This is the time of year tor the presidential address, and with the present incumbent engaged in the coal mining industry, it will therefore come as no surprise to you that the theme of my address this evening is concerned with coal.There are other reasons for this apart from my contact with the coal industry. At present, coal is supplying considerable overseas revenue at a time when the remainder of the mining market is in a somewhat depressed state. That times will change goes without saying, if history is to be believed.However, so far so good for coal. My first reaction when The Institute indicated its wish that I be president for 1976 was to become deeply conscious of the honour bestowed on me.On consideration, I realized that very few past presidents have been intimately connected with the coal mining industry to the extent of indulging in it for lengthy periods as a full time occupation or, conversely, a part time interest for a long time. It also appears that not one had started their career in the industry. In my case, 'also, there were 8 very interesting years ,as a gold miner and metallurgist before commencing in coal.It therefore seemed appropriate to endeavour to discover ,why this should be so, as coal mining is now a very important part of a very important industry. What were the reasons why the industry took so long to emerge when there were ample reserves of easily accessible coal?Frankie and Johnnie in their bar room epic of the depression years concluded, and I paraphrase, that "their story held no moral, their story told no tale". If my story has such a message, it could perhapsbe construed as reinforcing the oft-repeated dictums, true or false, that "history repeats itself" or "man never learns".Coal mining is by far our oldest major Australian industry except for agriculture. A study of the interfacial properties of the basal plane and the edge surfaces of talc is described in this paper. The isoelectric point measured at the two different crystallographic planes by the streaming potential method was found to be similar and exists at about pH 3.0. In the case of the edge surface the zeta potential increases at higher pH values which can be attributed to the hydration of magnesium ions at the edge surface. The atomic force microscopy (AFM) colloidal probe technique was used to measure interaction forces. For such experiments a 20 um talc particle was attached to the AFM cantilever and forces between the edge of the talc particle and two different crystallographic planes of talc were measured at various pH values. These measurements, while being qualitative due to the poorly characterized contact area, show differences between the properties of the base plane and edge of the talc and correspond to the results from streaming potential measurements. Finally, the differences in the hydration of the basal plane and the edge of talc are revealed from molecular dynamics (MD) simulations. The basal plane of the talc is much less hydrated than the edge, as can be seen from the water density distribution functions, which correlate quite well with the contact angle measurements at the basal plane surface and the edge surface of the talc sample.

The Alma, Degraff and other mines controlled by the Mon-Ark Mining Co. comprise one of the more important groups of zinc-lead mines in Christian County, Mo. The mines were first operated in .1857 and produced more than 5 million pounds of lead from rich, shallow ore deposits. Recent exploration and development led to the discovery of zinc sulfide ore at a depth of 165 to 214 feet in the northern part of the Alma mine. After examination of these mines in September 1942 by Bureau of Mines engineers, investigation of the extension -of the Alma mine and of the depth of mineralization at the other mines appeared justified in order to encourage the production of additional zinc and lead for war purposes. Twenty-nine churn-drill holes totaling 6.463 feet of bore were completed by the. Bureau from September 1943 to January 1944.

About 50,000 assays of mine samples were required in a preliminary investigation of the distribution of gold, silver, lead, copper, and zinc in two large Mexican mines, the Frisco mine at San Francisco del Oro (Chihuahua) and the Fresnillo mine at Fresnillo (Zacatecas). The feasibility of working with so many assays rests directly on the use of machine processing methods. The purpose of this article is to describe the methods used because machine (or data) processing can also be used efficiently to make the many calculations from mine assays needed in mining operations. No particular originality is claimed for these methods, which are straightforward applications of standard procedures for machine processing. Inasmuch as machine processing is essentially a routine job once it is begun, procedures must be organized more completely than is the case where human judgment can be inserted at every step. Before undertaking any work, it is necessary to decide carefully just which data must be processed as well as the exact results desired.

