[SECRETARY'S NOTE.-This paper, presented in oral abstract, at the San Francisco meeting, was not at first supposed by Mr. Bain to be required for publication in the Transactions; and the excursion to Japan, in which he took part, immediately after the San Francisco meeting, delayed his presentation of the manuscript. After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. The purpose of this paper is to present validation studies of the mine-fire simulator using data gathered from an actual mine fire which occurred in November 1991 at the Pattiki Mine. To develop the model of the ventilation system with the fire in this validation study, the following adjustments were made: (1) flow and gas distribution in the entire ventilation network, and (2) fire parameters matching the data recorded by the monitoring system. After close correlations between simulation and real data were achieved, additional analysis of the ventilation system with the mine fire was performed. Presented and discussed in this paper are the following stages of the fire at the Pattiki Mine: (1) early fire (before the fire was detected), (2) preparation for and fire fighting with water, (3) fire sealing, and (4) fire extinguishing. This study evaluates the suitability of the computer software package for modeling underground fires. The paper also discusses the importance of the on-line monitoring system for the validation process.

The National Institute for Occupational Safety and Health (NIOSH) is staffed with Engineers, Geologists, and Field Technicians conducting a variety of ground control research. The mission of the ground control teams within the Mine Systems Safety Branch (MSSB) is to eliminate ground failures leading to mineworker injuries and fatalities. Advancing the science behind ground control relies heavily on conducting mutually beneficial research at participating mines which is detailed in specific references throughout the paper. The ground control teams have several types of field instruments at their disposal to measure the ground response in underground mines. These include borehole pressure cells (BPCs), vibrating wire stress meters (VWs), hollow inclusion cells (Hi-Cells), roof and rib extensometers, load cells, and convergence meters. These instruments are used to measure changes in pressure, strain, and displacement within the underground environment. Instrumentation data is collected automatically using intrinsically safe or MSHA permissible dataloggers if required. Information is transmitted to the dataloggers using approved cable to distances of 200–1,000 ft. depending on the type of datalogger being used. Once mining is completed, the dataloggers are retrieved and brought to the surface, providing in-mine data to mine management and engineers for the conditions currently being encountered in a particular mine. This data, in conjunction with geologic data and stress mapping, can be used to validate numerical models. The practical application of these models is extremely important for mine management and engineers, particularly when faced with more challenging mine environments. Insight gained from applying these models can be used to make better engineering-based judgments for areas that will be mined in the future. The impact of such applications can result in a reduction of ground-fall accidents and injuries as well as generally safer working conditions.

