Western Australia. This first venture into electrolytic refining was replaced in 1903 by a somewhat larger refinery which, although modest in size for its time, with a capacity of about 1000 tonnes of cathode copper per year, was very productive in precious metals. Anode copper was produced by an updated version of the reverberatory-based Welsh process until 1910 when barrel-type pneumatic converters were introduced based on American practice; subsequently, anodes were cast by tapping the precious-metals rich "bottoms" portion of converter copper as produced at about one-fifth into the copper blow. The present paper describes the Wallaroo refinery, its anode supply and products, supported by initial observations on a sample of a Wallaroo cathode held in the collection of the South Australia Museum, Adelaide SA, Australia. INTRODUCTION Australia ranked 6th in the world for copper mine production in 2018, with an output of 918,000 tonnes of mined copper, after Chile, Peru, Congo, China and the USA; about 40% of Australian mined copper was smelted in the country. Interestingly, the world ranking of Australia in mined copper has, with a few variations, remained about the same for more than 100 years – of interest, it was also the 6th largest country for copper production at 21,089 tonnes in 1899. At that time, all or most of the copper was smelted in the country (Mackey, 2016). Copper was first discovered in Australia in 1842 in South Australia not far from Adelaide; additional copper discoveries in the region soon followed. At first, copper ore was shipped to Swansea, Wales for smelting (Bampton, 2003). However, in addition to the long, 150 day one-way sea passage, it seems Welsh smelters preferred higher grade of ores – these aspects and likely a mood in the new colony to be independent of Swansea (Evans, 2014) evidently encouraged local smelting at the mine sites using small, Welsh-type reverberatory furnaces fired with hardwood as fuel and operated by Welsh and Cornish migrants. The first large copper smelter in Australia commenced in 1848 at Bremer, near Callington some 60 km east of Adelaide. With larger discoveries on Yorke Peninsula, the Wallaroo copper smelter at Wallaroo Bay on the west coast of the peninsula commenced operations in 1861 (Bell & McCarthy, 2008). Thus began one of the most successful, and in its day, one of the most advanced and innovative plants in Australia if not the world. [The steady increase of aluminum production means a corresponding increase of carbon consumption in the alumina-reduction cells. Improved petroleum techniques constantly reduce the amount of byproduct petroleum-coke production. These, trends threaten the alumina-reduction works with possible shortages of carbon, which must be supplied from some other source. In anticipation of this shortages, an investigation into the possibility of using coal as an alternative source of carbon was begun at the Northwest Experiment Station of the Federal Bureau of Mines. The investigation lit has developed bench-scale methods that produce carbon of higher purity than is required by specifications for anode carbon. Additional work will b required to bring these processes to pilot-plant seals and to prove the suitability of the carbons, produced or aluminum-anode consumption.]

Until June, 1868, it had not been attempted, either in this country or abroad, to manufacture by mechanical means, from anthracite coal-dust, artificial fuel for domestic use. Several attempts had been made to utilize coal-waste by converting it into a fuel for manufacturing purposes, but none of the processes were original, and they were merely applications of the well-known European processes and machinery, slightly modified by American ingenuity and mechanical skill. With one exception all those attempts have been failures. The great difficulty in the application of European processes and machinery has always been the limited production, and the excessive cost of the manufactured product, as compared with the cost of mining and preparing the ordinary anthracite coal for the market. The only serious and intelligent attempt to manufacture, on a large scale, artificial fuel for manufacturing purposes, has been made by the Anthracite Fuel Company, whose works are erected at Fort Ewen, near Rondout, New York. This company, organized under the auspices of the Delaware and Hudson Canal Company, had to go through the usual course of difficulties, breakages, and disappointments, which seems to be the lot of every new industry. Thanks, however, to the energy and perseverance of Mr. L. L. Crounsse, a gentleman of means, from Washington, D. C, the enterprise succeeded, and it is to-day established on a permanent basis. In order to increase the production, and to reduce its cost, the Anthracite Fuel Company was compelled to change most of its •plant, and to erect more powerful machinery, producing lumps of a larger size, almost twice the size of the lumps made previously by the same company.