INTRODUCTION THE deposition of metalliferous lode systems takes place at considerable depths and no one may observe the process. We see only the end results of the process and from these we seek to construct a theory that will account for them. Because there is an obvious relation between many lode systems and intrusive igneous masses, it is a natural inference that they have formed by fluids that were expelled from such masses. The metalliferous lode systems have been deposited by ascending thermal fluids that have risen mainly from great irregular bodies of intruding magmas which are called batholiths. Probably 95 per cent of such lode systems have formed in connection with acidic or "granitic" batholiths and probably less than 5 per cent have formed in connection with basic intrusives. The study of lode ores, therefore, should include the study of the intrusion and differentiation of the batholith. It was noted long ago1 that certain tin-bearing deposits are commonly associated with small stocks. That small stocks are cupolas of larger intrusive masses has generally been recognized. Butler,2 in his studies of the ore deposits of Utah, showed that the chief deposits in Utah are in and near the stocks; that is near the "apically truncated

This investigation was undertaken by the Bureau of Nines to determine the effects of impurity levels on the mechanical properties of columbium at low temperatures. High-purity, electron-bombardment-melted columbium was purchased and used as a basis material. Variations in impurity levels were obtained by arc-melting charges containing definite amounts of added impurities. Tensile tests were conducted at low temperatures. Results showed the almost pure basis metal to be ductile at minus 194° C., the lower limit of the range used, Ductility of less pure columbium appeared to depend on interstitial element content. The ductile-to-brittle transition temperature appeared to be raised by increasing carbon content in the range of 50 to 730 parts per million, nitrogen content in the range of 50 to 200 parts per million, or total interstitial element content in the range of 240 to 1,380 parts per million. Some evidence was obtained indicating that decreasing cold work also raised the transition temperature, but recrystallization appeared to have no effect on it. Variations in interstitial element levels appeared to have little or no effect on ultimate strength of columbim in the range of room temperature to minus 194° C, Physical metallurgy studies of massive arc-melted and electron-bombardment- melted columbium were included in the columbium-tantalum research work assigned to the Albany Metallurgy Research Center in fiscal year 1959.

SILICON is one of the most important elements in the metallurgy of aluminum. It is always present in small amounts in the ordinary grades of "pure" aluminum, and hence in all alloys made therefrom. Within the last few years binary alloys containing up to 13 per cent. of silicon have come into extensive use for castings. Silicon is also added, beyond the amount present as an impurity, in alloys containing one or more other elements such as copper, manganese, magnesium and nickel. The binary aluminum-silicon alloys are not yet heat treated to any extent in commercial practice, although, as will be shown, their properties are affected to a very considerable degree by heat treatment. There are other aluminum alloys that develop higher strength, but the special characteristics of the silicon alloys may well lead to the application of heat-treating processes on a commercial scale. The role of silicon in the heat treatment of aluminum alloys is more important than would be indicated by consideration of the binary alloys alone, because many of the alloys that are heat treated in regular commercial practice contain some silicon in addition to that derived from the aluminum ingot as an impurity. Among these may be mentioned the heat-treated 195 alloy castings, and the wrought alloys 25S, Special 17S and 51S of the Aluminum Co. of America, and the German wrought alloy, Lautal. It is the purpose of this paper to present the results of experimental work and the conclusions derived therefrom regarding the heat treatment of the binary aluminum-silicon alloys. The products heat treated included forgings, chill castings and both "normal" and "modified" sand castings. REVIEW OF LITERATURE The literature on the heat treatment of aluminum-silicon alloys is not very extensive. The following review gives the principal references of which the authors are aware, in which appreciable information may be found.

Twenty field-scale tests were conducted in a 28 MW pulverized coal power plant in Healy, Alaska, to examine mill power consumption in relation to coal grind size. The intent in this field-scale study was to verify if grind size truly impacted power consumption by a detectable amount. The regression model developed from the data indicates that grind size does impact mill power consumption, with finer grinds consuming significantly more power than coarser grinds. However, other factors such as coal hardness (i.e., the lower the Hardgrove Grindability Index, or the harder the coal, the higher the power consumption) and mill throughput (i.e., the higher the throughput, the higher the power consumption) had to be included before the impact of grind size could be isolated. It was also observed that combining amperage and flow rate into a single parameter, i.e., specific amperage, hurt modeling. Cost analysis based on the regression model indicate a power savings of $19,972 per year if the coal were ground to 50% passing 76 mm rather than the industry standard of 70% passing 76 mm. The study also demonstrated that size reduction constituted a significant portion of the power consumption.