The Wallaroo smelter on the Yorke Peninsula, South Australia commenced smelting operations in 1861 treating ores from the nearby Moonta and Kadina mines. The plant expanded and modernized on several occasions and was a leader in the successful introduction of new technology to improve operations. It operated continuously until 1923 when local mines became exhausted; in the closing stages of the 19th century it was the largest copper smelter in the world outside of those in Swansea, Wales. In 1892 a small electrolytic refinery was established at Wallaroo, the first in Australia, based on principles developed by Elkington at Pembrey, Wales in 1869. The Wallaroo refinery was specifically built to recover gold and silver from copper produced by smelting gold-containing feed materials shipped from Western Australia. This first venture into electrolytic refining was replaced in 1903 by a somewhat larger refinery which, although modest in size for its time, with a capacity of about 1000 tonnes of cathode copper per year, was very productive in precious metals. Anode copper was produced by an updated version of the reverberatory-based Welsh process until 1910 when barrel-type pneumatic converters were introduced based on American practice; subsequently, anodes were cast by tapping the precious-metals rich "bottoms" portion of converter copper as produced at about one-fifth into the copper blow. The present paper describes the Wallaroo refinery, its anode supply and products, supported by initial observations on a sample of a Wallaroo cathode held in the collection of the South Australia Museum, Adelaide SA, Australia. INTRODUCTION Australia ranked 6th in the world for copper mine production in 2018, with an output of 918,000 tonnes of mined copper, after Chile, Peru, Congo, China and the USA; about 40% of Australian mined copper was smelted in the country. Interestingly, the world ranking of Australia in mined copper has, with a few variations, remained about the same for more than 100 years – of interest, it was also the 6th largest country for copper production at 21,089 tonnes in 1899. At that time, all or most of the copper was smelted in the country (Mackey, 2016). Copper was first discovered in Australia in 1842 in South Australia not far from Adelaide; additional copper discoveries in the region soon followed. At first, copper ore was shipped to Swansea, Wales for smelting (Bampton, 2003). However, in addition to the long, 150 day one-way sea passage, it seems Welsh smelters preferred higher grade of ores – these aspects and likely a mood in the new colony to be independent of Swansea (Evans, 2014) evidently encouraged local smelting at the mine sites using small, Welsh-type reverberatory furnaces fired with hardwood as fuel and operated by Welsh and Cornish migrants. The first large copper smelter in Australia commenced in 1848 at Bremer, near Callington some 60 km east of Adelaide. With larger discoveries on Yorke Peninsula, the Wallaroo copper smelter at Wallaroo Bay on the west coast of the peninsula commenced operations in 1861 (Bell & McCarthy, 2008). Thus began one of the most successful, and in its day, one of the most advanced and innovative plants in Australia if not the world. "The United States Bureau of Mines, in the interest of the prevention of injuries and fatalities in coal mines, has engaged in a study of the circumstances and conditions under which falls of roof and coal contribute to coal-mine accidents, and this publication is devoted to the result of a study conducted in mince developed in the Pittsburgh or No. 8 coal in eastern Ohio.To emphasize the need of this study a statement of the fatalities which have resulted from falls of roof is presented, followed by a brief description of the field and its geology. The mining methods, regulations, and timbering practices are presented and discuss, as well as supervision and discipline, all of which are important factors in the control of the roof and the prevention of falls of roof material that are liable to result in injury to the underground workmen.During the five-year period, 1924 to 1928, there were 10,820 fatalities in the cool mines of the United States, of which number 5,573 or 51.5 per cent resulted from fells of roof material, such as draw slate or roof coal, and of coal from the fact or sides. These fatalities generally occur singly, consequently they are given little publicity compared with major disasters consulting from explosions which, during the same five-year period, amounted to only 17.8 per cent of the total fatalities.Seven,mines in eastern Ohio, each typical, of mines in its locality, have been carefully studied, and the result of this study is herein presented so the information may be and beneficial to all who may be operating mines having,similar natural or physical conditions.In general, it will be found that measures taken to prevent injuries or fatalities from falls of roof as well as other safety measures, will have the effect of increasing the efficiency and economy in mining operation. The result of the study so far made on the falls of roof problem indicates that such features as mine management, supervision, inspection, discipline, character of roof, timbering methods, and blasting have a direct bearing on any scheme that may be evolved to prevent injury or loss of life by falls of roof."

Scale physical models, constructed according to the principle of similarity theory, have been widely used to simulate the mining disturbances to surrounding strata and to evaluate the effectiveness of implemented ground control techniques. This technique has also been used for studying mining-induced surface and subsurface subsidence. The movements of the observation points installed on the physical model at different mining stages are currently measured using total station which is time-consuming and inaccurate especially on small scale models. A photogrammetry-based measurement system has been developed. During a physical modeling process, photos of the model can be taken during the simulation process reducing survey time from hours to a few seconds. A program, Photogrammetry Analysis for Physical Modeling of Mine Subsidence Process (PAPMMSP), developed based on photogrammetric principle is used to quickly identify the installed observation points and accurately determine their coordinates. The measurement accuracy is well under submillimeter level—an ultra-important advantage as any measurement errors in coordinates are magnified by the model dimension scale (commonly 20 to 400). A physical modeling case of subsurface strata movements and deformations associated with longwall mining operations is presented in the paper to demonstrate the functions and capabilities of the developed photogrammetry program.

Results of research on the hydrothermal precipitation of zirconium oxide from the Bureau of Mines' zirconyl chloride-sulfate strip liquors indicate that nuclear grade material can be prepared by this process. Greater than 99% of the zirconium value can be precipitated at 250-260°C in short (5-10 minutes) reaction time without consumption of acid value of the liquor. Thus, precipitation of zirconium dioxide on a continuous basis, i.e., the zirconium dioxide is precipitated in a continuous mode of operation by pumping the strip liquor through a heated pressurized reactor and recycle of the acidic (spent) liquor to the process stage are favored. The results of accompanying studies of liquod/solid separation, product washing and dewatering, product purity, and chlorination of the product are presented and discussed.

"The mining of coal in thick and inclined seams is difficult, and there are only a few countries in the world that are really interested in the problems associated with their exploitation. In France a considerable amount of investment has been made in the mechanization of systems appropriate for such conditions.For seams inclined up to 50 degrees, of normal thickness, a new system was introduced in 1967. It consists of a longwall advancing to the rise with walking props, a shearer and hydraulic backfill. During the first two years the panel productivity was an average of 25 TN/MS, and they foresee the possibility of reaching an average of 30 TN/MS.A system for thick beds, both horizontal and inclined, is in p•rocess of being mechanized. In 1969 they started with a method consisting of a longwall in a footwall slice, or sub-level drifts with walking props, and caving and drawing up to a height of 20 m of coal. Recent experiments with a shearer have produced panel productivities between 9 and 11 TN /MS, and there is hope that with experience an average of 16 TN/MS will be obtained.In 1964 a method was initiated for beds inclined from 60 to 90 degrees, based on a mechanical cutter designed by the collieries in Lorraine. An overhand slice of 4.2 m in height is taken with a drum cutter mounted on the end of a boom. Hydraulic fill is placed at the completion of a slice. The face productivity, which has been from 13-20 TN /MS, can be perhaps increased to an average of 22 TN/MS. For those companies with important reserves in inclined and thick seams, these French systems may be worth the trouble of examining in some detail."

The Bureau of Mines studied the Chattanooga Shale to determine the quantity and quality of the uranium resources present and to assess specific environmental effects of mining the shale. Geologic data and chemical analyses, mainly concerning a 12-county area of Tennessee, were compiled from previous published and unpublished reports. Uranium resources in the Gassaway Member of the Chattanooga Shale in this 12-county area were estimated to be between 4.2 and 5.1 million tons, contained in 76 to 91 billion tons of shale. These figures represent inground tonnages and do not allow for mining or processing losses. Depending upon efficiency of mining and processing systems, enough uranium could be available to satisfy a large part of the cumulative domestic and world demand through the year 2000. A model was developed which assesses the total tons or acres of shale to be mined if the Gassaway Member were to satisfy 1 percent of the United States demand for uranium in 1991. This partially demonstrates the environmental impact of mining the shale and is easily factorable to any specified demand.

Despite growing demand and production for commodity metals such as copper, nickel, zinc, lead, and tin, the cost of these metals has been steadily decreasing in real terms. The only way that metal miners and producers can remain financially viable in the long term is by continuing to lower their cost curve through the implementation of new metals production technologies. This paper reviews technological developments in the production of copper, nickel, zinc, lead, and tin that have or threaten to redefine the cost curves for these metals.DisclaimerThe opinions expressed in this paper the author's, and are not necessarily those held by the author's employer, Cominco Ltd.IntroductionThis meeting will discuss many novel technologies and processes for producing metals and materials with specific properties that will enhance the applications ranges for the material or will allow entirely new applications to be developed. However, in every real-world case, the cost of the new material or process is an important property that determines which applications the material or process can be used in. Other properties that are important depend on the applications.A recent press report (1) discussing the potential replacement of aluminum radiators with copper radiators in pickup trucks and sport utility vehicles provides an interesting example to reinforce the importance of cost in materials selection. In this case, the displacement of aluminum by copper is being considered because of the more favorable heat dissipation characteristics of copper. Heat dissipation has become more important due to the development of hotter-burning V-8 and V-6 engines. For this application, engineers also consider cost, weight, size, durability, and manufacturing process. The report stated that the development by the International Copper Association (ICA) of the ""CuproBraze"" manufacturing process for heat transfer products was an important development. This technology produces 845 radiators that weigh less, are more uniform in quality, and are potentially more compact. They are also expected to cost less in high production quantities than copper units produced in the past, last three to four times longer than soldered copper radiators, and the process also eliminates the use of lead solder from the manufacturing process."