As sphalerite is such a common constituent of many types of ore, the present investigation was undertaken to determine what its relations are to the other minerals in the deposits, and also whether these are of any genetic significance. The data presented herewith were obtained from a mineralographic study of about 200 ore specimens from some 43 different localities, represented by suites of specimens in the Cornell University collection. In general, the metallurgical industry has so far been slower than the chemical industry to adopt ion exchange materials for industrial processes. The atomic energy industry presents a marked exception to this general situation, and the literature shows a rapidly increasing use of ion exchange techniques for the recovery of atomic energy metals on scales ranging from the ultra micro up to that of the largest mining operations. In many cases, the processes used would be equally applicable to more common metals and it is hoped that this review will be of interest to metallurgists outside the specialised atomic energy field. The review is intended to describe developments of ion exchange processes made during the last three years. Earlier studies have been summarised by Kunin and Preuss (1956) and Roland (1957). In order to restrict the number of references discussed, purely analytical procedures have been omitted and only those processes which have been conducted on a reasonably large scale or which, from their nature, areclearly capable of being upscaled, have been considered. In South African metalliferous mines, stoping operations are largely confined to narrow, tabular orebodies making mechanization extremely difficult. Limited flexibility in terms of stope width has necessitated drilling by means of handheld, pneumatic rock drills at most of our operations. As the largest producer of platinum in the world, we drill in excess of forty million stope blast holes per annum. Cleaning of the broken ore is also done by conventional means?utilizing scrapers and scraper winches. Conventional methods such as these carry high costs in terms of risk exposure as well as labour intensity. The purpose of this paper is to describe the development of a long hole stoping system suitable for the narrow platinum reefs. The new system had to be substantially safer and more cost effective than conventional mining. We selected a site that was conducive to mechanized mining and set out the parameters that we considered would meet our requirements. We then conducted a feasibility study to evaluate the conceptualized long hole stoping system in terms of specific goals. An analysis of the proposed system identified the Key Performance Indicators (KPIs). One of the most critical goals was to be able to create a man-free stope. This would mitigate the safety risk associated with normal stoping operations, as well as the inefficiency cost previously referred to.

Prior work by the author has established that closedform analytic solutions can be obtained for certain steady-state and transient types of operation of open circuit, continuous ball mills. This is possible when the tanks-in-series concept is used with the segregated flow or lumped parameter milling models. Such models should be useful (whenever they apply) in any calculational application since they are efficient and simple to program for digital computation. When perusing articles which treat of mining geology, and when talking with miners on the field, one is at times unable to follow the exact thoughts intended to be expressed, owing to the introduction of occasional technical words, the meanings of which are not thoroughly understood either by the speaker or by the hearer, or possibly by both and laymen at times accuse their technical brethren of attempting to confuse them by employing unusual words in their conversations and writings. Technical words are necessary adjuncts to all arts and sciences. They creep into our language, frequently unnoticed by those who employ them, as being more concise and convenient than longer sentences to explain frequently recurring expressions. In many cases these words give the finest shades of meaning, such as aglomerate and congzomerate, but in others they are extremely ambiguous, for instance black sand, which in some places means ilmenite, in others, chromite, tourmaline, cassiterite, in fact, any black mineral occurring in the form of sand. Then, again, much confusion is cansed by the same rock or mineral having different names, e.g, jlu01'spa'i', which is known as cand, cann, cauk, kawk, blue-John, Derbyshire spar, &c. The multiplicity of local names is of course chiefly found among the more common minerals, which are widely distributed some people have a propensity for using words the meanings of which they understand as little as' they do how to pronounce them. We have heard such persons speak 'of vughs as "bugs," and oxides as "ox hides," and to show that there was no mistake in their intentions, we have seen these and other words written in the same way as they were pronounced. Then, again, some persons, relying more on examples than definitions, get a very vague idea as to what the true meaning of a term may be the word dimite is an example in point, which we have frequently heard applied to any dyke rock that the miner was unable to recognise as granite in fact, he uses the word in a general sense, just as the field geologist provisionally employs the word " greenstone " for certain rocks, until he has an opportunity of thoroughly investigating their character.

Planning quarry operations and control of the quality of rock materials at Hudson Cement Co. at East Kingston, N. Y., are special problems because of multiple uses for the stone and the great structural complexity of the rocks. Problems have been largely solved by detailed geologic work. These geologic studies have paid dividends in long and short range planning, in assessment of reserves, in vastly reduced cost of chemical analyses, and in reduced drilling costs. Limestones of the Hudson Valley outcrop along the Hudson River from Albany to Kingston. Old established cement companies are located just south of Catskill and just east and southeast of Hudson, N. Y. The new Atlantic Cement plant is being constructed at Ravena. Hudson Cement located at East Kingston, is a newcomer and is closest to the New York metropolitan area (Plate I).