D R. CHARLES W. ELIOT, the great educator and philosopher-he of the five-foot book shelf-recently gave expression to a thought I had long been cherishing as a private opinion, when he said: "It is obvious that standardization has become a dangerous adversary of progress in both education and industry." This idea must have been more widespread than either of us knew, for some five years ago a writer of verse for one of the comic papers dealt with it at great length. I will quote only a few of his stanzas to illustrate his understanding of "A Standardized Existence" : A visitor at large, I stand Beneath a standard sky- Where everything is standardized To please the standard eye. Each tree is of a standard height, Each building is the same; Each man is uniform in height, And has a standard name. Above there is a standard star Beside a standard cloud, And a standard weather here prevails To please a standard crowd. N EARLY 1300 members and guests crowded the halls of the Engineering Societies Building during the winter meeting of the Institute just closed, and more than 600 attended the banquet. In variety of program, quality of papers, interest in discussion, and brilliance of social features, the meeting maintained the high reputation of the past. Nothing elaborate in the way of excursions was attempted, experience having proved that February weather in New York is much too uncertain to warrant extensive field trips. A sight-seeing journey up the Hudson to the Bear Mountain bridge was, however, made despite the snows of the week before and the week after. The annual business meeting, while attended by a minority of the members in the building, was marked by the display of keen interest in the work and called out several interesting discussions. The excellent reports of the committees that had organized their work and directed it along definite lines, emphasized the need of funds with which to support assistants or Fellows who shall correlate and put to the highest use the facilities of the Institute in research along technical lines. This thought was developed at the banquet by the retiring president, J. V. W. Reynders, and it is expected that the Directors will take early steps to collect a fund for this purpose. The number of the individual sessions was too great and the papers and discussions too numerous to permit mention here of all the features of inter- est. A general review only follows. The papers and detailed discussions will be printed and sent to members as promptly as possible.

At the Annual General Meeting of the Institute in 1924. I endeavoured to present the position held by the mineral industries in the commercial life of this country. The facts and figures were presented at that time in a detached way. Since then, however, I have made some attempt to analyze them in order to determine the causes for that position and to draw some conclusions as to the future of the mining industry. As everyone knows, our trade figures are very often used in political discussion, especially in discussion of tariff policy. It would be entirely out of order for me to say anything touching the tariff issue and I want to have it clearly understood that, in my opinion, the material I am about to present contains not a single statement or conclusion which anyone would be warranted in using as an argument for either a lower or a higher tariff or for tariff changes of any kind. As a starting point, let me re-state, very sketchily, Canada's general situation in external trade. In the last calendar year, 1924, we sold Canadian merchandise of all kinds to other countries to the value of $1,045,000,000 in round figures. Our purchases abroad reached about $893,000,000. Thus our sales exceeded our purchases by roughly $152,000,000. In other words, we had what is known as a 'favourable balance of trade' - one of the biggest favourable balances we have ever had in our history. The proceeds of our sales of Canadian products enabled us to meet the bills for all our purchases of foreign commodities and, in addition, placed a large surplus to our credit with which to offset our interest charges and other obligations abroad.