Researchers at National Institute for Occupational Safety and Health (NIOSH) are investigating how fiber-reinforced shotcrete mix designs can be extrapolated from proven designs employing wire mesh. This paper explains the results of round determinate panel tests and relates the flexural strength and toughness of fiber-reinforced shotcrete to known energy absorbing properties of wire mesh. The energy absorbed with central deflection is strongly influenced by the amount of fibres. The higher the energy absorption the more load cracked shotcrete can support. Two types of fiber-reinforced shotcrete were investigated, one with steel fiber and another with polyfiber. The residual load supported in Round Determinate Panel Tests can be matched with the strength of wire mesh, thus providing equivalent bag strength values for fiber reinforced shotcrete panels. There is also evidence of a panel crack width comparison to the load holding capabilities of the fiber in the shotcrete mixes. In practice, this provides designers with a method for comparing the ground support provided by fiber-reinforced shotcrete with that supplied by wire mesh.

Where raw coal from a mine is treated in dense medium separators ash in the washed product is generally very consistent, provided control of the medium suspension is maintained at a given specific gravity. When, however, the washing process is a Baum jig or other similar apparatus, making a separation at rather arbitrary gravities, the control of the product ash is less accurate, particularly in those cases where the design capacity of the washbox is exceeded by the load of high ash fines. In either of these cases an instantaneous measurement of ash while not essential would be desirable, to check the quality of the washed product and provide operator or management with instantaneous warning of changes in ash. Nearly 60% of all British coal mined goes for electricity generation, to burn at 17% ash, and since the overall average ash content of raw coal as mined is about 30% and varies within a range of 18 ? 40%, incombustible material has to be removed. The ash specification could be met either by total washing, or by washing part and blending the clean coal produced with the remaining untreated coal. Some plants use a straight tonnage split, but generally speaking in Britain it has been found more economical to screen and wash the oversize only. In either case for effective quality control in blending an instantaneous determination of the ash content of the product as it is made has been found essential, since standard ash determination by pyrolysis methods is lengthy and provides information too late to be used in the control of plants blending at the rate of 1000 ton/h.

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

The a ad on Connection" For the purpose of this paper, we will concentrate on the ubquitous radon gas as the principle, low-level radiation effect from uranium tailings piles. Standards are also proposed for gamma radiations but, by most accounts, this is much less of a low level problem than is radon. I am also aware of some just completed research at Oak Ridge National Laboratories that suggest polonium may be a major concern in tailings, but those data are preliminary at this time. What is radon gas? In the first place it is not a gas in the accepted sense in that it has no driving pressure head. It might prove a more convenient description to call it radon vapor. Radon vapor, then, is 7-1/2 times heavier than air. Radiologically, it is an alpha emitter which means it spontaneously gives off high ionizing potential but low penetrating power particles. In fact, the alpha particle has such low penetrating power that this sheet of paper will completely shield a person. The problem, though, is breathing the radon decay products, called radon daughters. If radon daughter products are ingested into the lungs, their alpha emissions may cause cancer. The principle carcinoma associated with breathing radon, or more basically, associated with radiological effects is oat cell car- cinoma of the undifferentiated mall cell type. Radon has a 3.8 day half life which means in less than four days half of its initial radioactivity has decayed away. In less than a month it essentially becomes inert or non-radioactive. IN the large number of important studies on high-purity aluminum (e.g., recrystallization and grain growth, creep, internal friction), it does not seem to have been generally recognized that the iron content, despite its very low figure, has a strong influence on a number of properties. In part, its influence is due to the very low solubility of the Fe-A1 6 phase. For aluminum of about 99.99 pct purity, the iron content may be 0.001 to 0.004 pct. For values in this range, a second phase will be present below 410" to 480 °C. This was determined by extrapolation of a log solubility vs inverse temperature plot of the solid solubility data of Edgar.' One consequence is the inhibition of grain coarsening below the solubility limit. This is shown in Table I, which gives, for three iron contents, the annealing temperature required for the absence of grains smaller than 1/2 mm average diameter together with the minimum temperature for the presence of some grains larger than 2 mm diameter. The specimens were 1/4x 1 1/2-in. strips cut from hard-rolled 1/16-in. sheet supplied by the Aluminum Co. of America.