(communication to the Secretary*):¬Formerly it was the general practice of engineers to designate coal that is free from moisture and ash as " combustible,", not-withstanding that it contains oxygen and nitrogen. The origin of this practice was more particularly due to the requirements in connection with boiler-testing, which demanded a consideration of that portion of the fuel which took part in the combustion-process because results based on a unit of either moist or dry coal were not comparable, since both moisture and ash were recognized as variable quantities. Thus, a pound of " combustible " became a standard of value, and was treated as a constant before employing measurements of heating-power and calculating therefrom the percentage of efficiency. The recognition of this term ." combustible" was an advance to be credited to the engineer .rather than to the chemist, because the latter, not having to do with the interpretation of analysis in practice outside the laboratory, usually saw no reason for reporting results in terms other than those of the moist-coal composition. Some years ago I needed a table of fuel-composition in terms of moist, dry, moisture-free and ash-free coal, and of the combustible components. This table required the use of the word combustible in its proper sense, for the purpose of designating carbon, hydrogen, and sulphur, instead of including these three elements with oxygen and nitrogen, to which aggregate the term combustible was formerly applied. To make such a tabulation involved either the use of the inconvenient and cumbersome term, "ash and moisture-free coal," or of some other representative term, and for this purpose I adopted the expression " pure coal," which is short, simple, convenient, and technically correct. "The coal reserves of the Crow's Nest Basin in British Columbia have been known since the late 1860's. The 51.0-million-long-ton (over 15 years) sale of low-volatile coking coal to Japanese steel mills, as finalized in 1968, establishes the importance of these coal reserves in the world markets.In the early stages of the exploration program, which began in January, 1967, emphasis was placed on deter-mining the reserve of underground low-pitch coal within the No. 10 or Balmer seam of the Kootenay coal forma-tion. The finding of low-cover reserves in excess of 100,000,000 tons altered the initially planned underground program. Extensive tests were performed, establishing the excellent coking characteristics of the open-cast Balmer coal. Due recognition was given to the ultimate reclamation costs of mined lands and associated spoil areas.t was determined that, to achieve the costs desired, a high productivity was necessary, requiring large mining equipment. Operating criteria were set out, based on producing 4.2 million tons of clean coal per year. To optimize recovery, the preparation plant feed size was fixed at Yi in. x 0. The initial basic design capacity of the plant was 1,000 tph. The washing plant is composed essentially of four separate cleaning sections: a dedusting section; a multi-stage heavy media cyclone section; water cyclones; and flotation cells. Subsequent to the basic program, additional sales were made of 6.0 million long tons over the initial three-year period and the plant capacity was raised to 1,400 tph through the addition of a 400-tph coarse-coal treatment section. All wet coal products from the fine coal plant will be dried in a 70-tph (water) heat dryer. A unit-train concept of coal transportation between the mine site and the Westward Terminals at Roberts Bank has been negotiated with the Canadian Pacific Railroad. Facilities at the port will include a 4,000-tph rotary car bumper, 400,000-ton clean-coal stockpiles, and a bucket reclaiming system having a total ship-loading capacity of 6,000 tph."

Abstract Zirconium markedly affects the formation of graphite in cast iron and may promote the formation of normal flake gaphite, fine flakes of eutectiform graphite, or spheroid nodular graphite, according to the composition of the Iron and the amount of the zirconium addition. Usually, it is employed in the form of a complex addition agent in order to facilitate its introduction and to guide its effect. The reported applications of zirconium as an inoculant for the production of pearlitic high-strength cast iron indicates that it is most effective as a silicon-manganese-zirconium alloy. Added in this form it reduces chill and minimizes zones of ferrite and eutectiform graphite. In low-sulphur cast iron, zirconium in amounts greater than 0.10 per cent tends to promote the development of eutectiform graphite. These irons are characterized by freedom from primary cementite or normal flake graphite and exhibit very little tendency to shrinkage on solidification. In hyper-eutectic low-sulphur cast iron, zirconium causes the formation of a partially nodular graphite structure. A combination of magnesium with silicon-zirconium alloy was found to produce completely nodular graphite structures without the hazards associated with the addition of elemental magnesium.

?Rare earths ?will not be bargaining instruments?? was stated in a headline in China Daily of 29 October 2010. The Chinese government is trying to fend off the persistent accusations from Japan, the USA, and Europe that it is manipulating the supply of these so called ?critical? metals to gain political and economic advantages. The critics maintain that China has taken the rest of the world hostage by controlling 97% of the resources of rare earths. These elements are crucial in a number of high-tech applications. They are not impossible to substitute, but difficult to do so effectively. The name ?rare earth? is a misnomer, as even the least abundant is 200 times more common in the Earth?s crust than gold. They are, however, difficult to find in economic concentrations. The Chinese near-monopoly over the rare earths, together with China?s scramble for other resources in Australia, Africa, and elsewhere around the world, is seen as an example of a Chinese strategy to take control of vital metal resources. The Chinese are also accused of using unfair and sometimes illegal business practices in this fight for resources. Practices which, critics claim, put the Chinese interests above the interests of the host countries, in particular in Africa.

THE agreement of September, 1922, between the anthracite operators and the United Mine Workers of America, which followed the 54.5 months strike during the summer of that year, contained the following provision : The parties unite in a recommendation to Congress that legislation be forthwith enacted creating a separate anthracite coal commission with authority to investigate and report promptly on every phase of the industry and the parties hereby ask the President to request the enactment by Congress of the recommended legislation. The continuance of production after Aug. 31, 1923, shall be upon such terms as the parties may agree-upon in the light of the report of the Commission.
